[0:00:40] Voice 3: working with um the team here um i'm joined here today in uh laguncan territory in the victoria

[0:02:42] Voice 3: and what has transpired over the last 150 years
[0:02:48] Voice 3: and that there's opportunities for us to learn
[0:02:50] Voice 3: and understand some of the events, the tragic,
[0:02:56] Voice 3: and um events that have happened um throughout that period of time and uh advise everybody to

[0:04:59] Voice 5: Executive Committee. Good to be with you. Last meeting of the year. I think this is our fourth
[0:05:05] Voice 5: meeting of Executive Committee. Admittedly, the first one was quick and then we had a slightly
[0:05:11] Voice 5: more substantial second meeting. Then, of course, because we had two Trust Council meetings pretty
[0:05:16] Voice 5: pretty quickly.
[0:05:17] Voice 5: We then had another short meeting,
[0:05:19] Voice 5: but this is a chance to reflect
[0:05:21] Voice 5: on some of the materials we've got in the agenda
[0:05:25] Voice 5: and some of our processes and review those.
[0:05:29] Voice 5: And one of those, of course, is the fuel.
[0:05:31] Voice 5: We did have an earlier meeting
[0:05:33] Voice 5: where we talked about what the fuel is.
[0:05:34] Voice 5: And I thought today, just generally,
[0:05:36] Voice 5: we would go through the fuel a little bit
[0:05:39] Voice 5: because it is, you know,
[0:05:42] Voice 5: this is an exercise of the executive committee
[0:05:45] Voice 5: taking over the follow-up action list and you know requiring of us work in an appropriate way
[0:05:51] Voice 5: in an appropriate time for a variety of projects which let's face it have come from a previous
[0:06:00] Voice 5: executive committee or their previous experience so as you look through this follow-up action list
[0:06:05] Voice 5: there's going to be items that need to get done there's items that have been done and there's
[0:06:13] Voice 5: some that might need some reflection and also some that might disappear because you've determined
[0:06:21] Voice 5: that that's not where you want to direct our efforts towards. So what you'll get in the fuel
[0:06:28] Voice 5: is both directions from trust counsel for executive committee to do something and of course things
[0:06:34] Voice 5: that you've generated yourself. Fair enough? So if we turn our minds to fuel right now looking at page
[0:06:41] Voice 5: page nine um course number one and i we probably wouldn't every meeting go through exhaustively
[0:06:50] Voice 5: this list um there'd be a brief review if something was imminent we'd let you know and
[0:06:55] Voice 5: then you'd ask some questions associated with what about item three because you have a particular
[0:06:59] Voice 5: interest in it or or something like that otherwise um we'd spend much too much time in the meetings
[0:07:05] Voice 5: going through 25 or 30 items on the follow-up actions but for today um we've got uh the first
[0:07:13] Voice 5: one obviously is um direction from trust council we're living number two i'm not turns out we did
[0:07:23] Voice 5: item three so that's great and you'll see a repeat um no so a related item to item one on
[0:07:34] Voice 5: for tree cutting and i should probably just give them that was an item of conversation just give
[0:07:40] Voice 5: you an update on broadly what's happening uh around tree cutting over the last say two two
[0:07:47] Voice 5: and a half years um i'll try and do that in a minute and a half let's see how i do someone
[0:07:53] Voice 5: start a time piece trust council gave direction to investigate the opportunity to to utilize an
[0:08:00] Voice 5: authority that's a municipal authority around tree cutting. Inside the province that's used by
[0:08:05] Voice 5: municipal entities to organize trees both from an ornamental and environmental perspective,
[0:08:17] Voice 5: access and egress, ensuring that their communities reflect their values around tree cutting.
[0:08:25] Voice 5: it's less used as a means of addressing forestry in any way and so when that
[0:08:35] question was asked I then started some conversations
[0:08:38] Voice 5: with people in the
[0:08:40] Voice 5: ministry to tease out what this could possibly look like we began to have some
[0:08:46] Voice 5: of those conversations they had we were two or three times and subsequent to
[0:08:54] Voice 5: that now their question to us was can you know describe more fully how you would use this as
[0:09:01] Voice 5: you know how this get expressed on in an island environment and so then we've been back to trust
[0:09:07] Voice 5: council you'll recall and we had a session and that session looked at i think we pulled a couple
[0:09:13] Voice 5: more um rural municipalities and how they use that power and how this got expressed i think we used
[0:09:19] Voice 5: chosen as an example we went through their bylaw it looked at you know um how does it practically
[0:09:26] Voice 5: work on the ground and i think there was some value there um and lots of great questions and
[0:09:33] Voice 5: began to refine the questions going back to the ministry i went back to the ministry and said you
[0:09:37] Voice 5: know trust council sort of thinks this this is the area they'd like to investigate a little bit more
[0:09:41] Voice 5: and this is how they would practically use this they said great but generally pointing us towards
[0:09:50] Voice 5: the direction that this is not a section 8 municipal power this is a new thing it would be
[0:09:55] Voice 5: a new thing and that that would take more discussion and work i'd say that was about
[0:10:01] Voice 5: eight nine ten months ago and since then there hasn't been some standard conversation
[0:10:06] Voice 5: i will also point out this when we were going through the policy statement review process and
[0:10:10] Voice 5: And we were out in community meeting with people, and I'm sure Claire will attest to this.
[0:10:14] This is one of the first questions that people, citizens came up and asked those questions.
[0:10:18] And indeed, the ministry themselves
[0:10:20] Voice 5: were getting letters around, you know, how does this look?
[0:10:24] Voice 5: What would you be doing?
[0:10:26] Voice 5: And those things.
[0:10:27] Voice 5: We met with the minister, Minister Cullen.
[0:10:29] Voice 5: One of his first couple of questions to Chair Luckham is, you know, how would I, you know, what does tree cutting look like?
[0:10:36] Voice 5: How
[0:10:36] Voice 1: do you get a permit
[0:10:37] Voice 5: to do tree cutting?
[0:10:37] Voice 1: How
[0:10:37] Voice 5: do I get a permit?
[0:10:38] Voice 5: so um they're very aware of that and then of course we're bridging from one trust council
[0:10:43] Voice 5: to another trust council um large significant um you know governance issues like this
[0:10:49] Voice 5: naturally sort of wane and then um find a new life when you've got a new governance body
[0:10:56] Voice 5: and i think that's really the position that we're in right now um the ministry isn't standing there
[0:11:01] Voice 5: ready to go with anything i haven't had a substantive conversation in the last little
[0:11:05] Voice 5: while um i know uh there's some discussion around this at the government about the policy statement
[0:11:11] Voice 5: trust programs committee and there's some refinement about you know this could be an
[0:11:15] Voice 5: option for ltcs um if they chose so chose in the future um but there's some refinements some of
[0:11:22] Voice 5: the language inside the policy statement really that's the two minute overview of where we are
[0:11:27] Voice 5: at this point um three out of four of you were there if i've misspoken in any way let me know
[0:11:34] Voice 5: but that's the broad considerations.
[0:11:37] Voice 5: And obviously we have in front of us now
[0:11:39] Voice 5: sort of an interregnum,
[0:11:41] Voice 5: let's just take a break here
[0:11:42] Voice 5: until this trust council is comfortable with this issue
[0:11:45] Voice 5: and whatever which way they wanna go with it.
[0:11:49] Voice 5: So I thought I'd just pick that up
[0:11:51] as one of the key themes out of the fuel
[0:11:52] because it's there a couple of times.
[0:11:54] And now I'm gonna move into just,
[0:11:56] Voice 3: unless there's some questions.
[0:11:57] Voice 3: Well, maybe we should just ask
[0:11:58] Voice 3: if there's any questions on that
[0:11:59] Voice 3: because that's certainly a topic of great interest

[0:12:08] Voice 3: The only thing I wrote down based upon how you introduced this about that municipal tree
[0:12:18] Voice 3: cutting authority with respect to forestry is less used.
[0:12:24] Voice 3: Now is it less used or not used, especially given the remarks from the province and that
[0:12:30] Voice 3: this would not be
[0:12:30] Voice 5: a Section 8?
[0:12:32] Voice 5: they're moving us to uh this would be something different yeah this is a different different
[0:12:38] Voice 5: matter
[0:12:39] Voice 3: and um and then i am interested to know if that's all right through director freighter
[0:12:46] Voice 3: possibly but where did that in in one minute or less where did that land in the policy statement
[0:12:52] Voice 3: conversation the last go around because sort of what came out of the conversations is maybe
[0:12:58] Voice 3: slightly different than what you recall because of course minutes just record decisions they don't
[0:13:02] Voice 3: the quick discussion so
[0:13:04] Voice 10: the council actually made an explicit motion to remove the advocacy
[0:13:08] Voice 10: statement from the policy statement yeah um and said in recognition council may wish to proceed
[0:13:12] Voice 10: anyway but it's out of the document right
[0:13:15] Voice 3: okay that's what i wanted to capture yeah is out of the
[0:13:18] Voice 3: the anticipated draft new draft version of the policy that's an important thing to know okay
[0:13:26] Voice 3: great okay so a few things um before
[0:13:30] Voice 9: we move on i do have a question about that sorry chair

[0:13:35] Voice 3: ahead is
[0:13:36] Voice 9: that all right um would it be possible and how much work would it be to
[0:13:41] Voice 9: put together a briefing on the work that's been done on this for the benefit of trust council
[0:13:48] Voice 9: um in march or even just to circulate or would that be something better done through the trust
[0:13:54] Voice 9: programs committee just sort of the summary that you've given us right now is great and i think
[0:14:00] Voice 9: you spoke to some of the language needs to be refined. And so sort of where are we at in the
[0:14:06] Voice 9: decision? Like, how is that information going to be passed on for productive discussion of the next
[0:14:10] Voice 9: of this trust council?
[0:14:14] Voice 5: Yeah, I mean, on this and other issues, how do we get everyone to a level
[0:14:21] Voice 5: playing field and summarize the three or four years of work or consideration that's happened
[0:14:26] Voice 5: been previously um you know we can compile information and provide things um it would
[0:14:32] Voice 5: have to be at your direction so there's a lot there's the policy statement there's tree cutting
[0:14:36] Voice 5: um you know the climate emergency there's a variety of different things where
[0:14:42] Voice 5: all of trust council might not be in the same place in terms of the last two or three years
[0:14:46] Voice 5: um but you know we could at your direction we could compile something for um for march and
[0:14:53] Voice 5: give the back story to um where we are on this or or anything else
[0:14:58] Voice 3: you know no thank you uh vice
[0:15:01] chair elliott um given that council has provided this direction as indicated on item four to um
[0:15:09] Voice 3: i think that would increase most of it it would be handy to have like maybe a single page of what
[0:15:15] Voice 3: you just characterized um as an information piece so that when we come back in march where this
[0:15:22] Voice 3: conversation is going to get picked up again we're better prepared than just coming in with nothing
[0:15:26] Voice 3: so then as i
[0:15:28] Voice 5: satisfy number one yeah i'll lean on some of that history yes and provide it to you and
[0:15:34] Voice 5: then you might go hey this should go to uh trust council so everyone's got the so

[0:15:41] Voice 3: of in progress you could facilitate that or do you want specific demand i'll do it anyway i'll
[0:15:46] Voice 3: do it okay so then we'll just take it that um we'll look forward to summary kind of a report

[0:16:14] Voice 5: of committees ltcs and all those kinds of things and laurie if you could try and get a calendar up
[0:16:21] Voice 5: that shows the committee dates because you're the man you ensure that things sync
[0:16:29] Voice 5: um and i think uh both you and the rpms and the planning staff you're starting to get your
[0:16:36] Voice 5: your calendars organized from an ltc perspective yeah or have have done so that's that's a big
[0:16:43] Voice 5: piece um significant conversation around the budget right coming out of trust council yeah
[0:16:50] Voice 5: so we have a meeting um i see there's um we need to get two more members of financial planning
[0:16:59] Voice 5: committee yes so we need to get the rpc meeting before the fpc meeting we need the tpc meeting
[0:17:05] Voice 5: before the yes just heard just keep saying tpc rpc and fpc over and over again but um so as i
[0:17:16] understand it on the 9th there's a regional planning committee
[0:17:18] Voice 5: meeting where's that trust
[0:17:20] Voice 5: programs committee on the 9th trust it's been so we've gone out to organize that and then they will
[0:17:26] Voice 5: have a representative of fpc for that conversation on the 18th and the same can be said on the 17th
[0:17:33] Voice 5: the regional planning committee so that will make fpc whole good yeah okay so the first fpc meeting
[0:17:43] Voice 5: is the 18th that's right 18th and then i think in the second week of february might be the third
[0:17:52] Voice 5: we'll get there in a month you don't have to move right now or we'll get that in a second so the
[0:17:58] Voice 5: question is going to be does fpc have enough runway to have the conversations that take that
[0:18:02] Voice 5: have put trust council in a good position in march and of course they're going to be electing
[0:18:08] Voice 5: a chair on the 18th and it's through the chair and the committee sitting as a group they'll go
[0:18:13] Voice 5: what did trust council give us and where are we going with it and so they've got two meetings
[0:18:21] Voice 5: right now scheduled to figure that out perhaps there'll be another supplemental meeting i'm not
[0:18:25] Voice 5: sure the other one of course is the governance committee and um we have a body in place now
[0:18:34] Voice 5: and so you reckon you know we just looked at the calendar and we thought the 16th
[0:18:38] Voice 5: of january would be an initial startup meeting for the governance committee okay so we'll go
[0:18:50] Voice 5: out to that body um sometime in the next whenever and ask them if that's appropriate and that would
[0:18:56] Voice 5: be the inaugural meeting selection of the chair um probably an ideas exchange um everyone's got
[0:19:03] Voice 5: copies of the document there's not a lot of staff reporting required at that point so i think we're
[0:19:08] Voice 5: in a pretty good spot um two more quick issues yes
[0:19:16] Voice 3: please and this is me just oh any questions
[0:19:19] Voice 3: on the calendar concerns no so i just want to acknowledge and thank all of the staff that have
[0:19:26] worked with individual vice chairs and the ltc's my experience of it is
[0:19:31] Voice 3: it's complex and it's
[0:19:34] Voice 3: significant that you've got to this stage and have this computer so i'm really grateful for that
[0:19:39] Voice 3: could you go down one month
[0:19:40] Voice 4: yeah i want to echo that uh chair luck and the staff working with
[0:19:47] Voice 4: the staff to schedule the eight ltc's has been wonderful they've done a great job of
[0:19:53] Voice 4: ocean protection accommodating my ideas well
[0:19:58] Voice 5: that's why we're here and that's great great
[0:20:01] Voice 5: to get that good feedback um the next meeting i think is on valentine's day february the 14th
[0:20:07] Voice 5: okay so maybe that's that feeling of amour is going to land a good budget the next day is the
[0:20:17] Voice 5: lgla elected officials forum yeah and if we haven't got information to these guys around that
[0:20:25] Voice 5: we will and that is executive committee it's of value i mean it's for elected officials more than
[0:20:32] Voice 5: it is for staff but it's a good place to um is that online no no it's in person okay yeah it's
[0:20:40] Voice 5: in richmond and what
[0:20:42] Voice 3: was the date on that 15 16 16. if you have the opportunity i would highly
[0:20:48] Voice 3: recommend
[0:20:48] Voice 13: it. So I'm going to leave that, but we've
[0:20:59] Voice 5: touched base. Two more things. One,
[0:21:05] Voice 5: Trust Council directed that we have four live meetings, and I'm pretty sure they directed to
[0:21:10] Voice 5: say two of them be on an island. Is everyone nodding? But so that we know March is going to
[0:21:22] Voice 5: to be in Nanaimo yes and
[0:21:24] Voice 5: we know Victoria is likely going to be in December yes right yeah
[0:21:28] Voice 5: because that makes sense so then we've got the two in the middle and there is the possibility
[0:21:36] Voice 5: that this gets discussed again as we get through the budget process yeah but
[0:21:41] Voice 5: what was going to be
[0:21:42] Voice 5: challenging is we can't start we have to you I would recommend have to figure out where those
[0:21:48] Voice 5: meetings would be less so Trust Council and the reason is it doesn't take it
[0:21:55] Voice 5: takes more than two months to organize a live meeting somewhere so if you say yes
[0:22:00] Voice 5: in March June Mesquite or June Maine that's not enough time so
[0:22:08] Voice 5: between now
[0:22:09] Voice 5: and then we have to pick the two times and
[0:22:15] Voice 13: we don't know for sure that they're
[0:22:16] Voice 13: going to happen right we good yeah so and
[0:22:24] Voice 5: the september is a more if trust council moved a
[0:22:30] Voice 5: little bit september would be one where we'd have plenty of time to plan a live meeting
[0:22:36] Voice 5: but let's say all of it happens where do you want to go so i think that's for ec to assist
[0:22:45] Voice 5: trust council for very practical reasons what would be a good location for june which we'd
[0:22:52] Voice 5: start on and what would be a good location in september yeah

[0:23:00] Voice 3: feedback now or i'm giving you a
[0:23:03] Voice 5: report my report would be a lot like what i've just said
[0:23:06] Voice 5: but early in january that would be a topic for

[0:23:13] Voice 3: conversation is still live for me at council and indeed i think i would take from that that
[0:23:20] Voice 3: logistically the easiest places are much better to select in this first go round than the more
[0:23:25] Voice 3: complex places and that to me is the more populous locations which quite honestly is
[0:23:31] Voice 3: salt spring tender gabrielle okay i'm just offering that we would be challenged we would
[0:23:38] Voice 5: be challenged after two years of coping to to reconsider every island's capacity and all that
[0:23:44] Voice 5: like that i think you want to narrow people have changed the places have changed yeah um and all
[0:23:50] Voice 5: all that kind of stuff so i give that to you so you can expect some reporting or a question coming

[0:34:33] Voice 10: so you know what these are, just to orient you to these actions. The first one has been on this
[0:34:37] Voice 10: list since 2019. And this came out of concerns around some aquaculture tenures that trustees
[0:34:44] Voice 10: were worried were going to flip to geoduck tenures when previously haven't been allocated
[0:34:48] Voice 10: for a different species and concerned that they wouldn't be notified. We have had an ongoing
[0:34:54] Voice 10: going project i would say that's been open and made slow progress for 15 years now to work with
[0:34:59] Voice 10: the province to take about four to five agreements that we have with various ministries many of whom
[0:35:04] Voice 10: no longer exist regarding crown land and how we handle referrals about crown land and it has
[0:35:13] Voice 10: simply not been prioritized over the years so it sits on the list and typically with trust
[0:35:19] Voice 10: programs committee and just gets opened and then either we lose time and attention or the
[0:35:23] Voice 10: provincial staff are working with this time and attention so this is here so it doesn't get lost
[0:35:27] Voice 10: such that when we do circle back and do that agreement um executive committee was interested
[0:35:32] Voice 10: in having this um remain on the list but the previous executive committee wanted this to
[0:35:37] Voice 10: remain on the list such that it wouldn't get lost when we do get around to renegotiating those
[0:35:41] Voice 10: agreements the second is a legislative monitoring chart this is a program of council that they get
[0:35:48] Voice 10: a chart around um legislative policy discussion paper changes um court decisions every six months
[0:35:56] Voice 10: that we deliver as a team to you in march um the next one is a dis a program that was pre-covered
[0:36:05] Voice 10: so 2020 you see that decision was made right prior to the announcement of a pandemic in march
[0:36:10] Voice 10: where we provided grants to um harold joe and uh drama camp productions i think they were called
[0:36:17] Voice 10: to issue film screenings on the islands of course we then had to pause all of those public events
[0:36:22] Voice 10: with the pandemic and so we still have an offer to do two of them that we've provided grant funding
[0:36:28] Voice 10: towards so our intention was once everyone's settled in a bit more in the spring is to have
[0:36:33] Voice 10: discussions about posting those films and a consideration of if it should be dust and bones
[0:36:38] Voice 10: or another
[0:36:39] Voice 10: another film that's been produced subsequently moving through it we've then got
[0:36:44] Voice 10: the um down on number four bowen island municipal council had originally reached out by a resolution
[0:36:49] Voice 10: to ask for our support and advocating for um or advocating to oppose recreational use of motorized
[0:36:56] Voice 10: vehicles we are we've for a long time now been in a mode of waiting for a specific request for
[0:37:02] Voice 10: assistance that they've not yet provided to us so that just remains on the list here at your
[0:37:08] Voice 10: discretion uh fifth this is one that's been around now for a year that we simply haven't
[0:37:13] Voice 10: got to and it's been a bit challenging without the senior intergovernmental policy advisor position
[0:37:18] Voice 10: being filled which is to look at options and policy for creating more formal opportunity for
[0:37:24] Voice 10: first nation presentations and engagements at trust council and how to do that and make it a
[0:37:30] Voice 10: welcoming and productive environment uh the next one this one um came about um last april after we
[0:37:38] Voice 10: had changes to the act um council had advocated to the province for changes to the islands trust
[0:37:43] Voice 10: Act and one of those changes gave us some new powers but it's at the discretion of council
[0:37:48] Voice 10: whether it wishes to use those powers so this would be similar to tree cutting you know get a
[0:37:52] Voice 10: power you could choose to use it if you've been given the power to issue grants for the protection
[0:37:59] Voice 10: of the environment and amenities of the trust area so executive committee requested staff to
[0:38:05] Voice 10: develop a draft policy for the use of these new powers and then I guess there would have to be
[0:38:10] Voice 10: subsequent budget decisions made so this is here directing staff to develop a policy that would
[0:38:16] Voice 10: guide granting this new power should it should council choose to use it there would have to be
[0:38:23] Voice 10: consideration of how you offer the secretariat service because there might be an opportunity
[0:38:27] Voice 10: if you wish to move into granting you could less than the administration needed to require the
[0:38:33] Voice 10: secretariat program if you chose to simply make it a grant program and also you already have a
[0:38:38] Voice 10: grant and aid around history and heritage. So this is a significant body of work that we would
[0:38:44] Voice 10: have to undertake when we've got time to do it thoughtfully and present you with a range of
[0:38:49] Voice 10: options around the existing programming that you have. And then you would have to contemplate if
[0:38:54] Voice 10: this is a new budget area that you wish to move into and how you would administer a grant program
[0:38:59] Voice 10: generally.
[0:39:03] Voice 9: Can I ask a question on that?
[0:39:05] Voice 3: Yes, please, Toby.
[0:39:07] Voice 9: So that's specifically just grants
[0:39:10] Voice 9: for the protection of the environment and amenities and amenities okay thanks so it could
[0:39:16] Voice 10: potentially depending on the interpretation of amenities this could be a quite broad grant
[0:39:21] Voice 10: program um and it would really force council to you know through those financial requests to
[0:39:26] Voice 10: determine what isn't an amenity and what is not so it's a tricky consideration yeah um moving down
[0:39:35] Voice 10: down through the list here.
[0:39:37] Voice 10: We had had indications from both Comox First Nation
[0:39:40] Voice 10: and the Gabriel Historical Society
[0:39:42] Voice 10: that they intended to request grants and aid
[0:39:44] Voice 10: for projects they were undertaking.
[0:39:47] Voice 10: And I had followed up with them probably late summer.
[0:39:51] Voice 10: Both were still contemplating whether they wished to proceed.
[0:39:54] Voice 10: Executive Committee did boost its budget for grants and aid
[0:39:58] Voice 10: to potentially accommodate those requests
[0:40:00] Voice 10: to come in before the end of fiscal.

[0:40:19] Voice 10: requirement they have under the environmental assessment process to engage with coastal local
[0:40:25] Voice 10: governments and indigenous groups they have responded in the affirmative that they will
[0:40:29] Voice 10: allow an extension so trust council or executive committee could put in a submission
[0:40:34] Voice 10: regarding the consultation that they and that leads to number nine whereas executive committee
[0:40:42] Voice 10: in that same meeting had asked staff to write to all subscribers and trustees about the referral
[0:40:47] Voice 10: I want to report on number nine we did not do that because on closer examination afterwards
[0:40:52] Voice 10: realized it was a very narrow request under the order that they have just close to local
[0:40:56] Voice 10: governments and indigenous groups it was not a more broad engagement that would they would not
[0:41:01] Voice 10: be able to contemplate input from individuals um so following that meeting staff did not proceed
[0:41:07] Voice 10: because we realized it wouldn't have been appropriate finally moving down here just to
[0:41:13] Voice 10: finish off you asked us after the election to write um to new ministers and members um MLA's
[0:41:19] Voice 10: and the premier um introducing new trustees there simply has not been time for that work and there
[0:41:24] Voice 10: will not be time this calendar year so that's something that we'll have to undertake when we
[0:41:28] Voice 10: have capacity in the new year um we'll also we have direction and standing resolutions from all
[0:41:32] Voice 10: local trust committees to write to all nations. So there's a body of work here around correspondence
[0:41:37] Voice 10: that will have to be looked at in its totality in the new year. There's quite a few letters to
[0:41:43] Voice 10: write introducing all the different local trust committees and trustees.

[0:42:34] Voice 10: One of the things we had wanted to, so these letters were meant to be annual.
[0:42:39] Voice 10: And last January, I actually paused the process because we didn't want nations getting 13 different, you know, we've got a number of nations that have jurisdiction across all local trust areas.
[0:42:49] Voice 10: We didn't want them getting 13 different letters.
[0:42:51] Voice 10: So there's a level of coordination that's needed.
[0:42:54] Voice 10: So I'm not yet, I haven't yet thought through it enough to contemplate how trustees might be involved.
[0:42:59] Voice 10: But we did want to approach them as a coordinated body that would provide information in one letter or one package rather than have 13 individual letters going.
[0:43:10] Voice 10: So I'm afraid I don't have quite an answer for you yet.
[0:43:13] Voice 10: But at this point, we would want to coordinate the letters such that they get one letter from the Islands Trust that would represent all the bodies that they're engaged with.
[0:43:20] Voice 10: certainly um there we could contemplate um having trustee review if that's something that would be
[0:43:25] Voice 10: requested prior to sending them to ensure that all the local nuances are captured but that
[0:43:30] Voice 10: certainly adds to the level of work yeah

[0:43:35] Voice 9: coordinator position would take care of if that is funded as i

[0:50:46] Voice 4: of my first salt spring ltc meeting yesterday um a couple of technical glitches which uh meant that
[0:50:56] Voice 4: the significant portion of the first i think 20 minutes or so recording didn't have any audio
[0:51:02] Voice 4: which is disappointing um but that that's how technology goes sometimes i think other than that
[0:51:10] Voice 4: it went fairly smoothly um it's a decent turnout by um local public and a number of folks uh spoke
[0:51:24] in the town hall
[0:51:25] Voice 4: session and i think overall it went fairly well excellent good thank you
[0:51:31] Voice 3: and I'm not sure did I report out I think I reported out on the Gabriella meeting which
[0:51:35] Voice 3: happened the first week of December so I don't think I need to report that that's the only
[0:51:40] Voice 3: meeting I've had. So good we're off to a start looking forward to adventures in the new year
[0:51:46] Voice 3: and the reporting from you is how it's going. So the Island Trust Conservancy liaison update
[0:51:53] Voice 3: that would be Vice Chair Elliott you did have a meeting with the Conservancy did you not?
[0:51:59] Voice 9: Well, this was the November 22nd meeting, which I didn't report much to EC following that because I thought we're going to have a discussion on the budget at Trust Council.
[0:52:11] Voice 9: so i could bring forward just um a few notes about the itc budget request um that really
[0:52:20] Voice 9: wasn't discussed and i'm not sure if it'll be discussed at fpc but i think the part that's
[0:52:26] Voice 9: relevant for us to consider um is the business case for ten thousand dollars of additional
[0:52:33] Voice 9: funding for First Nations engagement on the ITC plan. I think in general, I can say that the
[0:52:41] Voice 9: ITC board recently reviewed a draft plan and after initiating First Nations engagement
[0:52:49] Voice 9: has found that there is strong interest from nations to continue conversations.
[0:52:53] Voice 9: And the Conservancy, I think, would be the leading edge body where if we're going to ask the province to consider additional funding or supporting the work of conservation in light of reconciliation and developing land use planning or conservation models together with First Nations,
[0:53:21] Voice 9: this is probably the area i think where we could make a strong case um there is interest in nations
[0:53:31] Voice 9: but it's the how-to that it's going to take time to figure out and of course with
[0:53:39] Voice 9: um i think the link island uh donation is a is a great area where the management plan
[0:53:45] Voice 9: Plan and conversation about the management with First Nations can really start to happen and could be really a good news story.
[0:53:54] Voice 9: But having that capacity funding built in and having the province's support for conservation that has a partnership with First Nations, I think is really going to be key in the next four to five years.
[0:54:11] Voice 9: And if we abandon that, then the work of reconciliation is not being done in practice.
[0:54:19] Voice 9: So anyway, I'm not sure what I'm asking.
[0:54:22] Voice 9: I'm just sort of putting this forward.
[0:54:23] Voice 9: If we're going to talk about support from the province, is this something that conservation with First Nations can be the conversation piece?

[0:54:41] Voice 3: so that's more of an update than an ask and there isn't a specific ask at this time from the

[0:54:49] Voice 9: the budget request hasn't been debated at all so it's in the it's in the trust

[0:55:04] Voice 9: expenses, but to reflect the species at risk grant of $220,000. There's a small increase to
[0:55:11] Voice 9: property management to reflect additional nature reserves and covenants. There's an increase to
[0:55:17] Voice 9: the travel budget to reflect increases in travel costs, including access to remote islands through
[0:55:22] Voice 9: water taxi. And there's an increase to the legal budget to bring it back up to 2021-2022 levels
[0:55:29] Voice 9: after there were cuts um in 2022-23 which had left a shortfall so in addition to that business
[0:55:38] Voice 9: case for ten thousand dollars so i've just give you that briefing um i didn't have a chance to
[0:55:43] Voice 9: go through it at trust council which i'd hope to so i'm just offering that here okay thank you
[0:55:49] Voice 3: that's terrific um and indeed that will get further deliberated as the budget progresses

[0:59:15] Voice 7: build uh 10 units up to 10 units of uh multi-family residential rental housing um which um
[0:59:25] Voice 7: the housing agreement speaks to uh a uh an approach which will provide uh a substantial
[0:59:34] Voice 7: a substantial amount of affordable units.
[0:59:36] Voice 7: And one of the lots also goes to the property owner
[0:59:43] Voice 7: who's donating the one third.
[0:59:46] Voice 7: So the rezoning, so the OCP bylaw

[0:59:54] Voice 7: from rural to rural multifamily
[0:59:58] Voice 7: to allow that multifamily development.

[1:00:47] Voice 7: it into into three um and then it provides zoning uh appropriate zoning for the multi-family now
[1:00:56] Voice 7: the additional piece to this is that there there is a covenant um that is really quite
[1:01:01] Voice 7: quite prescriptive in terms of where um where the uh development can occur on the third lot
[1:01:10] Voice 7: lot, which is the lot that's going to be designated for the multifamily development and then also

[1:01:21] Voice 7: So those accommodations were made because there was concern from neighbors and trustees

[1:17:53] Voice 3: well i'll just say it's not a new thing and it's planned accordingly i'll get the

[1:18:01] Voice 5: thank you uh i think there's two thoughts here
[1:18:03] Voice 5: and i'll try and describe what they are one trust council has always had a continuous learning plan
[1:18:10] Voice 5: and um it's a it's a curated list of topics that trustees have been interested in and over the last
[1:18:18] Voice 5: seven years and probably 20 years overall seven years since i've been here um we would probably
[1:18:25] Voice 5: at most trust council meetings take a couple of those issues and at every meeting you know we talk
[1:18:31] Voice 5: talk about foreshore. We bring in someone from Coast Guard for an hour. So it's like training
[1:18:38] Voice 5: sessions for trustees. So they're making relevant decisions. They know what's current with regards
[1:18:44] Voice 5: to legislation. There might be a legal seminar, any of those kinds of things. So that's a continuous
[1:18:49] Voice 5: learning plan. And same comments that Trustee Borthwick has made were made about the continuous
[1:18:57] Voice 5: continuous learning planning process and the trustees going oh let's do that some other time
[1:19:02] Voice 5: let's really have good debate at trust council and create more space for that
[1:19:08] and so frankly the continuous learning
[1:19:11] Voice 5: program declined over the end of last term
[1:19:17] Voice 5: we can reflect on whether that's a good idea but we also saw a decline in a lot of different
[1:19:24] Voice 5: things associated with trust council um perhaps um how meetings are um how people um engage in
[1:19:33] Voice 5: debate at trust council you might have some might suggest was different at the end of the term
[1:19:38] Voice 5: compared to the start of the term and the continuous learning as a group might have been of
[1:19:42] Voice 5: value but uh that's not really for me to to to make ultimate decisions associated with that
[1:19:48] Voice 5: that's item one item two is the orientation process of new elected officials and a new
[1:19:54] Voice 5: trust council just like every other local government i think there's 156 of them across
[1:19:59] Voice 5: the province each one of them and us undertake an orientation process to get everyone to a place
[1:20:07] Voice 5: where good governance is going to be expressed we all understand the rules we know what the risks
[1:20:13] Voice 5: and liabilities are what our responsibilities and so forth those orientation isn't you know
[1:20:20] Voice 5: gets clumped into about 10 or 12 different chunks legal um how to run a meeting um reconciliation
[1:20:31] Voice 5: a variety of different pieces the previous executive committee and trust council said
[1:20:36] Voice 5: hey in 2018 it was too much way too much in one session because those meetings were just
[1:20:42] Voice 5: orientation no business and we said you know what we've got to learn together we're doing this all
[1:20:48] Voice 5: oh, we want to start the term out well.
[1:20:50] Voice 5: So we had 12 sessions over two Trust Council meetings.
[1:20:54] Voice 5: For this one, the EDC said that was too much, break it up.
[1:20:58] Voice 5: So we started to have the night sessions
[1:21:01] Voice 5: that you were in attendance, you know,
[1:21:03] Voice 5: so we had three of those.
[1:21:05] Voice 5: We updated your book and provided you that.
[1:21:08] Voice 5: And then we only organized two or three sessions
[1:21:12] Voice 5: for the December Trust Council meeting and this one.
[1:21:16] Voice 5: and now we're hearing that that's too much too well i hear you there is value i'd submit though
[1:21:25] Voice 5: in both learning about reconciliation and learning about um meeting procedures
[1:21:33] Voice 5: so everyone's in the same place and can ask questions of each other and for the public to
[1:21:40] Voice 5: see you in that space learning on some things because the public is invested in your education
[1:21:46] Voice 5: at some level um that being said there because as as uh vice chair mott said that trust council
[1:21:54] Voice 5: wanted to get on to business we got rid of three of the training sessions that were scheduled
[1:21:59] Voice 5: so we're going to talk about that later today how do we cover off that material because i will tell
[1:22:05] Voice 5: you so far everyone isn't on the same page everyone doesn't probably right now um have the same
[1:22:14] Voice 5: understanding of the various elements of both local trust committee work and trust committee
[1:22:20] Voice 5: work so it's how to get value so to sum up this was less orientation than we've had traditionally
[1:22:26] Voice 5: in the past but certainly seeing this response and the idea of let's get on to business

[1:23:49] Voice 9: areas and then the more discrete like land use planning um 101 that can sort of happen as as we
[1:23:59] Voice 9: discovered it's it's got to happen sort of off to the side so i really appreciated this letter and
[1:24:04] Voice 9: a reflection from a new trustee and myself as well um but i would agree some of these pieces need to
[1:24:10] Voice 9: be in the larger forum and maybe we could look at pulling them back to um individual training
[1:24:18] Voice 9: sessions and orientation um

[1:24:54] Voice 4: which we have a limited amount of on continuous learning.
[1:24:59] Voice 4: At the same time, I want to acknowledge that when we have more optional learning opportunities outside of Trust Council,
[1:25:12] Voice 4: the uptake from trustees may be a little more uneven.
[1:25:17] Voice 4: And so it's a balance.
[1:25:19] Voice 4: And I hope that all trustees appreciate that the intent is to try and serve new trustees, especially the best way possible to balance the desire to get to business with, you know, the importance certainly of orientation.
[1:25:42] I definitely, you know, I pushed for the continuous learning program to take up less
[1:25:50] Voice 4: of trust council time for precisely the same reasons.
[1:25:55] Voice 4: And so, but I recognize there needs to be a balance, especially since individual trustees will or will not take up those opportunities for continuous learning outside of the council.

[1:26:13] Voice 3: Okay, anything else? So I just want to also thank Sam for his letter. And thank you,
[1:26:24] Voice 3: Vice Chair Elliott, for your comments, particularly about drawing the public into
[1:26:29] Voice 3: the conversation as well. Because certainly, we all want to get on with the business. But
[1:26:36] Voice 3: I think it's important to recognize that these two First Trust Council sessions
[1:26:41] Voice 3: we're primarily orientation not business the first one absolutely and we are about to embark
[1:26:48] Voice 3: on business and it's great that um we want to get on with the business but we do need
[1:26:54] Voice 3: fundamental common understanding both within our council and also uh to provide take advantage of
[1:27:03] Voice 3: an opportunity for the public to be aware of how our what our legislative authority is what our
[1:27:10] Voice 3: our processes are and what civil engagement looks like in order to be able
[1:27:18] Voice 3: to advance our work and our decision-making in an informed and respectful
[1:27:25] Voice 3: way. And we have made, you know,
[1:27:29] Voice 3: I'll just say a couple of things we've made a significant effort over the
[1:27:32] Voice 3: years to do less and less and less in a group meeting and more and more in
[1:27:36] Voice 3: the webinar situation. And in fact,
[1:27:38] Voice 3: the lead up to the elections and council and stuff,
[1:27:40] Voice 3: uh were uh were well attended there was sessions it was well attended and that's terrific but i
[1:27:48] Voice 3: just take home and i think the previous executive committee is represented the previous executive
[1:27:53] Voice 3: took home the message that was in the governance report that indicated that trustees didn't believe
[1:27:58] Voice 3: they had full orientation when in fact they did and so um this was a rejigging of that to try and
[1:28:07] Voice 3: make it less intense spanned over a longer period of time so that the the weight of that learning
[1:28:13] Voice 3: opportunity was more evenly distributed and i guess maybe there's no way to be really fully
[1:28:19] Voice 3: successful in this because everybody has different learning styles and and ways but um i uh i was
[1:28:27] Voice 3: also being encouraged to go slower um uh through the most recent trust council to allow that
[1:28:34] Voice 3: opportunity for more dialogue and totally want to have more of that dialogue um but at the same time
[1:28:40] Voice 3: you know the reality is the clock is ticking and i just want to note that we went two hours
[1:28:44] Voice 3: over time and we pulled about at least two hours of other engagement out of the meeting to get
[1:28:51] Voice 3: there so in fact we ran four hours over time which is almost 30 so executive committee is a group
[1:28:59] Voice 3: going forward for march council we need to really think about that time slot council always has my
[1:29:08] Voice 3: my remark is council always has a huge appetite for conversation and i don't know how we can
[1:29:15] Voice 3: balance that so let's move on thank you sam for your letter um this is perhaps i'm just looking
[1:29:25] Voice 3: at the time because i'm worried about there is an opportunity for us to go round table
[1:29:29] Voice 3: on our observations of council and maybe we could just wrap this up by going through that at this
[1:29:35] Voice 3: time and then we'll move on through the rest of the agenda CEO yeah

[1:30:10] Voice 5: then we obviously take those notes and um start to build it into the next trust council session so
[1:30:16] Voice 3: okay that's the context for this moment yeah so this moment we do a round table everybody have
[1:30:22] Voice 3: a chance to say what they thought was good or bad about the council meeting and then we'll go around
[1:30:26] Voice 3: and staff as well, but we'll start with the elected.
[1:30:27] Voice 3: And I'm just going to go counterclockwise in the room.
[1:30:30] Voice 3: I'm going to go David Maude, Tim Peterson, Toby Elliott,

[1:30:37] Trustee Maude: Well, I think Sam sort of captured my roundtable,
[1:30:41] Trustee Maude: is that there was a lot going on.
[1:30:46] Trust councils seemed very much to want to have, like,
[1:30:50] the meaty discussions about the business.
[1:30:53] And what happened was the training sessions sort of became
[1:30:56] almost a distraction that they let's get that done so we can get in and so it's
[1:31:02] just that logistic sort of figuring out where in the meetings casual it is I
[1:31:07] think the unfortunate
[1:31:08] Trustee Maude: thing is this is for Thursday we have that intense
[1:31:11] Trustee Maude: training session and we had a whole bunch of people wanting to do a whole
[1:31:15] Trustee Maude: bunch of stuff and that's why we went over to which could have been four hours
[1:31:19] Trustee Maude: over time so it's like friday or the last day of which in this case was thursday um that needs to
[1:31:30] Trustee Maude: be more of an opportunity for discussion and finishing up topics um rather than putting like
[1:31:38] Trustee Maude: chunky business in there and i think that that's just it's a logistical question and that's just
[1:31:43] Trustee Maude: my observation and i think that's that's a lot of what what um trustee weather was saying is you
[1:31:49] Trustee Maude: know is it was the right information at the wrong time and maybe if that had been done on day one
[1:31:58] Trustee Maude: is it is that maybe that would that would allow day three to meld more the way it should have
[1:32:04] Trustee Maude: done because i we finished two hours late i think we could have gone for another two hours
[1:32:11] Trustee Maude: yeah because because because there was a lot of stuff going on there yeah and and and i can say
[1:32:16] Trustee Maude: sitting on a ferry going across and watching the ferry come in going we're not finished yet
[1:32:21] Trustee Maude: and sitting on the side of the road waiting for the meeting to finish you know
[1:32:24] Trustee Maude: there was a lot there and a lot of people want to say a lot of stuff so
[1:32:30] Trustee Maude: with that
[1:32:30] Voice 13: brilliant summary yeah so i i mean i think in this instance we had a
[1:32:40] a big challenge because we had we have the compressed timeline on the budget which a
[1:32:48] a large percentage of, if not all trustees,
[1:32:51] we're very interested in getting into.
[1:32:54] Voice 4: And with the clock ticking to March,
[1:32:58] Voice 4: that's important.
[1:33:05] Voice 4: I think that it's,
[1:33:08] Voice 4: I've spoke in the past in past terms
[1:33:11] Voice 4: about the possibility that the idea
[1:33:14] Voice 4: of extending the scheduled time for Trust Council,
[1:33:19] Voice 4: Council, which may not be a popular concept. But for example, if we had had a full day scheduled
[1:33:28] Voice 4: Thursday, perhaps we would have felt a little less of that time pressure. My sense is that
[1:33:38] Voice 4: we're either going to continue to have Trust Council feel rushed in terms of the amount of
[1:33:45] of business that we
[1:33:46] Voice 4: are trying to accomplish in those times uh or we're going to either
[1:33:55] Voice 4: choose to uh extend those times out for those meetings or have some special meetings uh you
[1:34:03] Voice 4: know single topic special meetings where we can allow the time for discussion and debate which i
[1:34:09] Voice 4: think is really important but given that we have you know four opportunities here at trust council
[1:34:16] Voice 4: council as it stands um we're gonna we're gonna run into the time crunch over and over and over
[1:34:22] Voice 4: thank
[1:34:26] Voice 3: you peterson uh advisor elliot over to you um
[1:34:33] Voice 9: yeah my reflections are i think the two
[1:34:38] Voice 9: educational pieces a retarding session i found really um informative i took tons of notes i
[1:34:46] Voice 9: I really wanted that information.
[1:34:49] Voice 9: And I think Alimina's session was excellent as well.
[1:34:52] Voice 9: And so if we consider those are like plenary sessions, maybe a conversation around whether one or two of those sort of large education pieces are good for One Trust Council, maybe we want to spread them out through the year.
[1:35:08] Voice 9: I don't know.
[1:35:10] Voice 9: But it was clear we didn't have room for more because we dropped the other things from the list.
[1:35:15] Voice 9: I think we're just, this was a tough year. The budget coming in and the meeting schedules and getting the financial planning committee up to speed and then everybody kind of going, what the heck is, you know, we've got to address.
[1:35:32] Voice 9: us there was so much to deal with in the budget and I think that was the real crunch piece where
[1:35:38] Voice 9: we didn't quite know where to go and it wasn't clear what the responsibility of trust council was
[1:35:45] Voice 9: in debating the different aspects of the budget so I think we could have handled that
[1:35:49] Voice 9: a little bit better moving this new body through those different pieces and maybe focusing on a few
[1:35:59] Voice 9: different items and saying okay there's going to be five minutes of discussion on you know this
[1:36:05] Voice 9: aspect of the budget and then we're going to move on and then the other thing that I thought we
[1:36:09] Voice 9: could have done better I'm not sure how it happened but a bunch of new motions or notice
[1:36:17] Voice 9: of motions right at the end that we're supposed to when we're dealing with disposition of
[1:36:23] Voice 9: of delegations. I'm not sure how that happened, but it's clearly important issues that trustees
[1:36:29] Voice 9: wanted to bring forward. But how do we deal that when new business is meant to be addressed sort
[1:36:38] Voice 9: of at the beginning of the meeting so that it's not sort of crammed in at the end? So
[1:36:44] Voice 9: overall, to me, it felt sort of unwieldy. We were handling a lot of new information and trying to
[1:36:52] Voice 9: fit in education on good governance and process which I think is necessary but it we could have
[1:36:59] Voice 9: handled the I think a process around how are we going to deal with the budget and discussions
[1:37:07] Voice 9: around the budget would be really helpful because that's where things went off the rails and the
[1:37:11] Voice 9: discussion really it went overly long and I think that's why trust council went so long so yeah
[1:37:19] Voice 9: Yeah, overall, it was good, but unwieldy, in my opinion.

[1:37:34] Voice 3: Although I want to point out that we lost four hours in that first day and a half.

[1:37:45] Voice 3: And I didn't really understand what that remark was.
[1:37:47] Voice 3: but nonetheless that section of the end 45 minutes which was allocated to actually wrapping up the
[1:37:55] Voice 3: meeting which is sort of the tradition we just kind of wrap things up and then move on uh and
[1:38:00] Voice 3: head out we lost significant time in discussion about budget there will be some other areas as
[1:38:09] Voice 3: well but um nonetheless i think what um we need to reflect on this conversation um in preparation
[1:38:16] Voice 3: for our meeting in january when we're going to start to develop the agenda for march because
[1:38:22] Voice 3: we need to take this same thing understanding who the trustees are and what their appetite is for
[1:38:29] Voice 3: conversation on different topics to be sure that we're scheduling the time we have available to
[1:38:34] Voice 3: do the budget which is the most important piece of work that we do at the beginning of term and
[1:38:39] Voice 3: absolutely the compressed timing um all of the rest of this stuff um made this particular council
[1:38:46] Voice 3: So probably one of the most difficult ones I've ever experienced.
[1:38:52] Voice 3: And to some extent, some of that's out of our control.
[1:38:55] Voice 3: That's not an excuse.
[1:38:56] Voice 3: We need to look at that more closely.
[1:38:59] Voice 3: It's amazing how we go, well, let's leave more time for this and less time for this.
[1:39:03] Voice 3: And it just ends up unfolding the way it does.
[1:39:06] Voice 3: And so I think I appreciate all the responses at the table here and the lead that we received.
[1:39:12] Voice 3: and now i just want to go to staff to see what their uh thoughts were i can't help but not want
[1:39:19] Voice 3: to i can't help but not say that i would have liked that mean to have been in person so that
[1:39:25] Voice 3: there was an opportunity for some of this conversation to happen over breaks and mealtimes
[1:39:29] Voice 3: it would have made a big difference that's just makes sense ceo you want to lead us up on the
[1:39:35] Voice 3: staff reflection oh okay thanks so first of
[1:39:38] Voice 5: all i thought it was great that this new body could get
[1:39:42] through an electronic meeting with 26 decision makers at it right because that's a learned skill
[1:39:49] and so i think that went quite well so the organization of that was was great
[1:39:54] Voice 5: um and just
[1:39:56] Voice 5: two other thoughts one this was not set up for trust council to take on new business come up
[1:40:03] Voice 5: with new ideas and start to govern no that's that wasn't the intention of trust council
[1:40:09] Voice 5: Notwithstanding the desire to, I've just been elected and I want to get stuff done.
[1:40:13] Voice 5: The fact of the matter is there's some orientation needs to occur and we have a budget to discuss.
[1:40:19] So it was orientation and budget and trustees wanted to start considering new business.
[1:40:29] So probably you should have winded the agenda down to
[1:40:32] Voice 5: nothing other than those two things.
[1:40:33] Voice 5: And then start the real governing process as it comes to the next term.
[1:40:37] Voice 5: it is apparent and i'm following up on uh vice chair elliott's comments and i've heard a little
[1:40:44] Voice 5: bit here as staff we've talked about it how to we have to have business decision metrics around
[1:40:56] Voice 5: talking about the budget or anything because you get presentations by staff and then it's over to
[1:41:02] Voice 5: you guys and it's um you see trust council challenged with all 26 of you very few people
[1:41:10] Voice 5: stood up and said i champion this initiative i want this to happen no matter what and then
[1:41:18] Voice 5: someone else says notwithstanding that i want this to happen and then you debate those various things
[1:41:23] Voice 5: and come to some decisions so that didn't happen whenever you have some sort of competing interest
[1:41:29] Voice 5: with finite resources that's going to have to happen at some level that didn't happen so you
[1:41:34] Voice 5: We need a structure that starts at FPC that says, okay, with each financial decision, here's some criteria that exist associated with this proposal.
[1:41:46] Voice 5: And this is what we talked about a little bit yesterday.
[1:41:48] Voice 5: Does it align with the mandate?
[1:41:51] Is it associated with strategic directions?
[1:41:54] Is
[1:41:55] Voice 5: it temporary or full-time?
[1:41:56] Voice 5: What's the long-term financial as opposed to the short?
[1:41:59] Voice 5: So you'd have a little cheat sheet of each one of those things, and you'd be able to then begin a structured decision-making process.

[1:42:14] Voice 5: You're all political people, so none of that might matter, right?
[1:42:17] Voice 5: It might be that I ran on getting X through, and it has to happen.

[1:42:32] Voice 5: seem to be a mechanism for that voice to come out and for someone to stand at trust council and say

[1:42:44] Voice 5: ultimately how you end up with the budget um as a person who's had a hand in all the proposals
[1:42:50] Voice 5: that went forward total respect for the staff work that we acknowledge that and thank you for
[1:42:54] Voice 5: saying hey these are great proposals but we can't get there right now well that doesn't get us
[1:42:59] Voice 5: anywhere the needs are still identified and the resources are limited so how to bridge that gap
[1:43:08] Voice 5: um so i think we have to go back to fpc fpc and give them or or work towards a tool
[1:43:15] Voice 5: that allows that conversation to occur hey we're starting to talk about this now and here's the
[1:43:22] means by which we're going to do it that's what i thought of the trust council session
[1:43:29] other than that it was great to see the new ideas and the stuff coming out
[1:43:32] and uh generally i felt a little chaosy at the end of both of those two days but um
[1:43:40] Voice 5: engaged group and i think they're well serviced by the electronic format and the staff i think so

[1:44:22] Voice 10: of the briefing she had. So that was a little tricky.
[1:44:25] Voice 10: key also i i would just say frankly i was surprised nowhere during the meeting aside from trustee
[1:44:30] Voice 10: middleton you know saying how about a zero percent budget i'm just saying i was surprised there was
[1:44:34] Voice 10: no no debate of like how about five percent how about seven percent what can we live with
[1:44:39] Voice 10: and i was just surprised by that because i felt like there was a lot of discussion around
[1:44:43] Voice 10: individual components but no broader focused discussion on reaching commonality as a group
[1:44:49] Voice 10: and so that's i think echoes the cao comment about how do we help you get to more structured
[1:44:54] Voice 10: decisions more quickly um but yeah certainly um i think we'll take away some of what we saw and
[1:45:00] Voice 10: help structure help you provide some advice to you around the march meeting and ongoing meetings
[1:45:05] Voice 10: i do echo i think some of the challenges you saw are improved with in-person meetings
[1:45:09] Voice 10: you know where you can caucus over a break and you know come up with new ways of addressing

[1:45:36] Voice 2: had lots of side discussions going on which the public are not privy to. I think for the
[1:45:43] Voice 2: next meeting we'll work with IT to turn the chat on so the individual trustees can access
[1:45:49] Voice 2: the host and co-host only and that will allow them to use it if they got a problem or they
[1:45:55] Voice 2: want to leave the room so you don't have to rely on email so I think it was better without the chat
[1:46:02] Voice 2: from a staff perspective anyway at the meeting generally I don't think the decorum was as good
[1:46:09] Voice 2: as it was at the in-person meeting I think I think it was okay but I just felt it was missing
[1:46:15] Voice 2: something that could just be the um just the way things are when you're using zoom instead of in
[1:46:21] Voice 2: person um i also maybe think that there could be a little bit of a disconnect between what staff
[1:46:29] Voice 2: thought the meeting was for and what some of the trustees thought the meeting was for
[1:46:33] Voice 2: so i think we um because it's the first major meeting of your term after the inauguration
[1:46:39] Voice 2: This would be an orientation and budget meeting, and that's the way it was designed.
[1:46:46] Voice 2: But as you saw, there was quite a few business items that came forward that took up space that really wasn't there for that discussion.
[1:46:55] Voice 2: And I think because of that, I'm not sure how well the two sessions were absorbed by
[1:47:05] Voice 2: the trustees in the fact that, you know, they may have been distracted by wanting to get
[1:47:12] Voice 2: back into the budget discussions and not really that interested in what the presenters had

[1:47:20] Voice 2: That's speculation on my part, though.
[1:47:22] Voice 2: But generally I thought other than that it went quite well.

[1:48:13] Voice 8: I think it was a classic, you know, sort of you've all been formed and now you're storming and then you're going to norm and then you're going to perform type thing.
[1:48:20] Voice 8: So, I think that's what I saw demonstrated.
[1:48:23] Voice 8: There's a large team coming together trying to solve a complicated problem.
[1:48:26] Voice 8: And I felt pretty normal with the tricky beast of a budget for as many bodies that you're working through.

[1:53:16] Voice 5: request to the minister for a comprehensive review of the islands trust i then spoke with the staff
[1:53:25] Voice 5: and asked to what degree is the minister familiar with the islands trust because launching into the
[1:53:32] Voice 5: specifics of a governance review about what would be the question for a new person walking into
[1:53:37] Voice 5: this position and the response was it would probably be worthwhile spending 10 minutes
[1:53:43] Voice 5: informing the minister just about the basics of the trust right and then as she moves into the
[1:53:51] Voice 5: file her staff will provide more of that context so we've developed a quick initially we weren't
[1:53:59] Voice 5: thinking that we're thinking this is you know a good time for you to have start to get to know
[1:54:05] Voice 5: the minister and ask questions more challenging in an electronic format I think to get to meet
[1:54:12] Voice 5: somebody or or as a first meeting but we're all pretty used to that now so we took the advice of
[1:54:19] Voice 5: the some of the ministry staff to say maybe a quick review would be a value so we've put together
[1:54:23] Voice 5: five or six slides okay so I think for now the discussion you want to have is do you agree with
[1:54:30] Voice 5: these so we're set the table and you guys will take it from here traditionally what's happened
[1:54:34] Voice 5: is you the chair and and various members of the committee figured out who's going to say what
[1:54:41] Voice 5: and what that sequence is and i suggest you think about that right now okay that's great do you want

[1:57:24] Voice 5: principle uh next um the role of the trust this is what we do line is planning regional
[1:57:31] Voice 5: collaboration line use and land conservation next please um sort of the foundational document that
[1:57:40] Voice 5: guides all of our official community plans and land use plans the policy statement she would
[1:57:45] Voice 5: be in the benefit of some of the letters over the last year or two i doubt she's gone through
[1:57:48] Voice 5: the lighting stretch but this is what the public would have if she said what's new on the trust in
[1:57:54] Voice 5: last little bit it's just going to be a significant piece of the policy statement associated with that
[1:58:00] Voice 5: um next structure so each of these is a corporate entity that has individual decision-making power
[1:58:10] Voice 5: and that um trust council cannot determine land use planning for each of the local trust
[1:58:15] Voice 5: committees so there's a real sharing of power there's a local and a regional
[1:58:19] Voice 5: um structure to the trust and of course discussing the conservancy board
[1:58:23] and that you're on the executive committee this is the new council i'd
[1:58:28] Voice 5: probably say something
[1:58:28] Voice 5: like uh there's been some reasonable turnover over 50 um turnover which is a little bit more
[1:58:35] Voice 5: than usual and that we've had two meetings um one into one in november um following the election
[1:58:43] Voice 5: then a subsequent orientation session that we just passed over the last a week ago next slide please
[1:58:54] Voice 5: just a discussion on the
[1:58:55] Voice 5: Conservancy Board and its function
[1:58:58] Voice 10: I might just chip in here, what are the first decisions

[1:59:23] Voice 5: um citizen access in the north is to go growlers on salt springs and salt spring and for the rest
[1:59:29] Voice 5: of the region it's victoria next slide and we talked about the ltcs the ltcs are the engines
[1:59:37] Voice 5: of the islands trust 75 percent of our 66 or whatever you want determine the majority of our
[1:59:42] Voice 5: work occurs there um and the uh the act took essentially that local government regional
[1:59:48] Voice 5: district express rural power and give to the islands trust for land use planning and land
[1:59:53] Voice 5: use enforcement powers um preserve and protect and it separates land use decisions from this
[2:00:00] Voice 5: around service needs or demands.
[2:00:01] Voice 5: That's another very unique thing to the trust.
[2:00:04] Voice 5: There isn't that link between development and benefit
[2:00:11] Voice 5: that would occur in a traditional municipality
[2:00:16] Voice 5: in the development process.
[2:00:18] Voice 5: Next.

[2:00:19] Voice 3: that slide, I would suggest those two last bullets

[2:03:52] And I think something worth all the touch on is what's just happened with the
[2:03:56] Trustee Maude: union negotiations, because it's the biggest impact on our budget.
[2:04:01] Trustee Maude: And, you know, the problem should have in the back of their mind, you know, when they do large wage negotiation increase, the downstream impact is on our budget.
[2:04:12] Trustee Maude: And it would be nice if there was some money that followed that impact, because that's that's one very explicit example.
[2:04:18] Trustee Maude: we want money we want it from everywhere for everything but this is a cause and effect type
[2:04:24] Trustee Maude: situation that you know because they did that we can't do other things and if i could get
[2:04:30] Trustee Maude: politely worded somewhere in the conversation right here sir
[2:04:38] Voice 5: is some of that type of language in there because we do the collective agreement but
[2:04:43] Voice 5: at least notifying the minister this is a significant interest of trust council i don't

[2:07:00] Voice 10: And there was an indication back then that the ministry was interested
[2:07:03] Voice 10: in seeing the Conservancy do full effort towards doing it better at fundraising.
[2:07:08] Voice 10: So they gave the name change and sort of indicated they'd like to see how that proceeded.
[2:07:12] Voice 10: needed. So I think at this stage, as we evolve this relationship, there's a conversation to
[2:07:16] Voice 10: conservancy has done well with its names change, it's been executed, it's undertaken sort of
[2:07:23] Voice 10: strategic plans around fundraising and major gifts. It's seeing the fruit of that work. But
[2:07:29] Voice 10: the administrative load continues to be heavy around, you know, managing properties and ongoing
[2:07:33] Voice 10: monitoring and so on. So I think we can demonstrate we certainly have done our end of things. And so
[2:07:40] Voice 10: think a vulnerable piece around the discussion around requesting a provincial funding was that
[2:07:43] Voice 10: we hadn't raised our fees for applications in so long um that work has now been done so we've
[2:07:49] Voice 10: cleaned up house at our end to some extent around um you know preparing the conservancy doing full
[2:07:54] Voice 10: effort around fundraising um and as well as trust council can now say it has taken a look at fees
[2:07:59] Voice 10: and as most of the local trust committees have now raised them so you're in a much better and
[2:08:03] Voice 10: stronger position now for an ask than you were previously that's
[2:08:08] Voice 3: good and certainly we'll want
[2:08:10] Voice 3: to highlight the news release in the last 24 hours to be sure that she knows
[2:08:17] Voice 3: that that's us and
[2:08:18] Voice 3: that's actually the timing couldn't be better really

[2:10:11] Voice 5: and its applicability across the trust area.

[2:11:09] Voice 5: discussion there needs to be a values and common interest discussion of what are the things we're
[2:11:17] interested in what do we believe in collectively this

[2:11:23] Voice 5: will follow from it so there's a strategic planning session um we have the ltc you know you're
[2:11:33] Voice 5: going to get the ltc stuff one way or another either you know live or um we can put a session
[2:11:42] Voice 5: together well we have a session together um so we've got one two three four um four sessions
[2:11:52] Voice 5: they need to deliver actually what those four sessions are um websites social media and trust
[2:11:59] Voice 5: Trust Area Services, Conflict of Interest, Freedom of Information, Legal, LTCs and how
[2:12:13] Voice 5: they function, and Strategic Planning.
[2:12:18] Voice 5: So those are four. And while reading the tea leaves here, I don't think in March you're going to want to be doing a lot of, taking up a lot of orientation time.
[2:12:30] So how to deliver those sessions. And there might be, we should be surveying the trustees.

[2:25:36] Voice 3: with a legacy budget, a legacy strategic plan, the fruition, the completion of the previous
[2:25:43] Voice 3: terms work with wanting to move on to the new political agenda of a new strategic plan and i
[2:25:51] Voice 3: want to thank vice chair elliott for saying can we start in june on the strategic plan
[2:25:56] Voice 3: to get ahead of the game for the next fiscal cycle it starts in august september um because
[2:26:04] Voice 3: indeed somehow we have to dovetail this together so that it ends up being that the next budget is
[2:26:12] Voice 3: owned by this council and it's a struggle for sure for us to be able to understand the rationale for
[2:26:21] Voice 3: this budget and the associated increases but there were moments there in the conversation last week
[2:26:27] Voice 3: where it was recognized as to some extent we need to advance this budget just to continue business
[2:26:33] Voice 3: and fulfill a long-term investments that have been made in this TGG plan which was developed
[2:26:39] Voice 3: it four years ago to get us to the stage where we can start to have that new strategic plan
[2:26:45] Voice 3: conversation but obviously there's a lot to do some of this stuff can happen in one hour sessions
[2:26:51] Voice 3: i certainly like setting up that kind of a program um and in and being sure that i think the notion
[2:26:59] Voice 3: of a survey of some kind seeking soliciting input maybe tossing out these are the six things that we
[2:27:05] Voice 3: We think that you need to have one hour learning opportunity,
[2:27:10] Voice 3: 90-minute learning opportunities, I think was what maybe the CAO said.

[2:28:29] Voice 9: it or June as as strategic planning so that we get the jump on the whole four years and we don't
[2:28:35] Voice 9: leave the next trust council in this position well

[2:40:08] Voice 5: traditional process where we went through the fuel um all the directors did a little update
[2:40:16] Voice 5: this is for you to determine what's appropriate do you is that a good use of your time or not
[2:40:21] Voice 5: do we want more detail or not so you need to sit as a body and figure that out um the teleconference
[2:40:29] Voice 5: you know the we haven't embarked on the weekly teleconference room yet but how does that you
[2:40:35] Voice 5: You know, what's the role of that?
[2:40:37] Voice 5: How does it move forward?
[2:40:39] Voice 5: Your obligations as the legal monitors of the Islands Trust,
[2:40:43] Voice 5: because every legal request from an LTC to defend a bylaw

[2:40:52] Voice 5: How do you want your staff reports?
[2:40:54] Voice 5: Do you want them long and completely comprehensive,
[2:40:57] Voice 5: or do you want one-pagers that sum it up and away we go?
[2:41:01] Voice 5: and then you know what are how do we increase skill set around the chairing function
[2:41:09] Voice 5: and provide you with a toolkit there so that would normally be a combination of staff on
[2:41:20] Voice 5: some things maybe prompting with you with a dedicated session or two in the past we brought
[2:41:27] Voice 5: brought in some pretty experienced people to work with you on the chairing piece and that's where we
[2:41:33] Voice 5: would bring in the chairs of the council committees to go okay we're taking the leadership
[2:41:39] Voice 5: group of the islands trust we're you know training them to a standard right and we would organize
[2:41:45] Voice 5: that for some time in january yeah i think there's a lot of opportunity here and why
[2:41:50] Voice 5: Why? If the governance committee adopts the premise that it's committees that are more empowered to help the honest, trust-based decisions, then investing in the council committee system more than we have so far would be of value.
[2:42:10] you and so i've got a couple people who i've known or know about that i would bring to you to say hey
[2:42:17] Voice 5: what do you think about this person to come in and conduct a session both maybe perhaps for ec
[2:42:23] Voice 5: and those council committee chairs but also maybe to look at working with the committees
[2:42:31] Voice 5: to elevate their performance or the expectation a lot of our policies there in terms of what's
[2:42:37] Voice 5: the expectation of work of a council committee and how it gets delivered but a trust council
[2:42:41] Voice 5: meeting doesn't go that way it's it's not like the rpc chair stands up at 10 o'clock on the tuesday
[2:42:47] Voice 5: and says these are the three initiatives that regional planning committee wants to advance
[2:42:52] Voice 5: based on your direction says what they are and then there's a vote on it right it's just not
[2:42:58] Voice 5: the way it works you might want to think about maybe that's the way it should work
[2:43:02] Voice 5: or at least investigate some thinking so um those two things i think that um i could go out and
[2:43:11] surveil or to get to bring someone in and i'd like to talk about one potential
[2:43:16] Voice 5: option later on today
[2:43:18] Voice 5: you can think about uh to do exactly that how we sequence all this stuff with the governance
[2:43:25] Voice 5: committee thinking about it's not going to work if we're waiting for some other body inside the
[2:43:31] Voice 5: the islands trust to come to some conclusion to hand it over to some other body to come to
[2:43:35] Voice 5: its conclusion and around the merry-go-round we go there's going to have to be a cumulative launch
[2:43:40] Voice 5: by all the parties involved so um and to try and get them as close to thinking the same way as
[2:43:45] Voice 5: possible to the benefit of the trust so um also the executive committee you have the ability to
[2:43:57] Voice 5: identify as the elected leaders of the organization issues and areas that you want to invest
[2:44:02] Voice 5: best or projects that so you should get a listing of the projects that you've inherited that's not
[2:44:08] Voice 5: the fuel that's the the projects list right which i think is on the end of this agenda

[2:48:53] Voice 9: last term, so maybe this was done, but building in a little bit more ownership of the work so
[2:48:59] Voice 9: that it doesn't all rest on the chair of Trust Council, but RPC chair stands up and says,
[2:49:04] Voice 9: here are the three main things that we want to advance. These are the reasons why this is the
[2:49:09] Voice 9: work we've done. And that each committee, you know, that would spread the ownership of the work
[2:49:15] Voice 9: a lot and i think relieve some of the pressure to manage 26 voices um and yeah i think i think
[2:49:25] Voice 9: that would be a healthier distribution so yeah i'd be really interested to see if that could work
[2:49:29] Voice 9: i
[2:49:31] Voice 3: agree and i think actually historically there have been variations on the overall theme and
[2:49:37] Voice 3: the way things are done and it really has been dependent upon the the chairs themselves and the
[2:49:43] Voice 3: the committees and how comfortable the committees are with respect to advancing decisions or
[2:49:52] Voice 3: recommendations. And so I think investing in the leadership qualities of those individuals on the
[2:50:00] Voice 3: committees to be more assertive. I'm not making any criticism, but just thinking about it's about
[2:50:08] Voice 3: recommendations that council can get informed based upon the deliberation of
[2:50:14] Voice 3: a subset of council to advance the decisions that are important for the
[2:50:19] Voice 3: work of Trust Council and that I agree completely that what the CEO is
[2:50:25] Voice 3: suggested is that is this how the committee should work that's how they
[2:50:29] Voice 3: should work Tim thank you yeah
[2:50:32] Voice 4: so what what occurred to me as we're discussing
[2:50:34] Voice 4: discussing this too um is i would actually like to see vice chairs of committees also uh step up
[2:50:43] Voice 4: a little bit right um
[2:50:45] Voice 4: and be able in the absence of the chair to do uh the chair of the committee
[2:50:50] Voice 4: to do that that job uh representing the trust council effectively um you know my experience
[2:51:00] Voice 4: in last term was that uh myself as vice chair of of trust programs committee by virtue of the way
[2:51:12] Voice 4: logistics went is as i ended up chairing a lot of meetings and um and uh and i was happy to do that
[2:51:20] Voice 4: and i gained some important experience but my experience on some of the other committees is
[2:51:26] Voice 4: that the vice chairs maybe fill the seat but didn't really take on a role and if we are talking
[2:51:37] Voice 4: about committees um being the workhorses of council then i think that vice chair role can be
[2:51:45] Voice 4: enhanced and i think that would be a good a good thing to consider
[2:51:49] Voice 5: so one thought is that you may
[2:51:54] Voice 5: may ask you might want to ask the governance committee to prioritize council committee
[2:52:00] Voice 5: the council committee recommendations from the governance report from the governance
[2:52:06] report as something to be worked on
[2:52:09] Voice 5: earlier rather than worked on later
[2:52:11] Voice 6: so
[2:52:12] Voice 5: that this term
[2:52:14] Voice 5: has the most time with the appropriate rigor on each of those things so because you're
[2:52:24] Voice 5: going to get lots of requests from those other bodies but you could i think you could make
[2:52:27] Voice 5: for Trust Council to make a reasonable request
[2:52:29] Voice 5: to the Governments Committee to go,
[2:52:30] Voice 5: hey, this is one that's important to us.
[2:52:34] Voice 3: So there's the outset.
[2:52:36] Voice 3: There's two thoughts that come out of that.
[2:52:38] Voice 3: And indeed, I think considering involving vice chairs
[2:52:42] Voice 3: in this, let's say it's two training opportunities,
[2:52:46] Voice 3: the one that is Executive Committee
[2:52:48] Voice 3: and one that's more broadly committees
[2:52:50] Voice 3: and Executive Committee that's vice chairs,
[2:52:52] Voice 3: we would be well off to position them
[2:52:56] Voice 3: in the best way possible um as this training is not inexpensive and we may as well maximize the
[2:53:01] Voice 3: return um i'm reflecting on and um you know i think probably the only director with right
[2:53:13] Voice 3: immediate hands-on experiences like the director freighter in that relationship between the chairs
[2:53:20] Voice 3: of the committees and the staff body that does the work
[2:53:27] Voice 3: and that that communication is also important.
[2:53:30] Voice 3: And so indeed I would anticipate that the directors
[2:53:34] Voice 3: of the areas, the service delivery areas
[2:53:38] Voice 3: would also be participants if only observing.
[2:53:42] Voice 3: And I realized maybe sometimes there's a little discomfort
[2:53:44] Voice 3: about elected and staff being in the same room
[2:53:46] Voice 3: when we're having learning opportunities,
[2:53:48] Voice 3: but there's an essential piece about that communication
[2:53:51] Voice 3: so that we're seeing from the same song sheet.
[2:53:55] Voice 3: Is there any reflection maybe to the CAO on any of that?
[2:54:01] Voice 10: It's always valuable to know what the elected officials,
[2:54:04] Voice 10: from my perspective, it's nice to know what they have been learned
[2:54:06] Voice 10: and taught such that we can then help reinforce it or support it.

[2:54:14] Voice 10: and hopefully the trust is a collegial enough atmosphere

[2:54:46] Voice 5: management this you know how do you manage whatever you have to manage as

[2:57:19] Voice 9: executive um so that we're not just seeing paper but we're meeting together would that would that

[2:58:25] Voice 3: will reflect typically on process or history at those committee meetings in order to maintain
[2:58:33] Voice 3: that conduit so really take seriously what you said is that we want to avoid getting ourselves

[2:58:45] Voice 3: effective decision making so yeah um so the trustee mod has joined us we've had quite a bit

[3:41:29] Voice 3: what's uh what are the key issues and directions and and what's happening at trust council and i
[3:41:34] Voice 3: think that's better for it to be represented politically than from a staff perspective
[3:41:38] Voice 3: effective um because actually as you may or may not know staff actually have their own staff to
[3:41:45] Voice 3: staff conduits who's the ceo which is very effective um with the minister's office so this
[3:41:51] Voice 3: is really elected to elected opportunity i think and so i would just i'm just thinking that maybe
[3:41:57] Voice 3: what we might suggest is that on the chiming in thing is that each of you may feel more comfortable
[3:42:04] Voice 3: about chiming in on a particular topic so i can certainly introduce it and then if there's
[3:42:08] Voice 3: something that you wanted to add to it or if indeed the minister has a question that um that
[3:42:13] Voice 3: i might direct to one of you to to say and so maybe to give me a tip in advance what those
[3:42:19] Voice 3: topics might be i i do i can't help but think toby that you might be more interested in talking about
[3:42:25] Voice 3: the housing initiatives than maybe some of the other ones but i might be totally wrong about that
[3:42:30] Voice 3: but the key items here are reconciliation housing and governance um and then review of the islands
[3:42:36] Voice 3: Trust Act per se. Is there any sort of favoritism or preference?

[3:42:45] Voice 9: housing discussion. I think being in the meeting with the mayors and sort of witnessing
[3:42:52] Voice 9: or hearing from Premier Eby the language of cooperation and wanting to be more proactive
[3:43:00] Voice 9: active in addressing the housing crisis provincially and work with municipalities
[3:43:08] Voice 9: so if we can carry forward that language and sort of say yes and the islands trust
[3:43:12] Voice 9: has very specific needs and we would like to work with the province in this area too so
[3:43:20] Voice 9: um i could speak to that okay
[3:43:22] Voice 3: and then i'll just add in i'm always cautious about speaking to
[3:43:27] Voice 3: direction already provided by council or policy of council that exists rather than maybe going
[3:43:34] Voice 3: off on my own ideas about a particular topic so trying to keep that focused what we've heard from
[3:43:40] Voice 3: council even though it may in this particular case a new council what we've heard as maybe some
[3:43:45] Voice 3: themes i think that are threads that we can pick up on that we can speak to without offending

[3:46:10] Voice 10: there this year i think 250 ocp related amendment referrals out to nations so we're just quantifying

[3:46:19] Voice 10: a good relationship and we'd like to have some mutual

[3:46:24] Voice 5: we're doing their job for them yeah so yeah i think i think there's some uncertainty

[3:47:23] Voice 10: certainly uh so the ocean protection plan is an initiative of the federal government
[3:47:28] Voice 10: environment looking at the health of oceans. I would say, I mean, I think Trust Council had a
[3:47:33] Voice 10: role in even the bringing about of the millions, if not billions, of funding for this plan
[3:47:40] Voice 10: through all the advocacy on abandoned and derelict vessels and then oil spill response concerns.
[3:47:47] Voice 10: Through the development of the plan, certainly over the last, or the Ocean Protections Plan
[3:47:51] Voice 10: evolution over the last term of Council, Council participated fairly extensively in some
[3:47:56] Voice 10: elements of it with submissions to briefings to things like the cumulative effects assessment
[3:48:02] Voice 10: rain shipping impacts participation at their virtual and in-person forums and it certainly
[3:48:08] Voice 10: was sort of a major collaboration and advocacy theme and has been for the last two terms
[3:48:14] Voice 10: certainly both myself and the chair and on occasion other staff and trustees have attended
[3:48:19] Voice 10: the ocean protection plan forums to learn what the developments are as it relates to marine
[3:48:26] Voice 10: shipping and federal government initiatives uh we have um previously been in receipt of grant
[3:48:32] Voice 10: funding so there's grant funding offered for local government participation um and i would just say
[3:48:37] Voice 10: that there was one occasion we were provided grant funding and something occurred and we couldn't
[3:48:41] Voice 10: attend so we're sitting on just over a thousand dollars i believe of grant money that they said
[3:48:46] Voice 10: just keep and use the next time so we have some of that funding available should you wish to
[3:48:51] Voice 10: participate in this upcoming session in February we could apply you know for up to I can't remember
[3:48:56] Voice 10: the amount but it's up to 5,000 so we'd minus off what we're already holding in the bank
[3:49:00] Voice 10: for additional work that could support staff travel preparation for it and if you wish you
[3:49:06] Voice 10: could also contract some briefing and background you know research to support political participation

[3:49:43] Voice 3: what's not on the agenda is the anchorage issue and it needs to be on the agenda um in in order
[3:49:50] Voice 3: for us to be confident that the work that's going on is serious and um is interested in
[3:49:56] Voice 3: dialogue and conversation with the community and indeed many community members do attend these
[3:50:01] Voice 3: sessions so with that in mind i'm going to just make a motion and then look for any um and maybe
