[0:04:40] Voice 13: on issues at the federal and provincial level

[0:04:44] Voice 13: and see what's coming down the pipe eventually.

[0:04:49] Voice 13: Myself, I'm still getting up to speed on some things.

[0:05:52] Voice 12: spring and hornby as well and uh had my first salt spring meeting on tuesday and uh yesterday

[0:06:01] Voice 12: Yesterday, we met with the Minister of Municipal Affairs, the Minister K, and that was a fairly cordial meeting and she seemed quite interested in, in trying to arrange more regular meetings with us so it was a good start she was only four days into her new new post as the minister so she has a lot of catching up to do.

[0:06:27] Voice 12: uh i think that's about it uh i just mentioned that i i'm gonna try and spend um a bit of time

[0:06:37] Voice 12: over this term uh here on galliano and be available in an informal way to get uh folks

[0:06:46] Voice 12: of chance to meet and chat with me and i'll try and make sure that when i when i get that figured

[0:06:52] Voice 12: out when those times are going to be that that gets out in the community so people can have that

[0:14:15] Voice 10: this meeting was delayed was we wanted to be able to work with tim and arrange our meetings just

[0:14:25] Voice 10: schedules work out so uh this the meeting schedule is posted now and uh so this was the one meeting

[0:14:36] Voice 10: any inconvenience over that but we were just trying to work with the chair and make sure

[0:16:39] Voice 7: variance permit uh application that's being presented today is glodp 2022.5 which is located

[0:16:46] Voice 7: at 574 Gulf Drive and it seeks to vary Galliano Island land use byline number 127 to permit the

[0:16:54] Voice 7: existing stairs landing and deck that are shown in attachment two within the 7.5 meter setback

[0:17:00] Voice 7: from the natural boundary of the sea and the 7.5 meter setback from the rear lot line. So the

[0:17:08] Voice 7: existing stairs landing and deck are located 4.94 meters from both the natural boundary of the sea

[0:17:13] Voice 7: and the rear lot line and so this application is proceeding as a result of a potential bylaw

[0:17:18] Voice 7: contravention regarding the stairs to the foreshore that was identified in 2021 for

[0:17:22] Voice 7: deck alterations um the stairs to the foreshore have been confirmed to be pre-existing non-conforming

[0:17:27] Voice 7: and are not part of this variance application um so during the building permit for the deck

[0:17:32] Voice 7: alteration um it was determined that the access stairs and the landing which have been highlighted

[0:17:36] Voice 7: on the plans um extend beyond the previous footprint which is why the applicants are

[0:17:41] Voice 7: are applying for this development variance permit.

[0:17:44] Voice 7: So the deck is included as part of this application

[0:17:46] Voice 7: because confirmation of the date of construction

[0:17:48] Voice 7: for the deck was not provided.

[0:17:51] Voice 7: And so the variance being requested

[0:17:53] Voice 7: is to improve the safety of the stairs.

[0:17:55] Voice 7: According to the application,

[0:17:57] Voice 7: during the alteration of the deck,

[0:17:58] Voice 7: it was found that there's this soft corner

[0:18:00] Voice 7: and it consists of rubble from a previous project.

[0:18:03] Voice 7: The deck was replaced because it's unsafe

[0:18:04] Voice 7: due to age and weathering.

[0:18:06] Voice 7: And the variances being requested are relatively minor.

[0:18:10] Voice 7: deconstructing the landing would impact the safety of stairs moving or removing the existing

[0:18:14] Voice 7: structures would be unreasonably costly and time consuming um and during the notice period which

[0:18:19] Voice 7: ran from thursday november 10th 2022 to wednesday november 23rd uh 2022 only one submission was

[0:18:25] Voice 7: received and it was in support of the application and no complaints have been received from uh

[0:18:30] Voice 7: surrounding neighbors so in summary it's recommended that the proposed variants be

[0:18:34] Voice 7: to bring the existing stairs landing and decking to compliance papers and that's it thank you

[0:21:08] Voice 7: refurbish and reopen the existing building which is known as uranium as a 28 seat restaurant and

[0:21:14] Voice 7: small retail store and the subject of property is within development permit area six on commercial

[0:21:19] Voice 7: and industrial form of character.

[0:21:20] Voice 7: And so the objective of this DPA is to ensure

[0:21:24] Voice 7: that new or additional commercial or industrial uses

[0:21:26] Voice 7: are developed in a manner that is consistent with

[0:21:28] Voice 7: and enhances rural island character

[0:21:31] Voice 7: and minimizes impacts on adjacent properties.

[0:21:33] Voice 7: The requirement for this application to apply for a DP

[0:21:36] Voice 7: was triggered because it was confirmed by CRD

[0:21:39] Voice 7: and the applicant that the proposed exterior renovations

[0:21:42] Voice 7: require a building permit and the proposed patio

[0:21:44] Voice 7: and ramp and landing increase the building's footprint.

[0:21:46] Voice 7: print um so if you want more information about regarding requirements um we've run six point

[0:21:51] Voice 7: section 6.5 of the official community plan um so as part of this dp the applicant is provided

[0:21:58] Voice 7: a seating and area plan um lighting signage and bike rack plan and landscaping plan

[0:22:02] Voice 7: um and then because there's specific landscaping requirements set in that dpa6 um a security was

[0:22:09] Voice 7: required as a condition in the draft permit which is attachment four um and so uh just

[0:22:16] Voice 7: kind of in summary um the application complies with citing use and parking requirement provisions

[0:22:22] Voice 7: of the galliano island land use regulations and it substantively meets the guidelines for dpa 6

[0:22:27] Voice 7: which can be found in attachment 3 and so based on the proposal's compliance with the dpa guidelines

[0:22:33] Voice 7: and galliano island line use regulations staff recommends that the ltc approved issuance of

[0:22:38] Voice 7: um the db the development permit as per resolution on page one of the step report

[0:22:47] Voice 7: Sure,

[0:22:49] Voice 11: it's a pretty simple project. We really just want to bring back what was a much-loved

[0:22:57] property from 1968-1992, operated

[0:23:04] Voice 11: by a wonderful couple Ken and Sylvia Mountie. We just want

[0:23:09] Voice 11: to really honor what they did and service the north end of galliano try to reduce a lot of

[0:23:15] Voice 11: the driving it's such a long trip from north to south and back there's no groceries or really

[0:23:22] Voice 11: not much food service up there so we uh we really just want to bring that back and better service

[0:23:29] Voice 11: our guests in the community great

[0:23:32] Voice 10: thank you trustees any questions for staff or the applicant

[0:36:26] Voice 1: and the OCP includes a development permit area. So a lot of focus towards the end of

[0:36:33] Voice 1: term was around the development permit area, discussing boundaries related to that. So

[0:36:42] Voice 1: that was um a big a big focus for community discussion and um and and like i said in addition

[0:36:51] Voice 1: there are some land use bylaw uh amendments so i just wanted to sort of walk you through

[0:36:55] Voice 1: what those amendments are the um at the uh the previous ltc endorsed those bylaws and um the

[0:37:05] Voice 1: recommend and they they had um they had passed a resolution to move them to first reading at the

[0:37:13] Voice 1: next ltc meeting but staff are recommending that a little bit of time um that there's a little bit

[0:37:19] Voice 1: of time for uh new trustees to sort of understand the project in addition to that we're doing a bit

[0:37:24] Voice 1: of additional work on um on the subdivision uh the water requirements um bylaw in the ltc so

[0:37:33] Voice 1: So I'm just going to walk you through what's in the bylaws.

[0:37:39] Voice 1: So we'll focus on the land use bylaw first because that's a bit more straightforward.

[0:37:46] Voice 1: So the bylaw number 284, that's the amendments to the land use bylaw.

[0:37:52] Voice 1: So it includes some new definitions just to sort of modernize the language and make it

[0:38:01] Voice 1: more aligned with the work that we've been doing. I will note that this work is sort of the next

[0:38:09] Voice 1: step of some detailed science data and mapping work that had started in 2019. So this is all

[0:38:21] Voice 1: the opportunity to implement what we've learned. The amendments to the land use bylaw are not

[0:38:30] Voice 1: specifically related to the mapping, but they do speak to interest in addressing freshwater

[0:38:38] Voice 1: sustainability. So in addition to new definitions, we've got a system requirements for all builds

[0:38:46] Voice 1: and an increase in the size of cisterns for secondary suites so that's already in the bylaw

[0:38:51] Voice 1: to 18,000 liters and that number that number was sort of identified after speaking to

[0:39:00] Voice 1: like a number of architects and builders that are you know working on on properties in in the Gulf

[0:39:08] Voice 1: Islands in addition to looking at the sizes of cistern sizes and what's actually available so

[0:39:14] Voice 1: So we came up with a number that made sense with respect to a number of different elements.

[0:39:21] Voice 1: And so that requirement is for, like right now, the bylaw reads with respect to cisterns that cisterns are for rainwater catchment.

[0:39:33] Voice 1: But we've opened up the language to freshwater because cisterns could also be used to retain groundwater.

[0:39:39] Voice 1: water um and then we've updated regulations related to proof of water for subdivision

[0:39:47] Voice 1: um sort of more aligning it with um provincial legislation and um and looking sort of in at some

[0:39:55] Voice 1: of the details that were previously in there and and updating them um now that had been

[0:40:00] Voice 1: part of a lot of larger project we've learned from uh um the subdivision bylaws that were

[0:40:08] Voice 1: drafted for salt spring island so they've been reviewed by provincial staff and internally

[0:40:13] Voice 1: there's a there's a few elements of of that particular piece of this amendment that we're

[0:40:18] Voice 1: um we're just digging in a little bit further because we really want to make sure that uh

[0:40:23] Voice 1: that everything that we get everything um you know really really uh really right and uh so there's a

[0:40:28] Voice 1: there was a couple of elements that we're we're looking at a little bit further but we'll have

[0:40:32] Voice 1: that kind of figured out by um by the next ltc meeting um i'll i'll point out that um there

[0:40:40] Voice 1: there were some some interests and concerns related to the the fact that the the cane

[0:40:47] Voice 1: peninsula is identified as a critical groundwater area in terms of um vulnerability and um addressing

[0:40:56] Voice 1: addressing specifically that area will be will require sort of more focused attention so that's

[0:41:04] Voice 1: not part of of what's being presented at the moment but it can be another part of this this

[0:41:12] Voice 1: project so looking at the OCP again we've made some changes to to language just to align it with

[0:41:21] Voice 1: with where we are at, sort of modernize it.

[0:41:25] Voice 1: There's some updates to policies and objectives,

[0:41:29] Voice 1: again, with respect to facilitating consistency

[0:41:33] Voice 1: with language in general,

[0:41:37] Voice 1: and then also with the new groundwater recharge

[0:41:39] Voice 1: development permit area.

[0:41:41] Voice 1: So that's the big significant part of this OCP amendment.

[0:41:46] Voice 1: So what the groundwater protection DPA does is it essentially, it's been, what it does is it identifies an area where it doesn't prohibit development, but if you do want to go and develop, then there's a process that one would have to go through to ensure that the impact to the groundwater is minimal.

[0:42:17] Voice 1: and the development permit area regulation or the policy includes a number of exemptions and

[0:42:30] Voice 1: so those exemptions they range from things such as clustering if development is clustered there's a

[0:42:42] Voice 1: and the potential event could be an exemption,

[0:42:47] Voice 1: forestry practices, agriculture practices.

[0:42:51] Voice 1: There's some details around sizes of trees

[0:42:53] Voice 1: and what can be cut and that sort of thing.

[0:42:57] Voice 1: Now, a lot of the focus discussion

[0:43:01] Voice 1: was really on the boundaries themselves.

[0:43:04] Voice 1: And so that's where we use the mapping information

[0:43:08] Voice 1: that was based on some very detailed data collection.

[0:43:13] Voice 1: And so the mapping, as I indicated in the staff report,

[0:43:19] Voice 1: we do have a detailed, there's a methodology paper

[0:43:23] Voice 1: that was created, drafted by our senior

[0:43:28] Voice 1: freshwater specialist, William Sholba.

[0:43:30] Voice 1: And so if you want to go in and get details

[0:43:35] Voice 1: on the methodology that is available to you but in general the steps this the methodology included

[0:43:42] Voice 1: looking at the recharge potential data and then identifying areas that were

[0:43:53] Voice 1: critical so this is the work that William did for us and then looking at the critical areas

[0:44:00] Voice 1: is in relationship to parcels of land on Galliano Island.

[0:44:06] Voice 1: And then making a decision about which parcels

[0:44:10] Voice 1: could be included in a DPA.

[0:44:12] Voice 1: And so this decision

[0:44:15] Voice 1: includes looking at different scenarios.

[0:44:17] Voice 1: So we have scenarios that include,

[0:44:22] Voice 1: so we identified four different scenarios

[0:44:24] Voice 1: and the scenarios basically looked at the amount

[0:44:31] Voice 1: the amount of coverage on a lot.

[0:44:34] Voice 1: So if a lot, so the range was from four to 20,

[0:44:39] Voice 1: so we had scenarios that looked at four hectares

[0:44:43] Voice 1: of coverage on a lot.

[0:44:44] Voice 1: So four hectares of critical aquifer,

[0:44:48] Voice 1: coverage of critical aquifer on a lot

[0:44:52] Voice 1: or to all the way up to 20.

[0:44:54] Voice 1: And so there's, so in the two hectare scenario,

[0:44:59] Voice 1: you would have quite a lot of lots are included in that scenario

[0:45:05] Voice 1: because you'd have lots that were smaller than five hectares, for example,

[0:45:10] Voice 1: because in order to have five hectares of coverage,

[0:45:13] Voice 1: you'd have to have at least five hectares of land.

[0:45:15] Voice 1: So on the map in the staff report, you can see for the two-hectare example,

[0:45:21] Voice 1: it covers quite a large portion of the island.

[0:45:25] Voice 1: And as we go down to five, 10 and 20, the amount of lots that are included is reduced.

[0:45:33] Voice 1: So after community conversation that was held in, if I remember, it was June or July, the

[0:45:47] Voice 1: trustees endorsed the five hectare coverage option.

[0:45:53] Voice 1: option. So in that case, all of the lots that have at least five hectares of coverage of what

[0:46:00] Voice 1: we're calling critical aquifer recharge area would be within the DPA area. Now, this would exclude

[0:46:09] Voice 1: parks and protected areas. So it excludes parks because they're not subject or provincial and

[0:46:16] Voice 1: federal parks because they're not subject to local government regulations. It would exclude

[0:46:22] Voice 1: include land for conservation because in in in those cases there would uh there would be a covenant

[0:46:26] Voice 1: um that would address um um protection and um uh local government parks are also exempt from from

[0:46:38] Voice 1: the DPA so that's the basic methodology we used um I'm I'm I'm I'll welcome your questions um and

[0:46:50] Voice 1: And just before that, I'll just identify what some of the alternatives to the recommendation are.

[0:46:56] Voice 1: So the recommendation in the staff report is to move to first reading and public hearing at the next LTC meeting.

[1:06:58] Voice 12: $20 a month three-year contract business line that can make local calls for free

[1:07:03] Voice 12: it's blocked for any long distance and so we're in the process on the ski I

[1:07:12] Voice 12: uh i've talked to the the telus guy that's in charge of that on for vancouver island

[1:07:18] Voice 12: and he's he's quite open to uh extending that service to other islands so i'm more than happy

[1:07:24] Voice 12: to set you up with his contact information excellent and that um what was really clear

[1:07:32] Voice 12: from talking to him is that uh there's a there's a number of issues from their corporate point of

[1:07:38] Voice 12: view one is that it's there's financially it's just a dead loss another big issue is that that

[1:07:46] Voice 12: equipment isn't being made anymore so replacement or maintenance of that equipment is just it's

[1:07:55] Voice 12: it's now so obsolete that it's it's going to be it's all already virtually impossible right yeah

[1:08:00] Voice 12: so that's the alternative that um we're pursuing on the speedy i believe denman's already successfully

[1:08:07] Voice 12: done it. And the message I got from him was pretty clear that actually keeping and maintaining

[1:08:16] Voice 12: a payphone, public payphone, is almost certainly not going to happen. But this other model

[1:08:23] Voice 12: of providing a community, and what it means is that some group or group of individuals

[1:08:31] Voice 12: or whatever in the community will have to agree to signing the three-year contract and coming up

[1:08:38] Voice 12: with the twenty dollars a month to maintain it um on the skinny we're looking at having our

[1:08:46] Voice 12: uh our community associations actually applying as we speak to the regional district

[1:08:52] Voice 12: district under the emergency services provisions because we feel where our ours is located in like

[1:09:02] Voice 12: a cell phone dead spot on the island and we just we feel and and it may or may not be approved by

[1:34:02] Voice 12: affairs yesterday of course housing was one of the the issues that we we did talk about

[1:34:15] Voice 12: uh that affect the viability of tiny homes and and tiny homes on wheels and that some

[1:34:23] Voice 12: some assistance in rationalizing those building code barriers

[1:34:31] Voice 12: could be very helpful for assisting with the housing issues

[1:34:37] Voice 12: especially here in the Gulf Islands.
