[0:00:13] Voice 12: This is a meeting of the Islands Test Conservancy Board. My name is Linda Adams, I'm the chair,

[0:00:19] Voice 12: and we're going to go through our agenda, which will include some broader introductions

[0:00:28] Voice 12: So just to hold that thought for a minute, I wanted to just begin by acknowledging that we're gathered in the territory of the Lekwungen people.

[0:00:40] Voice 12: And they are known today as the Songhees and the Coastal Absalom Nations.

[0:00:46] Voice 12: And of course, the Islands Trust Area is within the territory of many of the Coastal English Indigenous people.

[0:00:54] Voice 12: people and we share and respect their commitment to the protection and preservation of this entire

[0:01:02] Voice 12: area. So to our agenda, the first thing we're going to have is a bit of a round table to say

[0:01:14] Voice 12: hi to everyone because not all of us have met in person. I think most of us have in some way or

[0:01:21] Voice 12: another but there's still lots of new forces around the table so i wanted to begin with

[0:01:27] Voice 12: offering each of the trustees members of the board an opportunity to introduce themselves

[0:01:33] Voice 12: and then we're also going to ask each of the staff members to introduce themselves

[0:01:38] Voice 12: and i think i will just do this simply and just start

[0:01:42] Voice 12: Okay, let's go around the table.

[0:01:48] Voice 12: Thank you, Chair. Yes, my name is Toby Elliott. I'm from the Gabriela Island Local Trust area and very pleased to serve as the liaison from the Executive Committee to support the Conservancy in your work.

[0:02:04] Voice 12: I was really happy to go with my co-trustee, Susan Yates, to the celebration of the Lake

[0:02:11] Voice 12: Island donation to the Islands Trust Conservancy on Friday, and we meet with members of the

[0:02:19] Voice 12: family and their children.

[0:02:23] Voice 12: Just, to me, it sort of set the bar so high for what conservation can do and where we

[0:02:31] Voice 12: we want to aim for because I guess the adaptive management plan that was worked in the conservation

[0:02:39] Voice 12: covenant was sort of a new thing if I understood that and adaptive management might be the way

[0:02:45] Voice 12: forward and so to have 21 hectares donated in its entirety was so exciting to witness and the

[0:02:52] Voice 12: passion of the family to see this passed down was incredible so I'm really grateful to be part of

[0:03:00] Voice 12: this work and uh support it in every way it's me thank

[0:03:05] Voice 3: you that was very nicely said

[0:03:08] Voice 3: my

[0:03:09] Voice 4: name is

[0:03:12] Voice 3: fred scott from the island and i'm very pleased to be here from the trust council

[0:03:19] i'll just um take a

[0:03:22] Voice 3: different approach um i do an advertisement for the um on the island

[0:03:28] Voice 3: Conservancy. I'm also the chair of the Conservancy of Ruby Island where we have

[0:03:33] Voice 3: Herring Fest coming up in early March and I just want to say on the Thursday we

[0:03:41] Voice 3: have quite an art show that goes on as an introduction to Herring Fest and what

[0:03:48] Voice 3: it sets is the emotion and the feeling and it's just astounding what we've had

[0:03:53] Voice 3: people who have come and presented different things at this art. It's not

[0:03:57] Voice 3: not just picture art it's dance art stories poetry it's quite amazing a woman came from

[0:04:05] Voice 3: denman all wrapped in plastic and talked about caring and dancing just you know this is then

[0:04:11] Voice 3: on the thursday night on the friday that's a thursday on a friday night we have uh video night

[0:04:18] Voice 3: so we show all the different videos bob turner you know from bowen's been there and we're we're

[0:04:23] Voice 3: We're in the process of making a video called the Silver Highway, and it's about the herring

[0:04:32] Voice 3: coming from off the west coast, off of Bamfield, and how they come around, they come around

[0:04:37] Voice 3: the bottom end of Ancurado, and they come all the way up the corner of the migratory

[0:04:42] Voice 3: herring, and they come up and they spawn, and they go up there and create all that milky

[0:04:46] Voice 3: water, and then they go back down and go all the way around the corner again.

[0:04:49] Voice 3: so we call this the silver highway of this of the fish and we're telling the story of all the

[0:04:56] Voice 3: creatures that come along with them and depend on these nations along the way so then on the

[0:05:01] Voice 3: saturday we have what's called the herring school and and that we have different speakers coming

[0:05:07] Voice 3: and this year we've got speakers coming and talking about humpback whales and it kind of links

[0:05:11] Voice 3: herring, humpback whales, killer whales, salmon, herring, and somebody's coming to

[0:05:19] Voice 3: talk about the pomox estuary with the rears in there that trapped herring were so

[0:05:24] Voice 3: critical. So we've got all these speakers coming and then through all of that we take

[0:05:29] Voice 3: people on boats to see the herring. So it's pretty exciting. It's coming up in

[0:05:35] Voice 3: early March and we'll have you all come to join Conservancy Hornby Island for

[0:05:41] Voice 3: more successfully than Susan, I hope,

[0:05:43] Voice 3: you'll be informed and you get first on the list

[0:05:46] Voice 3: to do all this stuff, because it all gets overbooked.

[0:05:48] Voice 4: But

[0:05:48] Voice 3: look, you can see yourself getting

[0:05:51] Voice 3: the order in early March.

[0:05:53] Voice 3: Great, and then we did what we did last fall

[0:05:55] Voice 3: for the first time, we called it the Forest Fest,

[0:05:57] Voice 3: which is similarly, we're setting it up similarly.

[0:06:00] Voice 3: We had a speaker come to talk about the Cary Oak Forest,

[0:06:04] Voice 3: a fellow from, I can't remember his name,

[0:06:07] Voice 3: it was very interesting,

[0:06:08] Voice 4: and then we took a walk

[0:06:09] Voice 4: around

[0:06:09] Voice 3: county walls and look at all the different just in one walk how many forest micro ecosystems

[0:06:16] Voice 3: will go through just walking around was quite fascinating so we're gonna we're gonna build on

[0:06:21] Voice 3: on the sort of the herring fest team so that's what the conservancy up there is doing

[0:06:26] Voice 3: and what i look forward to doing hopefully with with this conservancy is linking up to the other

[0:06:34] Voice 3: conservancies uh through the trust area and what they're doing is i'm not really too aware of it

[0:06:39] Voice 3: all they're all the way so i mean those kind of linkages i think are really important for

[0:06:44] Voice 3: the conservation efforts and hopefully inform more people so we can get more people like to link

[0:06:49] Voice 3: island folks because there's a lot of interesting people are learning a lot of money and we can get

[0:06:55] Voice 3: them to support this so i'm hoping we can build more connection with those folks so that's

[0:07:00] Voice 3: That's something I kind of hope we can do in this change.

[0:07:08] Voice 6: My name is Risa Smith.

[0:07:09] Voice 6: I'm one of the public members

[0:07:11] Voice 6: of the stress conservancy board.

[0:07:14] Voice 6: I've been on it for about a year and a half.

[0:07:16] Voice 6: And I am in my sort of other life.

[0:07:21] Voice 6: I am the chair of the World Commission on Protected Areas,

[0:07:26] Voice 6: climate change specialist group.

[0:07:28] Voice 6: And so I work on that biodiversity climate change nexus,

[0:07:32] Voice 6: and we're working hard to sort of build on that concept of you know these are two crises and you

[0:07:43] Voice 6: have to solve them together solve one you don't solve either um and i just came back from cop 15

[0:07:49] Voice 6: where

[0:07:50] Voice 12: um it's very intense meeting of 20 000 people and came up with some great decisions

[0:07:56] Voice 12: I was super proud

[0:07:58] Voice 6: to be Canadian, since we pulled that meeting off in a ridiculously

[0:08:01] Voice 6: short amount of time, and everyone says it's the best COP ever, so that was very exciting.

[0:08:10] Voice 6: And so at some point I will be giving a talk, just an open talk, I'm on the

[0:08:14] Voice 12: board of the

[0:08:15] Voice 12: Galliano Conservancy, and we have a lot of partnerships with the Irish Trust Conservancy,

[0:08:21] Voice 12: as do many of the conservancies around black health violence and I'll give a talk on what

[0:08:28] Voice 12: happened at COP15 that will be open to everybody so it'll be sort of in person on Galeano but also

[0:08:34] Voice 12: Zoom we're just working on when that will be so I think you might be interested but a lot of the

[0:08:40] Voice 12: decisions there really affect us because there's there's a lot about guardians guardians programs

[0:08:45] Voice 12: programs around the world, including Canada.

[0:08:47] Voice 12: So that affects us a lot of funding announced

[0:08:52] Voice 12: by the federal government for conservation

[0:08:54] Voice 12: at all different scales, big, huge scales in the North

[0:08:57] Voice 12: and urban scales, the peri-urban.

[0:09:00] Voice 12: So I'm hoping I can bring some of that knowledge

[0:09:03] Voice 12: to flow out to this room.

[0:09:06] Voice 12: Nice to meet all of you in the flesh.

[0:09:09] Voice 12: Because we won't have many opportunities for that.

[0:09:11] Voice 12: Let's go to Trustee Yates.

[0:09:22] Voice 12: I am Susan Yates from Slinangok Territory.

[0:09:27] Voice 12: I'm local trustee for Gabriola Local Trust Area,

[0:09:31] Voice 12: which includes much of the Corsi Islands.

[0:09:35] Voice 12: And I am a member of a number of island conservancies,

[0:09:39] Voice 12: Salt Spring, Kendon, Galliano, and Hornby.

[0:09:45] Voice 12: um they're all connected we all it's so nice to do good work together um i've helped out with the

[0:09:53] Voice 12: theaters island nature stewards program which is sort of follows along with the gabriela

[0:09:59] Voice 12: lands and trails trust nature stewards program and the connection there is that funding comes

[0:10:06] Voice 12: from islands trust conservancy to help with programs like that so i think that's really

[0:10:12] Voice 12: really important to have local commitments on all of our islands that also look at the bigger picture

[0:10:19] Voice 12: because it really is all connected. Like my fellow trustee Toby Elliott, I was just so thrilled to

[0:10:28] Voice 12: attend the celebration on Friday of the gift of Glean Island by the Swift family. It's just

[0:10:35] Voice 12: quite astonishing that some, a family, the whole family, all members of that family,

[0:10:41] Voice 12: we have agreed to donate that island for a nature reserve and also for climate change research

[0:10:51] Voice 12: i the part of that meeting that i just loved besides meeting the swift family and having nice

[0:10:57] Voice 12: emails with them is when the field ornithologist showed us the western screech owl and you know

[0:11:07] Voice 12: talked a bit about that i've on salt spring i've helped out a bit with the western screech owl

[0:11:12] Voice 12: project so that was very special for me um i guess i'm i'm an elected um

[0:11:20] Voice 12: conservancy board member from islands trust council uh the only other thing i should say

[0:11:26] Voice 12: is i was a local trustee a very long time ago for 10 years um in the 80s and 90s

[0:11:33] Voice 12: it's quite different now well well one of the big differences is in those days the islands trust

[0:11:41] Voice 12: fund was just sort of being thought about and now the conservancy is just an enormous pillar

[0:11:48] Voice 12: of strength i think for the islands trust so i'm very pleased about that thank you okay i guess i'll

[0:11:59] Voice 12: introduce myself a little bit. So I think I already said my

[0:12:02] Voice 12: name. I have been on this board since I think, I was trying to

[0:12:10] Voice 12: confirm that. But anyway, so a little while. I also do have a

[0:12:15] Voice 12: little bit of a history with the Islands Trust. I'm actually a

[0:12:19] Voice 4: land

[0:12:20] Voice 12: use planner. And my very first, I've lived on Saltspring

[0:12:25] Voice 12: Island since 86 and in about 1990 there was a job posting on Salt Spring Island to have the very

[0:12:36] Voice 12: first staff person of the island's trust come and work on one of the islands and I applied for that

[0:12:42] Voice 12: job and got it and so I became the first planning assistant on Salt Spring Island that actually

[0:12:49] Voice 12: moved there. That was a long time ago. I know Susan from those days.

[0:12:54] Voice 12: It was before the Islands Trust

[0:12:58] Voice 12: Conservancy which called the Trust Fund Board at the time was just kind of getting going I think

[0:13:05] Voice 12: maybe just a little after I began or something I can't quite remember but then there was one staff

[0:13:10] Voice 12: so it was kind of very early days. Anyway I ended up working with the Islands Trust for 25 years

[0:13:18] Voice 12: and eventually became a CAO

[0:13:21] Voice 12: for 12 years.

[0:13:23] Voice 12: But I retired about seven years ago.

[0:13:26] Voice 12: And now when I walk around the halls, I hardly know anyone.

[0:13:30] Voice 12: So both things continue to evolve.

[0:13:33] Voice 12: And a lot has evolved, as Susan was mentioning.

[0:13:37] Voice 12: We didn't have computers even, or there was no internet.

[0:13:41] Voice 12: Anyway, it was very different.

[0:13:45] Voice 12: I remember getting our first fax machine.

[0:13:47] Voice 12: We were excited.

[0:13:48] Voice 12: the new technology um but anyway so it's been really interesting to watch the islands trust

[0:13:55] Voice 12: uh conservancy evolve including getting its name changed after many years of being the trust on

[0:14:02] Voice 12: board um and i remember i was involved in um kind of implementing the nap tech program

[0:14:08] Voice 12: first three so that was 10 years in the making and has been very successful um and it's been

[0:14:16] Voice 12: really interesting to just kind of watch over the years how the acquisitions have you know gradually

[0:14:22] Voice 4: come

[0:14:22] Voice 12: up to the point where they're at today and it's a really meaningful contribution to the

[0:14:27] Voice 12: Ammon's Trust area and I think one of the most positive parts of the Ammon's Trust work um

[0:14:33] Voice 12: and yes I think the celebration we had about Lake Island was just um emblematic of how wonderful

[0:14:41] Voice 12: this work is and how positive

[0:14:43] Voice 1: you know

[0:14:44] Voice 12: you see these this wonderful family donating land and

[0:14:48] Voice 12: it's sort of an anecdote or not an anecdote an antidote to some of the other stuff going on

[0:14:53] Voice 12: in the world sometimes so I really was appreciative of that opportunity to to celebrate them and and

[0:15:03] Voice 12: all the work of our staff and everybody who contributed to I know

[0:15:06] Voice 12: Kate was very involved

[0:15:07] Voice 12: in making that all happen so anyway how do you want to handle staff introductions do you want

[0:15:16] Voice 12: us to handle this sure

[0:15:18] Voice 9: i'd be happy to i guess i will just say that um as we go through staff

[0:15:23] Voice 9: introductions we're going to keep it a little bit brief because i know we're a little behind

[0:15:26] Voice 9: on the agenda sorry

[0:15:28] Voice 6: very issues

[0:15:29] Voice 9: um but i will say my name is kate emmings and um i'm a little

[0:15:34] Voice 9: bit about myself i've been in the islands for over 30 years now um my family moved to pender island

[0:15:40] Voice 9: actually when i was 15 and i got to go to school on salt spring and graduated high school over

[0:15:45] Voice 9: there and

[0:15:46] Voice 10: now i live

[0:15:46] Voice 9: on galliano and have been there for over 25 years now um so i have a deep

[0:15:53] Voice 9: love i guess i will say for for the islands and all the ecosystems and the people that live there

[0:15:59] Voice 9: as well. My background is in environmental science and before I worked as the manager

[0:16:05] Voice 9: with the Islands Trust Conservancy I was the ecosystem protection specialist

[0:16:08] Voice 9: and got to work on all sorts of conservation planning initiatives and ecosystem mapping and

[0:16:15] Voice 9: working with landowners to preserve their lands and it has been an absolute pleasure and I look

[0:16:22] Voice 9: forward to hopefully many more years and working with all of you on the work. So maybe why don't

[0:16:29] Voice 9: we start with Carla and then we'll kind

[0:16:31] Voice 5: of rotate around the rest of the staff. Sure. I'm Carla Funk

[0:16:34] Voice 5: and I'm the Strategic Fund Development Specialist for Islands Trust Conservancy. I started on a

[0:16:41] Voice 5: limited contract to replace somebody for a nine-month period at the end of 2019 and slowly

[0:16:50] Voice 5: extended that as that person renewed their extension away and eventually that person

[0:16:56] Voice 5: and didn't come back so here I am you're stuck with me for a little while longer. I work with

[0:17:03] Voice 5: basically looking at ways that the Islands Trust Conservancy can strategically

[0:17:10] Voice 5: not just attract funds but find creative ways that people can protect them and making sure that

[0:17:18] Voice 5: they know about the different strategic ways using professionals so accountants, lawyers

[0:17:24] Voice 5: employers and financial planners. And I think Link Island was just a superb example of how

[0:17:30] Voice 5: complex those things can be and how many professionals they needed in order to

[0:17:36] Voice 5: make it happen so that they could do the cross-border issues as well. So that's the

[0:17:42] Voice 5: kind of work that I've been putting in place for Islands Trust Conservancy and hived off

[0:17:48] Voice 5: the communications with the support of the board um into sort of a more logical uh skill set

[0:17:58] okay

[0:18:00] Voice 9: so i'll go over here to jemma and wendy we won't forget to come back

[0:18:06] Voice 7: my name is jemma green i'm the covenant management and outreach specialist

[0:18:11] Voice 7: um i've been with the conservancy for four years next week and i originally joined to fill in for

[0:18:18] Voice 7: a travel lead for Nuala Murphy as the property management specialist and just as that was

[0:18:23] Voice 7: wrapping up the ITC created a position for covenant management so that we could focus on all

[0:18:29] Voice 7: of the properties we were you know bringing into the ITC protected areas network and yeah I'll just

[0:18:38] Voice 7: leave it there I have a background in wildlife conservation and ecological restoration so

[0:18:42] Voice 7: So it's wonderful to apply that to our conservation covenants.

[0:18:46] Voice 8: I'm Nuala Murphy, and I'm the property management specialist.

[0:18:51] Voice 8: I love how we're all specialists, even though

[0:18:53] Voice 8: we're working in a field where we don't have any answers, really.

[0:18:57] Voice 8: There's no construction answers to anything. We're not specialists.

[0:19:00] Voice 8: So, yeah, I help manage our nature reserves.

[0:19:03] Voice 8: And that was such a happy day when the job got divided and Gemma's position was introduced.

[0:19:08] Voice 8: And I'll speak more about nature reserves in one of the monitoring, one of the agenda items in this package to learn a little bit more about that.

[0:19:20] Voice 8: I have a forestry and natural resource management background, and

[0:19:23] Voice 8: I have almost, I'm getting into my 15th year here

[0:19:28] Voice 10: at the Islands Trust Concerns.

[0:19:29] Voice 8: In May,

[0:19:30] Voice 8: it will be 15 years. Party! Woohoo!

[0:19:34] Voice 10: I'm Catherine Martel and I am the current ecosystem protection specialist so I stepped

[0:19:39] Voice 10: into that while Kate was filling in for the previous manager and then our cascade of temporary

[0:19:45] Voice 10: assignments worked its way down and now I'm the permanent ecosystem protection specialist

[0:19:49] Voice 10: I have a background I'm an ecologist so I apologize I'm constitutionally incapable

[0:19:56] Voice 10: of not solving a puzzle we're trying to

[0:20:00] Voice 10: it was here in front of me I couldn't help myself um and uh so so my background is is in ecology and

[0:20:10] Voice 10: in um sort of I've done a lot of work with covenants with various concert conservancies

[0:20:16] Voice 10: and organizations around BC and I'm really excited to alas I don't live on the islands

[0:20:22] Voice 10: at the moment but I get to look at them from afar um

[0:20:26] Voice 9: and I should mention that Catherine's puzzle

[0:20:29] Voice 9: what she's doing right now is actually the gift that we got from the Smith family

[0:20:32] Voice 10: when we went to

[0:20:33] Voice 9: the Link Island event. They're calling it the Quirky, and I think they play on Quircus garyana,

[0:20:41] Voice 9: Gary oak, and they've got, they've created a mycorrhizal web, including many species and

[0:20:49] Voice 9: organizations. So maybe I'll, I guess I can't pass around the puzzle itself right now, but I'll

[0:20:55] Voice 10: everyone can come work on it at lunch because

[0:20:57] Voice 9: it begs the question how do we get some

[0:21:00] Voice 9: some here we go

[0:21:02] Voice 9: yeah oh

[0:21:03] Voice 12: yeah well they

[0:21:05] Voice 9: made this puzzle for us and i said i would bring

[0:21:08] Voice 9: it to the board meeting with visions of sticking it in the middle and everybody

[0:21:49] Voice 2: with this, our program being started up.

[0:21:52] Voice 2: My background is ecology and systematic biology.

[0:21:56] Voice 2: I have now in my 20th year in land conservation.

[0:22:00] Voice 2: I spent my first five years, I'm from California,

[0:22:03] Voice 2: from the land of the Gabrielino and Tongva peoples

[0:22:07] Voice 2: in Southern California.

[0:22:09] Voice 2: And so five years as a dune ecosystem ecologist

[0:22:12] Voice 2: with species at risk there,

[0:22:13] Voice 2: and 14 years at a regional land trust here locally.

[0:22:17] Voice 2: locally and now with the Anishinaabemowin Conservancy, I'm very excited to speak later on about the

[0:22:23] Voice 2: extension of the program, but thanks for having me here.

[0:22:27] Voice 9: And then finally, I just want to acknowledge

[0:22:29] Voice 9: that our admin assistant, Coraline Strachan, wasn't able to be with us today, but we do have

[0:23:19] Voice 9: because, of course, we just had a newly constituted board

[0:23:22] Voice 9: following the local government elections.

[0:23:27] Voice 9: But our policies are set up in such a way

[0:23:31] Voice 9: that the Island Stress Conservancy Board

[0:23:32] Voice 9: elects its chair, vice chair,

[1:04:10] Voice 7: and monitor for ecological and other management concerns.

[1:04:14] Voice 7: And since 2019,

[1:04:16] Voice 7: monitoring has been carried out in-house by staff.

[1:04:20] Voice 7: The Islands Trust Conservancy NAPTEP Covenant Monitoring Report provides the monitoring results

[1:04:26] Voice 7: for 26 NAPTEP covenants for the 2022 calendar year. I am very pleased to report that staff

[1:04:34] Voice 7: did not identify any cases of a NAPTEP covenant breach in 2022. Three NAPTEP covenants,

[1:04:42] Voice 7: specifically MyWim and Folden on Salt Spring and the Westbourne NAPTEP Covenant on Galliano

[1:04:48] Voice 7: are experiencing impacts of trespass by neighbors and or the public.

[1:04:53] Voice 7: But fortunately, the ecological impacts of these are currently minor.

[1:04:58] Voice 7: And there are recommendations for responding to each case of trespass in the report.

[1:05:03] Voice 7: Management concerns are noted for all but four of the covenants monitored.

[1:05:09] Voice 7: In most NAPTEP covenants, invasive species pose some threat.

[1:05:13] Voice 7: During the monitoring, survey staff also encountered beach debris, signage in need of repair, unauthorized fire pits, poor forest understory regeneration, and a need for stream channel restoration following the extreme flooding events in 2021.

[1:05:30] Voice 7: Recommendations for addressing these concerns are also provided in the report.

[1:05:34] Voice 7: report. If accepted by the board, this monitoring report will be used to set priorities for

[1:05:41] Voice 7: NAPTEP covenant management and landholder stewardship, which will in turn guide allocations

[1:05:47] Voice 7: for the property management budget across ITC's protected areas. It's staff's recommendation

[1:05:54] Voice 7: that the board accept the NAPTEP covenant monitoring report for 2022 and direct staff

[1:06:00] Voice 7: staff to address management concerns as identified in the report. However, an alternative is

[1:06:05] Voice 7: presented in the case the board wishes to amend the report. And if the board has any

So similar to the last report, but these are nature reserves that are not involved with MAPT. And I understand Noulas wanted to speak to this.

[1:07:56] Voice 8: that's right. So they're all of the Island Trust Conservancy-owned nature reserves.

[1:08:01] Voice 8: So I'm happy to report that the 2022 monitoring season of the nature reserves resulted in no major issues and a very

[1:08:08] Voice 8: happy finding too.

[1:08:09] Voice 8: So when we visited McFadden Creek Nature Sanctuary on Salt Spring, we discovered herons nesting for the first time since they abandoned the area in about 2000.

[1:08:18] Voice 4: So

[1:08:18] Voice 8: I believe at that one time there were over 130 great blue heron nests there before it was abandoned.

[1:08:23] Voice 8: And it's also perfect timing because this past spring, in conjunction with the Salt

[1:08:28] Voice 8: Spring Island Conservancy, we did a mass mail-out to the neighbours within a one-kilometre radius

[1:08:35] Voice 8: of it.

[1:08:35] Voice 8: So 161 letters and brochures were sent out stating the importance of the area and the

[1:08:40] Voice 8: importance of...

[1:08:41] Voice 4: and

[1:08:43] Voice 8: information about herons in general, and also to see if neighbours

[1:08:47] Voice 8: were interested in becoming part of the stewardship visits with Salt Spring Island Conservancy.

[1:08:51] Voice 8: So that kind of went hand in hand, which was really nice when something like that works out.

[1:08:57] Voice 8: The monitoring visits involved many partners, including those that hold conservation covenants on our ITC nature reserves,

[1:09:05] Voice 8: and local conservancies that act as management groups, volunteer wardens or neighbours and donors.

[1:09:13] Voice 8: owners. These visits are a fantastic opportunity to build relationships and have a chance to

[1:09:19] Voice 8: meet on-site to discuss the management needs into the future. So 32 of the 33 ITC nature

[1:09:25] Voice 8: reserves were visited from May to October on 13 islands. Loughlin Lake Nature Reserve

[1:09:32] Voice 8: Edition on Galeano was not visited as it is monitored in conjunction with the Loughlin

[1:09:37] Voice 8: Lake Nature Reserve Covenant owned by the Gamayango Conservancy Associations and those

[1:09:43] Voice 8: were not monitored this year as Gemma may discuss when doing those ones to help cut down on the

[1:09:48] Voice 8: workload from the low risk protected areas so that one was excluded from the visit time and

[1:09:54] Voice 8: then there's a service contract that is used to monitor the Horton Bay Ferry Nature Reserve on

[1:10:00] Voice 8: Maine which has been completed by the Maine Island Conservancy Association since 2009

[1:10:06] Voice 8: and a nine to save travel costs

[1:10:07] Voice 8: as it's the only protected area on Maine.

[1:10:11] Voice 8: Saturnina Island Nature Reserve

[1:10:14] Voice 8: was visited for the first time

[1:10:15] Voice 8: and the Link Island Nature Reserve

[1:10:17] Voice 8: was visited for the first time as a nature reserve

[1:10:19] Voice 8: rather than the conservation covenant.

[1:10:22] Voice 8: And an invitation to quote to obtain a contractor

[1:10:24] Voice 8: to complete the first management plans

[1:10:26] Voice 8: for these two nature reserves has been completed

[1:10:29] Voice 8: and we're in the process of finishing off

[1:10:32] Voice 8: the service contract for that.

[1:10:33] Voice 8: And that will hopefully begin in this fiscal

[1:10:36] Voice 8: and then continue on to next fiscal

[1:10:37] Voice 8: to do the first management plan for those two.

[1:10:40] Voice 8: So monitoring visits helps set priority activities

[1:10:43] Voice 8: for the next fiscal and where to spend our limited resources.

[1:10:46] Voice 8: As Gemma was saying, it's balanced between all the islands,

[1:10:48] Voice 8: trust protected areas, covenants and nature reserves.

[1:10:51] Voice 8: The common activities are trail maintenance

[1:10:53] Voice 8: to ensure safety and the public can easily find their way

[1:10:57] Voice 8: with as little damage on the land as possible

[1:10:59] Voice 8: and to stay off of adjacent private property.

[1:11:02] Voice 8: Invasive species, which are a constant struggle

[1:11:04] Voice 8: and require work each year and we prioritize based on the type of invasive and how much there is

[1:11:10] Voice 8: and then the restoration projects where planting of native species and removal of invasive species

[1:11:15] Voice 8: often go hand in hand um i think that's it um i'm happy to help take any questions thank you

[1:11:24] Voice 12: um approximately how many of these nature reserves have volunteer wardens

[1:11:30] Voice 12: that are participating in monitoring or supporting the work?

[1:11:43] Voice 8: and it's one of the things we try to work on to kind of recruit.

[1:11:55] Voice 8: So the ones that didn't have that type of person as a neighbour

[1:11:58] Voice 8: or a close person to the area it's kind of harder to bring people in after the fact but we've had

[1:12:06] Voice 12: considering there's two new acquisitions with southern you know and link

[1:12:11] Voice 12: islands and this is sort of a good time to bring are there any prospects for volunteer wardens for

[1:12:19] Voice 8: very strange ones because they don't really have any close neighbors because

[1:12:23] Voice 8: they're islands um but for link they're it's right nestled in between munch and porsche so

[1:12:34] Voice 8: too like they have neighbors that were always

[1:12:36] Voice 8: kind of watching over it for them so we've had um they're not officially a volunteer board but

[1:12:47] Voice 8: So people are keeping an eye out.

[1:19:38] Voice 9: So the board may recall, those of you who were with the board over the last few years may recall

[1:19:44] Voice 9: that as the board was contemplating the renewal of its 2023 to 2026 plan, yes, 2025, 2023 to 2025

[1:19:58] Voice 9: plan. It was concerned that there wasn't enough opportunity to bring in First Nations voices

[1:20:05] Voice 9: and to have robust engagement with First Nations around that plan. We went to the minister's office

[1:20:11] Voice 9: and asked for an extension in terms of the drafting of that plan, and we're told that

[1:20:16] Voice 9: because of the way the legislation is written, it's actually quite difficult for us not to hold

[1:20:21] Voice 9: hold to the timelines that we're required to hold to.

[1:20:24] Voice 9: So at that time, the conversation decide,

[1:20:28] Voice 9: we decided as a board or the board decided to kind of do

[1:20:32] Voice 9: a bit more of a status quo plan because we had time

[1:20:35] Voice 9: deadlines that we needed to make,

[1:20:37] Voice 9: but that we wanted to make it into an interim plan

[1:20:40] Voice 9: to enable more robust First Nations engagement

[1:20:44] Voice 9: for the next iteration of the Islands Trust

[1:20:46] Voice 9: Conservancy Plan.

[1:20:47] Voice 9: And at the time when the board was considering

[1:20:50] Voice 9: considering the ITC plan that we just worked on,

[1:20:54] Voice 9: it directed staff to come back to the board

[1:20:57] Voice 9: with a recommendation for a project charter

[1:20:59] Voice 9: around how to do a fulsome engagement of First Nations

[1:21:03] Voice 9: and to develop the next iteration

[1:21:06] Voice 9: of the Islands Trust Conservancy Plan.

[1:21:09] Voice 9: So what you have before you is the culmination of that.

[1:21:13] Voice 9: There is a project charter,

[1:21:15] Voice 9: which I will pull up on the screen in a moment,

[1:21:17] Voice 9: but essentially just to work through some of the organizational pieces of that it will dedicate

[1:21:24] Voice 9: quite a bit of staff time over the next couple of years particularly to the First Nations

[1:21:28] Voice 9: engagement process and staff have recommended as part of that project charter that we bring

[1:21:35] Voice 9: in external resources to help with that and you may recall that there is a budget item before

[1:21:39] Voice 9: Trust Council right now to help boost funds so that we are able to resource that properly

[1:21:45] Voice 9: So, the project itself includes approval of $35,000 towards the development of largely

[1:21:52] Voice 9: the First Nations engagement, but there are some other smaller pieces.

[1:21:56] Voice 9: Most of that will come from a core budget, or is planned to come from a core budget,

[1:22:00] Voice 9: $25,000 of it, but we have also put in a special request to Trust Council for a $10,000 budget

[1:22:07] Voice 9: item to augment that, and we're going

[1:22:11] Voice 1: to be able to get that.

[1:22:12] Voice 9: As part of the development of the ITC, next iteration of the ITC plan, we're anticipating that there will be quite a few recommendations for changes to policy.

[1:22:22] Voice 9: So part of the scoping of the plan includes a fairly robust review of our existing policies and strategies.

[1:22:31] Voice 9: strategies. And then finally, some of the implications, of course, are that we believe

[1:22:43] Voice 9: that the development of this plan will help to ensure that we're meeting the reconciliation

[1:22:48] Voice 9: declaration that the Islands Trust Conservancy has approved. In terms of just a couple of

[1:22:56] Voice 9: other pieces that are related, we do have an Islands Trust Conservancy Regional Conservation

[1:23:01] Voice 9: conservation plan, which is very much linked and kind of dovetails with the ITC plan, but

[1:23:06] Voice 9: provides more detailed discussion of the notes that we were talking about earlier, which

[1:23:12] Voice 9: is, you know, landscape analysis and where we're going to focus our effort.

[1:23:17] Voice 9: That plan expires at the end of 2027.

[1:23:20] Voice 9: And so the hope is that some of the First Nations engagement that we're embarking on

[1:23:24] Voice 9: will help to build relationships so that as we move into that plan, those conversations

[1:23:28] Voice 9: will continue and we'll be able to grow.

[1:23:32] Voice 9: Finally, there is a longstanding item

[1:23:35] Voice 9: on our follow-up action plan related

[1:23:37] Voice 9: to creating a reconciliation action plan for the ITC board.

[1:23:43] Voice 9: We have not made progress on that

[1:23:46] Voice 9: over the last couple of years.

[1:23:48] Voice 9: And a lot of that is due to internal resourcing

[1:23:51] Voice 9: and capacity.

[1:23:53] Voice 9: We were hoping very much to have support

[1:23:55] Voice 9: support from our internal senior

[1:23:57] Voice 9: intergovernmental policy analyst position for that.

[1:24:00] Voice 9: But unfortunately that position has been vacant

[1:24:02] Voice 9: for the last little while.

[1:24:04] Voice 9: And my understanding is they are hoping to hire for that

[1:24:07] Voice 9: in the next quarter, three to four months.

[1:24:11] Voice 9: And so it's hoped that that will come back online

[1:24:14] Voice 9: but staff still believe that even in absence

[1:24:17] Voice 9: of a reconciliation action plan,

[1:24:19] Voice 9: that it is important to begin this engagement process

[1:24:22] Voice 9: and to move forward nevertheless.

[1:24:23] Voice 9: the last. So the recommendation before you is that the ITC Board approve the project charter that's

[1:24:29] Voice 9: provided dated January 24th and for the development of the 2026 to 2030 Island Stress Conservancy

[1:38:29] Voice 9: financial planning committee met last week and um made some or considered some suggestions for

[1:38:37] Voice 9: for reductions of the Islands Trust budget.

[1:38:41] Voice 9: The particular item that they were considering

[1:38:43] Voice 9: from the Islands Trust Conservancy was related to mapping

[1:38:47] Voice 9: and a request to reduce our budget by 30.

[1:38:51] Voice 9: In the table that's provided actually says 12,800,

[1:38:55] Voice 9: but the actual amount that was requested is 13,800.

[1:38:59] Voice 9: So just a slight edit there.

[1:39:02] Voice 9: That essentially takes away all of our mapping budgets

[1:39:05] Voice 9: budget, with the exception of the pieces funded by the Species at Risk program.

[1:39:12] Voice 9: My understanding

[1:39:13] Voice 9: is that the conversation kind of moved into just asking the Ounce-Risk

[1:39:18] Voice 9: Conservancy to consider reductions to its whole budget in ways that we see fit.

[1:39:25] Voice 9: Staff have had a look at the budget.

[1:39:27] Voice 9: I will say that I think the budget is pretty tight.

[1:39:30] Voice 9: We have done a fairly good job.

[1:39:33] Voice 9: at least last fiscal we spent pretty much all of our budget i think we're tracking to do almost

[1:39:38] Voice 9: that this year um possibly with some exceptions due to trying to get contracts out the door

[1:39:44] Voice 9: um and so i would strongly suggest that the board not reduce its mapping budget by that total amount

[1:39:54] Voice 9: um if you i do have the budget amounts and i'm happy to pull up a table where we can play with

[1:39:59] Voice 9: what you you'd like but um i would suggest that we not reduce it by that amount and that if the

[1:40:06] Voice 9: board wants to cut that we start to look at slight reductions in the variety of budget areas

[1:40:40] Voice 12: committee i think um and i think the trustee who put this together the aim was to achieve

[1:40:59] Voice 12: what could be cut to get us down to so sort of a let's look at it as a creative exercise

[1:41:05] Voice 12: without a lot of um strong knowledge of what the different programs are and this is a new

[1:41:11] Voice 12: bunch of trustees coming in so um the ecosystem mapping uh it was just a number i don't if we

[1:41:23] Voice 12: could maybe think of a five thousand dollar reduction somewhere or in a few different

[1:41:31] Voice 12: places as a show of good faith that we are you know as a board trying to keep our budgets

[1:41:37] Voice 12: budgets in line and sort of do our part. It is a tough fiscal year, I guess. And if we are headed

[1:41:45] Voice 12: into a recession, I don't want to see us going into a trend of artificially downsizing budgets

[1:41:52] Voice 12: when everything, the cost of everything else is going up. So if we have to hire consultants,

[1:42:00] Voice 12: it's unreasonable to think that prices won't go up for everything else. And so my argument to FPC

[1:42:07] Voice 12: see is we don't want to artificially um sort of sell this idea to the public that we can continue

[1:42:16] Voice 12: to do less with more so i'm willing to stand and say i believe in the programs and um and what

[1:42:22] Voice 12: we're doing especially at the conservancy level um so it's just balancing that with

[1:42:29] Voice 12: the perspective of um some of the trust council which will keep coming back and saying we need

[1:42:37] Voice 12: to keep budgets or we need to not increase taxes right that's going to be a continuing

[1:42:45] Voice 12: call so um so yeah if there's if there's something that could be could get trimmed somewhere um and

[1:42:53] Voice 12: perhaps we can make the case that the if a lot of first nations do not come back wanting to engage

[1:42:59] Voice 12: that ten thousand dollars that we're requesting may not be necessary this year but um and so we

[1:43:05] Voice 12: might not use that money this fiscal but we need it there in case there is real interest and so

[1:49:29] Voice 9: so there's no movement of that type of cost when it comes to cell phones because you had a question

[1:49:36] Voice 9: about mobile devices in actual fact the budget amount from last year was an under budgeting

[1:49:42] Voice 9: and what's coming in as cost this year is closer to what we're budgeting for this coming year so

[1:49:48] Voice 9: that's why the discrepancy the places where we have gone up we do have over here increase and

[1:49:55] Voice 9: and I guess, oh yeah, there's a decrease.

[1:49:58] Voice 9: And you can see where that is coming in.

[1:50:01] Voice 9: Our property management budget is going up largely

[1:50:05] Voice 9: because of the species at risk grant,

[1:50:07] Voice 9: but also there is an incremental increase every year

[1:50:10] Voice 9: as we take on properties.

[1:50:11] Voice 9: And there's a formula that we use to create that.

[1:50:15] Voice 9: So I think our actual tax requisition

[1:50:17] Voice 9: went up by about $5,000 for that.

[1:50:20] Voice 9: that. Legal, we got bumped quite a bit down over the past for the past budget cycle. And what we

[1:50:29] Voice 9: found is despite the board curbing a lot of our acquisitions, which is a big driver of our legal

[1:50:35] Voice 9: budget, the Island Stress Conservancy plan made it so that we're actually we do need that full

[1:50:43] Voice 9: the full budget amounts that $20,000 is pretty reflective of what we do see. Part of that

[1:50:48] Voice 9: at, oh sorry, and then other places.

[1:50:52] Voice 12: Sorry, why is that?

[1:50:53] Voice 12: Is that because we've got new covenants and?

[1:50:57] Voice 9: So our legal budget was before last year,

[1:51:00] Voice 9: I think more along the lines of $18,000.

[1:51:03] Voice 9: And that is, it is driven largely by securement.

[1:51:06] Voice 9: So by acquisitions and covenants.

[1:51:09] Voice 9: And our policies do say that

[1:51:11] Voice 9: when we sign on to legal agreements,

[1:51:13] Voice 9: the board will work with legal advisors

[1:51:16] Voice 9: to ensure it's entering into responsible agreements and our costs for legal have been

[1:51:22] Voice 9: have gone up it's

[1:51:25] Voice 12: helpful to know these yeah because

[1:51:29] Voice 12: arguing that so yeah I just want to say

[1:51:33] Voice 12: having been in that meeting I don't think it was an ill-intentioned thing as a surprise it was

[1:51:38] Voice 12: because the previous financial planning committee meeting our first one as a committee was so

[1:51:44] Voice 12: so arduous and we didn't have really any understanding of the programs or what had been running for

[1:51:50] Voice 12: a long time, Freshwater Sustainability Act, all of that was really new.

[1:51:57] Voice 12: And so this trustee sort of did some preemptive work to start the conversation.

[1:52:02] Voice 12: And so really the request was, it's not really appropriate to tell the board, which is a

[1:52:10] Voice 12: parallel organization to the islands trust it's not you know subsidiary to tell the board what

[1:52:15] Voice 12: they should be cutting we should make the decision and so that's how the conversation rolled out so

[1:52:21] Voice 12: it is still a learning curve i don't want to describe any ill intent i think um some constituents

[1:52:28] Voice 12: or some trustees are trying to meet the wishes of their constituents but um so training and

[1:52:36] Voice 12: and conferences and also another one for board training and conferences have we used those

[1:52:41] Voice 12: historically in the past so

[1:52:44] Voice 9: our staff training and travel and training budgets we are using

[1:52:50] Voice 9: pretty much in their entirety in this year and i'm anticipating the same we've had a bit of a

[1:52:55] Voice 9: cause in

[1:52:56] Voice 9: training because of covid so we're

[1:52:58] Voice 1: a little bit in

[1:52:58] Voice 9: catch-up there

[1:53:01] Voice 9: the board training is one that we last year we spent quite a bit of it because we did

[1:53:08] Voice 9: communications workshopping and it's possible that the board may want to do that around engaging

[1:53:19] Voice 9: is an area where you could look at maybe shaving a little bit off

[1:53:22] Voice 9: of that the other areas if I was to if the board did want to say take off 5 000 or something like

[1:53:38] Voice 9: using over the last couple of years and try to take that a little bit more in-house and then

[1:53:45] Voice 9: the other place if you wanted to shave a thousand or two you could maybe

[1:53:50] Voice 9: legal and a thousand off of mapping um i say that

[1:59:40] Voice 12: okay one percent is 75 000. yeah one percent tax increase is

[1:59:46] Voice 12: cut five thousand dollars a fraction of one percent of our tax increase so anyway yes trust me and i

[2:00:00] Voice 12: draft budget that FPC looked at, had a proposed 10% tax increase to meet the budget, and everybody

[2:00:06] Voice 12: kind of freaked out at that. So that

[2:00:12] Voice 12: Director of Administrative Services, Julia Moffs, had an update for us, I think it was at Executive

[2:00:17] Voice 12: Committee on the

[2:00:18] Voice 12: Wednesday, and then FPC was on Thursday saying, oh, non-market assets, I don't

[2:00:26] Voice 12: what you call it but non-market change in sort of changes in zoning had added a lot to the budget so

[2:00:33] Voice 12: that proposed increase of 10 went down to this three percent potential increase that i think

[2:00:41] Voice 12: um and and i think we had we hadn't had that information so it meant more money was actually

[2:00:47] Voice 12: coming in right and the budget looked like it was going to balance a bit better so

[2:00:51] Voice 12: So this creative workaround was sort of based on a very alarming potential jump.

[2:00:59] Voice 12: Right.

[2:01:00] Voice 12: So we could say this is as tight as we can get it.

[2:01:06] Voice 12: If we cut anything, it might be $4,000.

[2:01:09] Voice 12: And that would harm our ability to do the work that we need to do.

[2:01:15] Voice 12: And honestly, it's not going to make that much of a difference overall.

[2:01:18] Voice 12: So find somewhere else to cut.

[2:01:22] Voice 12: so yeah yeah and and just for those if you might not know maybe for the kids but non-market girls

[2:01:28] Voice 12: is like somebody has a vacant lot and they're taxed a certain amount and then they build a

[2:01:34] Voice 12: house on it they're taxed more so there's more revenue coming in even though you didn't raise

[2:01:39] Voice 12: your taxes because they've

[2:01:40] Voice 12: increased the value it's a lot more

[2:01:43] Voice 12: they'll subdivide it or whatever

[2:01:44] Voice 12: And it basically says that they came out in December, but it's significantly higher.

[2:02:51] Voice 12: it's one of the um actually duties of the honest trust system in that

[2:02:56] Voice 12: those who are making land use planning decisions trust committees are not those who are providing

[2:03:04] Voice 12: to create more development just to fund

[2:03:08] Voice 12: But we do get some, despite that, but we're yeah local Minnesotans are out there for free for that reason.

[2:03:21] Voice 11: I can just add it was a happy coincidence this year that in the year that province signed a collective agreement with a fairly large increase.

[2:03:26] Voice 11: Also happened to be the year in which we saw the islands have a building boom.

[2:03:35] Voice 11: there it's been built in it is just a happy coincidence to see those two things have come

[2:03:39] Voice 11: together to offer this budget relief but we'll note that you know the work of the conservancy

[2:03:45] Voice 11: is important in the face of the islands having these development pressures

[2:03:49] Voice 11: islands were the fastest growing small jurisdiction in british columbia aside from langford like over

[2:03:54] Voice 11: the last census you know period

[2:03:56] Voice 11: so there's certainly value in the conservancy in the face

[2:03:59] Voice 11: of hundreds and hundreds of new homes being developed on the island

[2:04:02] Voice 4: so

Chair Adams called the meeting to order at 10:08 a.m. and acknowledged that the meeting was

1.2 Elections 
 
Manager Emmings reviewed the election process and noted that, as per Islands Trust 
Conservancy (ITC) Policy 1.2 (Islands Trust Conservancy Board and Committee Elections), 
all ITC members are eligible to be nominated and run for the positions of Chair and Vice-
Chair of the Islands Trust Conservancy Board.  
 
1.2.1 Election of Chair 
 
Manager Emmings conducted the election for ITC Board Chair. Trustee Adams 
was nominated and Manager Emmings declared Trustee Adams was elected ITC 
Chair by acclamation.

1.2.2 Election of Vice-Chair 
 
Manager Emmings conducted the election for ITC Board Vice-Chair. Trustee 
Smith was nominated and Manager Emmings declared Trustee Smith was 
elected Vice-Chair by acclamation. 
 
1.2.3 Election of Financial Planning Committee Representative 
 
Manager Emmings conducted the election for the ITC Board representative on 
the Financial Planning Committee. Trustee Yates was nominated but declined 
and Trustee Adams was nominated but declined.  Yates then accepted her 
nomination and Manager Emmings declared Trustee Yates was elected by 
acclamation. 
 
2. APPROVAL OF AGENDA 
 
The following addition to the agenda was presented for consideration: 
 ITC representative on the Governance Committee as agenda item 1.3 
 
By general consent the agenda was approved as amended. 
 
The Board then addressed agenda item 1.3 
 
1.3 ITC Representative on the Governance Committee  
 
Chair Adams introduced the item indicating that, as per Trust Council Policy 2.3.1 
Council Committee System, one of the two Trust Council elected members of the Islands 
Trust Conservancy is an ex-officio member of the Governance Committee, as 
determined by the Chair of the Islands Trust Conservancy. Board discussion included the 
value of ITC representation at the Governance Committee. 
 
ITC-2023-001 
It was MOVED and SECONDED, 
that Islands Trust Conservancy Board request the Islands Trust Council amend 
Trust Council Policy 2.3.1 to enable the Islands Trust Conservancy Chair to 
appoint any Board member as a representative to the Governance Committee.

that Islands Trust Conservancy Board request that the Governance Committee

4.2 Follow-up Action List 
 
The Islands Trust Conservancy Manager provided an update on the following item: 
 the draft 2023-2025 Islands Trust Conservancy Interim Plan has been sent to the 
Minister of Municipal Affairs; Minister’s Office staff wish to meet to discuss the 
Interim plan, particularly in regards to First Nations comments; Director Frater and 
Manager Emmings have arranged such a meeting; and staff will inform the Board of 
the outcome of those discussions.

5.1.1 ITC NAPTEP Covenants Monitoring Report 2022 - Request for Decision (RFD) 
 
Covenant Management & Outreach Specialist Green provided some highlights 
of the report. 
 
ITC-2023-003 
It was MOVED and SECONDED, 
that Islands Trust Conservancy accept the Islands Trust Conservancy NAPTEP 
Covenant Monitoring Report 2022 and direct staff to address management 
concerns as identified in the report.

5.1.2 ITC Nature Reserves Monitoring Report 2022 - Request for Decision

that the Islands Trust Conservancy accept the “Islands Trust Conservancy Nature 
Reserve Monitoring Report 2022.”

Manager Emmings introduced the RFD indicating that the Board wanted a more 
fulsome engagement with First Nations in development of the next iteration of 
the ITC Plan. Board discussion included: 
 whether the proposed capacity funding is sufficient or appropriate 
 whether the Province would be providing any capacity funding for First 
Nations 
 the timing of the Plan 
 
ITC-2023-005

that the Islands Trust Conservancy (ITC) Board approve the Project Charter, 
dated January 24 2023, for the development of the 2026-2030 ITC Plan.

5.2.1 Draft Budget 2023/24 Review of Funding Requests - Briefing 
Chair Adams introduced the briefing indicating that Financial Planning 
Committee (FPC) requested all Committees review their funding requests for 
the 2023/24 fiscal year and report back to FPC with additional information and 
identified reductions where possible. Board discussion included:

 if reducing the budget requests send a message that activities and projects 
can be accomplished with less funding 
 how inflation is incorporated into the budget

matching funds from Islands Trust in order for Islands Trust to receive the 
federal funds 
 the initial draft budget would result in approximately a 10% increase to 
taxes and the second version of the draft budget would result in 
approximately a 3% increase to taxes 
 there is much development and many new property owners in the Islands 
Trust Area 
 the budget was substantially impacted by the new collective agreement 
 
ITC-2023-007

item reductions and their implications and has concluded that its budget 
request is necessary and responsible.
