[0:02:35] Voice 3: um so this is the gabriel local trust committee meeting for january the 26th it's hard to believe

[0:02:44] Voice 3: that january is scooting by so quickly i want to acknowledge that uh every day we're all waking up

[0:02:52] Voice 3: I'm working and living in Coachella's territory today here in Stenamo territory and it's an honor

[0:02:59] Voice 3: to be here. There's lots of opportunity and we have opportunity today with Elder Lawley and I'll

[0:03:06] Voice 3: introduce her in a minute. There's opportunity every day for us to learn about this place that

[0:03:10] Voice 3: we live in. It's rich with culture and history, some of it good, some of it not so good, but it's

[0:03:16] Voice 3: good to avail ourselves of that knowledge um so today i'm joined by your locally elected

[0:03:28] Voice 3: together we make up the gabrielle local trust community also in the audience here we have

[0:15:52] Voice 3: order um so um this um meeting is an official forum for local trust committees to make decisions

[0:16:02] Voice 3: by land use planning matters and discuss relevant business associated with the jurisdiction of the

[0:16:07] Voice 3: allen's trust certainly we're also interested in other matters but other matters may or may not

[0:16:14] Voice 3: we may or may not be able to facilitate change i want to add most importantly to me is that this

[0:16:22] Voice 3: is a place of employment for our staff and our trustees and that we always want to be kind

[0:16:28] Voice 3: and respectful and um and and also it's a place of gathering it's a public place where you and

[0:16:36] Voice 3: members of the audience remotely and viewing us later um you're all friends and family neighbors

[0:16:42] Voice 3: and let's be also kind and respectful to each other so that we can have a good meeting and

[0:16:48] Voice 3: share our thoughts and ideas across all of the spectrum of possibilities um so just keep that

[0:16:54] Voice 3: in mind as we move to the meeting if you need to say something um we can address the chair

[0:17:01] Voice 3: and we'll try to hit that where appropriate and at this point we'll continue the meeting

[0:17:07] Voice 3: so um i do have an agenda uh before us today and i want to thank all of the staff that have been

[0:17:14] Voice 3: engaged in getting this all prepared for us there's a lot of background work that gets us to

[0:17:18] Voice 3: each one of these meetings i think the office trust holds something like 250 plus meetings

[0:17:24] Voice 3: teams a year across the region, so a lot of work that goes into the creation of those

[0:17:30] Voice 3: in the schedule.

[0:17:42] Voice 3: we have an agenda for us and I'll just ask if there's any additions or

[0:17:47] I do believe there's one additional

[0:18:25] Voice 3: for endorsement of trustees to attend bc fairies uh i think i'll

[0:18:58] Voice 3: we certainly have lots of opportunity for a conversation

[0:19:01] Voice 3: discussion it would be good in any way shape or form to um finish it around 2 30 or so and

[0:19:08] Voice 3: be synchronized with the fairies but of course we're here for as long as we need to be to get

[0:19:12] Voice 3: the business done so um that's great thank you for that so then anything from stats

[0:19:44] Voice 3: agenda and we'll start off with trustees uh reporting out on local activities and um you

[0:19:50] Voice 3: know often trustees will alternate who kicks us off and who follows and so i'll leave it to you

[0:19:56] Voice 3: to decide i see uh toby tanning the

[0:19:59] Voice 3: the talking sticks over speaking over to susan nate so okay

[0:20:03] Voice 3: um well

[0:20:05] Voice 12: i do have notes in front of me and because we have not met for almost two months

[0:20:10] Voice 12: and we have both been very busy,

[0:20:13] Voice 12: I do have a few minutes of reporting to do.

[0:20:17] Voice 12: So first of all,

[0:20:19] Voice 12: I would like to say that resulting from some correspondence

[0:20:24] Voice 12: that we received at our last LTC meeting in December

[0:20:28] Voice 12: from Timothy Micah regarding his request

[0:20:32] Voice 12: for us to consider working with groups on Gabriela

[0:20:37] Voice 12: like to stop burning large piles of collected yard waste and some invasive plant species as well.

[0:20:46] Voice 12: I took it upon myself to have some meetings and some correspondence with Island Futures,

[0:20:53] Voice 12: with GALT, with Vanessa Craig from our RDN representative, and with the Gabriel Lavalier

[0:21:01] Voice 12: your fire department and also to do a bit of research as to what salt spring does because

[0:21:06] Voice 12: i know that they have a good system there they have a duo system they have a neighborhood

[0:21:12] Voice 12: collection and disposal with contractor chippers and then they have a large annual collection and

[0:21:19] Voice 12: chipping event that is really run by three organizations the fire department transition

[0:21:25] Voice 12: salt spring and their invasive species group so i'm i'm working on that and i think we're

[0:21:31] Voice 12: are on the road to get from burning to chipping. I

[0:21:35] Voice 12: feel pretty positive. So I just wanted to mention

[0:21:40] Voice 12: that. Also mentioned that both trustee Elliot and I do have office hours. And my office hours are

[0:21:49] Voice 12: posted on the trustee in the trustee corner. My next office hours will be February 9, from one

[0:21:56] Voice 12: to four at the northern trust office but of course anyone can phone me or email me at any time so i

[0:22:05] Voice 12: also wanted to note that i attended a wonderful uh webinar on january 17th it was a panel discussion

[0:22:16] Voice 12: and the topic was reconciliation and organizational change with environmental

[0:22:22] Voice 12: governmental non-governmental organizations and I noted that there were a number of

[0:22:28] Voice 12: staff and board members from the Islands Trust Conservancy along with myself who had registered

[0:22:36] Voice 12: for this webinar and I

[0:22:38] Voice 12: just I enjoyed it so much. It was sponsored by Conservation through

[0:22:43] Voice 12: Reconciliation Partnership and the Sustainability Network. There were over a hundred registrants

[0:22:51] Voice 12: all across Canada, and it was hosted by Chloe Dragonsmith from the Dene Nation in the Northwest

[0:22:58] Voice 12: Territories, and the panelists were all Indigenous except Jennifer McKillop from Nature Conservancy

[0:23:05] Voice 12: Canada, who has lived and worked in Northern Cree Territory for a long time. The other panelists,

[0:23:13] Voice 12: Amanda Karst from Treaty 1 Territory, homeland of the Métis Nation, working with Nature United,

[0:23:18] Voice 12: Claire Hutton from Lekwungen-Speaking Peoples Territory,

[0:23:22] Voice 12: home of Songhees and Squamish Nations,

[0:23:25] Voice 12: working for First Nations Stewardship with Nature United

[0:23:28] Voice 12: and notably for the Great Bear Rainforest.

[0:23:31] Voice 12: Hannah Askew, also from Lekwungen Territory,

[0:23:34] Voice 12: Executive Director for Sierra Club of BC,

[0:23:37] Voice 12: and Charlene George-Crosknot from Coast Salish Territory,

[0:23:41] Voice 12: also working for Sierra Club of BC.

[0:23:44] Voice 12: Host Chloe Dragon-Smith posed two main questions, and she introduced the session with some remarks about First Nations always having to work as bridges to accomplish reconciliation for NGOs, and that this burden should shift to the NGOs.

[0:24:02] Voice 12: And her questions were, what does reconciliation look like so far with your organization, and what are the greatest challenges with reconciliation and conservation work?

[0:24:13] Voice 12: and the answers were just wonderful so I will try to be brief but I took extensive notes because

[0:24:21] Voice 12: I'm learning all the time and I just found them so good so um Jennifer McKillop with

[0:24:29] Voice 12: Nature Conservancy of Canada talked about growing up and learning the Cree name for where she lived

[0:24:36] Voice 12: and the green name means the place where the bones are piled up and the deep and I would say

[0:24:44] Voice 12: tragic meaning of this name because it's connected with the extermination of the bison

[0:24:51] Voice 12: which of course eliminated First Nations food, shelter and connection to their land culturally

[0:24:58] Voice 12: and environmentally. So the temperate grasslands are now a very endangered ecosystem and nature

[0:25:06] Voice 12: Conservancy Canada has worked to secure purchase or donation of over a quarter million acres.

[0:25:12] Voice 12: Jennifer talked about how the measurements of the first land surveyors working on behalf of

[0:25:18] Voice 12: the government are suspect because their motivation at that time was to make way for

[0:25:25] Voice 12: colonial agriculture. So NCC is working with First Nations to establish an Indigenous conservation

[0:25:32] Voice 12: conservation framework for all of their work. And she acknowledged,

[0:25:37] Voice 12: I hear her words, we are in a place of deep displacement of Indigenous peoples.

[0:25:44] Voice 12: She also talked of being grateful to learn on the land with Indigenous people for over 30 years,

[0:25:50] Voice 12: and how this learning with is so impactful.

[0:25:56] Voice 12: So Claire Hutton and Amanda Carr, speaking for Nature United,

[0:25:59] Voice 12: United, spoke about working for Indigenous-led conservation and working on projects of mutual

[0:26:06] Voice 12: interest. Also, how harmful the colonial history of conservation has been across North America

[0:26:12] Voice 12: and how it can almost invisibly be part of ongoing colonialism. And I say that because

[0:26:20] Voice 12: we automatically think of conservation efforts, well, they must be good.

[0:26:24] Voice 12: Claire talked about combating goal-oriented projects that are rushed to meet

[0:26:30] Voice 12: funding requirements and colonial deadlines, and suggested line items in every project budget with bigger changes that require time and space for different approaches.

[0:26:42] Voice 12: And Amanda talked about Nature United being a good example of collaboration, of which more is needed.

[0:26:50] Voice 12: Kukwesna Charlie George spoke about the entitled attitude that comes with traditional conservation efforts, as if conservation is the answer to the colonial legacy of extraction.

[0:27:03] Voice 12: The best gift she learned from her grandfather is about the interconnectedness of all life.

[0:27:08] Voice 12: She learned to ask, how do you meet bear on the trail?

[0:27:13] Voice 12: Wow, I like that because I have met bears on the trail.

[0:27:17] Voice 12: Caquesna also revels in her role of auntie in her community and how important that role is for younger generations to absorb their language and culture.

[0:27:27] Voice 12: She spoke passionately about how conservation is still mostly human centered and how organizational structures are still most ceremonial.

[0:27:38] Voice 12: How do I be a good guest is an essential question to ask oneself.

[0:27:42] Voice 12: herself. She also suggested something for organizations, and that is to hire people on

[0:27:49] Voice 12: contract, that is First Nations people, rather than as permanent staff to allow for more varied

[0:27:56] Voice 12: knowledge and expertise, depending on which nations might be part of ongoing work. Hannah

[0:28:04] Voice 12: Askew affirmed that we must learn to be comfortable with not knowing and not being tied to specific

[0:28:10] Voice 12: specific end results. Her comments about measurable outcomes tied in directly with

[0:28:16] Voice 12: Kukwusna's concerns about funding is often in direct conflict with smaller, quieter initiatives

[0:28:22] Voice 12: that do not have measurable outcomes and definite endpoints. She spoke of not reinforcing

[0:28:28] Voice 12: a colonial worldview that is familiar and comfortable to non-Indigenous people.

[0:28:34] Voice 12: In closing, I admire and I will reflect on the definition of ethical space that came up in this webinar from the conservation through reconciliation partnership.

[0:28:47] Voice 12: And that is creating a place for knowledge systems to interact with mutual respect, kindness and generosity.

[0:28:57] Voice 12: So pardon all the time I'm taking, but it's been two months since we met.

[0:29:02] Voice 12: So I will just quickly then report on a wonderful Islands Trust Conservancy board meeting that both Trustee Elliott and I attended.

[0:29:14] Voice 12: And that was just this past Tuesday, and I will not go over the whole agenda, but I can give you some highlights.

[0:29:22] Voice 12: So for me, the highlights were the monitoring reports for the Islands Trust Conservancy protected areas.

[0:29:29] Voice 12: So these are the reports that the staff tell us about that talk about the Naptep covenants, and they talk about the nature reserves. And there was one very special one for me, going back many years, because in this report for the McFadden Creek Nature Sanctuary on Salt Spring, the great blue herons are back after an absence of 20 years.

[0:29:55] Voice 12: And that was quite special.

[0:29:59] Voice 12: Thank you.

[0:30:00] Voice 12: Because about 35 years ago, about 35 years ago, I took my two daughters to this area to look at the herons.

[0:30:09] Voice 12: And there were over 100 heron deaths at that time.

[0:30:12] Voice 12: And they were just little kids.

[0:30:14] Voice 12: And then the herons disappeared.

[0:30:16] Voice 12: And then that was very sad.

[0:30:18] Voice 12: So I was just thrilled to hear that.

[0:30:20] Voice 12: So that was just one report of many really encouraging reports about the nature covenants and reserves that most of them are doing very well.

[0:30:31] Voice 12: And then for me, the other highlight was just the collaboration among the various conservation agencies that work with the Islands Trust Conservancy to purchase and protect valuable areas.

[0:30:45] Voice 12: One really special one right now ongoing is the Reginald Hill.

[0:30:51] Voice 12: reserve on salt spring so that's it for my report pretty much all good news

[0:30:58] Voice 3: thank you trustee i'll be taking home the fetus that um going from burning to chicken

[0:31:09] Voice 12: we're moving in that direction

[0:31:10] Voice 3: trustee elliott over to you for your report

[0:31:13] Voice 12: thank you chair um i'm participating in a number of committees um as i'm on executive

[0:31:21] Voice 12: Executive Council. I'm on the Regional Planning Committee. I believe I'm the liaison for that.

[0:31:27] Voice 12: Either way, I would have chosen to be on that committee. I've got some really exciting work

[0:31:31] Voice 12: ahead of us in terms of, I believe, collecting together all the best ideas from the different

[0:31:38] Voice 12: local trust areas and how they're addressing housing needs in their communities with respecting

[0:31:46] Voice 12: protecting the environment and and water restrictions so each community seems to have different

[0:31:51] Voice 12: um ways that they've approached it so we're going to be getting all those ideas together

[0:31:57] Voice 12: and looking at them and sort of hopefully coming up with a regional um outlook and so I'm looking

[0:32:04] Voice 12: to Stefan uh this really exciting work ahead I've always wanted to get into the nitty-gritty of how

[0:32:11] Voice 12: how we can do planning in a more holistic way

[0:32:17] Voice 12: that takes in mind the specific context of the ecosystems.

[0:32:21] Voice 12: And it's not just the same for every community

[0:32:25] Voice 12: because of course we all grew differently.

[0:32:27] Voice 12: So what is appropriate for our communities?

[0:32:29] Voice 12: How can we learn from one another?

[0:32:31] Voice 12: And I believe there's going to be a forum coming up

[0:32:34] Voice 12: for the planners to get together and share those ideas

[0:32:36] Voice 12: and another one for trustees.

[0:32:38] Voice 12: So that's on the horizon.

[0:32:41] Voice 12: We had to make some difficult decisions that financial planning. I think I spoke to this last in December, capping the requests for communities coming for OCP reviews or in the middle of their OCP reviews and we sort of cap that at a certain number

[0:32:59] Voice 12: and so gabriela as opposed to launching into our ocp review this year um we decided to do a pre

[0:33:55] Voice 12: working with well sonya zupanak a very wise planner said if we could reverse this process

[0:34:00] Voice 12: instead of just sending referrals this is what our community gabriela has decided what do you think

[0:34:05] Voice 12: more designing the process together so that we have an understanding of how soon they would

[0:34:12] Voice 12: like to be involved if at all it's not um expected and we're just asking the questions at this point

[0:34:18] Voice 12: um on gabriola i attended the climate 12 12 12 event um last sunday with indigenous knowledge

[0:34:28] Voice 12: keepers and elders uh elder dave bodily was there joan assisted organizing that

[0:34:34] Voice 12: ardith cooper a member of our community spoke and um elder lolly came and elder geraldine

[0:34:41] Voice 12: matson and that was just so wonderful to share stories and to learn about indigenous ways of

[0:34:47] Voice 12: knowing in terms of the local context and how we might be thinking about climate change with all

[0:34:53] Voice 12: these different ways of of understanding the environment uh yesterday i was invited to meet

[0:35:00] Voice 12: with the mp lisa marie barron and the ndp leader the leader of the ndp party jagmeet singh i guess

[0:35:09] Voice 12: doing a tour and so i had a chance to sit down in a round table with a few municipal leaders and

[0:35:14] Voice 12: mayors and talk about some of the challenges in our communities um by the time we got to me

[0:35:22] Voice 12: it was starting to sound like a chorus of we need affordable housing investment um

[0:35:28] Voice 12: infrastructure is is aging our hospitals um critical care and primary care is top of mind

[0:35:35] Voice 12: and i think jake nixon spoke to that earlier to the media and they have some exciting plans

[0:35:40] Voice 12: and housing and oh yeah and social supports for mental illness and people struggling with

[0:35:50] Voice 12: addictions that's a real crisis in the NIMAL and I just I brought a good news story I said

[0:35:55] Voice 12: listen our skate park was built last year we've seen such a transformation young families moving

[0:36:01] Voice 12: back to the island and so I just said that's an example of a small amount of infrastructure and I

[0:36:07] Voice 12: realize it's at the regional level but a little bit of infrastructure that sort of balances out

[0:36:12] Voice 1: our

[0:36:12] Voice 12: community and brings us into a healthier place and i think he was appreciative of that hopeful

[0:36:17] Voice 12: story because it was all sounding a bit dire um yes i am a member of the trust conservancy that

[0:36:23] Voice 12: was an excellent meeting a great meeting on the speedy on monday and my first experience chairing

[0:36:29] Voice 12: and i think what's going to come out of that for our community i'm going to learn

[0:36:34] Voice 12: what it's like when a community does their own OCP review process and then brings it back into

[0:36:40] Voice 12: the trust and then we are challenged to sort of look at the LUB the land use bylaws how much we're

[0:36:46] Voice 12: going to change in order to update them to meet the wishes of the community so that's a they took

[0:36:52] Voice 12: a different approach for a couple of years and it'll be interesting to see how that approach

[0:36:57] Voice 12: might inform uh our community as we go into the process super excited to be able to learn from

[0:37:04] Voice 12: different communities and that's probably enough for me today chair welcome well that's fantastic

[0:38:19] issue for active transportation which we're going potentially the landscape could change

[0:38:31] Voice 3: the ski island and that's a nice tip for renee um to for thinking out of the box ocp development

[0:38:38] Voice 3: development work to bring the community voice to the work that then the island's trust through its

[0:38:44] Voice 3: legislative process of creating bylaws and treaties is able to uh absorb uh those ideas

[0:38:58] Voice 3: um so um you know uh a chair's report is my next opportunity I'm not going to bore you with the

[0:39:06] Voice 3: things that the the chair of trust council does too much i'm so uh overjoyed to note

[0:39:12] Voice 3: even this morning noting how uh much activity happens on this island and how caring it is for

[0:39:19] Voice 3: the environment how caring it is for the people that are here and it's really um admirable my hat

[0:39:25] Voice 3: comes off to you all for all that work and your trustees as well um so um through um my position

[0:39:33] Voice 3: as living on Thetis

[0:39:36] Voice 3: Island and being elected there,

[0:39:38] Voice 3: and also as Chair of Trust Council.

[0:39:40] Voice 3: Trust Council is now, it takes some time.

[0:39:45] Voice 3: Trust Council, I think, is now underway.

[0:39:47] Voice 3: All of the committees have been filled and struck,

[0:39:50] Voice 3: and they've had their first meetings,

[0:39:52] Voice 3: and that includes Regional Planning Committee,

[0:39:54] Voice 3: and there's a lot of work there

[0:39:55] Voice 3: in looking at how that service is delivered.

[0:39:57] Voice 3: Many of the topics that your trustees have raised,

[0:40:00] Voice 3: Trust Programs Committee,

[0:40:01] Voice 3: committee, certainly vessel Anchorage advocacy and policy statement and those sorts of things

[0:40:08] Voice 3: have those bodies are ready. And of course, financial planning committee in a transition

[0:40:13] Voice 3: budget between the previous year and this coming year to continue to do the work that

[0:40:20] Voice 3: is necessary in the presumption check mandate, protecting the environment and communities

[0:40:25] Voice 3: communities and respecting the First Nations history in this place.

[0:40:31] Voice 3: Also, the governance select committee, a new committee has been formed, which is

[0:40:37] Voice 3: taking on potentially taking on a huge amount of work associated with looking at

[0:40:41] Voice 3: how we govern to try and improve on that, to be more efficient, more respectful

[0:40:47] Voice 3: and bringing new ideas.

[0:40:49] Voice 3: I just want to mention that this council is different.

[0:40:53] Voice 3: traditionally council during election cycles about half of the council changes and that's 11 or 12

[0:40:58] Voice 3: people um in this particular change we have 15 new members of council including your lovely people

[0:41:06] Voice 3: here and um you know i sort of think about the indianapolis 500 you know when the cars zoom

[0:41:11] Voice 3: around and the car pulls into the pits and they change the tire and said a minute and it goes

[0:41:14] Voice 3: again it takes a little longer than that bringing in 50 new trustees getting their tires on all

[0:41:20] Voice 3: individually and so there's a lot of orientation and learning and learning to work and collaborate

[0:41:25] Voice 3: together and that's all underway and it's a really exciting time there's some really

[0:41:31] Voice 3: fresh diverse voices at the table which i'm very grateful to have we're going to open up

[0:41:37] Voice 3: conversations in a different way and talk about some different things this time for sure and chair

[0:51:52] Voice 12: We, the Land Stewards Society, has a broad mandate, and so one of the things that we

[0:51:58] Voice 12: feel would be really helpful for the community is to be able to have a community services designation

[0:52:13] Voice 12: going to make it easier when we do acquire property to be able to have the zoning transferred

[0:52:25] Voice 12: community services designation knowing that it is absolutely the idea being for the benefit of

[0:55:07] Voice 4: there's an application for someone to build a house of 600 000 or 600 or 6 000 square feet

[0:55:15] and my gut reaction at the time was well wow that's a huge house I don't want to talk about

[0:55:23] that that variance because i'm i'm thinking just generally as far as i know and

[0:55:31] Voice 4: and if i am please correct me but i don't think there are any regulations about the maximum sizes

[0:55:36] Voice 4: on houses on gabriel uh it's generally not an issue on smaller lots because we have regulations

[0:55:42] Voice 4: about how much coverage you can have but on larger lots it could be and i know there are other places

[0:55:50] Voice 4: notably richmond where this has been an issue and uh so i'm just wondering if maybe the trust

[0:55:56] at some point might want to explore this possibility of of

[1:29:52] Voice 12: designed the process or been part of that that everyone's engaged so strategic planning and

[1:30:00] Voice 12: strategic planning for the four years could we contemplate what's to be done this year what's

[1:30:05] Voice 12: to be done next year and what's in a future list for the next two years so that was my hope but

[1:30:11] Voice 12: maybe that's too broad and too much to push into one meeting i was frankly hoping for a report of

[1:30:19] Voice 12: what would be realistically possible so that we could look at some options and and make some

[1:30:26] Voice 12: decisions so i kind of feel like we're we're not really able to make decisions right now because

[1:36:53] Voice 12: Actually, the DAI information bylaw could be a minor project and everything, the OCP review would be considered a major project. So I think those two could run concurrently. Am I mistaken?

[1:37:06] Voice 12: We can, through the chair, we can also include an overview of major and minor to help.

[1:37:12] Voice 12: Yeah, yeah. So assuming this business case gets approved for 18,000, that's now considered a major project, and we undertake the pre-engagement work.

[1:37:21] Voice 12: So now the two APCs give us their, okay, we want to do the OCP review, and the first minor project should be the AI bylaw or ecological protection, whatever it is, or the heritage register, because that would be on the list as well.

[1:37:39] Voice 12: so then we're scoping out for the next four years where would we like to go

[1:37:44] Voice 12: and could the apcs give us an idea of some could we have a creative brainstorming session of how

[1:37:53] Voice 12: to engage the community with the support of planning staff how much facilitation do we

[1:38:01] Voice 12: need do we need any facilitation or is this whole first year that eighteen thousand dollars could

[1:38:07] Voice 12: go towards two or three community meetings where we brainstorm and throw everything up there and

[1:38:14] Voice 12: select priorities we can tackle this area first and we're going to have it in pop-up shops or

[1:38:21] Voice 12: we're going to do a survey about this area and so then a facilitator if we get into year two

[1:38:29] Voice 12: facilitator can take that we've had input from the community and they can craft an engagement

[1:38:33] Voice 12: engagement process around the OCP review. Does that kind of, that's sort of what I was thinking,

[1:38:44] Voice 12: but it's very much. I am totally bamboozled by this. I'd be, I have to be honest. I thought

[1:38:54] Voice 12: you wanted our next LTC meeting to focus on the process for our OCP review, period, and figure

[1:39:03] Voice 12: that out i i really as far as determining our strategic plan that is our job as an ltc we don't

[1:39:12] Voice 12: put that out to the public that is our job to determine what our priorities are to deal with

[1:39:17] Voice 12: one of the priorities is left over well two of them are left over from the last ltc and that is

[1:39:24] Voice 12: the ecological zone protection that's entirely worthy of completing the other one is the

[1:39:29] Voice 12: the Development Application Information By-law,

[1:39:32] Voice 12: which is desperately in need of updating

[1:39:36] Voice 12: in order to address rezoning projects that come to us.

[1:39:42] Voice 12: Any sort of application that comes to us,

[1:39:57] Voice 12: attention. Of course the OCP review is important if we both ran on a mandate to we will get to that OCP review, and we will. But I know it is not the job to ask our ABCs or the public to determine our strategic plan, that is our job.

[1:40:15] Voice 12: So, I totally disagree with having that meeting for that reason but I do agree with having that meeting to ask our community or ABCs whatever.

[1:40:26] Voice 12: whatever, what's the best way to engage the community for an OCP review?

[1:40:34] Voice 12: We have 52 agencies, groups that belong to the Gabriela Health and Wellness Collaborative.

[1:40:40] Voice 12: They engage all the time in really big ideas and projects on this island.

[1:40:47] Voice 12: They're full of good ideas.

[1:40:49] Voice 12: even if half of them came to this meeting they could give us some really good ideas about okay

[1:40:58] Voice 12: when you get when you get the money to do your OCP review when you get that money and you're

[1:41:04] Voice 12: ready to do it here's what here's all of our ideas here's how you can engage the community

[1:41:10] Voice 12: I don't think we could do more than that at this February 23rd meeting and I'm happy to focus

[1:41:17] Voice 12: on the best way we can get our ozp look at it but i am not i will not agree with handing over our

[1:41:27] Voice 12: work to the public

[1:42:30] Voice 12: yes let's make sure we do engagement and this

[1:43:58] Voice 3: The DIA is an important element to facilitate our ongoing work, and then there's this ecological

[1:44:04] Voice 3: zone, which is also a piece of work in progress. We could obviously, for this strategic planning

[1:44:11] Voice 3: session, get project reports, as you indicated, major and minor projects, which was talked about,

[1:44:17] Voice 3: and whether or not a DAI is a minor project versus an OCP being a major project,

[1:45:59] Voice 12: that they actually threw out the facilitator the consultant that was brought in and they did the

[1:46:04] Voice 12: process it was owned by the apc of the time and in the updates in 2010 it was more of a closed

[1:46:13] Voice 12: session with a few people who were doing this ocp review but it wasn't known what was being done

[1:46:20] Voice 12: this is my understanding no sorry yeah i see well i don't want it to be on the public record if it's

[1:46:28] Voice 12: not right so i'm trying to find a way of how do we do this process with a facilitator in community
