[0:00:00] Voice 13: some amended documents they should have been emailed out to you as well so i did work overnight

[0:00:04] Voice 13: last night to update the budget to reflect trust council's direction for change uh there is a

[0:00:10] Voice 13: document that's been prepared that summarizes those changes and that's what we'll review once

[0:00:13] Voice 13: it's up on screen yeah

[0:00:16] Voice 20: so

[0:00:22] Voice 3: just briefly uh rising reporting from the in-camera session

[0:00:27] Voice 3: session um there was there is nothing to rise and report from the in-camera session that's just

[0:00:33] Voice 3: public for the public's benefit now back to you julia thank you uh

[0:00:40] Voice 13: thanks chair uh so that's the

[0:00:43] Voice 13: one laurie the summary there we go uh so this document simply summarizes the changes that

[0:00:49] Voice 13: trust council made to the budget yesterday uh you'll see the opening draft 2023-24 budget was

[0:00:54] Voice 13: valued at 9.73 million we've added in 27 500 to fund an additional trust council meeting and we've

[0:01:02] Voice 13: removed 20 000 from the policy statement project so total plan spending for next fiscal year is now

[0:01:08] Voice 13: 9.745 million the local trust area general tax increase has moved from 1.75 percent to 2.06

[0:01:16] Voice 13: percent and the general tax increase for bowen island municipality has moved from a decrease

[0:01:21] Voice 13: an increase of 1.17% to a small increase of 0.3%

[0:01:26] Voice 13: and is valued at $346,000 approximately.

[0:01:30] Voice 13: So the next page of the summarized document,

[0:01:33] Voice 13: if you want to scroll down, Laurie,

[0:01:36] Voice 13: scroll down, thank you,

[0:01:38] Voice 13: simply reflects the changes with the budget

[0:01:42] Voice 13: in its entirety.

[0:01:43] Voice 13: So I've highlighted there the two tax increases,

[0:01:45] Voice 13: 2.06% for local trust areas

[0:01:47] Voice 13: and 0.30% general increase for Bowen Island Municipality.

[0:01:51] Voice 13: If we keep scrolling down all the way to the bottom, there we

[0:02:00] Voice 13: go. Thank you. We will see that

[0:02:02] Voice 13: the transfer from the General Revenue Surplus Fund has moved downwards to $231,000. And that's

[0:02:08] Voice 13: because the policy statement work was funded from surplus funds. So with a reduction of that work

[0:02:13] Voice 13: by $20,000, we now have to draw $20,000 less from the surplus fund. So I'll happily take

[0:02:19] Voice 13: questions on that summary. Otherwise, we can move straight into the bylaw.

[0:02:22] Voice 3: straight into the bylaw thank you so are there any questions or clarity on the uh uh budget

[0:02:32] Voice 3: amendments as presented so can we then move into uh the motions to adopt the bylaw so i'm going to

[0:02:42] Voice 3: turn to the chair of financial planning committee to ask us to start us off on the motions that's

[0:02:51] Voice 3: you

[0:02:51] Voice 21: sorry

[0:02:56] Voice 7: i'm just i'm somewhere else uh where's that resolution right that um oh no wait

[0:03:03] Voice 18: here we go that

[0:03:07] Voice 7: uh that islands trust council by law 191 cited as the financial plan bylaw

[0:03:15] Voice 7: law 2023 2024 be read a first time and

[0:03:22] Voice 3: is that as amended julia no thank you so do i have a second

[0:03:29] Voice 3: tim peterson thank you tim any discussion i'm

[0:03:36] Voice 20: going to call the vote all those in favor

[0:03:37] Voice 20: and

[0:03:41] Voice 3: online and hands down any opposed online one opposed on the floor

[0:03:50] Voice 3: all right um that carries um chair of fpc you want to give that another try

[0:03:57] Voice 7: that islands trust council bylaw 191 cited as the financial plan bylaw 2023 2024 be read a second

[0:04:06] Voice 7: time so that's moved to

[0:04:07] Voice 3: have a seconder uh judith getty thank you um any discussion all those in

[0:04:14] Voice 3: favor uh online please lower your hand any opposed so none opposed that carries uh a third time sir

[0:04:30] Voice 7: that island's trust council bylaw 191 cited as the financial plan bylaw 2023 2024 be read a third

[0:04:37] Voice 7: time uh

[0:04:39] Voice 3: seconded sue allen fast thank you and i'll ask if there's any discussion call for the vote

[0:04:45] Voice 3: all those in favor please and online and please lower your hands any opposed not seeing any

[0:04:55] Voice 3: opposed that carries thank you and finally the final necessity the

[0:05:02] Voice 7: islands trust council bylaw

[0:05:03] Voice 7: 191 cited as the financial plan bylaw 2023 2024 be forwarded to the minister of municipal affairs

[0:05:10] Voice 7: bears for approval consideration. Moved and

[0:05:14] Voice 3: seconded by Aaron Campbell. Thank you, Aaron.

[0:05:17] Voice 3: And I'll ask if there's any discussion. All those in favor and any opposed, please lower your hand.

[0:05:25] Voice 3: Any opposed? And on line, that carries. Thank you very much, counsel. Well done.

[0:05:31] Voice 3: The next item, I'll turn to Julia just briefly to brief us on the necessity for the revenue

[0:05:37] Voice 3: for anticipation borrowing by-law?

[0:05:41] Voice 13: The revenue anticipation borrowing by-law is an administrative

[0:05:44] Voice 13: by-law that gives permission for Islands Trust Council to borrow funds in the event that that

[0:05:49] Voice 13: is needed. Trust Council has nodded to borrow funds in decades. It's highly unlikely that we

[0:05:53] Voice 13: would end up in that situation, but this by-law does give the authority for us to move ahead in

[0:05:58] Voice 13: case we do need to borrow funds. The Islands Trust property tax requisition is received in the summer

[0:06:03] Voice 13: of each year, but of course our fiscal year starts April 1. So there's a window of time there where

[0:06:07] Voice 13: historically we've been at risk of running out of cash resources that risk is very very low in our

[0:06:13] Voice 13: current financial situation but this bylaw is approved so that if we're in a bad state we can

[0:06:18] Voice 13: borrow funds as needed right

[0:06:20] Voice 3: thank you so i'll look to to a motion from the floor um ben maberly

[0:06:27] Voice 3: oh you have a question thank you thanks uh

[0:06:29] Voice 17: julia i was just wondering if the if you were

[0:06:32] Voice 17: anticipating borrowing would that be brought back to trust council before the borrowing

[0:06:35] Voice 17: i

[0:06:40] Voice 13: think we would definitely be notifying trust council um this bylaw is adopted once it's

[0:06:45] Voice 13: approved by the minister which is in advance of any potential borrowing that's needed um but it

[0:06:50] Voice 13: would be good practice to come back to council we wouldn't be required to but we would let you know

[0:06:54] Voice 3: right thank you so is there any further questions um can i seek somebody to make a motion

[0:07:01] Voice 3: Sue Ellen Fast, go ahead.

[0:07:04] Voice 3: Oh, sure.

[0:07:05] Voice 3: I'll do it.

[0:07:06] Voice 3: You can second.

[0:07:06] Voice 3: Wonderful.

[0:07:07] Voice 3: Okay.

[0:07:08] Voice 1: You start.

[0:07:09] Voice 3: I

[0:07:09] Voice 1: was trying to make this efficient.

[0:07:11] Voice 1: It's a synchronized, well-oiled machine at this end of the table, Chair.

[0:07:15] Voice 1: So I move that Islands Trust Council Bylaw 192, cited as the Revenue Anticipation Bar

[0:07:21] Voice 1: and Bylaw 2023-2024, be read the first time.

[0:07:25] Voice 3: Okay.

[0:07:25] Voice 3: Moved.

[0:07:26] Voice 3: Seconded by Sue Ellen Fast.

[0:07:27] Voice 3: There we go.

[0:07:28] Voice 3: Thank you.

[0:07:29] Voice 3: Any discussion?

[0:07:30] Voice 3: Any discussion? All those in favor? Hands down. Any opposed? And online? None opposed? Thank you. The second motion?

[0:07:40] Trustee Fast: I move that Islands Trust Council Bylaw 192, cited as the Revenue Anticipation Borrowing Bylaw 2023-2024, be read a second time.

[0:07:49] Trustee Fast: move

[0:07:50] Voice 3: to have a seconder um lisa gabbro thank you um any discussion all those in favor

[0:07:59] Voice 3: any opposed that also carries um the third motion move

[0:08:06] Voice 1: that analyst trust council bio 192 cited as

[0:08:09] Voice 1: the revenue anticipation borrowing bylaw 2023-2024 be ready third time move

[0:08:15] Voice 3: to a seconder

[0:08:16] Voice 3: Kate Louise Stanford, thank you. Any discussion? All those in favor? Any opposed? That carries.

[0:08:25] Voice 3: Thank you very much. And the final one.

[0:08:27] Trustee Fast: I move that Islands Trust Council Bylaw 192,

[0:08:31] Trustee Fast: cited as the Revenue Anticipation Borrowing Bylaw 2023 to 2024, be forwarded to the Minister

[0:08:37] Trustee Fast: of Municipal Affairs for approval consideration.

[0:08:40] Voice 3: Thank you very much. The seconder,

[0:08:42] Voice 3: um marade boland thank you very much um any discussion all those in favor that too carries

[0:08:53] Voice 3: excellent excellent work council thank you very much um that enables us to come back to

[0:08:59] Voice 3: where we left off before we went in camera um which was disposition of delegations

[0:09:06] Voice 3: and um we had an in-camera conversation and so i want to ask if there's any further

[0:09:13] Voice 3: further motions with respect to disposition of delegations.

[0:09:19] Voice 3: Okay, so Susan Yates,

[0:09:22] Voice 20: Sam Borthwick,

[0:09:29] Voice 20: Susan

[0:09:31] Voice 3: Yates, Sam Borthwick and Deb Morrison,

[0:09:36] Voice 3: I have on my list and we'll deal with that

[0:09:38] Voice 3: when we get there, over to you.

[0:09:40] Voice 14: Just a question with regard to executive committee's

[0:09:44] Voice 14: response to um to raincoast conservation's um delegation we

[0:09:53] Voice 3: would normally respond with a

[0:09:55] Voice 3: thank you you want to add some additional information yeah

[0:09:58] Voice 14: um because they're encouraging

[0:10:00] Voice 14: us to adopt and pursue the 15 goals set out in the montreal pledge um so i'm just wondering

[0:10:07] Voice 14: if when we thank them we can say that we will do that i don't know and

[0:10:14] Voice 3: not unless we have specific

[0:10:16] Voice 3: i'm going to turn to director freighter not unless we have specific direction that we're actually

[0:10:20] Voice 3: going to do that that would be a project i suspect but that's my question director freighter uh turn

[0:10:29] Voice 3: your microphone off please oh

[0:10:30] Voice 8: sorry yes council would need to pass a motion to that effect that

[0:10:35] Voice 8: that that was the direction they wanted to go.

[0:10:38] Voice 3: Right, okay.

[0:10:39] Voice 8: That's all I need to know.

[0:10:40] Voice 20: Okay, thank you.

[0:10:41] Voice 20: So mental blank, Sam Borthwick.

[0:10:52] Voice 7: I was just checking, did we deal with David Graham's?

[0:10:56] Voice 7: Yes.

[0:10:57] Voice 7: Okay, cool, nope, that's it.

[0:10:59] Voice 3: Okay, thank you.

[0:11:00] Voice 3: Deb Morrison.

[0:11:04] Voice 15: Okay, I think we have a couple other motions

[0:11:06] Voice 15: that were still on the table,

[0:11:07] Voice 15: but I do have one to deal with Susan Yates

[0:11:09] Voice 15: that I think is simple and not a project.

[0:11:11] Voice 15: So if we're up for that one, I move that the Trust Council direct the RPC and the TPC to consider how the Montreal Charter on Biodiversity impacts the work of violence trusts and share their thinking back with Trust Council this calendar year.

[0:11:24] Voice 3: Excellent. Moved by Trustee Morrison. Do I have a seconder? Susan Yates. Thank you, Susan. Do you wish to speak to the motion?

[0:11:32] Voice 3: motion?

[0:11:33] Voice 15: Yeah, I didn't frame it in any of the particular delegations because I think it's much

[0:11:37] Voice 15: broader than that. But I think it's the issue raised. So if we can just forward it to committee,

[0:11:42] Voice 15: that seems the appropriate method of handling it at the

[0:11:45] Voice 3: moment. Excellent. Thank you. Any discussion?

[0:11:50] Voice 3: Laura Patrick?

[0:11:52] Trustee Patrick: Well, I agree with this motion. I think I don't know if it needs to,

[0:11:56] Trustee Patrick: the link would be in any impacts on strategic planning in the next year. But

[0:12:01] Trustee Patrick: But I think committees would come out with their recommendations.

[0:12:05] Trustee Patrick: So I think it's the same.

[0:12:06] Voice 20: Right.

[0:12:08] Voice 3: Any further discussion on the motion?

[0:12:11] Voice 3: We've had it moved and seconded.

[0:12:13] Voice 3: And so I'll just call the vote.

[0:12:15] Voice 3: All those in favor?

[0:12:18] Voice 3: Hands down.

[0:12:19] Voice 3: Any opposed?

[0:12:20] Voice 3: And online?

[0:12:22] Voice 3: Looks like we're all in favor.

[0:12:24] Voice 3: Excellent work.

[0:12:25] Voice 3: Thank you.

[0:12:26] Voice 3: So I think that covers that.

[0:12:29] Voice 3: So, indeed, there were a couple of remaining motions on the floor, as has been pointed out.

[0:12:33] Voice 3: And so I'm going to ask if there's a necessity to advance any more motions with respect to the delegations.

[0:12:42] Voice 3: And Kate Louise Stanford, you're nodding your head over there. Go ahead.

[0:12:47] Voice 3: Can we have them put up on the. We can. Yes. Laurie. Thank you. Excellent work.

[0:12:55] Voice 3: OK. Kate Louise.

[0:12:58] Voice 11: I have two motions.

[0:12:59] Voice 11: One, that Iowa's Trust Council request staff to review language on the website and other publications regarding the Coastal Douglas fir zone and amend as appropriate with advice from provincial forest ecologists as

[0:13:12] Voice 3: required or needed.

[0:13:13] Voice 3: Thank you to our seconder, Susan Yates. Thank you, Susan.

[0:13:16] Voice 3: Do you wish to speak to the motion?

[0:13:18] Voice 11: No, I think we have done that one.

[0:13:21] Voice 3: Does anybody else wish to speak to the motion?

[0:13:25] Voice 3: It's well passed.

[0:13:28] Voice 3: Microphone off.

[0:13:29] Voice 3: Thank you.

[0:13:30] Trustee Fast: As someone whose island is in an associated ecosystem, I wonder if that is assumed or could it say coastal Douglas first and zone and associated ecosystems?

[0:13:45] Trustee Fast: And secondly, is it only provincial forest ecologists or do they?

[0:13:56] Trustee Fast: I'm wondering if that if that needs to be adjusted. Thank you.

[0:13:59] Trustee Fast: uh

[0:14:01] Voice 3: well i i'll turn to the mover as to whether or not an associated ecosystems would be considered

[0:14:08] Voice 3: friendly it doesn't seem to be harmful to me it's friendly to me okay um so let's add is that's okay

[0:14:15] Voice 3: with council and associated ecosystems um anything else further might extend beyond the scope of

[0:14:22] Voice 3: the intention uh joe bernardo

[0:14:25] Voice 7: i'd like to suggest that um and i guess it's a friendly

[0:14:30] Voice 7: suggestion um that uh the resolution say with advice from qualified uh forest provincial forest

[0:14:40] Voice 7: um ecologists um

[0:14:44] Voice 20: thank you i think that seems reasonable okay

[0:14:53] Voice 3: anything further uh christina

[0:14:55] Voice 3: evans i

[0:14:59] Voice 5: was just going to ask if we could actually name uh one of the um this the specialists or

[0:15:05] Voice 5: or Will McKenzie, I believe, was one of the names that was mentioned

[0:15:09] Voice 5: as one of the leading provincial forest people.

[0:15:14] Voice 3: Yeah.

[0:15:16] Voice 3: Jamie Harris.

[0:15:17] Voice 3: I

[0:15:17] Voice 22: sent an amendment to this motion to Laurie, stating something along those lines.

[0:15:22] Voice 22: So I'm hoping it's a friendly amendment, and maybe we can see it.

[0:15:27] Voice 3: Okay.

[0:15:29] Voice 3: So did you get that amendment, Laurie, as a motion?

[0:15:34] Voice 18: Oh, really?

[0:15:37] Voice 22: Really?

[0:15:39] Voice 3: I

[0:15:40] Voice 22: wonder why that happened.

[0:15:42] Voice 22: All right.

[0:15:43] Voice 22: Okay, well, I can, maybe I can just say it

[0:15:45] Voice 22: then I've emailed it, I don't know why.

[0:15:47] Voice 22: Sure, so just slowly and carefully.

[0:15:50] Voice 22: Yes, sir.

[0:15:51] Voice 22: With the amendment.

[0:15:52] Voice 22: Thank you, Mr. Chair.

[0:15:53] Voice 22: Yeah.

[0:15:54] Voice 22: That the TC direct staff

[0:15:57] Voice 22: to work with provincial experts,

[0:16:06] Voice 22: including Delmettinger, comma.

[0:16:08] Voice 3: Yeah, just to hang on a second, Jamie.

[0:16:10] Voice 3: I mean, I think this is not an amendment to this motion.

[0:16:12] Voice 3: It sounds like a new motion.

[0:16:20] Voice 22: Well, I'm not trying to be unfriendly,

[0:16:24] Voice 22: but maybe the legal term could be unfriendly.

[0:16:26] Voice 22: Sure.

[0:16:27] Voice 22: So

[0:16:27] Voice 3: let's just be, you know, we're learning, right?

[0:16:30] Voice 3: So let's just take a moment.

[0:16:33] Voice 3: There's a motion there.

[0:16:34] Voice 3: If you want to amend it, then that you would,

[0:16:37] Voice 3: the motion would be that I amend the motion

[0:16:39] Voice 3: to remove these words and add these words.

[0:16:41] Voice 3: um and then indeed the council owns the motion that's on the floor and that amendment would

[0:16:46] Voice 3: carry

[0:16:47] Voice 22: okay well maybe i can just say from qualified provincial forest ecologists including

[0:16:55] Voice 20: so we'll take you're on the right track good ecologists um including including

[0:17:07] Voice 22: dell medinger will mckenzie sorry i should have been slower there um dell medinger um will

[0:17:16] Voice 22: mckenzie and bob green

[0:17:23] Trustee Fast: yeah

[0:17:23] Voice 3: sue ellen let's just make sure we understand what the

[0:17:27] Voice 3: amendment is and

[0:17:29] Voice 20: then we'll go from there okay

[0:17:41] Voice 3: all right so we've kind of added it into there but

[0:17:44] Voice 3: essentially the motion i would also eliminate as needed

[0:17:49] Voice 20: okay period

[0:17:50] Voice 3: yes sure it's your amendment you can alter it

[0:17:56] Voice 3: as you see fit and council will decide if they agree with you um

[0:18:01] Voice 20: co microphone

[0:18:08] Voice 23: so it's been

[0:18:10] Voice 23: pointed out to me that some of these individuals are professional contractors like as you name

[0:18:16] Voice 23: specific people so do you want to start allocating budget towards the pursuit of

[0:18:23] Voice 23: specialized expertise um do you want to leave it more general um work with the current provincial

[0:18:31] Voice 23: staff, perhaps.

[0:18:33] Voice 23: And so,

[0:18:34] Voice 23: accordingly, it seems like a

[0:18:37] Voice 3: total gray area. Jamie

[0:18:40] Voice 22: Harris. I could gladly modify that

[0:18:41] Voice 22: amendment. Thank you for that insight.

[0:18:44] Voice 22: I would remove Dale Mettinger

[0:18:45] Voice 22: and Bob Green.

[0:18:50] Voice 20: And there's a... Okay.

[0:18:58] Voice 22: And then I would add

[0:19:00] Voice 22: Will McKenzie. Don't add

[0:19:02] Voice 22: Will McKenzie, but after Will McKenzie,

[0:19:05] Voice 22: custodian, provincial custodian

[0:19:06] Voice 22: of the BEC system.

[0:19:08] Voice 22: Oh, actually, okay. Thank you.

[0:19:11] Voice 22: that's

[0:19:11] Voice 3: helpful is so if you can just glance at that motion jamie is that what your intended

[0:19:19] Voice 3: amendment would look like acronyms

[0:19:34] Voice 16: oh

[0:19:36] Voice 22: bec yes

[0:19:40] Voice 3: be biogeochemactic i'd have to yeah so let's just

[0:19:44] Voice 3: get that spelled out thank you okay so that sounds like that's correct so i'm going to seek a

[0:19:50] Voice 3: seconder for the amendment to the motion that's on the floor do i have a seconder uh christina

[0:19:56] Voice 3: evans a second at the motion do you wish to speak to your motion uh amended amendment uh jamie

[0:20:03] Voice 3: no thank you okay anybody else wish to speak to the amendment deb morrison just

[0:20:09] Voice 15: briefly i i do

[0:20:10] Voice 15: think that it's uh respectful to include will mckenzie just in the context of acknowledging

[0:20:16] Voice 15: this is a response to the delegation um so and that that is actually a provincial officer or a

[0:20:22] Voice 15: provincial um employee who's doing it

[0:20:25] Voice 3: and does that uh address staff does that address the

[0:20:30] Voice 3: concern that was expressed there thank you okay so then uh kate louise stamp oh sorry

[0:20:35] Voice 3: sue i'm fast you got me messed up you can't sit together anymore sorry

[0:20:40] Trustee Fast: about that um i'm wondering

[0:20:42] Trustee Fast: if we could add an s to make the word ecologists plural right

[0:20:47] Voice 3: thank you

[0:20:48] Voice 3: okay anything else on the

[0:20:52] Voice 3: the motion to amend. And that's what it'll look like if you approve the amendment.

[0:20:58] Voice 7: Just a grammar

[0:21:00] Voice 7: point. Custodian of the BEC system.

[0:21:05] Voice 20: Sure. Thank you. That's what I was going to say.

[0:21:14] Voice 20: Excellent. Of the, I think you said. Is that correct,

[0:21:20] Voice 3: Laurie? The. Oh, I see. You're way down

[0:21:24] Voice 3: down there. He got me confused. Okay. So so we have a motion to

[0:21:34] Voice 3: amend. And that's presented up on the screen. Any further

[0:21:38] Voice 3: discussion. So on the motion to amend all those in favor, hands

[0:21:44] Voice 3: down, any opposed. And so keep your hands up, please. Opposed,

[0:21:52] Voice 3: opposed. So let's hang up pause a second here. This is not

[0:21:59] Voice 3: not calling the this is a call for a motion to amend the motion and i'm just going to do this

[0:22:06] Voice 3: again those in favor please raise your hands that support the amendment okay and now lower your

[0:22:14] Voice 3: hands and now those that are sorry so low

[0:22:23] Voice 21: yeah

[0:22:26] Voice 3: i lower your hands okay now those opposed to the

[0:22:32] Voice 3: oh i see those in favor please raise your hand tell me when you finish counting yeah i did i

[0:22:51] Voice 3: didn't do that on purpose are we good now

[0:22:57] Voice 20: those opposed please and what do we have so that carries

[0:23:17] Voice 3: so now we're going to return to the amended motion and i believe you've got that up on the very top

[0:23:24] Voice 3: of the screen there so now we're returning to the amended motion is there any further discussion on

[0:23:31] Voice 3: the amended motion i'm going to call the vote then uh do you have something on the amended

[0:23:38] Voice 3: motion susan h i

[0:23:39] Voice 14: i don't want my name to be attached to this as a seconder oh

[0:23:47] Voice 19: i'm not sure

[0:23:53] Voice 20: how robert's rules deals with that

[0:23:55] Voice 3: okay perfect so let's remove the eights and put in bernardo

[0:24:04] Voice 3: It seems a little odd, but there we go.

[0:24:07] Voice 3: Thank you.

[0:24:07] Voice 3: But I respect and appreciate the concern.

[0:24:12] Voice 3: Moved and seconded.

[0:24:13] Voice 3: So on the amended motion, which has been moved and seconded by Kate Lou Stanford and Bernardo,

[0:24:19] Voice 20: any discussion?

[0:24:21] Voice 20: All those in favor?

[0:24:34] Voice 20: Keep them up.

[0:24:36] Voice 20: This is a test of endurance in

[0:24:39] Voice 3: more than one way.

[0:24:55] Voice 3: Those opposed, please raise your hands.

[0:24:57] Voice 3: and you got our voters on screen i'm hoping those opposed okay so that also carries okay

[0:25:07] Voice 3: thank you um i think you said you had a second motion

[0:25:12] Voice 20: uh okay louise i'm

[0:25:24] Voice 11: going to make a very

[0:25:24] Voice 11: quick i'm going to make a quick amendment as i go but it's clear that the trust council requests

[0:25:31] Voice 11: the executive committee to arrange a presentation for trustees by provincial forest ecologists

[0:25:37] Voice 11: ologists qualified provincial forest ecologists to provide background on forest classifications

[0:25:45] Voice 11: forest health and the significance of forests in the islands trust area as soon as convenient

[0:25:55] Voice 11: for trust council okay

[0:26:00] Voice 23: and you'll want to remove that first provincial forest ecologist i think

[0:26:06] Voice 20: you've got it twice that's correct right there

[0:26:14] Voice 21: no

[0:26:17] Voice 3: no the first provincial forest ecologist at

[0:26:22] Voice 3: the beginning of the second line

[0:26:37] Voice 18: unless

[0:26:56] Voice 3: i'm wrong okay the fir on the second line the first three

[0:27:02] Voice 3: words thank you and probably

[0:27:05] Voice 11: yeah oh yeah we were going to make it to the public um

[0:27:12] Trustee Fast: a

[0:27:14] Voice 11: public presentation so after a range on the top line

[0:27:21] Voice 3: well a presentation to trustees

[0:27:25] Voice 3: would likely by default be public it's got to be public okay the

[0:27:29] Voice 11: only thing i really need to add

[0:27:30] Voice 11: then as after islands trust area at the bottom as soon as conveniently possible right

[0:27:46] Voice 20: so that's

[0:27:47] Voice 20: your motion. Thank you. Do I have a seconder?

[0:27:51] Voice 3: I may read Boland. Thank you. We should speak

[0:27:57] Voice 3: to the motion. Kate-Louise Stanford, speak to the motion. I think I've done so. Okay, thank you.

[0:28:03] Voice 3: Any discussion on the motion? Jamie Harris, Susan Yates. Is this the point where I can make an

[0:28:09] Voice 3: amendment? Any time.

[0:28:12] Voice 22: Thank you. I would like to add, after qualified provincial ecologists

[0:28:21] Voice 22: pardon me i'm not quite literally there i'm so after the provincial i'm tired so erase that

[0:28:33] Voice 22: please including

[0:28:43] Voice 20: will mckenzie custodian of the bec system after

[0:28:57] Voice 22: qualified provincial forest

[0:29:01] Voice 22: ecologists same

[0:29:02] Voice 18: as the last one

[0:29:03] Voice 22: basically just

[0:29:25] Voice 20: put that in quotes including will mckenzie

[0:29:46] Voice 20: Okay. I think we've

[0:29:47] Voice 3: got the gist of it there. Trustee Harris, is that what you intended?

[0:29:53] Voice 3: Yes.

[0:29:54] Voice 3: Thank you. Do I have a seconder for the amendment to the motion?

[0:30:01] Voice 3: Deb Morrison. Thank you, Deb. Do you wish to speak to the motion? I think it's apparent.

[0:30:07] Voice 3: Thank you. Anybody wish to speak to the amendment to the motion? Christina Evans.

[0:30:14] Voice 3: Kate Louise Stanford.

[0:30:16] Voice 4: I believe that the word including is meant to be in the quotation marks.

[0:30:22] Voice 3: You're absolutely right. Kate Louise Stanford.

[0:30:29] Voice 11: um i won't be able to vote in favor of this i just feel that it it defines us too closely i'd

[0:30:37] Voice 11: like to open it up as much as possible okay

[0:30:41] Voice 3: um ben maybe yeah

[0:30:45] Voice 17: i'm i'm at a point here now where

[0:30:47] Voice 17: we've done quite a bit of work on reviewing everything that i'm beginning to think the

[0:30:59] Voice 17: ton of work to do on reviewing um what we have on our websites what's right what's not right

[0:31:06] Voice 17: and and we're getting them to arrange a presentation i think this is premature i think

[0:31:12] Voice 17: we should see what comes out of the other work and then arrange a presentation i think that's

[0:31:16] Voice 17: the more appropriate way to do it fair enough

[0:31:19] Voice 3: thank you any discussion on the amendment

[0:31:24] Voice 3: lee middleton oh i see yeah because i've got my speaker's list from before

[0:31:29] Voice 3: for um okay on the amendment i'm going to call for the vote on the amendment all those in favor

[0:31:36] Voice 3: okay

[0:31:46] Voice 20: and those opposed and what's your tally including online

[0:32:04] Voice 3: 14 opposed so that fails

[0:32:10] Voice 3: thank you very much council so now we're back to the unamended motion as presented at the top of

[0:32:16] Voice 3: the page there and i'm going to ask if there's any further discussion on the motion jamie harris

[0:32:23] Voice 3: I'm just going to

[0:32:25] Voice 22: expand or just agree with what Trustee Maverly was saying and possibly we are

[0:32:33] Voice 22: just beating this a bit hard, so I'm not in favor of this either.

[0:32:38] Voice 3: Thank you. Anything else on the motion on the floor? Laura Patrick, Lee, oh sorry,

[0:32:44] Voice 3: hang on a second, Jamie Harris, Susan Yates, Lee Middleton and now new speakers are going to be

[0:32:52] Voice 3: laura patrick and i did see one other so uh susan yates uh

[0:32:56] Voice 14: not on the motion per se i can ask my

[0:32:59] Voice 14: question after okay

[0:33:00] Voice 3: thank you uh lee middleton sure

[0:33:03] Voice 1: thank you i appreciate the comments about

[0:33:05] Voice 1: the amount of work um but i think this presents an opportunity to get into the sort of the

[0:33:11] Voice 1: educational public conversation aspects of forestry in the gulf islands which is the you know the

[0:33:17] Voice 1: broader context by which this first came to us and i think it's an important discussion and one that

[0:33:22] Voice 1: is we flagged last term as needing to have to happen and this seems like a great as good a way

[0:33:29] Voice 1: as any is framing it and bringing it forward so what the time frame can be i'm not so concerned

[0:33:35] Voice 1: obviously with resources permitting but i think from the educational perspective and discussion

[0:33:40] Voice 1: discussion perspective, it's a great idea.

[0:33:42] Voice 3: Okay, thank you. Laura Patrick, over to you.

[0:33:47] Trustee Patrick: I think it's an excellent idea. We just had the workshop two Mondays ago on salt spraying. It

[0:33:52] Trustee Patrick: focused on wildfire resiliency and the health of the forest, but one of the conversations that was

[0:33:56] Trustee Patrick: a sidebar to that was the health of the forest in the areas where we have no tree cutting covenants

[0:34:00] Trustee Patrick: and what as a body might need to be done so that we can ensure that we have healthy forests in

[0:34:06] Trustee Patrick: those coveted areas so i think this is very useful okay

[0:34:10] Voice 3: mary boland and deb morrison you're okay

[0:34:14] Voice 3: perfect deb morrison interesting

[0:34:17] Voice 15: i'm actually a little bit torn about this because i do think that

[0:34:20] Voice 15: we should have education in the trust area but i guess my issue is that i think we should do this

[0:34:25] Voice 15: after we've done the strategic plan and we clearly understand what the learning goals across

[0:34:30] Voice 15: the whole of our thing instead of assigning things like by motion so i think i'm going to

[0:34:35] Voice 15: to oppose this actually by process i think the conversation is great i attended salt spring

[0:34:39] Voice 15: highland transition one i wanted to see those things but i think by process i actually i'm not

[0:34:44] Voice 15: sure that this is the right way to be doing this right now okay

[0:34:48] Voice 3: um christina evans who hasn't

[0:34:51] Voice 3: spoken on this motion i think

[0:34:53] Voice 5: i'm going to agree with uh deb morrison on what hunter's statement

[0:34:58] Voice 5: specifically based on what cao said to us earlier regarding the amount of work that's coming out of

[0:35:05] Voice 5: this particular meeting thank you although but

[0:35:09] Voice 5: although this would be great um i think again it

[0:35:13] Voice 5: has to go through proper process which we haven't finalized yet okay

[0:35:19] Voice 3: so jamie harris do you want to

[0:35:20] Voice 3: add something further i agree

[0:35:26] Voice 22: i think this is very important and i'm afraid i would like to see it

[0:35:32] Voice 22: brought forward at a later date after we deal with some of the previous motions

[0:35:37] Voice 22: that we've just passed.

[0:35:40] Voice 3: Okay, thank you.

[0:35:41] Voice 3: And Kate Louise Stanford.

[0:35:43] Voice 11: That's the reason why I made it

[0:35:45] Voice 11: as soon as conveniently possible

[0:35:46] Voice 11: because I think there's other things happening.

[0:35:50] Voice 11: I don't expect this to be by June.

[0:35:53] Voice 11: It's how it fits into the work program.

[0:35:58] Voice 20: Okay.

[0:36:02] Voice 20: Thank you for that.

[0:36:03] Voice 20: So any further discussion?

[0:36:07] Voice 3: I'm going to call for, oh, Jamie.

[0:36:09] Voice 3: me yeah

[0:36:10] Voice 22: i was just gonna ask is there any way to move this forward like is there an rfd or some

[0:36:15] Voice 22: kind of a deal that we can have this um looked at in september or december trust council a motion

[0:36:23] Voice 22: could defer this

[0:36:24] Voice 3: um yeah uh or i think you know some change in the language as convenient as

[0:36:32] Voice 3: possible might be slightly different but you know i think staff are hearing the conversation that

[0:36:37] Voice 3: we're having here and they can take i believe they can take that into consideration the executive

[0:36:42] Voice 3: committee which is actually ultimately going to be arranging it i think would take that into

[0:36:46] Voice 3: consideration um i would say let's go with trust and um you know i'm actually switching my own

[0:36:54] Voice 3: personal vote back and forth there as i'm talking and so let's just go with what it is the council

[0:37:00] Voice 3: decides on the motion that's in front of us is that all right i'm

[0:37:05] Voice 20: going to call the vote all

[0:37:06] Voice 20: those in favor okay and those opposed thank

[0:37:37] Voice 3: you very much motion fails excellent off we go um any

[0:37:42] Voice 3: further uh action required with response to disposition of delegations at this point

[0:37:48] Voice 3: christina evans i'm

[0:37:51] Voice 5: not sure about process on this but is there a way to request that this motion

[0:37:54] Voice 5: be brought forward at the june um meeting again i know that there's a way to revisit something

[0:38:01] Voice 5: that's being voted on I just don't understand the process

[0:38:04] Voice 3: we're going to

[0:38:05] Voice 3: turn to see a oh about reconsideration of a motion that happened or previous

[0:38:11] Voice 3: meeting because there are specific criteria around that director freighter

[0:38:17] Voice 3: I

[0:38:17] Voice 8: would recommend that Trust Council refer this to Trust Programs Committee

[0:38:21] Voice 8: to consider as they set up your stewardship education program for next

[0:38:25] Voice 8: year as one of the possible education topics sure

[0:38:29] Voice 3: that's maybe not the

[0:38:30] Voice 3: A question, actually, a question was about deferring.

[0:38:34] Voice 3: It works?

[0:38:35] Voice 3: Okay, so therefore, is there any further business

[0:38:40] Voice 3: on the disposition of delegations?

[0:38:42] Voice 3: Kate Louise Stamford.

[0:38:44] Voice 3: What she said.

[0:38:48] Voice 3: Which was what?

[0:38:51] Voice 11: Do we refer it to trust programs?

[0:38:54] Voice 3: Okay, so then therefore I need a motion.

[0:38:57] Voice 11: I move that we do,

[0:38:58] Voice 11: I move that Trust Council refer the educational opportunity around CDF and force discussions to Trust Programs Committee for

[0:39:15] Voice 3: further consideration as an

[0:39:18] Voice 11: educational opportunity.

[0:39:20] Voice 11: Okay.

[0:39:21] Voice 11: Because I'm crappy at this.

[0:39:25] Voice 3: You got that, Laurie?

[0:39:28] Voice 3: Lori, and the mover and seconder content

[0:39:35] Voice 20: what is on the screen.

[0:39:54] Voice 3: Morris, Kate Louise Stanford of Morris moved and seconded.

[0:39:57] Voice 3: Oh, sorry.

[0:39:58] Voice 20: Yeah.

[0:40:00] Voice 20: Yeah.

[0:40:09] Voice 3: Lori, it was Morrison, which

[0:40:21] Voice 20: nine-tenths of it.

[0:40:30] Voice 3: I'm just going to call the vote on it.

[0:40:32] Voice 3: So we've already got nine-tenths of the way.

[0:40:35] Voice 3: Any discussion?

[0:40:36] Voice 3: It's moved and seconded.

[0:40:38] Voice 3: All those in favor?

[0:40:42] Voice 20: Hands down?

[0:40:43] Voice 20: any opposed that

[0:40:46] Voice 3: carries thank you for the kind offer anything further with disposition of

[0:40:53] Voice 3: delegations okay thank you council um the next item on our agenda um is correspondence at 12.1

[0:41:03] Voice 3: and 12.2 um i'm going to ask if uh there's any uh direction other than receive for information

[0:41:11] Voice 3: normally we would just receive for information is there any direction uh with regards to the

[0:41:16] Voice 3: the correspondence received at 12.1 and 12.2,

[0:41:19] Voice 3: and I see Laura Patrick and Marie Boland.

[0:41:23] Voice 3: Laura Patrick.

[0:41:24] Voice 3: I

[0:41:24] Trustee Patrick: was just going to say the first item,

[0:41:26] Trustee Patrick: 12.1 could just be referred

[0:41:27] Trustee Patrick: to the Regional Planning Committee

[0:41:29] Trustee Patrick: as it's considering its strategic planning.

[0:41:31] Voice 3: Can you make a motion?

[0:41:32] Trustee Patrick: We have to make a motion

[0:41:34] Trustee Patrick: or can we do it through general consent?

[0:41:35] Trustee Patrick: I move that item 12.1, Harleen Holmes,

[0:41:41] Trustee Patrick: be referred to the Regional Planning Committee.

[0:41:46] Voice 3: Moved.

[0:41:47] Voice 3: Seconded. Any further discussion? All those in favour? That's awesome. Thank you.

[0:41:55] Voice 3: Anything else with correspondence? Mary Boland.

[0:42:00] Voice 16: I would like to ensure that language such as is referenced by Miel Chander's letter is incorporated into the review by the ombudsperson.

[0:42:12] Voice 16: So do I need to make a motion or is that a given?

[0:42:17] Voice 16: Well,

[0:42:17] Voice 3: let's ask staff advice on that direction that we provided.

[0:42:21] Voice 3: I'm presuming we might get a wholesome review of language as well as content.

[0:42:27] Voice 3: Staff, can you comment on that, please?

[0:42:32] Voice 20: Yeah.

[0:42:33] Voice 20: Oh, sorry.

[0:42:36] Voice 7: Thank you, Mr. Chair.

[0:42:37] Voice 7: It's very instinctive, staff.

[0:42:39] Voice 7: Yeah, I think the earlier resolution passed will cover the whole gamut of policy language and procedure language as well.

[0:42:46] Voice 7: And

[0:42:47] Voice 3: so, you know, that's now on the record that we will be doing that just because we've had that discussion.

[0:42:52] Voice 3: So thank you for that.

[0:42:55] Voice 3: So I'm going to take it then that I'll continue on from correspondence over to our new business section.

[0:43:03] Voice 3: There's two items here.

[0:43:05] Voice 3: The first one at 14.1, tree cutting advocacy, rescind September 20 request to the province.

[0:43:11] Voice 3: And this is a trustee RFD, and this is from Jamie Harris.

[0:43:16] Voice 3: so jamie do you want to speak to your motion i'll

[0:43:19] Voice 22: do my best i'm a bit tired here and um

[0:43:21] Voice 22: part of me is concerned that if part of my what i'd like to say about this has to do with

[0:43:32] Voice 22: delegation does it need to go on camera i don't know maybe i can be warned if i'm

[0:43:38] Voice 22: walking into murky territories um so i think that um you know i'm clearly in support of

[0:43:46] Voice 22: rescinding this um it started a long time ago it's one of the reasons i'm sitting here today

[0:43:53] Voice 22: um you know started with the cdf and associated ecosystems project kickoff meeting and salt

[0:43:59] Voice 22: spring may have been 2019 or something along those lines and at the very beginning of the

[0:44:04] Voice 22: meter i heard the trustee who's not here today say 70 of salt spring could be cut clear cut

[0:44:11] Voice 22: that tomorrow and i thought well that's sounds a little bit uh you know i'm alarmist and i could

[0:44:19] Voice 22: never see something like that actually happening and then they proceeded to say well this isn't

[0:44:23] Voice 22: about logging and so i made comments at the end of the meeting i heard lots of statements in the

[0:44:30] Voice 22: meeting which i would honestly love to possibly see that meeting there's a recording of it one day

[0:44:34] Voice 22: um to go over it but statements like that um immediately again set off alarm bells and then

[0:44:43] Voice 22: we i heard from um you know planners and then uh cdf um toolkit stuff came out uh new draft policy

[0:44:53] Voice 22: statement review and pretty alarming stuff to anybody working in the forest industry or people

[0:44:59] Voice 22: who come after the fact um which are many and on salt spring we're talking about thousands of

[0:45:05] Voice 22: people's livelihoods that were you know made to feel unsecure and i heard mr chair you say

[0:45:12] Voice 22: say yesterday um so eloquently when speaking about the advocacy um i'm trying to think of

[0:45:20] Voice 22: the name of the position that was being applied for but um you know when you spoke to the fact

[0:45:24] Voice 22: that you know these are human beings we're talking about and they need

[0:45:27] Voice 22: to feel secure

[0:45:28] Voice 22: and um it led me right to thinking about this um rescind to uh request rescind this request

[0:45:36] Voice 22: west retreat cutting authority and um yeah because we're talking about real people with mothers and

[0:45:43] Voice 22: fathers and children um spouses who um you know times are already tough and uh and really i you

[0:45:54] Voice 22: know i don't see and many of us don't see a real problem with uh with what's happening on private

[0:46:07] Voice 22: the point of view i've talked to um um trustee getty um to some degree about this and we touched

[0:46:14] Voice 22: on the fact that on some islands there are large pieces of crown land that um clear cutting can

[0:46:22] Voice 22: possibly be an issue via ministry of forest timber sale activity and um you know and if that's the

[0:46:30] Voice 22: the case maybe we need to address that with ministry of forests um accordingly but um to

[0:46:38] Voice 22: regulate private property where we clearly see um very for the most part clearly sustainable um

[0:46:46] Voice 22: practices being used um now on salt spring we already have 30 of the island protected

[0:46:56] Voice 22: protected um and as far as conservancy goes that was about two years ago within the last year

[0:47:03] Voice 22: and perhaps trustee um laura can confirm this later but we've had close to 600 acres being

[0:47:11] Voice 22: added into conservancy and protected land so we're doing a pretty good job and something to

[0:47:19] Voice 22: be celebrated um we have vigorous growth um you know many many people again who want to feel secure

[0:47:26] Voice 22: in their roles in the community as productive producing hard-working salt of the earth

[0:47:34] Voice 22: members of the community including many many local indigenous and first nations who are very

[0:47:43] Voice 22: alarmed by this tree cutting um request to the province and really are unsure about where it's

[0:47:49] Voice 22: going to go and and don't want to see it happening so can i ask you to move to the motion sure if you

[0:47:58] Voice 22: you guys get my drift um again i'm pretty tired here so i'm hoping i've put forth a good argument

[0:48:05] Voice 22: yeah so i move the islands trust council requests the chair to promptly inform the province that it

[0:48:15] Voice 22: no longer wishes to proceed with its request that the province enhance the trust's jurisdiction

[0:48:21] Voice 22: over tree cutting bylaws to make its jurisdiction equal to that of municipalities under section 8

[0:48:27] Voice 22: of the community charter and also request staff to remove the task from trust council's follow-up

[0:48:34] Voice 22: action list i would love to speak a little bit more to that um so

[0:48:43] Voice 3: let's just follow through

[0:48:45] Voice 3: the process and i'll let you speak to the motion thank you separately so we've got it uh moved do

[0:48:50] Voice 3: i have a seconder i have a seconder from deb morrison and so that motion is now on the table

[0:48:54] Voice 3: as uh up on the screen and uh so if you just wish to uh finish uh speaking to your motion that'd be

[0:49:01] Voice 3: great and

[0:49:02] Voice 15: chair luckham can i just make a clarification for folks on the second being

[0:49:05] Voice 15: thing yes so

[0:49:06] Voice 15: just a a point of clarification around seconding seconding does not necessarily

[0:49:11] Voice 15: mean that you agree with emotion seconding means that you want it to be heard and discussed

[0:49:18] Voice 3: absolutely thank you um finish speaking to your motion sir

[0:49:23] Voice 22: on salt spring island we've had numerous elections um or referendums regarding municipalities

[0:49:31] Voice 22: and and going coming you know being put into a municipality and there's been a strong vote of no

[0:49:37] Voice 22: um for the last three referendums if i can recall um possibly four that we don't want

[0:49:44] Voice 22: municipality or those types of powers that come with it um being imposed on our community

[0:49:49] Voice 22: and I would just like people to think of the human aspect and that if we want people to

[0:49:59] Voice 22: change their ways which again the vast majority of people are doing a great job the landowners

[0:50:04] Voice 22: which include many many first nations are stewarding their land in a very responsible way

[0:50:12] Voice 22: possibly we can educate others on different techniques regarding carbon sequestration

[0:50:20] Voice 22: optimization techniques or wildfire risk reduction techniques, spacing techniques that would help in

[0:50:29] Voice 22: both of the prior techniques I mentioned that would also encourage natural regeneration of

[0:50:37] Voice 22: coastal Douglas fir. And we do have vigorous growth and natural regeneration given the right

[0:50:44] Voice 22: conditions. Maybe I'll leave it at

[0:50:49] Voice 3: that and see what anyone else has to say on this. Thank you.

[0:50:52] Voice 3: thank you very much um so we have a motion on the floor moved and seconded and i'm going to

[0:50:57] Voice 3: look for speakers list here i see toby elliott christine evans kateway stanford

[0:51:07] Voice 3: and jerome fast anybody on this side of the room oh laura patrick i missed you there

[0:51:16] Voice 3: okay anybody else okay let's start off with toby elliott on the motion on the floor

[0:51:21] Voice 3: um

[0:51:22] Voice 12: i would like to request that we could split this in half because there's actually two actions

[0:51:29] Voice 12: being asked of council and i support from a process point of view and just from a logistical

[0:51:37] Voice 12: point of view the second part because we need to undertake our strategic plan until that plan is

[0:51:43] Voice 12: done our follow-up action list flows from that plan so i would like to separate these two

[0:51:50] Voice 12: first of all the if we do the first one my concern is muddying the waters in a conversation with the

[0:51:57] Voice 12: province sorry yeah

[0:51:59] Voice 3: so i just want to be clear on the process here now so what you want to do is

[0:52:02] Voice 3: sever the motion yeah that's the language and you want to sever it at the comma in the second

[0:52:09] Voice 3: to last

[0:52:09] Voice 12: community charter line

[0:52:10] Voice 3: after the community charter so i just want to seek some clarity from

[0:52:14] Voice 3: staff and i realize our legislative service manager has left uh a motion to sever is treated

[0:52:20] Voice 3: as a normal motion in order and just proceed accordingly okay no special circumstance so back

[0:52:26] Voice 3: to you trustee elliott and i'll just get you to make that motion um

[0:52:31] Voice 12: uh well may i finish my

[0:52:34] Voice 12: very quick reasoning is i

[0:52:36] Voice 12: think that by separating them uh and i can support the second one of

[0:52:41] Voice 12: removing it from our follow-up action list will effectively accomplish what um the intent is of

[0:52:47] Voice 12: the motion and i could support that action so i move that this recommended or this motion

[0:52:55] Voice 12: be severed after community charter and that two separate motions be put on the floor for

[0:53:03] Voice 12: consideration of council okay

[0:53:05] Voice 3: thank you do i have a seconder for the motion to sever

[0:53:11] Voice 3: Ben Mabry, you're seconding the motion.

[0:53:13] Voice 3: Okay, thank you.

[0:53:14] Voice 3: And so do we need to debate it?

[0:53:18] Voice 3: I'm going to call for the vote on

[0:53:20] Voice 20: severing the motion.

[0:53:21] Voice 20: All those in favor?

[0:53:35] Voice 20: Hands up.

[0:53:36] Voice 20: All those in favor?

[0:53:44] Voice 20: How many?

[0:53:45] Voice 20: Nine.

[0:53:46] Voice 20: Okay, now those opposed.

[0:53:58] Voice 3: So I think that fails.

[0:53:59] Voice 3: Sorry, Toby.

[0:54:01] Voice 3: So I'm going to return to the unsevered motion on the floor.

[0:54:05] Voice 3: Is there any further discussion?

[0:54:08] Voice 3: discussion. I have a speaker's list, so I'm going to follow my speaker's list, which now proceeds to

[0:54:14] Voice 3: Christina Evans.

[0:54:17] Voice 5: Sorry, apologies, I thought you were cutting the conversation off there.

[0:54:22] Voice 5: So I have a question, and I don't know who this goes to, but the small amount of information that

[0:54:28] Voice 5: I have regarding municipal jurisdiction regarding clear cutting, or not clear cutting, I beg your

[0:54:35] Voice 5: on tree cutting has to do with municipal areas it's only related to urban settings and most of

[0:54:48] Voice 5: our islands are rural settings and i'm not sure how that translates because of how the municipal

[0:54:54] Voice 5: tree cutting bylaws are written so i don't know if it's even applicable to our islands and therefore

[0:55:01] Voice 5: Therefore, I will support this recommendation to pull.

[0:55:04] Voice 3: Thank you.

[0:55:05] Voice 3: Sue Ellen Fast.

[0:55:08] Trustee Fast: Thank you, Chair.

[0:55:09] Trustee Fast: As somebody who has a – one of my hats is a municipal councillor hat.

[0:55:16] Trustee Fast: My other one is a trustee for the Islands Trust area.

[0:55:20] Trustee Fast: And so I've had a little bit of experience with tree-cutting bylaws.

[0:55:25] Trustee Fast: Bowen has been a municipality for over 20 years.

[0:55:28] Trustee Fast: We have not adopted one yet.

[0:55:29] Trustee Fast: but i've seen several drafts that have come forward and uh you can have a tree cutting

[0:55:35] Trustee Fast: bylaw just for a little area you can have a tree cutting bylaw that says just trees over a certain

[0:55:40] Trustee Fast: diameter breast height whatever you want to specify they can be tailored to the need

[0:55:46] Trustee Fast: i think uh that it's a good idea to have the powers if needed because if the islands trust

[0:55:57] Trustee Fast: trust gets tree cutting, you know, jurisdiction over tree cutting bylaws, then it would be up,

[0:56:04] Trustee Fast: as I understand it, to the local trust committee as to whether they adopt a tree cutting bylaw

[0:56:10] Trustee Fast: or not. So it's not imposing anything. It's just another tool in the toolkit that can be used on

[0:56:17] Trustee Fast: something big or small. It's a power we might need 20 years from now. It takes a long time

[0:56:24] Trustee Fast: to get these powers so i'll be voting against this motion thank you thank

[0:56:27] Voice 3: you uh laura patrick is my

[0:56:29] Voice 3: last speaker on the list i'm going to go susan yates oh we got more hands here didn't i speak

[0:56:35] Voice 3: have you speak already oh i apologize sorry kate louise uh stamford is next some reason i

[0:56:44] Voice 3: got ahead of myself lord patrick i'm tired too susan yates joe bernardo

[0:56:52] Voice 3: Deb Morrison?

[0:56:53] Voice 3: Who else?

[0:56:53] Voice 3: Hands up.

[0:56:54] Voice 3: Jamie Harris?

[0:56:56] Voice 3: Tim Peterson?

[0:57:00] Voice 3: Okay, I think I'm going to start asking who doesn't want to speak on it.

[0:57:03] Voice 3: Make it easier.

[0:57:03] Voice 3: Off we go.

[0:57:04] Voice 3: Not being disrespectful.

[0:57:07] Voice 3: Laura Patrick.

[0:57:09] Voice 3: Oh, Kate Louise.

[0:57:11] Voice 3: You've got to bite while the opposite.

[0:57:14] Voice 11: I'm beginning to get a complex here.

[0:57:17] Voice 11: I will not be in favor of this motion,

[0:57:20] Voice 11: not because i i recognize some of the concerns that um salt spring trustee has about his island

[0:57:27] Voice 11: but this is encompassing all the islands um i see that uh potentially down the road there could be

[0:57:35] Voice 11: an opportunity to use this in a very specific way i'd like to at least have that conversation

[0:57:40] Voice 11: and the ability to talk about it uh and bringing it forward also using my other hat for regional

[0:57:47] Voice 11: districts they rural regional districts are looking for the same ability that municipalities

[0:57:53] Voice 11: have in this particular aspect and how it can be then translated to their powers as well thank you

[0:58:02] Voice 11: laura

[0:58:02] Voice 3: patrick now that's

[0:58:05] Trustee Patrick: correct the regional districts have asked the province to consider

[0:58:09] Trustee Patrick: giving it these powers uh in my research at ubcm at least three times and the answer all three times

[0:58:16] Trustee Patrick: was no perhaps something customized and I believe that's the same answer that we received

[0:58:23] Trustee Patrick: was no but something customized I'm looking over at Mr. Hudson Miller he's not going to answer

[0:58:31] Trustee Patrick: so but I did hear and from what we were that there was going to be more work needed the

[0:58:37] Trustee Patrick: province needed to know what we wanted to do how it would be implemented and there was considerable

[0:58:42] Trustee Patrick: will work and if it were to be implemented how do we do it all of those questions so i absolutely

[0:58:49] Trustee Patrick: support that there is a valid reason to look at what we need to do going forward but i think this

[0:58:55] Trustee Patrick: needs to be swallowed into the strategic planning exercise for this term and very clarified as to

[0:59:03] Trustee Patrick: what what we hope to achieve if anything is to be considered because we we just sort of barrel down

[0:59:10] Trustee Patrick: this approach without taking that time to say what do we really want to achieve which did

[0:59:16] Trustee Patrick: aggravate and and make people who rely on this on forests concerned because we weren't clear

[0:59:23] Trustee Patrick: so i'm going to support the motion and we can revisit it in the strategic planning exercise

[0:59:30] Voice 3: thank you laura susan yates thank

[0:59:34] Voice 14: you chair luckham i will not support the motion and i hope

[0:59:37] Voice 14: that the trust council does not take it up off the follow-up action list only because i have

[0:59:44] Voice 14: been listening for decades not just years decades from people on my island and other islands because

[0:59:53] Voice 14: i am on the other islands all the time begging for the trust to find some tools

[1:00:00] Voice 14: to support the mandate.

[1:00:02] Voice 14: This is one little tool that would support the mandate.

[1:00:07] Voice 14: So I will not be voting in favor of this motion.

[1:00:11] Voice 3: Okay, thank you.

[1:00:12] Voice 3: Joe Bernardo.

[1:00:16] Voice 7: My comment is a minor one,

[1:00:20] Voice 7: possibly to the point of just annoying people,

[1:00:23] Voice 7: but the proposed bylaws for Keats Island

[1:00:27] Voice 7: related to the Keats foreshore project,

[1:00:30] Voice 7: which are still in progress,

[1:00:34] Voice 7: I think, I believe the first iteration proposed that was in, proposed a DPA along the foreshore

[1:00:43] Voice 7: of certain, and we'll go into all the details, but one of the aspects of it was a fairly

[1:00:50] Voice 7: restrictive approach to tree cutting, and that's not directly relevant to this, but

[1:00:58] Voice 7: the reaction of islanders was ferociously opposed.

[1:01:04] Voice 7: And as a result of that, in due course, that was actually pulled back, and that was removed from a subsequent draft from it, which showed sensitivity, which I appreciated, and a lot of my listeners appreciated.

[1:01:19] Voice 7: Thank you, Kate, and thank you, Dan Rogers.

[1:01:22] Voice 7: And thank you, Sue Ellen, who chaired those meetings.

[1:01:25] Voice 7: So I'm only raising this not because it's directly relevant, but because there is a perception out there that the Islands Trust is overreaching.

[1:01:42] Voice 7: And acquiring a power without a clear understanding of what you're going to do with it, that's going to be alarming to some people, especially the people who don't have a lot of confidence in the Islands Trust already.

[1:01:54] Voice 7: already. And my thought is whether or not we acquire this power should be something that's

[1:02:02] Voice 7: really clearly thought out in the context of what our long-term strategies are. If it turns out this

[1:02:08] Voice 7: is a power that we actually need, like we have identified an objective need for it to implement

[1:02:15] Voice 7: a strategy, that's one thing. But in the absence of a genuine strategy, it's hard to see why we

[1:02:21] Voice 7: We should seek the power.

[1:02:25] Voice 7: Thank you, Joe.

[1:02:26] Voice 3: Deb Morrison.

[1:02:28] Voice 15: Thank you.

[1:02:31] Voice 15: I have lots of things to say about this, and I'm not going to say them right now because my argument, I'm going to argue against this right now, but it's actually not on the basis of whether I agree or disagree with having the power.

[1:02:45] Voice 15: It's more about, I don't think that we as a council have had time to think about our strategic plan to understand what these long term goals might be. And I just, I'm worried that we're, we're jumping into just switching something that the last council did without truly understanding why the last council did it or why we might want to.

[1:03:08] Voice 15: so i'm going to vote against it from that perspective um i will name that this is a

[1:03:15] Voice 15: massively contentious issue on my island my island on north pender island um and yeah so like this is

[1:03:24] Voice 15: we've had a lot of people in public meetings around this issue it is like on all different

[1:03:30] Voice 15: sides about whether we should regulate or not it's something we have to give a lot of community

[1:03:34] Voice 15: community conversation to, and I do think that there is potentially a space here where there's

[1:03:44] Voice 15: nobody really looking at things, but I think that needs to be clear to all of us,

[1:03:49] Voice 15: so I'm just going to vote against this at the moment.

[1:03:52] Voice 3: Thank you. Thank you. Tim Peterson?

[1:03:56] Voice 6: Yeah, thank you, Chair. Coming from an island where essentially everybody still relies on

[1:04:04] Voice 6: wood for heat we have large lots with a 10 acre minimum subdivision lot size

[1:04:15] Voice 6: previous iteration of the trust policy statement draft which was advocating

[1:04:22] Voice 6: for tree cutting regulation of trust wide area a trust area wide basis extremely extremely unpopular

[1:04:35] Voice 6: um i'd be remiss if i if i didn't represent the constituents of of my home island in this respect

[1:04:44] Voice 6: at the same time i recognize that there may be situations and islands where it's entirely

[1:04:55] Voice 6: appropriate to regulate tree cutting in some form in some areas and i respect that i respect that

[1:05:02] Voice 6: If that's totally appropriate in some places, what I have total concern about is anything that is in a trust area-wide regulation.

[1:05:14] Voice 6: I understand that this request has been identified for local trust committees.

[1:05:24] Voice 6: I do understand that, but I think that, similar to some of the other people I've heard around the table,

[1:05:30] Voice 6: um i honestly don't think that the request as it stands is going to get any action from the

[1:05:39] Voice 6: province i think if we want to think about targeted tree cutting regulation we need to do so

[1:05:45] Voice 6: uh in a in a much uh better thought out manner um and uh so what i'm trying to make clear is

[1:05:56] Voice 6: is that i think it's totally appropriate to regulate tree cutting in in some circumstances

[1:06:01] Voice 6: in some areas, and I don't support any kind of a trust area-wide regulation,

[1:06:11] Voice 6: and I don't think it's worthy to keep a project on our list

[1:06:16] Voice 6: that has little to no chance of getting any traction with the ministry.

[1:06:22] Voice 6: So I am going to support this motion, oddly enough.

[1:06:27] Voice 3: All right.

[1:06:28] Voice 3: I'm going to put myself on the speaker's list.

[1:06:32] Voice 3: I'm speaking as an individual, as a person.

[1:06:35] Voice 3: I want to thank all the conversation,

[1:06:37] Voice 3: but I want to particularly thank Susan Yates

[1:06:38] Voice 3: for her compassionate plea on this

[1:06:43] Voice 3: and Sue Ellen Fass for her input on this

[1:06:47] Voice 3: and why we should be doing this.

[1:06:50] Voice 3: I've been maybe a little closer to the conversation

[1:06:53] Voice 3: with the province than others.

[1:06:57] Voice 3: This is a difficult ask.

[1:06:59] Voice 3: And indeed, the province has asked for a lot of clarity.

[1:07:02] Voice 3: And the suggestion broadly is

[1:07:05] Voice 3: municipal power is equal to that of those provided under Section 8 is not necessarily a good fit and

[1:07:13] Voice 3: would not necessarily achieve the outcome that we desire. I completely support the desire for

[1:07:20] Voice 3: having some ability to, I prefer to use manage, manage the outcomes of development. I'm not

[1:07:29] Voice 3: not convinced that this is the right tool it will be an ongoing costly time-consuming project i think

[1:07:35] Voice 3: we need to refine the ask and so i would i'm going to support the motion and suggest that we come

[1:07:42] Voice 3: back with them and maybe that'll come out of our whole forest management conversation we're about

[1:07:46] Voice 3: to have that that will come and indeed we have more voices at the table than we've had before

[1:07:52] Voice 3: that can help inform us that we can go back to the province with a better ask if we can't simply

[1:07:57] Voice 3: use the tools in a more enhanced way that we already have the powers there are powers we have

[1:08:03] Voice 3: we haven't necessarily explored them and there are bigger fish that we want to ask the province

[1:08:08] Voice 3: to fry for us actually quite honestly so that's my two cents if there's no further questions i'll

[1:08:16] Voice 3: comment i'll call for the vote uh uh no okay uh jamie harris

[1:08:25] Voice 22: just quickly and thank you for your

[1:08:27] Voice 22: comments mr chair um i'm not gonna i've jotted down a bunch of points as after hearing everybody

[1:08:35] Voice 22: speak and i appreciate everybody's thoughts um a couple small things i'd love to mention

[1:08:41] Voice 22: is that we already have regulations to a large degree by watersheds riparian areas

[1:08:50] Voice 22: where tree cutting is already regulated and for really good reasons and a great job has been done

[1:08:57] Voice 22: with that um and as far as this not being a or you know thought that this is just a small tool

[1:09:06] Voice 22: in a lot of people's eyes you know human beings whose livelihoods run a line this seems like a

[1:09:12] Voice 22: big hammer coming down on top of them and not a small tool at all um and the thought of ltc's

[1:09:19] Voice 22: having this um you know you know each island can have the choice or not that really leaves the

[1:09:26] Voice 22: the feeling of unsecurity hanging and looming over a lot of people's heads

[1:09:31] Voice 22: that are involved in them and working in the forest who care deeply,

[1:09:36] Voice 22: the vast majority care very deeply about, you know,

[1:09:39] Voice 22: keeping their, the forest healthy enough that they can continue their work.

[1:09:49] Voice 3: In the interest of time, Jamie, can

[1:09:52] Voice 22: we get to the point?

[1:09:52] Voice 22: Okay, here's the big campaign line.

[1:09:55] Voice 22: um you know

[1:09:56] Voice 22: educate not regulate and

[1:10:00] Voice 3: i think we have

[1:10:01] Voice 22: some really good opportunities to do just

[1:10:03] Voice 22: that okay council

[1:10:05] Voice 3: can i call the vote on this you want to say something deb yeah

[1:10:11] Voice 15: i'm torn i'm

[1:10:13] Voice 15: super torn by

[1:10:14] Voice 15: this because like the issue for us is that like we are getting a lot of cutting on

[1:10:18] Voice 15: private land and nobody seems to have jurisdiction over that or like a way to regulate and we don't

[1:10:24] Voice 15: have a lot of dpas that cover that you know and so it's an enormous struggle and i don't see what

[1:10:30] Voice 15: the other tools are you know like so i am super struggling with understanding this and i want i

[1:10:38] Voice 15: i actually am swayed by what you say like to think about other things and yet we have looked at some

[1:10:44] Voice 15: of those and we have had some of these conversations so i'm gonna vote against just because i i feel

[1:10:51] Voice 15: like i need to have more thought about this and maybe it would be a repeal in the future but i

[1:10:56] Voice 15: just can't do it yet right

[1:10:58] Voice 3: and i just want to respond to that because you're absolutely right

[1:11:03] Voice 3: this is really difficult and i got to say that nor having chaired north pender north pender

[1:11:09] Voice 3: actually has some of the best development permit areas in the islands trust and it's still difficult

[1:11:16] Voice 3: so we have to think about this carefully but i think we need to think about what we're asking for

[1:11:20] Voice 3: Aaron Campbell and then I want to go to the question

[1:11:24] Voice 3: Aaron Campbell

[1:11:25] Voice 2: I was just going to say that sort of in response

[1:11:27] Voice 2: to that I don't think that this will ever

[1:11:29] Voice 2: probably be a dead issue

[1:11:31] Voice 2: in Trust Council

[1:11:33] Voice 2: and it's more

[1:11:34] Voice 2: a delay

[1:11:36] Voice 2: thank

[1:11:37] Voice 3: you for that wisdom

[1:11:39] Voice 3: Aaron appreciate that

[1:11:40] Voice 3: very quickly thank you

[1:11:44] Voice 22: this will actually be a way

[1:11:46] Voice 22: to regain some major

[1:11:47] Voice 22: credibility with a lot of the communities

[1:11:49] Voice 22: And if we promote education rather than regulation, we could see a real turnaround.

[1:11:54] Voice 22: And again, I see a huge opportunity here for very, very positive movement.

[1:11:57] Voice 22: Thank you.

[1:11:58] Voice 22: We're listening.

[1:12:00] Voice 3: Excellent.

[1:12:00] Voice 3: Can I call the question, folks?

[1:12:02] Voice 3: All those in favor?

[1:12:03] Voice 3: Quick, before you change your mind.

[1:12:16] Voice 20: Okay.

[1:12:17] Voice 20: So all

[1:12:18] Voice 3: those opposed, for the record.

[1:12:21] Voice 3: And you've got the online.

[1:12:24] Voice 3: And making sure you're getting those guys airtime when they've asked for it.

[1:12:30] Voice 3: Okay.

[1:12:30] Voice 3: Okay, so I do believe that motion carries.

[1:12:33] Voice 3: Am I correct in that, Stefan?

[1:12:38] Voice 3: Okay, thank you.

[1:12:40] Voice 3: Thank you, council for the discussion.

[1:12:43] Voice 3: And absolutely, this is not gonna go away.

[1:12:45] Voice 3: We need to invest more time and energy in this.

[1:12:47] Voice 3: It's important.

[1:12:49] Voice 3: The next item on our agenda is 14.2,

[1:12:51] Voice 3: suspend proactive bylaw enforcement.

[1:12:54] Voice 3: I don't believe I have any written material.

[1:12:57] Voice 3: Maybe it came, it did come late, I think.

[1:12:58] Voice 3: And so I'm going to turn to the sponsor of the motion to introduce it for us.

[1:13:12] Voice 2: I had written a motion basically requesting that Trust Council authorize a full review of bylaw services.

[1:13:27] Voice 2: and there's three points that we they're in the late agenda package right yeah and basically the

[1:13:40] Voice 2: meat of what the beginning for from trust council would be is a review which joe has made a motion

[1:13:47] Voice 2: for and we are entering into a process with the ombudsperson to review bylaw services in

[1:13:55] Voice 2: In crafting the motion, a couple of the two other points, basically through the education that we had the other day and what I had learned in the process of crafting the motion is that the real work of those second two come at the local trust council level.

[1:14:15] Voice 2: and those are things that people need to have conversations in their communities about with

[1:14:21] Voice 2: the people in their communities and i can tell you that i heard from a lot of people not from

[1:14:28] Voice 2: north pender that have concerns from other communities that when they got wind of the

[1:14:33] Voice 2: fact that i had started to craft this motion that they came forward with concerns feeling like they

[1:14:40] Voice 2: weren't being heard on their island and that they and that the way the system the way they perceive

[1:14:46] Voice 2: the system to need to work isn't the way that it's working out for them but that's a conversation

[1:14:53] Voice 2: that people need to have one-on-one to determine whether it actually is working out or not and so

[1:15:02] Voice 2: i'm going to pull my motion and hold it and basically revisit after we get the ombudsman's

[1:15:10] Voice 2: report and we have more information about how to do what it is that we're supposed to do at the

[1:15:16] Voice 2: local trust level

[1:15:17] Voice 3: aaron i want to thank you very much for that consideration and they offer to

[1:15:22] Voice 3: withhold it at this time and indeed look forward to you bringing that back in the future and if

[1:15:27] Voice 3: that's satisfactory to council um we'll move on on our agenda thank you thank you aaron um so this

[1:15:35] Voice 3: brings us to the trustee update section um there's uh i made a plea to you to submit uh uh anything

[1:15:42] Voice 3: we wanted to share with council in writing and that that would be shared accordingly um i don't

[1:15:48] Voice 3: know how much i actually received but laura patrick you have something to add at this moment

[1:15:54] Trustee Patrick: i just wanted to quickly talk about 15.4 southern gulf island forum they have a in-person meeting

[1:16:05] Trustee Patrick: he's tried to attend i think adam olson in his office would appreciate it

[1:16:09] Voice 3: okay um anything from

[1:16:12] Voice 3: anybody that they'd like to mention with respect to items on that agenda section although i do want

[1:16:18] Voice 3: to really encourage you to get this stuff in in advance to save us this kind of time that we're

[1:16:23] Voice 3: spending now kate louise stanford

[1:16:24] Voice 11: only that the house on community forum it will be having its

[1:16:29] Voice 11: next meeting towards the end of april and um the chair will be invited

[1:16:34] Voice 3: perfect anything else nope

[1:16:37] Voice 3: okay so thank you everybody on trustee updates the priority chart is on the list here for your

[1:16:45] Voice 3: information essentially what the priorities are this will be updated um uh and ideally is

[1:16:51] Voice 3: relatively up to date it might be a few of last ltc meetings that were included in it is there

[1:16:56] Voice 3: there anything really onerous that's missing there okay so then we'll receive that for information

[1:17:03] Voice 3: the strategic plan amendments um um i don't believe we have those ceo hudson post strategic

[1:17:11] Voice 3: plan amendments nothing in there thank you uh proposed june trust council shastran is um

[1:17:18] Voice 3: that's not there's nothing at this time on that agenda do we have that it's just the basic

[1:17:31] Voice 3: It's a three-day schedule.

[1:17:33] Voice 3: So

[1:17:33] Voice 21: that will be developed

[1:17:34] Voice 3: and that will become apparent as time goes by.

[1:17:38] Voice 3: So guess what?

[1:17:40] Voice 3: Unless there's any further business, it's time to go home.

[1:17:43] Voice 3: And our next meeting will be June the 27th to 29th on Gabriola.

[1:18:03] Voice 3: hope

[1:18:05] Voice 7: you can possibly get home

[1:18:07] Voice 7: motion

[1:18:09] Voice 3: to adjourn

[1:18:11] Voice 3: quick all those in favor

[1:18:13] Voice 3: otherwise we're stuck here in limbo forever

[1:18:21] Voice 3: there were some nice cranberry ones
