[0:09:08] Trustee Patrick: I'm wondering if we could receive, you know, like the follow-up action list, like via email, that's the complete version of it.
[0:09:17] Trustee Patrick: Sometimes, you know, because there are older items that, since they're not in this report, we tend to forget about them.
[0:09:24] Trustee Patrick: we don't see them but i understand having a time period but there are aging the few
[0:09:35] Voice 3: things that we've been we've been trying to address with the with the follow-up action list
[0:09:38] Voice 3: it's um the common practice um in salt spring to provide the last six months of items um there's
[0:09:48] Voice 3: a policy um for follow-up action lists um and what that policy actually indicates that we should be
[0:09:54] Voice 3: providing uh updates on the tasks that can conceivably be perceived that we as staff
[0:09:59] Voice 3: anticipate can be um completed in the next three months um so some of that stuff might be more than
[0:10:05] Voice 3: six months old and so that stuff might be uh less than six months old so this is this is an area
[0:10:12] Voice 3: where we're sort of navigating how to how to work with that policy um as well as the tool that in
[0:10:18] Voice 3: way it's been utilized recently as a cutoff built into the tool that we report with um so with that
[0:10:27] Voice 3: in mind what we are doing right now is you know basically the week or so a week or so before the
[0:10:32] Voice 3: meeting happens because this other sort of track and other part of the programming but um sit down
[0:10:37] Voice 3: with all the planners and kind of go through the list together and make sure that we've got
[0:10:40] Voice 3: everything at the most recent update um so that's that's basically where we're at right now and right
[0:10:45] Voice 3: now the tools that you have to switch back six months um for improv recently checked off
[0:10:51] Voice 3: um definitely take a look and to see if we can um provide like i said we're navigating
[0:11:00] Voice 3: the process of trying to improve how we present this but um you know the full the full fuel list
[0:11:06] Voice 3: i mean i think we could mr pingel do you have any thoughts on how we could what's

[0:11:16] Voice 12: to review the policy yeah that is set forth by the trust council as to how to share information

[0:11:42] Trustee Patrick: some discipline that we do look at it in its full detail every so often to say you're right
[0:11:47] Trustee Patrick: that old stuff that you're not making progress on we don't want anymore stop it you know have
[0:11:52] Trustee Patrick: those conversations because that helps you give clarity and if

[0:11:58] Voice 3: maybe that we do a strategic planning session coming up um and that may be an opportunity to
[0:12:02] Voice 3: look at the full policy plan um and discuss that you know i know that we want to talk about higher
[0:12:09] Voice 3: level issues but it may be a good opportunity to sort of cut some of the noise out of the uh
[0:12:14] Voice 3: out of the plan as well and um and any
[0:12:23] Voice 4: further on this any other questions trustee yeah number seven
[0:12:29] Voice 4: we asked about amendments that would be needed to uh to facilitate workforce housing projects
[0:12:40] Voice 4: and it says it's completed here and quite completed is that what we see in 8.1 of the

[0:15:21] Voice 3: mr fatino has had a number of meetings with um uh the applicant recently uh i know that the applicant

[0:15:36] Voice 3: received what that looks like exactly yet but um we have we are sort of looking at um reviving it
[0:15:44] Voice 3: you know very much focused on catching up on the style as he's taking it on from another planner
[0:15:49] Voice 3: um so there's um there's forward momentum on it uh but we're still waiting at basically an updated
[0:15:54] Voice 3: request through
[0:15:58] Voice 4: yeah chair if i make so i've seen a letter from north salt spring water
[0:16:05] Voice 4: that was one of the issues that they you know they couldn't go ahead and he couldn't go ahead
[0:16:10] Voice 4: and do uh what he wanted to do being at the water district um may have an issue with that um there's
[0:16:18] Voice 4: been a letter have you seen that letter from so how is that is that going to have a change
[0:16:24] Voice 4: make it you know make a change make this i think

[0:16:34] with the with the allocation of water um if we still need to understand how water is
[0:16:41] Voice 3: is attained on the property um that meets our our requirements out of uh island health
[0:16:50] Voice 3: so there's a company the issue that we'll still have to review um but again we're primarily
[0:16:56] Voice 3: looking at you know at this point uh the the application uh that's been deferred by the
[0:17:05] applicant
[0:17:05] Voice 3: they've indicated they're they're planning to provide a revised proposal until that
[0:17:11] Voice 3: that happens we're really just digging into the background and um it really can't be

[0:17:26] Voice 14: us to proceed we understood you had anything to proceed so who's that

[0:20:41] Trustee Patrick: straightforward ways and easy as uh as we'd like but i think that was our real challenge is to
[0:20:47] Trustee Patrick: to really try to push push staff to think of innovative interesting ways that we could um
[0:20:56] Trustee Patrick: limit the numbers of accessory dwelling units um well so that and the strengths and weaknesses of
[0:21:06] Trustee Patrick: those using a map is one method what are the other methods that we can use and that's that's you
[0:21:15] Trustee Patrick: really want to push that question maybe maybe they need regulatory change to have another method to
[0:21:20] Trustee Patrick: allow us that but it would be nice to know what we could do to limit the numbers and yet because that
[0:21:30] Trustee Patrick: was the objective of this project all along was to find a way for those who want to be landlords
[0:21:38] Trustee Patrick: to have a path forward to having a legal unit and knowing that those landlords are far and
[0:21:46] Trustee Patrick: few between on this island and i'm not put overly very nervous the moment we make a map we're we're
[0:21:52] Trustee Patrick: reducing the pool of potential landlords significantly nobody wants to be landlords
[0:21:58] Trustee Patrick: anymore so we're seeking out how to find them and give them a path forward to a legal option
[0:22:11] Trustee Patrick: so i know our tools are very very crude and limited but that was the question was how can we
[0:22:17] Trustee Patrick: try to do that

[0:23:06] Voice 1: is correct our tools are very limited especially it's really the zoning legal
[0:23:13] Voice 1: mechanism we have is it possible for me to share the document I'm gonna try and
[0:23:20] Voice 1: see if I can do that let me know if you can see it well are you seeing the

[0:23:46] Voice 1: Yes, we did look at it and we base it on the,
[0:23:50] Voice 1: within the zoning by-law, what we can do.
[0:23:53] Voice 1: So we have looked at, you know, pilot area,
[0:23:56] Voice 1: which is the village because it has existing infrastructure.
[0:24:00] Voice 1: So we look at strength and weaknesses. We look at outside the pilot area. What are the issues? It could be because it's outside surface area for the most part. And what if we limited zones, which is the original proposed bylaw that went through the public hearing.
[0:24:22] Voice 1: it's in certain zones and but it was still pretty broad so we kind of look at the strengths and
[0:24:29] Voice 1: weaknesses and we look at schedule one and we look at which is allowing it in the existing
[0:24:36] Voice 1: secondary suites that's already permitted and that is what the draft bylaw we thought
[0:24:41] Voice 1: would be pretty straightforward we can get it through pretty quick and also we look at how
[0:24:47] Voice 1: How can we regulate within a given time period?
[0:24:51] Voice 1: It has its own challenge.
[0:24:53] Voice 1: And we look at housing agreement.
[0:24:56] Voice 1: Of course, housing agreement can combine with any of those methods we identified.
[0:25:02] Voice 1: Also has its own challenge or challenges.
[0:25:05] Voice 1: And then we look at limited numbers.
[0:25:08] Voice 1: And this one has the most challenge because we don't even have our legal advice actually
[0:25:14] Voice 1: advise against that.
[0:25:16] Voice 1: we look at permitted by zone variation of course it's a very onerous process and we've done all
[0:25:24] Voice 1: the research we look at other jurisdictions before however i haven't said that we don't feel
[0:25:30] Voice 1: it's quite um comprehensive we feel there might be still some more and this kind of
[0:25:37] Voice 1: research can go on for a long time because there's always other um you know perhaps outside
[0:25:46] Voice 1: outside the province, you know, even in the states where they have very innovative methods.
[0:25:52] Voice 1: So it really depends on how far reach we want to look at tools. But within the tools that we
[0:25:58] Voice 1: identify that is very common within the islands jurisdictions, we have identified that at the
[0:26:07] Voice 1: the very least what we can do is allow detached ADUs
[0:26:14] Voice 1: because right now, secondary suites in Schedule I,
[0:26:18] Voice 1: it's within the principal dwelling.
[0:26:19] Voice 1: And we feel that that could be one thing
[0:26:22] Voice 1: we can at least move this as to stage one.
[0:26:25] Voice 1: We can always expand, either it depends on
[0:26:29] Voice 1: whether you trigger an OCP amendment,
[0:26:31] Voice 1: but a lot of things can happen concurrently.
[0:26:34] Voice 1: so this is uh we kind of mentioned that in this staff report which is not available right now

[0:32:04] Voice 3: is the only tool that i can think of that would do this would be something like a licensing scheme so
[0:32:09] Voice 3: business licensing so any community that has dog licensing can tell you exactly how many golden

[0:38:57] Trustee Patrick: garages and shacks and it's like no that's not what bylaw 530 is and that's why we asked for
[0:39:03] Trustee Patrick: what they what they are and how to make them legal because there's crazy levels of misinformation on
[0:39:11] Trustee Patrick: this island that the bylaw 530 has become its life of its own and it's that we're trying to
[0:39:17] Trustee Patrick: to put people in in garages and shacks that's where people are today in garages and shacks
[0:39:24] Trustee Patrick: many in a lovely ukrainian family here working their tails at multiple jobs and they're living
[0:39:30] Trustee Patrick: in in literally in a garage um and that's one of many so that's what we're not doing bylaw 530 is

[0:41:03] Trustee Patrick: You know, an accessory dwelling, a suite in a house that will require building permits.

[0:41:16] Trustee Patrick: I've seen municipalities all over have materials that show what these are and what they look like.

[0:44:07] Voice 1: the reason why at public hearing, at the post-public hearing meeting, Trustee, the last
[0:44:14] Voice 1: LTC adopted five resolutions and direct us to do certain things. And like I said, we have done
[0:44:22] Voice 1: those, but probably not as clear in reporting back to LTC before we brought the draft bylaw.
[0:44:28] Voice 1: And for the reason that we were under the impression that there's a lot of pressure
[0:44:33] Voice 1: and hearing from Trustee Harris and also even from Trustee Patrick about where is bylaw 530.
[0:44:41] Voice 1: So we were under the impression that we need to bring in the revised bylaw.
[0:44:44] Voice 1: So it's good to have this dialogue to give us some direction to clear the path.
[0:44:49] Voice 1: The other thing I want to mention, which the new LTC were not part of it, is part of the reason it got kind of paused on the process was the First Nations concern.
[0:45:01] Voice 1: concern. It was too broad. It expanded too much. They feel in their letter that we need to address
[0:45:08] Voice 1: amendment to the OCP. That was one of the reasons. And we did meet with First Nations.
[0:45:13] Voice 1: And clearly, they explained to us that it was not staff's position, it's chief and council's
[0:45:18] Voice 1: position. And they're concerned about being so broad without doing any analysis. So that's why
[0:45:26] Voice 1: why we want to duct-tail it right along with the OCP so that we can move the process, I
[0:45:34] Voice 1: wouldn't say expeditiously, but because OCP is very complex, and we will talk about that
[0:45:40] Voice 1: at the next agenda item, but for us, it's really, as I mentioned before, we brought
[0:45:48] Voice 1: back the revised bylaw thinking that one could be pretty quick, allow more than 1,000
[0:45:53] Voice 1: unit within the Schedule I. So I think for me, it will be important for me this time, without
[0:46:00] Voice 1: messing up the process again or misunderstood LTC's intent, is to clearly get some direction
[0:46:08] Voice 1: on the process. What I'm hearing is, though, from Trustee Patrick, my understanding, it wasn't just
[0:46:15] Voice 1: communication material, which we will do, and immediately we didn't. Last year, we've gone
[0:46:21] Voice 1: gone through really fast trying to push the bylaw forward, and we did not do those public
[0:46:29] Voice 1: engagement meeting that I really feel we should, and because it would delay the process, it takes
[0:46:35] Voice 1: time. So I'm hearing, you know, we should do publication, we should do material, but after the
[0:46:45] Voice 1: rereading for the second time of the revised bylaw. So if there's some clarification, I really

[1:15:33] Voice 1: memo, we also identify a lot of the existing efforts that's been
[1:15:39] Voice 1: done in the past and even recommendations, but it hasn't
[1:15:42] Voice 1: been implemented. And those are the tools that are available.

[1:15:55] Voice 1: bylaw 530, it's complex. Sometimes if we make the bylaw
[1:15:59] Voice 1: too much, it can trigger OCP amendment. So, and doing the OCP amendment to update policies to
[1:16:06] Voice 1: support housing, the whole process takes time and engagement with First Nations, engagement with
[1:16:14] Voice 1: communities, and the referral process with agencies, all of that will take time and it
[1:16:19] Voice 1: require minister's approval. But there are some of the recommendations already in place that
[1:16:26] Voice 1: that if trustee want to look at it
[1:16:28] Voice 1: and feel we have the resource
[1:16:30] Voice 1: or it's available to implement, it might help
[1:16:33] Voice 1: rather than going through this amendment
[1:16:36] Voice 1: to the regulatory requirements.

[1:17:26] Voice 1: that we do have some tools in our toolkit within Ireland's trust.

[1:18:34] Trustee Patrick: diverse human population. You know, this one, a population characterized by people of many ages
[1:18:40] Trustee Patrick: and backgrounds who through choice or circumstance have a rich variety of lifestyle
[1:18:45] Trustee Patrick: livelihoods to recognize the very real intangible loss that is felt in the community when the
[1:18:52] Trustee Patrick: diversity is diminished by external pressures or changes when the housing working group was formed
[1:18:58] Trustee Patrick: first to kick off this project it was like eons ago i think it was the beginning of a pandemic
[1:19:06] Trustee Patrick: that is why we use the term housing in its entirety because we're talking about what's
[1:19:11] Trustee Patrick: salt spring and recognizing that what's happening today is you know we're the
[1:19:18] Trustee Patrick: But housing stock is serving a narrowing and narrowing demographic of society.
[1:19:25] Trustee Patrick: And as a result, society is getting narrower and narrower as a result of it.
[1:19:33] Trustee Patrick: So when we look at the OCP or even the workforce, we can't just, we're not looking at always a single demographic.
[1:19:42] Trustee Patrick: We've got housing that's raging out of control.
[1:19:45] Trustee Patrick: and look at our tax increase for this year for islands trust it was eight eight plus percent
[1:19:49] Trustee Patrick: as a result of new construction i saw them coming on the ferries you saw them coming on the ferries
[1:19:57] Trustee Patrick: gravel trucks cement trucks and contractors and boy have they been building and we're not getting
[1:20:05] Trustee Patrick: a pushback on those that and they're building houses building them where a rental house used to
[1:20:11] Trustee Patrick: our own staff member last summer kicked out of an eight-year secure rental house and moved into
[1:20:19] Trustee Patrick: a shack and surprise surprise he's not here anymore um so we've got to make sure we're not
[1:20:29] Trustee Patrick: just focusing in on um you know one demographic that we're just trying to
[1:20:37] Trustee Patrick: you know squeeze in a few more units to satisfy a demographic the workforce of this island
[1:20:49] Trustee Patrick: is the island and we have to look at this as a community issue that we're we're
[1:20:56] Trustee Patrick: we're who is you know who needs to be here and what are the housing options they need
[1:21:04] Trustee Patrick: from top to bottom and make sure that we are aligned appropriately
[1:21:08] Trustee Patrick: and protecting housing appropriately because we put no controls.
[1:21:15] Trustee Patrick: We have no controls on the upper end of the market,
[1:21:17] Trustee Patrick: and it's just eating the entire island.
[1:21:21] Trustee Patrick: And there's unlimited appetite of people wanting to move here
[1:21:25] Trustee Patrick: and buy that housing.
[1:21:29] Trustee Patrick: So that's all I want to make sure that when we're looking at these projects
[1:21:33] Trustee Patrick: that we just keep focusing in on the same three policies
[1:21:40] Trustee Patrick: about the what not to do,
[1:21:44] Trustee Patrick: and we're not taking them in its entirety
[1:21:47] Trustee Patrick: of what was the OCP intending to do?
[1:21:49] Trustee Patrick: What is this community?
[1:21:53] Trustee Patrick: So, and even one of the policies is that we set targets,
[1:21:58] Trustee Patrick: numbers of rental houses and stock.
[1:22:02] Trustee Patrick: We haven't even done that.
[1:22:03] Trustee Patrick: And I think we'll hear from staff,
[1:22:06] Trustee Patrick: that's hard to
[1:22:06] Trustee Patrick: do too who's going to monitor and measure and know what those are we don't
[1:22:10] Trustee Patrick: know what our community is and we're not monitoring measuring no wonder why we've lost

[1:23:17] Voice 4: be done there i know i've heard from crd saying that they'd be interested in the and helping
[1:23:25] Voice 4: to create a housing authority or or use some of the infrastructure they already have

[1:23:50] Voice 4: i'm thankful for the construction that we do have going on it really is you know it's um
[1:23:59] Voice 4: this keeps our economic wheel spinning here but we do need workforce and ownership housing is the
[1:24:06] Voice 4: deal rentals yeah we need some rentals but we need ownership housing where families can live
[1:24:17] Voice 4: engage in positive endeavors and be a producing action of our community that's how we're going
[1:24:30] Voice 4: to keep a sustainable community seven young families that are going to be able to afford
[1:24:35] Voice 4: to live here and the only way that i can see at this point is that we we have to have some added
[1:24:44] Voice 4: added zoning somewhere um i shouldn't say the only way but one of the major ways in order to
[1:24:51] Voice 4: achieve this is to have some added zoning uh that would facilitate workforce ownership housing
[1:24:57] Voice 4: projects to be controlled by housing authority so how we get there you know that's a huge
[1:25:03] Voice 4: conversation you know we've got to file a 530 thing going on and a lot to do right we don't
[1:25:10] Voice 4: want to put this giant burden on staff and have have um these things that are seem almost
[1:25:16] Voice 4: unachievable so why i was asking what would be needed to done be done to um sort of you know
[1:25:26] Voice 4: try to find what we would need to do to the ocp preferably the housing section i was hoping that
[1:25:31] Voice 4: that would be make it easier for us to get um workforce ownership housing projects initiated
[1:25:44] Voice 4: that's where i was going with that so you know i'd love to hear more about the housing authority
[1:25:47] Voice 4: reef end of it and what staff might have disabled that okay

[1:28:03] Voice 15: That deliverable is going to be delivered to all trustees in an education session.
[1:28:09] That date hasn't been scheduled, but that deliverable is being worked on as we speak,

[1:28:55] Trustee Patrick: spring, because it does lay out a direction, trying to get funding from the feds to put
[1:29:04] Trustee Patrick: an entity in place to do that work, they didn't get the funding.
[1:29:09] Trustee Patrick: So we all know we need better coordination among the agencies to facilitate any solutions
[1:29:22] Trustee Patrick: that need to be happening.
[1:29:23] Trustee Patrick: this is not an island's trust only issue we know that uh remind that you know when we set up the
[1:29:30] Trustee Patrick: um when we set up this housing project from the beginning you know we we put a set of principles
[1:29:40] Trustee Patrick: and um you know the the principle was recognizing as well that you know we we have to work with
[1:29:47] Trustee Patrick: all other groups if we really want meaningful change to occur we know
[1:29:52] Trustee Patrick: that so how do we how
[1:29:54] Trustee Patrick: How do we do that? How do we make that happen?
[1:30:01] Trustee Patrick: And I think people are tired of talk and, you know,
[1:30:06] Trustee Patrick: the recommendation for a multi-agency group has shown up for many,
[1:30:10] Trustee Patrick: many, many years. And here we are still talking about it.
[1:30:18] Trustee Patrick: We have a housing council on salt, salt spring, but it's unfunded.
[1:30:23] Trustee Patrick: People doing their best.

[1:30:42] Trustee Patrick: we have to be careful that you know it says the the community it's community preference to amend

[1:32:10] Trustee Patrick: the process before they bring us a project charter that we have a conversation of our expectations
[1:32:16] Trustee Patrick: So that we're not just responding to a project charter that have a conversation with staff about what each of the projects will be before we see the project charter but I'm open to hear what what was planned what what are we going to see for these two significant suit to
[1:32:33] Trustee Patrick: i guess it's ganja's village in the ocp review um
[1:32:37] Voice 3: so the um essentially it's coming down really
[1:32:41] Voice 3: but the ganji's project in the ocpl project these are the two funded projects that we have for um
[1:32:46] Voice 3: 2023. um we sort of see um first nations engagement on those two projects given the scale of the
[1:32:53] Voice 3: projects their project for the ltc the budget for that as you'll recall this was purchased back in
[1:33:02] Voice 3: december so we we have these two projects that are going forward um the two the two projects were
[1:33:11] Voice 3: rational in this case back in december as well um at that time they had been altered
[1:33:18] Voice 3: especially the um the ocp luv review so we've significantly reduced the budget and that
[1:33:27] Voice 3: that change did indicate that we would have to sort of revise the scope of it for cutting
[1:33:31] Voice 3: the budget by more than half then we certainly have to revisit what can be achieved of the budget
[1:33:37] available so that's that's what we've been working at is trying to figure out what scope would meet
[1:33:44] the intent of the business case for the OCP LUV project in particular. Gandy's is fairly
[1:33:52] Voice 3: straightforward we have concluded a significant engagement process and we'll continue there is
[1:34:00] Voice 3: a plan to continue engaging throughout um the finalization of an area plan um but that's that's
[1:34:07] Voice 3: pretty much um the desire is to simply um hire somebody to do an rfp um to write again um based
[1:34:17] Voice 3: on the the original work that we've done um so that's the the expectation was to bring you a
[1:34:23] Voice 3: project charter that would indicate the uh the goals an anticipated schedule and budget that
[1:34:29] would be allocated as well as what aspects will be um would be contracted out what aspect would be
[1:34:35] work of staff the schedule would likely include
[1:34:39] Voice 3: um phasing um an idea of when um how what types
[1:34:44] Voice 3: of tasks we'll do uh as we'll report to the
[1:34:46] Voice 15: community as well as the lpc board and that's
[1:34:52] Voice 15: uh once we have a
[1:34:54] Voice 3: scope agreed to um we would simply proceed with um with executing that project
[1:35:01] Voice 14: yeah i i still think there
[1:35:06] Trustee Patrick: would be benefit because you know i know staff have a fairly
[1:35:11] Trustee Patrick: clear expectation so we're either going to you're either going to bring us the project charter we're
[1:35:15] Trustee Patrick: going to have that conversation and and i think you know for trustee harris's benefit project
[1:35:21] Trustee Patrick: charter is really our document it's in many ways we're agreeing to the project it's the bookends
[1:35:29] Trustee Patrick: so it's really really important and it is our time to weigh in and to make comments of what's
[1:35:35] Trustee Patrick: in scope what's out of scope what our expectations are so i think this will be you know trustee
[1:35:41] Trustee Patrick: harris's first opportunity to get involved so i think i
[1:35:43] Trustee Patrick: think it's um and i'm and i'm i'm the one
[1:35:48] Trustee Patrick: that says you know we got to linger in that definition phase in the from the business case
[1:35:52] Trustee Patrick: which was you know vague in information by design this is now the chance to drill down more into
[1:35:59] Trustee Patrick: to that and and i want to make sure we really do take the time to understand the project clearly
[1:36:03] Trustee Patrick: and that it reflects our expectations clearly so that we don't waste time you know be a year
[1:36:10] Trustee Patrick: from now going well i didn't like that let's do something different you know so we want to
[1:36:14] Trustee Patrick: really take that time to make sure we're influencing the project and it's what we
[1:36:20] Trustee Patrick: expect it to be and have clarity between staff and us so that we're proceeding together

[1:36:38] Voice 3: be wonderful but uh my experience is often there it's a little bit of an iterative process to

[1:37:12] conversation um without a charter in hand um i just wanted to get some clarity that is something

[1:37:26] Voice 3: charters um and critique them our our project planning process is essentially
[1:37:35] to look at the budget what's available and what we believe can be achieved um
[1:37:39] to have a wider discussion or anything we can facilitate that discussion that certainly uh

[1:37:48] Trustee Patrick: any direction that obviously wishes to arrive i mean if you're already drafting it
[1:37:54] Trustee Patrick: and it exists then that that is a way of communicating but i want to make sure we're
[1:37:58] Trustee Patrick: given sufficient time in the meeting that we're not you know that if it's however our meeting
[1:38:03] Trustee Patrick: is structured that we have good amount of time to have that conversation um mr chair um i think that
[1:38:13] we have a really great opportunity coming up over the month of april uh with the opportunity to
[1:38:18] review a draft um and possibly go in depth in a workshop that more at our strategic planning
[1:38:24] session at the end of the month um because we've
[1:38:27] Voice 3: got some time dedicated to to looking at the
[1:38:30] Voice 3: looking ahead and that's really what OCPs are all about. So that's a great opportunity
[1:38:35] Voice 3: to maybe really dig into it and

[1:38:41] Voice 3: and knowledge building we can do. I think anybody in project management is, you know,
[1:38:46] Voice 3: it's a life of learning so there's always more information and more understanding of the
[1:38:50] Voice 3: techniques and so it's an understanding that change management and best management are all
[1:38:56] Voice 3: as well as that you know ocps are a highly engaged process in communities
[1:39:01] Voice 3: um there's ways to that we have to figure out how to navigate all of that

[1:39:09] Voice 4: so clearly budget budgetary concerns are a huge issue something to keep in mind
[1:39:16] Voice 4: you know one thing that two things that sort of keep coming to my mind also are you know we need

[1:39:33] Voice 4: simple as far as this project card charter goes and um quality over quantity might be a uh another
[1:39:42] Voice 4: term that we could run through our minds as we're dealing with this i'll

[2:30:56] Trustee Patrick: which did um ultimately get uh passed with some amendments at trust council is that last week
[2:31:03] Trustee Patrick: It feels like

[2:31:09] Trustee Patrick: The Financial Planning Committee also established a working group to work on developing a multi-year corporate plan,
[2:31:15] Trustee Patrick: and I'm one of those
[2:31:16] Trustee Patrick: that got appointed to that working group.
[2:31:18] Trustee Patrick: So we're already off and running, and I've already met with staff,
[2:31:23] Trustee Patrick: and I think I'm looking forward to the work that needs to be done for strategic planning at the Trust Council level.
[2:31:31] Trustee Patrick: um i attended a webinar on infill housing that was put on by the bc gentle density network
[2:31:39] Trustee Patrick: um and i hope i hope our staff have belonged to that uh that network they put on webinars
[2:31:48] Trustee Patrick: um on a regular basis they're they're about supporting the evolution of our single
[2:31:53] Trustee Patrick: detached neighborhoods, and it is a place for local government planners to tackle these
[2:32:03] Trustee Patrick: collective challenges. So the next webinar is on March 29th on land development economics for
[2:32:10] Trustee Patrick: gentle density development. I attended a meeting on the Saanich Inlet Roundtable.
[2:32:16] Trustee Patrick: As you know, Salt Spring has jurisdiction over the entire Saanich Inlet, all the way down to
[2:32:23] Trustee Patrick: it's southern tip um i do want to thank transition salt spring for hosting the wildfire resiliency
[2:32:30] Trustee Patrick: workshop on february 27th that was a very powerful day about coming together to talk about
[2:32:38] Trustee Patrick: forest practices that could be done to manage our forests involved a lot of clearing trees to
[2:32:46] Trustee Patrick: improve the health of our forests and reduce the risks to fire and i'm looking forward to the next
[2:32:54] Trustee Patrick: steps for that uh i attended the ag alliance uh annual general meeting and they also afterwards
[2:33:01] Trustee Patrick: had a workshop on food security and it's uh really i'm really glad to see this renewed efforts on
[2:33:08] Trustee Patrick: trying to strengthen our local food security and um and i wanted to also look to our local trust
[2:33:17] Trustee Patrick: committee last term we did meet quarterly with the ag alliance um as a body and i think that's
[2:33:24] Trustee Patrick: something we should try to do again. Participated in Trust Council last week. And on Monday this
[2:33:32] Trustee Patrick: week, we had the Southern Gulf Island Forum at Adam Olson's constituency office. This is all
[2:33:38] Trustee Patrick: four levels of government within Salt Spring and the Southern Gulf Islands. And we had a meeting
[2:33:42] Trustee Patrick: to work on our priorities for this period. The Rural Island Economic Partnership is holding a
[2:33:53] Trustee Patrick: forum april 25 to 27 up on gabriola island and i'll be helping to um host a panel on housing
[2:34:01] Trustee Patrick: that's about lessons learned and what needs to change the various levels of government to
[2:34:06] Trustee Patrick: facilitate um housing in rural islands and that's my report thank

[2:36:15] Voice 3: did do some serious work to try and get the uh the tax increase down as low as seemed feasible
[2:36:21] Voice 3: I think the highlights for me included the decision for Trust Council to seek a third party independent review by law enforcement practices from the office of the ombudsperson.

[2:36:41] Voice 16: That was a positive step, which several trustees noted also that requires no cost
[2:36:48] Voice 16: expenditure from
[2:36:49] Voice 3: High Islands Trust, which made it very easy for us to all support that.
[2:36:57] Voice 3: We appointed a member to the DFO shellfish aquaculture advisory table, which is a very
[2:37:08] Voice 3: a positive step and and i think it's um in my mind is directly that getting that seat for islands
[2:37:14] Voice 3: trust at the table which we've been trying to do for a long time is direct results of our um
[2:37:19] Voice 3: support and involvement in the bains uh bain sound labor channel forum uh where we had an
[2:37:25] Voice 3: opportunity to to make that request directly to the dfo
[2:37:29] Voice 16: folks uh so i think that's really positive
[2:37:32] Voice 16: The policy statement amendment project was advanced at a much
[2:37:45] Voice 3: reduced budgetary amount in respect of a plan to do a much longer, have a six-month period for public engagement.

[2:37:59] Voice 16: the mistakes uh missteps that were made last time
[2:38:02] Voice 16: in terms of public expectation of being consulted on

[2:40:25] Voice 9: term so there were two things that happened there was
[2:40:29] Voice 9: was $70,000 that went for public consultation through ANI Consulting, and
[2:40:43] Voice 1: there was a Ganges
[2:40:44] Voice 9: Task Force. Now, the ANI people produced a report that was 106 pages long, with a summary of all
[2:40:54] Voice 9: all kinds of detailed wish lists for Ganges.
[2:40:57] Voice 9: And I think it's very important to concentrate on priorities
[2:41:02] Voice 9: because I mean, I think that's what you would look for
[2:41:04] Voice 9: from the public, what are the real priorities?
[2:41:07] Voice 9: And so in your agenda package,
[2:41:09] Voice 9: there are three pages from that report with the priorities,
[2:41:13] Voice 9: but you will notice that most of them
[2:41:16] Voice 9: are not things that the local trustee needed.
[2:41:20] Voice 9: And I think this happened because Ani did not give
[2:41:24] Voice 9: any information to the public about what the trust do and what CRD can do. And it's important,
[2:41:30] Voice 9: I think, to educate the public about our different branches of government and what they each
[2:41:35] Voice 9: can do. So they also provided no information constraints. And as Trustee Harris has pointed out,
[2:41:47] Voice 9: we have constraints in Ganges to do with water, sewage treatment plant, and other things. And
[2:41:56] Voice 9: So, they were in their contract. I got their contract. They were supposed to provide some recommendations. I couldn't find that in the report.
[2:42:10] Voice 9: So, I think we need to be careful about what we ask contractors to do or hold them to it. Like, we shouldn't be paying them until they've done what they said they would do.
[2:42:19] Voice 9: now about the Ganges task force this group met 17 times and had five staff reports and came there
[2:42:29] Voice 9: was no written report that came out of that so I think it's really important to look at how
[2:42:36] Voice 9: why that happened so that you know we can have better outcomes from task forces in the future
[2:42:42] Voice 9: and in the agenda package I gave you about specifics about what they were asked to do
[2:42:49] Voice 9: and they had a terms of reference that did not include a written output and there was another
[2:42:58] Voice 9: document that did but i think there were other difficulties that i really asked you to think
[2:43:04] Voice 9: about uh what happened there and about first nations that's also in your uh book program for
[2:43:13] Voice 9: for this next project, for the First Nations pageant.
[2:43:17] Voice 9: We've been told in all the orientations I received
[2:43:20] Voice 9: that First Nations cannot respond unless you pay them.
[2:43:25] Voice 9: They don't have the resources to respond unless,
[2:43:28] Voice 9: and I think the trust has recognized this
[2:43:30] Voice 9: and has put up money for First Nations.
[2:43:33] Voice 9: So maybe some of that money could go to that.
[2:43:36] Voice 9: And also we need to think about
[2:43:39] Voice 9: what are some real actionable items
[2:43:41] Voice 9: that could come out of that.
[2:43:43] Voice 9: and make sure there really is something that we could be doing in ganges for first nations because

[2:44:35] Voice 11: the increase would have been four percent plus uh taking over the sims lease for the full year
[2:44:42] Voice 11: resulted in additional requisition increased bc transit as an increase the fees they're charging
[2:44:49] Voice 11: for our buses which will be replaced in april we're getting new or newish uh buses um the
[2:44:58] Voice 11: province announced a growing communities fund a one billion dollar fund allocated to various
[2:45:03] Voice 11: local governments. CRD will be getting its share of that. The formula, CRD staff are trying to
[2:45:12] Voice 11: determine what formula they use. And of that allocation to the CRD, rural areas will be
[2:45:17] Voice 11: getting an allocation. It will be similar in terms of the guidelines as the gas tax. It's intended
[2:45:23] Voice 11: for infrastructure, includes apparently affordable housing. So it will be good news for Salisbury.
[2:45:30] Voice 11: We're just not sure how good it is at this point.
[2:45:33] Voice 11: We'll find out in April.
[2:45:36] Voice 11: Just to remind people that Drake Road, the supported housing, the BC Housing Project at Drake Road,
[2:45:42] Voice 11: will be an open house of the Lions starting at 4 o'clock tonight.

[2:45:52] Voice 11: So just to inform the public about how the site will manage the progress they're making on the construction.

[2:46:33] Voice 11: project to proceed um i i don't know if it's come up earlier the meeting but the nature
[2:46:41] Voice 11: conservancy has completed its fundraising for the 400 acre acquisition in the retinal hill
[2:46:47] Voice 11: area that was over seven million dollars and of course there were local donors as well but
[2:46:56] Voice 11: a lot of that funding has come from away so that's an incredible achievement for
[2:47:01] Voice 11: salt spring crd the portlock master plan is in play now there's a survey out to the public i
[2:47:09] Voice 11: think we've already had 800 responses so there'll be a whole process to come up with a master plan
[2:47:17] Voice 11: of the strategic plan going forward uh portlock park does offer salt spring probably the best
[2:47:23] Voice 11: opportunity we've had to actually get senior ball fields and proper soccer fields at salt spring so
[2:47:30] Voice 11: parks and rec historically is trying to um uh get and use alr land for that purpose and that that
[2:47:37] Voice 11: hasn't that hasn't succeeded but portlock park offers us an opportunity for that will have to be
[2:47:43] Voice 11: in order for that to happen tennis courts would have to be moved to regular road for which there
[2:47:47] Voice 11: is an approved master plan and probably the track we'd have to reconfigure the track in a way that
[2:47:52] Voice 11: it would still offer the opportunity for people to walk from uh whatever but it wouldn't have to
[2:48:00] Voice 11: take the form of the track that they're now which would leave open room for uh playing fields and

[2:52:12] Voice 5: that's representing rogers for this project used to be the coastal spectrum manager for
[2:52:19] Voice 5: industry canada ised and so i'm concerned about the fluidity between the governing the federal
[2:52:26] Voice 5: governing body and the telecom proponent and i'm concerned about whether we're actually going to
[2:52:34] Voice 5: to be getting a fair uh hearing from ised based based on that but let's hope that that that they
[2:52:41] Voice 5: recognize that there were valid a change in circumstance to quote ised and that that was
[2:52:47] Voice 5: validated in your february 14th letter in the meantime it seems since you wrote that letter
[2:52:53] Voice 5: rogers has been ramping up at the site and i know julian and the property must speak um to that i
[2:53:00] Voice 5: I am particularly concerned that they flew a contractor from the UK for a day to come and mark excavation marks with orange fluorescent paint.
[2:53:09] Voice 5: And he mentioned to the people that were there yesterday that he was going to be flying back to the UK the next day.
[2:53:15] Voice 5: We're not sure yet who he's affiliated with or whether he's Canadian, but it feels like there's a ramping up.
[2:53:22] Voice 5: And as you know, Trilon was there last week putting up surveillance cameras and doing various things at the site.
[2:53:29] Voice 5: And all of that is after you've sent your letter. So rather than it just being a coincidence, I feel like they're trying to push this along.
[2:53:38] Voice 5: My third concern, you know, from that is that obviously there needs to be further action taken.
[2:53:45] Voice 5: And ideally it would be legal action in the form of an injunction. But in the meantime, I know that my friend Julian has some suggestions for you.

[2:55:40] Voice 2: most significant step that the ltc has made in the past 18 months um it was it was absolutely
[2:55:49] Voice 2: the right thing to do and we thank you for doing so unfortunately when you when the previous ltc
[2:55:57] Voice 2: concurred with the sighting they invited a monster into our community and rogers are just that they
[2:56:04] They really
[2:56:05] Voice 2: don't give a darn what authority you might have.
[2:56:09] Voice 2: They have it in their mind that they're going to put this tower on that site, and that's where they're going.
[2:56:16] Voice 2: And quite frankly, where that leaves you, the LTC, is kind of at a historic juncture here.
[2:56:21] Voice 2: You can either bow to their wishes and allow this to take place, in which case, quite frankly, I think your authority over land use is going to be severely diminished.
[2:56:33] Voice 2: And before we know it, we're all going to have a McDonald's drive-thru here in Ganges.
[2:56:38] Voice 2: Or you can stand up to them and let them know that no matter who you are, no matter how
[2:56:43] Voice 2: much money you've got or how powerful you think you are, you have to kowtow to the authority
[2:56:48] Voice 2: here on the use of that being yourselves.
[2:56:51] Voice 2: So I implore you on behalf of CROC, on behalf of all the residents of Salt Spring Island,
[2:56:57] Voice 2: to take legal action to get an injunction against Rogers doing any more development
[2:57:04] Voice 2: or construction at that site. Now, Chair Peterson, you and I spoke. I understand that any kind of
[2:57:12] Voice 2: legal expense is going to have to go to Executive Council. It's going to take you some time to get
[2:57:17] Voice 2: there. I would tell you that any lawyer that takes a look at the regulation CPC-2003, you are
[2:57:24] Voice 2: are absolutely within your right that that policy that regulation states that the telco the proponent
[2:57:32] Voice 2: has to meet your requirements and rogers did not so i implore you to go and get that injunction
[2:57:41] Voice 2: however between now and then there's some other things that you can do and we understand that you
[2:57:46] Voice 2: have many other priorities so we want to try to make it easier so i've got four suggestions
[2:57:52] Voice 2: before you get to that point of getting the injunction in place.
[2:57:56] Voice 2: Suggestion number one is that you send this or something similar to this cease and desist letter to Rogers.
[2:58:04] Voice 2: And quite frankly, I didn't state that you should copy. I said that you should as well.

[2:58:16] Voice 2: the cease and desist letter simply summarizes exactly what's happened what's taken place
[2:58:21] Voice 2: over this past 18 month period and runs this all the way through the all of the legal arguments
[2:58:27] Voice 2: that you would be making anyway and then finishes and concludes by saying you must cease and desist
[2:58:32] Voice 2: otherwise we're going to throw the book at you we're going to go after you with enforcement and
[2:58:36] Voice 2: we're going to go after you with all legal remedies available to us so that's step number
[2:58:40] Voice 2: one. Step number two, quite frankly, is that the regulators, ISID, right now Rogers showed up last
[2:58:48] Voice 2: week. And as you know, because I wrote to all of you about it, Rogers showed up and they've now
[2:58:54] Voice 2: resurveyed the area. They had somebody come in yesterday. They've now put heavy equipment on
[2:58:59] Voice 2: the site. They did that yesterday as well. There was a forklift up there that we weren't able to
[2:59:05] Voice 2: stock so their argument back to you and their response on your february 14th letter is well
[2:59:13] Voice 2: in may of 2022 the regulators said you have no you have no jurisdiction on this that there was
[2:59:20] Voice 2: no circumstances that it changed from the time of your original concurrence and the ltc never
[2:59:25] Voice 2: responded to that from may of 2022 so the second thing you should do is you should send a response
[2:59:32] Voice 2: to point out all the changing circumstances,
[2:59:36] Voice 2: which you have pointed out,
[2:59:37] Voice 2: and I'm gonna ask you to pass those on,
[2:59:39] Voice 2: that you have pointed out in your February 14th letter.
[2:59:43] Voice 2: There indeed were significant changing circumstances,
[2:59:47] Voice 2: primarily that you learned and discovered
[2:59:50] Voice 2: that Rogers had falsified your application.
[2:59:52] Voice 2: And I think it'd be pretty tough for Rogers
[2:59:56] Voice 2: to then hold that May 2022 letter and say, well.
[3:00:00] Voice 2: Well, we have the blessing of ICED.
[3:00:01] Voice 2: By the way, ICED's May 2022 letter has no standing.
[3:00:07] Voice 2: There is nothing in the regulations other than a dispute resolution trigger that allows them to weigh in on this matter.
[3:00:16] Voice 2: And there was no dispute resolution trigger.
[3:00:18] Voice 2: The remaining two items, and I heard the buzzer go.
[3:00:21] Voice 2: The owner of the land that this is being put on is Aani.
[3:00:24] Voice 2: Oni, we believe that the LTC should send Oni a letter threatening enforcement and any kind of legal remedy that is required to stop this.
[3:00:40] Voice 2: Oni on the land, this work is going to go on on land that you have said may not happen.
[3:00:47] Voice 2: So for you to send an enforcement letter to Oni and say, Oni, we're going to hold you responsible, stop what's going on in your land.
[3:00:57] Voice 2: And the last letter that we would suggest go out is actually Gary, Director Holman, would be from the CRD.
[3:01:05] Voice 2: As we mentioned last go-round, there are six to eight foot holes that are only partially covered on this site.
[3:01:11] Voice 2: It is very dangerous.
[3:01:12] Voice 2: We believe that that is a worksite safety issue.
[3:01:16] Voice 2: And so we're recommending that the CRD send an enforcement letter to AUNI and demand that they immediately fill the holes before the end of March.

[3:01:31] Voice 2: steps that we believe might be useful in leading this to the next stage but it doesn't take away
[3:01:36] Voice 2: from the need to go out and get it forward thank you thank you for that and then can

[3:17:02] Voice 3: there are certain reporting requirements to make sure that the work that was funded was done.
[3:17:06] Voice 3: In this case, we're holding the money, so we are accountable for the grant funding, essentially.
[3:17:12] Voice 3: So the request here has been that there be a service contract with Island Pathways in order to move forward just to make sure that Island Pathways will take on a fair bit of work with the credit reporting and ensuring that the work that their invoicing is for has been approved by VC so that we're sure that we're aware that the money is coming to us.
[3:17:43] Voice 3: could pay pathways um the other element of this is that it is a um it is a matching grant so um
[3:17:52] island pathways has received uh in addition to the five thousand dollar grant uh we previously
[3:17:57] gave them a letter of support um however they are holding the fifty thousand dollar
[3:18:01] federal active travel grant which
[3:18:04] Voice 3: can qualify as the matching funds um

[3:42:01] Trustee Patrick: And that's why we're trying to be more accessible and allowing, encouraging families and others to be able to come.
[3:42:09] Trustee Patrick: So I'm worried that this format looks like we're going to have all public information meetings, all community information meetings, only on the afternoon of a weekday.
[3:42:20] Trustee Patrick: And I think on a community of this size, that's a mistake.

[3:43:10] Voice 3: that budget for me maybe you know costly given the projects that we're going into which will

[3:58:55] Voice 12: the LTC conducts their business. And yes, the opportunity to speak is important in governance,
[3:59:01] Voice 12: um but we're really here to be on display and that's why staff are working to to ensure
[3:59:09] Voice 12: transparency is is as high as possible with live streaming and accessibility
[3:59:18] Voice 12: so that that's that's that's these things that we have to keep in mind as we work towards

8.1 Proposed Bylaw No. 530 - Accessory Dwelling Units
Planner Garbo spoke to the Proposed Bylaw No. 530 – the Accessory Dwelling Units project.

In discussion the following items were noted:
There was a question regarding what tools are available to limit the number of
accessory dwellings that could result from draft Bylaw 530. RPM Hutton reported the
LTC does not have a tool such as licensing to set a limit.
A Trustee advised the objective of the project was to find landlords and give them a
path forward for legal options to provide rental housing and to provide options for
existing illegal housing to become legal housing.
It was noted the LTC held one Community Information Meeting on Zoom and there are
many levels of misinformation in the community regarding draft Bylaw 530. Trustees
expressed support for public engagement. It will be important to address minimizing
environmental concerns such as additional driveways and minimizing building footprint.
Staff asked for clarification on public engagement. A Trustee suggested staff provide
communications materials as soon as possible to let the public know what the LTC is
considering.
Planner Garbo advised First Nations expressed concerns that draft Bylaw 530 was too
broad and lacked analysis.
It was noted in September 2022, the LTC requested staff to provide an analysis of
available tools to provide housing that would include “what works and what doesn't
work”.
Staff will bring back an analysis of the September 6, 2022 LTC Resolutions regarding
Bylaw 530 for consideration at the next LTC meeting. This analysis will help the LTC to
decide whether the draft bylaw needs to be revised.
8.2 Discussion on Opportunities for Workforce Housing
Planner Garbo presented a memorandum dated March 3, 2023 to identify potential Official
Community Plan policy sections to be considered, both directly and indirectly affecting
affordable housing policies that support additional housing options on the Salt Spring
Island.
In discussion the following items were noted:
A Trustee advised the existing housing stock is servicing a narrow percentage of society.
Concern was expressed that there are no controls on the upper end of the housing
market. Construction of high-end market housing is booming and rental housing is
being replaced by high-end market housing.
A Trustee advised workforce ownership housing is needed for families to afford to live
on Salt Spring Island and that one way to achieve this would be added zoning that
would facilitate workforce ownership housing that would be managed by a housing
authority.
The Regional Planning Committee is working on updating an LTC housing tool kit and is
expected in May 2023.
The Canada Housing and Mortgage Corporation (CMHC) Housing Supply Challenge
Report for the Southern Gulf Islands is an additional resource on this topic.

8.3 LTC Projects Next Steps
There was discussion regarding the Ganges Village Project and OCP/LUB Review project and
the following items were noted:
Staff reported the OCP/LUB Review project budget was reduced and the scope of the
project needs to be revised.
A Trustee noted the project charters are important to ensure that staff and the LTC are
in alignment and the LTC would like sufficient time to review draft project charters.
Staff advised the LTC has a Special Meeting scheduled on April 28, 2023 for a Strategic
Planning Session.
Staff will provide draft project charters for the Ganges Village Project and OCP/LUB
Review project to the next meeting.
The meeting recessed at 11:15 a.m. for a lunch break and reconvened at 12:02 p.m.
9. TRUSTEE REPORTS
Trustee Patrick presented the following report:
Attended a Financial Planning Committee meeting regarding the 2023/24 draft budget. Trust
Council approved the 2023/24 budget;
Trustee Patrick has been appointed to a Financial Planning Committee Working Group to
develop process for a multi-year corporate plan;
Attended BC Gentle Density Network Infill Housing webinar. A Land Development Economics
for Gentle Density Development webinar will be held on March 29, 2023.
Attended a Saanich Inlet Roundtable meeting;
Attended a Salt Spring Transition Wildfire Resiliency Management workshop on February 27,
2023 regarding forest practices to improve the health of forests and reduce wildfire risk;
Attended a Salt Spring Island Agriculture Alliance Annual General Meeting and food security
workshop. Trustee Patrick advised the LTC met with the agriculture community on a quarterly
basis last term and expressed support to continue to meet regularly;
Attended Trust Council in Nanaimo on March 7-9, 2023;
Attended a Sothern Gulf Islands Forum meeting at MLA Adam Olsen’s office;
The Rural Island Economic Partnership is hosting a housing forum, April 25-27, 2023 on
Gabriola Island. Trustee Patrick will host a panel discussion regarding lessons learned and what
needs to change to facilitate housing on Rural Islands.
Trustee Harris reported he attended Trust Council in Nanaimo on March 7-9, 2023 and noted Trust
Council rescinded the request for tree cutting authority. Trustee Harris toured Ganges Harbour this
week and noted serious concerns in the harbour that need to be addressed.
10. CHAIR'S REPORT
Chair Peterson presented the following report:
Attended a Galiano Island Local Trust Committee meeting;
Attended Trust Council in Nanaimo on March 7-9, 2023. Highlights included approval of the
2023/24 budget, Trust Council will seek a third party independent review of bylaw enforcement
practices; Trust Council appointed a representative to the Department of Fisheries and Oceans

(DFO) Aquaculture Advisory Committee, and the Islands Trust Policy Statement Amendment
project was advanced with a reduced budget that includes a 6-month public engagement
process.
10. CRD DIRECTOR'S REPORT
CRD Director Holman presented the following report:
The CRD Board has approved the 2023 budget that includes a 5.6% increase to the Salt Spring
Island Electoral Area tax base;
BC Transit has increased fees and Salt Spring Island is receiving replacement buses in April
2023;
The Province announced a Growing Communities Fund for Regional Districts, similar to gas tax
funding to address the demands of infrastructure needs;
BC Housing is hosting a Drake Road supportive housing project open house event on March 16,
2023 at 4:00 p.m. at the Lions Hall;
The Ganges Harbourwalk Request for Proposals (RFP) has been issued for detailed designs for
the Harbourwalk project;
Director Holman continues to work with the Dragonfly Affordable Housing project regarding
development of a CRD water utility for the project;
The Nature Conservancy of Canada completed fundraising for the acquisition of a 400-acre
property on Reginald Hill;
The CRD is seeking public input as part of a twenty-year master plan for Portlock Park. The Salt
Spring Island Parks and Recreation Commission is looking into moving the Portlock Park tennis
courts to the Rainbow Road Indoor Pool property and reconfiguring the Portlock Park track to
make room for baseball fields;
The Local Community Commission (LCC) election will be held on May 27, 2023.

14. TOWN HALL AND QUESTIONS
Chair Peterson opened the Town Hall at 12:25 p.m.
Oona McOuat spoke on behalf of Let’s Connect Salt Spring concerning the proposed Rogers
Telecommunication Tower at Channel Ridge. O. McOuat thanked Chair Peterson for his letter to
Rogers Communications, thanked Trustee Patrick for her support and expressed concerns regarding
recent activity at the Channel Ridge site.
Julian Clark spoke on behalf of the Concerned Residents of Canvasback Place concerning the
proposed Rogers Telecommunication Tower at Channel Ridge. J. Clark thanked Chair Peterson for
the recent letter sent to Rogers Communications, expressed concerns regarding recent activity at
the Channel Ridge site and asked the LTC to move forward with a legal injunction. J. Clarke
circulated the following documents to the LTC: a template letter addressed to Rogers
Telecommunications dated March 16, 2023; a template letter addressed to ISED regarding Rogers
Tower Proposal on Channel Ridge; and a template letter addressed to Onni Group. J. Clarke
presented a template letter to CRD Director Holman that is addressed to Onni Group.

That the Salt Spring Island Local Trust Committee request staff to report back on options to respond
to the Rogers CREST decision to continue with development activities on the Channel Ridge site
despite the LTC rescindment of the concurrence decision and in light of the public request for an
injunction, including legal advice as necessary.

Item 16.1.2 - BC Active Transportation Grant was considered following the Town Hall portion of the
meeting.

Planner Caproff presented a staff report dated regarding March 3, 2023 regarding a referral
request for a Commercial General Use Crown Lease in Cowichan Bay.

That the Salt Spring Island Local Trust Committee receive the referral request for a
Commercial General Use Crown Lease application (Referral No. 150628182 - 004), and
direct staff to respond to the referral, indicating that the interests of the Islands Trust are
unaffected by this application.

16.1.1 Galiano Island Local Trust Committee Referral of Draft Bylaw Nos. 283 and 284
A bylaw referral form dated February 7, 2023 regarding Galiano Island Local
Trust Committee Referral of Draft Bylaws No. 283 and 284 was presented.

That the Salt Spring Island Local Trust Committee respond to the Galiano Island
Local Trust Committee Referral of Draft Bylaws No. 283 and 284 that interests
are unaffected although note that the LTC suggest consideration of exempting
Wildfire Resiliency Forest Management Plans.

16.1.2 BC Active Transportation Grant
RPM Hutton presented a staff report dated March 8, 2023 regarding
background information, analysis, and recommendations regarding how to
proceed with support for a successful application to the BC Active
Transportation Grant.

That the Salt Spring Island Local Trust Committee supports community efforts to
complete the Salt Spring Island segment of the Salish Sea Trail, and endorses
Island Pathways’ application to the BC Active Transportation Grants Network
Planning stream to match funds from the recently successful Federal Active
Transportation Network Planning Grant to a maximum of $25,000, provided that
Islands Trust is named as the eligible recipient for the grant.

It was MOVED and SECONDED,
That the Salt Spring Island Local Trust Committee direct that staff will not
disburse grant funds to Islands Pathways until Island Pathways enters into a
service contract for a maximum of $25,000 to prepare a Salish Sea Trail Network
Plan. Details of the contract will require clearer articulation of the services to be
provided, including:
a. Provision of a project charter indicating:
i. The purpose, goal, deliverables, schedule and budget of the
project.
ii. An engagement strategy with the public and other government
stakeholders
iii. A strategy to engage the 13 First Nations on whose traditional
and Treaty territory the project lies.
b. Assurance that no invoice will be paid from the Islands Trust until Island
Pathways has submitted satisfactory reporting to the BC Active
Transportation Grants to enable compensatory disbursement.

16.1.3 Draft Bylaw No. 535 - Freedom of Information and Protection of Privacy Bylaw
RPM Hutton presented a Request for Decision dated March 6, 2023 regarding
the new Freedom of Information and Protection of Privacy Bylaw and Model
Bylaw to bring the bylaws in line with updated legislation.

That the Salt Spring Island Local Trust Committee request staff to organize future Salt
Spring Island Local Trust Committee Regular Business Agendas to place the town hall and
delegation items at the beginning of the agenda, following the call to order; and remove
the public hearing and community information meeting items to a separate agenda, as
necessary to commence in the afternoon on the same day as the Regular Meeting, when
needed.
