[0:05:53] Voice 4: we'd like to begin by acknowledging that the land on which we gather is within the traditional

[0:05:58] Voice 4: territory of the Coast Salish peoples of Qualicum, Tlana'as, Tlayaman peoples. On these lands and

[0:06:06] Voice 4: waters the Islands Trust and the Hoyete Island is located. The Luskegee Island Local Trust Committee

[0:06:12] Voice 4: is committed to reconciliation and the acknowledgement of Indigenous place and history.

[0:11:19] Voice 10: uh in front of us today uh if the local trust committee approves it we'll then go to the

[0:11:25] Voice 10: executive committee and then uh finally next week it will go to a special meeting of trust council

[0:11:32] Voice 10: who is the actual approving body for protocol agreements this is the first um new protocol

[0:11:39] Voice 10: call agreement in many years between islands trust and first nation so i think this is this is great

[0:11:45] Voice 10: and in terms of the local trust committee this is also good news because we did delay our ocp

[0:11:51] Voice 10: project quite some time in an effort to establish a relationship with nanas

[0:11:58] Voice 10: who have some concerns about some of the content in our ocp so this will finally mean that we're

[0:12:04] Voice 10: going to we're going to establish a working group with them we'll be able to sit down and talk about

[0:12:09] Voice 10: their concerns so this is a really positive step um forward in lots of ways very happy about that

[0:12:16] Voice 10: um i think that i'll leave the talus part till we get there uh i think in terms of well i guess

[0:12:30] Voice 10: the other thing to mention uh for people that are joining us online or watching the recording later

[0:12:35] Voice 10: is we're doing a little beta testing on an audio system

[0:14:11] Voice 4: the rural islands economic partnership forum is happening april 25th and 27th to 27th on gayro

[0:14:20] Voice 4: island um and there's going to be a housing focused panel there um focused on rural uh

[0:14:27] Voice 4: island housing solutions so i'm really excited to be part of that forum um another housing focused

[0:14:33] Voice 4: uh forum is the housing summit that the union of bc municipalities is um is convening in early

[0:14:44] Voice 4: April and executive committee has put forward five spots so we're going to be sending some

[0:14:53] Voice 4: trustees to that and I believe the Liskiti or I'm sorry Salt Spring Island trustee is also sending

[0:15:01] Voice 4: a trustee there so we really want to have a voice at the UBCM table to ensure that the rural

[0:15:07] Voice 4: islands are considered in housing solutions so as the province is gearing towards helping

[0:15:14] Voice 4: municipalities meet their targets for housing we want to make sure that there's tailored solutions

[0:15:20] Voice 4: for um for the audience as well so that's about all i have to report um it's been a busy time

[0:15:29] Voice 4: we just finished trust council wrapped up three days march 6th 7th and 8th and uh passed a budget

[0:15:36] Voice 4: which i'm sure those of you who follow island's trust business would have received a mail out

[0:15:40] Voice 4: and um there is a 2.05 tax percent tax increase um and i know that financial planning committee

[0:15:52] Voice 4: worked very hard to keep everything um malleable and uh and still get the work done that we need

[0:15:58] Voice 4: need to do at the honours trust so it was um it was a good meeting i well tim you were there it

[0:16:06] Voice 4: was it was fun it was good to meet in person and i think as this um group of trustees learns to

[0:16:13] Voice 4: work together and we're bringing all of our perspectives from the different islands um we've

[0:16:18] Voice 4: decided that meeting in person is really important for the first year so this is all the advice of

[0:16:23] Voice 4: some trustees who've been around a long time so we want to really restore the fabric of

[0:16:27] Voice 4: of collaborative working together.

[0:16:30] Voice 4: So that's about it for me.

[0:16:50] Voice 1: The regional district adopted its budget

[0:16:53] Voice 1: like the Honest Trust did, we did ours.

[0:16:55] Voice 1: we were able to finalize ours in February it was a tough year for the budget just because of high

[0:17:00] Voice 1: inflation and other issues one of the items the most changes are for our fire department which

[0:17:06] Voice 1: is actually our biggest regional service so the fire department is approximately half of all the

[0:17:11] Voice 1: service we get from the regional district we the the regional board adopted a new honorarium policy

[0:17:17] Voice 1: for the fire departments for all the fire departments for regional fire departments so

[0:17:22] Voice 1: So that will be rolled out this year. And it's actually increases some of the honorarium stipends for first responders and firefighters.

[0:17:31] Voice 1: We the regional district is partnering with Pete's Lake Water User Society.

[0:17:36] Voice 1: So for some water tanks downtown and that worked really well.

[0:17:40] Voice 1: Pete's Lake approached the regional district offering a cost sharing about 50 50 for some water tanks.

[0:17:47] Voice 1: And that received support of the regional district through our fire department service.

[0:17:51] Voice 1: service so that'll be a couple tanks uh right near to the judith fisher center there which will help

[0:17:56] Voice 1: improve safety especially in the dry season if pete's lake is low the regional district was

[0:18:02] Voice 1: successful in obtaining a community emergency funding from the udcm community emergency

[0:18:09] Voice 1: preparation fund of about twenty eight thousand dollars for for some fire equipment and portable

[0:18:14] Voice 1: generators that's great because that adds on you know that's dollars we don't have to tax for

[0:18:19] Voice 1: last week we had our meeting uh the regional district and local trust committee meeting which

[0:18:24] Voice 1: was really good we the meeting was uh kind of intense and uh about an hour and a half and we

[0:18:30] Voice 1: talked about a lot of issues which was good uh and the recently i guess it was the last last month

[0:18:37] Voice 1: the board the regional board adopted a new code of conduct policy so you know there's been more

[0:18:41] Voice 1: and more discussion about that we had a code of conduct policy a board code of conduct and it

[0:18:47] Voice 1: It wasn't great.

[0:18:48] Voice 1: It was not bad.

[0:18:49] Voice 1: It was a good start.

[0:18:50] Voice 1: But, you know, now with experience, you use it and then you realize you need to review it.

[0:18:54] Voice 1: So we reviewed, did a full review, did a big expansion.

[0:18:57] Voice 1: And it's going to be finalized coming up following legal review.

[0:19:01] Voice 1: So we've basically endorsed it in principle.

[0:19:04] Voice 1: And, you know, regarding TELUS, I continue to hear from people who experience chronic or new issues.

[0:19:09] Voice 1: So I really look forward to seeing what the decision and the discussion is on that topic.

[0:21:51] Voice 13: the island's trust money however you can see for yourself that after today's meeting um the ltc

[0:21:59] Voice 13: meeting expenses will be almost double what was budgeted and not as much lower than it would have

[0:22:06] Voice 13: been if the November LTC meeting had not been cancelled. So I'd like to ask the LTC to reinstate

[0:22:15] Voice 13: this on-island job but I also observe that in your latest budget that was just passed that you

[0:22:22] Voice 13: mentioned it included a million dollars for new staff positions and I understand one of them will

[0:22:29] Voice 13: we'll eliminate contract minute takers completely.

[0:22:32] Voice 13: So I don't know how realistic it is

[0:22:35] Voice 13: to ask you to reinstate an online job, but there it is.

[0:24:16] Voice 4: media facilitation is the main bulk of the job that work is already being covered by the trust

[2:06:37] Voice 4: a 2008 document and the Lyakson First Nation is 2000. So this would be the third protocol

[2:06:44] Voice 4: agreement with a First Nation that the Islands Trust Council would have on behalf of the

[2:06:50] Voice 4: local trust committee, but the first for the Ski. So staff with assistance from legal

[2:06:57] Voice 4: Council have negotiated the draft agreement for Trust Council's consideration and SNNAS has

[2:07:03] Voice 4: indicated their interest in the agreement primarily as it relates to Liskety Island

[2:07:09] Voice 4: Local Trust Committee and the Islands Trust Council. It could be amended in the future to

[2:07:14] Voice 4: include other local trust committees but that's not being considered at this time. The most

[2:07:19] Voice 4: important piece of this is that SNNAS First Nations Chief and Council have reviewed this

[2:07:24] Voice 4: draft agreement march 15th of this year and requested that the island stress make an effort

[2:07:31] Voice 4: to have the agreement negotiations concluded and approved by trust council by the end of this month

[2:07:36] Voice 4: so it's very time sensitive it would not take effect until it's been approved by the minister

[2:07:41] Voice 4: of municipal affairs however so after the agreements in effect staff will prompt trust

[2:07:47] Voice 4: councils to appoint a working group and appoint the working group members and organize meetings

[2:07:53] Voice 4: for 2023 and book into 2024 as part of the committee meeting booking process so we would

[2:21:16] Voice 10: of some kind of preferential um requests so we just might want to think about how to do that
