[0:01:51] Voice 3: Cottingham. So thank you everybody. I'd like to acknowledge that we are meeting today on the

[0:01:56] Voice 3: unceded and ancestral territories of many Coast Salish people and this area, Steyis, is now known

[0:02:04] Voice 3: as South Pender Island, has been home to Central Coast Salish people since time immemorial.

[0:02:09] Voice 3: And before we get started with our regular business, I just want to take a moment and

[0:02:15] Voice 3: acknowledge that today is the day to mark and remember um the many missing and murdered

[0:02:24] Voice 3: Indigenous women and uh so we're just going to take a moment of of silence if that's okay with

[0:02:31] Voice 3: everybody May 5th and just um yeah our thoughts are with the families who are left behind and

[0:02:38] Voice 3: and the many communities who've been devastated by loss so

[0:02:42] Voice 6: in seconds here thank you everyone

[0:03:34] Voice 3: there isn't a family that hasn't been touched by loss and but there's a significant

[0:03:39] Voice 3: number of people who are still continuing to experience losses because of colonization so

[0:03:52] Voice 3: developing good relationships with first nations people and doing everything in a good way so

[0:03:58] Voice 3: part of that to me is acknowledging that our history has not been right and what we need to

[0:04:06] Voice 3: do better so uh calling to order this meeting uh may 5th we have an agenda before us do we

[0:05:10] Trustee Elliott (probable): Sure, I'll go first.

[0:05:14] Trustee Elliott (probable): So the Finance Committee and the Trust Programs Committee haven't had any regular meetings since our last special meeting.

[0:05:22] Trustee Elliott (probable): There was a special finance meeting call to go over the strategic planning process of which I'm part of.

[0:05:29] Trustee Elliott (probable): of um within with regards to the strategic planning process that's in the works we've got

[0:05:34] Trustee Elliott (probable): a skeleton process um draft currently that's being reviewed by other committees that's in

[0:05:40] Trustee Elliott (probable): front of the governance committee right now and also um certain elements of that have gone up to

[0:05:46] Trustee Elliott (probable): the executive committee um so one item that's that's come out of that outside of the actual

[0:05:54] Trustee Elliott (probable): strategic planning process is the need for clear vision mission value statements and i just wanted

[0:06:00] Trustee Elliott (probable): to say that south pender actually has one of the closest vision statements out of all of the

[0:06:07] Trustee Elliott (probable): islands we actually have a statement versus um a page oh really yeah so at our the the our current

[0:06:14] Trustee Elliott (probable): visions uh statement says our south pender community is committed to preserve the rural

[0:06:21] Trustee Elliott (probable): nature and natural diversity of our island environment for future generations could you

[0:07:44] Voice 14: Great. All right. I haven't got a lot, but I attended a meeting, a webinar about watersheds

[0:07:54] Voice 14: for electro officials across BC, which was interesting and it touched on a lot of different

[0:08:00] Voice 14: topics, environment, forestry management, water protection, all of those kinds of things.

[0:08:07] Voice 14: So it's interesting to hear from other districts and regional districts and what they're doing

[0:08:10] Voice 14: as well. But nothing has come of it in terms of any decisions or anything concrete. I'm just

[0:08:21] Voice 14: interested in keeping my ears open to what's going on out there. And of course, and I did

[0:08:28] Voice 14: bring this up at that meeting, is that on the Gulf Islands, we are sort of the canary in the

[0:08:33] Voice 14: the gold and the coal mine gold mine um with that you know because our watersheds are smaller than

[0:08:41] Voice 14: watersheds on the main line you know so there's much it's more important to protect the watersheds

[0:08:46] Voice 14: because we only have small ones and all of our wells are serviced by that right so any little

[0:08:53] Voice 14: thing that changes can have a bigger effect i think than say in vancouver where the watersheds

[0:08:58] Voice 14: are way up in the mountains right and so there's more it's more forgiving there and so i think that

[0:09:04] Voice 14: we have the opportunity of learning and being ahead of the curve on this because we have to

[0:09:09] Voice 14: learn um i want to thank kim for uh the the last the work that was done in this uh agenda package

[0:09:20] Voice 14: and uh i i'm assuming it was you and maybe others but you you did the jurisdictional descriptions

[0:09:27] Voice 14: descriptions for all of our different items that we went through and that was brought up last

[0:09:32] Voice 14: special meeting we had is that you know what do we have authority over and what don't we have

[0:09:37] Voice 14: authority over and where is it a mixed authority you know

[0:09:41] Voice 14: thing and you did a very good job of that

[0:09:43] Voice 14: and I'm very pleased to see it so thank you thank you I'm thinking about email lists one of the

[0:09:52] Voice 14: things I think we are a little behind on certainly from my likes is I wish we had a better way of

[0:09:57] Voice 14: reaching you i really wish we had just one place to go everybody knows when there's a meeting when

[0:10:03] Voice 14: there's something going on uh announcements uh you know that come up and that sort of thing so i'm

[0:10:09] Voice 14: hoping that we can find a way to get an email list going i don't know if that's going to be

[0:10:14] Voice 14: palatable to everyone we don't have to discuss it now but i just want to let you know that that's

[0:10:18] Voice 14: what i'm thinking that we can at least start with something like that and that's a little bit

[0:10:23] Voice 14: complicated because of the just laws around privacy so when you get if we get there if you

[0:10:30] Voice 14: get an email saying would you sign up would you agree to sign up for this email list then it's

[0:10:37] Voice 14: important that if you do you will be on it but if you don't we cannot contact you again so just keep

[0:10:44] Voice 14: that in mind so hopefully when that comes soon

[0:10:52] Voice 14: the pender post and I will try to write something this time I've been neglectful in doing that

[0:11:28] Voice 14: so and they don't have anybody from south pender and there's two seats open right now and they

[0:11:32] Voice 14: would like at least one of those seats to be filled by south penderism

[0:11:38] Voice 14: that and uh apparently in the may uh pender post there's a write-up about that if you want the

[0:11:51] Trustee Elliott (probable): another another way that we could go about it is we've got the we've got the phone book and

[0:12:03] Trustee Elliott (probable): one-on-one basis because i know that we have um i know i've got access to a lot of people's emails

[0:13:09] Voice 17: maybe want something more personal um but i just wanted to fight that as an option if

[0:13:15] Voice 9: um write communications to go out through that email list then we

[0:13:19] Trustee Elliott (probable): could use it but what we can't

[0:13:21] Trustee Elliott (probable): see is who's on that list and who's not right and it's likely quite out of date because even over

[0:13:27] Trustee Elliott (probable): the past couple of years there's been a lot of people moving onto the island and off the island

[0:13:31] Trustee Elliott (probable): right so how do we is there a way that we can look at that list to update it i

[0:13:38] Voice 17: to see how many people we have on that list and i can take a look at it and work with her on that

[0:13:43] Voice 17: i can report back okay i don't believe the lt's or trustees can see the list due to the email

[0:13:49] Voice 17: i'm sure email addresses are protected by the um the private privacy um they

[0:13:57] Voice 9: names if there's a list of names you can go through the name that's true yeah i'll see

[0:14:08] Trustee Elliott (probable): identify who's not on that list or who shouldn't be on that list

[0:14:14] Voice 9: list because i'm quite sure there's a lot of people that aren't on there do you need a resolution

[0:14:24] Trustee Elliott (probable): just going to clarify because I was just sitting here thinking maybe not everybody

[0:14:29] Trustee Elliott (probable): understands what a strategic planning process is so I'm not sure if there's anyone in the room

[0:14:34] Trustee Elliott (probable): that doesn't fully understand what we're trying to do at the council with that

[0:14:38] Voice 6: but the strategic

[0:14:40] Trustee Elliott (probable): planning process is a means to look at any work that's going to cost either dollars or staff hours

[0:14:46] Trustee Elliott (probable): and run it through a process to look at the um the health of that program or that project

[0:14:54] Trustee Elliott (probable): so it's um it would be for like um like the goals that are set for the direction of the trust

[0:15:02] Trustee Elliott (probable): council the projects that flow out of that of those goal lists to achieve those goals

[0:15:08] Trustee Elliott (probable): and run um run various analyses on them to make sure that they're doable that they have a timeline

[0:15:15] Trustee Elliott (probable): line that there is a reporting mechanism on them and a way to um to judge whether or not they've

[0:15:24] Trustee Elliott (probable): been successful in their completion once done because otherwise if we don't have that mechanism

[0:15:28] Trustee Elliott (probable): there's a lot of scope creep that comes in whereby it's like oh this is a good idea i think we should

[0:15:33] Trustee Elliott (probable): head off in this slight direction it's just a small add-on but if you do lots of small add-ons

[0:15:38] Trustee Elliott (probable): over time it costs an awful lot of money and the project never ends this is just a great way to be

[0:15:43] Trustee Elliott (probable): be responsible with the money and the hours that are being used from staff so that there is a

[0:15:49] Trustee Elliott (probable): little bit more clarity in how the money is being spent and where it's being successful so it'll be

[0:15:55] Voice 16: like a fixed template once it's done that every project will meet these criteria before they go

[0:16:00] Voice 16: forward

[0:16:00] Trustee Elliott (probable): it's it's a it's a way of it's a work in progress it's a

[0:16:05] Voice 15: work in progress for sure it's

[0:16:07] Trustee Elliott (probable): like i said it's just right now it's at the skeleton draft stage but should that come to be

[0:16:12] Trustee Elliott (probable): then a project that comes forward we look at how much money we've got available how much staff

[0:16:19] Trustee Elliott (probable): hours we have available and then we can say okay it'll fit in or it won't fit in if it doesn't fit

[0:16:25] Trustee Elliott (probable): in then something has to something of less priority has to come off that list in order to

[0:16:30] Trustee Elliott (probable): fit this on so that instead of having so

[0:16:34] Voice 3: can we just um where can we follow the work so rather

[0:16:37] Voice 3: than explaining the full work here um what committee is undertaking that would be helpful

[0:16:43] Trustee Elliott (probable): the finance committee it's a subcommittee that i'm on yeah

[0:16:48] Voice 3: process is still owned by the executive committee what's being worked on is a corporate plan through

[0:16:54] Voice 3: governance i think is delegated to financial planning they're not doing it

[0:16:59] Voice 3: nothing to do with the corporate plan

[0:16:59] Trustee Elliott (probable): okay but it's still swayed in progress yeah and

[0:17:13] Voice 3: a little bit before.

[0:17:17] Voice 3: So, yeah, anything else from trustees to report out?

[0:17:21] Voice 3: So it's been a busy month in terms of conferences.

[0:17:24] Voice 3: I was really pleased to see several CRD directors and a few trustees at the Rural Islands Economic Partnership Forum, which was on Gabriela Island, and I was able to attend late April.

[0:17:43] Voice 3: And it's the first time that the group or the members have been able to gather in person since COVID.

[0:17:49] Voice 3: did this was kicked off originally through i think the secretariat function of the islands trust and

[0:17:55] Voice 3: the economic rural islands economic partnership is um formed into a wonderful forum where we're

[0:18:02] Voice 3: really discussing all the issues that we have in common um not just island well it is just islands

[0:18:08] Voice 3: but were there a few coastal communities there as well

[0:18:11] Voice 3: okay it just is the islands yeah so that's

[0:18:14] Voice 3: sort of been more focused in the north i know the southern gulf islands has

[0:18:17] Voice 3: um a bit of a different focus but yeah paul or you might want to give us an update from your

[0:18:25] Voice 3: perspective okay

[0:18:27] Voice 8: over to me then if

[0:18:28] Voice 3: you would like i'm interested to know your impressions

[0:18:31] Voice 3: actually okay

[0:18:32] Voice 8: so uh from a crd perspective and from this director's perspective my number one

[0:18:37] Voice 8: focus is housing and that rural islands economic partnership forum tended to be it had a number of

[0:18:46] Voice 8: about areas of focus one was reconciliation another one was uh how do we improve the economy

[0:18:55] Voice 8: another one was housing and and how do we you know maximize what we do um to benefit the

[0:19:02] Voice 8: environment and the economy and it all ended up being about housing or 80 percent of it

[0:19:06] Voice 8: what is about housing and that from my very simplistic point of view it's all about housing

[0:19:13] Voice 8: it's the number one need on our islands not only the southern gulf islands um but it appears

[0:19:19] Voice 8: islands everywhere and we're from my perspective gutting our demographics by uh not providing for

[0:19:26] Voice 8: younger people or people in the in the you know bottom quartile of the economic run and um yeah

[0:19:34] Voice 8: i think we're in deep deep uh doo-doo i think uh government uh between the islands trust the crd

[0:19:42] Voice 8: the province or building inspection island health have really not worked together well at all

[0:19:48] Voice 8: no one no single fault but it's a mess and so we're going to have to do a lot of work

[0:19:55] Voice 8: to fix that and so yes i'm obsessive about housing and that's my report pretty much

[0:20:02] Voice 3: i did toss it to you a little precipitously sorry i wasn't wasn't leading to but it was

[0:20:08] Voice 3: great to see you there and uh and jam on ideas with everybody who's facing the same issues whether

[0:20:14] Voice 3: they're in the islands trust or not we all have similar sort of demographic shifts that are

[0:20:19] Voice 3: happening so the big conversation has been around housing and this month um well if you're following

[0:20:26] Voice 3: last month as well the province um it's homes for people program which is not yet legislation

[0:20:32] Voice 3: The Islands Trust is not quite sure how we fit into that. But basically, the province and the federal government have committed to $4 billion over the next four years, partnering with local governments across Canada. If you have an action plan on housing, we're going to, you know, fund that.

[0:20:51] Voice 3: that and so right now there's several ltcs that are working on housing strategies if they've been

[0:20:57] Voice 3: already working on housing options as a large project then some of them are in a position to

[0:21:03] Voice 3: have a strategy together to be able to access that fund so the housing accelerator fund is what

[0:21:08] Voice 3: it's called through cmhc and there is that thank you for printing that out trustee evans um there's

[0:21:16] Voice 3: been some information circulated if you go on the cmhcu website you can find that and there is a

[0:21:22] Voice 3: tension there because when we talk about housing and accelerating the construction or the building

[0:21:29] Voice 3: of housing many people in rural communities we get like oh we don't want more building or growth

[0:21:34] Voice 3: right anything that pushes growth is it's not necessarily a good thing um but what's really

[0:21:40] Voice 3: really interesting it's back to what you were saying about watersheds is that the argument

[0:21:46] Voice 3: can be made that watersheds on islands are essentially infrastructure and the provincial

[0:21:51] Voice 3: government is investing in infrastructure and so watershed mapping and analysis could

[0:21:58] Voice 3: be a potential project or an initiative because you need to do that analysis in order to determine

[0:22:03] Voice 3: where to put additional densification or units or where where the land can handle it so when

[0:22:10] Voice 3: we're looking at housing through the lens of islands trust and protecting the environment and

[0:22:15] Voice 3: the unique amenities we have here it's what are those lenses that are needed in order to address

[0:22:22] Voice 3: the housing shortages and those can actually be part of your housing action plan so we've got

[0:22:28] Voice 3: staff that are working really hard on what is the appropriate island approach for us to potentially

[0:22:35] Voice 3: apply for this funding unfortunately there's only one intake window in the summertime

[0:22:40] Voice 3: and so there's a few LTCs that are scrambling so I've been working on my on Gabriela on this front

[0:22:46] Voice 3: for for quite a long time and there's there's potential but we're also not ready so this

[0:22:53] Voice 3: actually points to the need of if your community decides to do a project on housing you could put

[0:22:59] Voice 3: yourself in a position to have a housing action plan so when the province is ready to give money

[0:23:05] Voice 3: and say we want to fund when when you're ready your communities actually um had that conversation

[0:23:12] Voice 3: so that's that seems to be the partnership piece that's needed so i was at the um

[0:23:17] Voice 3: ubcm housing summit at the very end i'll come back right back to you i'm just gonna go because i'm

[0:23:22] Voice 3: gonna forget what i'm gonna say we'll come back to you so the housing summit at the very beginning

[0:23:26] Voice 3: of april then avicc um in nanaimo was on the 13th 14th 15th and 16th that's the association of

[0:23:35] Voice 3: vancouver island coastal communities probably the biggest topic there was also housing but

[0:23:40] Voice 3: climate change and how to address climate change from a regional perspective that i'm on the

[0:23:45] Voice 3: steering committee of i'm going to forget it vic clip vicc clp is community climate learning

[0:23:54] Voice 3: partnership. And I can give you some more information on that because it's really a

[0:23:58] Voice 3: regional effort to bring all the stakeholders together to share information about how we can

[0:24:02] Voice 3: address climate change. So that was a big piece at AVICC. There was also a wonderful speaker there

[0:24:09] Voice 3: from the Ministry of Municipal Affairs, Brent Mueller. And I think he's on the draft for our

[0:24:16] Voice 3: Trust Council, our upcoming Trust Council in June, to speak to Trust Council and do a special

[0:24:22] Voice 3: presentation on reconciliation and local governments what does that look like so

[0:24:27] Voice 3: brent muller's been working in this space uh in mur ministry of indigenous something

[0:25:18] Voice 8: given to the regional districts and it's not to be deployed directly to rural areas it's to follow

[0:25:24] Voice 8: regional priorities so that doesn't sound really good regional priorities of the CRD tend to be

[0:25:30] Voice 8: focused on the peninsula and then what's really great is obviously we've got housing we got

[0:25:36] Voice 8: plum tree court here that's looking to expand we've got housing initiative over on main island

[0:25:42] Voice 8: with 10 units that's ready to rock and roll same on galliano with 20 units but there are

[0:25:48] Voice 8: restrictions and those restrictions say sorry you can't give those funds to anything other than a crd

[0:25:55] Voice 8: owned um facility or piece of infrastructure but we don't own we don't own those housing projects

[0:26:03] Voice 8: projects on the island they're done by Islanders which is the way we roll on islands

[0:26:09] Voice 8: consequently we're in we're in a bind here so we have access to money but we really don't have

[0:26:16] Voice 8: access to money and so this is what we face all over with respect to the issues on our island

[0:51:06] Voice 8: which has created real problems and has real impacts in respect of both timing how long it

[0:51:11] Voice 8: takes to get a permit approved and then go through the process which has impacts on on um

[0:51:20] Voice 8: You know, whether people can get mortgages in a reasonable amount of time, if businesses

[0:51:24] Voice 8: can actually operate within the window they expect to, they make an investment and they

[0:51:30] Voice 8: anticipate to be open in the summertime and they find out that, oh my gosh, there's all

[0:51:35] Voice 8: of these processes they have to go through.

[0:51:37] Voice 8: The building inspector comes once every five months, doesn't return the calls.

[0:51:41] Voice 8: It's been a real drag on our economy and it's been very stressful for a lot of people.

[0:51:46] Voice 8: and so there is a regime on denman and hornby whereby you do not need to um have building

[0:51:56] Voice 8: inspection crd has building inspection as a result of having passed the bylaw that says we will do

[0:52:02] Voice 8: building inspection on behalf of the products and they don't have that on denman and hornby

[0:52:09] Voice 8: all they have on denman and

[0:52:11] Voice 8: hornby is one goes to the local trust committee and says

[0:52:14] Voice 8: says, hi, here is a picture of the lot I'm intending to develop on. This is the use,

[0:52:21] Voice 8: whether it's residential, commercial, whatever. And here's where I intend to site it. So it's

[0:52:27] Voice 8: siting and use. And the local trust committee either passes it or doesn't pass it by

[0:52:32] Voice 8: recommendation of staff. So that's the simplest point of view. So people then go, oh my God,

[0:52:39] Voice 8: have you ever been to R&B in Denman? Because it's like no man's land there in terms of

[0:52:44] Voice 8: funky housing and but there's also some very nice housing issues with siting and use or not having

[0:52:51] Voice 8: a building inspection is there's impacts on the potential to finance your home there's impacts on

[0:52:57] Voice 8: being able to insure your home and the like what happens is engineers generally come along and say

[0:53:05] Voice 8: i'm signing off on this it meets the bc building code they are the ones that take the risk if

[0:53:11] Voice 8: if there's anything funky going on.

[0:53:12] Voice 8: And so people point out,

[0:53:14] Voice 8: including your director to the CRD building inspectors,

[0:53:18] Voice 8: this is what you do on our islands.

[0:53:22] Voice 8: You go in and you say,

[0:53:23] Voice 8: well, you have to engineer the foundation.

[0:53:25] Voice 8: You have to engineer the framing.

[0:53:27] Voice 8: You have to engineer the envelope.

[0:53:29] Voice 8: You have to engineer, you have to get a geotech in.

[0:53:31] Voice 8: You have to engineer your roof.

[0:53:32] Voice 8: You have to engineer everything.

[0:53:34] Voice 8: And so people are going, well, what's the point?

[0:53:40] Voice 8: good and bad um if we were to apply it to the southern gulf islands um we undoubtedly get some

[0:53:47] Voice 8: funky housing going on that doesn't meet the building code but there are elements of the

[0:53:52] Voice 8: building code that are actually an ass so um there's some tension there but what sighting

[0:53:59] Voice 8: and use has been very effective at is drawing attention to the crd building inspectors in that

[0:54:04] Voice 8: department that people are fundamentally very very unhappy and so they're looking at alternatives to

[0:54:11] Voice 8: you guys so it really depends as far as i'm concerned i'm very outspoken by the way in

[0:54:17] Voice 8: case you haven't figured it out um either crd building inspection smartens up now they have

[0:54:23] Voice 8: had to hire some additional people they were down 40 because people don't want to work anymore

[0:54:28] Voice 8: more but now we're staffed up and so there's been a very distinct message provided building

[0:54:35] Voice 8: inspection you're about customer service you're not a regulator anymore you are about helping

[0:54:41] Voice 8: people get through the bc building code in the most effective cost effective way possible so

[0:54:50] Voice 8: a cultural shift and if that culture shifts that's great the culture doesn't shift i think

[0:54:55] Voice 8: uh local trust committee should start to consider citing in use i'm biased because i think housing

[0:55:09] Voice 8: in order to provide affordable housing and i'm also working that in a legitimate way by the way

[2:42:07] Trustee Elliott (probable): fact that our islands are to be here for the enjoyment of BC as a whole means that people

[2:42:15] Trustee Elliott (probable): coming to the islands have to have a place to stay because as we know, you get off the ferry,

[2:42:19] Trustee Elliott (probable): you've got a couple of hours, and then you have to get off the island because you have nowhere to

[2:42:23] Trustee Elliott (probable): stay. And a lot of people won't come for just two or three hours for a visit to an island. So there

[2:42:30] Trustee Elliott (probable): There are so many things to take into consideration when it comes to STVRs.

[2:42:33] Trustee Elliott (probable): It's not a straight and cut.

[2:42:36] Trustee Elliott (probable): And I've been reading various reports on like Toronto and major cities where they say that

[2:42:42] Trustee Elliott (probable): when they put a moratorium on STVRs, shockingly, the long-term rentals did not increase.

[2:42:51] Trustee Elliott (probable): There was no measurable difference in the long-term rental availability.

[2:42:59] Trustee Elliott (probable): not to say that they're not a problem exactly so they're they're they're they're it's a much

[2:43:06] Trustee Elliott (probable): bigger picture much bigger conversation and so far I don't know that anyone's actually found

[2:43:14] Trustee Elliott (probable): a solution so

[2:43:16] Voice 3: the UBCM has published a paper on on STVRs and there's different approaches being

[2:43:22] Voice 3: tried from what I understand in different communities depending on the pressure

[2:43:25] Voice 3: Vancouver has a far larger problem and at the UBCM housing summit um they did a so the planners

[2:43:33] Voice 3: from Vancouver did a um a presentation on their approach which is um well they're licensing them

[2:43:41] Voice 3: but there really is no follow-up on um conforming to the license and so there's still issues with

[2:43:48] Voice 3: you know

[2:43:49] Voice 3: well there was just a fire in Montreal and I think seven people died in an illegal SDVR

[2:43:54] Voice 3: are so not saying that they're not a problem and there's some

[2:43:58] Voice 3: but there's something that does need

[2:43:59] Voice 3: to be addressed by your local government in the way that's going to be appropriate so it is on

[2:44:04] Voice 3: the potential projects list um but that's a really good point that it is under discussion that the

[2:44:11] Voice 3: province is trying to do you have anything that you'd like us to be looking at or what's the

[2:44:18] Voice 3: the what's your

[2:44:19] Voice 3: request or concern?

[2:44:21] Voice 12: The third I guess is I live on Castle Road in Strata. There's

[2:44:28] Voice 12: been a lot of controversy recently, whether you've heard

[2:44:31] Voice 12: it or not, but it's been upsetting. And there's no clear

[2:44:37] Voice 12: solution to the problem of TUP applications, which you dealt

[2:44:42] Voice 12: with last time. So I'm trying, I'm just trying to educate

[2:44:45] Voice 12: educate myself by coming to this and otherwise about as people are falling on either side of

[2:44:52] Voice 12: the fence and that's really doesn't help things in a small community um so the short term there's

[2:45:01] Voice 12: a problem that could be a potential problem but then as you're saying well there's benefits to

[2:45:07] Voice 12: that as well um but what so right now you folks have final say on tups um which is great um there

[2:45:20] Voice 12: seems to be some community concern that maybe that won't stay that way or that's not good enough

[2:45:25] Voice 12: so there's we're gonna some folks on the street want to put through a bylaw for the strata for

[2:45:35] Voice 12: for TUPs or STVRs, and that's causing another problem.

[2:45:41] Voice 12: I'm surprised.

[2:45:46] Voice 12: So which way, and one person mentioned

[2:45:49] Voice 12: that they felt the way it's working now,

[2:45:53] Voice 12: with you folks being able to turn them down

[2:45:55] Voice 12: if it immediately was okay,

[2:45:58] Voice 12: and maybe we need to strengthen that idea,

[2:46:00] Voice 12: in or but just it feels it's um you call um dividing the community that we're feeling some

[2:46:11] Voice 12: people feel they need to do it within the community they want community control or strata

[2:46:25] Voice 12: And trying to come to some resolution and clarity around what to do so that people on both sides can sort of calm down and feel like their needs are being addressed or that it's safe to leave it with you folks rather than feeling like we want to take control or within the strata itself.

[2:46:45] Voice 12: And I don't, I'm not personally comfortable with that idea, but I'm okay with an upper level doing it as long as they continue to do it and listen to community input when individuals are applying for it.

[2:46:58] Voice 3: I just ask a question before, just for clarification, I mean, we, the LTC doesn't delegate zoning designation or zoning to Estrada.

[2:48:39] Trustee Elliott (probable): So the bylaw was not retroactively applied to any pre-existing STBRs.

[2:48:49] Trustee Elliott (probable): Correct, so that's the terminology that's used.

[2:48:53] Trustee Elliott (probable): um so they have a partial exemption there are conditions attached to it

[2:49:01] Trustee Elliott (probable): so those conditions are that it has to remain and operating and there there are some guidelines

[2:49:08] Trustee Elliott (probable): surrounding that's how it has to remain uh consistently operating otherwise they lose

[2:49:13] Trustee Elliott (probable): that status and then they have to apply for tup as well so there there there's there is

[2:49:20] Trustee Elliott (probable): that condition attached um so conversations that i've i've been hearing regarding stdrs

[2:49:29] Trustee Elliott (probable): the way that the bylaw is currently written is perhaps adding an additional condition to the

[2:49:34] Trustee Elliott (probable): std and this is this is just community conversation this is not your ltc speaking

[2:49:40] Trustee Elliott (probable): but it would be like adding in that if you for any new tup coming forward regarding an stdr

[2:49:47] Trustee Elliott (probable): Europe that you have to be a permanent resident on South Pendant not necessarily within the same

[2:49:54] Trustee Elliott (probable): property but you have to be on the island to have a better chance of getting the permit

[2:50:02] Trustee Elliott (probable): to help alleviate some of the concerns from neighbours. Like I said there's lots of

[2:50:09] Trustee Elliott (probable): conversations floating around and this is going to be part of should this particular topic move

[2:50:14] Trustee Elliott (probable): forward as a work program then then we would have the bigger in-depth conversations as to

[2:50:20] Trustee Elliott (probable): what it could look like what changes um could be brought in to strengthen or soften what the

[2:50:27] Trustee Elliott (probable): current bible says so i'll

[2:50:30] Voice 3: i'll forward to you for information there's a report from ubcm um

[2:50:35] Voice 3: of the joint ubcm province advisory group on short-term rentals and you can send that out

[2:50:42] Voice 3: to community if you want June 2021 so this is something that is being actively worked on so we

[2:50:49] Voice 3: are members of UBCM there's that larger process giving advice on exactly those questions so we

[2:50:56] Voice 3: don't necessarily need to battle it out with our neighbors I don't think that's ever going to help

[2:51:03] Voice 3: a small community we need to have good policies that are clearly understood and so I think a lot

[2:51:10] Voice 3: of the research is being done on the impacts and potential economic benefits how that's applied in

[2:51:16] Voice 3: your local community is definitely up to your local decision makers not the strata council

[2:51:21] Voice 3: because that's land use planning that

[2:51:23] Voice 12: would be wonderful just my sense well also because i'm

[2:51:27] Voice 12: on and off island um it's just ignorance um of all the realities so the more information that

[2:51:38] Voice 12: was available whether people choose to read it or not would be useful to sort of make to me at least

[2:51:44] Voice 12: calming things down so you can say

[2:51:46] Voice 12: well just take a look and see what something actively going on

[2:51:50] Voice 12: rather than it's us against them um idea which is what's sort of taking hold at this moment but

[2:51:57] Voice 12: yeah which is so yeah and again why i'm here is just wanting to get more involved as far as

[2:52:05] Voice 12: knowing what's going on in the community what's important other than this as well

[2:52:10] Voice 12: uh but it's just knowing but if people have access to more information to me that is like

[2:52:16] Voice 12: more transparency so

[2:52:19] Voice 12: not a so i guess i'm just voicing my concern about this particular

[2:52:52] Voice 3: planning committee which i'm on so i'm a little bit more informed so i've sent you that report

1. CALL TO ORDER 
Chair Elliott called the meeting to order at 10:32 a.m.  She acknowledged that the meeting was 
being held in traditional territory of the Coast Salish First Nations.  Chair Elliott requested a 
moment of silence to observe the National Day of Awareness for Missing and Murdered 
Indigenous Women and Girls.  A moment of silence was observed.  Chair Elliott spoke to the 
commitment to the Islands Trust Reconciliation Declaration. 
2. APPROVAL OF AGENDA

3. TRUSTEE REPORT 
 
Trustee Evans reported she attended a Financial Planning Committee meeting regarding the 
Strategic Plan and the preliminary draft Strategic Plan document has been referred to the 
Governance Committee and Executive Committee for review.  One outcome of the strategic 
planning process has been the need for clear vision, mission and value statements.  Trustee 
Evans read the South Pender vision statement, “Our South Pender community is committed to

preserve the rural nature and natural diversity of our island Environment for Future 
Generations.”  Trustee Evans suggested perhaps the LTC would add “where individuals, the 
environment and the community interact in ways that foster mutual health and vitality.” to the 
vision statement at some point in the future.  Trustee Evans suggested using the phone book as 
a resource to contact the public regarding joining an LTC email list.  
 
 Chair Elliott reported the strategic plan work is owned by the Executive Committee and is in 
process. 
Trustee Falck presented the following report:  
 
 Attended a webinar regarding watersheds in B.C.  The Gulf Islands watersheds are the 
“canary in the coal mine” as our watersheds are smaller than watersheds on 
Vancouver Island and the mainland of B.C.; 
 Thanked Planner Stockdill for the jurisdictional descriptions in the Local Trust Committee 
Work Program staff report;  
 Expressed support for improved communications with the public, including an LTC email list 
and the Pender Post; 
 The CRD Parks Commission has two vacant seats and they would like one of the seats to be 
filled by a Pender Island representative. 
Planner Stockdill reported there is a South Pender Island LTC email subscriber list.  There was 
discussion regarding whether the subscriber email list is up to date.  Planner Stockdill will report 
back on the LTC subscriber list. 
 
4. CHAIR'S REPORT 
 
 Chair Elliott presented the following report: 
 
 Attended the Rural Islands Economic Partnership Forum on Gabriola Island in April; 
 The Province announced a Homes for People plan that includes a commitment of 4 Billion 
dollars for housing action plans in partnership with local governments;   
 The CMHC Housing Accelerator Fund provides incentive funding to local governments 
encouraging initiatives aimed at increasing housing supply.  Staff is working on what is the 
appropriate approach for islands to apply for the funding.  If a community has a housing 
action plan, it can be used as the basis to apply for the funding; 
 Attended the 2023 Association of Vancouver Island Coastal Communities (AVICC) 
convention in Nanaimo regarding housing and how to address climate change from a 
regional perspective;  
 Ministry of Municipal Affairs Governance Relations Director Brent Mueller will speak to 
Trust Council on Reconciliation; 
 Chair Elliott inquired on whether LTC has a protocol agreement with the CRD.

5. ELECTORAL AREA DIRECTOR'S REPORT 
 
 CRD Director Brent presented the following report: 
 
 Attended the Rural Islands Economic Partnership Program on Gabriola Island regarding 
reconciliation, the economy and affordable housing;  
 Director Brent reported housing is the top priority on the Southern Gulf Islands, and we are 
gutting our island demographics by not providing housing for younger people and affordable 
housing in general.  Governments have not worked together, housing is in disarray and 
there is a lot to do to improve housing availability; 
 The Province announced a 1 Billion dollar Growing Communities Fund that is allocated to 
every community in B.C.  
 CRD and Islands Trust are working together on the Canada Mortgage and Housing 
Corporation (CMHC) Housing Accelerator Fund. 
 
6. TOWN HALL AND QUESTIONS 
 
Jane Perch spoke to the staff report dated April 26, 2023 regarding LTC work program.  She 
expressed support for the wish list to be paired down substantially to focus on priorities, and 
requested it be referred to the APC.  Ms. Perch asked when the LTC can apply for a major 
project and recommended Bylaw No. 122 be chosen as a priority project.  Ms. Perch also 
requested clarification regarding why the LTC project funds are over budget, and asked whether 
the CRD Director will speak to item 16.1 – Siting and Use Permit Option. 
 
 Trustee Evans reported major project budget requests must be submitted by the summertime. 
 
 Chair Elliott reported there were extra meeting expenses due to COVID restrictions and two 
meetings were cancelled, although funds were already spent on advertising.  Chair Elliott noted 
advertising in the newspaper is no longer a legislative requirement. 
 
 Shelly Henshaw welcomed new Trustees and expressed support for the LTC to communicate and 
speak to issues that are not within the Islands Trust jurisdiction such as water, RCMP and 
highways.  Ms. Henshaw expressed concern that Bylaw 122 is an affront to the current housing 
crisis, and encouraged the LTC to reconsider it sooner than later.   
 
 Chair Elliott advised she cannot speak to Bylaw 123 as it is post Public Hearing and is in process 
with the Province.  The LTC would either adopt Bylaw 123 or not after it has been approved by 
the Province. 
 
 Dennis Perch spoke to staff report dated April 26, 2023 regarding LTC work program wish list 
and jurisdiction areas, and advised he would not want advocacy issues to interfere with 
important priorities given limited time and funds.  Advocacy issues such as tankers should be put 
aside to address priority items. 
 
 Trustee Evans advised the LTC priority projects will be based on what the community decides 
they would like to see the LTC to work on.

 Chair Elliott advised advocacy is the responsibility of local governments as part of  
inter-governmental communications.  
 
 Trustee Falck expressed support to sort items by organizing the approach to each item and that 
some items can be dealt with quickly with a few emails, while some require much more time 
and resources. 
 
 Gordie Duncan expressed support for the LTC to reduce the work program priority list to focus 
on priorities before it is referred to the APC.  
 
 Chair Elliott summarized that the LTC should make leadership decisions before the work 
program priority list is referred to the APC. 
 
 A former member of the APC advised that last term, the APC was referred the question “how to 
protect the foreshore”.  It was a broad question without data, mapping, or scientific studies to 
support the process.  The APC was not asked to consider draft Bylaws 122 and 123 except for 
the building design guidelines, and suggested that referrals to the APC should be specific and 
include guidelines.

 There was a discussion regarding the Shoreline Review Project.  It was noted 
shoreline review will continue to be a major issue with sea level rise, and 
there was a question regarding whether there could be a shoreline 
protection model bylaw as it is an issue across the Trust Area; 
 There was a question regarding the Groundwater Sustainability Project.  
Planner Stockdill reported phase one was the mapping project and phase 
two would be to analyze the mapping and develop draft bylaws and 
development permit areas.  The mapping is available on the Islands Trust 
website; 
 There was a question regarding the raptor’s nest mapping and it was noted 
this will be considered as part of the work plan review.

 There was a question regarding 2019-015 - Reconciliation Report.  Chair Elliott 
reported the work is in progress; 
 There was a question regarding Standing Resolution No. 2019-014 - Model Cell 
Tower Strategy.  Planner Stockdill advised the LTC has endorsed the Model Cell 
Tower Strategy, and Chair Elliott advised some LTCs are adopting more robust 
Cell Tower Strategies. 
 There was a discussion regarding Standing Resolution No. 2006-012 – Adoption of 
Minutes and whether the current minute process is best practice.

CRD Director Brent spoke to an email from David Maude dated January 31, 2023 
regarding Siting and Use Permits option.  CRD Director Brent expressed support for the 
CRD to be a service to help the public proceed through the BC Building code in a timely 
and cost effective way.  Director Brent reported the Mayne Island LTC is considering a 
pilot project on Mayne Island.

18. TOWN HALL 
 
Ron Uldall-Ekman spoke to short-term vacation rentals (STVR’s) and noted the issue of STVR 
impacts on workforce housing is across B.C.  As a nearby resident of a recent STVR application, 
he advised the issue has caused division in the community and the rules are not clear.  
Mr. Uldall-Ekman expressed support for the LTC to regulate STVR’s through the use of

Temporary Use Permits (TUP’s), encouraged the LTC to provide more information to the public 
regarding STVR’s and acknowledged the LTC for transparency. 
 
Trustee Evans advised there are many variables to consider regarding STVRs, including that 
many property owners do not want to rent long-term as they want to be able to use the 
housing.  She further stated that the islands is for the enjoyment of the province as a whole, so 
we need accommodations for those visitors so they do not have to make a day trip, and some 
studies have shown that larger cities such as Toronto have not seen a measureable increase in 
long-term rental housing as a result of moratorium on STVRs.  
 
Chair Elliott advised Union of BC Municipalities (UBCM) has published a report on STVRs.  STVRs 
do need to be addressed appropriately by the local government.  The LTC does not designate 
zoning to Strata Councils, and a Strata Council would need to apply to amend the LUB to be able 
to regulate STVRs.  Currently STVRs are not allowed as a commercial use in a residential zone. 
 Chair Elliott will email the Priorities For Action On Short-Term Rentals Report of the Joint UBCM-
Province Advisory Group on Short-Term Rentals to Trustees. 
Trustee Evans reported the DIP project is going out for tender in the summer, discussions 
regarding Parks and First Nations are ongoing, the tree felling has been paused, and a review of 
the spit for barge landing is in progress.  CRD Director Brent advised MOTI is keeping us 
informed and expressed support for inter-agency communication and collaboration to be 
effective going forward.
