[0:03:33] Voice 9: mean march was really busy and april was a lot quieter so um basically uh i went and attended
[0:03:42] Voice 9: the shellfish aquaculture management advisory committee meeting as i felt it was really
[0:03:49] Voice 9: important to have as we do have a shellfish farm and a whole bunch of clam leases on the skidi
[0:03:53] Voice 9: that we had some local representation and some representations for the islands as well because
[0:04:00] Voice 9: there are shellfish um shows on other islands too so it was yeah it was great to have to be there as
[0:04:06] Voice 9: a environmental voice for the islands trust and just a voice for the smaller mom and pop operations
[0:04:13] Voice 9: and yeah that's that's about it excellent
[0:04:18] Voice 10: um
[0:04:20] Voice 15: so as everyone knows our last meeting here was in
[0:04:24] Voice 15: in march uh so there's nothing of substance to add uh in terms of local trust committee business
[0:04:31] Voice 15: on the trust council level um trust programs committee met on the 3rd of april
[0:04:39] Voice 15: is uh continuing to anticipate the new draft of the policy statement uh to hopefully be coming up
[0:04:47] Voice 15: for june council and the governance committee in conjunction with the finance committee has
[0:04:54] Voice 15: been working on the uh trying to set up the new um planning process for a corporate planning
[0:05:02] Voice 15: process which is new so trying to figure out what the format of that should be and uh how to align
[0:05:10] Voice 15: the uh the budgetary process with the strategic planning process so that's still a work in
[0:05:16] Voice 15: progress uh but there is actually the say the governance committee with the help of the finance
[0:05:21] Voice 15: committee has been quite diligent in advancing that um not entirely sure uh it's gonna probably
[0:05:30] Voice 15: be at least six months to a year before that process is you know put to trust council for
[0:05:38] Voice 15: vetting but it's uh it's new territory to align those those two things that trust council the
[0:05:43] Voice 15: finance and the strategic planning so have to be part of that it's very very
[0:05:50] Voice 15: interesting stimulating work and other than that I've been attending the
[0:05:57] Voice 15: Galliano and Hornby and Salt Spring meetings and they're they're busy
[0:06:03] Voice 11: do
[0:06:08] Voice 11: your animals at home ever get to see you or are you just traveling so much for
[0:06:12] Voice 11: you oh i get to be at home for a bit all right thank you uh trustee peterson um for my chair's
[0:06:19] Voice 11: report it has also been a busy month april was uh replete with conferences starting with the housing
[0:06:28] Voice 11: uh summit that was convened by ubcm in early april and that was a really wonderful opportunity to
[0:06:37] Voice 11: try to get a handle on how the provincial and federal governments are aiming to support local
[0:06:45] Voice 11: governments in terms of addressing housing so there's lots of conversation about uh
[0:06:49] Voice 11: fully focused on housing and the province had just dropped their homes for people plan which
[0:06:56] Voice 11: is not yet a legislation and so the odds trust is still figuring out how what that might mean
[0:07:01] Voice 11: for our communities um then following that was the association of vancouver island coastal
[0:07:09] Voice 11: communities conference in mid-april and that was a great opportunity to meet with um coastal
[0:07:15] Voice 11: community local governments regional districts and uh and really learn about issues of concern
[0:07:21] Voice 11: in common um the big highlights for me was the reconciliation panel um there was a minister from
[0:07:31] Voice 11: the Ministry of Municipal Affairs, Greg Mueller, who I believe we're going to have at the next
[0:07:37] Voice 11: Trust Council meeting in June, talking about how to, basically how local governments,
[0:07:43] Voice 11: regional districts can work with First Nations and some best practices. It was really informative.
[0:07:49] Voice 11: He has a depth of knowledge that we're really going to appreciate. So I'm very glad he's going
[0:07:54] Voice 11: to be brought to our June Trust Council meeting for presentation, or that's what we're looking
[0:08:00] Voice 11: at right now and uh the community or sorry um climate action uh it's called vic cliff i always
[0:08:11] Voice 11: get a little lost with these acronyms but vancouver island climate change uh community energy and a
[0:08:18] Voice 11: community energy association i'm on this steering community committee pardon me and uh and so i'm
[0:08:25] Voice 11: still learning about the work that they're doing but basically they're working on a joint
[0:08:31] Voice 11: collaborative effort to deal with things like coastal flood mitigation climate resiliency
[0:08:37] Voice 11: planning and really putting forward how can regional governments and agencies work
[0:08:44] Voice 11: collaboratively so bringing all the stakeholders together so that was a really good presentation
[0:08:49] Voice 11: it's sort of they've been doing this work for i think four or five years and um so still learning
[0:08:58] Voice 11: the direction of the steering committee but it's it's really about bringing all the main stakeholders
[0:09:02] Voice 11: together and supporting that so then following that was the rural island economic partnership
[0:09:09] Voice 11: forum it took place on gabriella island in the 25th 26th and 27th and this was the first chance
[0:09:17] Voice 11: of the Rural Island Economic Partnership folks
[0:09:20] Voice 11: to get together after COVID in person.
[0:09:23] Voice 11: This was a forum that was sparked, I believe,
[0:09:27] Voice 11: partially funded through the Islands Trust Secretariat function
[0:09:31] Voice 11: many years ago to get these regional districts,
[0:09:38] Voice 11: Islands Trust, island leaders, and islands such as Cortez
[0:09:42] Voice 11: and islands that are not in the Islands Trust area
[0:09:46] Voice 11: to get together and talk about really economic and development issues
[0:09:50] Voice 11: that we're all facing in common.
[0:09:52] Voice 11: So it was sort of an unconference format,
[0:09:55] Voice 11: really a chance to talk about big ideas,
[0:09:58] Voice 11: but then how are they working out practically and working on solutions.
[0:10:02] Voice 11: Everything circled back to housing.
[0:10:04] Voice 11: It didn't matter if the forum started out talking about farming
[0:10:07] Voice 11: and young farmers and how much they're being drawn to the islands
[0:10:12] Voice 11: to engage in agriculture.
[0:10:15] Voice 11: culture it's housing that seems to be the linchpin and in terms of climate change as well housing was
[0:10:21] Voice 11: was a big subject um no matter what we were addressing so that's continues to be top of
[0:10:26] Voice 11: mind for my for me um and then executive committee meeting we just had in victoria in person on may
[0:10:34] Voice 11: uh february 3rd may 3rd are we in may okay because it's been a busy month it feels like april has
[0:10:40] Voice 11: stretched into uh two or three months um an executive committee is yeah we're trying to
[0:10:46] Voice 11: wrap our heads around what will strategic planning for the elements trust look like for the next four
[0:10:52] Voice 11: years um but as the different parts as in the governance committee which you just mentioned
[0:10:59] Voice 11: financial planning committee work on this corporate plan approach that will better synergize
[0:11:04] Voice 11: the resourcing and of projects and the strategic projects that we tackle so tying them together a
[0:11:12] Voice 11: bit better um so we're we're trying to grapple with that in terms of the big picture vision
[0:11:17] Voice 11: and how does executive committee support rolling that out because it we're sort of in charge of
[0:11:22] Voice 11: that process so it's again a big learning curve of how how many different components of the islands
[0:11:28] Voice 11: trust need to work together and then as we want to change things and make them work more efficiently
[0:11:32] Voice 11: You're going to have a lot of really good inter-committee communication.
[0:11:38] Voice 11: There's been a lot of conversation.
[0:11:41] Voice 11: It's been fruitful.
[0:11:43] Voice 11: I'm not going to bore you with more.
[0:11:45] Voice 11: That's a lot for me.
[0:11:47] Voice 11: Yes, sir.
[0:11:49] Voice 15: Yeah, I forgot to mention that April 20th, the APC met,
[0:11:55] Voice 15: and I attended the meeting as the trustee representative
[0:12:02] Voice 15: as per our standing resolution on the APC and they started to look at the
[0:12:10] referral around defining community benefit for
[0:12:15] Voice 15: temporary use permits and
[0:12:19] Voice 15: their work is ongoing and I'm sure we'll get a report from them when they're
[0:12:24] Voice 15: ready.
[0:12:27] Voice 11: Great, thank you for that. Did they have to have orientation before they started
[0:12:31] Voice 11: is this the new apc i'm still there
[0:12:35] Voice 13: was a there was a general orientation that that was held
[0:12:39] Voice 13: with her office and i think it was available online on zoom
[0:12:42] Voice 13: for several apcs so i believe
[0:12:45] Voice 13: that they were included okay thank

[0:12:59] Voice 11: the decorum for our business meeting.
[0:13:02] Voice 11: When addressing the LTC, speakers are requested
[0:13:05] Voice 11: to direct your comments to the LTC,
[0:13:07] Voice 11: not to the audience or to staff.
[0:13:10] Voice 11: We ask that you speak to the issue at hand
[0:13:12] Voice 11: and not to other individuals,
[0:13:14] Voice 11: and be clear, concise, and respectful.
[0:13:17] Voice 11: So the LTC meeting is a place of employment.
[0:13:20] Voice 11: Trust staff and your trustees have the right
[0:13:23] Voice 11: to a safe and respectful workplace,
[0:13:25] Voice 11: as do the members of the public.
[0:13:27] Voice 11: So, we've only got a few folks here today, I don't know if there's anybody online, or if we have the ability to allow people to speak online, perhaps, we'll look into that.

[0:14:08] Voice 8: still one outstanding question about that topic, which is, I understood that APC meetings
[0:14:15] Voice 8: were open to the public and that there would be a meeting notice made public 10 days in
[0:14:19] Voice 8: advance of the meeting but i didn't see it um that's the first question
[0:14:27] Voice 15: yeah there is supposed to be public notice and i'm not sure why that didn't happen but i will
[0:14:34] Voice 15: make sure that uh i'll do my
[0:14:37] Voice 8: darkest to make sure that doesn't happen again
[0:14:39] Voice 15: i don't know where that fell through the cracks i'm not sure
[0:14:43] Voice 8: yeah that's my next question is
[0:14:45] Voice 8: how do we make sure that it actually happens like uh meetings this meeting is put on the

[0:15:03] Voice 15: where it fell through the cracks is i don't know who's responsible for making sure it happens

[0:15:17] Voice 15: happen um so i'm not sure where that that slipped i'm not sure who ultimately is responsible for

[0:15:32] Voice 15: simple reminder i mean it doesn't take long to put something up on the email list or no or put
[0:15:39] Voice 15: it in the paper or anything like that so i apologize

[0:15:45] Voice 8: that and another thing that i will bring up um i would ask that the ltc make a motion so that it
[0:15:52] Voice 8: actually happens because obviously if it's not a motion it can slip through the crack
[0:15:57] Voice 8: up um and so my next question is um do does anybody know what percentage of the well a dollar
[0:16:10] Voice 8: amount or a percentage was let me start at the beginning how much of the recently passed islands
[0:16:16] Voice 8: trust budget is allocated to staff salaries and benefits and so i'm wondering if you have a dollar
[0:16:22] Voice 8: amount or a percentage didn't
[0:16:24] Voice 11: we cover this question um last local trust meeting you had uh
[0:16:28] Voice 11: it
[0:16:29] Voice 8: came up in the last
[0:16:30] Voice 8: minute yeah and that's why i'm asking it because it wasn't clear in the

[0:16:34] Voice 11: i think i directed you to email the director of administrative services if you wanted
[0:16:40] Voice 11: a breakdown of staff salaries um so i can try to dig through our budget right now and come up with
[0:16:48] Voice 11: a gross number for you but the best person to talk to would be uh director of administrative
[0:16:54] Voice 11: services because i don't want to misquote that sure

[0:16:58] Voice 11: staff and so i'm not yes what exactly are you looking for okay yeah

[0:17:04] Voice 8: um the next question is you know it's a bit of a redundant my understanding of preserve and protect
[0:17:10] Voice 8: is that those two words are verbs you know they're action words kind of thing like
[0:17:14] Voice 8: we're not putting them on a pedestal and just kind of monitoring them we're
[0:17:19] Voice 8: actually actively trying to implement that's my guess and you're affirming so
[0:17:26] Voice 8: I appreciate that and so you know aside from building
[0:17:31] Voice 8: cob houses on bedrock with materials hauled in by wheelbarrow would it be
[0:17:36] Voice 8: possible to agree that any other development undermines the trust preserve
[0:17:42] Voice 8: and protect mandate by definition you know doesn't mean we can't do it i'm not saying that obviously
[0:17:47] Voice 8: we do it but the point is preserving and protecting is is uh undermined by pretty much any
[0:17:57] Voice 8: development in
[0:17:58] Voice 12: your opinion yeah okay and
[0:18:00] Voice 8: i don't know do you share that opinion i'm
[0:18:03] Voice 11: going to reserve
[0:18:04] Voice 11: my opinion because i leave it to planners who do the work of land use planning and they execute
[0:18:10] Voice 11: execute according to our policy statement in confirmation with our OCP and our bylaws so
[0:18:16] Voice 11: we don't do anything outside of that if the policy statement follows the mandate then it follows that
[0:18:22] Voice 11: what the planners are doing is within our mandate so I'm not really at liberty to give an opinion on
[0:18:29] Voice 11: what development is or is not if you have an opinion and want to express it this is your time
[0:18:34] Voice 11: to do so uh
[0:18:35] Voice 8: great i would express my opinion that uh development does undermine the preserve
[0:18:42] Voice 8: and protect and that's why i'm asking the question because you're our elected
[0:18:47] Voice 8: representatives you aren't but tim and michaela and i would love to hear whether or not they
[0:18:54] Voice 8: believe that any development is contrary to preserve and protect and therefore needs to be
[0:19:02] Voice 8: mitigated to some degree you know obviously i again i hope everybody can hear i'm not saying
[0:19:09] Voice 8: stop development 100 right we
[0:19:11] Voice 8: can't do that obviously um but there are by definition
[0:19:17] Voice 8: we need to um follow our preserve and protect mandate as we develop in which case my next
[0:19:26] Voice 8: The next question is, would you not agree that increasing staff positions and salaries
[0:19:34] Voice 8: and benefits, or my question really is, does that stop or slow development?
[0:19:41] Voice 8: Or does it increase it by allowing the development process to become faster and more voluminous?
[0:19:48] Voice 8: Like that's the point, right?
[0:19:50] Voice 8: So more staff, more development, do you see a correlation there?
[0:19:54] Voice 8: I do.
[0:19:54] Voice 8: i think
[0:19:55] Voice 11: you're making correlations that i cannot i would not make or um assume it's it's quite a
[0:20:02] Voice 11: yeah go for it well
[0:20:04] Voice 15: i would just say that um my understanding is that the purpose of the islands
[0:20:10] Voice 15: trust is not to halt development no but to manage it yes and uh at the same time as the as laddie's
[0:20:19] Voice 15: authority um there is a public expectation that applications should be processed you know
[0:20:29] Voice 15: to the point of where the decision makers make the decision in a somewhat timely manner and i
[0:20:37] Voice 15: think that there's i think for people that are going through that process they would feel that
[0:20:43] Voice 15: but it's way too slow.
[0:20:45] Voice 14: Absolutely.
[0:20:45] Voice 15: So, I mean, I think I get your point.
[0:20:50] Voice 15: If the applications are not processed at high speed,
[0:20:55] it does drag the
[0:20:58] Voice 15: process up.
[0:20:59] Voice 15: Does it ultimately mean that the development doesn't happen?
[0:21:02] Voice 15: Well, not necessarily.
[0:21:05] Voice 15: Sure.
[0:21:05] Voice 15: But I think that's sort of an existential point in a sense,
[0:21:10] Voice 15: and it's certainly not the purview
[0:21:12] of like
[0:21:13] Voice 15: this local trust committee you know to to make those determinations I
[0:21:20] Voice 15: don't know if I certainly don't have the information in front of me sort of in
[0:21:28] Voice 15: terms of the local government act or the odds Trust Act as to as to the like the
[0:21:38] Voice 15: responsibility to process applications in a reasonable time I don't know what
[0:21:42] Voice 15: that language is but i think there's something out there sure you know but i couldn't i couldn't point
[0:21:48] Voice 15: you to it
[0:21:48] Voice 8: okay at this point that would be good but
[0:21:50] Voice 15: i i do get what you're saying that yes if
[0:21:53] Voice 15: applications are processed quickly my experience now that i'm in the thick of it on some of the
[0:22:01] Voice 15: other islands is
[0:22:02] Voice 15: that um is that certainly in some places uh people feel like these
[0:22:08] Voice 15: that their applications are dragging on forever.
[0:22:12] Voice 15: I know that there's been frustration in some cases
[0:22:18] Voice 15: where there's community affordable housing projects
[0:22:23] Voice 15: that people are really, really frustrated that they dragged on so long
[0:22:27] Voice 15: that they ended up not happening.
[0:22:30] Voice 12: So
[0:22:31] Voice 15: I think there's always going to be a tension
[0:22:32] Voice 15: between what that speed is and what's the reasonable expectation
[0:22:40] Voice 15: of the public for a case like that where it's it's viewed by the community as a public good
[0:22:46] Voice 15: like a senior's housing project
[0:22:49] Voice 3: but
[0:22:50] Voice 15: as far as i'm aware there's no um there's no mechanism to
[0:22:56] Voice 15: prioritize or speed up you know any one application over another right so yeah i'm not i'm not giving
[0:23:05] Voice 15: know any hard facts just mostly opinion and and based on my understanding um that yeah part of
[0:23:12] Voice 15: part of the job the land uses authority is to process applications in a somewhat reasonable
[0:23:18] Voice 15: time frame but
[0:23:19] Voice 10: that's
[0:23:20] Voice 15: obviously somewhat elastic
[0:23:21] Voice 8: well thank you for all of that because that's
[0:23:24] Voice 8: very helpful that's the whole point of this dialogue for me is to engage with you to get
[0:23:29] Voice 8: ideas back and to
[0:23:30] Voice 8: hopefully encourage you to follow your own ideas because what tim just said
[0:23:35] Voice 8: is very i think very important so staff isn't necessarily prioritized to do community benefit
[0:23:41] Voice 8: projects because it's the process isn't in place so maybe a trust council you can consider that
[0:23:48] Voice 8: maybe you could bring that up um
[0:23:50] Voice 11: it's a conversation right now with the regional
[0:23:53] Voice 11: planning committee which is the place where we decide how are we going to approach planning and
[0:24:01] Voice 11: And I'll just leave maybe one comment,
[0:24:06] Voice 11: that what you don't plan for, the market will decide.
[0:24:10] Voice 11: And so I believe the Islands Trust is in place
[0:24:14] Voice 11: to ensure that whatever development does happen
[0:24:18] Voice 11: takes place with the lens of ecological
[0:24:22] Voice 11: and sustainable community protection.
[0:24:24] Voice 11: That is the mandate.
[0:24:25] Voice 11: So that is how we do the work.
[0:24:26] Voice 11: The work still needs to get done.
[0:24:28] Voice 11: People still need to be housed.
