[0:00:02] Voice 3: Okay, then. Welcome back to any members of the public. We're returning from our in-camera session, and in terms of RISE and report, report that we received legal advice around the groundwater DPA.
[0:00:24] Voice 3: And so we don't have an awful, oh, I see, we do, pardon me.
[0:00:34] Voice 3: So we have the next section is on page 2 to 17, which is the Galeano Island Local Trust Committee Proposed Bylaws 283 and 284.
[0:00:45] Voice 3: We have them attached here.
[0:00:50] Voice 3: And as to what further action we want to take today, I'd like to hear from trustees.
[0:01:03] Voice 4: next steps there's lots of opportunity here next for me i i i think you
[0:01:16] Voice 6: know this is an
[0:01:17] Voice 6: opportunity to maybe um review the extent of consultation that was done on the dp and let's
[0:01:26] Voice 6: we can get a report back from staff and um and just make some decisions on on consulting with
[0:01:34] Voice 6: of the three groups that we identified earlier and and and i think that'll
[0:01:41] Voice 4: clarify the you know
[0:01:42] Voice 4: the direction that we're going to take yeah i agree okay um i
[0:01:49] Voice 8: do remember council we um sorry
[0:01:51] Voice 8: i didn't mean to speak out of turn go ahead
[0:01:54] Voice 8: um at trust council we've we actually established a
[0:01:59] Voice 8: reconciliation learning group haven't we at the last march trust council i
[0:02:07] Voice 3: believe that it's
[0:02:08] Voice 3: underway I don't know that it's established at this time I don't think it's been populated
[0:02:16] Voice 8: yeah we've
[0:02:17] Voice 3: agreed to do that but yeah yeah
[0:02:19] Voice 8: this would be a great thing to refer to a group like
[0:02:23] Voice 8: that yeah uh
[0:02:25] Voice 3: planner Shadwick did I see your hand up for a moment there um
[0:02:30] Planner Chadwick (probable): slightly I I just um
[0:02:31] Planner Chadwick (probable): Um, uh, uh, following on, uh, what trustee Maberly, I had a question there, uh, with
[0:02:38] Planner Chadwick (probable): respect to, um, uh, consultation.
[0:02:41] Planner Chadwick (probable): So we did send out the, um, uh, as, as, um, directed by the LTC, we did send out the,
[0:02:51] Planner Chadwick (probable): um, the amendment with, uh, with the section P in it, uh, to, um, first nations.
[0:03:03] Planner Chadwick (probable): So that is our, you know, the nations that we would ordinarily send out our engagement,
[0:03:16] Planner Chadwick (probable): those that are on our list, basically.
[0:03:20] Planner Chadwick (probable): So I, was I hearing that there was interest in some additional engagement?
[0:03:26] Planner Chadwick (probable): Because we have not done that.
[0:03:27] Planner Chadwick (probable): we've just sent it to the nation as we would usually do the ones that are uh the actual
[0:03:34] Planner Chadwick (probable): nation contacts that we have on our list yeah
[0:03:38] Voice 3: thank you uh trustee gabriel
[0:03:40] Planner Chadwick (probable): um yeah was there
[0:03:42] Planner Chadwick (probable): any response we didn't receive anything uh back then yeah and
[0:03:47] Voice 3: sorry just to follow up on that
[0:03:50] Voice 3: in terms of the timing um when was that when did that go out or or sort of what's the what's the
[0:03:58] Voice 3: timeline to today yeah
[0:03:59] Planner Chadwick (probable): so um i know jazz just sent so the the period of it went out shortly
[0:04:06] Planner Chadwick (probable): after that meeting in march so the um it would have the the two-month period or that that we
[0:04:16] Planner Chadwick (probable): provided uh we we would have we would have been past that now is uh when i remember the response
[0:04:24] Planner Chadwick (probable): that I got from DAS when I checked in on that.
[0:04:27] Voice 3: Thank you.
[0:04:28] Voice 3: Trustee Mabry?
[0:04:31] Voice 6: Yeah, I mean, I think based on our last meeting,
[0:04:38] Voice 6: DPs are a little bit different because they affect,
[0:04:40] Voice 6: these are things that affect individual landowners.
[0:04:43] Voice 6: There would be members of the Penelope Nation,
[0:04:48] Voice 6: the Coast Salish Peoples of Galliano and the Georgian family,
[0:04:50] Voice 6: all who would be directly affected by this DP.
[0:04:53] Voice 6: and they're all indigenous groups that have been here for long before uh um we were here
[0:05:01] Voice 6: uh so i think it's incumbent on us to get an answer from these three groups rather than just
[0:05:08] Voice 6: relying on our you know the status quo of mailing something out and and seeing whether we're going
[0:05:13] Voice 6: to get a response or not i think the the um the risk of not doing that is exactly where we ended
[0:05:21] Voice 6: it up in that rezoning is is instead of really having a um sort of a wholesome consultation
[0:05:30] Voice 6: right at the beginning we end up at the end and and we're we're thrown into a bit of uh
[0:05:37] Voice 6: turmoil because of it and so i think there's you know there's a there's good cause to
[0:05:45] Voice 6: to recheck what we've done and and to um um reach out to all three
[0:05:52] Voice 4: groups for a response
[0:05:57] Voice 3: so my sense is that if if we want to do more than what we usually do that staff would like
[0:06:05] Voice 3: some direction in the form of a resolution am i am i right on that stuff i'm seeing nods um so if
[0:06:12] Voice 3: If we want to do that today, I'd encourage one of you to put together a resolution to that effect so we can get that going.
[0:06:21] Voice 3: I'm noting that looking at the schedule, our next regular LTC is not till June 20th.
[0:06:27] Voice 3: so i think in terms of um in terms of timing and and not stretching things out inordinately i think
[0:06:36] Voice 3: it'd be better if we can get staff a resolution today rather than waiting till till the 20th of
[0:06:44] Voice 3: june to do so uh but having said that i'm happy to hear any other thoughts from trustees about uh
[0:06:54] Voice 3: about our where we want to go from from today or if there's things other things that we might
[0:07:00] Voice 3: want to consider doing today
[0:07:01] Voice 8: yeah fantastic I did talk to a couple community members who were a
[0:07:08] Voice 8: little had concerns about this meeting and our transparency in it the notification of the meeting
[0:07:14] Voice 8: what was going to happen and around these particular bylaws so in the interest of
[0:07:20] Voice 8: of transparency, I'd like to see the next steps happen
[0:07:24] Voice 8: at the next meeting in particular,
[0:07:28] Voice 8: I don't feel comfortable voting on second reading
[0:07:31] Voice 8: or anything like that to be clear,
[0:07:33] Voice 8: but I would certainly entertain a motion to deepen
[0:07:37] Voice 8: and broaden our reconciliation strategy
[0:07:40] Voice 8: as the Galliano committee.
[0:07:42] Voice 8: I would support a motion if a trustee
[0:07:47] Voice 8: may really like to make one.
[0:07:49] Voice 3: okay thank you for that and um and i tend to agree um uh with what you just said
[0:07:57] Voice 3: and uh it looks like trustee maberly might be writing over there
[0:08:06] Voice 6: and uh
[0:08:07] Voice 6: i'm trying to i'm trying to
[0:08:09] Voice 3: this is where i rely on staff so heavily
[0:08:13] Voice 3: crafting motions on the fly is is is a tricky business for all of us even even
[0:08:19] Voice 3: Even having eight years of experience in trust counsel and LTC work, it's not easy to do quickly to get down, you know, really what you want.
[0:08:34] Voice 3: Sometimes it is.
[0:08:36] Voice 3: But we'll just give you a moment, sir, and let you take a little bit of time to do that.
[0:08:49] Voice 4: Yeah, I mean, it's just a matter of, I'm not sure how in
[0:08:53] Voice 6: -depth staff wants it to be, right?
[0:08:54] Voice 6: right
[0:08:55] Voice 3: well my my experience is that's that the more specific we are the clearer staff is on what
[0:09:03] Voice 3: our intention is um so take that as your goal yeah
[0:09:10] Planner Chadwick (probable): and in this case like we will need to know
[0:09:14] Planner Chadwick (probable): specifically who you it's a sort of a targeted engagement so yeah just
[0:09:18] Planner Chadwick (probable): know specifically who
[0:09:19] Planner Chadwick (probable): you want uh to engage um
[0:09:23] Voice 6: yeah so i mean i that this is where i would go i um i'd like to make
[0:09:28] Voice 6: a motion to direct staff to consult with the penelicate the coast salish peoples of galliano
[0:09:32] Voice 6: and the georgeson family and to receive advice on bylaw number 283 is that what i would refer to
[0:09:41] Voice 6: uh
[0:09:43] Planner Chadwick (probable): 284 or 283 yes yeah
[0:09:47] Voice 6: uh development permit area um or i wouldn't refer to that maybe
[0:09:54] Voice 6: yep
[0:09:55] Planner Chadwick (probable): cited as galliano island official i can uh i can give the yeah we have to put the citing
[0:10:04] Planner Chadwick (probable): related to um yeah bylaw number 283 cited as galliano island official community plan bylaw
[0:10:12] Planner Chadwick (probable): number 108 1995 but etc etc here i can why don't i isolate that and um and just uh share my screen
[0:10:24] Planner Chadwick (probable): so that
[0:10:25] Voice 3: and then uh planner stock bill has um in the chat has had a suggestion which says
[0:10:32] Voice 3: any comments related to exemption p in that bylaw which is definitely more more specific
[0:10:42] Voice 4: and perhaps, I mean, of course
[0:10:47] Voice 3: we welcome comments
[0:10:47] Voice 3: on any of it, but maybe we could say,
[0:10:50] Voice 3: and especially, or something like that,
[0:10:53] Voice 3: some way of highlighting that we do welcome comments
[0:10:57] Voice 3: on any of it, but in particular, maybe,
[0:11:00] Voice 3: in particular exemption P.
[0:11:07] Voice 4: Right, so bylaw number 23,
[0:11:09] Voice 6: Galliano Island Christian Community Plan
[0:11:12] Voice 6: bylaw number 108, 1995, amendment number one, 2002,
[0:11:17] Voice 6: in reference to exemption p and
[0:11:23] Voice 8: then
[0:11:25] Voice 6: you can just put exemption p
[0:11:26] Voice 4: exemptions item p
[0:11:28] Voice 4: oh sorry yeah so these
[0:11:33] Planner Chadwick (probable): are some of the other options but here you can see the language here
[0:11:37] Planner Chadwick (probable): so yeah um would be exemption p yeah 44.4 p and i mean you could add that if you want
[0:11:50] Planner Chadwick (probable): the actual exemption yeah
[0:11:52] Voice 6: that's i mean i think it's a it would be
[0:11:54] Planner Chadwick (probable): good to add
[0:11:55] Voice 6: the exemption yeah
[0:11:56] Voice 6: so can we see what that looked like when once it's all put together so
[0:12:01] Planner Chadwick (probable): i'll stop sharing because i
[0:12:02] Planner Chadwick (probable): i haven't been taking notes on that but i'm assuming that our note taker has been okay i
[0:12:08] Voice 3: was just going to suggest that maybe we ask the recorder to to share with us what what they have
[0:12:14] Voice 3: have so far for us I
[0:12:18] Voice 4: have that oh hello hello
[0:12:22] Voice 3: go ahead Catherine that
[0:12:25] Voice 2: the Galeano Island Local
[0:12:27] Voice 2: Trust Committee directs staff to engage with the Georgian family the Coast Salish of Galeano
[0:12:32] Voice 2: and the Penelope First Nation regarding bylaw number 283 cited as Galeano official bylaw number
[0:12:41] Voice 2: Number 108, 1995 Amendment Number 1, 2002, in reference to Exemption Item 44.4P.
[0:12:51] Voice 2: The
[0:12:54] Voice 6: only difference there is it's the Georgeson family.
[0:12:58] Voice 6: Yes.
[0:12:59] Voice 2: Oh, sorry.
[0:13:01] Voice 2: Oh, yes, if you could spell that out for me.
[0:13:04] Voice 6: Yeah, G-E-O-R-G-E-S-O-N.
[0:13:09] Voice 6: And
[0:13:12] Voice 2: that's complete, then, just the Georgeson family?
[0:13:16] Voice 4: yep and
[0:13:17] Voice 2: then the next one was the Coast Salish of Galliano the
[0:13:23] Voice 6: Coast Salish Peoples of Galliano
[0:13:25] Voice 6: Coast Salish Peoples
[0:13:27] Voice 2: of Galliano Society yep
[0:13:30] Voice 4: and
[0:13:32] Voice 2: then the next one would be the Penelope First
[0:13:35] Voice 2: Nation
[0:13:35] Voice 4: okay uh Planner Stockdale um
[0:13:46] Voice 1: the only and if I could just make a friendly amendment I think
[0:13:50] Voice 1: it's just easier to reference exemption p rather rather than adding i think you had 44.4
[0:13:56] Voice 1: which i don't believe is correct but i think if you just say exemption p um staff understands
[0:14:01] Voice 1: what that is okay
[0:14:04] Voice 2: and then the only thing missing was chair peterson's um consideration of putting
[0:14:12] Voice 2: an especially for something or
[0:14:15] Voice 3: in particular or
[0:14:16] Voice 2: in particular for something or
[0:14:19] Voice 3: um and that
[0:14:20] Voice 3: That was for Exemption P.
[0:14:22] Voice 3: So my thinking, because Trustee Mabry that you're making
[0:14:27] Voice 3: this motion and you own it, but by my consideration
[0:14:30] Voice 3: of saying was in particular was that we welcome
[0:14:33] Voice 3: any comments on any of it, but in particular.
[0:14:38] Voice 3: So are you okay with that language being in there?
[0:14:41] Voice 6: Yeah, in
[0:14:42] Voice 6: particular Exemption P?
[0:14:44] Voice 6: We want them, we want all three parties to look at the DP
[0:14:48] Voice 6: as a whole and and in particular um okay
[0:14:52] Voice 3: you're happy with that then
[0:14:53] Voice 6: i'm
[0:14:54] Voice 3: happy let's have let's
[0:14:56] Voice 3: have katherine read it one more time so we we've got uh everything the way we want it and that
[0:15:02] Voice 3: staff um understands uh what we're intending so let's have it one more time please katherine
[0:15:10] Voice 2: that the galliano island local trust committee directs staff to engage with the georgias and
[0:15:16] Voice 2: and Family, the Coast Salish Peoples of Galliano Society
[0:15:21] Voice 2: and the Penelope First Nation regarding bylaw number 283,
[0:15:27] Voice 2: cited as Galliano official bylaw number 108, 1995,
[0:15:33] Voice 2: amendment number one, 2002, in reference in particular
[0:15:38] Voice 2: to exemption item P.
[0:15:45] Voice 4: I have a amendment.
[0:15:46] Voice 4: Everybody happy with that?
[0:15:47] Voice 4: I have
[0:15:48] Voice 3: a slight
[0:15:50] Voice 8: suggestion for a friendly amendment.
[0:15:53] Voice 8: A direct staff to engage for comment.
[0:15:58] Voice 8: Okay.
[0:15:59] Voice 8: So we can be more specific.
[0:16:02] Voice 8: Okay.
[0:16:03] Voice 8: What our goal is, is that, how does that sound?
[0:16:05] Voice 8: Rather than-
[0:16:06] Voice 4: Yeah, yeah, every amendment is friendly.
[0:16:08] Voice 4: Yeah.
[0:16:11] Voice 4: As long as we're all comfortable with it.
[0:16:15] Voice 2: Yeah.
[0:16:16] Voice 2: It would be direct staff to engage for comment with
[0:16:21] Voice 2: et cetera, et cetera.
[0:16:24] Voice 5: Yeah.
[0:16:26] Voice 4: All right then trustees, are we happy with that?
[0:16:29] Voice 3: And staff, you have what you need?
[0:16:34] Voice 3: Yeah.
[0:16:35] Voice 3: Staff is good.
[0:16:37] Voice 3: So we'll take that as moved by Trustee Mabry then?
[0:16:42] Voice 3: Second.
[0:16:43] Voice 3: And then Trustee Gavreau is going to second it.
[0:16:46] Voice 3: Any further discussion?
[0:16:48] Voice 8: One thing I just want to make sure that's stated
[0:16:50] Voice 8: that we're only addressing three individuals.
[0:16:53] Voice 8: We're not addressing all others, many nations, and tribes that have land claims to Galliano.
[0:17:00] Voice 8: Are we going to, for the purposes of this particular referral?
[0:17:06] Voice 8: Yeah, anybody help me out here.
[0:17:09] Voice 3: I see Trustee Chadwick.
[0:17:10] Voice 3: Sorry.
[0:17:11] Voice 3: Trustee.
[0:17:12] Planner Chadwick (probable): Go ahead, Chadwick.
[0:17:14] Voice 3: Through the chair.
[0:17:14] Planner Chadwick (probable): Yeah, so we've already done that.
[0:17:16] Planner Chadwick (probable): we've already sent the you know we have our list of all when we do a uh when we send out something
[0:17:23] Planner Chadwick (probable): for um first nations engagement comment um we do we do have the list of all the nations that
[0:17:29] Planner Chadwick (probable): you know that are within the area so that's that's the referral that we've already done
[0:17:34] Planner Chadwick (probable): um so this this is this is a targeted to those groups great are
[0:17:42] Voice 4: you good with that lisa um i
[0:17:44] Voice 8: I, I am, I will be, I am, I will be okay with that. Yeah.
[0:17:47] Voice 8: I think this is an important
[0:17:52] Voice 8: as a thoughtful way to deal with something that could be lead to something
[0:17:57] Voice 8: very meaningful for our community. So I am in favor.
[0:18:01] Voice 8: Okay.
[0:18:04] Voice 4: Thank you. Any further discussion? Okay.
[0:18:09] Voice 3: I'm not seeing any, so I'll call the question all in favor.
[0:18:12] Voice 3: and that is unanimous so is there any further direction that uh trustees want to take today
[0:18:24] Voice 3: or are we gonna go to adjournment i know that some staff have some hefty schedules going on so
[0:18:32] Voice 3: um we can defer the rest of our discussions around this till our next uh regular meeting
[0:18:40] Voice 3: is that agreeable yeah absolutely okay so i'll call for adjournment i'll call for adjournment
[0:18:48] Voice 3: then and uh all those in favor all right so meetings adjourned thank you very much thank
[0:18:55] Voice 3: you staff and for being there and katherine as always you're a wonderful minute taker
[0:19:01] Voice 3: and uh hope you all have a great afternoon we'll see you later thank
[0:19:06] Voice 4: you bye bye
