[0:01:08] Voice 7: trust committee. My name is Peter Luckham. I'm elected on Thetis Island, and it's a pleasure

[0:01:13] Voice 7: for me to be here today to work with every one of the local trustees. And of course,

[0:01:20] Voice 7: we're here in Stenemo territory predominantly, but of course, it's all Coast Salish territory

[0:01:26] Voice 7: from wherever you are. And my home on Thetis Island, the Laiakse and Ekanalkia territory.

[0:01:32] Voice 7: It's an honor and privilege every day to wake up here and be aware of the history of this

[0:01:38] Voice 7: place, of which there's certainly sadness that we're aware of and grief that we're trying

[0:01:45] Voice 7: to work through and come to understand, but there's also lots of joy and at this time

[0:01:50] Voice 7: of year in the spring with the wildflowers coming up, we've got lots of traditional foods

[0:01:55] Voice 7: and medicinal elements coming up out of the ground and revitalizing our communities in

[0:02:02] Voice 7: so many ways and so really grateful to be here so to my left here I have Susan Yates

[0:02:10] Voice 7: locally elected thank you

[0:02:13] Voice 8: chair and I also wish to acknowledge that I'm very fortunate

[0:02:16] Voice 8: to live in a place that has been home to this the name of First Peoples since time immemorial

[0:02:22] Voice 8: And this particular last few weeks, I've been thinking a lot about what the elders would have been teaching their children, because I've been spending a fair amount of time with children out in the natural environment and wishing that, just wishing that I could somehow go back 200 years and see what it should be looking like.

[0:02:47] Voice 8: i think about that a lot and i i really honor that tradition thank you and

[0:02:55] Voice 8: toby elliot good

[0:02:57] Voice 8: morning sure yes toby here as uh always flying in from a few different projects but uh gosh um i've

[0:03:06] Voice 8: been lucky to travel a little bit going to ladysmith and down to victoria and fetus and

[0:03:13] Voice 8: and south pender and it's just astonishing to me how different and diverse our communities are and

[0:03:20] Voice 8: yet we're all connected through the love of the ecological values that that surround us so it's

[0:03:30] Voice 8: really it's been refreshing to to be around the different islands and to see everybody

[0:03:34] Voice 8: appreciating especially springtime so thankful to be here great

[0:03:39] Voice 7: great to be together and um so

[0:03:42] Voice 7: So on my right-hand side here, we have Rene Jomura, our regional planning manager.

[0:06:11] Voice 7: as we move forward on housing in any form of factoring list opportunity for conversations

[0:06:17] Voice 7: with you in the regional district in the roles there are several roles that we play so thank you

[0:06:23] Voice 9: that's certainly I would say an important topic that we are having more at the regional

[0:06:30] Voice 9: district too so I look forward to these continued conversations and and hopefully some opportunities

[0:10:33] Voice 8: well um yeah i like being piped in with a little uh music camera

[0:10:44] Voice 8: i can i can start us off i'm gonna try to keep it short but um april was a really

[0:10:52] Voice 8: heavy month and i'm still digesting a lot of what i learned so i did submit um

[0:10:58] Voice 8: this morning, and hopefully it can be included in the minutes, a report from my time at UBCM's

[0:11:07] Voice 8: Housing Summit, April 4th to 6th in Vancouver, to the Association of Vancouver Island Coastal

[0:11:15] Voice 8: Communities, which followed on April 14th to 16th, and then the Rural Island Economic Partnership

[0:11:23] Voice 8: Forum, which happened here on Gabriola, April 25th to 27th. And there was lots of different

[0:11:31] Voice 8: themes, but of course, starting with the Housing Summit, on my first page, I'm just going to share

[0:11:38] Voice 8: a few takeaways. Marianne Alto, the Mayor of the City of Victoria said, we need a complete

[0:11:45] Voice 8: reimagination of who we are building homes for. We are building for people, not cars.

[0:11:53] Voice 8: um then the mp terry beach who's for burnaby north seymour and he's the parliamentary secretary

[0:12:01] Voice 8: to the deputy pm so he made an address uh first and he said this is a window of opportunity

[0:12:07] Voice 8: speaking of the ndp's homes for people um where the feds bc and local governments are aligned

[0:12:14] Voice 8: on solving this problem the good thing about living in a federated structure is every community

[0:12:19] Voice 8: can trial out different approaches and we see what works.

[0:12:23] Voice 8: And I thought that was really interesting

[0:12:24] Voice 8: because, of course, the Ounce Trust is a federated structure.

[0:12:27] Voice 8: And so we're learning to work together and to have a regional approach.

[0:12:32] Voice 8: And so as different LTCs try different approaches,

[0:12:36] Voice 8: I can really see these are coming together to knit into a structure

[0:12:41] Voice 8: that we're going to be able to leverage for local communities.

[0:12:45] Voice 8: um there was a lot of conversation on reviewing the local government uh the local government act

[0:12:54] Voice 8: and the finance system um zoning and taxation system was designed so long ago needs to be

[0:13:00] Voice 8: revamped rural and remote communities um are struggling because they don't have the benefits

[0:13:07] Voice 8: a lot of the enabling legislations or the right tools in the right places a lot of the conversation

[0:13:12] Voice 8: conversation on the second day I think was about how rural communities struggle and feel left out

[0:13:20] Voice 8: of these big housing plans because some of them have you know they're a mayor and one staff for

[0:13:26] Voice 8: instance and they don't even have somebody to fill in an application for some of these big funds and

[0:13:32] Voice 8: so there was a lot of discussion about housing challenges and opportunities so that's all in my

[0:13:39] Voice 8: report i've got a lot of quotes in there one thing i would i would just say that as we think about

[0:13:49] Voice 8: the housing landscape in bc no matter what happens here we're going to be experiencing pressures from

[0:13:56] Voice 8: the province and then from the decisions that the feds make so there was a point made by the board

[0:14:02] Voice 8: of trade uh president that we're going to have one million jobs from immigration coming in for

[0:14:10] Voice 8: over the next 10 years and those people will need housing and so the conversation is not just about

[0:14:16] Voice 8: our community but as canada receives more immigrants those people move into urban areas

[0:14:22] Voice 8: and folks in the urban areas move out to the rural areas and regional districts that pressure

[0:14:27] Voice 8: pressure needs to be addressed somehow people need somewhere to live and so it's not just about

[0:14:34] Voice 8: housing our folks but folks who won't be moving here from the urban areas so how do we address

[0:14:40] Voice 8: that um i think i've covered the association of vancouver island coastal communities or maybe i

[0:14:47] Voice 8: can let you run through that there's a oh yeah i'm sitting on the steering committee of the

[0:14:53] Voice 8: the Vancouver Island and Coastal Communities Climate Leadership Steering Committee.

[0:15:01] Voice 8: So this was the first, they had a panel discussion at AVICC,

[0:15:04] Voice 8: and this was the first chance that I had to hear about this committee.

[0:15:09] Voice 8: And they partnered with the Community Energy Association, which has 40 staff.

[0:15:15] Voice 8: It's quite a large organization.

[0:15:18] Voice 8: And in this discussion, they noted that the Regional District of Nanaimo is ahead

[0:15:23] Voice 8: head of many other regional districts in coastal flood hazard mapping and so we had some discussion

[0:15:30] Voice 8: about the vulnerabilities of our coastal communities to the effects of climate change

[0:15:35] Voice 8: and how all of our services are going to be impacted by climate change so this steering

[0:15:41] Voice 8: committee is really wanting to take the lead on a secretariat role to bring all the stakeholders

[0:15:49] Voice 8: holders together so that we can create regional uh plans for everybody um and then the rural

[0:15:56] Voice 8: island economic partnership forum was an unconference you attended some of that it was

[0:16:01] Voice 8: super fun four other three other trustees attended laura patrick from south spring island judy getty

[0:16:08] Voice 8: from bowen and um susan yates myself the really there was a great panel on housing lessons from

[0:16:17] Voice 8: a rural islands perspective moderated by laura patrick nancy heather and tim pierce was on it

[0:16:23] Voice 8: um simon palmer from denman and justine stark who was our previously a planner with the honest trust

[0:16:30] Voice 8: and the key message yeah there's some key messages and takeaways in there but i'd say the main

[0:16:37] Voice 8: point was to have a supportive to support secondary housing market and to have a

[0:16:43] Voice 8: holistic economic lens zoning building permitting and financing need to work lots more but everything

[0:16:51] Voice 8: came back to housing um somebody else remarked that um when they were talking about food security

[0:16:58] Voice 8: and resiliency that many young young farmers are moving to the gulf islands they're attracted here

[0:17:04] Voice 8: but the barrier is again housing and so it doesn't matter if we're talking climate change

[0:17:10] Voice 8: or we're talking farming uh it sort of came back to where are we going to house people hi so

[0:17:17] Voice 8: and then finally regional there's so many other things i've been going to i'm going to stop it

[0:17:22] Voice 8: there lots of other action i'm very excited about the work that the regional planning committee

[0:17:27] Voice 8: is doing but uh come and talk to me about that because i don't want to bore you thank you thank

[0:17:36] Voice 8: you to

[0:17:36] Voice 8: me i'm glad you're on the regional planning committee um and i can ask you about regional

[0:17:41] Voice 8: planning stuff like i just did a little while ago thank you so yeah april was a crazy busy month uh

[0:17:47] Voice 8: tommy and i both attended the earth day celebration on the friday and the 21st um and it's held on the

[0:17:54] Voice 8: friday so that the school children can join us and that was super fun we really were breathing

[0:18:00] Voice 8: it was really cold and we're trying to prevent the island's just conservancy uh poster thing from

[0:18:05] Voice 8: blown over we have several rollers on that one but the kids were the kids were fun the kids

[0:18:11] Voice 8: loved the little buttons that we had and some of the little pamphlets yeah um so that was nice

[0:18:17] Voice 8: that's the first time that the other was trust conservancy has been a part of birthday so i

[0:18:22] Voice 8: think we'll make that a habit um nice to do some fun things um i have had a lot of a lot of emails

[0:18:31] Voice 8: else this last month uh concerning bylaw and contractions seems to be like a real rash of them

[0:18:38] Voice 8: over this last few weeks yeah anyway but you know that's not my department i just receive them and

[0:18:43] Voice 8: look at them and feel slightly worried

[0:18:46] Voice 10: um

[0:18:47] Voice 8: some consternation well on my part a lot of

[0:18:51] Voice 8: questionation about the tree cutting at elder cedar nature reserve i found it actually very

[0:18:58] Voice 8: upsetting so we'll talk about that a bit later um under the honest trust conservancy report

[0:19:04] Voice 8: i i also attended the economic partnership forum and the sessions that i attended were

[0:19:10] Voice 8: on the circular economy and i love that topic because for me having supporting local and having

[0:19:18] Voice 8: supply and demand kind of match each other so beautifully there was some really really

[0:19:27] Voice 8: really positive stories in that session on how businesses can be local you know and they they

[0:19:35] Voice 8: can they can operate with really high social and environmental ethics and still be successful so

[0:19:43] Voice 8: I love hearing about stuff like that I was also billeting um the Anne Erickson from Cetus Island

[0:19:49] Voice 8: for that forum so we had a chance to talk a bit too um the other two things I wanted to mention

[0:19:56] Voice 8: is that I was on Salt Spring Island last weekend for two things.

[0:20:00] Voice 8: One of them was the Electrify Salt Spring Forum

[0:20:03] Voice 8: to celebrate 10 years of clean energy work on their island.

[0:20:08] Voice 8: But the exciting session that I attended on Saturday afternoon

[0:20:12] Voice 8: was on the electrification of public transportation.

[0:20:17] Voice 8: And I couldn't believe how interesting this was.

[0:20:21] Voice 8: There were four speakers.

[0:20:22] Voice 8: one from one was the bc ferries electric project engineer he was super hot just he was on it if

[0:20:31] Voice 8: you could give him the money to electrify bc ferries and get that infrastructure in he would

[0:20:36] Voice 8: do it um of course he's held back by all sorts of other things um another fellow lots and lots

[0:20:43] Voice 8: of energy was warren boyle with bc transit he's the head of the low carbon fleet infrastructure

[0:20:49] Voice 8: structure again all of the ideas and the energy uh he had was like give this guy the money and

[0:20:56] Voice 8: bc transit would be electrified and then the other two speakers were both from harbor air

[0:21:02] Voice 8: and they were so fun because we also got to go down to the ganges dock and look at the 70 year

[0:21:10] Voice 8: old remodeled beaver that is now electric

[0:21:13] Voice 8: and it's bright kind of dirty green and so far you know

[0:21:19] Voice 8: they keep working on it they do a lot of research and development at harvard air they're not

[0:21:23] Voice 8: constrained by you know government policy they get a little bit of government funding not much

[0:21:29] Voice 8: apparently the province is pretty good at supporting the development of electrical

[0:21:35] Voice 8: infrastructure but the beds

[0:21:37] Voice 8: are way way way behind on that and that i we heard that from

[0:21:42] Voice 8: from all from BC Ferries, from BC Transit, and from Harbor Air.

[0:21:47] Voice 8: Biggest challenge in BC is the lack of charging infrastructure.

[0:21:52] Voice 8: And part of the problem with that is that BC Hydro does not seem to have a strategic plan

[0:21:57] Voice 8: to develop all of the needed charging infrastructure for mass transit, including ferries.

[0:22:05] Voice 8: then I learned that Corvus Energy is a BC company leading battery innovator and

[0:22:13] Voice 8: and their their work is regarded as top of the line all over the world so that was kind of exciting

[0:22:23] Voice 8: and yeah I wrote a lot of notes on this because it was very interesting to me mostly

[0:22:30] Voice 8: mostly um two things infrastructure infrastructure infrastructure it's not it's not the research and

[0:22:39] Voice 8: development into the actual vehicles that's going ahead just fine um i also learned that

[0:22:46] Voice 8: harvard air is never going to get rid of their 70 year old beavers and otters and twin otters

[0:22:53] Voice 8: they're just going to keep making them better making them lighter making them better like they

[0:22:58] Voice 8: have apparently the best design ever for a solid little airplane just pretty cool um they're not

[0:23:05] Voice 8: constrained either by government policy so they can do a lot of research and development on their

[0:23:10] Voice 8: own 80 of the fuel energy is lost in thermal runaway and anybody who works with batteries

[0:23:18] Voice 8: knows that it's if you're trying to supercharge say you want to supercharge one of our ferries

[0:23:24] Voice 8: so instead of you know slow charging them over 12 hours you want to charge them in three hours

[0:23:28] Voice 8: then the the problem is it they that creates fires like they catch on fire so they're working

[0:23:36] Voice 8: on that um also a lot of energy is lost in in that dissipating heat

[0:23:41] Voice 10: anyway

[0:23:42] Voice 8: it was very exciting

[0:23:44] Voice 8: and honestly the best thing out of that whole forum was that these companies want to do this

[0:23:52] Voice 8: um they really want to have clean energy running our transit systems so i felt pretty good about

[0:23:57] Voice 8: that and oh the last thing i went to was also on salt spring island um i was part of a very small

[0:24:05] Voice 8: group of people who were going over the andreas point nature reserve on salt spring and it's a

[0:24:12] Voice 8: very special place that has been um carefully attended by conservancy people and one of the

[0:24:19] Voice 8: the unusual things that they do well not unusual but different than what we do here is they have

[0:24:24] Voice 8: specific areas that they have cordoned off from deer browsing and so

[0:24:29] Voice 8: to see the difference so

[0:24:31] Voice 8: they've been doing this for 10 years to see the difference between um the areas that have been

[0:24:37] Voice 8: protected so these would be areas with a couple of gary oaks lots of spring metal flowers coming up

[0:24:44] Voice 10: and

[0:24:45] Voice 8: those flowers come up to their normal height like two feet instead of

[0:24:49] Voice 8: teeny teeny teeny

[0:24:50] Voice 8: weeny little round flowers that escape the deer and it's just extraordinary to see what can come

[0:24:57] Voice 8: up after 10 years um even those bulbs have been lying on the ground for that long but when they've

[0:25:05] Voice 8: protected from the deer they they come up and they're just so beautiful there's a

[0:25:10] Voice 8: profusion

[0:26:38] Voice 7: and it's really it's quite phenomenal the amount of food and the amount of number of people and

[0:26:45] Voice 7: that is supported in the number of people that are contributing to that work and so would encourage

[0:26:51] Voice 7: I encourage you to find out about the Cowichan Ballet Regional Districts Areas Proof Security Program.

[0:26:57] Voice 7: It's really exciting. They bought the old Phoenix Hotel years ago and it

[0:27:01] Voice 7: completely turned it into this hub of good and well-being.

[0:27:07] Voice 7: And it's amazing actually. So I'll just add that on that ABSCC note, the Association of Anchorage Island Coastal Communities.

[0:27:14] Voice 7: They're our family actually. They're all coastal people and it's a great organization to be involved with.

[0:27:19] Voice 7: um of course i'm involved in various committees and at the executive committee advancing the

[0:27:27] Voice 7: administrative aspects of the animal trust and that's going well we adopted a budget uh back

[0:27:33] Voice 7: in our last council meeting uh it would be at the end of uh may no sort of the end of march and um

[0:27:43] Voice 7: we're now moving towards preparing for the june trust council um it's a very cyclical thing

[0:27:50] Voice 7: The only other things that maybe note is I did attend a species and environment at risk.

[0:27:57] Voice 7: The local government working group hosted by the province and just kind of getting an update on what's going on.

[0:28:02] Voice 7: I always try to keep an ear on those kinds of things.

[0:28:06] Voice 7: And there's lots of great activities going on, trying to protect species at risk.

[0:28:12] Voice 7: on monday this week ties into climate change so i've stopped the work and the flood mapping

[0:28:20] Voice 7: and then i'm over here that you mentioned um i also sat on what's called the first

[0:28:25] Voice 7: one of this season now it's the mayors and chairs reporting out from the province on

[0:28:31] Voice 7: uh emergency services ostensibly which these days is inextricably linked to climate change

[0:28:40] Voice 7: because the topics are flooding, wildfire, and drought.

[0:28:49] Voice 7: And so there's news, and of course the province is reacting in its way that it does,

[0:28:54] Voice 7: and acknowledge that they are learning from recent experiences

[0:29:00] Voice 7: to escalate that flood mapping and understanding flooding.

[0:29:06] Voice 7: Of course, we've seen that up in the interior already this year,

[0:29:10] Voice 7: year and last year in Abbotsford and so there's new tools and mechanisms and planning that's

[0:29:15] Voice 7: going resources to go into mitigate and then support people that are impacted um and then

[0:29:25] Voice 7: wildfire season is coming up I'm deputy chief on my fire department so that's an important

[0:29:31] Voice 7: topic that I follow anyway and then of course the new thing is drug with the heat dome last

[0:29:37] Voice 7: year that's stimulated a whole another mechanism of not only being cognizant that that potential

[0:29:44] Voice 7: exists but providing the opportunity for water and water resources to communities that end up needing

[0:29:50] Voice 7: it because of the conditions and

[0:29:54] Planner Chadwick (probable): then i'll just end on

[0:29:55] Voice 7: noting just for information that despite

[0:30:00] Voice 7: fact that it seems moist and it seems like spring is kind of coming a little late and we're enjoying

[0:30:05] Voice 7: this little moment of humidity beautiful weather right now but indeed this weekend we're going to

[0:30:10] Voice 7: come up on 30 degrees apparently that's predictions but just as a bit of background we are as we're

[0:30:18] Voice 7: coming into the wildfire season for this year and then potentially into that drought cycle we are

[0:30:24] Voice 7: still not recovered we're still suffering from the drought that went all the way into october

[0:30:31] Voice 7: last year so that cycle and that opportunity to recover through the fall um has not set us up well

[0:30:38] Voice 7: through this year so just be conscious and aware of that make sure that you've got the water you

[0:30:43] Voice 7: need at home and you've got measures to ensure your own personal safety and your family safety

[0:59:11] Voice 8: and so we did end up following through with about five individuals who were interested in density

[0:59:16] Voice 8: donations to the Gabriel density bank however none of them materialized into actual donations

[0:59:23] Voice 8: everyone felt that they weren't at the right place and time in their estate planning to

[0:59:29] Voice 8: to make a decision like that.

[0:59:31] Voice 8: So there was nothing presented to the local trust committee

[0:59:33] Voice 8: the last term in terms

[0:59:35] Voice 8: of expediting a possible donation

[0:59:38] Voice 8: and any of the application fees being waived

[0:59:41] Voice 8: and incorporated into the project.

[0:59:43] Voice 8: So then the act was to possibly produce

[0:59:46] Voice 8: some public outreach materials

[0:59:48] Voice 8: that could stand the test of time

[0:59:50] Voice 8: to just continue to promote that option to landowners

[0:59:53] Voice 8: and remind people that if they owned land

[0:59:56] Voice 8: that had additional onion stems today that I could use.

[1:00:00] Voice 8: donated for the purposes of affordable housing uh and that the local trust committee might

[1:00:05] Voice 8: absorb those costs so that it would not be a barrier for those donations to be made um and

[1:00:20] Voice 8: numerous staffing changes and resource demands that package hasn't been prepared it could be a

[1:00:26] Voice 8: simple as a PDF and a link that people can access or it can be hard copy. We intended it to be both, eventually, that people could access that information from one of our news.

[1:00:37] Voice 8: We didn't mean it to be, but that it would be something that communication materials that would be easy to understand how this works and how it could be applied for the Gabriel Trust Area.

[1:00:47] Voice 8: So it's still on the list. It wasn't the resource. There's been no follow up to it in this new term.

[1:00:55] Voice 8: And I think that's the discussion today. Whether or not you'd like to continue to ensure that that happens with the minor projects deliverable or whether you're willing to move on.

[1:23:50] Voice 8: professional reports related to septic capacity for the proposed intensification of commercial

[1:23:56] Voice 8: commercial uses and residential uses on that parcel, as well as the groundwater assessment report to support the drafting of bylaws being presented to you.

[1:24:06] Voice 8: So we have provided just a short summary of where we're at with that. We haven't received those two reports and the applicant can speak to that as well if they'd like.

[1:24:17] Voice 8: So typically how we work with these rezoning applications is that if after a certain period

[1:24:22] Voice 8: of time we don't receive the reports and the information that we need in order to develop

[1:24:26] Voice 8: the draft file, we advise the applicant that we would be closing the file due to inactivity.

[1:24:31] Voice 8: The applicants requested that the file not be closed, that they have engaged with a hydrogeologist,

[1:24:39] Voice 8: but that the septic report likely wouldn't be forthcoming and so it's not a one or the

[1:24:44] Voice 8: others are both integral in terms of providing sufficient satisfaction to staff let alone the

[1:24:51] Voice 8: local community that would be engaged during a public hearing process that the intensification

[1:24:56] Voice 8: of those uses is supported and that there's no surprises at the time of development that the

[1:25:00] Voice 8: land actually can't support those uses so this is the same advice that we're giving at the front

[1:25:06] Voice 8: counter to individuals who are also interested in intensifying the village area for gabriola

[1:25:10] Voice 8: so it's consistent advice that we're giving so our recommendation is that we maintain the

[1:25:16] Voice 8: May 31st deadline for both reports being received the alternatives are that the local

[1:25:22] Voice 8: trust committee can just direct staff to continue with drafting the bylaws and presenting them to

[1:25:27] Voice 8: you in the absence of that information and that perhaps you would consider that coming in at a

[1:25:32] Voice 8: later time or at all you could waive those requirements that we need strong action all

[1:25:37] Voice 8: for that so that you could advise other people who are making similar inquiries as to what the

[1:25:42] Voice 8: expectation is when you submit a rezoning application and present it to you. The other

[1:25:48] Voice 8: recommendation or the other alternative that you could consider is an extension to the May 31st

[1:25:54] Voice 8: date if you felt so inclined and the staff will simply just wait until we receive those before

[1:44:55] Voice 3: and this would have contravened the bylaw when it was

[1:45:22] Voice 3: an approval for any type of harmful alteration disruptor disrupting the event they're starting

[1:45:28] Voice 3: to have fish habitat did they stipulate that at least what you're required uh no the federal

[1:45:34] Voice 3: government would require lease but the province would have required one uh and approval would have

[1:45:43] Voice 7: from okay so maybe wendy shah are you the one that built the wall or somebody before

[2:44:31] Planner Chadwick (probable): Yeah, so there was a request at the April 28th meeting, you know, basically to provide some perspective on the housing options and impacts review and how that could potentially be used to help or move forward the, an application to the Cade and Mortgage and Housing, CMHC's housing accelerator fund.

[2:44:57] Planner Chadwick (probable): And so staff took some time to have a look at the housing's option impact review project as well, and the resulting report, the Gabriela Housing Matters report, and also the staff report that was presented on July 29th, 2021,

[2:45:24] Planner Chadwick (probable): 21 which essentially identified next steps for that project building off of the recommendations

[2:45:32] Planner Chadwick (probable): that were provided in the gabriella housing matters report um and it it really um you know

[2:45:44] Planner Chadwick (probable): just coming into this project um starting essentially a number of projects april 1st

[2:45:49] Planner Chadwick (probable): i hadn't had a chance to have a deep dive into any of this until um just last week or the week

[2:45:55] Planner Chadwick (probable): before what i'm losing time here um but that report that july 29th 2021 staff report is

[2:46:04] Planner Chadwick (probable): is very good in identifying how um how the work that was done housing options and impacts um

[2:46:11] Planner Chadwick (probable): review work and the and the and the resulting report could be moved forward um and um you know

[2:46:20] Planner Chadwick (probable): as i understand it there were sort of you know a variety of of um sort of logistical and

[2:46:25] Planner Chadwick (probable): administrative and political reasons why it didn't move forward, but it seems like a very

[2:46:32] Planner Chadwick (probable): good starting point for, to begin to have discussions about, related to the OCP review

[2:46:40] Planner Chadwick (probable): in general, and specifically housing. One of the processes that I've been engaged in

[2:46:50] Planner Chadwick (probable): in doing housing projects for main island and now beginning also on denman island

[2:46:59] Planner Chadwick (probable): is is doing a thorough review of what's already been done done and that's something that we were

[2:47:04] Planner Chadwick (probable): we were all we were also encouraging with the ocp review for gabriola which is is why we sort of

[2:47:09] Planner Chadwick (probable): kicked off the project with a discussion about what what are the materials out there what are

[2:47:14] Planner Chadwick (probable): the things that already have been done so there's you know this report there's a lot in that report

[2:47:20] Planner Chadwick (probable): there's a lot to build off of. And when I say that, it doesn't mean to say that I'm,

[2:47:25] Planner Chadwick (probable): you know, saying that everything in there is great, we should move forward. But it's always

[2:47:30] Planner Chadwick (probable): good to have something better than nothing. And there's a lot of somethings in that report,

[2:47:37] Planner Chadwick (probable): and probably some of the other material that I'll be looking at. So anyways, there's sort of two

[2:47:43] Planner Chadwick (probable): Two things I want to speak to specifically, one is this opportunity for applying to the funding and the other is staff's recommendations about how to move forward with the OCP review.

[2:48:00] Planner Chadwick (probable): So with respect to the funding, we've done some substantial thinking internally, staff, regional planning managers, the planning director, to get a real clear sense of what it would take to accelerate any LTC's project through this process.

[2:48:26] Planner Chadwick (probable): process. Main Island is moving forward because main island has had four years of housing project. So their community has been engaged many times in different ways. And they were, I've just, I've just finished their report relating to the application for this funding, and they were essentially right in the right timing to do that they were already at a point where they were ready to to develop an action plan.

[2:48:56] Planner Chadwick (probable): Um, um, Gabriel is not there, um, and to accelerate and, and the elements that are sort of required

[2:49:06] Planner Chadwick (probable): to accelerate a project or to move forward from this point, um, May the 11th to say end

[2:49:17] Planner Chadwick (probable): of June, which is not a lot of time, um, essentially six weeks of time, there would need to be

[2:49:25] Planner Chadwick (probable): an updated needs assessment a preliminary report with options because i really don't i i really

[2:49:30] Planner Chadwick (probable): couldn't support a process that didn't have a look at all of the options and um you know again have

[2:49:37] Planner Chadwick (probable): have some um some look at what's been done before um there'd be a that would inform the drafting of

[2:49:45] Planner Chadwick (probable): an action plan and uh and then a a an application submission would be made um an accelerated moving

[2:49:53] Planner Chadwick (probable): Moving at an accelerated rate would also potentially require additional meetings.

[2:49:57] Planner Chadwick (probable): There would be limited opportunity for community engagement.

[2:50:01] Planner Chadwick (probable): And the other key point here is that the benefit that Main Island has is that the CRD already has a Gulf Island housing, a strategic plan for housing and a number of initiatives under that.

[2:50:17] Planner Chadwick (probable): that, and one of which is related to subsidizing the development of accessory dwelling units.

[2:50:28] Planner Chadwick (probable): We as an organization can take money, but we can't distribute it to nonprofits or to

[2:50:36] Planner Chadwick (probable): private landowners, so we would have to have that conversation with the regional district

[2:50:42] Planner Chadwick (probable): and develop some kind of, and they would have to be willing to develop some kind of program

[2:50:45] Planner Chadwick (probable): to enable them to move that money.

[2:50:48] Planner Chadwick (probable): And that is a substantial administrative consideration

[2:50:54] Planner Chadwick (probable): because the CRD right now is starting to think

[2:50:57] Planner Chadwick (probable): in a very focused way

[2:51:00] Planner Chadwick (probable): about how to accelerate the development of their program

[2:51:03] Planner Chadwick (probable): to support Maine as a pilot for the Southern Gulf Islands

[2:51:08] Planner Chadwick (probable): and ultimately for the islands trust as a whole.

[2:51:11] Planner Chadwick (probable): um so reallocating staff uh resources to uh expedite a process for gabriola um would mean

[2:51:24] Planner Chadwick (probable): a lot of juggling around it would mean that the timelines for other major projects would be would

[2:51:30] Planner Chadwick (probable): have to be pushed ahead um very specifically the main housing project because um i'm sure that

[2:51:36] Planner Chadwick (probable): but if this was to happen, I'd play a major role.

[2:51:39] Planner Chadwick (probable): And, you know, that would mean,

[2:51:43] Planner Chadwick (probable): and I'm just beginning the housing work for Denman.

[2:51:49] Planner Chadwick (probable): It would mean pushing timelines

[2:51:51] Planner Chadwick (probable): for regional planning committee projects

[2:51:53] Planner Chadwick (probable): because we'd have to involve other staff

[2:51:55] Planner Chadwick (probable): to do some of the work,

[2:51:57] Planner Chadwick (probable): like the needs assessment update, for example.

[2:52:00] Planner Chadwick (probable): And we've got now, we do have a staff person

[2:52:03] Planner Chadwick (probable): and who we've got on uh hired as an auxiliary who is doing some major work for the regional

[2:52:09] Planner Chadwick (probable): planning committee and that's really our only potential resource here because other staff are

[2:52:14] Planner Chadwick (probable): you know are busy with other projects um but we there'd have to be a decision if you're going to

[2:52:20] Planner Chadwick (probable): pull somebody else off their project um and then there's um the additional time for the application

[2:52:28] Planner Chadwick (probable): process and then again additional administrative support that might be needed for additional

[2:52:34] Planner Chadwick (probable): meetings and and so forth so it would be quite um an effort to to move forward and staff don't

[2:52:44] Planner Chadwick (probable): feel like they're in a position to say to to make a decision whether this can happen or not it would

[2:52:50] Planner Chadwick (probable): it would really have to be a decision by the ec because it would have such a significant impact

[2:52:55] Planner Chadwick (probable): impact on the rest of on on staff resources so if if if um if gabriela didn't what did want to

[2:53:02] Planner Chadwick (probable): continue to explore this idea it would have to be a decision um that would would need to go to to to

[2:53:08] Planner Chadwick (probable): executive committee um so that's the you know that that's addressing recommendation one uh in terms

[2:53:19] Planner Chadwick (probable): of recommendation two which is is to um develop a public charter for the ocp and luv review that

[2:53:29] Planner Chadwick (probable): focuses on housing um i i would just um like to so what i want to point out here is that we do

[2:53:38] Planner Chadwick (probable): now have two other housing projects moving forward a significant focus for the the um

[2:53:45] Planner Chadwick (probable): OCP review will I'm quite certain be housing because there's so much talk about housing

[2:53:52] Planner Chadwick (probable): related to Gabriela when we do an OCP review we can't do everything all at once we can certainly

[2:54:03] Planner Chadwick (probable): identify the things that will be priorities and start to move through them logically and

[2:54:11] Planner Chadwick (probable): methodically, housing will likely be one of those. So it's about a sequencing here.

[2:54:15] Planner Chadwick (probable): If you choose to focus on housing now, you will be able to benefit from the efficiencies of having

[2:54:22] Planner Chadwick (probable): a single planner, myself, already working through two other housing projects. So there

[2:54:28] Planner Chadwick (probable): is the opportunity for all of those projects to inform each other.

[2:54:35] Planner Chadwick (probable): um if you choose not to go that route then um it will it will take you longer to get to

[2:54:44] Planner Chadwick (probable): where you might have a housing housing action plan um the value of having a housing action

[2:54:52] Planner Chadwick (probable): plan is that you then have you are ready to take advantage of other opportunities that may come

[2:54:58] Planner Chadwick (probable): your way um funding opportunities we don't know what they are um but as uh was trustee elliot had

[2:55:05] Planner Chadwick (probable): uh identified uh you know there there's some there's one and as we've already been seeing

[2:55:11] Planner Chadwick (probable): there's a movement federally and provincially and um we don't know whether it will continue it's

[2:55:16] Planner Chadwick (probable): really uncertain but having um a plan allows you to take advantage of those opportunities so if that

[2:55:22] Planner Chadwick (probable): that continues to be a focus for senior government for the next well five ten years then then you'll

[2:55:27] Planner Chadwick (probable): be ready um a good a significant piece of the housing work um will be what i mentioned earlier

[2:55:37] Planner Chadwick (probable): what we're calling suitable land analysis so the pro a project now that's being supported

[2:55:44] Planner Chadwick (probable): sort of a preliminary part of this is being supported by the regional planning committee

[2:55:50] Planner Chadwick (probable): is is for staff to start to look at all of the information that we currently have available to us

[2:55:58] Planner Chadwick (probable): to inform the, to inform where the suitable land is to, you know, add any additional

[2:56:09] Planner Chadwick (probable): intensity, density, or intensity of any kind, you know, but obviously housing is a key focus.

[2:56:18] Planner Chadwick (probable): So it will involve looking at the, you know, the groundwater data we have available,

[2:56:24] Planner Chadwick (probable): the ecological data we have available steep slopes other um information and essentially

[2:56:31] Planner Chadwick (probable): trying to create um a sort of heat map type tool that would identify the areas that are most

[2:56:39] Planner Chadwick (probable): vulnerable to being impacted by increased in density intensity of land use um and those that

[2:56:46] Planner Chadwick (probable): would be least least impacted so that's the project that's that that that we're we're starting

[2:56:52] Planner Chadwick (probable): starting to move move forward um it's going to involve a budget ask likely uh for the next fiscal

[2:56:58] Planner Chadwick (probable): uh it it will absolutely um a key key key key component is the groundwater availability

[2:57:07] Planner Chadwick (probable): assessments um absolutely key to this so um trying to source funding um for that um it may be that it

[2:57:16] Planner Chadwick (probable): it for gabriela it would be a a budget ask in the next fiscal as a as a key component of

[2:57:24] Planner Chadwick (probable): how of your ocp review regardless of whether you're focusing on housing as a as a as your

[2:57:30] Planner Chadwick (probable): first priority or um or anything else and i would also just like to speak to the fact that um you

[2:57:37] Planner Chadwick (probable): know climate change first nations these are all lenses that any kind of work that's being done

[2:57:43] Planner Chadwick (probable): and land use, those are lenses that are being brought to all of those projects. So it's not,

[2:57:52] Planner Chadwick (probable): they can't be, I mean it would be difficult to look at them in isolation and it would be,

[2:57:57] Planner Chadwick (probable): and we cannot be, we cannot be moving forward with projects without having those,

[2:58:01] Planner Chadwick (probable): that lens on anything that, any decisions that are made related to land use.

[2:58:07] Planner Chadwick (probable): So getting back to the option of focusing on housing in the OCP, it would not negate that integrated approach because that is the approach that is being encouraged and is being implemented on Maine and has been already used on Maine for one of the

[2:58:36] Planner Chadwick (probable): their projects their flexible housing project is where the suitable land analysis was was the sort

[2:58:42] Planner Chadwick (probable): of beginnings of it um have already been used and will continue to be used in a more uh with with

[2:58:49] Planner Chadwick (probable): more data added um and that's what will be encouraged for all the housing projects so that

[2:58:55] Planner Chadwick (probable): so you know the the interests um related to um the environment uh are considered in that movement

[2:59:05] Planner Chadwick (probable): forward. So, and again, I think that the value of moving forward with housing as a priority is

[2:59:14] Planner Chadwick (probable): there will be efficiency. You will get to housing eventually with your other project. It may be that

[2:59:20] Planner Chadwick (probable): you want to prioritize something else at this point in time. And that's why there are options

[2:59:27] Planner Chadwick (probable): identified in the staff report for you. So I'm open to questions.

[3:00:24] Voice 8: from civil fray and Nancy Henrington Pierce I received that correspondence one day after I had

[3:00:31] Voice 8: already written my own notes as to what I wanted to see happen with this and it it mirrors them

[3:00:38] Voice 8: exactly that does not mean that it matches your opinion or Toby's opinion at all because of course

[3:00:45] Voice 8: we haven't talked about this um even though we know that if we focused on a housing as a priority

[3:00:53] Voice 8: moving forward we know that would include groundwater assessments that kind of thing

[3:00:59] Voice 8: i still do not want to make housing the first priority because i think housing will be

[3:01:07] Voice 8: a priority throughout the process um i do believe that we should not pursue the housing accelerator

[3:01:15] Voice 8: funding at this time for all of the reasons that staff have outlined and i really really thought

[3:01:20] Voice 8: about it that because i got really excited about it too thinking oh does this mean that we can get

[3:01:24] Voice 8: money for the housing society and for people to do the groundwater assessment and all that kind

[3:01:30] Voice 8: of stuff no it means that it's meant for places that are pretty much ready with a plan and here's

[3:01:36] Voice 8: how you get your extra numbers so um so then i thought well we i don't think we should be

[3:01:43] Voice 8: pursuing this it will take so much staff time to to get that you know those reports ready

[3:01:50] Voice 8: and i also don't think that we should say in our ocp the project charter that we are

[3:01:57] Voice 8: focusing on housing as a first priority for me the environment is a first priority

[3:02:05] Voice 8: and i am just as concerned about the development permit areas that are lacking that are missing

[3:02:11] Voice 8: they're not there in our ocp and the ones that aren't there have huge holes in them

[3:02:17] Voice 8: i am just as worried about those and about the development application information bylaw which

[3:02:22] Voice 8: hopefully is a separate project as i am about housing and believe me i am worried about housing

[3:02:28] Voice 8: i am always thinking about housing especially vulnerable people always and the way that

[3:02:39] Voice 8: housing has been monetized in in our country in our province everywhere is just totally unacceptable

[3:02:47] Voice 8: to me um so i'll just leave it at that for now i couldn't be convinced otherwise but i my

[3:02:58] Voice 8: recommendation number one on the staff report i completely agree with recommendation number two

[3:03:04] Voice 8: or focusing on housing i'm not sure about it um because i think it will be a priority no matter

[3:03:13] Voice 2: what we say and i and i want it to be okay so we can so

[3:03:21] Voice 8: i've done a lot of thinking on that

[3:03:25] Voice 8: um since 20 gosh when did that happen uh 2016 and so i was on the housing advisory

[3:03:35] Voice 8: planning commission as you all know and we have been working on housing for not just one term

[3:03:42] Voice 8: but two terms so this has been a major project so it's totally not on university you're not familiar

[3:03:50] Voice 8: with the project it's i'm sorry planner chadwick um but this has been a major focus and it's

[3:03:57] Voice 8: precisely for the reasons that you elucidate it's environmental protection it's planning for the

[3:04:03] Voice 8: the type of housing that will protect the environment so these things are integrated

[3:04:08] Voice 8: i just i need to bring up a few points of history and then i'd like to look forward into the future

[3:04:14] Voice 8: and then i'll close my arguments if i was a lawyer but i'm not um i still believe i absolutely

[3:04:24] Voice 8: believe we need a housing strategy regardless of whether we apply for this fund or not and

[3:04:29] Voice 8: And the reason we need a strategy is because people in our community need confidence that

[3:04:37] Voice 8: when pressure comes and when forces that we cannot control, such as demographic shifts

[3:04:45] Voice 8: in Canada and in BC, are happening, they have some assurance that we have a plan and we

[3:04:52] Voice 8: have a direction.

[3:04:53] Voice 8: This is how we're going to house people.

[3:04:55] Voice 8: We know the areas that are sensitive and vulnerable to groundwater and saltwater intrusion.

[3:05:00] Voice 8: We don't have that strategy.

[3:05:02] Voice 8: And I am so disheartened that the work that was done for this Gabriel Housing Matters report was supposed to result in a strategy.

[3:05:12] Voice 8: And if the last term they had chosen, and you laid it out in your report, Leonard Chadwick, the direction was not realized to implement those recommendations.

[3:05:22] Voice 8: recommendations we would be in this place today of having a strategy and being in the position

[3:05:27] Voice 8: of being able to apply so in action by our elected officials this is our job this is leadership

[3:05:36] Voice 8: is when we do the work we commission the work we say okay hapsy you go out there

[3:05:42] Voice 8: canvas the community we got 1200 responses in three different surveys and 26 recommendations

[3:05:51] Voice 8: recommendations later the only thing that trustees chose to focus on was the easy low-hanging fruit

[3:05:56] Voice 8: no blame on them it seemed to be a good direction a density donation program and but we didn't take

[3:06:05] Voice 8: the we didn't use that initiative to say okay let's set a housing strategy and we came back

[3:06:14] Voice 8: again and said can we have create a planning commission a biodiversity biocultural

[3:06:21] Voice 8: housing diversity planning commission and then integrate the rdm integrate first nations

[3:06:27] Voice 8: integrate the conservancy so that was the first point is that inaction or not sorry not inaction

[3:06:34] Voice 8: but a choice that was made has resulted in us being here today without a housing strategy

[3:06:39] Voice 8: the second point is that the islands trust organizationally failed the housing options

[3:06:49] Voice 8: and impacts repeat projects and if you look back through the project charters because i'm

[3:06:54] Voice 8: the chair and i documented these we had no money to do it so the ec we were set up to have a pilot

[3:07:02] Voice 8: project that was going to be replicable through the other golf islands which is what we're doing

[3:07:07] Voice 8: now planner chat is doing on maine we're going to be able to replicate that work we're creating that

[3:07:12] Voice 8: tool kit it was never funded we had five thousand dollars to work with over it was a ridiculous

[3:07:20] Voice 8: anyway and and the chair at the time said yes we we missed we messed up like we didn't fund

[3:07:28] Voice 8: a major project that could have had efficiencies and benefits throughout the entire almonds trust

[3:07:33] Voice 8: area so that's a it's just a lesson that i'd like us to take as if we are setting a community up to

[3:07:41] Voice 8: do the work and say we're going to engage with you this is going to be replicable

[3:07:46] Voice 8: throughout the allies trust region then we don't fund it we're what are we doing that's not

[3:07:52] Voice 8: planning that's that's today anyway it also happened so that was um that was a problem

[3:07:59] Voice 8: so take act taking action so taking action when you've had good engagement and you're presented

[3:08:06] Voice 8: with a suite of recommendations would have been preferred.

[3:08:11] Voice 8: My concern now is that this data is going to be stale in two years.

[3:08:18] Voice 8: So it was gathered in 2021.

[3:08:20] Voice 8: We did robust community engagement.

[3:08:22] Voice 8: Some of those community members are coming back in the HAPC,

[3:08:25] Voice 8: but honestly, we may have burned out others.

[3:08:28] Voice 8: And the goodwill in the community to keep doing engagements

[3:08:32] Voice 8: engagements and planning cycles that result in no action is going to hurt us in the long run

[3:08:39] Voice 8: because when another survey comes out people are going to be like well what did you do with the

[3:08:43] Voice 8: last one seriously guys this was this was so extensive it was so well done and so in two

[3:08:54] Voice 8: years time when we get around to making those OCP and LUV amendments this data is not going to be

[3:09:02] Voice 8: totally relevant anymore it's from four years ago we have to re-engage with the community again we

[3:09:08] Voice 8: have to spend that money again so what I'm arguing is let's finish the housing options and impacts

[3:09:14] Voice 8: review project we got to the point of OCP and LEB amendments halfway through the charter let's

[3:09:21] Voice 8: finish that project that's all as we prepare for the larger OCP review it's not a first priority

[3:09:27] Voice 8: as in that's the most important it's the first sequenced step because we've already done the work

[3:09:34] Voice 8: and if we lose the the groundwork that we've already done we also could lose the community

[3:09:40] Voice 8: will because they're going to say what are you doing about housing well we had a strategic

[3:09:44] Voice 8: approach to affordable housing biodiversity and freshwater conservation on gabriel island

[3:09:48] Voice 8: community informed process if we then say oh that's four years down the road

[3:09:55] Voice 8: i'm sorry i can't support um not finishing this work it's grounded in in community engagement

[3:10:04] Voice 8: like i don't know if we can get that again so the third point is the reality of the economic and

[3:10:14] Voice 8: social pressures that we don't know what we're going to face i think delaying action because we

[3:10:22] Voice 8: We think we're not ready.

[3:11:37] Voice 8: to increase i would rather take a strategic look at housing now and finish that work

[3:11:44] Voice 8: so that we can have a plan i would love to fund it like i really think this one would

[3:11:50] Voice 8: would support a groundwater um analysis implementation but you're right the

[3:11:57] Voice 8: relationship with the rdm is not yet there to be able to hold the money for this kind of

[3:12:02] Voice 8: incentivization to the point that are we going to make ocp changes and lub changes that are not

[3:12:09] Voice 8: grounded in the community personally i've looked at our ocp and i think everything that we can do

[3:12:15] Voice 8: doesn't that we need to do for housing we don't need ocp amendments for it it's already included

The Chair called the meeting to order at 10:30 am. He acknowledged that the meeting was 
being held in territory of the Coast Salish First Nations and he introduced Staff and the Recorder.

Trustee Yates reported the following: 
 She attended the Gabriola Island Earth Day celebration; 
 She participated in a session on circular economy at the Rural Islands Economic 
Partnership Forum; 
 She attended a workshop on the electrification of public transportation at the  
Electrify Salt Spring event; and 
 She visited the Andreas Vogt Nature Reserve on Salt Spring Island. 
 
3.2 Chair's Report 
  The Chair reported the following: 
 He attended the Growing Farmers and Food Resilience workshop, and the Managing 
Emergencies-The Increasing Impact on our Communities workshop at the AVICC 
Conference; 
 The annual budget was adopted at the Executive Committee meeting at the end of 
March, and he is preparing for the June Trust Council meeting; and 
 He attended a Special Meeting in April to discuss advancing First Nations consultant 
engagement and housing. 
 
3.3 Electoral Area Director's Report 
The Electoral Area Director’s report was submitted by email and received for 
information.  
 
3.3.1 Participation in the RDN's Gabriola Recreation and Electoral Area B Parks and 
Trails Master Plan Advisory Committee 
Letter received for information.

that the Gabriola Island Local Trust Committee nominate Trustee Yates to serve 
on the Gabriola Recreation and Electoral Area B Parks and Trails Master Plan 
Advisory Committee.

4. PUBLIC COMMENTS 
 Two members of the public requested that the Gabriola Island Local Trust Committee (LTC) 
support the Staff recommendation that the LTC not pursue the Canadian Mortgage and 
Housing (CMHC) Housing Accelerator Funding. One individual supported the

recommendation that the LTC focus on housing as a priority as part of the Official 
Community Plan (OCP) / Land Use Bylaw (LUB) review, while the other individual requested 
that the LTC not make housing a priority, but instead that climate emergency and 
Reconciliation be the primary lens for the review. 
 A member of the public indicated support of a letter written by Wendy Shaw dated April 23, 
2023 in which Ms. Shaw requests that the LTC ask Bylaw Enforcement to dismiss the current 
action against her regarding a structure on the foreshore of her property. A second member 
of the public noted that the rocky structure in question also spans a length of the beach in 
front of approximately 20 other properties and has been in place for 20 to 30 years and also 
supports dismissal of the enforcement matter. 
 A member of the public referenced correspondence from the Dead Boats Disposal Society 
and requested that the LTC support the Society and bring to their attention the derelict 
boats located in Degnan Bay.

5.1 Local Trust Committee Minutes dated March 30, 2023 – for adoption 
The following amendments to the minutes were presented for consideration: 
 On page 7, Item 12.2 should read that Trustees expressed their congratulations to 
Snuneymuxw First Nation for successfully hosting the Junior All Native Basketball 
Tournament.

outreach program from the follow up action list and from the future projects

A Trustee questioned the status of the January 26, 2023 Follow Up Action 
Report item regarding correspondence that was sent to the Executive 
Committee (EC) outlining concerns over proposed flight path changes. The 
Regional Planning Manager indicated that Trust Council did not wish to proceed 
further with the letter, therefore the action item was marked completed.

Discussion ensued and the applicant indicated the following: 
 She was advised to remove the rocks on the foreshore of her property by June 15, 
2023 or apply for Crown Tenure; 
 The Department of Fisheries and Oceans (DFO) was contacted in 2001 regarding 
permission to construct a sea wall, which was not approved; however, based on the

response received from DFO the applicant followed the guidelines outlined within 
the reply; and 
 Over an estimated period of over twenty years, rocks have been placed on the 
foreshore along the entire stretch of beach in front of approximately twenty homes. 
 
Trustees noted the following: 
 The letters submitted by the applicant’s neighbours have been taken into 
consideration; and 
 There is a need to consider environmental impacts of removing the rocks. 
 
The Bylaw Enforcement Officer advised that: 
 The rock structure was built in the summer of 2002 in front of the applicant’s 
property after receipt of the letter from DFO which specified how to do the work 
properly in order to minimize habitat and foreshore damage; 
 That said letter did not constitute approval and that placement of the rocks would 
have contravened the bylaws in place at that time; and 
 If the bylaw complaint action was dropped it would be up to the Province to 
determine if action is required regarding an application for Crown Tenure.

correspondence received from Wendy Shaw dated April 5, 2023 to indicate appropriate

Correspondence was received for information. Bylaw Enforcement Officer Dingman 
stated that Transport Canada would be going to Degnan Bay in the upcoming week and 
that some boats are slated to be removed.

A Planner reviewed the staff report and highlighted the following: 
 There is limited time and limited staff resources available to complete the necessary 
work needed for the funding application, and that the Executive Committee would 
need to approve said reallocation; 
 There is limited opportunity for community engagement;  
 There is a requirement of the housing funding program to have a housing action 
plan in place; and 
 If the charter for the OCP review has a focus on housing as a priority, then a suitable 
land analysis and ground water availability assessment can be undertaken, which 
can be used to create a housing action plan. 
 
Discussion ensued.
