[0:01:06] Trustee Maude: I'm David Maud, elected on the main island and chair of the Saturn Island Local Trust Committee.

[0:01:10] Trustee Maude: I'm joined today by your two wonderful Saturn Island trustees, Lee Middleton, Mary Bolland, Maureen.

[0:02:05] Trustee Maude: safe and respectful workplace thank you so we will begin the meeting um with approval the agenda has

[0:02:13] Trustee Maude: circulated any additions we've had a few topics i saw swirling around uh please go like that

[0:02:35] Voice 5: then the other thing was, if we can have a brief discussion, if that's appropriate,

[0:03:10] Voice 4: to support a wetland conservation project,

[0:03:14] Voice 4: which we talked about last time.

[0:06:07] Voice 5: I was one of three trustees and two staff members who sat on a working group

[0:06:15] Voice 5: to create a process for corporate planning for the Islands Trust.

[0:06:21] Voice 5: So that will be discussed at the Governance Committee next week.

[0:06:26] Voice 5: It was a request from the Governance Committee and it also was one of the recommendations

[0:06:33] Voice 5: from the Governance Review report during the last term.

[0:06:37] Voice 5: And yeah, so I'll leave it at that, quite a bit of work to do, but yeah, it'll be discussed

[0:06:44] Voice 5: next week.

[0:06:46] Voice 4: And you also attended a chair workshop.

[0:06:51] Voice 5: I did.

[0:06:52] Voice 5: I

[0:06:52] Voice 4: know this because

[0:06:53] Voice 5: I was on

[0:06:53] Voice 4: the ferry when you were going.

[0:06:55] Voice 5: That's true.

[0:06:55] Voice 5: Yes, there was a chair, vice chair training session, and it was actually excellent.

[0:07:02] Voice 5: There were a small group there and a very good person who facilitated, took the session

[0:07:08] Voice 5: and was, you know, allowed it to be quite informal so we could discuss problems and

[0:07:15] Voice 5: issues.

[0:07:17] Voice 5: And yeah, I learned a lot.

[0:07:20] Voice 5: You know, I thought I didn't think it would be bad, but it was much better than I expected

[0:07:24] Voice 5: in a general way thank you you're

[0:07:32] Voice 4: sir no trustee born is very active on the island's

[0:07:37] Voice 4: council's committees attending the financial planning committee and programs committee

[0:07:45] Voice 4: and

[0:07:46] Voice 5: so

[0:07:50] Voice 4: um she is our eyes and ears on saturn island as to the uh the um

[0:07:57] Voice 4: goings on of trust council so um i sit just on the governance committee which meets on monday

[0:08:05] Voice 4: um so i have nothing to report there but i will say that i've been still working with a little

[0:08:12] Voice 4: bit with parks canada and the nature trust of bc to try and further the donation of

[0:08:17] Voice 4: judy meyer's property uh which is going slowly so i don't have a huge amount to report other than

[0:08:25] Voice 4: the fact that i i believe it all happened this summer but it's not uh it's not breaking any land

[0:08:33] Voice 4: speed records let me put it that way so and and there's issues around access and right of refusal

[0:08:39] Voice 4: to the cabin portion of the property and whether multi will approve a subdivision around that cabin

[0:08:46] Voice 4: that they might consider landlocked because the access to it is a license of occupation through

[0:08:51] Voice 4: the park and etc etc so anyway we're working on trying to bring common sense and clarity

[0:08:57] Voice 4: to this situation and that's not yet happened um there you have it thank you thank

[0:09:12] Trustee Maude: you um from

[0:09:14] Trustee Maude: chairs point of view we've been very busy um on executives and the press council as a whole

[0:09:20] Trustee Maude: I think for this community, one of the highlights was we had a joint meeting of mostly the South Island trustees along with animals and CRD, VHA, and Islands Trust executives.

[0:09:34] Trustee Maude: It was basically one of these gatherings of the minds basically to go, can we make life a little bit more simpler?

[0:09:42] Trustee Maude: What we had been seeing as a consistent message across the islands was bureaucracies off-island

[0:09:50] Trustee Maude: were basically trying to urbanize the islands with regulations from little things.

[0:09:56] Trustee Maude: On Pender Island, they went to the farmer's market and shut down most of the food sales.

[0:10:01] Trustee Maude: On Main Island,

[0:10:02] Trustee Maude: they tried to go after people without houses.

[0:10:07] Trustee Maude: Every island sort of had a tail.

[0:10:09] Trustee Maude: out and what was nice is individually we we got to talk and figure things out and we actually

[0:10:16] Trustee Maude: brought common sense back to the table um it was it was a really neat meeting because

[0:10:23] Trustee Maude: i think everybody was sort of walking into the meeting with their backs up

[0:10:27] Trustee Maude: and by the time the meeting was over with each one of the individual organizations it was a positive

[0:10:33] Trustee Maude: outcome and and we really opened up a lot of lines of communications and we're looking at sort of

[0:10:39] Trustee Maude: doing that again uh particularly with the highways um and the rcmp is again sort of bringing some

[0:10:46] Trustee Maude: senior people into a meeting and sort of sitting down and sort of sort of putting some things on

[0:10:52] Trustee Maude: the table and saying if we can't figure things out for the communities um i also attended that

[0:10:59] Trustee Maude: training the training for the chairs last week which was a really good session um the person

[0:11:06] Trustee Maude: and facilitating it was uh very engaging very humorous um she was i swear the sister of militia

[0:11:14] Trustee Maude: mccartney is she just she she was very uplifting and um it was a good session um unfortunately it

[0:11:22] Trustee Maude: was held on a friday before a long weekend so as much as a lot of us wanted to sort of maybe

[0:11:29] Trustee Maude: extend it out for an hour or two it was we're all looking at the ferries and had our little

[0:11:34] Trustee Maude: of the ferries after seeing all the ferries loading up and this thing we got to get out of here so it

[0:11:38] Trustee Maude: was unfortunate timing and but we are talking about having another one because it was it was

[0:11:45] Trustee Maude: time very well spent um otherwise it's just been you know running around running around

[0:11:50] Trustee Maude: yesterday had executive meeting today i'm on saturn tomorrow north fender monday i have me

[0:11:56] Trustee Maude: now looking across the meeting so they keep me very very busy and very very engaged which

[0:12:00] Trustee Maude: apparently keeps me out of trouble so thank you all right and you see here we have an electoral

[0:12:09] Trustee Maude: director's report on the agenda

[0:12:11] Voice 6: holy smokes that's me i hope you can hear me um i've been focused

[0:12:17] Voice 6: almost principally on housing last month i attended a a conference in gabriola it's a rural

[0:12:24] Voice 6: islands economic partnership conference and just talking about the economic health of communities

[0:12:30] Voice 6: and it was interesting because you know the broad subject matter but at the end of the day

[0:12:37] Voice 6: almost everything gravitated to a lack of housing not obsessed with the lack of housing that we

[0:12:42] Voice 6: affordable housing accessible housing what everyone called it rental housing workforce

[0:12:46] Voice 6: housing on our islands it's having a super negative impact on businesses it's having a

[0:12:53] Voice 6: very negative impact on people's health so when people lose their homes or

[0:12:58] Voice 6: kind of creepy situations poor situations uh the the impact on their health their mental

[0:13:06] Voice 6: health and their physical health is substantial i'm seeing more and

[0:13:09] Voice 6: more of this across all of

[0:13:11] Voice 6: our islands so one of the interesting things this impacts i'm stressed unfortunately the island's

[0:13:17] Voice 6: trust was not able to make the meeting in gabriola um apparently the staff was denied

[0:13:24] Voice 6: the ability to do so on company time throughout their own time so they didn't go and then there

[0:13:29] Voice 6: was also the fact that apparently the practice was happening on gabriola at the audience trust

[0:13:36] Voice 6: which is kind of interesting since both of those two thoughts tend to collide anyway here are just

[0:13:42] Voice 6: some of the motions uh that uh reek move that rural islands including islands trust the blanket

[0:13:49] Voice 6: zone to allow accessories from units it is move that rural islands including islands trust allow

[0:13:55] Voice 6: tiny homes and trailers non-conforming housing as a provincially legal use of or like temporary use

[0:14:01] Voice 6: permit move that rural islands including island stress allow mobile home parks to provide both

[0:14:07] Voice 6: seasonal and permanent housing so there was there were eight i'm not gonna read them all because

[0:14:12] Voice 6: it's kind of boring but um yeah there's a amongst all rural ones in british columbia there seems to

[0:14:21] Voice 6: be that focus and while there were no islands trust staff there um there were a number of

[0:14:28] Voice 6: finance trustees there so and yeah so that's what i'm focused on i'm focused on trying to get crd to

[0:14:34] Voice 6: to provide temporary use permits for trailers

[0:14:38] Voice 6: and trailers may be possible.

[0:14:40] Voice 6: Tying homes is gonna be tougher and all that other stuff.

[0:14:45] Voice 6: So my number one focus, that's it for me.

[0:14:47] Trustee Maude: Thank you, Director Wreck.

[0:14:48] Trustee Maude: I will say the Gabriel means seem to be a little bit

[0:14:53] Trustee Maude: of a footsie that we've acknowledged.

[0:14:55] Trustee Maude: As one of the founders of that organization,

[0:14:59] Trustee Maude: the trust was not very engaged in that meeting

[0:15:02] Trustee Maude: and we should have and we acknowledge that and we commit to being much more of all next gathering so

[0:15:10] Trustee Maude: thank you for attending on behalf of many of the something about families

[0:15:15] Trustee Maude: much appreciated because your voice is loud and clear all right so now we move on to town hall um

[0:15:21] Trustee Maude: so all we ask is people want if you want to speak and raise your hands we acknowledge you

[0:15:52] Voice 7: trying to ruralify us again if that's the word because it seems that we are not a rural area

[0:16:00] Voice 7: that in the eyes of the other bureaucracies that deal with us or we have to deal with so um to

[0:16:09] Voice 7: acknowledge the fact that we are small communities who have different feelings

[0:16:14] Voice 7: and requirements than the urban areas that we're attached to is a good thing thank you thank you

[0:16:21] Trustee Maude: sir anybody else okay well we'll move on we don't have a community information hearing we do not

[0:16:32] Trustee Maude: have a public hearing so we have the minutes before us of the february 16th meeting um so

[0:18:01] Trustee Maude: correspondence so now we have applications referrals so the first one is um sarz 2023.1

[0:18:13] Voice 9: you chair so this is presenting a staff report on the

[0:18:16] Voice 9: rezoning application uh for mr john gaines uh with respect to 445 east point road so at the last uh

[0:18:25] Voice 9: local trust community meeting the local trust directed staff staff presented a preliminary

[0:18:31] Voice 9: staff report with the proposed rezoning of the waterfront portion of mr uh james's property

[0:18:38] Voice 9: at 445 east point road uh to rebuild the property uh from rural residential sorry from rural to

[0:18:53] Voice 9: rural from rural residential to rural general this will allow for the creation of two waterfront

[0:19:02] Voice 9: lots they're using lot averaging with the upland world general portion of the lot

[0:19:07] Voice 9: uh so at the last meeting uh the local trust committee directed staff to draft uh

[0:19:14] Voice 9: amending by amending land use bylaw staff have done that we have sent it up to first nations

[0:19:21] Voice 9: and agencies for referrals the staff report summarizes the results of those referrals

[0:19:27] Voice 9: and also recommends that the local trust committee now consider giving first reading

[0:19:32] Voice 9: of the Land Use By-law Amendment staff have reviewed the Trust Policy Statement Checklist

[0:19:41] Voice 9: and recommend that it is not contrary or variance to the Trust Policy Statement and also are

[0:19:48] Voice 9: seeking direction from the Local Trust Committee with respect to scheduling a public hearing

[0:19:53] Voice 9: and community information for the application.

[0:19:57] Voice 9: So, really, I'm just going to summarize the referrals.

[0:20:03] Voice 9: Islands Health responded that they had no concerns.

[0:20:06] Voice 9: North Bender and South Bender Local People Trust Committees responded that interests were unaffected,

[0:20:11] Voice 9: and we had no other response from referral agencies.

[0:20:15] Voice 9: With respect to First Nations, there were comments from three nations.

[0:20:21] Voice 9: Slawson had no concerns at this time.

[0:20:24] Voice 9: some name x of deferred comments and we're seeing these kinds of responses back from the nations

[0:20:30] Voice 9: more often where they're referring comments seeking uh support or or uh additional capacity

[0:20:38] Voice 9: sometimes in the form of funding uh i think the key point here is that none of the nations have

[0:20:45] Voice 9: any specific comments with respect to specific concerns regarding the actual reason that's been

[0:20:51] Voice 9: proposed so with that I think I will turn it back to the chair for any

[0:20:58] Voice 9: questions directed to stuff yeah this year as well in the audience and thank

[0:21:06] Trustee Maude: you trustee if any questions

[0:21:11] Voice 4: me there was one question that came by

[0:21:14] Voice 4: email from Janet land who is in the audience today which was the question

[0:21:17] Voice 4: about the referral um was a referral undertaken to um the uh ministry responsible for preservation of

[0:21:28] Voice 4: um of groundwater i don't know that technically would be land and water bc i don't think it is but

[0:21:35] Voice 4: um what we did do was of course receive input from the freshwater specialist of the house trust

[0:21:44] Voice 4: us who is in consultation post consultation with the ministry as far as we're aware um and it that

[0:21:53] Voice 4: that was sort of became a bit of a move point in the sense that we understand that there already

[0:21:58] Voice 4: have been wells drilled on these properties and so the uh that they've been you know met with

[0:22:05] Voice 4: appropriate approvals and now the ministry using the old technique of the old and current technique

[0:22:13] Voice 4: of determining sufficient quality and quantity of groundwater for subdivision approval.

[0:22:20] Voice 4: That's still in place, but as part of this conversation last time,

[0:22:24] Voice 4: we learned that at the local trust committee level,

[0:22:27] Voice 4: which is something former Trustee Brent was trying to work on for years and years,

[0:22:32] Voice 4: we actually do have the ability to set what would be the sufficient quality and quantity of water

[0:22:39] Voice 4: for um um proof of uh proof of possible water to justify subdivision so i mean that's very

[0:22:46] Voice 4: good news of course that's a big piece of work to do and that's not i mean we haven't started

[0:22:50] Voice 4: that or even thought about how we might go about that but i do think it would probably be worth

[0:22:55] Voice 4: it's what we wanted to do for some time so i think it would probably be worthwhile to undertake

[0:23:01] Voice 4: um but basically in answer to your direct question the previous structure of approval

[0:23:08] Voice 4: is currently in place and that's what we used and was used in to basically move

[0:23:16] Voice 4: from the initial staff report to the report here. Is there anything that you

[0:23:22] Voice 4: want to add?

[0:23:25] Voice 5: We did look at, I think one reference was the risk of saltwater

[0:23:30] Voice 5: intrusion reports recently created by the Pelhams in 2021 and there is a map and in that area there

[0:23:40] Voice 5: are areas you know they would say East Point where we are of course has quite a high risk of salt

[0:23:48] Voice 5: water intrusion but the rest of the island especially where it's quite steep and quite high

[0:23:53] Voice 5: high, it's not such a high risk. It's been moderate everywhere. So yeah, the wells exist

[0:24:04] Voice 5: already. So at the time of development, those considerations will be reviewed again.

[0:24:13] Voice 9: I would just to be clear, staff did recommend that they consider requiring proof of water

[0:24:21] Voice 9: at time of rezoning, which is a typical pathway for local governments to require a time of

[0:24:31] Voice 9: rezoning.

[0:24:32] Voice 9: They decided to instead allow that to occur at time of rezoning, which is another valid

[0:24:40] Voice 9: option.

[0:24:41] Voice 9: And

[0:24:42] Voice 5: I'd also say that the Ternar Island SIRA, Lake Pairs and Residents Association are proposing

[0:24:54] Voice 5: to fund a workshop on water collection from somebody who is an expert, a guy called Gord

[0:25:02] Voice 5: Baird.

[0:25:04] Voice 5: He's holding a workshop on Salisbury Island shortly.

[0:25:07] Voice 5: So I would encourage everybody to come along and find out about water projection technology.

[0:25:14] Voice 5: We certainly promote that and encourage people to adopt that as much as possible.

[0:57:42] Voice 9: i think the fees in most cases have gone up and i think that they are

[0:57:47] Voice 9: they've gone up to reflect the true effort that is required and so

[0:57:53] Voice 9: by in my view by keeping fees low in saturn you're subsidizing the applicant who's trying to do some

[0:58:03] Voice 9: some sort of development on their land base

[0:58:05] Voice 9: outside of the final structure with taxpayer money

[0:58:09] Voice 9: to pay for my time and all the other costs

[0:58:11] Voice 9: and fees of statutory notices and booking halls

[0:58:16] Voice 9: and all those kinds of things.

[0:58:17] Voice 9: So my view is that it's appropriate

[0:58:20] Voice 9: to adopt this new fee structure

[0:58:23] Voice 9: and that the fees in it are a more reasonable reflection

[1:08:20] Voice 9: where there's a fee been paid and that is in a sense helping to pay for that.

[1:08:34] Voice 9: do all the work on behalf of the applicant for free and so we're seeking direction for

[1:18:02] Trustee Maude: protect mandate and outside parties have stalled and i think there's some concerns there so the

[1:18:15] Voice 5: um everybody hasn't seen uh the email but uh tom moore from the group 30 wrote

[1:18:23] Voice 5: the historical kind of background the context you know why that road was there and as a community

[1:18:32] Voice 5: they decided not to move the road inland to create waterfront lots so they chose to make

[1:18:40] Voice 5: that road really a common amenity and they took care of it and celebrated it and the fact that

[1:18:48] Voice 5: but it's one of the few places you can actually drive along by the shore.

[1:18:52] Voice 5: And, of course, you come round the corner and you see Mount Baker

[1:18:57] Voice 5: and, you know, you go under those beautiful Arbutus trees.

[1:19:00] Voice 5: They negotiated with Hydro to have those trees left

[1:19:05] Voice 5: because they were under the Hydro line.

[1:19:08] Voice 5: So they put a lot of thought and care into taking care of that road.

[1:19:13] Voice 5: And it was very moving to me because, of course,

[1:19:16] Voice 5: everybody shows up and goes my goodness these trees have been reduced to stumps and it's not

[1:19:22] Voice 5: nice but when i read the context it really brought home to me and i don't know that you know

[1:19:31] Voice 5: mochi or whoever were involved really know this background so um the letter will be in the minutes

[1:19:41] Voice 5: and you know we received it and um i then went back and read there are actually you know there's

[1:19:51] Voice 5: a letter of agreement with um transport and highways as it was between the adams trust and

[1:19:58] Voice 5: uh though the moti or whatever they were called at the time in the 90s there was an agreement

[1:20:06] Voice 5: first of all which was basically the you know the mechanics of subdivision and

[1:20:13] Voice 5: roads and what have you then there was an additional amendment to that which

[1:20:18] Voice 5: was about an agreement to maintain the rural character of the roads in the

[1:20:24] Voice 5: islands and it talks about you know islands that have gravel roads and would

[1:20:29] Voice 5: like to maintain those gravel roads and the fact that the roads will never have

[1:20:34] Voice 5: you know big shoulders on them so there's a whole piece of work to create

[1:20:41] Voice 5: that agreement and it culminated actually in the fact that there was an

[1:20:47] Voice 5: agreement that there would be a task force maintained who would meet twice a

[1:20:53] Voice 5: year to consider work programs and I believe that that isn't happening at the

[1:20:59] Voice 5: moment and it possibly did for a while do you know anything about that

[1:21:04] Voice 5: Brad okay so so you know that's something that we perhaps should

[1:21:11] Voice 5: consider and Adam Olsen forwarded the letter to to Sean Haley who is the

[1:21:23] Voice 5: motion project manager of this area but it was quite interesting because last

[1:21:28] Voice 5: Last year, when we had all of those road problems, we, the Islands Trust, really didn't recognise

[1:21:36] Voice 5: that we had a role to play and the Saturna Island residents set up an ad hoc committee

[1:21:45] Voice 5: to communicate with roads and to liaise about the repairs that have to be done.

[1:21:55] Voice 5: So it's kind of interesting to think that there should be, or could be, an Islands Trust

[1:22:03] Voice 5: sponsored task force to look at the work programme for the roads across the islands.

[1:22:10] Voice 5: So that's new information.

[1:22:12] Voice 5: But if we park all of that for the moment and go back to the situation at Russell Reef,

[1:22:19] Voice 5: and Tom proposed a couple of things which I think are quite reasonable.

[1:22:26] Voice 5: The first one was, of course, the Ministry of Transport saying that certain processes were not followed

[1:22:32] Voice 5: and it exacerbated the situation.

[1:22:37] Voice 5: Maybe, you know, some trees had to come down, but if the communication and the whole process had been handled better,

[1:22:45] Voice 5: people might have been sad but acknowledge that they couldn't afford to

[1:22:49] Voice 5: lose the road etc etc but anyway that that was one aspect but he asked that

[1:22:56] Voice 5: and there would be the landscape architect and or geotechnician would

[1:23:04] Voice 5: come and advise on how to improve the appearance as it is right now which is

[1:23:11] Voice 5: you know those stumps have been left and they almost make things worse so could they be removed

[1:23:17] Voice 5: so that you know the salal grow back but there is a bigger issue which is to think about

[1:23:24] Voice 5: and what has that achieved and you know what what are the civil engineering requirements of

[1:23:32] Voice 5: maintaining that road because over and above the fact that it's rather beautiful it is a link to

[1:23:38] Voice 5: east point so it you know has to be um maintained so um that's where we were coming from lee i think

[1:23:48] Voice 5: you put you on the agenda and you had some other ideas if you want to speak to those ideas yes

[1:23:54] Voice 4: there's i just your pleasure chair i just noted there was hands up from the floor so i'd leave

[1:24:00] Voice 4: leave it to you as to what i'm sorry if

[1:24:18] Voice 4: occurred um to sean haley and um and uh adam olsen was our mla was cc'd and all our regional

[1:24:30] Voice 4: director was very active as well and so it was clearly obvious to me that the ministry was

[1:24:35] Voice 4: completely taken by surprise as to what happened um and they talked about those administrative

[1:24:42] Voice 4: penalties been applied to the highways contractor and that this you know will ensure that the the um

[1:24:49] Voice 4: uh the violation of their policy or procedures doesn't happen again

[1:24:55] Voice 4: and you know that's all well and good but it doesn't actually solve the situation so and i

[1:25:01] Voice 4: think the situation is broader we realize that stretch of the road is very special to uh saturn

[1:25:09] Voice 4: islanders until effectively all british columbians like the essence of the trust mandate it is a rare

[1:25:15] Voice 4: coastal stretch of road and it has its own beauty and that beauty is comprised both of its near

[1:25:20] Voice 4: proximity to the shoreline and also the tree cover along both sides of the road and so what we don't

[1:25:28] Voice 4: look out for we obviously don't protect i mean it wasn't seen that way as it can be said in um

[1:25:36] Voice 4: you know situations mistakes were made of course and that's you know if we're not we just want to

[1:25:43] Voice 4: actually look for people who will pay the price with their jobs or otherwise which i don't think

[1:25:47] Voice 4: is really our interest here i think we actually have to now look to the future and and that would

[1:25:54] Voice 4: be to get i think that stretch of road designated as some kind of special management zone and find

[1:26:00] Voice 4: out from the perspective of climate change how is it vulnerable from a geotechnical perspective

[1:26:07] Voice 4: from an arborist perspective how can those trees be maintained as both clearly some of them are

[1:26:15] Voice 4: supporting the bank there's no question i mean you don't have to be a professional to see that

[1:26:18] Voice 4: they're not contrary to you know the original assessment that they all must go because they're

[1:26:24] Voice 4: They're going to, you know, that was the idea being that the several were classed as danger trees, meaning when they fall in the ocean, their root ball comes up through the roadbed and destroys the roadbed.

[1:26:33] Voice 4: That was the rationale. You can clearly see that the exact opposite is the case with a lot of those trees along there, that in fact they are supporting the integrity of the roadway as it traverses alongside the ocean.

[1:26:44] Voice 4: but you know rather than it be hearsay or you know amateurs like myself arguing back and forward

[1:26:50] Voice 4: get a geotechnical person in there and get an arborist and say we need this to be a zone of

[1:26:56] Voice 4: special management um how do we preserve this iconic section of road uh for all user needs

[1:27:04] Voice 4: obviously primarily it's transportation but secondly it's clearly a view corridor of significant

[1:27:09] Voice 4: touristic and value and make that a public process and get the ministry

[1:27:17] Voice 4: basically to say there's their you know special requirements need to be adhered

[1:27:23] Voice 4: to along that stretch we've informed Sean Haley the operations manager and

[1:27:28] Voice 4: the MLA that's what we'd like to do by resolution here is request that program

[1:27:33] Voice 4: and begin that process um and it's probably not going to be a short-term process i think it's

[1:27:42] Voice 4: probably fairly again i don't want to make a total assumption but i would say it's probably

[1:27:48] Voice 4: a working assumption that nothing now will happen along that stretch of road without

[1:27:52] Voice 4: senior involvement of ministry staff for the near certainly the near future given how much

[1:27:59] Voice 4: you know distress that's caused the local community um so i guess that's that's the

[1:28:06] Voice 4: you know well

[1:28:07] Trustee Maude: it sounds to me like the outcome of this is two two motions one locally from the

[1:28:14] Trustee Maude: social trust entity to to the ministry um requesting the local issue but also one of

[1:28:22] Trustee Maude: under the executive request and review

[1:28:26] Trustee Maude: of the protocol agreement and requesting the task force

[1:28:30] Trustee Maude: be established as per the agreement.

[1:28:34] Trustee Maude: Cause I think that those are the two frames,

[1:28:37] Trustee Maude: but it interests me because as you say,

[1:28:40] Trustee Maude: to me, this should be under a magnifying glass right now

[1:28:44] Trustee Maude: with management at highways,

[1:28:46] Trustee Maude: but I understand the request has been made

[1:28:48] Trustee Maude: to cut the stumps down to a more reasonable level

[1:28:51] Trustee Maude: and that's been refused.

[1:28:54] Voice 4: I don't know if the requesters want to see, but they say that they cut the stumps high in the highway mass in practice because that increases, that allows the root mass to still consolidate the roadbed.

[1:29:14] Voice 4: Yeah, but you can see that, you know, again, you don't have to be a professional to realize there was no criteria applied to which trees got cut down and which did not along that structure road.

[1:29:24] Voice 4: was completely amateur and of how capital tree service getting good functions have been involved

[1:29:29] Voice 4: with that it's pretty amazing and sean haley was following up with the president of capital tree

[1:29:35] Voice 4: services for you know they basically looked like got the taste of blood and just went wild with

[1:29:40] Voice 4: the allotment they had before before the ferry train because you clearly see some trees you

[1:29:45] Voice 4: could argue might be a danger to the road and they were left alone because they were harder

[1:29:49] Voice 4: to reach perhaps and other trees were just like in proximity to each other or

[1:29:54] Voice 4: or the bare buffer between road and sea was i mean as as as they admit

[1:30:00] Voice 4: we sent some pretty strongly worded letters about you know the complete gong show that was in

[1:30:04] Voice 4: evidence of with that work along along the road there and they and they admit it you know they

[1:30:09] Voice 4: don't deny it the ministry people um so i think it's unresolved what happens to those stumps and

[1:30:16] Voice 4: there's been requests like uh mr moore's letter was that a landscape architect we involved kind

[1:30:22] Voice 4: of like rehabilitate the vegetation there and the stumps we cut down but i don't think any decision

[1:30:27] Voice 4: decision has been made and I think it has to be part of this sort of comprehensive look at the

[1:30:32] Voice 4: at the roadway as a special management area so

[1:30:35] Voice 5: um I have two questions one by Brad would you can we

[1:30:42] Voice 5: um when we could we make this a special project of the Saturn LTC I know we can't physically go

[1:30:52] Voice 5: go and restore trees but to make it a project to figure out how to do this better and so that it

[1:31:01] Voice 5: doesn't turn into it's on your follow-up action list that we take responsibility for trying to

[1:31:08] Voice 5: figure out the pieces that need to come together to prevent it happening again and to mitigate it

[1:31:14] Voice 5: as best we can otherwise we'll end up with you know write a letter to this person and write a

[1:31:19] Voice 5: letter to that but actually we take accountability for moving this forward my second question is

[1:31:27] Voice 5: is there something within the islands just like an area of special interest or something

[1:31:35] Voice 5: significant that we you know some kind of classification that we could apply to that road

[1:31:43] Voice 9: roadway itself well

[1:31:50] Voice 5: in the right of way it's

[1:34:13] Voice 4: to develop some kind of special status for that iconic view corridor you know transportation

[1:34:19] Voice 4: rehabilitation corridor, which we could then work on and maybe dovetail with a minor project.

[1:34:29] Voice 4: We need to basically let the ministry know that this is an ongoing concern and that just

[1:35:07] Voice 4: can do specifically there and it may be that we determine the best approaches to be in partnership

[1:35:12] Voice 4: of the ministry but um i don't get the impression that the ministry are actively opposed as i say

[1:35:19] Voice 4: i think my first official or initial impression was they were completely taken by surprise about

[1:35:26] Voice 4: what happened along the last stretch of road so i don't think they'd be opposed to some kind of uh

[1:35:39] Voice 5: Transport have a road class where they recognize something that goes beyond

[1:35:58] Trustee Maude: corridors, they have heritage bridges and such so there's some discussion.

[1:36:20] Trustee Maude: rezoning a corridor is a symbolic gesture but i think it's it's one that i think might have a lot

[1:36:27] Trustee Maude: of weight to it um but i just in context of things if before we do some motions do you want to hear

[1:37:09] Voice 7: very good it's it's not sitting easy with money

[1:37:15] Voice 7: and there's issues between mcon and so that's one thing the other thing is erosion down that

[1:37:24] Voice 7: whole day is continuing and will get worse as climate change is happening times are getting

[1:37:31] Voice 7: higher and it's already in the road so when you look to the future you're probably looking at

[1:37:39] Voice 7: cement breakwater that's bottom line erosion is not going to quit because you've got a special

[1:37:46] Voice 7: corridor so i caution care in where you move forward and the abilities of the trust i mean

[1:37:57] Voice 7: trust to pay for when you ask in a area as you become more involved. So, you know, I don't think it's a simple yes or no.

[1:38:10] Trustee Maude: It's not. I wouldn't suggest it's

[1:38:11] Voice 7: going to be

[1:38:11] Trustee Maude: simple. But I also know that if we do a rezoning process, doesn't it do it to its own there?

[1:38:18] Trustee Maude: It would be a full public process. And so those are the type of points that I think need to be sort of hacked out to say,

[1:38:28] Trustee Maude: a preservation exercise of everything.

[1:39:10] Voice 7: a long time as it relates to house building on steep slopes and icky areas and it's only

[1:39:18] Voice 7: recently that they have demanded that trees that are cut, I think they call for house

[1:39:24] Voice 7: building purposes the five they want a five foot stump most of those stems are not five feet that

[1:39:29] Voice 7: were left along the waterfront but whether there's good science involved in those requirements i'm

[1:39:38] Voice 7: not entirely sure um so i think the quickest way to make it look better and less a reminder every

[1:39:47] Voice 7: time you drive down that road is that the stumps could be shortened up and some salal planted or

[1:39:52] Voice 7: something can cover them up something quick growing that would be the quickest way of

[1:39:58] Voice 7: making it less of an impact for people who are really ticked off about it uh the sad part is

[1:40:05] Voice 7: that the 12 trees were probably potentially necessary the number that they just were

[1:40:10] Voice 7: selling because many of them are so small they fell over they wouldn't have done any

[1:40:14] Voice 7: significant damage so um it's iffy i'm not entirely sure i'm in favor of zoning this on

[1:40:25] Voice 7: patches of the road um those things tend to be and i'm saying this from my developer

[1:40:33] Voice 7: voice can be encouraging and forward-going and affect a lot of issues potentially downstream

[1:40:41] Voice 7: assume that they would never intend to do it so yeah that's going to be so good thank you thank you

1. CALL TO ORDER 
Chair Maude called the meeting to order at 11:30 a.m. He acknowledged that the meeting was 
held on the territory of the Coast Salish First Nations and welcomed CRD Director Brent. 
2. APPROVAL OF AGENDA 
The following additions to the agenda were presented for consideration:

3. TRUSTEE REPORT 
 Trustee Boland spoke of being one of three Trustees and 2 staff attending a meeting to create a 
process for working with government agencies. There was a Chair/Vice Chair workshop – 
training session, which was excellent – good discussions. 
 Trustee Middleton added that Trustee Boland is very active in a number of committees. There is 
a Governance Committee meeting on May 29, 2023. Work continues with Parks Canada 
regarding the donation of Judy Myers property:  slow process.  
 
4. CHAIR'S REPORT 
 Chair Maude noted busy time with Executive and Trust Council. Trust personnel met with a 
number of agencies in an attempt to simplify and improve “working together”. Important for 
Agencies to acknowledge rural nature of islands vs. urban locations. Felt outcome was positive

and opened communication channels. Future meeting planned with Ministry of Transportation 
and Infrastructure (MoTI) and RCMP. Also noted Training session for Chair/Vice Chairs:  
facilitator was excellent and there is talk of having another session. 
5. ELECTORAL AREA DIRECTOR'S REPORT 
 Capital Regional District (CRD) Director Brent spoke of focus being on housing and economic 
health of communities. Everything hinges on housing – supply, costs, and impact on 
communities. Some recommendations being developed to put forward regarding rural areas 
and increased housing options e.g., general use trailers. 
6. TOWN HALL AND QUESTIONS 
 Speaker commended Trustees on efforts with Agencies to have them adapt policies to better 
reflect rural communities.

collect the $750.00 application fee from the property owner prior to submission 
of the application.
