[0:00:59] Trustee Maude: just a beautiful beautiful carving um we had a wonderful ceremony here

[0:01:06] Trustee Maude: uh with traditional um singing and dancing um very well attended well over 100 people in attendance

[0:03:38] Voice 12: Now, one boat seems to have been removed by a company from Nanaimo, but I was just curious as to where we stand on these issues.

[0:03:48] Voice 12: And the other question that I have is how you folks prefer the lines of communication.

[0:03:53] Voice 12: do you prefer that we do this at the meetings or is there an email chain that you like

[0:04:53] Voice 12: prefer an email communication i don't know well

[0:04:57] Trustee Maude: i think if it's back and forth probably a meeting

[0:04:59] Trustee Maude: is a more appropriate venue okay but if it's an inquiry we can answer dark yeah okay thank you

[0:05:12] Voice 10: goes on and on and on but we have put the murray boy issue on to our work program okay because we've

[0:05:18] Voice 10: asked to have a hold on any bylaw action because there's a whole lot of confusion about jurisdiction

[0:05:24] Voice 10: over morning boys what we for trust committee can do what transport canada can do so it's a big

[0:05:31] Voice 10: it's opened up a bigger issue um so i think bylaw at this point we certainly don't have any quick

[0:05:37] Voice 10: staff reports or any more information other than we as trust committee said something needs to be

[0:05:45] Voice 10: decided as to whether we have jurisdiction if we do then what should that look like

[0:05:49] Voice 12: so well what i didn't want to do is take up a lot of time in a council meeting on something

[0:05:54] Voice 12: that might be a personal more personal issue than a business issue i

[0:05:59] Voice 10: think that the maury boy issue

[0:06:01] Voice 10: i think affects every single island in the

[0:06:03] Voice 10: island's trust area and i think

[0:06:05] Voice 10: it's a really

[0:06:05] Voice 10: really important topic um i think right now it's premature early to have much conversation because

[0:06:11] Voice 10: there's a whole lot we need to find out but i think it was timely definitely timely um and

[0:06:16] Voice 10: sunken boats is another one i mean we have no jurisdiction on the sunken boats i mean dead

[0:06:21] Voice 10: boat society i think if you let them know i think that's who took that boat away but there's just

[0:06:26] Voice 10: really

[0:06:26] Voice 12: because i've been in communication with the transport canada folks and there's one fellow

[0:06:32] Voice 12: there that i've communicated quite a bit with back and forth and even your bylaws folks wrote

[0:06:37] Voice 12: on the water with the transport canada it

[0:06:40] Voice 3: would have been through the dead boat society because

[0:06:42] Voice 3: they're working with transport canada and our bylaws to identify derelict vessels or sunken

[0:06:49] Voice 3: vessels and it's i think it's dfo that's funded the program so that's

[0:06:54] Voice 10: i think if anybody has

[0:06:55] Voice 10: removed it it's how

[0:06:57] Voice 12: could we find but i mean you you folks should would would be in the know as to

[0:07:01] Voice 12: who actually removed that last vote not

[0:07:05] Voice 10: necessarily no unfortunately we're certain we work in

[0:07:10] Voice 10: conjunction with other agencies but we don't we don't need those agencies so what you have is

[0:07:15] Voice 10: you've got ministry of dfo not dfo but thinking of transport that owns the waterways the dead

[0:07:22] Voice 10: And Boat Society works from grant money given to it, I think, from the federal government.

[0:07:26] Voice 10: And if somebody notifies them that there's a derelict boat, then they come and get it, assuming they still have funding.

[0:07:33] Voice 10: But there's a big gap between our ability to impact whether that happens or doesn't happen.

[0:07:39] Voice 10: So there is a part of this whole Maury Boy, swim floats, derelict boats is a huge topic,

[0:07:46] Voice 10: which I suspect that Islands Trust is going to be having for some time.

[0:07:50] Voice 10: and it's not just going to be me not having this conversation so we need to do a lot more

[0:07:57] Voice 10: research as to where where our jurisdiction was did

[0:08:01] Voice 3: we not ask for or say we're going to get a

[0:08:03] Voice 3: legal opinion on mooring boys yeah so

[0:08:06] Voice 3: that's that is still to come it'll take some months

[0:08:08] Voice 12: are you including then mooring boys and swim platforms it's the same issue uh

[0:08:13] Voice 10: yeah anything

[0:08:14] Voice 10: in that water anything in the water because yeah ours the only the way we understand it right now

[0:08:19] Voice 10: sort of ends that you can have a dock and beyond that the water where we have all these mooring

[0:08:23] Voice 10: buoys and all these boats and lots of floats we may not have jurisdiction over or maybe we do

[0:08:29] Voice 10: so we we really don't know yeah

[0:08:32] Voice 12: see it seems a little strange though and this is the last

[0:08:35] Voice 12: i'll say because i don't want to take up too much time but but the uh the fellow in in bylaws he was

[0:08:40] Voice 12: quite uh quite adamant in that the jurisdiction did fall under you folks and it was something that uh

[0:08:47] Voice 12: that he could handle because it's something that he'd done on other islands and so

[0:08:53] Voice 12: that part I

[0:08:53] Voice 12: didn't quite understand he seemed to be quite familiar and

[0:08:57] Voice 10: we don't communicate you know bylaw

[0:08:59] Voice 10: operates as a hands-off we don't work directly with bylaw okay so now we have an issue look at

[0:09:06] Voice 3: legal opinion and policy

[0:09:08] Voice 3: we have to have some separation that they're they're yeah

[0:09:11] Trustee Maude: but I think

[0:09:13] Trustee Maude: what is there there might have been some sort of misunderstanding because and that's why we've asked

[0:09:19] for negative opinions because there seems to be different opinions from

[0:09:23] Trustee Maude: different people who who

[0:09:24] Trustee Maude: does and who does not so we've just said to un-muddy the waters let's get some opinions

[0:09:29] Trustee Maude: and understand who is responsible for what and then as part of our land use file our review

[0:09:37] Trustee Maude: which is going to be full public hearings is that we'll discuss for the community where we want to

[0:09:42] Trustee Maude: to be so if we do have jurisdiction to say do we want more employees do we want flows do we want

[0:09:47] Trustee Maude: swim platform why do we want what we don't want as a community and that's what we'll decide as a

[0:09:51] Trustee Maude: local trust committee so it's it's it's opened up not a can of worms but a can of questions

[0:09:57] Trustee Maude: and and so once we have the answers then we're going to go to the community and and do what the

[0:10:03] Trustee Maude: community wants well

[0:10:05] Voice 12: it seems funny though because when i spoke to the transport canada fellow and

[0:10:09] Voice 12: And with your, well, I guess not your bylaws folks, but the bylaws folks, they identified over half of them that were illegal.

[0:10:16] Trustee Maude: Yeah, and that certainly would be a Transport Canada issue.

[0:10:18] Trustee Maude: Yeah.

[0:10:19] Trustee Maude: Because they're responsible for the regulation of the morning.

[0:10:22] Voice 10: But we don't, we need to think, in that case, we need to be working with Transport Canada.

[0:10:27] Voice 10: But up until now, we have not had a relationship with Transport Canada.

[0:10:32] Voice 10: And the difficulty with enforcement, especially with liveaboards, is often they don't have a fixed address, so you can't actually serve them.

[0:10:39] Voice 10: Or if there's no

[0:10:40] Voice 10: information on the

[0:10:41] Voice 9: Maureen Boy, they can't physically find who's damaged it.

[0:10:45] Voice 12: The Liver Board took a while to deal with, but again, it was your bylaws folks that

[0:10:49] Voice 3: managed it.

[0:10:50] Voice 12: Yeah,

[0:10:51] Voice 3: we do have jurisdiction over the water zoning, but it depends on the type of structure.

[0:10:59] Voice 3: And we're trying to find out what is our responsibility, what is not, what's in the waterway.

[0:11:04] Voice 3: So we're trying to get clarity on that.

[0:11:06] Voice 3: if a

[0:11:07] Voice 10: vessel was removed it was almost certainly the Dead Boat Society because they sent out a

[0:11:10] Voice 10: call saying anybody's got identified please help us they've obviously gotten money from

[0:11:16] Voice 10: Transport Canada to remove more boats

[0:11:19] Voice 12: well that would have come okay so that's

[0:11:21] Voice 3: yeah you can contact

[0:11:23] Voice 3: them if you've definitely got a dead boat that could be

[0:11:26] Trustee Maude: but I believe that the living board

[0:11:28] Trustee Maude: probably was dealt with because we are our land use file specifically says no living boards

[0:11:33] Trustee Maude: so that probably enabled law enforcement to do something very very proactive because it is

[0:11:39] Trustee Maude: actually we do have in writing where versus more invoice we don't talk about

[0:11:45] Trustee Maude: so we will make it right yep

[0:11:47] Voice 10: and there's a whole lot that we certainly as trustees have no idea

[0:11:52] Voice 10: about so there's a lot of he said she said they said but until i see a staff report says this is

[0:12:08] Voice 12: issue then for a while until this uh until the meeting takes place you

[0:12:14] Voice 10: content to do that because it could take some time before we actually get all our

[0:12:17] Voice 10: information together but if you watch for our agendas and we usually we'll highlight

[0:12:28] Voice 10: do you have the contact info for the dead boats disposal society or that doesn't well i think

[0:12:33] Voice 10: they're not pertinent i think they would be aware of that focus because transport canada came from

[0:13:01] Voice 12: cost to get that steamer out of there and he was the fellow who talked even when I told him that

[0:13:06] Voice 12: the boat was removed he knew so I'm fairly sure that the Transport Canada was the fellow was the

[0:13:11] Voice 12: fellow that had something to do you organized it yeah there's

[0:13:14] Voice 10: been 250 vessels removed that

[0:13:17] Voice 10: Dead Boat Society works in Kentucky Transport Canada so this is an active program and they

[1:36:43] Voice 10: all islanders have taken over basically the board and are making sure that funds that are raised

[1:36:51] Voice 10: are and the labor that goes into that is is done by people who who are outside of the immediate

[1:36:57] Voice 10: daycare needs but i recognize so it's just right and it was a really cool adventure they did a

[1:37:02] Voice 10: great job of it um i also attended it was what they call community connections a local resident

[1:37:08] Voice 10: sort of organized um breakfast session to talk about issues on the island so the last one i

[1:37:15] Voice 10: went to was to do in a health center because of course our health center health care system is

[1:37:20] Voice 10: struggling and so sort of an update on our health care association plans for the future how to reach

[1:37:27] Voice 10: But they're also working with Galeano, Centurion, Maine, are trying to work more collaboratively

[1:37:34] Voice 10: how to enhance the services we have here.

[1:37:37] Voice 10: Because with the increase of our populations, the difficulty of getting staffing, and they're

[1:37:44] Voice 10: struggling for volunteers and looking for sort of a younger generation to move in and

[1:37:49] Voice 10: help them out at the health center board level.

[1:37:53] Voice 10: Our difference from the other islands is that our health center is owned by our improvement district.

[1:37:59] Voice 10: So the funding is quite different for our health center.

[1:38:02] Voice 10: So that's what I was at, and I think that was it for me.

[1:38:06] Voice 10: Oh, and of course, another dear our dear meeting was with actually somebody who's who is works with the Dogwood Initiative and is a fourth generation Japanese family member from Main Island.

[1:38:25] Voice 10: funding from the crd for us for a storage area for processing and cooling and the thought that

[1:40:19] Voice 13: and so we provide funding to Island Health.

[1:40:29] Voice 13: So I've asked the various health clinics

[1:40:33] Voice 13: if they would provide me a list of their capital projects
