[0:01:46] Voice 3: brief, a briefing on our agenda from Director Clare Frater, the newest of

[0:01:52] Voice 7: new census profile and infographics, it's a treasure trove of data and
[0:02:12] Voice 8: nominations for look forward to that board position and where
[0:02:31] Voice 7: that learning will bring
[0:02:31] Voice 7: you.
[0:02:32] Voice 7: my last bit about the trust council is i submitted a request for decision
[0:02:37] Voice 7: and i'm happy to have had to support the trust council um my proposal my proposed rfd was to
[0:02:45] Voice 7: prioritize a review of audience trust first nations bylaw referral process to highlight
[0:02:51] Voice 7: meaningful consultation and ensure indigenous communities in their trust areas the perspectives
[0:02:55] Voice 7: and the knowledge are integrated into decision decision making process related to land use and
[0:03:01] Voice 7: development. From the conversations that I had with fellow trustees and staff, the RFP was well
[0:03:09] Voice 7: supported by all. It was hard to see such support around them. I believe my RFP was seconded by Tim
[0:03:17] Voice 7: here. And there are many hands raised for that. Since the
[0:03:25] Voice 5: last meeting a few weeks ago, other than
[0:03:27] Voice 5: trust council i've been attending to my trustee hours which are monday from 9 to 11 and there's
[0:03:33] Voice 5: no meeting next month but i do plan to keep my schedule through the summer as always please

[0:05:45] Voice 6: think anyone that has paid any attention is aware that the present uh default referral process is
[0:05:54] Voice 6: hopefully inadequate and absolutely needs um some serious input to what changes that can be made
[0:06:04] Voice 6: to make it better um the provincial default is clearly inadequate so i'm happy to see that that's
[0:06:12] Voice 6: endorsed by trust council
[0:06:14] Voice 7: and that they'll be the idea is to reach out to first patients and
[0:06:18] Voice 7: get some feedback i
[0:06:21] Voice 6: know we're all clear that we can do it better but we'd like to just really
[0:06:24] Voice 6: actually have that dialogue i think and try to work collaboratively on an improved process so
[0:06:32] Voice 7: I think that's a really positive step.
[0:06:34] Voice 7: We appreciate Trustee Gabbard and Matt to the Trust Council.
[0:06:40] Voice 7: So moving on, I don't think we're going to see our electoral area director reporting today.

[0:07:50] Voice 7: uh we still do not seem to have gotten anywhere and i was just wondering the previous chair
[0:07:56] Voice 7: if mr dan rogers mentioned that we could realize the regional planning departments um as well
[0:08:04] Voice 7: this is not just the local planning so i'm just wondering if we could look into that
[0:08:08] Voice 7: the regional planning and possibly the strategic director on salt spring uh to look into some new
[0:08:15] Voice 7: bylaws for the wide zone it's a different option thank you okay

[0:08:22] Voice 6: to my understanding the regional planning team um the way that we can access it is for
[0:08:31] Voice 6: what's known as major projects and the new sort of planning regime is projects uh projected to
[0:08:37] Voice 6: be over five thousand dollars and um and that each local trust committee can have one major
[0:08:45] Voice 6: and one minor project minor project being under 5 000 and being undertaken by the
[0:08:52] Voice 6: local trust committee staff so i'm not sure that mr rogers is giving you information that's exactly
[0:09:02] Voice 7: accurate in this situation
[0:09:07] Voice 7: sorry i think we approved the minor project already that was going to be under
[0:09:12] Voice 7: 5 000.

[0:09:20] Voice 6: we're stopping the reality is that we have uh business before us and actually hopefully
[0:09:27] Voice 6: we'll get a chance to dedicate some time to really thinking on what we want to try and accomplish
[0:09:32] Voice 6: this term in terms of ocp reviewer we have a number of items that we haven't haven't really
[0:09:39] Voice 6: sat down and done that real priority uh conversation yeah

[0:09:57] Voice 7: trustee report in the antistage um driven by a list of gabriel on water sustainability on galliano
[0:10:05] Voice 7: And many of us are watching with increased alarm issues that water scarcity in many parts of the world is actually close to home.
[0:10:20] Voice 7: And we're all aware of the vulnerability of our water resources on Galliano Island, the added complication of saltwater intrusions.
[0:10:31] Voice 7: So, I just have a, I guess, a request and a question, and my request would be that I'm wondering if the trustees could consider looking into some signage on the island, similar to that which exists on the main island, where water conservation and quite large signs
[0:10:54] Voice 7: um shot there and cautioning visitors and friends about the importance of water conservation
[0:11:01] Voice 7: and we don't seem to have anything similar to that
[0:11:08] Voice 7: and um my what specific actions and if i can put this to you
[0:11:17] Voice 7: it's not an appropriate place to discuss it but what specific actions um as our elected trustees
[0:11:25] Voice 7: are planning to do this is on galley and both for residents and for the national okay
[0:11:29] Voice 6: you
[0:11:30] Voice 7: want to make a response at this time or yeah sure um so right at the moment we're working through
[0:11:37] Voice 7: the groundwater sustainability um bylaws and um i think they go a long way to addressing
[0:11:44] Voice 7: addressing the concerns, the need for water storage.
[0:11:49] Voice 7: I think, you know, by and large, in most places,
[0:11:59] Voice 7: and yeah, I think the groundwater sustainability project
[0:12:03] Voice 7: addresses a lot of those concerns.
[0:12:05] Voice 7: I will recognize, I mean, I think we're probably going
[0:12:08] Voice 7: to be going through one of the driest summers
[0:12:11] Voice 7: we've had in a long time.
[0:12:14] Voice 7: and uh so i take note on your point for having some signage um maybe having a sign made up for the
[0:12:20] Voice 7: uh you know by the ferry dock there so when people come on the island
[0:12:24] Voice 7: it's something that's in their minds um i'm not sure people from counter come here to visit
[0:12:35] Voice 7: worry too much whether we run out of water or water right so um yeah i think you know
[0:12:42] Voice 7: like that is really consider making sure they have adequate storage, which can be built up through the winter months.
[0:12:49] Voice 7: And yeah.
[0:12:53] Voice 7: Yeah, something like that. I remember a few years ago seeing the Chamber put out an infographic with that information on it.
[0:13:01] Voice 7: And I didn't talk with Com in Jordan about a month ago about it. I'll follow up.

[0:13:23] Voice 7: First one is with the regular clarity in the minutes that occasionally the minutes note that a trustee comments.
[0:13:36] Voice 7: could you please identify which trustee that was for people who either don't watch it online
[0:13:43] Voice 7: or wouldn't go to town sometimes it's difficult to try to figure out who was who actually said it
[0:13:50] Voice 7: uh or made that comment and secondly wise island um in eight months i don't live on wise island
[0:14:00] Voice 7: but I certainly empathize with their being put into one of the seven circles of hell.
[0:14:08] Voice 7: Well, stop dithering.
[0:14:11] Voice 7: You've been offered a short-term potential solution.
[0:14:19] Voice 7: Take the passage of island by-lines.
[0:14:22] Voice 7: Give them to the APC.
[0:14:24] Voice 7: let the apc determine whether or not they are relevant to uh why is that and then you've got
[0:14:34] Voice 7: a proposal that comes before the ltc for discussion if there are differences of opinion then discuss
[0:14:42] Voice 7: them at that time when you have got a proposal in front of you stop running from discussing thank
[0:14:50] Voice 7: hey
[0:14:52] Voice 8: thank you um and
[0:14:57] Voice 7: i just want to check in with the plan here
[0:15:01] Voice 7: maybe you know i do recall during in terms of minutes um i think there's a policy around
[0:15:12] Voice 7: there isn't there isn't a policy i don't have it memorized unfortunately but really the uh
[0:15:18] Voice 7: The purpose of the minutes is really to record the actions
[0:15:21] Voice 5: made by the LTC, although I know we've been having issues with the lack of connection here and our minute taker not being able to hear.
[0:15:33] Voice 5: So we'll do our best to request the minute taker to make notes of which trustee spoke, but we do have a policy that our minute taker is doing by and by.
[0:15:43] Voice 5: and i also encourage those who are speaking to also announce their name as well
[0:15:48] Voice 7: so the minute taker can take those down
[0:15:57] Voice 7: hi um i would just like to agree with the previous speaker regarding wise island and i think that
[0:16:05] Voice 7: you know a fairly easy step would be for the ltc to forward a referral to the apc to look at
[0:16:13] Voice 7: possible bylaws to wise island just to move things along and try to get some eyes looking on
[0:16:20] Voice 7: problems that second back here just talk about this from wise island and just
[0:16:29] Voice 7: carry on i appreciate your support like all the mechanisms like other folks too but just
[0:16:35] Voice 7: along that same path of moving this forward two things was in the interim if there's any
[0:16:40] Voice 7: Any feedback we could get from your group as to how can we help it?
[0:16:45] Voice 7: What can we do on our behalf?
[0:16:46] Voice 7: We have our Wise Island Annual General Meeting comes up August 6th.
[0:16:52] Voice 7: It's coming up very soon, where we'll discuss in our own forum what our image is in the first place.

[0:17:16] Voice 7: of the of the individual um bylaw enforcement until we can get it moved forward to something

[0:17:53] Voice 7: saying one's name
[0:17:54] Voice 7: if you get out and speak, for the
[0:17:57] Voice 7: minute taker to know who you're speaking to,
[0:17:58] Voice 7: it's pointless because there's a policy
[0:18:01] Voice 7: that people's
[0:18:03] Voice 7: names, when you're rising down the hall,
[0:18:05] Voice 7: will not be recorded in the minutes so that's the point but anyway my name is
[0:18:09] Voice 7: and i just i have a concern about the item a couple of the items on number 14 on the agenda
[0:18:25] Voice 7: and the rezonings, the proposed rezonings
[0:18:28] Voice 7: of District Laws 86 and 85.
[0:18:34] Voice 7: I thought that it was a mistake for the previous LTC
[0:18:37] Voice 7: to not proceed with those proposed bylaws
[0:18:42] Voice 7: and put 86 in advance and put 85 on the shelf
[0:18:45] Voice 7: instead of engaging with the applicants
[0:18:49] Voice 7: and trying to bring up also that we meet
[0:18:53] Voice 7: uh the needs of the community and uh the uh the president set in previous reunions that was a
[0:19:02] Voice 7: mistake but i'm also concerned that the staff report that's come forward on district laws
[0:19:06] Voice 7: 86 and 85 really doesn't reflect what the uh the
[0:19:13] Voice 7: The precedents have
[0:19:18] Voice 6: been
[0:19:24] Voice 7: followed by the LDC in rezoning from F1 to rural and arid forests.
[0:19:42] Voice 7: And referring specifically to the lack of any of the recommendations that waterfronts be provided in the, that waterfront be preserved out of the development zone for conservation, for public access, and for the value of the waterfront as part of the preserved area that's exchanged for higher density.
[0:20:15] Voice 7: I think it was this LPC made a motion asking that the staff read forward the old by-law
[0:20:22] Voice 7: so that you can see what was the precedent, what was told, you'd ask for a public block
[0:20:30] Voice 7: to report the front in exchange for the higher densities.
[0:20:33] Voice 7: And the model for this would be District Law 79, which to exchange a significant amount of waterfront.
[0:20:50] Voice 7: Basically, they're put both on the precedent set by District Law 79, but they're not really following it.
[0:21:00] Voice 7: And I'm concerned that the staff report makes no reference to that.
[0:21:03] Voice 7: And, yeah, I don't understand why.
[0:21:08] Voice 7: I'm hoping the trustees will address that and, you know, talk to the applicants because
[0:21:15] Voice 7: there's other ways of concluding that development.
[0:21:17] Voice 7: So the waterfront is preserved and dedicated to the public body at the same time that they
[0:21:30] Voice 7: have their waterfronts.
[0:21:34] Voice 7: Thank you.

[0:22:23] Voice 7: We love the island, and we love the waterfront, and we would like some of the waterfront.
[0:22:28] Voice 7: we are not selling you know so there's a difference between these two okay and so i'm gonna go back

[0:22:46] Voice 7: to use that property as a friend and the amount of garbage and waste that has been sold off the
[0:22:54] Voice 7: beaches by the people in those years is absolutely

[0:23:07] Voice 8: keep it protected

[0:23:26] Voice 7: also the rezoning of district blocks 30 31 and 32 that resulted in the community forest

[0:27:18] Voice 7: and say that staff will report back with further information

[0:27:25] Voice 5: that and to get ready
[0:27:29] Voice 5: or to bring that forward for the September meeting.
[0:27:31] Voice 5: And it sounds like that you're encouraging each trustee
[0:27:34] Voice 5: to also reach out to your contact with different First Nations,
[0:27:38] Voice 5: just letting those nations know that this rezoning is starting
[0:27:42] Voice 5: and to give them information
[0:27:44] Voice 7: on what's being proposed.
[0:27:46] Voice 7: Yeah, I also think that we should do it together.
[0:27:48] Voice 7: a trust committee perhaps i dropped the letter i mean if we were to attend a meeting as an observer
[0:27:58] Voice 7: even and to sit with the board meetings to make the effort to travel to another place
[0:28:02] Voice 7: to sit in these meetings and just even just that we're there we're listening i think it's
[0:28:08] Voice 7: a good start for building relationships my turn i

[0:28:18] Voice 7: absolutely let's let's do that yeah i mean i'm not sure at the end of the day um how staff would

[0:28:42] Voice 7: personally and have done on other applications the ones we're going to talk about they met with
[0:28:49] Voice 7: the first nations to make sure that they were aware of the applications so i'm not opposed to
[0:28:54] Voice 7: that right um the two other items um and we'll be fine um you know i've been living here a long time
[0:29:04] Voice 7: um every piece of property is unique in the sense that the properties bordering it
[0:29:13] Voice 7: may have things that only that property can provide and in this case this property
[0:29:21] Voice 7: could grant access to landlocked property of four adjacent lots it is the only time
[0:29:29] Voice 7: that this can be done if this application proceeds without that or without at least getting staff to
[0:29:37] Voice 7: inquire about that that's lost forever we don't get that back we never get another opportunity
[0:29:42] Voice 7: to do this. So my request was just to get staff to look at that and see if that was
[0:29:49] Voice 7: feasible, right? The same with amenities zoning. Staff may come back to me on the amenities
[0:29:58] Voice 7: zoning and say it doesn't fit in this ad.
[0:30:00] Voice 7: application, Ben, you're an idiot for asking for it, and we'll take it up. But it never hurts on
[0:30:07] Voice 7: any application. But look at the broad scope. Let staff look at the broad scope of the application
[0:30:13] Voice 7: and see what's available. Staff may come back to us and direct us in a way that clarifies
[0:30:21] Voice 7: the request. But the reality is those four adjacent lots have landlocked. They cannot
[0:30:28] Voice 7: build your customer just because it's landlocked this application could provide an access nobody
[0:30:35] Voice 7: else can so so i don't think my requests are out of line but staff may come come back and tell me
[0:30:43] Voice 7: they are applied fine that's that's
[0:30:47] Voice 8: our job here so i don't want to remove them and
[0:30:55] Voice 7: i think we
[0:30:57] Voice 7: we don't remove them because it's our job to look at the big picture first and then start to hone it
[0:31:04] Voice 7: down. I think at the end of the day, the applicant rewards themselves by going through this process
[0:31:10] Voice 7: and figuring out if there's things that they can do which are not detriment to their application,
[0:31:17] Voice 7: but are a plus for the community. So there's simply a request for a staff report. I'm not
[0:31:25] saying there has to be an amenity zone
[0:31:28] Voice 7: in this application all i'm saying is if we ask for
[0:31:31] Voice 7: amenities only staff will get back let's say how that is done or if it's done or if it's possible

[0:40:32] Voice 1: going to provide a bit of background. I grew up in a small town in the Yukon, Whitehorse,
[0:40:37] Voice 1: and it's one of the reasons why I love living on this island so much. It's also the place I was
[0:40:42] Voice 1: taught two very important things from my father, who said, avoid whenever possible getting mixed
[0:40:49] Voice 1: up in small town feuds and disputes, and don't ever become a lawyer. But if you do, for God's
[0:40:56] Voice 1: sake don't tell people you did and so I've tried very hard to follow both those rules since I moved
[0:41:03] Voice 1: here but that changed when I was sent a link of the June 2020-23 council meeting I watched it as
[0:41:12] Voice 1: a lawyer I was quite troubled by the fairly obvious disregard for procedure and binding policy and law
[0:41:20] Voice 1: and I'm going to come to that in a moment but policy and the law is not unclear and to the
[0:41:25] Voice 1: the extent there's a disagreement and i take it that there is one between trustee neighborly and
[0:41:30] Voice 1: trustee gobro i just put your name i apologize um as to what the duty to consult is how the
[0:41:37] Voice 1: referral process works and what is and is not the job of this council it's not in dispute
[0:41:44] Voice 1: and so because my client and i both believe very strongly i want this to be clear because i'm sure
[0:41:50] Voice 1: things will end up on galileo acts but because we believe very strongly in the trust mandate
[0:41:56] Voice 1: and its commitment to reconciliation and i i accept what the representative from
[0:42:02] Voice 1: said that there's much work to be done on reconciliation much clarity that's required
[0:42:07] Voice 1: and i'm going to come to that because one of the things that happened in june was a garbling of
[0:42:13] Voice 1: the law and the principles relating to that very issue and it's it's really going to set it back
[0:42:19] Voice 1: rather than advance it and I don't think anyone wants to do that and so I have two goals today
[0:42:25] Voice 1: the first is and I'm not going to talk about the island skews I'm going to talk about the law
[0:42:29] Voice 1: in the hopes that I can persuade the three trustees to do their job in accordance with
[0:42:35] Voice 1: your clear policies and the legislation and failing that I'm going to create a clear record
[0:42:41] Voice 1: so that if you don't do your job we can deal with this before the supreme court
[0:42:47] Voice 1: and they will force you to do your job because it's not not to be a contentious application
[0:42:51] Voice 1: and I see Mr. Maberly smiling and so welcome to his involvement in this the application
[0:43:00] Voice 1: and I want to just step back for a moment Mr. Maberly said that it's our job to look at the
[0:43:07] Voice 1: big picture and to bring various issues forward and with respect that's not this council's job
[0:43:15] Voice 1: This council's job is to ensure its actions, and this is directly from the trust website, to ensure its actions and decisions are lawful, not negligent, and for a proper purpose.
[0:43:27] Voice 1: Its decisions, as the website also said, must be consistent with the mandate of the island's trust, which is to preserve and protect the trust area and its unique amenities and environment for the benefit of the residents of the trust area in British Columbia as a whole.
[0:43:43] Voice 1: And again, as the representative from Penelope said, to try to keep things pristine to the extent possible.
[0:43:50] Voice 1: Local trust committees like this one must apply, must apply the Islands Trust Act and related legislation.
[0:43:59] Voice 1: And we're going to come to that because everyone seems to accept the current referral process needs much work at the Islands Trust level.
[0:44:06] Voice 1: It is not for this body to, on a case-by-case basis, come up with its own solution in circumstances
[0:44:14] Voice 1: where clarity and consistency are required.
[0:44:16] Voice 1: And so this application, and this is the part that particularly infuriates me, is brought
[0:44:23] Voice 1: by someone who's not trying to profiteer and add density, is not trying to subdivide like
[0:44:29] Voice 1: crazy but is trying to protect a bunch of and a fairly significant piece of forest lands and to
[0:44:37] Voice 1: not do anything with it there's not a desire for massive redevelopment and that's been made very
[0:44:45] Voice 1: clear by the concessions that have been made that aren't required to be made in order to limit
[0:44:50] Voice 1: dwelling size and to dramatically limit the things that can be done on the property and so
[0:44:57] Voice 1: So, again, because of Caliano X, I want to be clear that there is no dispute that reconciliation is essential and that it needs to be advanced at all costs.
[0:45:09] Voice 1: In fact, my client was one of the main proponents for it when she was a trustee of this very council.
[0:45:16] Voice 1: What does that mean though in this case when we're talking about words like engagement, duty to consult, consultation, we need clarity in order to make sure that the objectives we're trying to accomplish are actually accomplished, and that there isn't confusion.
[0:45:31] Voice 1: future. So a two-minute Google search of local government act and duty to consult comes up as a
[0:45:39] Voice 1: first hit with the following. The province is legally obligated to consult and accommodate
[0:45:44] Voice 1: first nations. That legal obligation is a constitutional requirement from the constitutional
[0:45:51] Voice 1: structure of Canada. That's where that comes from. It applies to the provincial government. It applies
[0:45:56] Voice 1: to the federal government. It does not apply to local governments. The same website makes it clear
[0:46:03] Voice 1: that while local governments do not have the provincial government's constitutional obligation,
[0:46:09] Voice 1: how could they? To consult with First Nations, there are many practical reasons for engaging
[0:46:15] Voice 1: with First Nations on matters of mutual interest. My client is in no way suggesting that that
[0:46:20] Voice 1: engagement should not happen. It just needs to happen in accordance with the law and with a
[0:46:26] Voice 1: proper process. I'm quite concerned to hear Mr. Maple Leaf suggest that he has, contrary to the
[0:46:32] Voice 1: clear policies of this council, which dictate how information is to be accessed and used and
[0:46:39] Voice 1: conveyed, meeting with First Nations on his own, and we're apparently learning about it in the
[0:46:43] Voice 1: context of this meeting. That same website also says local government engagement with First
[0:46:49] Voice 1: nations differs from the provincial government's constitutional duty to consult on potential
[0:46:55] Voice 1: impacts to Indigenous interests. No one is taking issue with engagement, but the suggestion that
[0:47:03] Voice 1: it's a duty to consult confuses matters, and it creates problems for consistency of application
[0:47:08] Voice 1: and advancing reconciliation in a way that makes sense
[0:47:12] Voice 8: of the actual legal structure.
[0:47:13] Voice 8: The Policy 5
[0:47:18] Voice 1: .4.2 Procedural Fairness and Rezonings, and I'm going to explain why in a moment this is applicable, says that trustees should avoid motions to add significant decisions about rezoning applications as late items on an LTC agenda,
[0:47:33] Voice 1: and that decisions and actions shall be clearly authorized by and consistent with applicable government statutes and regulations,
[0:47:40] Voice 1: and decisions should be based on accurate, relevant information, excluding the relevant considerations.
[0:47:46] Voice 1: When this issue came before the Council in June, the staff had recommendations that a thought should be followed,
[0:47:53] Voice 1: and a motion was put forward to do just that.
[0:47:57] Voice 1: And then at the last moment, Mr. Mabry-Leach and Trustee Mabry-Leach are getting to think forward
[0:48:03] Voice 1: with a bunch of additions that seemingly came out of thin air to deal with the addition of a road,
[0:48:10] Voice 1: removal of trees so that you can provide access to private properties so that they can develop
[0:48:15] Voice 1: private homes, seemingly to create affordable housing by removing a bunch of trees and other
[0:48:24] Voice 1: things, including the modification of a referral process to a duty to consult process.
[0:48:32] Voice 1: And so if you look at the video, and I've now watched it four times,
[0:48:38] Voice 1: Trustee Gouvereau raised a question about whether or not the duty to consult was applicable to a local government under the Local Governments Act.
[0:48:49] Voice 1: Wanted to engage in it, wanted to consider it further, and what happened is Mr. Maverly said,
[0:48:55] Voice 1: so are you saying we shouldn't consult at all? To which Trustee Gouvereau obviously said, no, I'm not.
[0:49:01] Voice 1: lot and then the discussion got sidetracked from an obvious proposition which is correct which is
[0:49:08] Voice 1: this doesn't have anything to do with the duty consult and it's not for the applicant to deal
[0:49:14] Voice 1: with a duty consult that's a constitutional obligation for federal and provincial governments
[0:49:19] Voice 1: saying nothing of the need for reference and for engagement which is what trustee Gavron was
[0:49:27] Voice 1: trying to accomplish today by saying maybe we went a little too far let's go back to what the
[0:49:32] Voice 1: policies clearly say and what the law clearly says and trustee peterson you rightly acknowledged and
[0:49:41] Voice 1: you did it at the beginning of today and then at the last meeting that there's a process that
[0:49:45] Voice 1: needs to be improved and i think you acknowledge that that needs to be done at the island's trust
[0:49:49] Voice 1: level not in this room lovely though it is and the important thing that needs to be understood
[0:49:56] Voice 1: is that process change needs to be done consistently across all of the local trust
[0:50:02] Voice 1: groups. It needs to be done provincially for that fact, for that matter. And it needs to be
[0:50:07] Voice 1: consistent because if we do this on a case-by-case basis in a way that creates confusion, you've got
[0:50:12] Voice 1: one trustee group doing X, one doing Y, First Nations talking amongst each other, it's going
[0:50:19] Voice 1: to be complete mayhem. And that's why the Islands Trust specifically says on its website that it is
[0:50:25] Voice 1: committed to supporting the province to achieve its goals of meeting the obligations under
[0:50:33] Voice 1: UNDRIP, whatever it is, from 2009. And so when we get to the asks, and the trustee may have
[0:50:41] Voice 1: already said, someone can tell me that it doesn't fit within the application, but he's an idiot for
[0:50:46] Voice 1: asking for it. I won't go so far as to suggest he was an idiot for asking for it, but he was
[0:50:51] Voice 1: is across the line because asking for zoning
[0:50:55] Voice 1: for Galliano Housing Organization
[0:50:57] Voice 1: is not within this trust jurisdiction
[0:50:59] Voice 1: in circumstances in which the application
[0:51:02] Voice 1: is not seeking to do something outside the OCP
[0:51:05] Voice 1: and completely different from what the zoning is.

[0:51:11] Voice 1: they get to do this kind of F1 to F3 rezoning.

[0:51:36] Voice 1: the suggestion is we need to meet these various objectives of keeping things pristine and the
[0:51:43] Voice 1: suggestion is being maybe we should cut in a new road take down the trees that my client's trying
[0:51:47] Voice 1: to protect so that four private property owners can have access to their properties these being
[0:51:55] Voice 1: uh private citizens who acquired property knowing very well that they were landlocked
[0:52:02] Voice 1: that's not within this the jurisdiction of this
