[0:03:40] Voice 1: one. Yeah, Claire had suggested it might be all right if I take a few minutes, so I'm

[0:03:44] Voice 1: brand new to introduce myself. So I've been newly hired as the Senior Indigenous Relations

[0:03:53] Voice 1: Advisor. I am calling you today from Cowichan lands. I live in Cowichan Bay with my two

[0:04:00] Voice 1: children and partner, and I identify as a Euro-Canadian settler of French and Scottish

[0:04:06] Voice 1: and Irish ancestry. I moved to live in this area to be closer to my family. So my family's all

[0:04:14] Voice 1: around here. But prior to that, I had lived for more than a decade and worked with the Stalo in

[0:04:20] Voice 1: Stalo lands in the Chilliwack area. So working with a number of Stalo organizations, Chilkwayak

[0:04:27] Voice 1: Tribe and Stalo Tribal Council on rights and title work and environmental and health research.

[0:04:33] Voice 1: I had the opportunity to do a Master's in Resource Management at Simon Fraser University and then a PhD in Indigenous Governance at the University of Victoria.

[0:04:45] Voice 1: And I continued to work with Stalo through that.

[0:04:48] Voice 1: And my research is related to looking at decolonization in Stalo territory and in the broader Coast Salish lands.

[0:04:57] Voice 1: And I also worked as a university and Stalow community kind of relationship building advisor and facilitator in the space of doing community-based action research in the Stalow lands with the University of the Fraser Valley.

[0:05:19] Voice 1: Valley. So that's just a bit of background. And I'm coming here really brand new. So it's

[0:05:25] Voice 1: just starting into my second month. And I'm getting oriented to where you've all come to

[0:05:31] Voice 1: in your journey so far, thinking about reconciliation and really appreciate the good

[0:05:36] Voice 1: work in terms of your reconciliation declarations and the reconciliation action plan. So appreciate

[0:05:43] Voice 1: how much there is to build on and look forward to supporting you and being part of the

[0:05:48] Voice 1: the journey of Islands Trust going further and deeper into this work and look forward

[0:05:56] Voice 1: to meeting each of you in turn and working with this committee as well as other committees

[0:06:00] Voice 1: as this work kind of crosses all different aspects of Islands Trust and the Conservancy.

[0:08:16] Voice 14: the administrative section, the draft minutes of the previous meeting. Does anybody have any

[0:09:27] Voice 12: we're at so on the first one it's essentially on hold um in terms of negotiating a new crown land

[0:09:32] Voice 12: agreement with the province we have no staff capacity because the senior policy advisor is

[0:09:37] Voice 12: essentially seconded to the policy statement project there was a choice to not backfill that

[0:09:42] Voice 12: so inevitably there are some projects we just don't have staff capacity for at this time

[0:09:47] Voice 12: um the second is also somewhat on hold again pending staff capacity and also i would expect

[0:09:52] Voice 12: some lessons learned as we move through the current amendment project there may be an

[0:09:57] Voice 12: opportunity to learn and then apply those lessons to the amendment policy itself

[0:10:02] Voice 12: on this next one here again you had asked for staff to develop criteria for your consideration

[0:10:08] Voice 12: when you get the next round of secretariat service applications again this has not been done we will

[0:10:14] Voice 12: try and achieve it before your next decision major decision point which would likely be in april

[0:10:20] Voice 12: uh and for the next one here um with regard to the montreal charter you passed a motion at your last

[0:10:26] Voice 12: meeting to try and create a little stuff or a little trustee working group um i have prepared

[0:10:31] Voice 12: a briefing on that request to the regional planning committee which they will consider

[0:10:35] Voice 12: in early september and hopefully select some of their membership to join the two i think it was

[0:10:40] Voice 12: trustee allen and i can't remember who else had put their names forward maybe trustee fast yeah

[0:10:44] Voice 12: out so hopefully they'll select two members to work with you and then that working group can

[0:10:48] Voice 12: provide advice back to the two committees which can then provide the advice back to trust council

[0:10:53] Voice 12: in december as requested um with regard to the next one that's not completed is the number two

[0:10:59] Voice 12: there is to work on um fixing or putting the um doing graphic design we will have that done shortly

[0:11:06] Voice 12: our graphic designer has been on vacation so that will be done um quite soon but not yet totally

[0:11:11] Voice 12: completely complete. If we could just go down to the next page. I think the rest are marked

[0:11:30] Voice 12: minute. But I will just let you know, we're having some staff changes on the team. Delani Hippola,

[0:11:35] Voice 12: who has been our senior policy advisor for a number of years, has been on leave this year.

[0:11:39] Voice 12: and last week provided her resignation so she won't be returning to islands trust

[0:11:44] Voice 12: um so i'll be moving forward now um with reviewing the job profile potentially sending it to class

[0:11:50] Voice 12: vacation and then posting and we do have mary storzer who's still on vacation but she has

[0:11:55] Voice 12: joined us until mid-february um but we'll have to post this position for the long-term um filling

[0:12:00] Voice 12: for the permanent goal and then also jillian nickel has taken a temporary assignment starting

[0:12:06] Voice 12: in the first or second week of September and so she's off actually to act as our planning

[0:12:10] Voice 12: technician in the planning side of the house and Mike Richards who is our grant manager

[0:12:17] Voice 12: has generously offered to step in part-time to help backfill that role. So we have some moving

[0:12:22] Voice 12: pieces on our team here that we will be transitioning over the next few weeks so just

[0:12:29] Voice 12: wanted to let you know that as you consider the work that's before you here and I would say we do

[0:12:34] Voice 12: continue to have a lack of capacity given the policy statement project dominating essentially

[0:12:39] Voice 12: all the time of the policy advisor position i'm happy to provide an update on that

[0:12:43] Voice 5: later on the

[0:12:44] Voice 5: agenda so are there any questions i'm not seeing anybody raising their hands okay

[0:12:55] Voice 14: and i think that

[0:12:56] Voice 14: that is the very next item on the agenda which is the policy statement amendment verbal update

[0:13:01] Voice 14: so just just so that we can keep this uh clear in everybody's minds as to where we are and why

[0:13:07] Voice 14: we are where we are. So I know that, like you said, I'm really sorry to hear that Jelani

[0:13:16] Voice 14: has decided to move on. She will be missed. She was, I loved working with her. She was

[0:13:25] Voice 14: absolutely lovely. So there have been like, I'll turn this over to you. But yeah, go ahead.

[0:13:34] Voice 12: So yes, so happy to provide an update where we're at at this point.

[0:13:37] Voice 12: So we are working from a project charter that Trust Council approved in March, which set

[0:13:42] Voice 12: out that we are to incorporate the 32 resolutions that Council passed, which direct both changes

[0:13:48] Voice 12: to the document itself and also some collaboration that we're to undertake in its development.

[0:13:54] Voice 12: So now that Mary's in place, we've proceeded with finishing up, or we're very close to

[0:14:00] Voice 12: finishing up a new draft for consideration and we've been directed to work with ministry of

[0:14:04] Voice 12: agriculture the agricultural land commission bona and municipality and then of course our legal

[0:14:09] Voice 12: council to kind of work on that draft we've then also got eight nations that have taken capacity

[0:14:14] Voice 12: funding to look at it this fall at the early draft and provide comment to us and we've also hired a

[0:14:20] Voice 12: communications consultant who will be working with us through the fall to prepare communication

[0:14:24] Voice 12: materials to support everyone when we put the draft on a public agenda early in the new year

[0:14:31] Voice 12: so what we'll be bringing forward early in the new year are is a draft for consideration simply

[0:14:37] Voice 12: a staff draft we'll also bring forward the comments from first nations on that draft for

[0:14:42] Voice 12: you to consider when you get it as well as recommendations for additional changes because

[0:14:48] Voice 12: as we undertook the drafting process and as the world shifts around us we've as staff we've

[0:14:53] Voice 12: identified other changes that you might wish to consider um so we'll put those in the recommendation

[0:14:57] Voice 12: for trust programs committee and executive committee to look at so when you're asking for

[0:15:02] Voice 12: additional you want to make additional recommendations to trust council you'll have

[0:15:05] Voice 12: those to consider as well as your own thoughts um on the draft itself so essentially that's where

[0:15:11] Voice 12: we're at um and happy to take questions around that trustee ellen thank

[0:17:23] Voice 14: And so over to, this is being directed at Staff Rater.

[0:17:29] Voice 14: Now, the previous term had addressed

[0:17:32] Voice 14: brought forward 32 changes to be incorporated. And then the term changed over, so we've got a

[0:17:38] Voice 14: new trust council in place. One suggestion that I'd like to bring forward is that perhaps those

[0:17:45] Voice 14: changes have one more review by the new trust council, just to ensure that the current trust

[0:17:50] Voice 14: council is in agreement with the changes that are occurring, because if they're not, then we can

[0:17:57] Voice 14: can potentially avoid unnecessary work and if they are in agreements with it then we know that

[0:18:04] Voice 14: the work going forward is you know thumbs up go for it I just want to avoid having staff do

[0:18:11] Voice 14: something if the current trust council is just going to ask you to undo it once we get to see

[0:18:15] Voice 14: it in January so I was just thinking perhaps this could be something that we can move forward

[0:18:19] Voice 14: as an item on the September trust council meeting because I just review make sure we're all in

[0:18:27] Voice 14: agreements with this move forward okay

[0:18:29] Voice 12: well certainly trust council can you know certainly

[0:18:32] Voice 12: i would encourage if that's the direction you want to go that you prepare a trustee rfd or suggest to

[0:18:36] Voice 12: executive committee that there be a shift in the project at this time the draft is essentially done

[0:18:41] Voice 12: we've done all the work in terms of preparing a draft and we have committed to nations that

[0:18:45] Voice 12: we're getting it to them like within two weeks or so um so we're somewhat the project is somewhat

[0:18:50] Voice 12: in process already and council doesn't meet until the end of september um so if we were to get you

[0:18:56] Voice 12: know they would almost need a special meeting of council to really if you wanted us to stop

[0:18:59] Voice 12: work at this point we would need special direction because it's sort of in motion what i will want to

[0:19:05] Voice 12: reassure the committee like it is a staff draft that's arriving we are already aware that it's

[0:19:09] Voice 12: imperfect the world is changing around us we've had a change of council so it will arrive at

[0:19:14] Voice 12: council and council can take it in any direction that council wants right you'll get it as a

[0:19:18] Voice 12: committee and you'll reflect on what we've provided and i think that it's staff have

[0:19:23] Voice 12: have every expectation this this document can change a lot right so once we provide it back

[0:19:27] Voice 12: to you then it's a fresh start everyone has a new draft to look at it reflects what you heard in

[0:19:32] Voice 12: public engagement last time what we heard from nations and what we heard from referral agencies

[0:19:37] Voice 12: and then council's decisions that reflect that and then it's a fresh start you'll have a draft

[0:19:42] Voice 12: to work with and then you'll be able to reflect on how you want to take it forward and what

[0:19:46] Voice 12: additional changes you want staff will be recommending that council do that through

[0:19:50] Voice 12: special meetings so that you aren't trying to squish it in an afternoon amongst all the other

[0:19:55] Voice 12: business that you have like enough time to work through it as a group and provide that direction

[0:20:00] Voice 12: the other thing i have the floor here i'll just mention is i'm starting to work with mariana

[0:20:04] Voice 12: business and jillian on a business case for next fiscal that does account for the idea of this

[0:20:10] Voice 12: decentralized public engagement through the referral process to local trust committees we

[0:20:15] Voice 12: will be and i would like to chat about this with the committee if you're interested we are going

[0:20:19] Voice 12: going to propose some alternatives with some additional public engagement opportunities for

[0:20:23] Voice 12: council to reflect on and other you know sort of staffing considerations as well so that's also

[0:20:28] Voice 12: in peace we aim to have that as a draft to the executive committee for their September 13th

[0:20:34] Voice 12: meeting so sorry to grab to tuck that into my response there no

[0:20:39] Voice 14: that's perfect so I'm just

[0:20:40] Voice 14: going to reiterate again the work for the 32 changes is basically completed already at this

[0:20:47] Voice 14: date so that's great um i just wanted to really clarify and highlight that point the work is

[0:20:52] Voice 14: already done it's gone to first nations now for their input we're waiting for their input to come

[0:20:58] Voice 14: back which will then be incorporated and then the new trust council will get a fresh look and we can

[0:21:03] Voice 14: move in whatever direction we feel is necessary with the trust policy statement and then once

[0:21:09] Voice 14: once we're happy with it it can go back to the communities for their input and their review

[0:21:13] Voice 12: you that's right and trust council can linger with it as long as it likes like trust council

[0:21:18] Voice 12: could take as long as it needs to make sure that this reflects this council right and i think this

[0:21:23] Voice 12: will complement the work that's being done to look at the object and how you want to interpret unique

[0:21:26] Voice 12: amenities so i would encourage council to take the time it needs for this group of council

[0:21:31] Voice 12: to really feel like they're reaching some level of agreement on the document before it goes to

[0:21:35] Voice 12: community yeah and

[0:21:37] Voice 14: i i see trustee harris has his hand up and then i'm just going to make a note so

[0:23:54] Voice 12: team but we could end up with 13 different little mini processes um so just reflecting on that and

[0:24:01] Voice 12: also no virtual opportunities so we'll provide a series of options that people can reflect on as

[0:24:05] Voice 12: sort of everyone takes a look at this project and as it you know evolves so we'll have those

[0:24:10] Voice 12: alternatives sort of built out so that everyone can consider and reflect in terms of potentially

[0:24:14] Voice 12: backfilling the policy advisor because there's still quite a demand for the other work that that

[0:24:18] Voice 12: position does as well as probably some virtual public engagement opportunities and a survey

[0:24:24] Voice 12: you know so that people are aware of the breadth of options but we will build the business case

[0:39:31] Voice 2: situation. And so there is, as Trustee Allen has said, there is some uniqueness to the islands

[0:39:39] Voice 2: different than anywhere else in the interior, I would suggest, based upon fuel and humidity and

[0:39:51] Voice 2: availability of resources. And indeed, it's certainly reasonable to reach out to others.

[0:39:57] Voice 2: And I would suggest that the Coastal Fire Center, based on Vancouver Island and the Cobble Hill office of that sort of division, are very well informed on wildfire prevention activities and management.

[0:40:19] Voice 2: And particularly because they're Vancouver Island focused and Gulf Island focused, they have an intimacy with what our needs are, which in the number of the sessions I've been into, it is clear to them that indeed the nature of wildfire potential on the islands, and that's including Vancouver Island, is different than the interior.

[0:40:42] Voice 2: So they have done they are more than happy to do presentations. They actually came over to Thetis a little while ago and did a presentation that we organized. And it's very informative. And indeed, we want to attract as much as attracting the audience being household owners on the islands.

[0:41:01] Voice 2: We want to attract all of those businesses that are engaged in working in the islands in order to ensure that they are suitably and adequately prepared and resourced to conduct fire prevention activities in relation to their heavy equipment usage and construction.

[0:41:23] Voice 2: instruction. So just really encouraging that certainly let's go out and see what else there

[0:41:28] Voice 2: is out there. But I think that that area is something that we can certainly get some help

[0:41:33] Voice 2: with. And maybe some of the other materials may be less valuable, but let's see how that unfolds.

[0:41:39] Voice 2: The only other thing I would say is March is an interesting time period to think about that.

[0:41:45] Voice 2: And certainly the year gets going in January and it's well underway by March.

[0:41:50] Voice 2: but in in truth any of the fire prevention activities that people can do actually needs

[0:41:55] Voice 2: to be done before march by the time we get into april or may it's actually getting to be too late

[0:42:01] Voice 2: and because that's fire as we've seen this year fire season is upon us so the sooner that this

[0:42:06] Voice 2: could be launched to inform people about what activities they might want to undertake prior

[0:42:11] Voice 2: to us actually being in a fire season especially if there's any uh equipment and materials being

[0:42:18] Voice 2: needed to be deposited etc in order to create uh fire prevention buffers on properties that should

[0:42:25] Voice 2: happen during the wet season and uh rather than trying to rush to get things done before fire

[0:42:31] Voice 2: season so those that's just some thoughts from my uh other background and i'll turn it over to you

[1:38:42] Trustee Fast: um is a member and uh so i think um uh all of the sort of structural sides of it um

[1:38:50] Trustee Fast: check off the boxes for me i think that uh delaying it further is a kind of uh declining

[1:38:56] Trustee Fast: uh to support and uh i i think it's uh uh going to cause um work not to happen and uh looking at

[1:39:07] Trustee Fast: their letter, I see interesting looking projects that happened last year. They report on the

[1:39:13] Trustee Fast: formation and coordination of Coastal Oak and Prairie Working Group, which brought together

[1:39:17] Trustee Fast: organizations and First Nations. So this is a big collaborative group interested in

[1:39:23] Trustee Fast: protecting species. We're in an extinction crisis. It is a

[1:39:29] Trustee Fast: a group that looks at beyond forests they say in their letter and I've seen it on their website

[1:39:38] Trustee Fast: forest grasslands wetlands and shorelines found throughout the island's trust area so it's not

[1:39:45] Trustee Fast: exclusively forests and I personally think it highlights and the comments from trustee Harris

[1:39:55] Trustee Fast: highlight the need for a forest ecologist or maybe I should say an ecosystem expert on staff,

[1:40:04] Trustee Fast: a biologist, ecosystem biologist on staff that we can turn to rather than having our trustee

[1:40:14] Trustee Fast: committees review other organizations' websites and collaborative groups' websites for accuracy.

[1:40:21] Trustee Fast: I think we need that kind of capacity on staff.

[1:40:24] Trustee Fast: So at some point, maybe this committee could turn its mind to that.

[1:40:30] Trustee Fast: I agree with Trustee Harris.

[1:40:32] Trustee Fast: There's a need for more professional expertise in the ecosystem department.

[1:40:46] Trustee Fast: And so with all that, I support the work.

[1:40:50] Trustee Fast: I'm looking at page 29 and 30, the letter from the Coastal Douglas Fir and Associated Ecosystems

[1:40:59] Trustee Fast: Conservation Partnership. We're in an associated ecosystem over here. And so it's not just Coastal

[1:41:06] Trustee Fast: Douglas Fir either. And they were looking for $3,000. I think they've got $2,600 in the motion

[1:41:14] Trustee Fast: there. And I think we should support the good work of this organization that Islands Trust Conservancy

[1:41:55] Voice 14: Act, the practice of applied biology is a reserved practice that may only be carried

[1:41:59] Voice 14: out by or under the supervision of a registrant if the practice relates to providing advice

[1:42:05] Voice 14: or other service for a biology objective that, having regard to the protective purposes,

[1:42:11] Voice 14: requires the experience or technical knowledge of a registered professional biologist or

[1:42:16] Voice 14: or registered biologist technologist.

[1:42:19] Voice 14: Awful lot of words, big mouthful.

[1:42:22] Voice 14: But basically what this is saying is that

[1:42:24] Voice 14: they have to be a registered professional biologist

[1:42:27] Voice 14: in order to provide any advice to a governance body.

[1:45:30] Voice 12: And she also says if there are concerns of trustees with the content on that website,

[1:45:34] Voice 12: they would like it drawn to their attention so they can review it but at this time they have

[1:45:38] Voice 12: they've done their review and they have made the change from cdf zone to cdf mm um if there are

[1:45:45] Voice 12: further changes that they would that should be brought to their attention they'd be very happy

[1:45:50] Voice 14: so i in addition to that i i'd still recommend that we take the time to look at

[1:51:33] Voice 8: to see you know let's have a let's have a closer look at this let's make sure that we're satisfied

[1:52:55] Voice 10: It has driven climate anxiety to a large degree had a huge effect on our fabric of our, you know, our social fabric on Salt Spring Island anyways the polarization is a fever pitch here, and a lot of it driven from inaccurate information.

[1:53:11] Voice 10: So, again, I think this is very serious, and I'm not clearly I'm not in support of allocating any money for this organization.

[1:53:20] Voice 10: And I really appreciate your comments, Chair Evans, on the fact that it is around regulation that it is registered professionals that we take advice from and making decisions, not NGOs. Thank you.

[2:36:58] Voice 12: of course, they're quite open-ended. It's really for pots of money to then be allocated in the

[2:37:03] Voice 12: next fiscal year rather than for specified initiatives is the way in which this is

[2:37:08] Voice 12: proceeding. So typically, what you see here is not what you will see from all committees,

[2:37:13] Voice 12: I would suggest. So what we've got for you is staff have drafted the business cases, but they are yours as a committee.

[2:37:19] Voice 12: So if you've got changes you would like to see or you want certain questions answered differently or a different amount of detail provided,

[2:37:26] Voice 12: this is your opportunity to reflect on what staff have drafted and request changes or amendments to those documents.

[2:37:35] Voice 12: They continue to change and shift as we move through the budget process.

[2:37:38] Voice 12: So you'll approve it here by resolution with any amendments that you want.

[2:37:42] Voice 12: but you can in November at your next meeting have a new reflection take feedback you might get

[2:39:35] Voice 8: having to trim requests here and there and just and that's fine if that's the case that's fine

[2:40:20] Voice 14: So people are going to ask for what they want. It doesn't necessarily mean that we should or are in a position to give them what they desire.

[2:40:30] Voice 14: so we we have a certain amount of funding that we can allocate and that's what we're taking a look

[2:40:36] Voice 14: at here but also you know we're looking at what's going to be of benefit to our communities and

[2:40:44] Voice 14: areas and what benefits these various other organizations are providing to us too so yes

[2:40:52] Voice 14: we do want to support them but it's like if you if you could go to anybody and say hey can I have

[2:40:59] Voice 14: X amount of money, then you're not always going to get X amount, but you'll get as much as they

[2:41:04] Voice 14: can afford to give you. So that's sort of the position that we're in. And yes, we can obviously

[2:41:09] Voice 14: increase that amount. We can leave it where it currently is. We can decrease that amount.

[2:41:15] Voice 14: The amount that we're requesting is up to us. And that's the conversation that we're here to

[2:46:05] Trustee Allen: planning, developing things, you know, the boring side is that we've got this other side.

[2:46:09] Trustee Allen: but I really feel it's been really valuable in our community

[2:46:12] Trustee Allen: and I'm all for it.

[2:46:59] Voice 14: what can we do? What are the steps that we can do? And getting people excited about it and

[2:47:04] Voice 14: understanding the impact that they can have personally and especially when it comes to

[2:47:09] Voice 14: these islands where it's this is unique i don't see this many other municipalities where we're

[2:47:14] Voice 14: educating people on how to make a difference in their community and we're encouraging it

[2:47:19] Voice 14: and giving people the tools to do it um this this i think this is a huge opportunity depending on

[2:47:26] Voice 14: how we want to uh what position and and the tech that we want to take in order to get this

[2:47:31] Voice 14: information out there i think we're we're we're in a unique lucky privileged position to be able

[2:47:38] Voice 14: to do this and have the funding for it so i'm i'm definitely in support of this um trustee fast

[2:48:25] Trustee Fast: sometimes in their hands and uh i um i just think that it's a uh it's a wonderful way especially

[2:48:33] Trustee Fast: for the new people to introduce them to um how how to help take care of this new neighborhood that

[2:48:40] Trustee Fast: they've uh uh planted their feet in and um so i'm i'm all in support and i'd like to move the first

[2:52:32] Voice 8: discussed, and the, the group that is, that exists within that, it's really, like, it's an incredible,

[2:52:39] Voice 8: like cross agency uh forum um and i i just think that like these services these these

[2:52:47] Voice 8: secretariat services and this is a really positive way for us to you know forward the education and

[2:52:54] Voice 8: information but also develop relationships uh with with other bodies who who you know are pursuing

[2:53:01] Voice 8: are the same you know pursuing courses in line with our with our uh with our mandate and i really

[2:53:07] Voice 8: support the Secretariat Services strongly. So, yeah, I'm very much in favor and I'm happy to

[2:55:16] Voice 9: worth uh our participation i think that in terms of the in terms of the the bane sound not only

[2:55:25] Voice 9: what they're doing there, but that level of really weaving in all the different levels

[2:55:35] Voice 9: of government and NGOs and industry, to my awareness, anyway, it's fairly unique to actually

[2:55:43] Voice 9: have the shellfish growers and the scientists and the NGOs all sitting in a room and working

[2:55:51] Voice 9: towards solutions.

[2:55:51] Voice 9: so i just want to reiterate how how i think that's a really really good success story

[2:55:57] Voice 9: the other one that um or have participated in um as vice chair of uh of galliano and salt spring

[2:56:05] Voice 9: is the uh the southern uh buff islands um working group there with uh with the mla and the mp

[2:56:15] Voice 9: and i think that's uh i think there's some really useful discussions out of that and

[2:56:20] Voice 9: hopefully there'll be some some actual uh actions uh coming out of that uh within the next next

[2:56:27] Voice 9: while i believe chair evans has been um there at least once and uh so those are the two i know the

[2:56:36] Voice 9: most detail about anyway i just i think those are really uh really good i i'm aware that the

[2:56:42] Voice 9: the house sound uh forum uh has done a lot of great work in the past and um and uh so just

[2:56:51] Voice 9: just speaking both specifically and sort of generally

[2:59:50] Trustee Fast: together all the same kinds of groups uh as um trustee borthwick mentioned uh although the um

[2:59:57] Trustee Fast: emphasis

[3:00:00] Trustee Fast: This is not so much on managing natural resources or harvesting as it is with elected officials

[3:00:07] Trustee Fast: getting together, talking about how they can work together, what are mutual issues that

[3:00:13] Trustee Fast: we could address or find information on, who's doing what and what's the best practices and

[3:00:19] Trustee Fast: can we work together.

[3:00:20] Trustee Fast: together. But local governments come, First Nations are involved, the volunteers and the

[3:00:30] Trustee Fast: different non-profit organizations, everybody is also invited as far as there's room, as long as

[3:07:16] Voice 14: from from from, as a society, we've moved more into the awareness, it's more common knowledge

[3:07:26] Voice 14: now that climate change has a major impact, and that we have to do things differently than how

[3:07:32] Voice 14: they've been done in the past um but like i said um sorry there's noise going on in the background

[3:07:39] Voice 14: here too there is um there's a lot of awareness so moving from the um uh the the fear of the

[3:07:53] Voice 14: climate change to um some positive notes more more honey than the stick um and i appreciate

[3:08:01] Voice 14: that a lot of this material has been written and it's difficult to change a tone. I also am aware

[3:08:07] Voice 14: that a lot of this information resides with the conservancy, which is outside of our purview.

[3:08:12] Voice 14: So I'm acknowledging this, but where we do have a say and what we can do is start to

[3:08:20] Voice 14: sort of change the tone of our messaging to a more positive, like these are the steps that

[3:08:28] Voice 14: that we're taking.

[3:08:28] Voice 14: This is how we can make an effective change.

[3:08:31] Voice 14: This is where we can.

[3:08:33] Voice 14: This is what we've been able to accomplish.

[3:08:35] Voice 14: This is what we need to continue progressing.

[3:09:32] Voice 14: the page that's the one yes so these two where it's highlighted in red um so i i've been in

[3:09:41] Voice 14: marketing in in in the past as well and i and i know that um the way that words are used are

[3:09:53] Voice 14: we normally present the facts but how we spin the facts um supports our position mommy or another

[3:10:00] Voice 14: other um so while what we're saying here is true um it's also looking at it from the other point

[3:10:09] Voice 14: of you know um so while it says that it is under threat from development how much of a threat is

[3:10:15] Voice 14: there is it a small threat is it a large threat is it an impactful threat even though it's a small

[3:10:21] Voice 14: threat so i think in this in this day and age we have to sort of look at how we're positioning it

[3:10:29] Voice 14: through the inclusion or exclusion of information and again this this is where we need to have the

[3:10:36] Voice 14: expertise come in and that's that's not on this on this committee and I don't know how we're going

[3:10:46] Voice 14: to be able to do that so this is food for thought for later and it's well this conversation is going

[3:10:52] Voice 14: to be ongoing getting getting the expertise in here to take a look at how we're positioning it

[3:11:02] Voice 14: and the words that we're using is going to be important too because there was some interesting

[3:11:06] Voice 14: numbers that have been staff have also made their comments too so I really I don't know

[3:11:17] Voice 14: how to address this issue and then so I don't know if we just want to like maybe just go through

[3:11:26] Voice 14: these little bit by little bit and see if anybody else has any comments so that that was my comments

[3:12:22] Voice 10: is the start of that i don't know but um there's no room for bias in my opinion and um let's leave

[3:12:55] Voice 5: willingness of uh people to um learn more how they can work together with

[3:13:06] Voice 14: with protecting our islands?

[3:13:17] Voice 10: So here we got, they're under threat from development.

[3:13:30] Voice 10: that are living in the community,

[3:13:37] Voice 10: i don't know and as we can see that there's 70 percent of the of the islands are as contiguous

[3:13:43] Voice 10: forest cover at this point we know that there's a vast um the number of growth compared to what

[3:13:49] Voice 10: is cut here is a huge huge number like you know i have a hard time i feel like you know a broken

[3:13:55] Voice 10: record but um so it's just pretty clear to me to stop with the bias however we're going to do that

[3:14:02] Voice 10: I don't know. I guess starting with the changing of language and then hopefully in policymaking.

[3:14:09] Voice 10: And, you know, we have, there's a housing crisis going on and the wildfire threat and we're

[3:14:15] Voice 10: talking semantics. We need, there needs to be fire breaks. And that's, you know, clearly it

[3:14:21] Voice 10: doesn't go with, fall in line with the rarest ecosystems in the world because we're going to

[3:14:26] Voice 10: have to cut some trees down and actually clear some ground right um now talk about value like

[3:14:35] Voice 10: we're talking about spending money well i guess you could talk about it as spending some um

[3:14:41] Voice 10: some ecosystem space but the greater good we're going to get from that

[3:14:45] Voice 10: is will be huge in case we do have a fire here because on any of these islands as we've seen

[3:14:53] Voice 10: what's going on in other places in the world and right in our in our own backyard in the province

[3:14:58] Voice 10: here and it's horrific so um you know we need to start leaning

[3:15:04] Voice 5: towards unbiased um facts and

[3:15:13] Voice 5: again i don't know how we're going to get there um some thought thank you uh yes

[3:15:46] Trustee Fast: a chart attempting to indicate about how much disturbance there is on on the islands and uh

[3:15:55] Trustee Fast: regarding um uh having the facts uh at our um and and making them available to people in the

[3:16:02] Trustee Fast: community uh this uh chart is from the you know 2014 is when it dates from uh and uh well the the

[3:16:17] Trustee Fast: It's almost 10 years out of date and things are changing fast, as you point out, Chair Evans, in terms of climate changes and other trustees who spoke about the changing wildfire risk and water availability and all these things.

[3:16:35] Trustee Fast: So all of these, you know, if they depend on a healthy ecosystems, which I believe, which I think is facts, then maybe one thing that everybody on this committee might agree is that we need to update this kind of information, these indicators of how is the trust doing

[3:17:05] Trustee Fast: at preserving and protecting this is a really rough indication but that maybe

[3:17:11] Trustee Fast: there are better tools now but I like the idea that a staff of suggested in

[3:17:20] Trustee Fast: here that we might this committee might want to recommend if this is something

[3:17:25] Trustee Fast: we agree on that to trust counsel that as part of the strategic plan we could

[3:17:33] Trustee Fast: update this analysis so that everybody's got the facts that's something that this committee

[3:17:38] Trustee Fast: might want uh to recommend i don't know but i'll just make that comment and uh we could

[3:17:43] Trustee Fast: recommend it to trust council thank you thank you

[3:18:10] Voice 10: more significant on other islands, the amount of trees cut versus what grows is so small.

[3:18:19] Voice 10: You know, the amount that grows is, you know, 20 times larger than what is cut.

[3:18:26] Voice 10: So it's more than sustainable.

[3:18:28] Voice 10: So why are we bothering to spend all this time and effort on trying to fight it?

[3:18:37] Voice 10: And at the same time, I'm seeing the community suffer so greatly with this housing and workforce housing crisis here on Salt Spring anyways.

[3:18:45] Voice 10: So when I see time and effort put on things that just stifle any action that might help alleviate the crisis, it's troublesome.

[3:18:58] Voice 10: troublesome.

[3:19:00] Voice 5: But I, I

[3:19:05] Voice 10: know I had another point there. It's easy to, it's easy to get lost in

[3:19:10] Voice 10: these types of discussions. It's very important. And anyhow, I'll leave it at that. Love your

[3:19:25] Voice 14: important that we do look at the tone of our language and perhaps it's time for an adjustment

[3:19:43] Voice 14: updated information that we have is also important and making sure that that is

[3:19:49] Voice 14: um known as well uh the fact that we have been so vigilant with our islands is the only reason

[3:19:58] Voice 14: why they're in the beautiful state that they're in today and i know that everyone wants to maintain

[3:20:03] Voice 14: that for as long as possible and change is inevitable and growth is also inevitable

[3:20:10] Voice 14: but it's how we manage that that's going to be important as as a as trust council and local

[3:20:18] Voice 14: trust committees but um that's sort of a side topic here what we're looking at now is uh the

[3:20:26] Voice 14: it is specifically referring to how the information regarding the cdf information

[3:20:32] Voice 14: is being presented um so those are sort of my comments on the first section i didn't really

[3:20:41] Voice 14: have much to say on the second section if somebody else does trustee fest i'm

[3:20:51] Trustee Fast: you're talking about are you talking about the denison letter yes

[3:24:26] Voice 10: fact that logging is built to the coast you know if it wasn't for the logging we wouldn't have

[3:27:46] Voice 10: I don't know which other islands have timber sales, but, you know, then the province could be approached to deal with that if there's, you know, large timber sales happening.

[3:27:59] Voice 10: And we're seeing immense growth of forest and the practices are already good.

[3:28:06] Voice 10: So, again, because of logging, to me, it's not fair.

[3:28:12] Voice 10: fair um logging up needs to be celebrated in my opinion um and an opinion of many others and again

[3:28:20] Voice 10: there's local first nations that they that's their livelihood and they feel greatly disrespected from

[3:28:27] Voice 10: that kind of language um not to say that what they think is the final of everything but they are

[3:28:34] Voice 10: they are included in that and um as are other members of the community such as myself i'm a

[3:28:39] Voice 10: logger um and we've been attacked so i would love to see that taken out of there um to me it's
