[0:02:03] Voice 1: I doubt they will, but don't travel in October or November.

[0:02:36] Voice 1: we're thinking about getting a island or what do you call it

[0:02:40] Voice 1: neighborhood watch going but we'll see how that goes that's it thank

[0:03:18] Voice 3: It definitely seems like fall,

[0:03:23] Voice 3: I'm certainly glad to be coming out of the dry forest fire season,

[0:03:29] Voice 3: but I'm not quite ready for the rain.

[0:03:32] Voice 3: And kids, you're back in school today,

[0:03:35] Voice 3: which is definitely a great thing, too.

[0:03:37] Voice 3: and lots of learning opportunities there.

[0:03:40] Voice 3: And of course, lots of learning opportunities for each of us.

[0:03:44] Voice 3: So the only thing I can report on

[0:03:47] Voice 3: and maybe an apology is due.

[0:03:50] Voice 3: I was in ports at our last meeting.

[0:03:55] Voice 3: I was attending as a spectator at the peg hearing

[0:03:59] Voice 3: regarding lot 88 on Phoenix Island here.

[0:04:02] Voice 3: And indeed my guilty verdict was found

[0:04:06] Voice 3: for attempt of court and uh we are still awaiting sentencing and perhaps the ward might be able to

[0:04:12] Voice 3: update us on that when we get to uh the violent first perception of the agenda but to my knowledge

[0:04:17] Voice 3: we're still waiting on extending things being scheduled and then that will open the door up for

[0:04:23] Voice 3: possibilities of moving towards a further order for tina

[0:04:27] Voice 2: so

[0:04:32] Voice 2: Just a note on that. The emergency options on Thetis Island property, that was released to Thetis Island. So that went out August 31st. So if anyone wants a copy of that, we had decided to release a legal opinion about emergency options for Thetis Island property that proposed a buyer risk.

[0:04:57] Voice 2: So if you haven't got a copy of that and are interested, please contact your local trustees or the communications director that has gone out.

[0:05:07] Voice 2: Nothing much to report from my chair report.

[0:05:09] Voice 2: It's been busy on only one of the other outlets that I have the privilege of chairing on South Pender.

[0:05:19] Voice 2: And I continue to learn a lot, something different from each community.

[0:05:24] Voice 2: I will note that I was on Mesquite Island for the celebration of their very first covenant on a private property last Wednesday, and it's called the Livingston property.

[0:05:37] Voice 2: property the description is in the latest edition of the Heron newsletter that's going out but

[0:05:44] Voice 2: former trustee Chris I've forgotten Christine I've forgotten her last name and Doug

[0:05:52] Voice 2: were the property owners they bought it from the Livingston family which is a long time

[0:05:57] Voice 2: sort of farming settler family on Lusketia Island and they it took them seven years to put a

[0:06:04] Voice 2: government on this and very successful and pleased with the ecological assets it's got a beautiful

[0:06:11] Voice 2: wetland so that's sort of my chair and conservancy report i don't believe we have an electoral area

[0:06:20] Voice 2: director's report and there are no members of the public in attendance for public comments

[0:06:27] Voice 2: so you can always write to your trustees um or write to the offices north info at

[0:06:36] Voice 2: islandstrust.bc.ca if you have something that you want to uh comment on or some correspondence to

[0:10:11] Voice 2: to the next meeting. And page 19. So the piece of correspondence is the Department of Fisheries

[0:10:18] Voice 2: and Oceans Canada consultation check-in. The Species at Risk Act. Peter, do you know anything

[0:10:27] Voice 2: think about this? I guess it's updating aquatic species at risk.

[0:10:34] Voice 3: Yeah, that's a great thing really. DFO or Peaches and Oceans is a kind of plan called

[0:10:44] Voice 3: to undertake this work and then advising us with what the species are at risk.

[0:10:53] Voice 3: Ken, I'm still an active diver. You were a diver around here years ago.

[0:10:58] Voice 3: Absolutely.

[0:10:59] Voice 3: And certainly, I think we've all seen it decline in the rockfish species, and certainly

[0:11:03] Voice 3: that's noted on the species at risk, but it's tragic to think really, I think, that a fish

[0:11:09] Voice 3: that was so abundant is now a species at risk.

[0:11:12] Voice 1: Just as

[0:11:13] Voice 1: a story, my grandfather would ask my father to go get some rockfish for

[0:11:18] Voice 1: supper.

[0:11:19] Voice 4: He

[0:11:20] Voice 1: would walk down to the beach with a spear and go down that little concrete pier at the

[0:11:24] Voice 1: Donny's place and spear the rockfish.

[0:11:27] Voice 1: really

[0:11:27] Voice 5: so

[0:11:28] Voice 1: they were quite prevalent wow

[0:11:30] Voice 2: oh that's true yeah

[0:11:33] Voice 3: there's um a fellow you maybe know him

[0:11:36] Voice 3: he's in the emergency response gig now he used to live in shamanus there along the waterfront

[0:11:42] Voice 3: his name might come to me but as a as a child they lived right there in the bed and he would

[0:11:48] Voice 3: they had a little thingy down at the end of the on the on the waterfront he'd jump in that

[0:11:52] Voice 3: row out grab a fish bring it home for dinner same thing same story and that

[0:11:58] Voice 3: just doesn't happen

[0:12:00] Voice 2: yeah

[0:12:00] Voice 3: remarkable anyway um yeah i see that well

[0:12:04] Voice 2: thank you for those stories it does definitely

[0:12:06] Voice 2: does bring it home what um what we are facing with the decline in populations and i'll just

[0:12:16] Voice 3: note in this correspondence section that i did have some communications maybe you have also can

[0:12:21] Voice 3: Ken, regarding farm and land use activities on some properties on the island.

[0:12:29] Voice 3: And I mostly looped for the appropriateness, just looped the law enforcement and staff into that conversation so that they're aware.

[0:12:38] Voice 3: But nothing significant to report on that, just that there were some issues associated with the Mill Road properties there.

[0:12:46] Voice 3: And because it's a different zoning situation, what the land uses are, but essentially what's in the bylaws is what's in the bylaws.

[0:12:55] Voice 3: Is there, do

[0:12:57] Voice 2: you mean there's equivalent going on?

[0:12:59] Voice 3: No, just the difference between agriculture and animal and commercial agricultural production.

[0:13:08] Voice 3: Oh, nice.

[0:13:08] Voice 3: Because agriculture as an activity is allowed on all lots.

[0:13:11] Voice 3: Yeah.

[0:13:12] Voice 3: And that's different than ALR land and different than other agricultural areas.

[0:13:20] Voice 3: The idea is to support sustainability in the community so that people could have a couple, a few chickens, maybe some pigs, in order to be able to provide for their own and their community.

[0:13:34] Voice 4: So just a little bit of information.

[0:13:36] Voice 4: That's all.

[0:13:36] Voice 4: I don't have anything else.

[0:13:43] Voice 2: And moving into reports, there is, as usual, the trustee looks at the reports, any applications that are ongoing, 12.2, 12.3, are adopted policies and standing resolutions.

[0:14:08] Voice 2: to nations have gone out from different LTCs, would it be appropriate to potentially ask

[0:14:16] Voice 2: if one of the tribes would want to have an elder open one of our meetings and welcome

[0:14:23] Voice 2: muster territory so just this is just standing resolution um i don't think it's in our event

[0:14:31] Voice 2: package but oh yeah it was that's

[0:14:36] Voice 3: a good idea under

[0:14:37] Voice 2: reconciliation um

[0:14:39] Voice 3: and we just recently

[0:14:41] Voice 3: uh the think secret nature consistency just had um a walking the land with uh elder barbie

[0:14:51] Voice 3: and Ken Thomas, they were both over here, and so that was a great opportunity for us

[0:14:59] Voice 3: to see our island through their lens and through their history.

[0:15:06] Voice 3: But what you've just asked, it makes me think that perhaps we might invite Ken Thomas as

[0:15:13] Voice 3: As a Conservancy member now, and obviously a Connecticut

[0:15:18] Voice 4: nation

[0:15:20] Voice 3: elder, I think at this point,

[0:15:21] Voice 3: but we'll consider it that way,

[0:18:21] Planner McCargar: and they've made no moves towards a community information meeting

[0:18:29] Planner McCargar: or engaging with the nations the last correspondence was that i had with them was on august 31st and

[0:18:37] Planner McCargar: they just said they don't have an update and will contact when there's something to report

[0:18:42] Planner McCargar: so this file would likely move into abeyance as it's been over six months and then further to that

[0:18:51] Planner McCargar: would would probably move to close the file if there's there's no progress being made okay um

[0:18:59] Voice 3: know on some other LTCs, as you've indicated, after six months it would go to abeyance, and then there may be a determination to proceed no further.

[0:19:08] Voice 3: And so potentially in November, we might want to consider that rather than doing that today.

[0:22:02] Planner McCargar: Yes, as far as I know. I'm not the planner assigned to that one.

[0:22:06] Planner McCargar: But as far as I know, yes, that it would have just been reassigned to Margo Bumidas and has been reopened.

[0:22:16] Voice 3: great. And then I emailed yourself and the regional planning manager with respect to another couple of properties on the island here that have been considering amalgamation. Did you receive that and has that been passed on to the appropriate planning person?

[0:22:37] Planner McCargar: I reached out to the property owners and we've had a bit of a back and forth.

[0:22:44] Planner McCargar: So I think they're clear on the next steps they need to proceed.

[0:22:48] Voice 3: Excellent. Well,

[0:22:50] Voice 3: work that's been developing for a number of years.

[0:23:50] Voice 2: and so they're included in the agenda package I suppose for anyone to use if community groups

[0:23:56] Voice 2: wanted to use them for any reason but there's they're provided there for information median

[0:24:06] Voice 2: age of the islands trust area is 58.8 in 2021 actually they are really small it's very hard

[0:30:35] Voice 3: adopted it, we had a conversation, so that's eight years ago, we'll call it,

[0:30:41] Voice 3: seem like a long time to me, and certainly, I don't believe it's necessary to re-engage.

[0:34:11] Voice 3: assessment identified that there was a shortage of housing opportunities um throughout the

[0:34:17] Voice 3: demographic on the island here and so it's worthy of consideration i would look forward to seeing

[0:34:22] Voice 3: the work of the regional planning committee to determine what potential work there is that we

[0:34:28] Voice 3: could do and if there's opportunities to optimize some efficiency with some gains that might be

[0:34:35] Voice 3: easily identified then this

[0:34:37] Voice 3: is a way for us to tag along on that then that would be a great thing

[0:34:43] Voice 2: well i think it's it's a legislative requirement that housing needs assessments are done every

[0:34:48] Voice 2: five years yeah so we are it's coming up that's coming and and then we'll get sort of a static

[0:34:53] Voice 2: status of the community and and we can determine well

[0:38:54] Voice 3: Absolutely. And there's very little opportunity for foot passengers, bicyclists, children, dogs, et cetera, et cetera, et cetera.

[0:39:04] Voice 3: I can't help but say we did have an incident through the summer where a vehicle, a pedestrian or a dog was killed,

[0:39:14] Voice 3: person injured because of inadequate safe access.

[0:39:25] Voice 3: and certainly that area is of interest in some interest i'm not sure the details of it all they

[0:39:30] Voice 3: want to build some kind of a pedestrian walkway on the easement i think or on the shoulder or

[0:39:34] Voice 3: on the private property which requires a lot of work and a lot of funding and is um i'm not saying

[0:39:41] Voice 3: we need to do anything today because probably somebody's asked us to do something um but

[0:39:46] Voice 3: certainly working with the couch and valley regional district and ministry of highways to

[0:39:50] Voice 3: provide some opportunity to do trail building which they've done in other communities i think

[0:39:54] Voice 3: even on Gabriela, bicycle suitable pathways. I think CEDIS is ready for it whereas maybe in

[0:40:03] Voice 3: previous years there was less interest but people are, that's why it's called Active Transportation

[0:40:08] Voice 3: Act, there's more people doing it and this provincial money to support it.

[0:40:14] Voice 2: Does the agreement with the MOTI need to be updated because they continue to push back on

[0:40:22] Voice 2: rural islands at this designation and they're not going to do like we had to really push hard to do

[0:40:28] Voice 2: that pilot project on gabriel island i think we have to push hard yeah because

commercial traffic as the MV Kuper, which may present some difficulties. 
 He noted that a Neighbourhood Watch program is being considered in response 
to recent thefts on the island.

It was MOVED and SECONDED, 
that the meeting be closed to the public in accordance with the Community Charter, 
Part 4, Division 3, s.90(1)(f) for the purpose of considering: 
 (f) law enforcement, if the council considers that disclosure could reasonably be 
expected to harm the conduct of an investigation under or enforcement of an 
enactment 
and that the Recorder and Staff attend the meeting.

The meeting closed to the public at 10:16 a.m. 
15.2 Recall to Order 
The meeting reconvened at 10:29 a.m. 
 
15.3 Rise and Report 
The LTC reported that, in the closed meeting, the minutes from the July 4, 2023 In 
Camera meeting were adopted, and that a Bylaw Compliance and Enforcement report 
was received. 
16. ADJOURNMENT 
By general consent the meeting was adjourned at 10:29 a.m.
