[0:02:21] Voice 2: the Island planner for North Pender. And so today's special meeting is on housing, obviously.
[0:02:26] Voice 2: And so today's agenda, we're going to spend about half an hour with Marissa, who is our
[0:02:30] Voice 2: regional planning expert on housing and working on housing files all across the trust area.
[0:02:37] Voice 2: So there's lots of expertise and can provide a lot of clarity to the trustees as well as
[0:02:42] Voice 2: staff members of the community here on all the things that the trust is working with uh across
[0:02:48] Voice 2: the many different trust areas on housing initiatives and uh and then we'll have some
[0:02:53] Voice 2: time for questions and answers after that uh for staff trustees or if the trustees have questions
[0:03:00] Voice 2: of step and obviously the community as well then we'll take a break and then after that
[0:03:05] Voice 2: we're hoping to have a discussion with the community around uh priority and your housing
[0:03:11] Voice 2: housing needs uh obstacles opportunities and new priorities and all of that will uh
[0:03:18] Voice 2: step in feeding into a housing action plan which would be one of the outcomes of the housing
[0:03:24] Voice 2: project that the local trust committee is looking to move forward in respect of that project
[0:03:31] Voice 2: they've directed staff to submit a major project submission and so that requires
[0:03:39] Voice 2: a budget approval step with the Trust Council and so
[0:03:45] Voice 8: that's working through at this time.

[0:04:35] Voice 2: access which is obviously an issue in this community just as it is in pretty much every
[0:04:39] Voice 2: of the community in bc in canada right now uh and then at the end of the agenda there is a specific
[0:04:45] Voice 2: application where a plum tree court has applied for rezoning for uh to change the uh allowance
[0:04:54] Voice 2: of use on their property for right now the the language in the bylaw speaks to two uh how two
[0:05:00] Voice 2: family units and they're seeking to rezone for multi-family units just to allow them you know
[0:05:07] Voice 2: lot more people they could build a six flex or something like that versus having to build
[0:05:11] Voice 2: uh duplexes which would obviously uh just have more footprint as well as
[0:05:18] Voice 9: cost right okay thank

[0:08:05] Voice 8: So, as Brad said, I am a member of the National Mining Team.
[0:08:11] Voice 8: the islands trust has gone to this uh we're evolving into a different model of doing things
[0:08:17] Voice 8: in the past the island planner has done all the current planning and the projects as well so we
[0:08:23] Voice 8: found that um that projects weren't being done um as efficiently as they potentially could be so we
[0:08:29] Voice 8: are now exploring that potential of um doing projects more efficiently by having a regional
[0:08:34] Voice 8: applying team that focuses on multiple city projects. So the benefits of that are you get
[0:08:42] Voice 8: somebody that's focusing on that, you've got a team that works together to sort of, you know,
[0:08:48] Voice 8: challenges and such with processes, and also we're building some expertise. So I don't know
[0:08:54] Voice 8: if any of you were here earlier this year or I can't even remember last year when I was here
[0:09:01] Voice 8: with William Shulba, so I had been working on some freshwater projects and I have to say that work
[0:09:06] Voice 8: very much is helpful to inform the housing work as well. And so I'm now doing, I'm also the planner
[0:09:13] Voice 8: for Maine Island, so I'm doing housing work for Maine
[0:09:16] Voice 1: Island and I'll
[0:09:17] Voice 8: speak to Maine a lot because
[0:09:18] Voice 1: Maine
[0:09:18] Voice 8: has sort of, is a bit of a pilot in a sense because the Maine Island
[0:09:24] Voice 1: trust focused on
[0:09:25] Voice 1: housing all of their last um their last term so we have a bit of a process and and um and that
[0:09:32] Voice 1: process has really informed what we are developing at a more regional scale um to inform processes
[0:09:38] Voice 1: that are happening on the other islands so um i'm currently doing a project on denman island
[0:09:44] Voice 1: housing so we're sort of
[0:09:46] Voice 8: following a bit of the process on main island
[0:09:48] Voice 8: it's it's it's it's got
[0:09:50] Voice 8: its own unique all islands will be unique and
[0:09:52] Voice 1: um you know i'll be introducing you to some sort
[0:09:55] Voice 1: sort of the process templates that we've developed that can evolve within a context,
[0:10:00] Voice 8: but it gives us in a specific context, but it gives us a starting point. So, um, I will just launch it so I can get a little bit of that.

[0:10:23] Voice 8: yeah so i'm going to i'll talk a little bit about
[0:10:26] Voice 1: the housing initiatives that are happening
[0:10:27] Voice 1: trust-wide on a trust-wide level um and speak to some of the trust-wide tools and processes that
[0:10:32] Voice 8: we're sort of developing and exploring through the main island process um i'll tell you how
[0:10:40] Voice 8: that's been used in the main island process and where they've gotten to um and then some of the
[0:10:45] Voice 8: next steps for Pender and then we'll have a conversation after that.
[0:10:52] Voice 8: So
[0:10:52] Voice 1: at the trust level there's an interim strategic plan that does speak to addressing housing
[0:11:00] Voice 1: needs.
[0:11:01] Voice 8: At the regional planning committee level a lot of these tools and processes that I'm
[0:11:06] Voice 8: talking about are being kind of worked out through the regional planning
[0:11:11] Voice 1: committee.
[0:11:13] Voice 1: So these things will be presented to the overall trust council at their December meeting.
[0:11:19] Voice 1: So one of the things that the Regional Planning Committee has been working on is a proposed housing strategy.
[0:11:26] Voice 1: And that proposed housing strategy has
[0:11:28] Voice 8: evolved from staff looking at
[0:11:32] Voice 8: pretty much every single resource that we were able
[0:11:38] Voice 1: to find related to housing in the trust area.
[0:11:40] Voice 8: So, I've stacked a paper about this big, and one of our tools is an annotative bibliography
[0:11:47] Voice 8: that we've now put together that will tell you about all of those, and that's important.
[0:11:53] Voice 8: And out of that, we've pulled out all of the key actions that have been identified.
[0:12:00] Voice 8: I'll show you that a little bit more.
[0:12:02] Voice 8: Housing toolkit, I'm going to go through a little bit what those tools in that toolkit
[0:12:05] Voice 8: are they're very they're going to be very useful to um uh to staff and to trustees and the community
[0:12:11] Voice 8: um because they provide a lot of information um we're embarking on a suitable
[0:12:17] Voice 1: land analysis i'll
[0:12:17] Voice 1: tell you a little bit more about that so we're gathering data to get a sense of um the better
[0:12:23] Voice 1: areas in the community to add additional um
[0:12:25] Voice 8: residents um because really a lot of a lot of
[0:12:29] Voice 8: this work is about um it's about increasing housing options right because the island stress
[0:12:36] Voice 8: uh you know traditionally it was developed in large-scale lots for recognizing that um
[0:12:43] Voice 8: people are being priced out so being able to um uh to find some some more um flexible options
[0:12:50] Voice 8: more often they grab like this pump sheet court application for example like that was
[0:12:55] Voice 8: you know, identified buplexes, but multiplexes are much more cost-effective in this economic
[0:13:06] Voice 8: environment, a better way to go. And then we've got,
[0:13:11] Voice 1: like I've mentioned before, a few projects
[0:13:12] Voice 1: going on. We've got Maine Island has gone to a first phase, I'll introduce
[0:13:16] Voice 8: that to you, and
[0:13:19] Voice 8: And because of where Maine was able to go
[0:13:22] Voice 1: with that and the community engagement
[0:13:25] Voice 1: that has led to a development of an action plan,
[0:13:29] Voice 1: they, we have been able to work very effectively
[0:13:31] Voice 1: with the
[0:13:31] Voice 8: CRD to apply for some funding
[0:13:34] Voice 8: from the federal government.
[0:13:35] Voice 8: I'll tell you a little bit more about that
[0:13:36] Voice 8: and what contributed to their readiness.
[0:13:39] Voice 8: And like I said, Denman Island
[0:13:41] Voice 8: is sort of at the beginning phases.
[0:13:43] Voice 8: And Gabriela Island is also doing,
[0:13:46] Voice 8: and I'm managing that process, an OCP review,
[0:13:49] Voice 8: which is focusing on housing first.
[0:13:53] Voice 8: So this is the, so we have a proposed, like I said,
[0:13:57] Voice 8: Islands Trust housing strategy,
[0:13:59] Voice 8: and essentially it's all about helping LTC projects.
[0:14:03] Voice 8: So it's about identifying the research, the staff resources,
[0:14:09] Voice 8: communications, advocacy, partnerships,
[0:14:11] Voice 8: all of those things that we need to bring together
[0:14:13] Voice 8: to support these these local trust committee projects and this is what it kind of looks like
[0:14:19] Voice 8: we've got there's kind of a preliminary goal really that's you know focusing on low and
[0:14:26] Voice 8: middle-income household supporting those households to be able to continue to live
[0:14:31] Voice 8: in the island's trust area you know it looks at you know what kind of housing could
[0:14:38] Voice 8: like looking at a more more variety of housing to be supported um locations like i said when i
[0:14:44] Voice 8: will go into the civil land analysis and then the how part is like the partnerships and um
[0:14:49] Voice 8: and those sorts of things that need to be looked at in order to move really move forward and we're
[0:14:54] Voice 8: sort of demonstrating that a little bit with maine and the crd on the importance of partnerships and
[0:15:00] Voice 8: potentially acquiring funding and you know the regional districts um taking a role um
[0:15:07] Voice 8: So the housing toolkit,
[0:15:09] Voice 1: I'll step you through this a little bit because it's interesting, I think, for trustees, too.
[0:15:14] Voice 1: I think this is the first time you've been introduced to this in any detail.
[0:15:18] Voice 8: So you'll see the kind of process that has been informed, the tools that have been informed by all the research we've done and the work that we've done with Maine.
[0:15:31] Voice 8: So we're calling it a toolkit.
[0:15:32] Voice 8: it's just a package of
[0:15:33] Voice 1: information and tools that we can use. It includes some process templates,
[0:15:38] Voice 1: it includes some background information, mapping tools, and
[0:15:43] Voice 8: some action plan and strategy
[0:15:47] Voice 8: templates. It's designed to help focus local trust community discussions and inform
[0:15:56] Voice 8: form development of the housing action plan, business case, and project charter.
[0:16:02] Voice 8: The tools will hopefully lead to consistency across the island's trust in how we approach
[0:16:09] Voice 8: housing.
[0:16:10] Voice 8: And that would be helpful, again, in building these relationships with the regional districts
[0:16:16] Voice 8: to help support us.
[0:16:18] Voice 8: us. Like I said, it was informed a lot by the mains process and, you know, A53 housing
[0:16:27] Voice 8: options is really the focus there. So I'm just quickly going to go through some of those
[0:16:34] Voice 8: tools and I'll show you some examples of how mains use them. They've kind of been developed
[0:16:41] Voice 8: from me so it's kind of in this like in main main processes and form so we've got um and again these
[0:16:49] Voice 8: are templates templates that can be
[0:16:51] Voice 9: used
[0:16:52] Voice 8: in the context that's that and changed it's it's a
[0:16:56] Voice 8: starting point for discussion as um chairman wad and i are are recognizing all projects are very
[0:17:02] Voice 8: different um the project on me yeah
[0:17:05] Voice 3: probably i
[0:17:09] Voice 8: think we could probably turn them off
[0:17:11] Voice 9: that actually um yeah like i was saying um uh the
[0:17:19] Voice 1: process on denman is is different but it's nice to
[0:17:22] Voice 1: to be to at least have you know a sense of the
[0:17:25] Voice 8: process and so that's what we've got now we've
[0:17:28] Voice 8: got a sense of a a process there's some basic things in a process that we need to have um
[0:17:35] Voice 8: you know first nations engagement community engagement there's some some key steps um one
[0:17:41] Voice 1: of which is uh one of the initial steps is a discussion paper and that's that what that does
[0:17:48] Voice 1: is that it provides the opportunity to get all the information together that we can start to
[0:17:53] Voice 1: all be on the same page um and that discussion paper it includes you know like i said we have
[0:17:59] Voice 1: this much paper um and so some islands have have done quite a lot they've got you know several
[0:18:05] Voice 1: they've got a lot of people in the community that have been doing their own research and
[0:18:09] Voice 1: stuff on housing so they've got a like quite a credit a large amount of um stuff that's been
[0:18:14] Voice 1: done before we don't want to be repeating it so we're trying to find out um
[0:18:19] Voice 8: this is this
[0:18:20] Voice 8: in this discussion paper we're recording the information we know um from other folks that
[0:18:26] Voice 8: have done research um the demographic information is there um uh looking at needs assessment data
[0:18:32] Voice 8: we've been updating the needs assessments with the data that we we have available to us um
[0:18:39] Voice 8: as we go along and we're hoping to do that at a larger scale um at a trust-wide scale um
[0:18:45] Voice 8: uh so that we have them all available for um for each um for each island um
[0:18:52] Voice 8: these this map the mapping work that i'll show you a little bit more would be would be involved
[0:18:58] Voice 8: in in the discussion paper um i mean again it's like if trustees choose not to have certain
[0:19:05] Voice 8: certain elements in there we don't have to or if they want more elements again this is a starting
[0:19:09] Voice 8: a starting place to bring all the information that we know that can inform um housing policy
[0:19:15] Voice 8: on the island um existing ocp policies um and existing regulations those are things we can
[0:19:23] Voice 8: kind of bring into one place and um and then we've got this really i would say awesome list of um
[0:19:31] Voice 8: of potential OCP policies and land use by-law policies
[0:19:35] Voice 8: that we have shopped around all of our senior planners.
[0:19:40] Voice 8: We've shopped around to other colleagues.
[0:19:46] Voice 8: And it's a list that gives you all of the possible items
[0:19:50] Voice 8: that we've thought about,
[0:19:51] Voice 8: not to say that there aren't more that could be thought about.
[0:19:53] Voice 8: And I'll say I have a little bit for that too.
[0:19:56] Voice 8: This is a nice little thing that we've done now for each island.
[0:20:01] Voice 8: um and we'll hopefully have those up on the website at some point
[0:20:04] Voice 1: soon um but we've done
[0:20:07] Voice 1: these sort of snapshot
[0:20:08] Voice 8: housing profiles with the um the 20 uh 21 census data um so you can see
[0:20:15] Voice 8: uh you
[0:20:17] Voice 1: know which um you know some of the basic the basic data which is really interesting to
[0:20:21] Voice 1: look at you know how the population increased how the
[0:20:24] Voice 8: increase in violences matches that um
[0:20:27] Voice 8: where how many people are in core housing need.
[0:20:31] Voice 8: You can see on North Kendra, we've got 54% of the population is over 60.
[0:20:40] Voice 8: 71% are full-time occupied dwellings,
[0:20:45] Voice 8: which means there's about 30% that are visitors or weekenders.
[0:20:51] Voice 8: So this is a, this is a nice accessible snapshot of things.
[0:21:00] Voice 8: I've mentioned the sanitative bibliography that we have. So we did look through a giant pile
[0:21:06] Voice 1: of paper my colleague, Jason, did read every single one of those, and he has compiled a 80 page, actually I think we got it down to 50 page document that gives
[0:21:17] Voice 1: you um just a rundown on what what's contained in each one of those and each one of those um
[0:21:25] Voice 1: each one of those the ones
[0:21:26] Voice 8: that uh that are sort of the more official sources are all contained
[0:21:33] Voice 8: um on our website so i'll give you a little snap just to show you and um so north pender there's
[0:21:39] Voice 8: not a whole lot um there's um some
[0:21:43] Voice 1: work that was done in 2008 um there's some there's some um
[0:21:47] Voice 1: information in some of the southern Gulf Islands work
[0:21:50] Voice 8: that's been done more recently that can be
[0:21:54] Voice 8: mindful now to give you a sense of where things are at like I said maybe a bit more all the
[0:22:00] Voice 8: islands are different with respect to the kind of work that's been done yeah I don't know
[0:22:08] Voice 8: it's a tiny bit out of focus I think it's a tiny bit out of focus I don't know

[0:23:13] Voice 1: But just to show you that we have done also like a breakdown of the responsibilities of each jurisdiction, just to remind us that, you know, this is
[0:23:26] Voice 8: something that involves everybody.
[0:23:29] Voice 8: And I was going to actually read to you the ones that are the responsibilities of the Islands Trust.
[0:23:40] Voice 8: trust. It's bigger on here. Just a second here. Yeah. Okay. Sure. Yeah. So responsibilities of
[0:23:47] Voice 8: the island's trust.
[0:23:49] Voice 1: Establishing zoning that determines location and intensity of housing
[0:23:52] Voice 1: development. Steers housing development through land use
[0:23:55] Voice 8: planning, regulations, policy, and
[0:23:57] Voice 8: permitting. Requires holds and holding housing agreements to ensure affordability of certain
[0:24:06] Voice 8: residential housing projects and undertakes um data collection and research so that's within
[0:24:12] Voice 8: the purview of um of the island's trust and obviously the other jurisdictions have other
[0:24:18] Voice 8: other um uh responsibilities so you can see that the responsibility comes down to a lot of folks
[0:24:26] Voice 8: here um we've got this awesome again i think i think i think these things are great um uh
[0:24:37] Voice 8: We call it the baseline report,
[0:24:39] Voice 1: and that is an overview of every island in the Islands Trust's bylaws related to housing.

[0:26:11] Voice 1: This is several pages long, and what it provides the ability to do so with with Maine Island
[0:26:16] Voice 8: because Maine had been in conversation, we've been in conversation about
[0:26:19] Voice 8: housing for four years.
[0:26:23] Voice 8: we sort of had a
[0:26:24] Voice 1: sense of you know we could have a sense of the things that would kind of fly in
[0:26:29] Voice 1: the community because we had lots of community meetings so this is the way that this is
[0:26:34] Voice 1: translated is you know sort of being able to sort of identify the options that might work and
[0:26:38] Voice 1: and and then make a list you know here
[0:26:41] Voice 8: identify how they might work in the community
[0:26:46] Voice 8: For
[0:26:46] Voice 1: Denman Island, we've done a similar thing for Denman Island and they decided to also have a community housing
[0:26:55] Voice 8: APC Advisory Planning Commission have a look at the options as well to come up with their list too.

[0:27:39] Voice 8: i i you know we're trying to get things done here yeah and we see kind of this

[0:27:50] Voice 1: is all the background information that we're providing to community and like i
[0:27:54] Voice 1: said like we
[0:27:55] Voice 1: we thought of all of the options we're not saying these are the options that are going to work in
[0:27:58] Voice 1: community we said like legally um these are the ones that that could work i mean some of them
[0:28:04] Voice 1: might be like ridiculous for your island right so it's really just looking at through that through
[0:28:10] Voice 1: that sort of legal lens it's not uh it's not being specific and like i said um um these are
[0:28:17] Voice 1: shocked out like whatever like the like on denman they've given beginning they've been giving staff
[0:28:23] Voice 1: recommendations they've also been given the entire list
[0:28:25] Voice 5: so i'm gonna add to that too that's okay um
[0:28:29] Voice 5: so you know generally speaking when we do projects within the trust the goal is not to have well from
[0:28:36] Voice 5: from my perspective anyway, the goal is not to have the trust dictate what the project is.
[0:28:40] Voice 5: The goal is to have the trust provide background information from other places, from resources to
[0:28:47] Voice 5: help inform what we decide to do as a community, right? So that this information is not a starting
[0:28:54] Voice 5: point because obviously it's been started in community before, right? It's just additional
[0:28:58] Voice 5: information to think with and then we can decide. Any of these things we can choose today, we can
[0:29:03] Voice 5: choose yeah we're going to take that we're not going to take that we're going to you know or we
[0:29:06] Voice 5: can you know start to direct staff to like narrow it or expand it or include like specific people
[0:29:12] Voice 5: in the conversation here because we want so we can do all those kinds of things going forward
[0:29:16] Voice 5: and this is not about necessarily what kind of housing um hits the ground because that's a
[0:29:23] Voice 5: combination of land use planning and services right but it's about what kinds of potentials
[0:29:30] Voice 5: we could open up on the landscape so that it's easier to do housing
[0:29:34] Voice 8: i see that yeah
[0:29:35] Voice 5: it's a great
[0:29:37] Voice 8: question though i appreciate that and just that as well that uh this
[0:29:42] Voice 2: is a framework that's being
[0:29:44] Voice 2: developed trust-wide so that we have some tools and some structure around moving housing
[0:29:50] Voice 2: initiatives forward and some commonality of ground process and approach across the islands
[0:30:00] Voice 8: trustee morrison
[0:30:01] Voice 2: indicated they've also initiated a specific housing project which will use some of
[0:30:08] Voice 2: this framework and tools to help shape that project and the outcomes of that project but
[0:30:14] Voice 2: the outcomes of that project itself will be very much tender based it will be today is really the
[0:30:20] Voice 2: first or the second chance because we've had that first discussion with the community although this
[0:30:24] Voice 2: is kind of the first opportunity for the community to begin to express to the trustees and staff
[0:30:29] Voice 2: what are your key issues
[0:30:33] Voice 8: and needs and options and really i guess opportunities around it
[0:30:37] Voice 5: and i think i also just have to stress like the trust is not everything right the trust
[0:30:42] Voice 5: is the land use planning component of the work and hopefully like if it's doing its
[0:30:47] Voice 5: work properly it's also the coordination with other levels of government to get it
[0:30:51] Voice 5: so that would be my goal anyway and part of this work is to try and figure out what are the like
[0:30:59] Voice 5: really highly rich land use planning mechanisms we can put in place in advance so we're not sitting
[0:31:07] Voice 5: waiting for people to come at us and say yeah this could be it or that could be because that's
[0:31:12] Voice 5: what's been happening here frankly is it's been people coming with projects and not thinking as
[0:31:17] Voice 5: a whole community across the landscape so that's what we really need this to do is we need to think
[0:31:21] Voice 5: across the landscape and see what options do we want to give so when people come with projects
[0:31:26] Voice 5: they already know like the zoning is like this you can dive in and work on that so and then the
[0:31:32] Voice 5: coordination function like to try and help make things smoother across levels of government because
[0:31:37] Voice 5: i know like in your case that there's has been some challenges with that and so like what can
[0:31:42] Voice 5: we do to actually what are some strategies and um like specific actions the trust could take to make
[0:31:48] Voice 5: that smoother yeah
[0:31:51] Voice 8: and i think i would i would emphasize tools right like i mean we've all got
[0:31:55] Voice 8: got tools in our own tool kits whatever it might be right and um here we're just trying to provide
[0:32:02] Voice 8: those tools but there may be other tools right there may be other so um um yeah so this is
[0:32:11] Voice 8: another tool and this is also one of those that um trustees can decide how they how they want to
[0:32:17] Voice 8: use it um and we're calling it a suitable land analysis and we are um north bender is actually
[0:32:23] Voice 8: quite lucky because um uh they were actually when the north pender went to the ocp process i think
[0:32:31] Voice 8: was in 2008 or something like that um um robert kojima who's now the regional planning manager
[0:32:37] Voice 8: was was in charge of that project and he did a bunch of mapping using a lot of data um and so
[0:32:43] Voice 8: we have had a little bit of a model for uh north pender so north pender is being used as a
[0:32:51] Voice 1: a prototype to develop a methodology again the information can be used however you want to use it
[0:32:57] Voice 1: um the kind of information and and the impetus uh on um doing this sort of at a trust-wide level
[0:33:06] Voice 1: came
[0:33:06] Voice 8: from uh was informed by um how we used a uh we use data in a main island housing project so
[0:33:17] Voice 8: So for Main Island, they were very interested in how can we allow additional smaller dwellings
[0:33:25] Voice 8: on properties.
[0:33:28] Voice 8: And so we looked at that and we looked at, we have, and the last time I was here, we
[0:33:35] Voice 8: were talking about the freshwater data that we've been collecting.
[0:33:40] Voice 8: So we have all of this data on water.
[0:33:42] Voice 8: So
[0:33:43] Voice 1: in this impetus, I said, you know, we've got all this data on water, we should really look at where we have the water to support, you know, like
[0:33:54] Voice 1: some of those elements related to the mapping that
[0:33:58] Voice 8: identify to us where we really shouldn't be putting additional people, where we're having more impact, where it's going
[0:34:08] Voice 1: to have more impact.
[0:34:08] Voice 1: again decisions there are trade-offs everywhere you might want to put people whether it's going
[0:34:13] Voice 1: to have more impact in one way but
[0:34:15] Voice 8: it's going to benefit something else what this mapping so for
[0:34:18] Voice 8: main island we used the data
[0:34:21] Voice 1: that we had available that we used to kind of identify a pilot area
[0:34:25] Voice 1: for this concept of flex housing which which is ultimately what we might arrive at which allows
[0:34:33] Voice 1: allows for an additional dwelling or additional dwellings, depending on the size of lot, within
[0:34:40] Voice 1: a maximum floor area for all of the dwellings. So
[0:34:43] Voice 8: instead of a 5,000 square foot home, you
[0:34:48] Voice 8: could have three, you know, 1,000 square foot or 1,200 square foot homes. So that's the
[0:34:55] Voice 8: general concept. So for Maine, what we looked at was, first of all, where are the areas
[0:35:01] Voice 8: is where our data has told us like we you really shouldn't go because like the most vulnerable were
[0:35:09] Voice 8: the most most the most vulnerable in terms of um like groundwater there's not a whole lot of water
[0:35:16] Voice 8: there and that's the grayed out area then and then the water districts had told us they didn't
[0:35:22] Voice 8: want they didn't want to be adding any additional um residences in the area that's the blacked out
[0:35:28] Voice 8: area and then we looked at um we
[0:35:31] Voice 1: looked at salt water intrusion we have salt water intrusion
[0:35:34] Voice 1: mapping so that's for the wells um and we've got aquifer vulnerability um information and that
[0:35:42] Voice 1: tells us um you know it's based on soils and stuff so it basically tells us um how wait like
[0:35:49] Voice 1: where there's challenges
[0:35:51] Voice 8: with seepage in the into the ground and potential um you know polluting of
[0:35:56] Voice 8: groundwater um and then we also look at proximity to amenities so unfortunately this map isn't the
[0:36:02] Voice 8: best because the layer of the blue and pink is on top of of the the pink and red but the the pink
[0:36:09] Voice 8: and red and orange is really
[0:36:10] Voice 1: the red the red areas on this map are showing you um
[0:36:14] Voice 8: where there's the
[0:36:15] Voice 8: highest vulnerability where water is threatened the most you have one
[0:36:19] Voice 8: offender i
[0:36:20] Voice 7: mean we don't
[0:36:22] Voice 8: yeah we're working with bender right yeah we don't want we don't have one tender yeah i mean we we're
[0:36:28] Voice 8: working it's the pilot yeah yeah so
[0:36:36] Voice 1: we have we have all the data like i said before like we're
[0:36:39] Voice 1: lucky because north bender is actually being used as the prototype because of the housing product
[0:36:43] Voice 1: coming up too the prototype to
[0:36:44] Voice 8: develop a methodology that includes not only these
[0:36:47] Voice 8: these factors that we used for Maine, but also things like steep slope, groundwater recharge,
[0:36:53] Voice 8: well density, sensitive ecosystems. So the kind of darker gray, those are the ones we've got data
[0:37:00] Voice 8: for. The ones that we're wanting to kind of explore and see if we can, that includes things
[0:37:06] Voice 8: like wildfire risk and cultural significance. But again, we're in the very early stages of figuring
[0:37:11] Voice 8: out whether that data but the ones in the in the um in the darker gray we have that data so those
[0:37:17] Voice 8: are things that we can put onto the map and at some point in your in your project you will see
[0:37:22] Voice 8: that map um and the other mapping that we'll be doing trust-wide that is very critical to
[0:37:30] Voice 8: understanding um
[0:37:32] Voice 1: housing potential is the subdivision potential uh looking at which
[0:37:36] Voice 1: Which would, how many, like
[0:37:37] Voice 8: the loss that can be subdivided and also like where building has happened, where it hasn't happened, or where there is density that hasn't been used.
[0:37:48] Voice 5: Just put a maps question. If you want to access any of the maps that exist, which are pretty extensive actually for Plunder, there isn't a synthesis map, I think is what they were saying, but if you want to access all the individual data maps,
[0:37:59] Voice 5: maps there on including the water ones now are up on the website when you go I want to and it asks
[0:38:07] Voice 5: and it says maps you can actually explore by this
[0:38:09] Voice 8: is the layers yeah yeah
[0:38:12] Voice 8: so some of the layers are
[0:38:13] Voice 8: there the water related ones are so yeah so this is going
[0:38:17] Voice 8: to be like absolutely critical because
[0:38:21] Voice 8: Because this work on North Bend will essentially
[0:38:25] Voice 8: set one of the constraints to work with them.
[0:38:30] Voice 8: So having real hard work and expert involvement
[0:38:35] Voice 8: to make sure we're all comfortable with our land
[0:38:38] Voice 8: here is going to be really, really important.
[0:38:40] Voice 8: And it's great.
[0:38:41] Voice 8: I mean, it's good to have that, because then you're not
[0:38:44] Voice 8: running big risks by doing development where water
[0:38:48] Voice 8: are, I won't support it, but I really, this is great to see because this work is going
[0:38:55] Voice 8: to be an incredibly important foundation for what we do on Marquette Avenue.
[0:39:00] Voice 5: I think there's another thing to consider, and we'll have to consider it as a community,
[0:39:05] Voice 5: but, you know, when you're talking about water here, like, or this whole region so
[0:39:11] Voice 5: far, we've been talking about groundwater, right?
[0:39:13] Voice 5: But there are other ways to build now that we could, and it's challenging because some of the other provincial agencies haven't opened up fully the processes for multifamily residential, for instance, for rainwater collection.
[0:39:29] Voice 5: You can do
[0:39:29] Voice 5: it on pilot, but you can't do it as a default.
[0:39:32] Voice 5: So like, but I have had some conversations with folks in the province about that, and Pender could be a pilot for that if we wanted to press on that.
[0:39:41] Voice 5: and so these maps will absolutely help inform what kind of building as well as where we put
[0:39:47] Voice 5: buildings so we could put buildings in low groundwater area if we say if we can constrain
[0:39:52] Voice 5: them to be only catch water right and but those are conversations that we just have to have
[0:39:56] Voice 5: is that possible
[0:39:58] Voice 3: yeah
[0:40:01] Voice 8: i mean but really
[0:40:02] Voice 8: it provides it provides the day it's the data
[0:40:05] Voice 8: we'll have we've got the you know we've got the data we're bringing it together and we're going
[0:40:09] Voice 8: going to use it to inform the process and again like there may be ways to you know um like denman
[0:40:15] Voice 8: will be an interesting one because there are um there is for example um a uh a co-op housing
[0:40:21] Voice 8: project that has a very sophisticated rainwater catchment um system so um you know there have to
[0:40:29] Voice 1: be some analysis around like you know how much can you depend on that and then there's also when
[0:40:34] Voice 1: you think about fire risk and all those sorts of things so it does open up the conversation to
[0:40:38] Voice 8: other things but what it grounds it it grounds the conversation in um in data as opposed to um
[0:40:46] Voice 8: assumption right um
[0:40:50] Voice 9: so yeah so
[0:40:52] Voice 1: so we have this opportunity to to to really understand where
[0:40:56] Voice 1: things are at um we bring all this information together around you know where are things at um
[0:41:01] Voice 1: with respect to the policies what have we already got in place what are the the possibilities um
[0:41:08] Voice 1: What do we know about the land? And then from there, you can you move to the next step of developing an action plan.
[0:41:17] Voice 1: So, again, we've created a template. Templates are like, you know, it's not a required template.
[0:41:23] Voice 1: It can be it can be used as a starting point, but it can be completely changed.
[0:41:28] Voice 1: Like it depends on the community. Like how you want to present information.
[0:41:32] Voice 1: you know, what's going to be priority for you, but it provides a little bit of a starting point.
[0:41:41] Voice 1: And so me and I'm just showing you here, like how all this came together, where we ended up was a number of actions
[0:41:49] Voice 1: worded in different ways. So, you know, and actually this has all changed a little bit too,
[0:41:54] Voice 1: for the application that we've made to the federal government in partnership with the CRD.
[0:42:00] Voice 1: we've kind of we've had to use their language so it's it's a bit of a interesting thing there but
[0:42:06] Voice 1: this is this gives you a sense of of where things started um like how we took all that information
[0:42:11] Voice 1: and and what we ended up with so i'm calling it the living with the land program which is getting
[0:42:16] Voice 1: the information together understanding the land um secondary suites and we're calling it it's

[0:42:21] Voice 8: middle for the islands again that's that's sort of like you know bureau speak that's that's
[0:42:27] Voice 8: what the federal government's using that's that's the uh you know allowing additional dwellings so
[0:42:32] Voice 8: this flexible housing concept that i was talking about that's that sort of falls into that place
[0:42:38] Voice 8: this alternative housing this was this is about looking at um um alternative locations for housing
[0:42:46] Voice 8: like mixing residential
[0:42:49] Voice 1: with commercial um uh you know looking where that might be an opportunity
[0:42:54] Voice 1: we've got some you know we've had lots of conversations about tiny homes so that
[0:42:58] Voice 1: that conversation will continue
[0:43:00] Voice 8: um we'll see we'll see where it goes um uh not also we've got
[0:43:06] Voice 8: this not not-for-profit affordable rental um ownership
[0:43:09] Voice 1: program which that that's that's
[0:43:13] Voice 1: interesting we've also through this whole um work that we've been doing on housing with me we've
[0:43:17] Voice 1: also developed a really good relationship with habitat for humanity so this is and david and
[0:43:23] Voice 1: were just speaking about this before the meeting
[0:43:24] Voice 8: like there's opportunities to look at um at
[0:43:27] Voice 8: subdivision and where subdivision may not be allowed now allowing it if uh if um if there
[0:43:34] Voice 8: is going to be a a lot donated for example so
[0:43:38] Voice 4: is the purpose of these meetings that we're having
[0:43:40] Voice 4: today to come up with an action plan for pendants is that what good so far it's all made so we don't
[0:43:47] Voice 4: have an action no no and you're
[0:43:49] Voice 8: about nine months out from having an action plan okay so this
[0:43:53] Voice 8: doesn't take four years this took four years so okay so but because no no no because maine took
[0:44:01] Voice 8: four years we we understand the process um so now it's only going to take maine six to nine years
[0:44:09] Voice 8: months to
[0:44:12] Voice 7: sort
[0:44:17] Voice 1: of understand the process right there's a whole bunch of process before we can
[0:44:21] Voice 1: get to this place um and like i say we've helped these tools instead of the main the main like
[0:44:28] Voice 1: having to go north pender now having to go and figure out what's all the information what are
[0:44:34] Voice 1: all the options there are there there are a lot of that that's been done now so now it's really
[0:44:38] Voice 1: about community engagement discussion about where you want to go and what you want your actions to
[0:44:43] Voice 1: be right um and like i said you i mean your project isn't going to get started until um april
[0:44:49] Voice 8: because you're waiting on um decision from the um local trust committee about uh supporting a major
[0:44:56] Voice 8: post project
[0:44:57] Voice 1: but what am i talking about yeah that's my trust council um
[0:45:01] Voice 5: so yeah i want to
[0:45:03] Voice 5: caution you on saying things like that because it's not
[0:45:06] Voice 5: that we're not going to get started
[0:45:07] Voice 5: we're going to have community information meetings whatever we need to do to do this even if it's
[0:45:11] Voice 5: we're taking over our regular meetings quite likely because we're going to move along on
[0:45:15] Voice 5: trying to think collectively on
[0:45:16] Voice 4: what this is talking about action plans right here i know

[0:45:22] Voice 5: and and action plans in the community for housing like a community housing
[0:45:25] Voice 5: group can can do that largely what we're talking about is how do we get it zoned in the right ways
[0:45:30] Voice 5: based on what the community wants right and so and how do we do that not one parcel at a time
[0:45:36] Voice 5: but holistically so that you don't have to do it one parcel at a time yeah

[0:45:41] Voice 1: about like for example the subdivision to allow for um allowing a subdivision for donation of
[0:45:46] Voice 1: land right that's something like ordinarily if you were wanting to to subdivide your knowledge
[0:45:52] Voice 1: subdivide your land you wanted to carve off a little bit for habitat for humanity you'd have
[0:45:57] Voice 1: to go through a rezoning process so this is this is you know making
[0:46:01] Voice 8: those changes so that that is
[0:46:03] Voice 8: an easier and faster thing to do.

[0:47:40] Voice 8: we're not doing it at the trust-wide scale, then that'll be something that will be done.
[0:47:45] Voice 8: because it's very difficult to get head into a housing project and don't have your update

[0:47:53] Voice 8: actually gives you like like at least the high
[0:47:56] Voice 8: higher level um uh most recent data but but the um
[0:48:03] Voice 3: housing accelerator fund there's 50 indicators

[0:48:07] Voice 8: housing needs assessment to qualify for funding.

[0:54:27] Trustee Maude (probable): she's taken to Gabriel, now she's bringing it to North Panther. And so like you've got a phenomenal

[1:01:34] Voice 1: Because of the potential of this funding, the Southern Gulf Islands is being looked at as the pilot for this rural housing initiative,
[1:01:46] Voice 1: and Maine Islands specifically being the pilot of the pilot.
[1:01:50] Voice 1: So if the funding comes through, we will be able to work with them very effectively.
[1:01:55] Voice 1: They'll be they'll be developing a program, an incentive program for accessory dwelling units and also to support nonprofits in some of their work as well.
[1:02:07] Voice 1: So that's all. So if we get this funding, it'll be quite significant opportunity to launch this world housing project,
[1:02:14] Voice 1: project, with Maine being the pilot of the pilot and Southern Gulf Islands being the

[1:49:25] Voice 3: two RVs. I thought I could just go RVing for a while. It's been three years.

[1:49:32] Voice 5: something was going to happen. I'm willing to put somewhere between $100,000 to $200,000 into a
[1:49:36] Voice 5: vestibular tiny home,
[1:49:38] Voice 3: a carriage house, something above a garage, anything on my property. I have
[1:49:42] Voice 3: almost a half an acre. I do have a room to do that. And this process
[1:49:46] Voice 5: has been so slow. Now I'm
[1:49:48] Voice 5: on the waiting list for a hip replacement. You can't convince doctors to give you some kind of
[1:49:52] Voice 5: timeline beyond my search it said six months eight months ten months to a year and a half
[1:49:56] Voice 5: and you can't
[1:49:58] Voice 3: really book an rv place in winter time on the island with every small bird in the
[1:50:02] Voice 3: country wants to be in the same place without having some idea when that's going to be so i
[1:50:08] Voice 3: asked an inventor five months ago to move out and she's leaving again this month she hasn't been
[1:50:14] Voice 3: able to find a place that was good enough for her son so she's going into short-term rental
[1:50:19] Voice 3: I think it's only been for six to nine months so you just better than what she had left which was
[1:50:24] Voice 3: two weeks so um you know the willingness is there I have the money I have the willingness
[1:50:33] Voice 3: but this has been so strong and she's a really highly regarded member of this community she
[1:50:39] Voice 3: doesn't want to move on in there but if she can't find something a little bit more long-term for her
[1:50:45] Voice 3: her sons she'll be going elsewhere and there are so many people like that we're not talking about
[1:50:51] Voice 3: homeless or people without jobs we're talking about people that are part of the community
[1:50:55] Voice 3: she was she spent i don't know 20 of her years here at least and she didn't have to do it so
[1:51:02] Voice 3: that's my story things have to start happening this is there's lots of people that don't know
[1:51:09] Voice 3: i do have the money to have a will it's up to you
[1:51:12] Voice 9: guys to make it happen for us thank you

[1:52:25] Voice 5: I'd probably have to have it framed in. I would want to put a proper pad down. I've

[1:52:30] Voice 3: That's a lot of money. And they admitted to me that, yes, it may be moving in the way at this point in time of RVs, but that could change.
[1:52:38] Voice 3: So I was spending that money and have to pull it out. It's a long term solution for me.
[1:52:44] Voice 3: So a long term solution for me would be another permanent residence.
[1:52:49] Voice 3: However, having lived in the Army for three years, I can tell you that you can set up a place to where
[1:52:56] Voice 3: I use less than 60 gallons every 10 days because what goes in has to go out.
[1:53:03] Voice 3: And I got my tanks. Each one's 30 gallons every 10 days.
[1:53:09] Voice 3: so we can set up your infrastructure so you're not using a lot of of the water and i'd probably
[1:53:19] Voice 8: it's just helpful for us to hear when you say that the process is too slow what what are you
[1:53:27] Voice 8: wanting to do so that we know where the pro the process is
[1:53:38] Voice 3: I don't have any idea what it is now, but from what I understand, it can take quite a while.

[1:53:54] Voice 8: Yeah, I would just say, like, in this instance, like, given where Viola's at, it would be a rezoning.
[1:53:59] Voice 8: The opportunity, though, is that we have a model rezoning for flexible housing.
[1:54:06] Voice 8: This is exactly, exactly the kind of example where the flexible housing that we've now got on main island in the pilot area would allow.
[1:54:18] Voice 8: So basically what would be written in the zoning would be a map. It would allow for a maximum combined search for area of the 2 buildings, and so it may allow for your building.
[1:54:32] Voice 8: So one option consider is is a rezoning to a flexible housing.

[1:54:45] Voice 8: interested in having a look at that kind of an opportunity um it's it still would be a rezoning

[2:16:07] Trustee Maude (probable): And I think part of the thing is what we did on Main Island, which I believe is what's going to go forward in other jurisdictions, is when we talk about the flex housing, we talk about some secondary suites and all that.
[2:16:17] Trustee Maude (probable): we've always put rainwater catchment requirements in there so we're not because we we didn't want
[2:16:22] Trustee Maude (probable): to tax the the overall infrastructure of the community so we said okay if you're going to do
[2:16:28] Trustee Maude (probable): this you have to look at alternate b because you can't hook up the water so there's i think we're
[2:16:35] very like the way we're

[2:17:04] Voice 8: had to have engineers certify it. So when we look at housing needs and we want to do water catchment,
[2:17:09] Voice 8: there is a need for something that means every one of us don't have to go there and introduce
[2:17:14] Voice 8: and take it for information absolutely yeah i think that's true yeah i i just wanted to sort of
[2:17:24] Voice 8: um offer this but uh um you know where it's multi-jurisdictional what we did was we um
[2:17:41] was obviously the crd and the product are starting to work are working closer together and there's
[2:17:47] other players like what
[2:17:49] Voice 8: we did was we said okay let's look at the housing needs assessment
[2:17:54] Voice 8: demographic affordability and let's figure out what are we going to do next year okay
[2:18:01] Voice 8: and then we work together to figure out the various options and
[2:18:10] Voice 8: And you used it, sort of, you're describing it, I think, a bit too, sounds like me and I, but we did it as a pilot, and then we were able to be pretty successful with the provincial and federal government, because we were going together, and then we had the stories about how this is a huge crisis on Penrith, like this isn't just, you know, a bunch of old farts trying to figure out how to fill their afternoon, this is a real housing crisis.
[2:18:39] Voice 8: And we've got a lot of traction with that, so I'm really excited there's so much information
[2:18:47] Voice 8: available already because there's that step, as you were saying, that we can move pretty
[2:18:53] Voice 8: quickly and then we have some concrete results, and then we can do a larger piece to inform

[2:20:24] Voice 8: So as a federation, we have the opportunity to work amongst each other.

[2:25:49] Voice 8: to fit into a reasonable rental situation on on pender and so when you don't hear the specifics
[2:26:00] Voice 8: of people that know of somebody that's in a challenge and you don't know what the specific
[2:26:07] Voice 8: options are for how to deal with the issue that that people are interested in doing something on
[2:26:13] Voice 8: a piece of property that they have that they think that this option could work it's really hard to
[2:26:19] Voice 8: make a decision on how we're going to move forward with the housing study when you don't really

[2:31:58] Voice 8: much more thorough than we would have been in terms of checking the finances so we did a couple
[2:32:04] Voice 8: reference checks and that was kind of about it in the past so there is definitely 10

[2:32:11] Voice 4: had a lot of little productives on vendor that were rented out for six eight hundred dollars a
[2:32:16] Voice 4: month now for whatever reason and they weren't and you couldn't sell them very much the real
[2:32:21] Voice 4: estate market was down once the real estate market has gone up all of a sudden people have died the
[2:32:26] Voice 4: owners have died the family's taken over they have no connection to the islands and they can all of
[2:32:31] Voice 4: a sudden get a lot of money so we've lost a lot of rental stock because of the sale of all these
[2:32:36] Voice 4: little old cottages all around the island and
[2:32:40] Voice 7: that's where people used to live and they weren't
[2:32:42] Voice 7: very good they weren't some
[2:32:44] Voice 4: of them weren't very nice but this is they look that rental stock is
[2:32:48] Voice 4: is gone for various reasons, family deaths,
[2:32:51] Voice 4: the state planning, whatever, real estate prices.
[2:32:55] Voice 4: It's the month, we still,
[2:32:57] Voice 4: it doesn't provide tenant security.
[2:33:02] Voice 7: People used to move around every six months.
[2:33:05] Voice 7: They need a place, they pay rent,

[2:33:09] Voice 7: there doesn't, if the owner, if the owner sells,

[2:33:40] Voice 5: yeah and like there's some complexities because there are long-term family homes here that we

[2:35:19] Voice 7: housing for people to live in that work in them even even just for the summer

[2:35:26] Voice 8: I've rented since 1995, and I've been lucky that it's become longer and longer.
[2:35:34] Voice 8: But, you know, in the late 2000s, I started speaking to people, hearing people who couldn't
[2:35:42] Voice 8: find a place to rent, and it was quite a sharp 6, 7, 8.
[2:35:47] Voice 8: And the impact of commercial use of residential zones was huge then.
[2:35:54] Voice 8: that. And it would never be in a DM and later STVR is a normal thing. But it was that commercial

[2:36:40] Voice 8: been no place to move to. It's about that simple. And what opportunities are there to have a cushion
[2:36:54] Voice 8: of space to store a lot of things, where you can get out in front of it. It's not too hot,
[2:37:06] Voice 8: not to call the environment and that aspect is simply not
[2:37:15] Voice 8: needs context. I've seen people who
[2:37:19] Voice 8: landlord set out and they didn't have a place to move it to so they put it outside the house
[2:37:29] Voice 8: and then the landlord decided it can get very very ugly
[2:37:34] Voice 9: and landlords do have
[2:37:37] Voice 9: um and when the
[2:37:42] Voice 8: law is being there right that's the end of it and the land itself i have another
[2:37:52] Voice 8: point based on the selling of our housing strategies that are raised which i think germain
[2:38:12] Voice 8: and it really is exceptionally well written with reference by Marissa and just for background
[2:38:21] Voice 8: uh Justine Stark is a resident of salt. She has sat for many years on the salt spring
[2:38:28] Voice 8: bring Water Advisory Committee to the crisis
[2:38:31] Voice 8: around water.
[2:38:34] Voice 8: And she was a PANDER trustee for some years.

[2:39:29] Voice 8: approach housing solutions in rural communities, especially in the trust area, with different assumptions than those used for
[2:39:36] Voice 8: housing interventions in urban regions. We are not there in the region, and the assumptions we are collecting are different.
[2:39:51] Voice 8: quote from her, focusing density to its marginal centers better than on May,
[2:39:56] Voice 8: and much of that is in urban areas.
[2:40:01] Voice 9: I'd like to finish with that for a
[2:40:04] Voice 8: suggestion on that point.
[2:40:06] Voice 8: And then she said,
[2:40:07] Voice 8: the carbon-producing benefit in one area of the island can have a negative impact
[2:40:11] Voice 8: on the region, distributing density across the island.
[2:40:17] Voice 8: It's more sustainable for the freshwater carrying capacity of the island.
[2:40:21] Voice 8: Now, that situation is perturbed a little bit in a large area such as Magic Lake, which has its own port and sewer.
[2:40:32] Voice 8: The Navy, I'm not quite sure whether the 400 blocks, which Mary Beth said the board included the anvil block,
[2:40:43] But
[2:40:45] Voice 8: it's possible that that area could accommodate distributed affordable housing.
[2:40:52] Voice 8: And with that in mind,
[2:40:56] Voice 9: in
[2:40:59] Voice 8: about 2008, there was a good deal of discussion about whether
[2:41:06] Voice 8: or not commercial development should be concentrated, the eventual outcome, perhaps the town, Ganesh
[2:41:14] Voice 8: or as the discussion went back the otp really did not
[2:41:22] Voice 8: but there is another point of view for um and i'll refer to something called the dunbar number
[2:41:34] Voice 8: dunbar number is an estimate of how many people the average person can hold in there
[2:41:42] Voice 8: In other words, what is a person's community in a rural setting and if it's about 250 people,
[2:41:55] Voice 8: how about considering selling, which would allow a separate-style mini-store with a coffee
[2:42:04] Voice 8: shop every 250 people and so on and so forth so that the the self-support and the social
[2:42:14] Voice 8: could be established every 250 people on the different models and it it could in fact the
[2:42:27] commercial aspect could be fed by or supplied by the commercial center that you'd have the
[2:42:33] advantage of walking to your
[2:42:35] Voice 8: local area that's quite a different and it would remove the uh
[2:42:42] Voice 8: reported requirement of having full housing posting service
[2:42:48] Voice 8: um it's a different approach and i think it should be considered at the same time
[2:42:53] Voice 8: as our consideration of where to put it.
[2:42:57] Voice 8: And this is your main point.
