[0:00:37] Voice 10: people. There are many Coast Salish nations that we'd like to offer our respects to. And

[0:06:51] Voice 10: electronic meeting instead of an in-person meeting which is why we are meeting today

[0:06:56] Voice 10: day electronically.

[0:07:05] Voice 10: again, I think we have to get these approved as well, correct?

[0:07:40] Voice 8: Okay thank you Chair. So to walk you through it you'll notice that the first one here is around

[0:07:46] Voice 8: a Crownland project charter and it's been on hold now for quite a number of years just with no staff

[0:07:53] Voice 8: capacity to undertake it. I am wondering if you should remove it from your follow-up action list

[0:07:57] Voice 8: because in fact on your work program we do have a future project related to this so I think it

[0:08:03] Voice 8: might be cleanest to remove it and know that on your back your future projects list you have

[0:08:07] Voice 8: working on the crown land agreements as your number one item so that might be something for

[0:08:13] Voice 8: the committee to consider to let you know again we'll note that the next one from about amending

[0:08:20] Voice 8: the policy about amending the policy statement is on hold, as is a policy around future changes to

[0:08:27] Voice 8: the Secretariat Services policy. Simply just no staff capacity to work on those. Further down,

[0:08:34] Voice 8: you'll see that on 7th of March, you asked for your working group to work on the Kunming Montreal

[0:08:40] Voice 8: Global Biodiversity Framework, and you've got that on your agenda today. And the other items are

[0:08:46] Voice 8: complete with the exception of the speaker series which is also on your agenda today.

[0:11:26] Voice 10: statement amendment project update and this I believe goes back to you again Claire Frater.

[0:11:33] Voice 8: and update us. Thank you. So we're just bringing you an update with this briefing

[0:11:37] Voice 8: around the status of the project. As a reminder, council has assigned like the project management

[0:11:43] Voice 8: piece to executive committee with trust programs committee advising on content. That said, we want

[0:11:49] Voice 8: to make sure everyone's knowledgeable about where we're at. And so we're bringing this briefing to

[0:11:55] Voice 8: you to sort of let you know the work that is underway, which is that we are currently working

[0:11:59] Voice 8: with First Nations around seeking their comments to provide to Trust Council when we bring forward

[0:12:05] Voice 8: the draft. And at this time, we've heard from some nations that they require more time

[0:12:10] Voice 8: to provide comment. And they are asking that Trust Council consider postponing public release

[0:12:17] Voice 8: of the documents such that their comments can be provided at the same time. We were intending to

[0:12:23] Voice 8: hopefully make all of this public in sort of mid-January was the, you know, the staff goal.

[0:12:28] Voice 8: I think we're hearing that that might need to be postponed by at least a few weeks and we've got

[0:12:32] Voice 8: Mary Storzer here who's sort of been the project lead at this time who's been working with some of

[0:12:36] Voice 8: the First Nations should we have any questions but this is more just to notify you where we're

[0:12:41] Voice 8: at with the project and that we will be providing advice to executive committee that we suggest

[0:12:45] Voice 8: respectfully that the project should be delayed by a couple more weeks than anticipated to allow

[0:12:50] Voice 8: that space for First Nations to comment recognizing that it's important to hear their views as Trust

[0:12:56] Voice 8: council moves forward uh so i'd be happy to take questions and mary's here with some specific

[0:13:01] Voice 8: knowledge about the conversations

[0:13:02] Voice 3: we've been having thank you thank you let me just scroll

[0:13:11] Voice 3: over here so i can ah there we go i now can

[0:13:18] Voice 6: for clarity um uh director freighter you mentioned trust council but you also mentioned the executive

[0:13:24] Voice 6: executive committee. In terms of what this committee does, would it be appropriate to

[0:13:30] Voice 6: recommend to, like a resolution to recommend to executive and trust council that the extension

[0:13:38] Voice 6: be granted?

[0:13:40] Voice 8: Certainly, I think that would be assistive to the process. So trust programs

[0:13:43] Voice 8: committee choose to do that, or simply staff can provide the advice to executive committee to

[0:13:48] Voice 8: provide to council. But yeah, if there's a consensus here that they would support, that

[0:13:53] Voice 8: this committee would support that approach i think it would be useful for or for either way

[0:13:57] Voice 8: it would be useful for executive committee to understand the views of this committee

[0:14:02] Voice 6: okay thank you so so chair um i'll maybe when you're ready uh i'd be ready to do

[0:14:09] Voice 6: make that motion but uh other people have their hand up first okay sounds good

[0:14:14] Trustee Allen: trustee allen

[0:14:16] Trustee Allen: yeah thank you chair yeah i just wanted director freighter that um how confident are you that this

[0:14:22] Trustee Allen: extension until January will be sufficient because as we know that the First Nations have got a lot

[0:14:28] Trustee Allen: going on right now and so I just I'm concerned with you know we have carrying capacity and

[0:14:35] Trustee Allen: so do they so I'd just like to know your opinion.

[0:14:39] Voice 8: I may get Mary to assist me with this I think

[0:14:41] Voice 8: we're looking at probably now into February to actually provide you with an agenda is my guess

[0:14:47] Voice 8: that we would get the comments from nations by January sometime and then we need to do the work

[0:14:52] Voice 8: to sort of prepare them to, you know,

[0:14:53] Voice 8: potentially prepare a summary and get them on an agenda. So

[0:14:56] Voice 8: you may be looking at early February. In terms of confidence, I don't know if I could speak to

[0:15:00] Voice 8: that. Maybe Mary, could you help me with your assessment of that?

[0:15:03] Voice 4: Sure, yeah. So we have been

[0:15:07] Voice 4: in dialogue with First Nations that are receiving capacity funding to be able to provide input,

[0:15:16] Voice 4: And so, in this way, it does feel, from what we've heard, pretty realistic, I would say, in terms of receiving that input.

[0:15:30] Voice 4: Of course, you know, as the conversations go, it could get more and more complicated, right?

[0:15:35] Voice 4: So, it's hard to, in that way, really understand what kind of thing, I mean, we're starting to hear what kind of input we're receiving.

[0:15:43] Voice 4: But yes, I think fairly confident in the sense that we are in communications with all of

[0:15:47] Voice 4: all of the nations and working together.

[0:15:51] Voice 4: So they've given us an indication, some of them have given us an indication, some we

[0:15:54] Voice 4: have meetings already set.

[0:15:56] Voice 4: And so it seems, I think it seems at this point doable.

[0:16:01] Voice 3: Thank you.

[0:16:06] Voice 3: I'm not

[0:16:06] Voice 10: seeing any other hands up right now.

[0:16:08] Voice 10: So I just want to make a couple of comments myself for clarity.

[0:16:11] Voice 10: So First Nations have requested that we don't make the changes public until they've had enough time to provide their input.

[0:16:24] Voice 10: Once they have provided their input, then they're comfortable with the next revision going public.

[0:16:31] Voice 10: Now, as a Trust Programs Committee, any changes or any discussions that we have on a policy document have to be done in the public forum. Therefore, we're not able to review it or do any work on it ourselves in tandem while First Nations is reviewing it due to their request. Do I have that correct?

[0:16:55] Voice 8: No, what I would say is that it was staff advice based on prior conversations with nations that it would make for the most efficient and probably thorough process to bring everything forward at once.

[0:17:07] Voice 8: Certainly, we've communicated that to nations, and in the absence of co-drafting, they do see this as sort of the next best approach to council receiving the draft and the First Nation commentary at once so that all can be considered together along with public reaction at one time.

[0:17:24] Voice 8: So certainly that is the First Nations expectation at that time, and it's consistent with the project charter adopted by Trust Council.

[0:17:31] Voice 3: Okay, sorry.

[0:17:32] Voice 3: I froze partway through your explanation,

[0:17:35] Voice 10: so I missed part of it.

[0:17:43] Voice 8: I'm happy to repeat myself or try to.

[0:17:46] Voice 8: to um so what i would say it was based on prior conversations with first nations it was staff

[0:17:50] Voice 8: advice that council adopted project charter that had all information coming to council at one time

[0:17:56] Voice 8: which would include the the um the draft policy statement as it was drafted first nation commentary

[0:18:03] Voice 8: additional staff recommendations um so it can all be considered at once along with the public

[0:18:08] Voice 8: reaction that will happen to the draft when it's released and that is what the time frame or the

[0:18:12] Voice 8: the the approach that was adopted by trust council wanted to prove the project charter

[0:18:17] Voice 8: but ultimately the way in which the project rolls out is up to trust council okay

[0:18:23] Voice 10: because yeah

[0:18:24] Voice 10: because we are hearing obviously that um there are members that would like to see it because

[0:18:30] Voice 10: this trust council has not yet seen the the policy statement and it's now we're one year into our

[0:18:39] Voice 10: term and we still haven't seen it yes so and and there's a possibility that this could be extended

[0:18:45] Voice 10: even further so we can be a year and a half into our term before we even get to see it and it could

[0:18:51] Voice 10: be that um after first nations have provided all of their input that the direction that this council

[0:18:58] Voice 10: decides to go and could be completely different so i'm worried about um the amount of time that

[0:19:05] Voice 10: it's taking for this trust council to get eyes on and recommend changes that they deem appropriate

[0:19:13] Voice 10: if any um so yeah based because i mean we were supposed to have seen this this past summer so

[0:19:22] Voice 10: it looks like it's going to be nearly a year delay after that yes

[0:19:27] Voice 8: that's correct we simply didn't

[0:19:29] Voice 8: have anyone in the staff position to work on it um so we you know we've done our best in the

[0:19:33] Voice 8: absence of that primary staff lead to to advance the project but there certainly was a delay

[0:19:38] Voice 10: exactly and and just just get and and if everybody is then great if people are not

[0:19:44] Voice 10: then we have a chance to address it and talk through the repercussions um that's that's my

[0:19:52] Voice 10: only thought at this point just because it is delayed more than anticipated and i know that

[0:19:58] Voice 10: that's due to many different um but uh yeah trusty fast thank

[0:20:05] Voice 9: you uh chair yeah i agree it's

[0:20:07] Voice 9: It is delayed, and I'm in support of the idea of extending it,

[0:20:16] Voice 9: and I'm prepared to make a motion for this reason.

[0:20:20] Voice 9: All these things take a lot of time, and there's a lot of things

[0:20:23] Voice 9: that are changing, including we really want First Nations input

[0:20:30] Voice 9: as per the consensus statement that we worked on at the last Trust Council.

[0:20:43] Voice 9: So I would like to make the motion that Trust Programs Committee

[0:20:49] Voice 9: endorse the timeline for the Trust Policy Statement Amendment Project

[0:20:56] Voice 9: be extended to ensure all input from

[0:23:37] Voice 9: like this with the idea of endorsing the idea the direction thank you yeah um staff ratio um

[0:23:49] Voice 8: friendly amendment other word statement after the word policy oh does it currently yes I'm sorry

[0:28:56] Trustee Allen: But I think it would be better if we had sort of almost like the legislative monitoring piece where people can go off and look at, you know, reports and whatever that are within the whatever bylaw or something that's passed and they can just go off and look at themselves.

[0:29:14] Trustee Allen: And I'm thinking that we should just somehow provide all these different webinars that are already out there and not put anything effort into that.

[0:29:22] Trustee Allen: And based on the open-ended questions, because personally, it's all about open-ended questions.

[0:29:28] Trustee Allen: That's where you get the meat and just the meat of what people actually really think instead of a yes-no answer.

[0:29:35] Trustee Allen: And just looking at all those responses, there's a real need for people wanting to know what Islands Trust is all about.

[0:29:43] Trustee Allen: You've got veterans to understand the role of Islands Trust, how Islands Trust came about, meaning preserve and protect.

[0:29:49] Trustee Allen: tech what's the trust looks like how islands trust is governed versus other agencies and

[0:29:55] Trustee Allen: it's just on and on and i just think that here's this opportunity for us to actually uh

[0:30:00] Trustee Allen: do a webinar like that to just give us sort of a human side to Islands Trust and you know in

[0:30:07] Trustee Allen: and I've also been pushing for having actually the directors put them out there and um because

[0:30:13] Trustee Allen: in my community and I'm sure other communities and just based on these open-ended questions

[0:30:17] Trustee Allen: or answers excuse me that there is really a there's a disconnect with uh what Islands Trust

[0:30:25] Trustee Allen: is what you know why they exist and and the community members and even people have been

[0:30:30] Trustee Allen: living on our islands for ages they still don't get what islands trust is all about and I think

[0:30:35] Trustee Allen: this is a great opportunity for us to do something in that regard thank you

[0:31:39] Voice 6: Trust Conservancy might have more information on and certainly around the invasive species part

[0:31:46] Voice 6: part um and I'm wondering if I I know that the Conservancy just like trust programs probably

[0:31:55] Voice 6: has some capacity issues but I'm wondering if uh especially around the invasive species

[0:32:01] Voice 6: part if if there's um some potential that the Conservancy might do some work on that piece

[0:32:08] Voice 6: and of course we would we can't tell them to but maybe we could request uh having identified that

[0:32:15] Voice 6: it's a like one of the top interests good

[0:33:37] Voice 9: So that's where those kinds of conversations seem to me to be. I'm not poo-pooing it. I'm just saying when it comes to stewardship education, I think it's more about what citizens who are living on the islands can do and how can they help their islands be more resilient and also help preserve and protect.

[0:34:01] Voice 9: And it seems to me, I mean, I'm not going to go looking for the, what is the purpose of the stewardship education program, but this is what is the task of the Trust Programs Committee.

[0:34:13] Voice 9: And regarding, Trustee Peterson, your suggestions about the rain gardens, the native plant gardening, and the species at risk on your property,

[0:34:24] Voice 9: It seems to me that those could be folded in to any discussion about groundwater conservation.

[0:36:42] Voice 9: And there's this pervasive idea that you have to sort of clear out to 100 meters, clear all the trees and things. And whereas Bowen is using 30 meters for coastal ecosystems, and it's just certain actions that need to be taken, not wholesale clearing.

[0:37:04] Voice 9: and that's just an example, but I was a bit startled by a conversation I had recently as

[0:52:52] Voice 8: request for resources um and so this is being provided to you with some background you'll note

[0:52:57] Voice 8: um i will note for you that in the attached table we've missed um a webinar that had been prepared

[0:53:02] Voice 8: by the southern gulf islands um or sorry about the from the capital regional district about the

[0:53:08] Voice 8: southern gulf islands wildfire so that resource was missed and there's a companion wildfire

[0:53:13] Voice 8: resiliency plan so those two resources were missed in this table trustee fast had recently

[0:53:19] Voice 8: circulated to the committee some resources from bowen including a brochure and that brochure was

[0:53:25] Voice 8: part of the reason we have looked at amending your stewardship tips document that you'll consider in

[0:53:29] Voice 8: a future briefing as as there's a lot of efforts going on in this region to customize the fire

[0:53:34] Voice 8: smart guidance to suit the coastal Douglas fir and coastal western hemlock ecosystems

[0:53:41] Voice 8: in a manner that's suitable for islands. We'll note at the end of this briefing, if you scroll

[0:53:46] Voice 8: to the bottom of this page here, Robert, as part of the research and sort of casting about for

[0:53:50] Voice 8: resources, there was a conversation held with Keith Erickson, my apologies to him, I've spelt

[0:53:55] Voice 8: his name wrong, a Galliano resident, and he just noted that he's been working on a demonstration

[0:54:01] Voice 8: project um on that island looking at reducing fuel loads around the school there um that takes

[0:54:08] Voice 8: care of both fire smart methods and preserving biodiversity and forest restoration so it was

[0:54:14] Voice 8: sort of co during that conversation the idea emerged that maybe a tour and a video of this

[0:54:19] Voice 8: work might be something that would be of interest that would be different from the other resources

[0:54:22] Voice 8: that are currently out in the island webinar sphere.

[0:54:30] Voice 8: That said, that is sort of a labor intensive undertaking

[0:54:33] Voice 8: rather than just arranging for speakers to come on camera.

[0:54:36] Voice 8: So just to offer up that as a suggestion

[0:54:38] Voice 8: that emerged during the research.

[0:54:40] Voice 8: We are happy to take further input into the table

[0:54:44] Voice 8: because I'm quite sure there are other resources

[0:54:45] Voice 8: that are also missing and we can bring it back to you

[0:54:48] Voice 8: if you wish as an updated table at a future meeting

[0:55:39] Voice 9: um it's more uh positive to give people ideas about what they could actually do and a school

[0:55:45] Voice 9: is a nice um um way everybody can identify with the school and uh uh i think that sounds like a

[0:55:54] Voice 9: great idea to me it sounds like more of a film uh so i agree that more um or more like a video

[0:56:02] Voice 9: uh following somebody around is quite different than um uh than doing a webinar as you say i think

[0:56:10] Voice 9: there would be more resources needed um uh i like that and i also like the idea of uh adding to this

[0:56:19] Voice 9: table for example the stuff i just sent this morning sorry about that and um uh and other

[0:56:25] Voice 9: things that uh will come up because i think this this whole area of uh wildfire risk is changing

[0:56:32] Voice 9: and recommendations and information about old growth

[0:56:40] Voice 9: and all these kinds of new information is coming.

[0:56:42] Voice 9: So I like the idea of Director Fraeder's suggestion

[0:56:46] Voice 9: that this collection of resources for wildfire be updated

[0:56:53] Voice 9: until we come up with a selected topic.

[0:56:58] Voice 9: And even if it doesn't become a stewardship,

[0:57:03] Voice 9: education product it's still good for island communities as well as other trustees and

[0:57:14] Voice 9: other organizations in the group so those are my two suggestions thank you

[1:00:13] Voice 8: mailing the other is the speaker series for this year anyway um I my best guess right now based on

[1:00:19] Voice 8: indications is that you're not going to spend the full living in the trust area budget so we could

[1:00:23] Voice 8: come back to you and say you you likely can reallocate some money over to this and bump up

[1:00:28] Voice 8: the money available. I think you're looking at probably to get someone in to make and edit a

[1:00:34] Voice 8: video and do those interviews, probably $4,000 to $5,000 is what I would expect, just back of

[1:00:40] Voice 8: the envelope math here. That said, you might have it available within this budget and the budget for

[1:00:45] Voice 8: living in the

[1:00:45] Voice 8: trust area surplus because we've got fewer real estate sales than we anticipated,

[1:00:50] Voice 8: I think. But I can't state that categorically until we get further into the mailing.

[1:00:55] Voice 8: but that would be the information I have to share at this time should you want to go that way

[1:00:59] Voice 8: I will also note I would need to contract this out we don't have the capacity on staff

[1:01:03] Voice 8: and currently don't even have the program coordinator back in the role until January

[1:03:26] Voice 9: um we could uh perhaps do a at least a clip of him of following him around on the property or

[1:03:36] Voice 9: or him taking us on a walkabout as part of that webinar um i think there's different ways to do

[1:03:42] Voice 9: it doesn't have to be all or nothing and um but we still don't know whether we've got any budget

[1:03:52] Voice 9: are good resources and there's plenty of them here already and then if trustee alan and i are

[1:04:40] Voice 10: to look for is permission to do so, which I don't think will cost as much as making a whole

[1:04:45] Voice 10: new webinar. And if that's the case, perhaps we can move to one of the other top five items

[1:04:52] Voice 10: and move bring that forward as well, such as that the native garden or invasive species

[1:15:50] Voice 9: but also just the weather and things like that can bump the costs up enormously when it comes to filming day.

[1:16:03] Voice 9: at a webinar is a kind of a way of seeing,

[1:16:08] Voice 9: is that the best medium?

[1:16:10] Voice 9: Maybe it will be before we take the more expensive step

[1:20:05] Voice 9: sending in their video clips on tiktok i don't know but the idea of um uh getting multiple uh

[1:20:14] Voice 9: uh, voices and, um, examples together that could be like a little, uh, uh, launch pad for

[1:20:23] Voice 9: Island conversations. Um, and for example, um, among Island groups or among trustee with

[1:20:31] Voice 9: trustees, uh, talking to constituents or, or, uh, um, fire departments talking to, uh, whoever,

[1:20:39] Voice 9: Anyway, I just think that that would that that's an idea that I think fits with the stewardship kind of seed bed that we can do with our limited resources.

[1:56:19] Voice 8: many prior meetings so i'll just reflect on that experience um that it staff noted it was a lot

[1:56:25] Voice 8: more progress made and the ability to have a flip chart and you know do informal polling and all of

[1:56:30] Voice 8: those pieces went a lot more smoothly that said we struggle to provide live streaming and

[1:56:37] Voice 8: out of off-site venues so I'll just reflect on that and it may be by then we'll have more capacity

[1:56:45] Voice 8: but at this time we we struggle with that so both meetings that have been held in Nanaimo over the

[1:56:50] Voice 8: last year and a bit have been without the live streaming component so yeah so hearing that so

[2:00:56] Trustee Allen: foundation to giant conservancy groups in Canada. It's all changing and it's been slowly

[2:01:04] Trustee Allen: creeping and creepy along and it's a scary direction. And so I'm not in agreement with

[2:01:11] Trustee Allen: this. I think this is also, it was aimed at cities, not exactly small urban islands and

[2:01:18] Trustee Allen: small rural islands, excuse me. If you look at the list of the Canadian cities that did sign on,

[2:01:25] Trustee Allen: they're cities they're big cities and um so i just didn't think this was pertinent to us it's yet

[2:01:31] Trustee Allen: another thing that comes by us via um a delegation and then it's like well we got to do something and

[2:01:37] Trustee Allen: here we are so that's my side and i think probably you want to hear trustee's fast side because

[2:02:10] Voice 9: And she's the chair of the Linus Trust Conservancy. I don't have to go through the whole thing. But we

[2:02:23] Voice 9: his uh work describing that uh point of view and uh the rest of us were more interested in the um

[2:02:32] Voice 9: spatial planning opportunities and uh the um new tools that are available and the um working with

[2:02:42] Voice 9: others using these new tools such as through the biosphere region and with the squamish nation and

[2:02:50] Voice 9: And some of these other ways to use tools that show change over a shorter period of time rather than our static maps that show the way it was back in 2017 or whatever.

[2:03:08] Voice 9: whatever um and also the um uh target three the 30 by 30 pledge um i did uh attend a meeting of the

[2:03:18] Voice 9: um house sound round table i'll get some house sound round table community round table and i

[2:03:25] Voice 9: did ask is this only for cities can can islands trust or bowen island participate yes you can so

[2:03:31] Voice 9: there's a new project and there isn't even a website up yet and i've described that in there

[2:03:36] Voice 9: where we could have all the good work

[2:03:38] Voice 9: of the Islands Trust Conservancy in particular counted

[2:03:44] Voice 9: and be more visible in the conservation community,

[2:03:48] Voice 9: which will help with all kinds of funding

[2:03:50] Voice 9: and things like that, we think.

[2:05:29] Voice 10: i'd like to see clarified in this when it goes to trust council is whether or not you are

[2:05:33] Voice 10: proposing or suggesting that Trust Council sign on to the Montreal Pledge or whether or not we

[2:05:41] Voice 10: just look at certain elements and adapt them for our use without signing on to the Montreal Pledge?

[2:05:49] Voice 9: Well thank you and that's a great question. The Montreal Pledge was for nations to sign on to,

[2:05:56] Voice 9: So Canada signed on to the Montreal Pledge and so did many other nations across the globe.

[2:06:05] Voice 9: And I'll be ready to speak to that if I'm part of the introduction there.

[2:06:14] Voice 9: But no, we didn't think that it was appropriate or in scope at all for Islands Trust to sign on to the Montreal Pledge.

[2:06:27] Voice 9: All we can do is a few ideas that might help us in our work, as well as help Canada through this idea of collaborating and working together and showing the Islands Trust nature reserves and conservation covenants that already have been protected so far through our Islands Trust Conservancy arm is one of them.

[2:06:55] Voice 9: And the other one is by adopting some of the new tools and working with others and on this spatial planning kind of idea of the dynamic tools that are out there to show change, as well as edges of things.

[2:07:14] Voice 9: But we can't sign on to the Montreal Protocol.

[2:07:17] Voice 10: protocol um okay so like i said my memory isn't the greatest and i was just trying to

 language in regards to First Nations needs to be stronger 
 language in the “Think about Trees” section that provides information specifically 
tailored for this region on managing forests for ecosystem values while also 
managing for fire doesn’t explicitly indicate the purpose of the activities is to reduce 
risk of wildfire 
 contact information will be confirmed before being published 
 staff to incorporate committee comments and will review the edited version with 
Chair Evans prior to publishing 
 
8. BUSINESS – OTHER 
  
8.1 Proposed Trust Programs Committee Meeting Schedule for 2024 – Request For 
Decision 
 
Director Frater presented the RFD that provided suggested dates and formats.  It was 
noted that, in addition to the schedule of regular meetings, the Committee can establish 
special meetings during the year if the need arises. 
 
Committee discussion included: 
 the possibility of meeting date conflicts with Bowen island Municipality (BIM) as it 
currently is meeting on Monday afternoons 
 if there is a conflict with the BIM schedule, the Committee suggested staff to 
explore other potential dates, conduct a poll and conduct a Resolution Without 
Meeting to decide on the meeting schedule dates

8.2 Montreal Pledge COP15 Biodiversity Framework and potential impacts for the work of 
Islands Trust – BRF 
 
Trustee Allen presented the Briefing, noting that he dissented from the majority opinion 
of the trustee working group.  He has concerns about treating nature as a commodity 
and sees the initiative is for cities, not small island communities. Committee discussion 
included:

 initially the working group consisted of four trustees, and then they invited Trustee 
Dr. Risa Smith (Islands Trust Conservancy Board Chair) to join their discussion 
 Islands Trust participation may increase the profile of the organization 
 whether Islands Trust can sign on to only part or some aspects of the Montreal 
Pledge 
 Trust Council had directed Trust Programs Committee and Regional Planning 
Committee to consider how the Montreal Charter on Biodiversity impacts the work 
of Islands Trust and report back to Trust Council 
 Saturna Island needs to be added to Table 1
