[0:00:11] Voice 12: it's terrific to have uh people in the room and in the space i'm certainly glad to be here in

[0:00:17] Voice 12: this space with you it's important to me and my name is jerry luckham i'm the chair of the

[0:00:23] Voice 12: gabrielle local trust committee and of course i'm elected and live on adidas island in the

[0:00:29] Voice 12: the Penelaket-Laxon Territory, and I'm Chair of Honest Trust Council, and it's, you know,

[0:00:36] Voice 12: I'm grateful to have the opportunity to work in the Southern Gulf Islands and the Coast

[0:00:41] Voice 12: Seas Territory, and today here in Snenemo Territory.

[0:00:48] Voice 12: Pleasure to be here, and I think it's a great personal opportunity, learning opportunity

[0:00:54] Voice 12: opportunity to reflect on the history of this place which is certainly full of rich culture

[0:00:59] Voice 12: and history it's also got lots of sad stuff that happened that's a lot of grief and uh through uh

[0:01:06] Voice 12: reconciliation process that the Ostrus is committed to I'm hoping that we can work through this and

[0:01:11] Voice 12: come to a better place and work together and um so that's my uh introduction here today and uh just

[0:01:18] Voice 12: uh introduce custody to hear many remarks um susan yes thank

[0:01:22] Voice 3: you chair luckham i actually do have a

[0:01:24] Voice 3: land acknowledgement um and i want to do something a little bit different this time i want to base it

[0:01:31] Voice 3: on an event i attended at the museum on family day on monday which was so enjoyable and it was with

[0:01:38] Voice 3: um a woman named philip and jolly from denman island and i have another connection with her

[0:01:44] Voice 3: through books and that sort and children and educating. She's an outdoor educator, she's a

[0:01:49] Voice 3: medicinal herbalist and she is an author and she wrote this amazing book called A Kid's Guide to

[0:01:55] Voice 3: Plants of the Pacific Northwest which I use all the time and you can probably tell from all the

[0:02:01] Voice 3: sticky notes inside it. So the first chapter of this book is entitled Indigenous Peoples of the

[0:02:08] Voice 3: Pacific Northwest Coast and it underpins all of the information throughout this book. The

[0:02:14] Voice 3: The author's note states that the book was written on Comox, Pentlatch, Colicum, Hamalko,

[0:02:19] Voice 3: Tlahus, Tla'aman, Wewakai, and Wewakam lands.

[0:02:22] Voice 3: It was dreamed up, however, on Lekwungen territory, Wisanich territory, Musqueam, Squamish, and

[0:02:29] Voice 3: Tsleil-Waututh land, where the author previously lived.

[0:02:32] Voice 3: And she says in the introduction, I'm indebted to all the Indigenous knowledge keepers who

[0:02:37] Voice 3: have taught me what I know about plants.

[0:02:39] Voice 3: I hold in my heart the complex historical and ongoing displacement of Indigenous peoples from their lands.

[0:02:47] Voice 3: So, Philippa Jolie works with Pentlatch Comox Elder Barb White, and she acknowledges Wet'suwet'en land and water defender Slado, also called Molly Wickham, who gathers plants with children to keep them connected to their homeland.

[0:03:02] Voice 3: of what we know about the uses of plants for food and medicine comes to us from

[0:03:07] Voice 3: First Nations elders and knowledge keepers, and this is really important for two reasons. First,

[0:03:13] Voice 3: recognition of who our teachers are helps nurture respect for the traditions and cultures that

[0:03:19] Voice 3: support them, and second, because we live and learn on land that has been tended and shaped by

[0:03:26] Voice 3: thousands of years of coastal First Nation cultures. So finally, I'm going to read a tiny

[0:03:32] Voice 3: little bit from the chapter called Plant Names and Languages, which I think about a lot. The names

[0:03:40] Voice 3: show the colonial perspective that was current at the time of naming them, like Douglas fir, for

[0:03:46] Voice 3: example, a tree that's been growing on the coast for many thousands of years before there was ever

[0:03:52] Voice 3: such a person as David Douglas who named the tree after himself.

[0:03:56] Voice 3: There are many other European men who named plants

[0:03:59] Voice 3: after themselves, claiming to have discovered them, when in reality

[0:04:04] Voice 3: these plants had long been part of daily life for the

[0:04:08] Voice 3: coastal Indigenous peoples. And

[0:04:10] Voice 3: I'll just leave it at

[0:04:12] Voice 3: that. That is just one way of showing my

[0:04:16] Voice 3: respect for First Nations history and culture.

[0:04:19] Voice 3: sure thank you Susan

[0:04:22] Voice 3: beautiful thank you um yes I'm honored to serve here as your one of your

[0:04:29] Voice 3: two locally elected trustees Gabriel of Munch and the Corsi very pleased to see some uh members of

[0:04:36] Voice 3: the Munch community here today and um yeah I'm grateful as always to live and serve in these

[0:04:42] Voice 3: beautiful lands and waters of the First Nation thank you thank

[0:06:05] Voice 3: Sure. Quite a fulsome report. I'll send you the notes, Lisa. So our Visioning 2050 community-hosted

[0:06:14] Voice 3: events, I believe out of 14 community groups, all but two have held their events so far. I could be

[0:06:21] Voice 3: wrong. And I've attended four of them, the Climate 12-12-12 event on February 20th. It was excellent,

[0:06:29] Voice 3: really well attended lots of breakout tables to discuss different areas and um yeah Susan and I

[0:06:36] Voice 3: were very over time it went even it was it was fabulous um the mutual aid group met on February

[0:06:42] Voice 3: 17th um I was actually part of that sort of a mutual aid neighborhood uh work party group and

[0:06:48] Voice 3: they had some really great ideas the Fibershed fashion fiction event on January 27th and the

[0:06:55] Voice 3: the combined GALT, GIMS, GRALS environmental collaborative event was on January 20th.

[0:07:01] Voice 3: So all have had a very good participation and turnout and really different ways of engaging

[0:07:07] Voice 3: with the question of vision and values for our community. So I think this was an excellent

[0:07:12] Voice 3: approach. I know there's two more events, I think February 25th, and the Gabriel Arts Council's

[0:07:21] Voice 3: event is coming up this weekend, I believe.

[0:07:25] Voice 3: I attended the Breaking Bannock Building Bridges

[0:07:29] Voice 3: first speaker event on February 13th, and so that's been sponsored by the Gabriel Arts Council

[0:07:35] Voice 3: with a grant from the Federal Government of Canada. It is a speaker series that's offering

[0:07:44] Voice 3: opportunities to gather knowledge in a space that encourages ongoing respectful dialogue

[0:07:50] Voice 3: dialogue um it's it's so it was started off with a conversation between Catherine Palmer Gordon

[0:07:57] Voice 3: uh an author and lawyer and um the name of member Billy Oakham and council member and it was really

[0:08:06] Voice 3: really interesting very revelatory he spoke um quite frankly about um the name of perspectives

[0:08:14] Voice 3: perspectives on land and their relationship with land and even touched on some future plans

[0:08:19] Voice 3: um it was recorded so it should be online so I encourage everyone to have a listen if you get

[0:08:27] Voice 3: a chance and there will be more speaker series uh more events um some of them food-based uh so

[0:08:32] Voice 3: some feasting coming up for the Isle of the Arts so it's a real culture gathering um um sort of

[0:08:40] Voice 3: series um i visited munch on february 10th uh just two weekends ago i was invited to

[0:08:49] Voice 3: there's sort of been an ongoing conversation about safe boat access

[0:08:53] Voice 3: um and we were invited by a landowner to explore a um a 66 foot wide right of way

[0:09:02] Voice 3: um formerly the bell farm and um it's going to be up for sale and so there's been conversation about

[0:09:09] Voice 3: safe access for boats and the clearing of certain right-of-ways because it's some of them are not

[0:09:18] Voice 3: well accessible they are negotiated but maybe sometimes not publicly accessible so I did have

[0:09:28] Voice 3: a conversation about that visit with our end director Vanessa Craig she's got some really

[0:09:32] Voice 3: good relationships developing with MOTI I'll note that they finally got the 30 kilometer zone

[0:09:39] Voice 3: extended so the playground zone that extends for the village now that was a real long piece

[0:09:46] Voice 3: of advocacy i think thanks to um vanessa craig so i'm going to be leveraging her relationships to

[0:09:52] Voice 3: inquire if moti has any plans to clear or make accesses easier on mud diamond

[0:09:59] Voice 3: um regional planning committee met february 16th we discussed our budget request of trust council

[0:10:06] Voice 3: for thirty thousand dollars to support our housing strategy action plan so there's been a developed

[0:10:13] Voice 3: housing um available suitability analysis and what is it called the toolkit and so now there's

[0:10:21] Voice 3: sort of an action plan with a set of strategies um toward different levels of government in how

[0:10:27] Voice 3: to develop housing that's suitable for the rural gulf islands basically um so we're following on

[0:10:35] Voice 3: on that. I have been closely following the work of Justine Stark in the Capital Regional District.

[0:10:41] Voice 3: She's a former Islands Trust Planner and has a really strong understanding of the unique and

[0:10:47] Voice 3: challenging nature of housing options in the Gulf Islands. So the CRD is developing a rural housing

[0:10:53] Voice 3: program, recognizing that solutions to the housing crisis in CRD's electoral areas need to be tailored

[0:10:59] Voice 3: to the rural context, and speaking specifically of South Ring Island and Southern Gulf Islands.

[0:11:05] Voice 3: So, the project anticipates being funded by the Municipal Regional District Tax Program, so they have a coordinator there, and I've got a link in there, I think this is something we should really follow, because it's basically developed with information that Justine Stark learned during her time at the Island's Trust, and is now advancing in the CRD for the Southern Gulf Islands.

[0:11:28] Voice 3: on the housing front the province has expanded secondary suite incentive program

[0:11:34] Voice 3: to include regional districts so i think this was an advocacy position from the islands trust

[0:11:41] Voice 3: please include us so this gets up to forty thousand dollars fifty percent of the cost of

[0:11:48] Voice 3: building a new secondary suite in your home the qualifications those that the homeowner must be

[0:11:55] Voice 3: located on the same property the unit must be rented out at the low market rates set by bc

[0:12:00] Voice 3: housing for at least five years so we qualify that's great news right i think though we have

[0:12:07] Voice 3: allowance for secondary suites and now you can build them with the help of the provincial

[0:12:10] Voice 3: government so um bylaw enforcement uh has been a theme for regional planning and the islands trust

[0:12:17] Voice 3: more generally there have been calls from almost every ltc that i'm a part of and some i hear

[0:12:23] Voice 3: through trust council to evaluate and review the honest trust bylaw enforcement system

[0:12:28] Voice 3: um we received at the honest trust council the ombudsperson's report uh which was a voluntary

[0:12:35] Voice 3: request that the ombudsperson's office reviewing the honest trust bylaw enforcement policies and

[0:12:40] Voice 3: procedures and this was returned to september trust council so in our rpc meeting we discussed

[0:12:47] Voice 3: working with staff on implementing the suggestions it's basically going to work on

[0:12:55] Voice 3: the recommendations through policies practices staff training and communications so that's going

[0:13:01] Voice 3: to be a program that will now roll out probably over the next year or so and we're going to look

[0:13:05] Voice 3: at policy changes and then how does it look on the ground that's probably it yep there you go

[0:13:14] Voice 3: that's my report there's a lot more happening but that's i think what's relevant for gabriella

[0:13:19] Voice 3: thank you and thank you for heading over to mudge island yeah and frank and mary bell's old farm

[0:13:24] Voice 3: is where we used to meet for island's trust meetings at the barns up for sale

[0:13:29] Voice 3: that was why

[0:13:31] Planner Chadwick: it was a discussion

[0:13:31] Voice 3: anyway on their front porch that'd be lovely so um thank you

[0:13:37] Voice 3: I just wanted to mention that we I met Tyler Brown when I was doing office hours on it was

[0:13:45] Voice 3: out there Tuesday this is Thursday and he is the new senior policy advisor for the whole Islands

[0:13:51] Voice 3: Trust he will be working on the Islands Trust policy statement it was just a delight to meet

[0:13:57] Voice 3: him he lives here now he was the board chair for the regional district of Nanaimo so I knew he was

[0:14:03] Voice 3: He's really familiar to me.

[0:14:05] Voice 3: And then I thought, no, he looks way too young to have been our chair.

[0:14:09] Voice 3: Anyway, very glad to have him working on the Islands Trust policy statement

[0:14:13] Voice 3: as a senior policy advisor.

[0:14:16] Voice 3: I think I'll save that one for a conservancy report.

[0:14:21] Voice 3: Toby and I are both on the Financial Planning Committee

[0:14:24] Voice 3: for Islands Trust Council.

[0:14:25] Voice 3: And we've had two productive but fraught,

[0:14:30] Voice 3: well, Chair Luckham is also on the Financial Planning Committee,

[0:14:34] Voice 3: very long meetings, one on January 24th, one yesterday.

[0:14:38] Voice 3: And we hope that we are always working from guidelines that we've discussed

[0:14:43] Voice 3: on urgency, whether we get grant money, whether it meets strategic plan priorities,

[0:14:50] Voice 3: whether it can meet both Islands Trust Conservancy and council priorities,

[0:14:55] Voice 3: and whether it is likely to be adopted by council.

[0:14:58] Voice 3: But we do tend to get herded off in different directions as far as what priorities need to be for the budget for the Islands Trust.

[0:15:09] Voice 3: And we will be having the final Islands Trust Council budget meeting in March.

[0:15:15] Voice 3: The March Council meeting is always basically all about the budget.

[0:15:20] Voice 3: And that will be in Nanaimo on March 12th, 13th, and 14th.

[0:15:25] Voice 3: So pretty easy for Gabriel and people to attend.

[0:15:27] Voice 3: And it's at the conference center downtown.

[0:15:33] Voice 3: Let's see.

[0:15:34] Voice 3: Oh, I attended the Parks and Open Spaces Advisory Committee meeting on February 12th.

[0:15:39] Voice 3: And I noticed that in this week's Sounder, there's a really long report on that because Derek from the Sounder was there as well.

[0:15:46] Voice 3: He's one of the members.

[0:15:48] Voice 3: And mostly it was about soccer and why can't we have a field open during the winter because weather kind of trashes the school field and trashes the Roland McLean field.

[0:15:58] Voice 3: there was lots of talk about um thinking about a brand new multi-use sports field possibly behind

[0:16:07] Voice 3: the helipad where the medical clinic is where cox park comes up anyway an interesting discussion

[0:16:15] Voice 3: the the topography of that area would be ideal actually for drainage there are apparently 70

[0:16:22] Voice 3: children uh registered with the gabriela soccer association and there are a number of adults who

[0:16:27] Voice 3: also love to play soccer so it's a big deal to have a proper field to work on or to play on

[0:16:35] Voice 3: let's see here also oh yes toby's already talked about the 2050 visioning plan uh the other night

[0:16:42] Voice 3: uh which was fabulous and we had past trustees got colburn at hand and so we have a new rallying

[0:16:49] Voice 3: theme 10 page 10 page OCP it's not going to read like a giant um land use bylaw it's going to read

[0:16:59] Voice 3: like an official community plan vision yeah he made a good point yeah

[0:17:02] Voice 3: so that was great to have

[0:17:04] Voice 3: Scott there as well um with

[0:17:08] Voice 12: that since you got that Stephen thank

[0:17:09] Voice 3: you no yeah 10 okay so the

[0:17:13] Voice 3: last thing I'll mention is that I've attended both of William Shulva's Islands Trust Freshwater

[0:17:18] Voice 3: sustainability webinars one on january 24th and one on february whatever it was february

[0:17:27] Voice 3: well they were excellent they were just excellent um william shallow has a very interesting way of

[0:17:36] Voice 3: presenting information very slow and measured but that's a nice change from the way we often race

[0:17:45] Voice 3: through our reports

[0:17:46] Voice 15: and

[0:17:47] Voice 3: um the part so just really briefly it's all based it's all part of the

[0:17:52] Voice 3: islands trust stewardship education program which i think is wonderful and which yesterday at our

[0:17:58] Voice 3: budget meeting we tried desperately to defend um because if we didn't have that um education

[0:18:06] Voice 3: program we would not be doing these webinars and there's and the first one had 101 participants

[0:18:11] Voice 3: participants, which I thought was amazing. Yeah. So it's all based on the Island's Trust

[0:18:16] Voice 3: Freshwater Sustainability Strategy, the purpose of which is to protect ecosystems and watersheds

[0:18:23] Voice 3: and groundwater in the Island's Trust area, to preserve the quality of drinking water,

[0:18:28] Voice 3: to collaborate with First Nations, to understand cultural and spiritual values of water.

[0:18:33] Voice 3: And it was so interesting, the first session, William Schoelbach noted the enormous difference

[0:18:38] Voice 3: between scientific practices and indigenous ways of knowing about water and he called it a very

[0:18:46] Voice 3: humbling learning experience and he also recommended and so do I the film that's on

[0:18:52] Voice 3: the Islands Trust website called What the Water Tells Us. William Shelva also talked in both

[0:18:59] Voice 3: sessions about water balance the cumulative effects of human impacts and climate on water

[0:19:07] Voice 3: resources and that includes well density which came up and the one just I attended a few days

[0:19:15] Voice 3: ago well density in the Gulf Islands is very high and that's something we always have to think about

[0:19:22] Voice 3: so the second session focused on aquifers groundwater recharge and discharge and saltwater

[0:19:30] Voice 3: intrusion and I won't go into the details they've all been recorded they're really really good

[0:19:36] Voice 3: but i love i love one thing that william said at the second one he said every well has its own

[0:19:42] Voice 3: story to tell and i also really really appreciate that he said that gabriela is primed for the water

[0:19:51] Voice 3: balance methodology and that is supposed to be part of our official community plan

[0:19:58] Voice 3: without that water balance work we really cannot go ahead with planning for any kind of human

[0:20:05] Voice 3: human use or density or agricultural use or anything we have to have that work um and he

[0:20:11] Voice 3: said it's prime because of the amazing work that's already been done by the regional district and

[0:20:16] Voice 3: even by gabriel stream keepers um so that was really encouraging to hear that from him so I'll

[0:20:24] Voice 3: leave it at that and that's it for my report thank

[0:20:28] Voice 12: you very much um I'm going to be very brief um

[0:20:32] Voice 12: Certainly, we're getting ready for Council, as has been mentioned, for the budget cycle

[0:20:36] Voice 12: Council in Imo.

[0:20:39] Voice 12: And indeed, the Financial Planning Committee has taken all of the requests and consolidated

[0:20:45] Voice 12: it into a budget that they're recommending.

[0:20:47] Voice 12: However, at the end of the day, it all gets played out at Council about what Islands want

[0:20:52] Voice 12: to lobby for what budget items get retained.

[0:20:56] Voice 12: So we'll see how that all unfolds.

[0:20:59] Voice 12: There's also some learning opportunities.

[0:21:00] Voice 12: We're going to do some strategic planning work, talking about the corporate plan and

[0:21:04] Voice 12: some training, chair development training for everybody and meeting procedures and development

[0:21:12] Voice 12: so that we can work more collegially together.

[0:21:17] Voice 12: And yeah, lots of committee meetings.

[0:21:20] Voice 12: I'll mention that our CEO, Russ Hotzenpiller, has decided it's time to retire.

[0:21:25] Voice 12: And so we've entered into a process to rehire a new CEO for the organization, which is the

[0:21:30] Voice 12: big job and a big challenge with the deadline and so that work is proceeding and participating in

[0:21:37] Voice 12: that as the other members are um and so that's uh good work um that's it for me anything else

[0:21:46] Voice 12: to report um electoral area directors the next section our agenda if you have a report from

[0:21:51] Voice 12: january the 18th it says here um and that's in the agenda package i don't see her online here today

[0:21:59] Voice 12: um and so um uh thanks to the director for her work on behalf of the gabrielle community chair

[0:23:33] Voice 3: Uh, so I'm an active veteran two years and I have a question about the community information meetings or the community meetings. This is page 43 and 44 in your agenda.

[0:23:57] Voice 3: Are these community meetings that you're planning to schedule, they're called community information

[0:24:05] Voice 3: meetings, which I thought I saw written somewhere, but in this list it's community meeting, because

[0:24:11] Voice 3: in my experience with community information meetings, formal ones, it's a time to present

[0:24:17] Voice 3: present information, and entertain questions of clarification, but not a time for people

[0:24:25] Voice 3: to offer their opinions or their ideas.

[0:24:28] Voice 3: So I just was wondering, are these community meetings, and there's four of them, well,

[0:25:29] Voice 12: as we've indicated a sharing of intent opportunity for questions and clarity so you know what it is

[0:25:36] Voice 12: that a bylaw is planning to do and indeed public hearing is an opportunity for you to share with us

[0:25:44] Voice 12: what you think about the bylaw, whether you approve or disagree of it or

[0:25:47] Voice 12: otherwise. Community meetings often are more

[0:25:52] Voice 12: embracing of conversations, although we

[0:25:55] Voice 12: subscribe to the I2AP process of consulting

[0:25:59] Voice 12: and so there's different levels and we have that identified at a certain level

[0:26:03] Voice 12: for this process. And so I think

[0:26:07] Voice 12: there will be more opportunity for sharing, but also sharing through your advisory

[0:26:11] Voice 12: planning commissions and those bodies that are stick handling that and that information will

[0:26:16] Voice 12: flow to us from those bodies so i'll just ask the maybe i'll just go to the rest of the chat

[0:26:23] Voice 12: because the author of this document characterized how he's this he's been unfolded and then provide

[0:26:29] Voice 12: the opportunity for the trustees to make remarks about what their expectations would be with

[0:27:25] Planner Chadwick: able to get into a little bit more detail when we get to this point in the program,

[0:27:30] Planner Chadwick: but it's really to bring together, the first one will be to identify information we've

[0:27:35] Planner Chadwick: already heard and and have some more conversation with the community and there are uh you know the

[0:27:40] Planner Chadwick: three others that are anticipated to be um scheduled in the next year and those um you

[0:27:47] Planner Chadwick: know it's it's they're sort of um before uh their opportunities to read to have some conversations

[0:27:55] Planner Chadwick: about what maybe uh what priorities are and and uh questions about as we as we move further into

[0:28:05] Planner Chadwick: to the process there'll be uh you know draft bylaw language potentially that that may uh have

[0:32:26] Voice 13: sign had a beautiful native plant an ocean spray the mower came along went over my sign and mowed

[0:32:32] Voice 13: it look there's nothing

[0:32:33] Voice 13: so we have oh there we go yeah and there's a second picture that goes with

[0:32:40] Voice 13: that that runs along the road that shows a fir tree practically touching the edge of the road

[0:32:46] Voice 13: in the line of sight where the tractor would go that it wasn't touched and when I asked

[0:32:50] Voice 13: about that they said well the mower can't mow that kind of tree so basically it can come down

[0:32:55] Voice 13: from the top and the

[0:32:57] Voice 13: trees that it can come down on the top from are those those bushes those

[0:33:01] Voice 13: cherries those kind of things like that the other thing it doesn't do well is mow broom

[0:37:45] Voice 4: It's a sort of national pastime, Gabriel. I was moved and I think you said a lot and I agree with it.

[0:37:58] Voice 4: I just want to add a couple of things that haven't been said.

[0:38:03] Voice 4: Specifically, one of the things I didn't think about at the beginning, I mean, I was horrified

[0:38:09] Voice 4: at the destructiveness of this process because, as I say, I've been here for over 30 years,

[0:38:18] Voice 4: it's clearing every year, and it's okay.

[0:38:21] Voice 4: I've always felt a little sad because we lose our daisies partway through their growth,

[0:38:28] Voice 4: but they come back, you know, but this year it's something else. And my fear and my reason for

[0:38:37] Voice 4: coming forward is I don't want it to happen again. I mean, this year it happened. I didn't

[0:38:44] Voice 4: think about this as I was looking around the discussion initially, but I've become more and

[0:38:50] Voice 4: more aware of the what are effectively sharp stakes sticking up in the verges and now at the

[0:38:59] Voice 4: moment you can see them but the undergrowth is going to come back up and those stakes are going

[0:39:06] Voice 4: to stay there. So if there's a critter running through I mean I think probably they too can see

[0:39:14] Voice 4: them now, but they won't be visible. If a bicyclist falls off his bike,

[0:39:20] Voice 4: it's a real issue and I don't know how that was missed. The other thing I want to mention

[0:39:29] Voice 4: is I suppose stewarding the sustainable use of island resources is the blackberries.

[0:39:36] Voice 4: uh if someone had had set up to eradicate blackberries they could not have done a better

[0:39:47] Voice 4: job in our neighborhood and every patch uh where there there are blackberries that people have been

[0:39:54] Voice 4: eating for years you know and thimbleberries as well uh i mean they they were just decimated

[0:40:01] Voice 4: Just wrecked. And again, I mean, they're blackberries. Blackberries grow back pretty quickly. But I don't know with this degree of destruction how quickly they'll grow back and if they do it again next year.

[0:40:19] Voice 4: And I guess the main thing I just want to say is, you know, it wasn't broken.

[0:40:25] Voice 4: broken there's been no problem we haven't had troubles with visibility at the corners and we

[0:40:33] Voice 4: seem to be dealt with uh the vines haven't gone up and pulled down the hydro lines uh there was

[0:40:40] Voice 4: nothing broken um and uh uh until now um I'll just hit I'm seeing conclusion that I think it's very

[0:40:50] Voice 4: very appropriate for the trust to represent us on represent Islanders who are concerned about this

[0:42:24] Voice 2: and others and it's probably getting to a point where um the community has some concerns

[0:42:34] Voice 2: concerns relative to some access issues and by-law issues, so on and so forth.

[0:42:42] Voice 2: So I took it upon myself to reach out to Trustee Elliott and discuss what some of those concerns

[0:42:54] Voice 2: may be, and there was a discussion that maybe a community meeting should be done to get

[0:43:07] Voice 2: a sense from the community what is really important to the community as far as the bylaws

[0:43:14] Voice 2: and other things and so that the trust can get a sense of you know what what

[0:43:23] Voice 2: our values are and maybe we can tune or tweak some of our concerns through the

[0:43:32] Voice 2: processes and so I've reached out to our local Island Citizens Society the MEC

[0:43:41] Voice 2: society um and we have a an ad hoc fireball volunteer fireball and they've agreed to

[0:43:49] Voice 2: to make that facility available um to potentially have representatives of the trust come over

[0:43:56] Voice 2: and and meet with us to to get a feel for what we're thinking now um and talking to

[0:44:05] Voice 2: uh trustee excuse me elliot um we were thinking maybe excuse me uh in the spring that we could

[0:44:18] Voice 2: facilitate that um and in the meantime we were considering maybe getting the island together as

[0:44:27] Voice 2: a group to sort of gel how we're thinking and what really is important so that we just uh

[0:44:36] Voice 2: So that the trust and everything, everyone doesn't walk into a big meeting where there's all sorts of stuff happening.

[0:44:46] Voice 2: So, what we were thinking is that perhaps the Mudge Island citizens get together and we have some ad hoc meetings prior to so that we can present our concerns in a more formal process with the trustees.

[0:45:08] Voice 2: So that's what we're sort of thinking about, and I see Toby Elliott has got that earmarked as item 11.2 in new business, and we're just hoping that the trust can accommodate and be prepared to come over and maybe hear us out.

[0:46:04] Voice 8: very much related to what rich has um shared so um two things are happening and have been happening

[0:46:10] Voice 8: on much and uh one of them is uh that i would consider that we're at a crisis level with water

[0:46:18] Voice 8: access shoreline access right um if you look at the uh survey data that came out of the open spaces

[0:46:25] Voice 8: and recreational survey um the top issue with access to the waterfront um not just for much

[0:46:32] Voice 8: but on Gabriela, but especially on Munch, right? So I think that any information or support that

[0:46:41] Voice 8: we can have in terms of helping folks get to the waterfront. And what I mean by that is, you know,

[0:46:49] Voice 8: we have many different ways of using boats. Some of us anchor out, some of us have a rowboat,

[0:46:53] Voice 8: some of us have a kayak, some of us have a membership at the marina on Munch. I don't

[0:46:59] Voice 8: know if you know that in order to have a slip at that marina, you now have to pay upwards of $60,000

[0:47:09] Voice 8: in order to join as a lifetime member. That price is based on market value. People can sell it for

[0:47:18] Voice 8: what somebody will pay to buy it. The going price is $60,000. Imagine if in order to use the ferry,

[0:47:24] Voice 8: you had to pay $60,000 membership so that tells you how desperate folks on much are for safe

[0:47:32] Voice 8: access to their boats not everybody has a public dock not everybody has waterfront and those that

[0:47:39] Voice 8: have waterfront it's not always safe right it can be a cliff 100 feet 200 feet right so um we do

[0:47:47] Voice 8: have some public accesses we appreciate those we are trying to use those safely many of them are

[0:47:52] Voice 8: are not safe so please consider that much is desperate for um support in maintaining our

[0:48:01] Voice 8: access to the waterfront for sure we do have some popular spots where we put in our boats but the

[0:48:07] Voice 8: congestion is things are changing we know they're changing we're going to try to maintain those

[0:48:12] Voice 8: accesses and improve them so i wanted to mention that and secondly i wanted to bring up um a general

[0:48:19] Voice 8: community concern for how bylaw enforcement is happening you know this it's been going on a long

[0:48:24] Voice 8: time i'll just share my perspective as a member of the community we know that many many many

[0:48:31] Voice 8: infractions or bylaw i forget what they're called uh i don't know uh fines have been issued

[0:48:39] Voice 8: because as a community we're friends and neighbors and because it's a sensitive topic

[0:48:44] Voice 8: the information is not being shared i don't know who's being fined for what and they don't

[0:48:51] Voice 8: necessarily want to tell me and i understand that however it's creating a um a sense of fear in the

[0:48:59] Voice 8: community it's uh you know there's shame around it right i i don't know who got fined for what

[0:49:06] Voice 8: and i don't know when i'm gonna get fined i

[0:49:08] Voice 8: could read the bible all day long and still not know if

[0:49:12] Voice 8: if my pathway is one foot too wide

[0:49:15] Voice 8: or if I put something in the wrong spot.

[0:54:33] Voice 6: I know we're very anxious to get moving here. Unfortunately, unlike others who have been here the first time, I've been here too many times.

[0:54:42] Voice 6: I have to say, first of all, that the Conventional Plans just want to let you know that my wife and I have worked for a few decades,

[0:54:54] Voice 6: with the Indigenous knowledge keepers with respect to their knowledge of specific plants and medicine.

[0:55:03] Voice 6: Dr. Young was one of our neighbours at the Legends, was an anthropologist,

[0:55:09] Voice 6: has spent his life working with Indigenous knowledge keepers and has written several books

[0:55:14] Voice 6: about the local plants and medicines here.

[0:55:16] Voice 6: here, as has Arthur Charlie from Cowick as a book that I think is being sold here in

[0:55:24] Voice 6: the museum.

[0:55:25] Voice 6: There's some tremendous insights into local plants and medicine to Charlie.

[0:55:30] Voice 6: And we also participated and encouraged some work with Dr. Young and a native Cree from

[0:55:40] Voice 6: Northern Alberta, a civilian who is a medicine bundle carrier and does healing work all the

[0:55:47] Voice 6: like in Canada. We were engaged in a seminar at the University of Alberta Medical School

[0:55:56] Voice 6: 15 years ago that was devoted to the protection of traditional knowledge, in particular plants

[0:56:02] Voice 6: and medicines. And the knowledge that we gained there was just incredibly powerful.

[0:56:08] Voice 6: So I think just to acknowledge Mishima's work, Harvard Charlie's work, which I think is in our

[0:56:15] Voice 6: local bookstores and uh that of dr young who was a local resident until a year or so ago

[0:56:21] Voice 6: who's worked at identifying indigenous plants on this island uh and has also studied and

[0:56:27] Voice 6: photographed all of the plants in the medicine bundle in the creepers nation uh so uh just to

[0:56:35] Voice 6: confident what they've raised too i think these plants are incredibly important and that being

[0:56:41] Voice 6: being said, I was incredibly disappointed that our DP application has been deferred

[0:56:49] Voice 6: again. And it has been 10 months since we initially made the application for the DP.

[0:56:57] Voice 6: It's been five months since it was referred to the Sonoma First Nation. We've not heard

[0:57:03] Voice 6: a word from the First Nation. And it's also a matter of being dealt with by MOTI in terms

[0:57:08] Voice 6: and their consultation with the First Nations that we're engaged with.

[0:57:12] Voice 6: And we haven't heard one word from the First Nation

[0:57:15] Voice 6: about what concerns they have about the DP specifically.

[0:57:21] Voice 6: So I think I just want to re-emphasize that the DP that we're applying for

[0:57:27] Voice 6: is to remove the trees from a very small percentage of the state blocks

[0:57:34] Voice 6: that are over 80%, probably represents less than 5% of the blocks.

[0:57:39] Voice 6: and in fact in those steep left areas i was i've been walking them in the last few days

[0:57:46] Voice 6: i'm not sure there's any trees on those steep blocks that have to be removed we won't know

[0:57:51] Voice 6: until we actually get up and look if there's a view corridor or when we get some advice on the

[0:57:56] Voice 6: fire smarting we are working with two companies who specialize in wildfire and and arborist

[0:58:04] Voice 6: tree falling. And some of that work would be under their, all of it would be under their guidance and

[0:58:13] Voice 6: recommendations. In fact, I just prepared a map for them, showing all of the archaeological sites

[0:58:18] Voice 6: and walking them through each of the sites to make sure they know where they are, even though

[0:58:24] Voice 6: we have no intent of doing any work near an archaeological site. But just to be safe,

[0:58:29] Voice 6: uh they'll be signing a form every worker to say they've been to each of the sites they know

[0:58:36] Voice 6: they're there they know the obligations of the heritage branch of our concerns may not be affected

[0:58:42] Voice 6: in any way and so the work we're talking about doing is the same work we've done with every home

[0:58:48] Voice 6: that's been built in phase one and phase two it's some selective clearing of a mute order where

[0:58:55] Voice 6: necessary most of that is trimming out the extent of growth of small trees that are really

[0:59:04] Voice 6: compromising the health of larger trees and so in part it's part of the fire smartening

[0:59:10] Voice 6: parts about opening some view corridor where a house might be located which is exactly the

[0:59:15] Voice 6: same what we've done for every lot that's been created on in our development including

[0:59:21] Voice 6: including you say that. So my question, I think, is my understanding is the reason it's

[0:59:29] Voice 6: been deferred. Let me say this. I believe we've complied with the bylaw with respect

[0:59:35] Voice 6: to the requirements of the bylaw. So I'm not really sure what the holdup is with respect

[0:59:41] Voice 6: to the issuance of the DG on on our site. And I know that issues have been raised with

[0:59:50] Voice 6: the first nations in terms of the trustee's concerns about the covenant territories and

[0:59:54] Voice 6: being impacted you know i think we've addressed that certainly with as we can

[1:00:00] Voice 6: you and certainly with moti and moti is going to make a decision regarding a subdivision that will

[1:00:07] Voice 6: include their consultation with the first nation and i suspect any input from the trust

[1:00:12] Voice 6: but i'm not sure what bearing that has on the dp application to remove entries

[1:00:18] Voice 6: from the specific steve slopes that are there so i guess my question is i i i understand the

[1:00:29] Voice 6: reason for the deferral is that has been requested meeting uh i'm assuming that's with the lower

[1:00:35] Voice 6: trust community and it concerns me that we feel that we're kind of left out of the process that

[1:00:47] Voice 6: the first nation is going to meet privately with the trust we understand we're not allowed to

[1:00:51] Voice 6: attend we're not sure if we're going to receive any report from the meeting in terms of what

[1:00:55] Voice 6: issues are raised or discussed we're concerned that we won't have an opportunity it's often the

[1:01:01] Voice 6: case um is not your fault but you know it's the same case where someone sends a letter in from

[1:01:09] Voice 6: the public and it has information that is inaccurate or misinformed we don't have an

[1:01:15] Voice 6: opportunity to respond to it and i'm concerned about this process that we're going to have this

[1:01:21] Voice 6: private meeting where we may not have any information about it or an opportunity to

[1:01:27] Voice 6: address whatever misstatements might be included or misinformation or to add information um

[1:01:32] Voice 6: so i guess i'm asking that question one is i take it it's not a public meeting

[1:01:40] Voice 6: i think we're not allowed to attend i take it that i'm not sure if the meetings are recorded

[1:01:47] Voice 6: and whether the recordings will be available uh or where we fit into this picture to be able to

[1:01:53] Voice 6: address whatever concern might be raised those

[1:01:56] Voice 12: are all good questions and your concerns are well

[1:01:59] Voice 12: heard um i would just say that it's not so much that we deferred the application again as in your

[1:02:06] Voice 12: words um we are continuing to await uh for a response from which i think we had given them

[1:14:50] Voice 3: community engagements for the odp project and there's just no business case for it there's so

[1:14:55] Voice 3: i'd like to see a you know scope and timeline and sort of what what are we anticipating as well as

[1:15:01] Voice 3: the benefits for the whole trust area because this has got to go forward to trust council and fifty

[1:15:06] Voice 3: thousand dollars is not you know a drop in the bucket it's a significant um piece of work and

[1:15:12] Voice 3: it's important for the rest of the trust area it's the only project that's advancing the freshwater

[1:29:39] Planner Chadwick: we're doing here is we're actually um we're following a process that um uh planner zupanek

[1:29:47] Planner Chadwick: has initiated with um uh for the gabriola sorry gambier ocp process um with the the squamish

[1:29:56] Planner Chadwick: nation and um and that and

[1:30:00] Planner Chadwick: And in that case, she's worked with them over the past little while and provided capacity funding to them.

[1:30:10] Planner Chadwick: And that's been a very effective way of being able to do this direct work with them around what their priorities and interests around land use are.

[1:30:19] Planner Chadwick: And so we've learned from that process. And we have recently had this conversation with the Comox Nation with respect to projects on Hornby and Denman and around capacity funding potential.

[1:30:40] Planner Chadwick: And there seems to be, in that case, a real openness to exploring that opportunity from their side.

[1:30:51] Planner Chadwick: And as you know, all nations have capacity issues. Even the Squamish that are actually quite a well-supported nation in terms of staffing, even taking up on new projects and being able to actually really effectively dig into them does take time and they simply don't have the staff resources.

[1:31:19] Planner Chadwick: resources. So this is an opportunity to provide them with that funding so that they can decide

[1:31:26] Planner Chadwick: for themselves what the best way to use that funding is. So we've initiated some conversations

[1:31:33] Planner Chadwick: with them. We haven't specifically talked about capacity funding yet, because we're

[1:31:39] Planner Chadwick: We're looking for support from the LTC to move the remaining funding from the OCP project to the nation before the end of fiscal so that we can, you know, start to work with them on with respect to their understanding their interests, their land use interests and how that will connect with the official community plan review project.

[1:32:04] Planner Chadwick: project. So here in this staff report, I've indicated up to $5,000. We do have $4,000

[1:32:15] Planner Chadwick: already allocated to First Nations engagement that hasn't been used. The up to $5,000 is

[1:32:19] Planner Chadwick: that we may have a little bit of additional funding remaining from the engagement piece,

[1:32:28] Planner Chadwick: and so I just wanted to provide the opportunity for that flexibility should we have that money

[1:32:34] Planner Chadwick: available so um so basically what we're looking for is support staff is looking for support um

[1:32:41] Planner Chadwick: from the ltc to prepare capacity work agreement um between the ltc and this name up

[1:32:49] Planner Chadwick: uh and then um and authorize the release of up to five thousand dollars to support uh that

[1:35:10] Planner Chadwick: things are moving along very well, like people seem to be engaged and quite interested in the

[1:35:16] Planner Chadwick: the process. And what's exciting, we're coming to the, I would say, exciting conclusion of our

[1:35:22] Planner Chadwick: first phase of engagement related to the Gabriela Vision 2030 piece. And I also just wanted to

[1:35:31] Planner Chadwick: briefly speak to the 10-page OCP. Absolutely want to go for something that is not going to be

[1:35:37] Planner Chadwick: clunky and huge, but I would also say that we're also separating vision from policy, right? So

[1:35:43] Planner Chadwick: So the OCP is a policy document, and that shouldn't be forgotten.

[1:35:47] Planner Chadwick: And we are going to be creating a vision document as well.

[1:35:50] Planner Chadwick: So the vision and what that vision document is, again, we will be looking, you know, we'll have some framework, but there may be opportunity for some community engagement on what the ultimate product looks like.

[1:36:18] Planner Chadwick: responses were received from the the community so that's that's 10 which is um really quite

[1:36:25] Planner Chadwick: outstanding for a um a survey um 14 groups received funding from the community-led engagement

[1:36:34] Planner Chadwick: We've had well before just up to when when we put out the agenda there were two groups that had submitted their, their feedback form so we're trying to track that down.

[1:36:47] Planner Chadwick: we just actually just this morning confirmed the dates for uh and we're able to um confirm space

[1:36:55] Planner Chadwick: at the the haven for a final community a community meeting oh great

[1:37:03] Planner Chadwick: efforts and um share uh where we've come and staff is working on a uh what we're calling a snippet

[1:37:18] Planner Chadwick: all of the groups to invite them to present a little bit about what came out of their um

[1:37:23] Planner Chadwick: uh what came out of their group discussions and ultimately um oh and we're we're bringing

[1:37:30] Planner Chadwick: a graphic facilitator in um to basically uh illustrate the vision uh where we where we are

[1:37:38] Planner Chadwick: And ultimately, all of that information will be put into a Gabriela 2030 vision document.

[1:39:40] Planner Chadwick: outreach for the policy statement in the past and she's a whiz at um at putting data together and um

[1:39:48] Planner Chadwick: with respect to input from community so we've been able to clear a bit of time

[1:39:52] Planner Chadwick: of her time to help us to wrap this information together and of course we've got our amazing team

[1:39:59] Planner Chadwick: team of Morgana and Chloe who are absolutely exceptional when it when it comes to getting

[1:51:14] Voice 5: the municipal residence requirement, the end of the long informant status, the provincial registry and provincial enforcement, because they will be enforcing their own act in this case.
