[0:05:26] Voice 9: thanks chair um alex could you pull up the amended budget summary i sent to you last night

[0:05:33] Voice 9: thank you uh so council did make some budget changes yesterday as you're well aware i've

[0:05:39] Voice 9: summarized the changes to the budget on the screen here the net change to the budget as a result

[0:05:45] Voice 9: of the council directed amendments is an increase to planned expenditures of thirty four thousand

[0:05:50] Voice 9: $1,500. That is about a 0.4% tax increase to local trust areas and a 1.2% tax increase to

[0:06:00] Voice 9: Bowen Island. So the general tax increase for local trust areas is now at 5.9% and the Bowen

[0:06:07] Voice 9: Island levy is seeing an increase of 13.1%. And these amendments are reflected in the amended

[0:06:13] Voice 9: five-year financial plan bylaw, which I've also sent to Alex. That's what we'll be going through

[0:06:18] Voice 9: approved today for approval. On the screen is the five-year financial plan by-law. This is a

[0:06:29] Voice 9: by-law that's approved by Council and then sent to the Minister for approval each year. It is the

[0:06:34] Voice 9: by-law that effectively adopts the budget for next fiscal year and plans for the four years

[0:06:38] Voice 9: immediately subsequent. In the agenda package is a chart that outlines some of the details that are

[0:06:44] Voice 9: taken into consideration when we're planning the four future years in the five-year financial plan.

[0:06:48] Voice 9: I know we're trying to save some time today at Council as we're behind, so I won't go through

[0:06:52] Voice 9: those details but i can take questions on what's in there i believe that is on page

[0:07:01] Voice 9: 337 in the agenda package so if there's questions i'm happy to take those

[0:09:36] Voice 20: available for the reasons we've been told. We're now here in March. We still don't have that

[0:09:41] Voice 20: reporting. We were promised it in June. So what this is, is it's a hold for that so that we can

[0:09:48] Voice 20: make the decision in June and have that money allocated in our budget. This is the same

[0:09:53] Voice 20: rationale that was used in the regional planning committee to hold money contingent for work that

[0:09:59] Voice 20: we're defining. So this is not a debate at the moment about whether we should join the big oil

[0:10:06] Voice 20: or not, the debate is whether we should hold money contingent

[0:10:10] Voice 20: having that discussion in June.

[0:10:12] Voice 31: Thank you. Thank you very much.

[0:10:53] Voice 18: I cannot support adding funds into this. Should we decide to join that movement,

[0:10:59] Voice 18: we can take this money out of surplus.

[0:11:03] Voice 31: Thank you. I've been a bit remiss, actually. I wanted

[0:11:06] Voice 31: to just turn to uh the director mobs to ask about the implications of this um with respect to funding

[0:11:12] Voice 31: it uh not funding it sourcing the funds later on or however so the council can have an informed

[0:11:19] Voice 31: decision on the process here um

[0:11:22] Voice 9: sure so if this amount is included or added to the budget now and

[0:11:26] Voice 9: included in the five-year financial plan we would see local trust area taxation increased by about

[0:11:30] Voice 9: 0.14 percent and the increase to bone would be 0.66 percent so over and above the tax increase

[0:11:37] Voice 9: that was just communicated if this doesn't pass today there is an opportunity later on in the year

[0:11:42] Voice 9: to be approving the expenditure of these funds for this work we can make those changes to the budget

[0:11:50] Voice 9: within certain dollar limits throughout the year and this would fall within that limit

[0:11:54] Voice 9: right

[0:11:55] Voice 31: and the process going forward here would be that the financial plan bylaw would be adopted

[1:02:58] Voice 14: Our anticipated timeframe now is to bring the document out in mid-April onto a Trust Programs Committee agenda to schedule meetings with Trust Programs Committee in early May, and then really we'll wait and see what happens then.

[1:03:10] Voice 14: It should all go efficiently, and the committee is able to develop recommendations within a few weeks.

[1:03:16] Voice 14: We'll then be reaching out to Council to see if there's a desire to schedule a special Council meeting to then consider the recommendations.

[1:03:21] Voice 14: But at this point, really, the direction of the project will then be in your political hands as to how long you'd like to linger in committee, developing the recommendations for desired changes, and then come to this body.

[1:03:34] Voice 14: And then the proposal is to schedule a series of special meetings, starting with at least one for council, perhaps in an evening session, to go over the document and schedule a number of sessions as required.

[1:03:45] Voice 14: required. Again, that will be for you to determine once you've seen it, and you can anticipate

[1:03:50] Voice 14: the level of discussion that you'd like to have about the document.

[1:03:53] Voice 14: So for today, this is your proposal. I think the watch the word is going to be flexibility.

[1:24:47] Voice 14: We're also bringing you comments from the nations, and we'll be providing you with a track changes version of how the first draft might get amended based on the feedback that we've heard, along with a summary of other issues for council to contemplate.

Certainly at any point, council can ask staff to provide us with whatever it is that you wish. My advice to you is you might like to get the full compendium of information at once, such that you've got the full picture to then start crafting your recommendations for changes. [1:33:56] Trustee Smith: a risk management policy for nature for nature reserves. Staff are just beginning this work.

[1:34:03] Trustee Smith: In the past risk management to ITC has really been concerned with safety to our visitors

[1:34:10] Trustee Smith: and our staff we're very careful to ensure the good condition of our trails the boardwalks

[1:34:17] Trustee Smith: bridges to identify and remove trees that we think could fall and cause injury to the public

[1:34:23] Trustee Smith: and our approach to danger trees has come under fire on one island and the issue of removal of

[1:34:32] Trustee Smith: trees in nature reserves that are not ITC nature reserves has become an issue on other islands so

[1:34:39] Trustee Smith: So this is going to be an interesting issue to follow up on.

[1:34:44] Trustee Smith: And as well, at the last Trust Committee meeting where I spoke,

[1:34:49] Trustee Smith: several of you have raised the issue of how do we manage the risk of fire in our nature reserves?

[1:34:55] Trustee Smith: And of course, we don't have a risk management plan for that, as I said.

[1:35:00] Trustee Smith: So the development of this risk management plan, I think, will be very interesting to everybody on council.

[1:35:06] Trustee Smith: and it will be a difficult policy there'll be lots of different opinions

[1:35:10] Trustee Smith: to consider and we'll just keep you posted on its development if you have

[1:35:15] Trustee Smith: any questions or you want to talk to me about it please feel free to reach out

[1:35:20] Trustee Smith: the second thing I wanted to talk to you about just briefly is that you'll notice

[1:35:25] Trustee Smith: that we are having we're developing our five-year plan from 2026 to 2030 and

[1:35:34] Trustee Smith: And this will involve engagement with First Nations.

[1:35:37] Trustee Smith: So funding for this is part of the budget submission

[1:35:40] Trustee Smith: that we made and I hope it's been approved.

[1:35:42] Trustee Smith: I don't know, yes.

[1:35:44] Trustee Smith: Although we'll not be in a position to address

[1:35:47] Trustee Smith: the big issues that are under the provincial purview,

[1:35:50] Trustee Smith: we will seek to collaborate with First Nations

[1:35:53] Trustee Smith: in the trust area concerning our approach

[1:35:56] Trustee Smith: to receiving gifts for conservation,

[1:35:59] Trustee Smith: approving covenants and management of our holdings.

[1:36:04] Trustee Smith: we'll work with the director of trust area services to make sure that our plans for

[1:36:10] Trustee Smith: engagement with first nations are compatible with all the other processes particularly

[1:36:15] Trustee Smith: what i just heard you talking about about the islands trust policy statement process and finally

[1:36:21] Trustee Smith: i want to make you aware that the itc board and the trust executive which has always traditionally

[1:36:27] Trustee Smith: met once a year have decided to meet quarterly for shorter meetings but more focused on particular

[1:36:33] Trustee Smith: issues and that I think is going to help us coordinate better our mutual

[1:36:38] Trustee Smith: interests. So I'm happy to hear from any of you who have ideas about how we'll

[1:39:02] Voice 13: And the trust then, you know, the people in the trust area pay for it exclusively when arguably it's for the benefit of more than those residents.

[1:39:13] Voice 13: And I think that the material prepared in support of the new staff position lays out the work very clearly and the cost of, you know, the support.

[1:39:26] Voice 13: And I think it's just an opportunity when you're having your work plans reviewed and you have this budget application prepared, it would be a very opportune moment to make that request.

[2:19:51] Voice 14: to convey that there is an intent to undertake public engagement as part of the process and that

[2:19:56] Voice 14: there will be a full commitment to doing a thorough and um public engagement process was there one

[2:20:00] Voice 14: other message those are the three key messages that they asked us to convey to you oh and the

[2:20:04] Voice 14: other will be that in their communications they do intend to include messaging around the difference

[2:20:09] Voice 14: between a right to use crown land and the privilege of using crown land as part of as part of their

[2:20:14] Voice 14: public communication rollout so those what they had asked us to convey to council um to inform

[2:20:19] Voice 14: decisions about or to let you know about their plans to move forward with regard to this letter

[3:47:23] Voice 20: So I just need a clarification from this body right now, if we were, if our rise in report was on the legal decisions or on our collective understanding of the mandate.
