[0:00:11] Voice 9: This is our regularly scheduled Trust Council meeting.

[0:00:18] Voice 9: what did I say? Trust Council. Oh, my goodness me. See, I told you. A small Trust Council.

[0:00:31] Voice 9: This is what happens when I'm a little bit flustered.
[0:00:37] Voice 9: I'd like to thank everyone for joining us today.
[0:00:40] Voice 9: And I'd like to start with an acknowledgement that we are fortunate to be able to gather in locations across traditional territories of the Coast Salish people.
[0:00:51] Voice 9: And we're going to do some introductions.
[0:00:53] Voice 9: introductions and what I'd like to do again like we've done in the previous one is just take our
[0:00:58] Voice 9: times with our introductions, say a little bit about who we are, where we're from and a little
[0:01:03] Voice 9: bit of our own backgrounds. I think this is a very beautiful tradition and it's a really great
[0:01:10] Voice 9: way for people to actually see who we are not just what we are. So for myself I am elected on
[0:01:18] Voice 9: Sudea South Pender, which is the traditional territories of many Coast Salish nations.
[0:01:26] Voice 9: And myself, I am Christina Peschel-Evans, daughter of Laila Jürgensen and Eric Watson.
[0:01:33] Voice 9: My stepfather is Stephen Peschel, and I have two beautiful children and two gorgeous grandchildren.
[0:01:40] Voice 9: children. And my heritage, I am Irish and Norwegian. And I grew up all over Europe as I was
[0:01:48] Voice 9: raised in the British military. So I have seen and lived in many different cultures, which has
[0:01:55] Voice 9: given me a wonderful insight as to how many ways people can live. And I've got to say that coming
[0:02:03] Voice 9: to Canada, and then moving across Canada to wind up here into one of the most beautiful places
[0:02:10] Voice 9: this is truly a gem of of an island for myself it is so peaceful it is so warm and welcoming and
[0:02:19] Voice 9: the the lands here are special and you feel it when you step out here and it is i believe our
[0:02:29] Voice 9: duty to make sure that this is kept for many many many generations to the best of our ability
[0:02:38] Voice 9: and that we work with the first nations to make sure that this is done in a very respectful way
[0:02:46] Voice 9: and that we can uphold how and why this these places are special so i'm just going to move
[0:02:55] Voice 9: along my screen and if we can do our intros and pardon me for again i have i have a computer with
[0:03:02] Voice 9: the mouse doesn't work so i i'm going to be a little slow on some of my things so i'm going
[0:03:07] Voice 9: going to go over to Trustee Allen.
[0:03:11] Trustee Allen: Okay, well, I wasn't here at the last meeting, so this is a
[0:03:13] Trustee Allen: brand new introduction. I'm glad I got to hear somebody do something. Okay, my name is Alex
[0:03:21] Trustee Allen: Allen. I'm elected on Hornby Island. I was born in Cornwall, England and immigrated when I was
[0:03:29] Trustee Allen: barely born, basically, to Courtney. Yeah, Courtney, where my father interned as a doctor
[0:03:36] Trustee Allen: at St. Joseph's Hospital and we actually had a campsite on Heron Rocks called Doctor's Corner
[0:03:44] Trustee Allen: and it's still called Doctor's Corner. It still looks exactly the same as I was a kid basically
[0:03:49] Trustee Allen: except for the beach because now there's sea lions on the near rock there that weren't there before
[0:03:55] Trustee Allen: so the beach is not as pristine if you know what I mean as it used to be. And then we gave up our
[0:04:03] Trustee Allen: share unfortunately we didn't buy property back then and uh moved down to victoria so basically
[0:04:09] Trustee Allen: grew up victoria my mother is a romanov she uh we're related to the last czar nicholas ii
[0:04:17] Trustee Allen: her father is the nephew of the czar that's right prince dimitri but she married an alan
[0:04:24] Trustee Allen: and um from england and uh yeah so i've got a bit of a interesting background on both sides
[0:04:31] Trustee Allen: but apparently it's a penchant for vodka and dancing,
[0:04:34] Trustee Allen: but I don't drink vodka, and I can't dance unless I drink.
[0:04:38] Trustee Allen: So, anyways, that's my family heirloom, apparently,
[0:04:40] Trustee Allen: and I feel blessed to be living on Hornby Island.
[0:04:45] Trustee Allen: It's beautiful in the winter.
[0:04:46] Trustee Allen: In the summer, it's a bit much.
[0:04:49] Trustee Allen: And I knew that when I was a kid.
[0:04:52] Trustee Allen: I'd always say I just moved to a golf island with my dog and a computer,
[0:04:56] Trustee Allen: and I did.
[0:04:56] Trustee Allen: I just dropped out of society.
[0:04:58] Trustee Allen: I used to work in marketing and advertising in Toronto and Vancouver,
[0:05:02] Trustee Allen: We were in Victoria and I just had it.
[0:05:03] Trustee Allen: Why escape every Saturday morning when I get to live in this environment during the week?
[0:05:08] Trustee Allen: So I did that.
[0:05:09] Trustee Allen: And here I am.
[0:05:11] Trustee Allen: Thank you.

[0:05:19] Trustee Fast: I'm zooming in from beautiful Nukleilquim, which is Bowen Island in Alkitsam, Howe Sound, over here in Squamish Nation Territory.
[0:05:29] Trustee Fast: and um my uh uh mother's name was mary ham my father's name is is uh paul fast and he's in the
[0:05:38] Trustee Fast: other room on another zoom here he lives with me uh and my husband uh here near snug cove on
[0:05:45] Trustee Fast: bowen island near uh which is one of the main bays that people used to paddle into
[0:05:52] Trustee Fast: and I was born in Kitchener Waterloo which is in the Haldeman Tract so southern Ontario it's in
[0:06:01] Trustee Fast: land that was deeded back to the or reserved I guess for the First Nations in that area but
[0:06:16] Trustee Fast: now there's settlers all over it and grew up in Sault Ste. Marie where all the Great Lakes come
[0:06:22] Trustee Fast: come together. And that's the part of the, sorry, I've forgotten the word. But anyway, I grew up
[0:06:35] Trustee Fast: near Shingwauk Hall. It shared a playground or a skating rink kind of field with the elementary
[0:06:44] Trustee Fast: school that I started at. So Shingwauk Hall was a residential school. And I was going to
[0:06:51] Trustee Fast: my first few years of school. We had a few rows of beautiful, very quiet children in the back row
[0:07:01] Trustee Fast: that I don't think spoke English. And that's, anyway, I've been conscious of First Nations
[0:07:11] Trustee Fast: presence in the landscape since I was small. And I'm really pleased to be living here on
[0:07:22] Trustee Fast: on Bowen Island and all the work on reconciliation
[0:07:25] Trustee Fast: that I've been able to contribute to,
[0:07:27] Trustee Fast: as well as the stewardship work of taking care
[0:07:30] Trustee Fast: of the land and waters that I've been trying
[0:07:33] Trustee Fast: to contribute to as well.
[0:07:35] Trustee Fast: And may we all paddle together.

[0:07:47] Voice 4: I'm elected on Huete-Lasquite Island,
[0:07:50] Voice 4: Island, a territory of many Coast Salish peoples and the Treaty Territory of the Tlaman Nation.
[0:07:58] Voice 4: I was born in Reno, Nevada, in Shoshone and Washoe Territory. My father, Larry Peterson,
[0:08:09] Voice 4: is of Norwegian descent, and my mother, Judith Arne, is of German and English descent.
[0:08:22] Voice 4: I have an ancestor who wrote Hail Britannia coming from my mother's side.
[0:08:31] Voice 4: Old song, not as popular as it once was.
[0:08:33] Voice 4: and yeah I had the great fortune of of coming north of the border and with my
[0:08:44] Voice 4: family when I was a child and we found this special little jewel in the Salish
[0:08:49] Voice 4: Sea and were able to property in the early 70s was very inexpensive and we
[0:08:58] Voice 4: ended up managing to immigrate and live here permanently when I was still quite
[0:09:02] Voice 4: young and feel gratitude for that every day to be living and working here thank
[0:09:13] Voice 9: you very much

[0:09:19] Voice 1: morning everyone um thank you uh chair evans for this
[0:09:23] Voice 1: opportunity um reflecting uh about um the immigration of my family in 1963
[0:09:31] Voice 1: 63, really unawares of Canada as a place, a place of many nations since time immemorial.
[0:09:45] Voice 1: And, you know, I've lived both here in Canada and in England, which is where we immigrated
[0:09:55] Voice 1: from.
[0:09:56] Voice 1: um but um i don't really know any other place to call home than here and i am grateful to
[0:10:05] Voice 1: live here and every waking moment is spent reflecting on some aspect of that history of
[0:10:14] Voice 1: the nations that have been here since time immemorial and um i hope i tread lightly and i
[0:10:20] Voice 1: And I hope I am respectful, I try, with regards to living here in this place and trying to
[0:10:32] Voice 1: sort out this complexity of reconciliation today.
[0:10:36] Voice 1: So really grateful to have these opportunities in my life.

[0:10:48] Voice 7: everyone. So I'm very pleased to be joining you today from the territory of the Songhees,
[0:10:55] Voice 7: the Korgan people of the Songhees and Esquimalt First Nations. I've grown up in Wissanage
[0:11:00] Voice 7: territory where I continue to live and with my two teenage boys and my husband and many,
[0:11:06] Voice 7: many friends. And I'm very pleased to have worked for the Trasnel for over 20 years in a variety of
[0:11:12] Voice 7: positions and find great pleasure in supporting the preservation and protection of island
[0:11:18] Voice 7: environments and communities and supporting Trust Council with its good work. In my private life I
[0:11:24] Voice 7: very much enjoy hiking areas in this area and also take great pride in my work which I'm now
[0:11:29] Voice 7: stepping away from in May but working with the UVic Environmental Law Centre it's been a real
[0:11:34] Voice 7: privilege in my private life to work with all these young students working to do good good
[0:11:39] Voice 7: work in the world and I would just say as and my personal life I'm the daughter of Susan Garnett
[0:11:46] Voice 7: and Michael Rumble, with a heritage that spans a number of places
[0:11:50] Voice 7: from St. Lucia to Britain to Canadian roots,
[0:11:55] Voice 7: but largely Great Britain.

[0:12:59] Voice 5: elected on Denman Island. I'm between the West Coast and the United Kingdom where I was born,
[0:13:10] Voice 5: but I've been moving back and forth. On my mother's side I've come from a long line of
[0:13:19] Voice 5: Canadians in the prairies, and my father's side come from a long, well, a short line of people
[0:13:26] Voice 5: in England and Ireland and Scotland before that. So, yeah, very much an immigrant, but also,
[0:13:35] Voice 5: you know, some time here on this continent, too.

[0:18:24] Voice 7: then I'll be back shortly and everything's status quo. So if the screen vanishes, I would hope it
[0:18:29] Voice 7: comes back quickly. And with regard to your follow-up action list, you've got a couple of
[0:18:34] Voice 7: of items here of course one is the big one which is the policy statement amendment project which
[0:18:39] Voice 7: this is about the policy that guides how we do the amendment process so I fully expect this that
[0:18:45] Voice 7: this will sit here until the end of the term and once we've really got much more substantively
[0:18:50] Voice 7: through the process you can reflect as a committee on whether that process was acceptable and whether
[0:18:56] Voice 7: the policy guided us suitably and they could make recommendations to trust council for changes
[0:19:00] Voice 7: changes for future amendment processes the second is regarding the secretariat services and this is
[0:19:07] Voice 7: another one that maybe later in the year after you've had this meeting today or even at the end
[0:19:10] Voice 7: of this meeting you could reflect on whether you do want policy changes to include criteria for
[0:19:17] Voice 7: selection of secretariat service support this is somewhat on pause because we haven't had the staff
[0:19:24] Voice 7: capacity to undertake this but also there were legislative changes that happened a couple of
[0:19:28] Voice 7: of years ago which enabled the trust to give grants and we haven't had the staff capacity
[0:19:34] Voice 7: to bring forward policy relating to that new power and it may be that as a result of that we
[0:19:39] Voice 7: might you know trust council might choose to move more in a granting direction and then might
[0:19:45] Voice 7: consider you know withdrawing the secretariat services policy so I'm not in any rush to do
[0:19:50] Voice 7: this because in fact we might at some point recommend a whole new regime we just simply
[0:19:55] Voice 7: haven't had the staff time to bring that forward yet um and then following um stewardship tips
[0:20:01] Voice 7: documents are completed and finally um this is for i think trustee fast i'm not sure who's on
[0:20:06] Voice 7: that working group from this committee but the final one is there's a working group that's been
[0:20:10] Voice 7: established to provide recommendations around the montreal pledge and maybe i'll turn it to
[0:20:15] Voice 7: trustee fast for that update yes
[0:20:17] Trustee Fast: thank you at our last meeting we uh trust programs committee moved
[0:20:21] Trustee Fast: that we bring back specific recommendations.
[0:20:25] Trustee Fast: And so I've been in touch with Claire Frader
[0:20:29] Trustee Fast: about timeline for that.
[0:20:31] Trustee Fast: So I'll reconvene the small working group of five people.
[0:20:35] Trustee Fast: So Alex, you'll get an email from me
[0:20:37] Trustee Fast: and the other members of that little working group.
[0:20:41] Trustee Fast: And I'm just going to draft up something simple
[0:20:43] Trustee Fast: to bring to the next Trust Programs Committee
[0:20:47] Trustee Fast: and to Regional Planning Committee
[0:20:49] Trustee Fast: who didn't have time to see it last time and then hopefully we can get it to Trust Council again
[0:20:54] Trustee Fast: in June. So that's underway.

[0:21:06] Voice 7: Well simply I can just give you an update around the policy statement project.
[0:21:10] Voice 7: So where we're at with that is we have provided a request for decision to executive committee
[0:21:16] Voice 7: that they'll consider on Wednesday at a special meeting around the potential rollout process
[0:21:21] Voice 7: us um for which would and what staff are recommending um was that we make it the document
[0:21:26] Voice 7: public on a committee of the whole agenda at the end of april for a meeting we're proposing three
[0:21:32] Voice 7: committee of the whole meetings through may at which council could discuss and deliberate on
[0:21:36] Voice 7: the document um and then towards the end of may the committee of the whole could determine whether
[0:21:41] Voice 7: it felt ready to provide some recommendations to trust council or whether it seemed prudent
[0:21:45] Voice 7: to continue meeting as committee of the whole so on wednesday executive committee will have
[0:21:50] Voice 7: have that conversation and determine if they feel comfortable with that approach or if they'd like
[0:21:53] Voice 7: a different approach for supporting council discussions on the draft. So that's where we're
[0:22:00] Voice 7: at right now and I'm happy
[0:22:02] Voice 9: to take any questions. I have a quick question on that. So if the
[0:22:08] Voice 9: agenda is being released at the end of April and three meetings are being proposed throughout May
[0:22:15] Voice 9: that means that they should be about once a week which means that we'll have a very very short time
[0:22:22] Voice 9: to read a very very large agenda and wrap our heads around it before our first meeting which
[0:22:28] Voice 9: i think is one of the discussions that this trust committee had had stating that we needed a bit
[0:22:33] Voice 9: more time to to read it and digest it before we step into our first meeting that's going to be
[0:22:38] Voice 9: public to make sure that what we're talking about that we're in a good position to discuss it
[0:22:45] Voice 9: to move forward if we're too rushed then we can be saying things in the public forum
[0:22:50] Voice 9: that may cause um a little bit of of pushback because we haven't had time to read through
[0:22:59] Voice 9: everything yet so that is that was something that we had talked about in this in this committee
[0:23:05] Voice 9: meeting so i'm with them i'm i'm still hopeful that we'll have a little bit more than a week
[0:23:10] Voice 9: to read it because that's not going to happen especially for those of us and a lot of us are
[0:23:15] Voice 9: working too.
[0:23:16] Voice 7: So certainly you've got two executive committee members in this meeting today and I see
[0:23:20] Voice 7: Tyler's turned his screen on there. Tyler did you want to speak to that?
[0:23:27] Voice 6: Yes thank you to the
[0:23:30] Voice 6: trustees but we're you know we still have to once we have endorsement or if we have endorsement from
[0:23:35] Voice 6: the executive we have put sort of a tentative schedule that would require pulling of trustees
[0:23:41] Voice 6: to formalize and finalize the dates,
[0:23:43] Voice 6: but the draft schedule for consideration by the executive
[0:23:50] Voice 6: provides about a three-week lead time
[0:23:52] Voice 6: from the publication of the Committee of the Whole agenda
[0:23:55] Voice 6: and obviously distribution to trustees to that first meeting.
[0:24:00] Voice 6: So, you know, we might have a little wiggle room
[0:24:01] Voice 6: of a couple of days on either side,
[0:24:03] Voice 6: but we're really trying to honor that sentiment
[0:24:06] Voice 6: that has been expressed around having a lot of time
[0:24:08] Voice 6: to digest the document before you get into discussion.
[0:24:11] Voice 6: of it okay
[0:24:13] Voice 9: but you're still planning on fitting in three meetings in may with a three-week lead
[0:24:17] Voice 9: time correct
[0:24:18] Voice 6: yes so
[0:24:19] Voice 9: basically it's three three meetings in one week uh
[0:24:23] Voice 6: no they would be um
[0:24:25] Voice 6: subsequent weeks so over a series of three weeks um um that would conclude
[0:24:32] Voice 6: beginning of june end of may um providing again some additional additional time before if there
[0:24:38] Voice 6: there is any recommendations that get forward to trust the next trust council again there's that
[0:24:43] Voice 6: that period for uh percolation and thinking about it um any of those recommendations perfect okay
[0:24:50] Voice 9: so it's three meetings initiating in may not occurring in may yeah
[0:24:56] Voice 6: it would be about mid-may
[0:24:57] Voice 6: would be the first one got
[0:24:59] Voice 9: it got it understood thank you that that definitely clarifies things

[0:26:29] Voice 1: meeting and then determine the scope of interest and how the policy statement lands in order to
[0:26:39] Voice 1: determine the scope and time necessary to continue that conversation. Because I think we're all
[0:26:48] Voice 1: We're all very much interested in taking as much time as is necessary to digest this and talk amongst ourselves and with our communities in order to advance this in a consensus sort of guiding direction, I would suggest.
[0:27:07] Voice 1: Yes. So I just wanted to add that in, that although there's certainly the framework of advancing this,
[0:27:15] Voice 1: that framework can fluctuate, particularly around time, as is seen necessary by all of Trust Council.

[0:27:33] Voice 7: certainly yes so executive committee will be discussing comfort level and how and how
[0:27:37] Voice 7: this is rolled out there is no timeline so council can take as much or as little time as it wishes on

[0:27:47] Voice 7: it's now a committee of the whole meeting where there will be no decisions made um we were i think
[0:27:52] Voice 7: were of the view it could potentially be somewhat a little bit less than three weeks i think because
[0:27:56] Voice 7: of the briefing that we gave you because the first meeting would simply be an introduction
[0:27:59] Voice 7: and a
[0:28:00] Voice 7: walkthrough generally, so there wouldn't necessarily even be a need to be too familiar
[0:28:04] Voice 7: because we would be helping you become familiar with it. But certainly executive committee will
[0:28:08] Voice 7: be having the conversation and can determine how it wishes to proceed in terms of reviewing the
[0:28:15] Voice 7: document. I'm personally thrilled that we now have the committee of the whole power,
[0:28:18] Voice 7: such that council can be assured it won't be making any decisions. It will simply be
[0:28:23] Voice 7: a discussion and debate until there's time for recommendations from the committee to council.
[0:28:28] Voice 7: Council. I'm hopeful that there'll be agreement with this approach because I think it will
[0:28:32] Voice 7: provide assurance to the public that nothing will happen before there's been adequate discussion
[0:28:36] Voice 7: and the next recommendation we'll likely be bringing forward is sort of a dedicated town hall
[0:28:41] Voice 7: for the public once Council's had a chance to really become familiar with it then provide a
[0:28:46] Voice 7: really deliberative venue to hear public comment ahead of any Council discussion on the matter.
[0:28:52] Voice 7: So we look forward to hearing from Executive Committee. We are planning regular communications
[0:28:56] Voice 7: with trustees sort of a weekly newsletter that will keep everyone up to date with the kinds of
[0:29:00] Voice 7: questions we're getting what the next steps will be really planning to have a two-way conversation

[0:32:06] Voice 9: We will own the communication that goes forward.

[0:32:15] Voice 9: specialists so we do have some expertise coming in on that but we still so if we want to add or

[0:33:42] Voice 6: ideas from the community. So how do we bring all those together in a way that allows for
[0:33:49] Voice 6: good deliberation by trustees over a series of months or years? So that's really the goal.
[0:33:54] Voice 6: The first step is we do have a document we want to get in front of trustees. We do know
[0:34:00] Voice 6: that there is some history with the process and with the document and there's going to
[0:34:05] Voice 6: to be concerned from members of the public so first and foremost what we're trying to do and
[0:34:09] Voice 6: i think we're leading us uh into the committee of the whole and again this is all contingent upon
[0:34:15] Voice 6: an endorsement of an approach from the executive um making sure that trustees and staff are very
[0:34:21] Voice 6: very clear on process both with respect to how it's going to unfold um so they can answer those
[0:34:27] Voice 6: questions and be comfortable in their own mind but so are staff so if you know a trustee or a
[0:34:32] Voice 6: a member of the public calls a particular staff member,
[0:34:34] Voice 6: they're always getting the same information about what is the process.
[0:34:39] Voice 6: And I think first and foremost is that first reading right now
[0:34:43] Voice 6: is not even being pondered.
[0:34:44] Voice 6: There's still a lot of process, right?
[0:34:46] Voice 6: That's sort of the question that I see it.
[0:34:48] Voice 6: And, you know, again, trustees may go a different route
[0:34:51] Voice 6: as they get into this period around processes.
[0:34:55] Voice 6: Are we moving towards a document that's good enough
[0:34:57] Voice 6: to get out into the public and start receiving feedback?
[0:35:01] Voice 6: feedback so um planning around that um is we don't want to find ourselves in a reactive position
[0:35:10] Voice 6: um and so making sure that we're we're ready adaptable and flexible uh depending on where
[0:35:16] Voice 6: um trustees want to go with their deliberations but more importantly where does a public
[0:35:21] Voice 6: conversation go and what are trustees hearing this staff hearing this so we want to make sure
[0:35:27] Voice 6: that we're putting out real accurate complete information about both the process hey this is
[0:35:34] Voice 6: what's being considered not first reading where nothing's nothing's being uh immediately adopted
[0:35:39] Voice 6: uh no we're moving towards uh getting a document out uh through trustee deliberation and there
[0:35:46] Voice 6: will be an extensive period in which the public part of that also is not just a process though
[0:35:52] Voice 6: it's directing people to where they can find complete accurate information because often
[0:35:58] Voice 6: and we're all we're all guilty of it we hear something and uh and if there's a void and where
[0:36:02] Voice 6: we find that information you know i live on a gulf island too i know how those uh those type
[0:36:07] Voice 6: of stories can unfold so really it's just about um hey here's the process um and making sure that
[0:36:14] Voice 6: people as best as possible are aware of that there's always going to be items we can't mitigate
[0:36:19] Voice 6: um and then uh parallel to that but also complementary to that is hey this is where
[0:36:25] Voice 6: you find all the information to date this is where you find it's going to be directing people largely
[0:36:30] Voice 6: to the website where there's just people can we're trying to structure it so if people just need that
[0:36:36] Voice 6: super uh superficial high level how okay this is it or for the folks that do really like that deep
[0:36:42] Voice 6: dive um they'll be able to do that as well and go through materials so that's that's sort of
[0:36:49] Voice 6: the approach that's why we've uh developed what we hope is the committee of the whole is just to
[0:36:54] Voice 6: really provide a measured a measured approach that both trustees and the public and staff
[0:36:59] Voice 6: can really say hey okay we're moving in a direction here there's lots of conversations
[0:37:03] Voice 6: still to occur and the process is really open and transparent to get us to a place of a document
[0:37:10] Voice 6: first and foremost that we can now start sharing again and engaging on in the public and then after
[0:37:16] Voice 6: an extensive amount of time that the public has we can get all the all that public information
[0:37:20] Voice 6: all the trustees have heard all the input from first nations and other external agencies back
[0:37:27] Voice 6: in front of trust council next year for a really really deep uh deliberation of where you want to
[0:37:34] Voice 6: go with it based on everything that you've heard

[0:38:12] Voice 7: trustees to be leaders in their community but also directly for community to go and find answers
[0:38:16] Voice 7: directly and then let us know and again because it's a web page it's eminently changeable if
[0:38:21] Voice 7: If there's, you know, anything that needs amending, we can take a look at it and respond, you know, nimbly to making changes.
[0:38:27] Voice 7: So I think that will be important. As we move forward in the launch, there will be a suite of things like a news release.
[0:38:32] Voice 7: We're going to have social media all focused around process so that people understand what's happening,
[0:38:37] Voice 7: that this is going to happen again at the speed that it needs to, as driven by council, and that we are nowhere near a decision at this point.

[0:38:48] Voice 7: we're going to be talking about the future of the trust area and everyone's going to bring

[0:41:04] Voice 7: groups are volunteer-led, but benefit the trust through coordination. This program arose out of
[0:41:11] Voice 7: two terms ago, Trust Programs Committee spent most of the term dealing with a topic that they
[0:41:16] Voice 7: named service integration, because there was a real concern that there was a lack of conversation
[0:41:21] Voice 7: happening between regional districts and the province and the federal government and the trust
[0:41:25] Voice 7: around all manner of topics. I will say as a staff person, I don't see that any longer. There's not
[0:41:30] Voice 7: that same level of heightened anxiety. And I think this program is part of the reason for that,
[0:41:35] Voice 7: that there's now much better relationship and good conversation. So at Trust Council,

[0:49:14] Trustee Fast: municipality is a member as well and i just wanted to flag that as a as a good um uh outreach
[0:49:22] Trustee Fast: outreach networking coordination collaboration kind of group for all kinds of local governments
[0:49:30] Trustee Fast: as well as the expertise that comes from the province and some of the
[0:49:37] Trustee Fast: expert groups that work together as a team I think working together is a better way
[0:49:42] Trustee Fast: for most of these things and that's partly why these forums fora are so terrific I wanted to
[0:49:49] Trustee Fast: To mention in the next one down, the Alkitsam House Sound Community Forum was on Friday.
[0:49:58] Trustee Fast: And that's why I couldn't come to AVICC or I would have been there somehow.
[0:50:05] Trustee Fast: But it was terrific.
[0:50:08] Trustee Fast: This is for the elected official group that we all sat around the table.
[0:50:14] Trustee Fast: And this was the first time that a provincial minister came to the forum to present about ecotourism and how tourism might be balanced with everything else so that it's a good situation all around in terms of I thought the group might be interested in terms of long range bicycle tourism, you know, 60 kilometers to 90 kilometers a day kind of tourism.
[0:50:43] Trustee Fast: Anyway, the idea of a bike path all the way up to Squamish.
[0:50:47] Trustee Fast: So I wanted to mention the Vancouver Postal Community's Climate Leadership Steering Committee.
[0:50:57] Trustee Fast: It's my belief that that's kind of calculation by population, so many dollars per head kind of thing, which is what we do on the Bowen side, Bowen municipality also to support some of these groups.
[0:51:15] Trustee Fast: Oops, I think Ocean Watch Action Committee, we do that or the Biosphere.
[0:51:21] Trustee Fast: Anyway, it's one of those ways of not excluding small communities that local governments are using.
[0:51:33] Trustee Fast: And Ocean Watch Action Committee, I meant to mention, is part of the Al-Qudsum House Sound Community Forum Secretariat Funds that met the Friday before.
[0:51:43] Trustee Fast: and um so that's got spatial planning marine spatial planning happening as you're doing up
[0:51:49] Trustee Fast: in lambert channel i gather from the documents that are part of the agenda uh with this lambert
[0:51:56] Trustee Fast: channel with the bain sound forum so that sounds great and uh i am just one of my last little
[0:52:04] Trustee Fast: comment i'm in support of all the recommendations including uh keeping aside the 750 dollars
[0:52:10] Trustee Fast: for requests that may come up through the year.
[0:52:14] Trustee Fast: It seems to me that in the last couple of years
[0:52:17] Trustee Fast: there may have been a couple of requests
[0:52:18] Trustee Fast: that come in from First Nations groups
[0:52:21] Trustee Fast: and I kind of like having something
[0:52:26] Trustee Fast: to be able to respond at a different time of year.
[0:52:29] Trustee Fast: So I would be happy to move the motion

[0:53:48] Voice 4: So to me, that speaks to concerns we heard previously about the quality of the information, doubts about the quality of the information.
[0:53:57] Voice 4: I think we've got some pretty high-level partners that we're part of this with.
[0:54:03] Voice 4: So I have no problems with this, the suggestions or the recommendations from staff and very much appreciate that we're in a position to give all of these groups what they're asking for this time.

Director Frater indicated that the Executive Committee will be reviewing the next steps of the Policy Statement Amendment Project, which may include a number of Committee of the Whole meetings. It was noted that communication about the process will be critical for the success of the project. 7. BUSINESS - WORK PROGRAM ITEMS 7.1 Secretariat Services to Coordination Groups in the Trust Area - Request For Decision Director Frater introduced the Request For Decision.
