[0:00:50] Voice 3: this group in this environment that we live in. And so a little bit about myself. I am Christina
[0:00:59] Voice 3: Evans. I'm married to Marty Evans, who is third generation on South Pender. I have two daughters
[0:01:05] Voice 3: and I have two granddaughters. And one of my granddaughters is named after my mother and my
[0:01:11] Voice 3: my sister, and my other grandson, even after a movie.
[0:01:20] Voice 3: My parents are Irish and Norwegian.
[0:01:24] Voice 3: My mother was from Lidingen in Norway, and she was Lyle Jørgensen.
[0:01:31] Voice 3: And my father was Eric Watson, and he was born in Coventry,
[0:01:37] Voice 3: but his grandfather was from Dublin, and his mother, my grandmother,
[0:01:42] Voice 3: was from waterville in ireland so that's a little bit about me and my background and

[0:04:59] Trustee Allen (probable): Comox First Nations and other Coast Salish peoples. I guess I'll just, my father's Anthony
[0:05:08] Trustee Allen (probable): see Brian Allen from Connors Quay, Wales. My mother is Nadia Romanoff from, well, born
[0:05:16] Trustee Allen (probable): in Paris and beyond from somewhere else. And we emigrated to Comox, in actual fact, just
[0:05:28] Trustee Allen (probable): after I was born in 1969. And I was born in Cornwall, England. So there you go. And I

[0:06:13] Voice 10: My name is Claire Freider. My title here is Director of Trust Area Services, and I'm very pleased to be coming today from the territory of the Lekwungen peoples of the Esquimalt and Songhees First Nations, and I'm very grateful to live in the territory of the Wissanich peoples.
[0:06:29] Voice 10: I'm of settler ancestry, daughter of Susan Garnett and Michael Rumble, and of British ancestry.
[0:06:34] Voice 10: industry. So thanks for having us here today. We look forward to a fun meeting and I'm very
[0:06:38] Voice 10: pleased to introduce Joe Elliott, who is the new Senior Indigenous Relations Advisor for
[0:06:44] Voice 10: Island's Trust. He's been with us over a month now, I think, Joe. And I'll turn it over to Joe
[0:06:49] Voice 10: to introduce himself to the committee. He's here today. We're still somewhat considering it
[0:06:53] Voice 10: orientation time for Joe, so I'm not going to be relying on him or putting him on the spot for
[0:06:58] Voice 10: questions so much as making sure he meets all of you and is becoming aware of the activities of
[0:07:03] Voice 10: of the committee today.
[0:07:04] Voice 10: So with that, over to you, Joe.
[0:07:08] Voice 2: Yeah, thank you, Clare.
[0:07:09] Voice 2: Like my comal status which originates
[0:07:13] Voice 2: from .
[0:07:13] Voice 2: So my family name comes from and I,
[0:07:17] Voice 2: in my early years, I moved away from when I was about 17
[0:07:20] Voice 2: and lived in for many years until about three,
[0:07:23] Voice 2: four years ago.
[0:07:23] Voice 2: So moved back to back to Cowichan.
[0:07:26] Voice 2: So I'm a Cowichan tribes member
[0:07:28] Voice 2: residing on our traditional territory.
[0:07:30] Voice 2: And if I come from one of the tribes that amalgamated
[0:07:33] Voice 2: to make out some tribes, and I come from Quamachin.
[0:07:36] Voice 2: And if we look at the roots of Quamachin,
[0:07:39] Voice 2: and my great-great-grandfather was a settler that moved in.
[0:07:43] Voice 2: He arranged marriage, and so he married a chief's daughter here.
[0:07:48] Voice 2: And with that marriage, it became some acreage, 250 acres or more.
[0:07:55] Voice 2: And through that process, when his wife became deceased,
[0:08:00] Voice 2: deceased chief susan michael atz's daughter became deceased during one of the epidemics she um he was
[0:08:06] Voice 2: able to uh take that land and remove it from the from the reserve in some kind of capacity um
[0:08:12] Voice 2: and so if we look at our transitions in our traditional way the first nation traditional
[0:08:18] Voice 2: land stays with the selenium the woman and but in our i guess western thinking you know the land
[0:08:25] Voice 2: belongs to the male so if we if we think thinking that way there's a lot of changes that occur
[0:08:29] Voice 2: occur because usually we follow our roots through our our our our grandmothers our great grandmothers
[0:08:35] Voice 2: um and if we look at Quamichin Quamichin is connected all the way up to all islands that
[0:08:41] Voice 2: basically were listed all the way up to Cape Mudge and further um so we have people that
[0:08:46] Voice 2: were leadership in Quamichin buried in Cape Mudge and all the other islands from from that location
[0:08:52] Voice 2: and and sometimes even further um and my my grandmother has a beautiful weed basket that
[0:09:01] Voice 2: she used to trade with her auntie from um Sly Ammon and it's so and my my dad's Cuomo Snat his
[0:09:07] Voice 2: name that he carried came from uh Squirrel Cove so we had connection up and down the coast all
[0:09:13] Voice 2: the way to Seattle to Oregon and further um so there's all there was interconnection how we
[0:09:18] Voice 2: we related so it's i'm looking forward and working with the team and continue looking at their
[0:09:23] Voice 2: preservation of the environment and working in that capacity and and being in support in any
[0:09:28] Voice 2: kind of way i can be in regards to as an indigenous advisor for engagement um in that process so hi

[0:09:48] Voice 4: robert barlow the legislative

[0:09:56] Voice 4: Lekwungen-speaking territory, and to settlers mostly of Manx and Swiss origin. And I'm happy

[0:11:24] Voice 3: to take a look at the draft minutes from the previous Trust Council meeting. Do we have
[0:11:29] Voice 3: any changes that need to be made to the minutes? If not, then I'm going to also accept them by
[0:11:37] Voice 3: general consent. So I'll give you a couple of seconds because I know that some people are
[0:11:41] Voice 3: having difficulties with their laptops um not seeing any hands being raised so i'm going to
[0:11:48] Voice 3: say by jen said that the minutes of the trust programs committee regular meeting of april 15th
[0:11:54] Voice 3: 2024 be approved by general consent and there were no resolutions without meetings so we can go over
[0:12:04] Voice 3: to the follow-up action list i'm going to ask um steph just quickly walk us through where we're at
[0:12:12] Voice 3: um things could be pretty brief because most things are sort of just uh for our committee on
[0:12:19] Voice 3: hold um so to separate uh
[0:12:24] Voice 10: thank you uh chair evans um really no updates on this first page here
[0:12:29] Voice 10: around except that you the policy statement um policy about the policy statement will bring back
[0:12:34] Voice 10: to you at a future date when it seems appropriate um we are not yet bringing you criteria for the
[0:12:40] Voice 10: secretary at services as I mentioned previously with enough staff capacity fingers crossed in
[0:12:45] Voice 10: the future we'll potentially propose a whole new policy to council now that you have the ability to
[0:12:50] Voice 10: bring grants and that's it for now we've really narrowed this up and you'll see that your working
[0:12:56] Voice 10: group has it's got my name next to it but really this was your working group that produced the
[0:13:01] Voice 10: briefing on your agenda today around the COP 15 follow-up around the biodiversity framework so
[0:13:07] Voice 10: I'm happy to take questions in general. I will just be happy to advise you. Jillian Nichols remains
[0:13:12] Voice 10: on a temporary assignment as your program coordinator. She's working as your planning
[0:13:16] Voice 10: technician currently. So I have brought in a temp from a temp agency who's just going to be helping
[0:13:21] Voice 10: fill the gaps. We've kind of reached the limit of what we can do, leaving that position vacant.
[0:13:25] Voice 10: So I have someone here who's going to be able to help fill the gaps for some of that work,
[0:13:29] Voice 10: just to keep it moving a bit more swiftly. But I am grateful to Jillian for having taken on some
[0:13:35] Voice 10: of the backfilling of her own position in her overtime hours but we are bringing in a bit more
[0:13:40] Voice 10: assistance and you may or may not have heard yet but Tyler Brown our staff per senior policy
[0:13:46] Voice 10: advisor has taken another position and so he'll be leaving us at the end of the month after the
[0:13:51] Voice 10: committee of the whole meeting and shortly I do have someone with an accepted offer that I'll
[0:13:55] Voice 10: announce shortly by email to trustees who will be taking that role very pleased to have a swift and
[0:14:01] Voice 10: excellent transition there um so just wanted you to be aware of that um there will be some impacts
[0:14:07] Voice 10: to the project i suppose with someone new coming in but um not the kind of vacancies for multi
[0:14:12] Voice 10: months that we've had in the past so we're grateful to tyler and all his leadership on
[0:14:16] Voice 10: on the project so far and we wish him really well in his new job um and finally yep so i guess yep

[0:15:53] Voice 10: we offered three webinars through the spring here,
[0:15:55] Voice 10: and we offered the participants an email link to a survey
[0:16:00] Voice 10: that they could complete.
[0:16:01] Voice 10: And so through that,
[0:16:03] Voice 10: we were able we're able to gather information about how we're doing and delivery of these webinars
[0:16:08] Voice 10: that you're putting on and sponsoring as you can see we had fairly good turnout sort of ranging up
[0:16:13] Voice 10: to around 200 people for many of them and we had some bumps in delivery but generally general
[0:16:19] Voice 10: feedback what I would say is we're having low completion of the surveys relative to the number
[0:16:24] Voice 10: of participants so as you review them I would tend to suggest a grain of salt as you review
[0:16:30] Voice 10: the results because often if someone's contented with something they don't tend to click through
[0:16:34] Voice 10: and complete a survey about it so this is provided we're being as transparent as we can providing
[0:16:39] Voice 10: all the raw feedback that we received to sort of inform your future decisions about the delivery
[0:16:44] Voice 10: of these programs and for staff to be aware of how things are being delivered and any tweaks
[0:16:49] Voice 10: we might want to make to delivery you'll see we in our recommendations about future webinars we've
[0:16:55] Voice 10: certainly reviewed the feedback and particularly around the wildfire one where we had feedback
[0:16:59] Voice 10: back from how sound residents that they felt the content was too focused on the ecosystems of the
[0:17:05] Voice 10: southern gulf islands we've provided an option to you for next year should you choose to take it up
[0:17:11] Voice 10: on it take us up on it that we could deliver a wildfire webinar again with more of a focus on
[0:17:16] Voice 10: how sound ecosystems but certainly staff are here to take questions if you like around the results
[0:17:22] Voice 10: but just know that staff have reviewed this and we'll take it on board for any future delivery

[0:18:23] Voice 11: bowen island also in house sound i was going does this apply to us i wonder if it does so um
[0:18:30] Voice 11: Um, for the next webinar, I think, um, uh, it could just be, uh, the rest of the trust area
[0:18:38] Voice 11: or something like that would be better. Thanks to make sure everybody feels included in whether

[0:19:38] Voice 6: Thank you. Just on Trustee Fast's point, I note on page 25 under the potential topic of Howe Sound focus, it does mention the feedback suggested it didn't provide consideration for Northern Islands or those in Howe Sound.
[0:19:56] Voice 6: So I would support that if we go that way, it could be focused on Howe Sound and the Northern Islands. Just wanted to amplify that point.
[0:20:09] Trustee Allen (probable): Okay, I'd just like to put myself on the speaker's list. Yeah, I was disappointing in terms of how many people actually were registrants versus how many people completed the survey, but who knows why.
[0:20:22] Trustee Allen (probable): started with 40 people answering then
[0:20:25] Trustee Allen (probable): six people just doing a survey and edit them
[0:20:28] Trustee Allen (probable): and obviously the groundwater for some reason was more popular than the
[0:20:34] Trustee Allen (probable): freshwater so who knows but then we're talking six people and you can tell that the six
[0:20:38] Trustee Allen (probable): people were the people that commented later and you can certainly tell
[0:20:42] Trustee Allen (probable): the 66 Hornby Islanders comments at the
[0:20:46] Trustee Allen (probable): end I could figure out each one who was from Hornby Island but
[0:20:50] Trustee Allen (probable): But yeah, I agree with the terms of the southern centric.
[0:20:56] Trustee Allen (probable): Yeah, it'll be nice to have more of Northern Island profile.
[0:21:00] Trustee Allen (probable): But we did actually have a really good wildfire webinar held on Hornby Island last year through the Conservancy, Hornby Island.
[0:21:10] Trustee Allen (probable): And the name, he's just written a book on the wildfires and it was really well presented.
[0:21:15] Trustee Allen (probable): So, yeah, that's all I had. Thank you.

[0:21:30] Voice 1: um because i received quite a bit of really positive feedback from uh both my own area
[0:21:36] Voice 1: and more further abroad not just the southern gulf islands um as the the the um the expansion
[0:21:46] Voice 1: on the thinking around the nature of fire
[0:21:51] Voice 1: and how we've treated fire historically
[0:21:54] Voice 1: and how we're looking at other forms of knowledge,
[0:21:59] Voice 1: knowledge keepers with First Nations
[0:22:01] Voice 1: and how fire was managed in the landscape prior to contact
[0:22:07] Voice 1: and how we're adapting and adopting our practices
[0:22:11] Voice 1: to embrace those historical practices.
[0:22:17] Voice 1: But I think it was very well received.
[0:22:21] Voice 1: And regardless of the geographic focus that may have occurred,
[0:22:27] Voice 1: the principles apply throughout the Islands Trust area.
[0:22:32] Voice 1: There's certainly some subtle differences in tree or in forestry species,
[0:22:40] Voice 1: species, but the principles are very much the same. And I just wanted to shout out that it was
[0:22:45] Voice 1: an excellent webinar and was certainly well received by the people I talked to. Okay. Thank

[0:29:45] Voice 10: for the buck was to reach people who owned land and had land that they they were responsible for
[0:29:50] Voice 10: but also it's just a technical matter that we're unable to produce from the land title data that
[0:29:55] Voice 10: we receive a list of people that lived in a strata or apartment building.
[0:30:00] Voice 11: Okay. Because my concern is that these are also voters, and they have the right to know as well. And my observation during the COVID period has been that people are moving around like crazy. And on Bowen here, we're getting people from different parts of North America, and some of them may not know anything about the Islands Trust.
[0:30:24] Voice 11: So I thought maybe this idea of right to know or the democratic principle, can you tell me a little more about how community partners have been delivering?
[0:30:40] Voice 11: Because it seems to me that looking at the list of the materials, that some of them would be really good for newcomers to have, even if they weren't landowners or if they were part of a strata with other people who knew the Islands Trust really well.
[0:30:53] Voice 11: it would still give them a little bit of background information because they
[0:30:59] Voice 11: because we're part of a democracy and they deserve the right to know so I wondered about
[0:31:03] Voice 11: can you tell me about community partners and how that works I haven't seen any of it on Bowen so I

[0:31:56] Voice 10: The other thing I would suggest for Bowen, particularly because they do not receive the property tax notice that gets delivered to every property taxpayer in the region, is perhaps you could approach the executive committee as part of our communications planning.

[0:32:13] Voice 10: could be built into the communications program here generally so that would be through the

[0:51:33] Voice 5: removing we're talking about a threat that we wish to remove um and like it's a good thing to do but
[0:51:39] Voice 5: it's it's a it's it's a a negative focus um the reason that i would suggest that it might be worth
[0:51:46] Voice 5: worth uh having some at least some uh lead into a native plant gardening concept is that that's
[0:51:56] Voice 5: a positive it's like okay well here's a way that we can remove something that's negative from the
[0:52:00] Voice 5: environment but replace it and replenish with um you know something that's moving forward something
[0:52:06] Voice 5: that's progressive um and i think that from a um from a communications perspective for us as an
[0:52:13] Voice 5: organization it's really it could be really valuable for us to come through with a positive
[0:52:18] Voice 5: message that combines with with that uh with that part just from a broader perception angle um but i
[0:52:25] Voice 5: do there's there's lots there's always going to be a lot of detail in any of these subjects that

[0:55:23] Voice 3: these things that help suppress some of these um invasive elements I think having those two

[0:55:33] Voice 3: going to want to watch a webinar where half of it is about removal when they're looking and

[0:56:36] Voice 11: been in the news again and there's different fires popping up that have been burning all winter
[0:56:40] Voice 11: and I think I would like to present part two of living with wildfire and
[0:56:49] Voice 11: And partly because it's a hugely important topic that could involve mass evacuations and huge changes to life on an island if the local folks can't get on top of it quickly.
[0:57:18] Voice 11: And from what I'm hearing, the nature of fire has changed in that some fires create their own weather.
[0:57:27] Voice 11: I don't know whether we'd ever have those kinds of fires on smaller islands.
[0:57:32] Voice 11: But it seems to me that with warmer temperatures and changes in rainfall and all these kinds of things, I would really support keeping the wildfire topic on there, plus the survey results.
[0:57:48] Voice 11: And I'd be willing to go ahead with the topics three and four don't have to be together if people don't like that.
[0:58:00] Voice 11: Maybe another way to think about it could be invasive species removal in terms of the positive would be to help the pollinators and in terms of reducing wildfire risk for gorse and broom and some of the things that have been mentioned, for example.

[0:58:30] Voice 11: And I'm more flexible about the topics three and four that staff have suggested.

[1:07:41] Voice 10: was proving to be very expensive. Council had budgeted $25,000. We were trying to get matching
[1:07:47] Voice 10: funding. That did not happen, and then no action was ultimately taken, and the funds were redirected
[1:07:51] Voice 10: into the policy statement engagement project in the end. So that was just provided to you for
[1:07:57] Voice 10: your background. However, there are a number of other themes that show up in this that you might
[1:08:01] Voice 10: might wish to consider. The one that I highlighted for you earlier that sort of knew this term would
[1:08:07] Voice 10: be climate change. There might be things you wish to propose in that area. I will also note for you
[1:08:11] Voice 10: your next briefing topic is around the integrated strategic plan or integrated spatial planning
[1:08:19] Voice 10: that this committee might consider recommending to council but at this stage staff wouldn't have

[1:10:15] Voice 5: that and wanting to uh i want to try and strive for for uh you know making our requests as as
[1:10:25] Voice 5: realistic as we can um that said the the question i would have for uh director freighter

[1:10:33] Voice 5: um uh is so looking at the um secretariat services um budget uh so obviously we we approved a smaller
[1:10:45] Voice 5: budget last year. But I know that we've had to do these little bits of sort of trimming and

[1:10:58] Voice 5: Secretariat Services, all of the Secretariat Services that we offer. I think we get really
[1:11:04] Voice 5: tremendous value from that, those investments in those groups. So I'm just wondering, is
[1:11:12] Voice 5: Is, based on the requests that we had last year, and I don't have those in front of me, unfortunately, is $15,000 sufficient to sort of cover those requests?
[1:11:25] Voice 5: Obviously, we're not obligated to, like, fund everybody to whatever their wishes or the heart's desire, but, you know, is $15,000 going to be sufficient?
[1:11:37] Voice 10: So through the chair, I can say we did do some work with the coordination groups of which we are members cooperatively to bring in requests that kind of fit within the budget you had available.
[1:11:47] Voice 10: Certainly, I think had we not done that, you would have had larger requests coming in.
[1:11:52] Voice 10: But we did advise groups of what was available and there was some sort of, you know, advising that went on between staff and those groups.
[1:11:59] Voice 10: So I think if you wanted to increase the budget, likely those coordination groups would welcome it.

[1:14:39] Voice 11: about the proactive, the positive, the empowering, the enabling nature of the webinars that we were
[1:14:54] Voice 11: discussing earlier um i've um full disclosure my career has been uh for many years was in
[1:15:02] Voice 11: stewardship education and i think it's a a really good way of helping people to connect more with
[1:15:10] Voice 11: their land and to build the um property value of their land even uh but also to um uh just in
[1:15:19] Voice 11: in general, preserve and protect the Honours Trust area,
[1:15:24] Voice 11: which is what we're all here for in this committee.
[1:15:28] Voice 11: So I like Trustee Borthwick's idea of increasing the education budget to 17
[1:15:41] Voice 11: and maintaining or increasing the secretariat budget as well,
[1:15:47] Voice 11: Because to speak for that, that's a relatively new project. I think, I believe it just came in in 2020 or 2019. And it was a time of taking on another part of our mandate as the Islands Trust, which is in collaboration with others.
[1:16:07] Voice 11: there's so many projects going out there this is a way for the trust which is really
[1:16:11] Voice 11: staff are spread so thin uh to maintain connections and influence and uh assist
[1:16:19] Voice 11: other groups in carrying out part of the um object of the trust so um i think we should

[1:19:00] Voice 5: But I'd be interested to hear if that's where that sits in everybody else's palette.

[1:19:08] Voice 11: Yeah, I just want to bring up another part of this, which is that education programs are always the most vulnerable to, especially when they're webinars or something that is yet to be scheduled, right?
[1:19:29] Voice 11: Right. And it's not something you. Anyway, it's easy to cut education programs.
[1:19:36] Voice 11: Is it are they we get good reaction from people in the surveys and and we have it's very difficult to measure the impact of education program programs.
[1:19:53] Voice 11: But I would venture to say that some of the secretariat and collaborative and partnership kinds of opportunities that Islands Trust and Islands Trust Conservancy have is because of the kinds of outreach that we do as part of stewardship education.
[1:20:18] Voice 11: And so it may be that the values are difficult to measure, or the benefits are difficult to measure, but what would be a world without education? And like, what's the cost of not educating?
[1:20:37] Voice 11: And secondly, they are traditionally really vulnerable to be put off until it's too late to do them, and you don't have the staff and that kind of thing. And I'm not being negative about any staff people. I'm just saying that education programs are vulnerable.
[1:20:58] Voice 11: And just the fact of underspending doesn't mean that they're not really valuable and worth doing, and that we don't have a good way of calculating the benefit except through the responses in the surveys, which are limited as well in terms of how much.
[1:21:16] Voice 11: but evaluating education programs is very difficult and I'll just ask Director Frater
[1:21:23] Voice 11: whether she's got any more insight into evaluating the benefits of education programs besides the
[1:21:30] Voice 11: outreach and the visibility. Thank you.
[1:21:34] Voice 10: No I would say it's a hard thing to evaluate and
[1:21:36] Voice 10: again as I noted the survey results often we see an engagement evaluation people who are
[1:21:43] Voice 10: discontented with something tend to show up more in your evaluation surveys than people who really
[1:21:46] Voice 10: enjoy themselves. I would also say that you as trustees can assist us with evaluation as you're
[1:21:51] Voice 10: out in your community. You could ask people if they know of what we're doing. If you saw them
[1:21:55] Voice 10: on the attendee list, ask them what they thought. That sort of qualitative feedback is also very
[1:22:00] Voice 10: useful to us. To do much more than we're doing would add significantly to the costs of what we're
[1:22:05] Voice 10: doing. So I think what you're getting is what we can do within the resources available. We also,
[1:22:11] Voice 10: So through the website, people can offer feedback.
[1:22:13] Voice 10: We have, you know, the general admin inboxes for people to comment as well.
[1:22:17] Voice 10: But yeah, it is, education is a hard thing to evaluate, I would say.
[1:22:20] Voice 10: And since I have the floor here, I'll just mention, I am hopeful that we'll have more
[1:22:24] Voice 10: staff resources.
[1:22:25] Voice 10: We've sort of had a lot of coming and goings in the last year.

[1:23:17] Voice 6: that are most useful for people living in the islands

[1:23:34] Voice 6: that have an axe to grind and and just somewhere or another taking the opportunity to to come in
[1:23:41] Voice 6: and make comments uh um when when these uh opportunities arise but the that's that's not
[1:23:49] Voice 6: really that germane uh from my point of view i i look at the much more positive response that i
[1:23:56] Voice 6: I hear about these education opportunities in the communities.
[1:24:07] Voice 6: The secretariat function, although I think it's harder for a lot of people who are not engaged in what those groups are doing,
[1:24:20] Voice 6: I think it may be harder for some people to sort of really grasp the value of what we're doing there.
[1:24:28] Voice 6: um having been part of the um attended the bain sound forum and now as as chair of a couple of
[1:24:36] Voice 6: southern islands uh doing the regularly attending the southern gulf islands uh forum with the mp
[1:24:43] Voice 6: and the mla and uh and other folks that are coming in to to help part of the discussions
[1:24:48] Voice 6: i i it's part of working with others it's part of the mandate i i think it's one of the things
[1:24:55] Voice 6: we do well um in terms of that part of the mandate and um i certainly i i i i can't support
[1:25:05] Voice 6: reduction of either of these i i totally accept if if the consensus is not to increase okay fine
[1:25:12] Voice 6: uh i just noted that we in the in the discussion earlier we were talking about whether we could
[1:25:17] Voice 6: have our dream of getting these four stewardship education programs and you know let's send them
[1:25:23] Voice 6: off the staff and hope hope we can make it happen and and so just to come full circle back to uh
[1:25:30] Voice 6: director freighter's comment uh because we've been understaffed and haven't been able to deliver

[1:39:37] Voice 11: under background. So for over a year, since March 2023, when council received a delegation from
[1:39:49] Voice 11: the Gulf Island Alliance, Trust Programs Committee has been trying to do some work on this.
[1:39:56] Voice 11: We struck a joint committee with the Regional Planning Commission committee, but they weren't able to see it at their earlier agenda before the summer, before, well, during the year, and then they haven't got it on their current agenda as far as I was able to see.
[1:40:18] Voice 11: So it's basically a working group of me, Trustee Allen, Trustee Elliott, the Toby Elliott, and Laura Patrick, and Risa Smith, who was invited by one of the other trustees to join the committee.
[1:40:43] Voice 11: So it's a joint committee, working group, but really it's Trust Programs Committee as the only committee that's looked at it.
[1:40:52] Voice 11: And I helped with the first go-round that came back to Trust Council in December.
[1:41:00] Voice 11: And then I took the drafting of this session forward.
[1:41:06] Voice 11: I didn't hear from Trustee Allen, heard very little from the other members of the committee of the working group either.
[1:41:13] Voice 11: uh because of travel and other work commitments and the trust policy statement had just been
[1:41:18] Voice 11: released in the draft um in the uh committee the whole agenda that kind of thing so anyway
[1:41:26] Voice 11: here it is and i'm wondering whether uh this committee would like to um uh send it forward it
[1:41:33] Voice 11: to uh trust council so there's a bunch of work's been done on it and uh i will just um uh you you've
[1:41:42] Voice 11: read the report and if you scroll up to the illustration um there uh this was the best
[1:41:50] Voice 11: illustration i could find from the big question that came from the last trust programs committee
[1:41:54] Voice 11: meeting which is how is this different from what uh planning on the islands looks like already
[1:42:00] Voice 11: that the islands trust does the main differences are it's dynamic and it's focused on trends and
[1:42:06] Voice 11: what is changing um and it's frequently updated maps and things like that it's objective oriented
[1:42:12] Voice 11: focused on a purpose you can see that the first one the little path established vision and goals
[1:42:17] Voice 11: and then science oriented and so this illustration is the best one I ran this past the consultant
[1:42:27] Voice 11: who's working for the I'll get some how sound marine spatial planning guide and that put the
[1:42:36] Voice 11: the links in here. I'm involved in that group. It's a governance advisory committee trying to
[1:42:43] Voice 11: figure out how our plan, how to do marine spatial planning. And so I ran, I've been thinking about
[1:42:51] Voice 11: this. I'm involved in that group. I have the outkits somehow sound kind of perspective from
[1:42:56] Voice 11: the biosphere and from the marine spatial planning guide, which is off and running.
[1:43:02] Voice 11: I'm wondering, hopefully, when I've completed my little outline here, we can see whether I've got more input from those of you involved in the Bain Sound roundtable or the other ones that are out there, the Gulf Islands or the Southern Gulf Islands.
[1:43:22] Voice 11: I don't know what the, is it a national park one? Anyway, the other kinds of roundtables that may be out there.
[1:43:29] Voice 11: But anyway, I think this illustrates the difference in the kinds of planning that we might consider if Trust Council or if this committee wants to direct it forward to Trust Council to say, we think staff should take a look at this.
[1:43:48] Voice 11: We think it's got potential because I can only take it so far.
[1:43:52] Voice 11: and other trustees are really busy and none of us have the professional expertise or the
[1:43:59] Voice 11: we all come with our own biases and things and I think it would be good to get the impartial
[1:44:05] Voice 11: kind of advice of our professional staff. So I've provided some more description down there
[1:44:14] Voice 11: of how I got to this point of recommending that Islands Trust needs better spatial planning tools.
[1:44:22] Voice 11: Let's ask staff to investigate this.
[1:44:25] Voice 11: There's a few new things that have happened since Trust Council originally asked for the
[1:44:33] Voice 11: working group, and that is that the provinces is working on this coastal marine strategy
[1:44:39] Voice 11: that's been coming along.
[1:44:41] Voice 11: The link there that says figure one indigenousoceans.ca, there's a lot of First Nations and
[1:44:50] Voice 11: indigenous input into this kind of planning, particularly around marine. So it might be
[1:44:57] Voice 11: a way to work towards better connections there and involving more skills and perspectives.
[1:45:07] Voice 11: And I think the, since I wrote this, oh no, I did get it in there. Yes. Now the Howe Sound
[1:45:19] Voice 11: area is starting to take this approach into the terrestrial side and so I'm looking at one model
[1:45:25] Voice 11: over here and I'll get some house sound I'm wondering if there's any input to this committee
[1:45:31] Voice 11: and what do you think about the idea of taking it forward to staff to ask them for some
[1:45:38] Voice 11: recommendations if we advance it to trust council over

[1:49:02] Voice 11: The marine or terrestrial is just the starting point,
[1:49:09] Voice 11: Really, I gather that in Europe and in other parts of the world, integrated spatial planning tends to be more urban because those places are more urban and have been settled in quotation marks for a longer time without as much Indigenous stewardship until relatively recent times, I might suggest.
[1:49:39] Voice 11: But also, this is why I mentioned that from the marine spatial planning that had been
[1:49:53] Voice 11: started in Howe Sound, Alkitsam, it's now being taken on to the terrestrial side.
[1:50:01] Voice 11: So it's just a style of planning or an approach to planning.
[1:50:04] Voice 11: And it's not whether it's urban or marine or whatever.
[1:50:09] Voice 11: it's a different way of approaching planning uh by looking at the trends and what's changing
[1:50:15] Voice 11: and uh uh and it seems to be something um that is uh of interest to the first nations groups
[1:50:23] Voice 11: i can send more links if you like um for example the um um i have a marine indigenous protected
[1:50:34] Voice 11: and conserved areas opportunities and recommendations for realizing canada's
[1:50:38] Voice 11: commitments to reconciliation and marine conservation. Anyway, there's a bunch of
[1:50:43] Voice 11: these kinds of links that I can send. And also just marine planning is usually starting from
[1:50:49] Voice 11: kind of hardly any maps. So it appears very different. But the approach is the same as to
[1:51:01] Voice 11: gather information, but also see what's changing. What's the current condition? And where do you
[1:51:07] Voice 11: want to get to um so that it's a little different than the ocps and the land use bylaws and the sort
[1:51:13] Voice 11: of dotted lines on the map that don't change uh than we're used to it's a different approach um
[1:51:18] Voice 11: as the climate is changing and so many things are changing it may be something that we want
[1:51:24] Voice 11: to suggest uh that trust council assigned some staff time uh to thank you yeah

[1:51:33] Trustee Allen (probable): you know it's not just an island's trust endeavor it would be you'd have to collaborate with so many

[1:52:51] Voice 11: options um if uh and that will be up to trust council so this recommendation is actually for
[1:52:58] Voice 11: for Trust Council, but it's up to this committee

[1:55:03] Voice 6: when we bring especially for the members of this committee we've with this isn't the first time

[2:08:51] Voice 10: they wish to keep it and have the edits and the recommendations happening within the committee
[2:08:55] Voice 10: of the whole until such time as it goes to council. That's what I think I heard in March
[2:08:58] Voice 10: at Trust Council. That seems to be what executive committee's been supporting. So depending on how
[2:09:03] Voice 10: how this committee wishes to proceed,
[2:09:04] Voice 10: you could take this off and then have council re-add it
[2:09:07] Voice 10: should they choose to reassign it back

[2:10:08] Voice 10: about how we undertake referral processes as it relates to crown lands they're dated they refer
[2:10:13] Voice 10: to agencies that no longer exist they were drafted before reconciliation was being undertaken the way
[2:10:19] Voice 10: it is um but that sits there it's currently not resourced we don't have any staff person to work
[2:10:24] Voice 10: on it the next one is um came out of a housing initiative of last term looking at whether or
[2:10:30] Voice 10: or not the trust could hold land whether trust council could hold land for affordable housing
[2:10:34] Voice 10: it needed quite a bit of a think whether you essentially make another agency like the
[2:10:38] Voice 10: conservancy within the islands trust to hold land and the third one is community stewardship awards
[2:10:43] Voice 10: last term council changed the policy it used to be every year then last term they changed it to
[2:10:48] Voice 10: every two years and at the end of term they changed it to every four years such that this
[2:10:53] Voice 10: program would be administered by this committee in the final year of the term so that's your work
[2:10:58] Voice 10: program as it stands right now um and the only change i might recommend is you remove number
[2:11:02] Voice 10: one if you'd like to um and then have council refer it back to you so i'll leave it there

CALL TO ORDER “Please note, the order of agenda items may be modified during the meeting. Times are provided for convenience only and are subject to change.” Chair Peterson called the meeting to order at 3:00 p.m. He acknowledged that the meeting was held on the territory of the Coast Salish First Nations. 2. APPROVAL OF AGENDA By general consent the agenda was approved as presented. 3. BUSINESS ITEMS 3.1 Local Trust Committee's Response When Receiving a Referral from the Province of British Columbia for Rogers Communications Tower Proposal Discussion ensued and Trustees made the following comments: The subject property is one of the only sites available for community housing; Housing has priority over a cell tower; The location is not appropriate due to proximity to public facilities, residences, and the potential public housing site; The community has voiced substantial opposition to a cell tower to be located on the proposed site; and There are no studies on the affects of a tower on wildlife. ADOPTED Hornby Island ADOPTED 2 Local Trust Committee Special Meeting Minutes May 22, 2024 The Planner clarified that the Hornby Island Land Use Bylaw specifies that public service uses are allowed in all zones. The bylaw defined public service as “the provision of water, gas, electrical, telephone, television or emergency services by a government body or agency or by a company regulated by the Utilities Commission Act or the Radiocommunication Act of Canada, serving only the Hornby Island local community. HO-2024-016 It was MOVED and SECONDED that the Hornby Island Local Trust Committee direct staff to include in any response to the referral from the Province of BC regarding the Rogers Communications tower proposal, the following concerns that: a) the Local Trust Committee supports the proposal for community housing forthcoming from the Hornby Island Community Economic Enhancement Corporation in this location; b) the Local Trust Committee has received substantial community opposition to a communications tower in this location; c) the Local Trust Committee has concerns over the effects of the tower on wildlife, given the location in close proximity to the adjacent park which is home to wildlife and migratory bird routes; d) the location is too close to public facilities (school, playground, health clinic, ball park, etc.); and e) the location is too close to existing housing. CARRIED 3.2 Local Trust Committee's Response to the Hornby Island Community Economic Enhancement Corporation (HICEEC) and the Local Housing Society's Request to Amend the Bylaws Governing the Public Use Zone It was noted that the application to amend the bylaw would be received in approximately one week. HO-2024-017 It was MOVED and SECONDED that the Hornby Island Local Trust Committee request that a letter of support be drafted to the Hornby Island Community Economic Enhancement Corporation (HICEEC), stating its intent to consider amendments to the Hornby Island Land Use Bylaw No. 150 to support inclusion of community housing as a permitted use in the Public Use - PU(a) Zone site specific regulations.
