[0:03:07] Voice 11: since time immemorial and the repetition of it in every exactly the same wording except for the
[0:03:13] Voice 11: name of the island in every single section is um um i think bad draftsmanship i'm not sure

[0:09:18] Voice 12: protection zones and so on so at this point you've had two trustees that responded to the
[0:09:22] Voice 12: expression of interest trustee murray bowen and trustee michaela laroni there's an opportunity
[0:09:27] Voice 12: to appoint one trustee and an alternate so i leave it to the group um to um undertake

[0:14:24] Voice 9: yep um so once again the islands trust has been issued a clean audit report from the auditors
[0:14:29] Voice 9: which is always what we want so yay for that i won't speak to the specific details of the
[0:14:34] Voice 9: financials, the financial report and the consent agenda item section speaks to the specific details
[0:14:38] Voice 9: of the financial results for the year. I will highlight that our financial position has
[0:14:42] Voice 9: improved year over year. That's a result of two main things. First, we realized more revenue last
[0:14:48] Voice 9: fiscal year, primarily due to increased grant revenue and increased investment income. And
[0:14:53] Voice 9: once again, we had underspending against budget due to staff vacancies and underspending against
[0:14:58] Voice 9: projects. So I can happily take questions on the numbers. Otherwise, we would just seek council
[0:15:02] Voice 9: Council approval.

[0:16:42] Voice 12: intended to bring it forward and so we had voted to um address this uh this trust council
[0:16:49] Voice 12: but in the meantime we asked executive committee our staff to to provide a brief reporting piece
[0:16:56] Voice 12: on what are some options and then as a result of that uh the recommendation here is that this
[0:17:03] Voice 12: preliminary briefing not yet ready for decision be sent to um the governance committee and the
[0:17:10] Voice 12: financial planning committee for some additional thoughts and analysis and so um it wasn't quite
[0:17:17] Voice 12: ready to come back to council for a decision and so this recommendation is just to um keep doing
[0:17:22] Voice 12: some thinking on it and the implications and there may be a recommendation not to take any action so
[0:17:30] Voice 10: right and so to be clear the motion is to forward this to the committees and if you choose not to
[0:17:35] Voice 10: forward it to the committees then it would go no further at this point so um uh i'd seek a motion
[0:17:41] Voice 10: um perhaps would be the best way to get this started well we can if you want to have questions
[0:17:51] Voice 10: we can have questions so sure what's
[0:17:56] Voice 11: the reasoning behind it coming to the governance
[0:18:03] Voice 10: the body that covers all because
[0:18:05] Voice 12: on no on your matrix was at one point uh reimbursement or um
[0:18:12] Voice 12: remuneration for trustees and so this is partly a policy piece um that you might want to weigh
[0:18:21] Voice 12: in on or it would inform your discussion on remuneration yeah

[0:18:33] Voice 12: i'm not clear how much of a problem this actually is and what we're trying to solve
[0:18:39] Voice 12: and whether or not um the fiscal responsibility of of trying to investigate this and administrate
[0:18:47] Voice 12: this would actually cost more than the recovery costs so that's one of my concerns with this and
[0:18:53] Voice 12: that we are going down potentially a rabbit hole where we could be dealing with bigger issues

[0:19:05] Voice 10: evans and then bernardo yeah
[0:19:07] Voice 12: that was sort of my question too was how how much of
[0:19:10] Voice 12: a problem is this like it per per trust council meeting that we have how many people don't show
[0:19:16] Voice 12: up for booked rooms um and uh yes and and the other part is that i would be concerned about is
[0:19:25] Voice 12: the um the consequences should this move forward would be equal to a full month's salary
[0:19:34] Voice 12: not showing up and uh given how little we're paid i don't see that being fair um so i see
[0:19:43] Voice 12: a lot of issues with this for uh and and like trustee stamford said an issue that is potentially
[0:19:51] Voice 12: actually a small drop in the bucket of things occurring last minute for us not to be able to
[0:20:00] Voice 12: show up here once we've committed to showing up. And we do have to commit quite far in advance to
[0:20:05] Voice 12: show up as well. So I think I'm reluctant to go down this path. So I don't think I could support
[0:20:14] Voice 12: moving this further forward unless it's proven that this is a pervasive issue that really requires
[0:20:20] Voice 12: of scrutiny yeah
[0:20:26] Voice 3: yes thanks um yeah my comments from the same vein which is i think uh we need
[0:20:36] Voice 3: to decide today whether this thing is worth advancing at all and if it is i i wouldn't have
[0:20:42] Voice 3: any objection for it moving on to the governance committee if this body determined this was
[0:20:46] Voice 3: important enough for it the question though is as t stanford pointed out is it is it worth the
[0:20:55] Voice 3: effort uh i'd like to know uh what are we talking about in terms of dollars like what have we lost
[0:21:02] Voice 3: as a result of this do we know um

[0:21:09] Voice 10: reporting we don't have a lot of detail but i'm going to let julia address what we've provided

[0:21:15] Voice 9: those are great questions they did come up at executive committee as well at that time we
[0:21:19] Voice 9: didn't have a sense of how pervasive the problem was um i did work with the admin staff to sort of
[0:21:24] Voice 9: do a historical look at our trust council meetings to see how many um controllable late cancellations
[0:21:31] Voice 9: uh we were experiencing it ranges from zero to two per trust council meeting um so that might
[0:21:38] Voice 9: not be viewed as as very frequent um this policy as i understand it or this work is centered around
[0:21:44] Voice 9: really controllable absences and not things that you know i fell on the stairs and injured myself
[0:21:49] Voice 9: offering ill or there's fairy issues and so we just looked at that data um just to address trustee
[0:21:55] Voice 9: evans's comment around the implications of this to a trustee could equal a full month's salary
[0:21:59] Voice 9: um council could land there if it chooses to pursue this path or you know council could just
[0:22:05] Voice 9: adopt a penalty of sorts you know a hundred dollar treaty or something so there's ways around that
[0:22:10] Voice 9: but first council needs to decide if they want to advance the work

[0:29:11] Voice 12: It was initially to investigate lost causes because somebody signed up to come and then it didn't show up.

[0:29:20] Voice 12: There was quite a few absentees.

[0:29:28] Voice 12: more related to code of conduct so if we're um being compensated for council related work

[0:29:39] Voice 12: represent our constituents how is that addressed and is it through um a remuneration um a cost

[0:33:13] Voice 9: you um this briefing is here simply to remind trust council that there is a really important
[0:33:18] Voice 9: session planned for the september trust council meeting that's our budget assumptions and
[0:33:23] Voice 9: guidelines uh session that we'll be engaging in so guidelines has come up as part of corporate
[0:33:27] Voice 9: planning um it's a really important part of improving our budget process um so we'd like
[0:33:33] Voice 9: to prompt or FPC has asked that staff prompt council at this juncture to start thinking about
[0:33:38] Voice 9: those things so that you're prepared for the session in September. We have included a few
[0:33:43] Voice 9: examples of budget guidelines on page 263 of the agenda package. These are examples that came out
[0:33:49] Voice 9: of a previous year guideline session for the district of Saanich. So the corporate planning
[0:33:54] Voice 9: group had looked to the district of Saanich as a model and so we've used their examples. If you
[0:33:59] Voice 9: hit up google and you type in budget guidelines local government you will find a whole host of
[0:34:03] Voice 9: examples to help get you thinking about these things um i can take any questions that there
[0:34:08] Voice 9: might be on this topic uh or maybe see if the chair of fbc has anything to add otherwise i
[0:34:14] Voice 9: think that's it yeah
[0:34:18] Voice 3: um there's a surprise um the um i just want to remind people that
[0:34:25] Voice 3: budget guidelines are themselves a component of strategic thinking. They help define the outcome
[0:34:36] Voice 3: of a budget process, what that budget looks like at the end of the piece, by setting some
[0:34:41] Voice 3: parameters basically for the budgeting process. For example, if there's a political decision by
[0:34:51] Voice 3: by a body to limit tax increases to X percent,
[0:34:57] Voice 3: then that's an instruction that can be crafted
[0:35:00] Voice 3: in the form of a budget guideline
[0:35:02] Voice 3: that then the staff has that to work with
[0:35:05] Voice 3: when they're developing departmental red line,
[0:35:08] Voice 3: their own departmental budgets.
[0:35:12] Voice 3: That's just one example.
[0:35:14] Voice 3: I'm not saying we need to have something like that,
[0:35:16] Voice 3: but typically it's a tool that's used to get a control
[0:35:22] Voice 3: over your spending profile going forward.
[0:35:27] Voice 3: It's setting some sort of limit,
[0:35:29] Voice 3: not necessarily a numerical limit,
[0:35:31] Voice 3: it could be a conceptual limit,
[0:35:32] Voice 3: but it's setting boundaries.
[0:35:35] Voice 3: As we know, and I've made this point a number of times,
[0:35:38] Voice 3: that our processes just don't allow us
[0:35:42] Voice 3: and enable us to do this cost-benefit analysis
[0:35:44] Voice 3: that's necessary.
[0:35:45] Voice 3: Budget guidelines are pretty standard.
[0:35:48] Voice 3: And as the director pointed out,
[0:35:50] Voice 3: So it's worth looking at examples of what other local governments do.
[0:35:55] Voice 3: As with everything we do, there's a question here of striking a balance.
[0:35:59] Voice 3: If you're an outright, complete fiscal conservative, okay, you can expect that from that quarter there's going to be some pretty rigid demands to have a 0% increase or even a clawback or whatever.
[0:36:11] Voice 3: And if you want to support absolutely everything that's out there, you're probably not a fan of even having any type of guide.
[0:36:17] Voice 3: But we've got to somehow find a balance point that works for this organization so that when we do get to the budget process, at the end of the annual budget process, we don't end up doing what we seem to be doing all the time, which is having very long meetings where we're trying to reduce the tax burden by looking at a very small percentage of what the actual budget is about.
[0:36:44] Voice 3: We're looking at the discretionary spending for projects, somehow $600,000, $700,000, whatever that is.
[0:36:50] Voice 3: And we end up just going to war over these little marginal amounts of money.
[0:36:54] Voice 3: You know, let's cut $15,000 here, $25,000 here, in order to sort of grind it down to what we believe is going to be an acceptable tax increase.
[0:37:03] Voice 3: Well, there's a better way of doing it, which is before you get to having that meeting.
[0:37:07] Voice 3: All right.
[0:37:08] Voice 3: That's my spiel about budget guidelines.
[0:37:10] Voice 3: lines please read the very brief memo in the materials if you haven't uh read the examples
[0:37:17] Voice 3: and as the director pointed out uh take a little bit of time five ten minutes look look up what
[0:37:22] Voice 3: some other uh jurisdictions are doing because we are going to be coming back to you uh with
[0:37:28] Voice 3: some suggestions uh in september thank you
[0:37:33] Voice 12: thank you um so budget has always been a real challenge
[0:37:39] Voice 12: from my perspective and i'm just curious um i'm not sure who to ask this question of
[0:37:43] Voice 12: um around the corporate planning component if that sits within the budget guidelines
[0:37:50] Voice 12: um because i would love to understand how that the sort of salary black box starts to weave into
[0:37:59] Voice 12: our understanding of what we just did on the wall um is that going to be somehow reflected in the
[0:38:05] Voice 12: budget guidelines is that something that we'll see in september at the same time to help us think
[0:38:10] Voice 12: about the budget in advance of those more contentious meetings and the planning for
[0:38:15] Voice 12: departments for them to help think about that i guess i have a question about that
[0:38:24] Voice 9: such faith um i can attempt to answer that so the intent of a corporate plan is to give us
[0:38:30] Voice 9: guiding documents that will form part of can form part of your budget guidelines that inform the
[0:38:37] Voice 9: budget process and the budget itself so if we have a strategic plan in it and that feeds into
[0:38:43] Voice 9: to departmental work plans that set up the timeline
[0:38:46] Voice 9: to achieve what we've been told to achieve
[0:38:47] Voice 9: in the strategic plan.
[0:38:49] Voice 9: We then can look at the departmental work plans
[0:38:51] Voice 9: and say, okay, year one or two of the budget,
[0:38:53] Voice 9: whichever year we're in, says we're gonna take on this work
[0:38:56] Voice 9: and that's what we're going to prioritize.
[0:38:58] Voice 9: And council can look to that guiding document and say,
[0:39:01] Voice 9: yes, that guiding document stands,
[0:39:03] Voice 9: we instruct that you prioritize funding for that work.
[0:39:06] Voice 9: And then any new work outside of this
[0:39:08] Voice 9: will either require certain criteria to even come forward
[0:39:11] Voice 9: or is going to require a heightened level of scrutiny or can't come forward at all so it
[0:39:17] Voice 9: they worked together um i'm not sure where this is going to be by the time we get to september
[0:39:25] Voice 9: certainly if we've got something workable here we will be working it into the process um you know
[0:39:31] Voice 9: historically council has set assumptions and principles which are a form of soft guideline
[0:39:35] Voice 9: It's a statement that informs our preparation of the budget. Guidelines are what we're talking about now are really just stronger statements around those things. And as FBC Chair Bernardo mentioned, potentially some goalposts, you know, a limitation on the tax increase or a limitation on departmental spending increases, things of that nature. So does that answer?

[0:39:58] Voice 12: I think it answers. I guess I've heard multiple times this year conversations, and I think I even heard at this trust council at one point, that there's only so much that we actually have control over in the budget. And I just really need us not to think that way, because we are elected officials, we are in control of the entire budget. And like, from that perspective, I just need to be able to say this $5 million in staff costs. So maybe it's more of a communication issue that we're getting to instead of a
[0:40:27] Voice 12: So just I need to be able to explain to community this percentage of staff time went toward the review for the province or to whatever, so that we can actually explain where all that's going.
[0:40:40] Voice 9: If I may share.
[0:40:43] Voice 3: If I could just jump in on that point, budget guidelines are one of the tools that are available to trustees to control the budget.
[0:40:53] Voice 3: And I agree with Trustee Morrison, there are no parts of the budget that are off limits.
[0:40:59] Voice 3: As a practical matter, there is, you know, the vast bulk of our money goes to paper overhead.
[0:41:05] Voice 3: And so budget guidelines, if we're looking at them as a potential to apply a certain amount of fiscal discipline,
[0:41:14] Voice 3: will have an effect on that part of the budget, the operating part of the budget.
[0:41:18] Voice 3: Basically saying there isn't a blank check there.
[0:41:20] Voice 3: there is going to have to be some decisions made to restrict what staff is deployed doing in order
[0:41:28] Voice 3: to operate within the envelope that budget guidelines contemplate. But it's a high concept
[0:41:35] Voice 3: way of exerting control over the budget. And it doesn't necessarily involve the trustees in making
[0:41:41] Voice 3: operational decisions. If they're phrased the right way, they give the staff quite a bit of
[0:41:49] Voice 3: discretion about how to get to those goalposts thanks director mobs i'll
[0:41:58] Voice 9: just add to that
[0:41:58] Voice 9: briefly i was hearing a little bit what you're talking about is actually around the communication
[0:42:02] Voice 9: of different pieces of the budget to facilitate a greater understanding of what's in each bucket

[0:42:12] Voice 9: please present the budget information and in this way or provide greater level of detail around this

[0:42:26] Voice 9: quo of staffing and that's 63 staff members, the work plans will help you understand why those 63

And that makes me reflect on a conversation I had earlier, actually, about why is it that we don't hear from the committees and Trustee Evans on the Trust Programs Committee and Joe Bernardo on Financial Planning Committee and Judy Getty on Governance Committee.

[0:47:21] Voice 10: And so I've reflected on that a little bit.
[0:47:23] Voice 10: And indeed, as we've gone to this consent agenda items, we've tossed those items into the consent agenda.

[0:48:42] Voice 12: an additional wildfire one we've had some water a water uh webinar and we had um removing invasive
[0:48:52] Voice 12: species and also um planting native plants so those were sort of four categories that we were
[0:48:59] Voice 12: asking staff to take a look at so that we could get some more information out on those
[0:49:05] Voice 12: Apart from that, I think our committee is being fairly quiet, and that was done on purpose.
[0:49:09] Voice 12: We worked very, very hard to lighten our workload so that we would be ready for the review of the trust policy statement.
[0:49:16] Voice 12: But seeing as though that is sitting more now at the committee of the whole, and this is actually a question that I did have for this group,

[1:01:08] Voice 12: represented visually in graphs and maps, and sometimes from satellites or from new technology,
[1:01:17] Voice 12: sometimes in graphs, so you can see changes over time. And so I just wanted to,

[1:01:30] Voice 12: morning so um this from the montreal um coming montreal cop 15 protocol about conserving

[1:01:43] Voice 12: healthy ecosystems and uh that um the federal government has been working on that we're not
[1:01:51] Voice 12: signing on to anything this is just uh a work that's happening around us and could we um uh
[1:01:59] Voice 12: participate in this? Could we use it like a toolkit to improve the work we do? So I think
[1:02:10] Voice 12: we can. We did check on the part about are all the Islands Trust Conservancy reserves and
[1:02:19] Voice 12: covenants, conservation covenants, are they all being counted towards the 30 by 30?

[1:02:31] Voice 12: on the screen is uh the best image i can see for how integrated spatial planning is different
[1:02:39] Voice 12: from the kind of planning that we do on islands with ocps so it starts with um working together
[1:02:47] Voice 12: together with partners. And this, by the way, is from indigenousoceans.ca. Lots of First Nations
[1:02:54] Voice 12: input as well in the link that's below figure one. So I've been involved in marine spatial
[1:03:03] Voice 12: planning in Howe Sound. And now that Howe Sound Alkitson marine spatial planning is starting to
[1:03:10] Voice 12: move up into the rest of the biosphere. So it's starting to turn into terrestrial
[1:03:14] Voice 12: uh planning through this similar process so um uh working together with partners to set some
[1:03:22] Voice 12: specific goals was the next one and then collecting data and knowledge from various
[1:03:30] Voice 12: kinds of knowledge and from various kinds of people and then um to analyze it looking for
[1:03:39] Voice 12: conditions and uses so what's the state of the environment what's the state of the
[1:03:45] Voice 12: areas and what are the uses that people want to put them to and then develop this marine
[1:03:53] Voice 12: spatial plan or in our case islands for marine and island spatial planning because that's what's
[1:04:01] Voice 12: happening in Hell Sound and in some of the other areas of the Salish Sea, and then monitor,
[1:04:07] Voice 12: evaluate, and enforce, which are familiar words that we talked about today in the session,
[1:04:16] Voice 12: and then revisit it, do the whole cycle again.
[1:04:21] Voice 12: So it's different from dotted lines on maps that last for 12 or 13 years.
[1:04:27] Voice 12: The main differences are that it's focused on trends and changes.
[1:04:32] Voice 12: It uses modern technology, including satellites and software.
[1:04:37] Voice 12: And it has much more engagement with partners.
[1:04:41] Voice 12: And it tends to be something that First Nations are involved with already in the Salish Sea, in the marine side of things.
[1:04:51] Voice 12: So I just wanted to offer this opportunity for council to decide whether we want to direct staff to do any work on this.

[1:05:34] Voice 12: things let alone on trust systems so do we want to ask staff to come forward with options and uh this
[1:05:41] Voice 12: is why the recommendation is there um in front of us to uh and i'm happy to make the recommendation

[1:06:38] Voice 12: this is to be proactive and to for example uh around this the squamish uh the squamish area
[1:06:46] Voice 12: not the First Nations, but the district, they are mapping out wildlife movement corridors
[1:06:54] Voice 12: because they've got elk and grizzly bears and things that big creatures need to move.
[1:06:59] Voice 12: And that's just one example.
[1:07:02] Voice 12: But if those kinds of ecological processes can get into official community plans
[1:07:09] Voice 12: or the other kinds of planning tools we can use, yeah, I think they could be a strategy.

[1:07:21] Voice 12: options, how much would it cost, that kind of thing.

[1:24:41] Voice 13: I think there's potentially some low-hanging fruit for staff to look at was one when Dr. Tara Martin did the GIS system for Salt Spring.
[1:24:48] Voice 13: There was an entire piece built, which has disappeared, and I think would be a wonderful demonstration for an organization of a body like this to see of how it could work.
[1:25:01] Voice 13: And the other is, I hope, with the complete community work that Salt Spring's doing, the geospatial work of really bringing different things together.
[1:25:09] Voice 13: We don't know what it's going to look like yet, but I think we'll have some examples, again, of the work that's being done on Salt Spring and paid by the grant money,
[1:25:16] Voice 13: of what some of that information looks for.
[1:25:19] Voice 13: The intent is that's going to help our conversation
