[0:02:42] Trustee Luckham (probable): grant which is being uh proposed or offered to uh it's not our grant it's the couch and valley
[0:02:48] Trustee Luckham (probable): regional district uh it's being uh presently offered to um to ruxton island um i certainly
[0:02:55] Trustee Luckham (probable): have my own uh perspective from the firefighting perspective and uh the necessity to support uh
[0:03:01] Trustee Luckham (probable): other members of the of the thetis island trust area but i am interested if you don't mind well
[0:03:09] Voice 3: i'll just give you an example um i think we're talking it's not a huge amount of money it's only
[0:03:15] Voice 3: $5,000, but $5,000 would have helped, as an example, Forbes Hall when Ann Dickey was trying
[0:03:27] Voice 3: to get an emergency propane tank for the generator. We've gone back and forth with CVRD.
[0:03:36] Voice 3: That's never been funded. We finally had to use our own funds for that. We're kind of wondering,
[0:03:43] Voice 3: Like, how are these decisions being made that we can find $5,000 for cisterns on Ruxton, but we can't find an emergency propane tank on Thetis?
[0:04:00] Voice 3: And if you look at my report, the point I'm trying to make is these grants and aid, they're very subjective, and it leads to inequities between those that have and those that don't.
[0:04:15] Voice 3: So it would be just a whole lot better if we didn't go down that road.
[0:04:24] Trustee Elliott (probable): So, sorry, is your opinion, sir, that the CVRD should not be applying grants and aid for certain projects?
[0:04:33] Trustee Elliott (probable): Well,
[0:04:33] Voice 3: these grants and aid are coming out of taxes, and we went for a number of years when there were no taxes for these grants and aid, and now we're being taxed for them, but there's no rationale of why one area gets it and the other doesn't.
[0:04:51] Voice 3: One of the Gulf Islands gets it and the other Gulf Islands don't.
[0:04:55] Voice 3: That's the subjectivity in it.
[0:04:58] Voice 3: And if we, you know, if there was some kind of parameters that were transparent, it might be a different story.
[0:05:06] Voice 3: But we've been trying for years here to get some grants to help us out on the Forbes Hall and nothing's happened.
[0:05:14] Voice 3: And now suddenly we find there's money available for another island.
[0:05:19] Voice 3: that's that's the inequity okay

[0:06:41] Trustee Elliott (probable): excellent management and welcome Julia Mobs into the role. Everyone's eager to work with her,

[0:10:33] Voice 9: on proposed bylaws number 113 and 114. And staff recommend that the bylaws be given final adoption.
[0:10:42] Voice 9: The proposed bylaws have been through public hearing. They've passed third reading.
[0:10:48] Voice 9: They've passed executive committee approval and proposed bylaw number 113, the OCP bylaw
[0:10:54] Voice 9: amendment, recently obtained approval from the Minister of Municipal Affairs on June
[0:10:58] Voice 9: 6th, 2024.
[0:11:00] Voice 9: So the next step is for the LTC to grant final adoption for both bylaws.

[0:12:21] Trustee Luckham (probable): And of course, there was no objections by any of the other ministries associated with that.
[0:12:28] Trustee Luckham (probable): So this is a testament to the authority of the Islands Trust and the Thetis Island Local Trust Committee.
[0:12:33] Trustee Luckham (probable): and when we've concluded this have adopted it I'm going to suggest that we
[0:12:40] Trustee Luckham (probable): forward this to the ministry with respect to the questions that came
[0:12:46] Trustee Luckham (probable): regarding the assertion of our rezoning authority on the existing area or not
[0:12:52] Trustee Luckham (probable): including an application and so I'm grateful to the minister and all of
[0:12:58] Trustee Luckham (probable): those involved to get it to this adoption stage supporting the
[0:13:02] Trustee Luckham (probable): the Ounce Trust Authority to zone the water areas.

[0:17:36] Voice 2: I'm joining you from the traditional ancestral and unceded territory of the Kwikwetlem First Nation.

[0:17:55] Voice 2: We're here to present on the Connected Coast Program.
[0:17:59] Voice 2: Next slide, please, Christina.

[0:18:12] Voice 2: Okay, there we go. So the Connected Coast Program is a funded program by the provincial and federal government.
[0:18:19] Voice 2: It's to bring connectivity to remote, coastal, and Indigenous communities along the west coast of British Columbia.
[0:18:28] Voice 2: Next slide, please.
[0:18:33] Voice 2: The Connected Coast project ranges from two remote communities north of Prince Rupert
[0:18:40] Voice 2: across to Haida Gwaii, down the Inside Passage, down around Vancouver Island and over
[0:18:48] Voice 2: including Campbell River, the Broughton Archipelago, Sunshine Coast and we're
[0:18:54] Voice 2: continuing on with permitting now in the Gulf Islands. Thank you, next slide.
[0:18:59] Voice 2: The cable is currently being installed. We've got it installed between Prince Rupert, North Vancouver Island, through the inside passage of Vancouver Island. We currently also have it installed into Vancouver, and our crews are currently at work both in the Sunshine Coast and on the west coast of Vancouver Island.
[0:19:25] Voice 2: We have a number of regulatory approvals that we need to go through. So we work carefully with various federal and provincial stakeholders, as well as land stakeholders, we do have to get archaeological permits we've got DFO that we work with as well navigable
[0:19:47] Voice 2: waters with regards to placement of the cable near ports and docks, and we will be continuing
[0:19:57] Voice 2: through cable installation through to March of 2025. Thank you. Next slide.
[0:20:07] Voice 2: We have worked over the number of years to have a very strong engagement program with regards to
[0:20:13] Voice 2: the network. We have a number of First Nations stakeholders that we work very carefully with
[0:20:20] Voice 2: to share details around the program, the proposed installation methods. We also work carefully with
[0:20:28] Voice 2: regional districts, municipalities, various private tenure holders. We receive feedback from
[0:20:35] Voice 2: coastal pilots, fishing associations. We've worked closely with the Council of BC Yacht Clubs as
[0:20:43] Voice 2: well they've provided valuable feedback with regards to cable landings and we also work with
[0:20:49] Voice 2: other federal agencies such as dfo habitat and conservation when we're looking at as an example
[0:20:56] Voice 2: coral reefs the the various glass reef sponges as well as cold water coral reefs that are known
[0:21:01] Voice 2: around the coast so we take that feedback with regards to the marine rooting and we apply that
[0:21:08] Voice 2: to our design process. Next slide please. This is an example of what the cable looks like. It's very
[0:21:16] Voice 2: small. It's about the size of a pen or a pencil. It's lowered to the seabed from the back of a
[0:21:23] Voice 2: vessel. It doesn't float. It sits down, settles down onto the seabed. We try to target various
[0:21:31] Voice 2: muddy substrates. We try to avoid rocks so it does tend to self-bury. We've seen this in the
[0:21:36] Voice 2: intertidal zones. The cable has got a very strong tensile strength so it's not fragile it won't snap
[0:21:44] Voice 2: in the near shore area we do put some protections around it to make sure that it can't be damaged by
[0:21:52] Voice 2: logs or rolling rocks because we are installing on the coast. Something that's important to note
[0:21:59] Voice 2: is we do make publicly available our as laid data so wherever we have completed installation we
[0:22:06] Voice 2: encourage the public to download google earth or navigation files they can insert into their
[0:22:13] Voice 2: navigation systems so we try to have a very public facing communications and outreach program next
[0:22:23] Voice 2: Next slide. We do, by nature of what we do, have to install into some very sensitive ecosystems.
[0:22:33] Voice 2: The coast is a very changeable, you know, our province has a magnificent coastline that is
[0:22:40] Voice 2: very different everywhere we go, so we have to adapt our installation methods based on where
[0:22:47] Voice 2: we need to bring the cable. We don't have the luxury often of choosing where we bring the
[0:22:55] Voice 2: cable to shore because we are targeting remote communities. So we have developed a number of
[0:23:01] Voice 2: measures to try to adapt our installation methods to avoid important habitat where as possible.
[0:23:10] Voice 2: We prefer softer substrate over rocky substrate. We do, I've mentioned before, we place a steel
[0:23:19] Voice 2: split pipe over top of the cables for protection. You can see the crews doing that in one of the
[0:23:25] Voice 2: the bottom photographs. The left, one of the photographs of the beige cabinet, that's an
[0:23:30] Voice 2: example of the communications infrastructure that comes with the cable. Something that's important
[0:23:36] Voice 2: to note about this network is it's a transportation pipe, so to speak. It brings the cable to shore,
[0:23:44] Voice 2: to the communities, and from there, once it's on land, what we call last mile or fiber to the home,
[0:23:51] Voice 2: there's a number of different names for it. Internet service providers can connect
[0:23:56] Voice 2: into the connected coast and utilize that transport network. Next slide.
[0:24:04] Voice 2: Currently we are working on planning and permitting for the Gulf Islands region.
[0:24:11] Voice 2: One of the landings that is of particular interest is we've been working closely for
[0:24:16] Voice 2: the past few years with the LIACs and First Nation to bring a landing to their um the
[0:24:25] Voice 2: we had a number of locations that we discussed with them this was their preference this is a
[0:24:30] Voice 2: place where the community does gather spends a significant amount of time and we have uh
[0:24:36] Voice 2: designed our system to be able to come to shore in that location for them um the
[0:24:44] Voice 2: The, like I say, the landing has been selected and approved specifically with the nation.
[0:24:49] Voice 2: That's not something we could obviously proceed without that specific and direct feedback.
[0:24:55] Voice 2: We do have, we've been speaking with the planning team with Island Trust with regards to the
[0:25:03] Voice 2: marine conservation zone that currently surrounds the island.
[0:25:09] Voice 2: It does not provide allowable use of utilities.
[0:25:13] Voice 2: So, for example, power or telecommunications for the crossing of.
[0:25:19] Voice 2: Next slide, please.
[0:25:21] Voice 2: So the current project in this area is undergoing review by a number of agencies, Islands Trust included.
[0:25:37] Voice 2: We've got Archaeological Branch, Transport Canada.
[0:25:40] Voice 2: We have the Land Office, so Water Land Resource Stewardship.
[0:25:47] Voice 2: and we're also doing continuing our outreach engagement with First Nations that have
[0:25:55] Voice 2: traditional territory in this area. Can you please next slide? Oh, there we go. I did manage to make

[0:27:45] Trustee Luckham (probable): We do have a process in place for rezoning of areas,
[0:27:50] Trustee Luckham (probable): and I think that we would appreciate that you undertake that.
[0:27:54] Trustee Luckham (probable): We've recently, I know of at least one area in Howe Sound
[0:27:59] Trustee Luckham (probable): where we were under significant pressure at the loss of the fiber connectivity
[0:28:03] Trustee Luckham (probable): if we didn't rezone an area quickly, and we did that.
[0:28:10] Trustee Luckham (probable): I don't want to see this as being a pattern that's implemented across the southern Gulf Islands.
[0:28:17] Trustee Luckham (probable): It displaces other work, which is important to our community.
[0:28:21] Trustee Luckham (probable): Not that fiber optic isn't important. It certainly is.
[0:28:24] Trustee Luckham (probable): But the fact that this has been a long-term plan funded by federal agencies,
[0:28:29] Trustee Luckham (probable): agencies. This planning associated with rezoning should have been considered earlier and should be
[0:28:37] Trustee Luckham (probable): considered thoroughly at this time so that we can make an informed decision. Very glad to hear that
[0:28:43] Trustee Luckham (probable): you're in communication with LIACSON. That is paramount with this particular site. And so
[0:28:49] Trustee Luckham (probable): certainly we are interested in the comments and remarks that the LIACSON have to make with respect
[0:28:56] Trustee Luckham (probable): to this. I can't help but want to also understand what the long-term plan is for this being an
[0:29:04] Trustee Luckham (probable): island which has no vehicular access nor no electrical provision at this time and so we'd
[0:29:11] Trustee Luckham (probable): like to know what the plan is for as you have said your box and your infrastructure
[0:29:18] Trustee Luckham (probable): deposited on the shoreline and of course indeed what your plans are for distribution
[0:29:24] Trustee Luckham (probable): to the locations on the island in the long run.
[0:29:30] Trustee Luckham (probable): That obviously is an element of this infrastructure rollout,
[0:29:35] Trustee Luckham (probable): and we would like to know what that looks like,

[0:29:46] Trustee Luckham (probable): there's another drop which is planned for the Thetis-Peneliket Islands,

[0:29:54] Trustee Luckham (probable): in time due to the recent rollout of TELUS infrastructure. It certainly
[0:30:00] Trustee Luckham (probable): is a backup connection in the event that there's lots of connections and that you should be
[0:30:09] Trustee Luckham (probable): considering making an application for that particular drop at the earliest possible
[0:30:15] Trustee Luckham (probable): opportunity as well. And so I want to thank you for your work and not disrespecting the work that
[0:30:22] Trustee Luckham (probable): you're doing, but just want you to recognize that we do have process in place to manage applications
[0:30:28] Trustee Luckham (probable): and we have other work that we need to consider broadly around the Islands Trust area

[0:30:48] Voice 2: We have submitted all the necessary applications in for with regards to amendment to that particular marine zoning.
[0:30:58] Voice 2: As well, we do have a number of development permit applications that are being discussed.
[0:31:06] Voice 2: We've provided all our drawings and application details for all of those.
[0:31:11] Voice 2: So thank you for mentioning that.
[0:31:14] Voice 2: We're happy to say that we do have all the files in and we're working with planning teams for processing all of those.
[0:31:21] Voice 2: With regards to the, I'll just very quickly mention for the LIACS and landing, we have worked with them to provide a, they have agreed to support a program that's called the Early Earthquake Warning System, where there's a number of seismometers that are being installed in combination with the connected post landings.
[0:31:47] Voice 2: and those seismometers in remote locations with no power do have a solar panel so we're able to
[0:31:54] Voice 2: support the liaxin's desire for that access via utilizing that existing program
[0:32:02] Voice 2: in recognition that there is no power to that island at the time but i i do understand that
[0:32:10] Voice 2: That there is some desire eventually to to install other utilities there, but the build out of last mile would solely depend on the build out of the Community, so the connected coast, as I mentioned, is a pipeline it brings the possibility to shore and then it needs.
[0:32:30] Voice 2: It's ISP, so whether it's TELUS, Rogers, or small local communities, or actually some First Nations have their own ISP.
[0:32:40] Voice 2: They connect into Connected Coast, and that can then get built out into communities.
[0:32:46] Voice 2: That's the basic premise of the program, is that it's a backbone, it's a pipeline to support the greater distribution.

[0:39:24] Trustee Luckham (probable): the rationale and the reasons for this.
[0:39:28] Trustee Luckham (probable): And indeed, Lynn Smith has raised that question.
[0:39:30] Trustee Luckham (probable): And Paul Duncan on Thetis has also
[0:39:35] Trustee Luckham (probable): raised that question on behalf of the community interests
[0:39:38] Trustee Luckham (probable): that he represents there um um i think what's important to note and i think that um what paul
[0:39:45] Trustee Luckham (probable): said actually is significant in that um how it is that um one island versus another island are
[0:39:52] Trustee Luckham (probable): granted aid and that there'd be fairness and appropriateness associated with funding that's
[0:39:57] Trustee Luckham (probable): made available um to different areas of the regional district um in this an area g in this
[0:40:04] Trustee Luckham (probable): particular case. It's important to note that the fire protection brigade on Ruxland Island is not
[0:40:14] Trustee Luckham (probable): a substantially recognized fire service provider, primarily because they're not an improvement
[0:40:22] Trustee Luckham (probable): district. And of course, improvement districts are no longer a supported model for any kind of
[0:40:28] Trustee Luckham (probable): service water or fire or otherwise and so they are in a position where their need wildfire
[0:40:35] Trustee Luckham (probable): protection need particularly is as valid and as important for any community and particularly rural
[0:40:43] Trustee Luckham (probable): community they have no ability to raise money through normal channels to secure the ability
[0:40:51] Trustee Luckham (probable): to do firefighting, for which they have received training and are receiving equipment, used
[0:40:58] Trustee Luckham (probable): equipment, and otherwise from even the Thetis Island Volunteer Fire Department has helped
[0:41:03] Trustee Luckham (probable): them out in that respect.
[0:41:04] Trustee Luckham (probable): They've consulted with us about how to secure water systems, and although they've acquired
[0:41:10] Trustee Luckham (probable): one water tank through local contribution and fundraising, the ability to access more
[0:41:16] Trustee Luckham (probable): More funds and grants is very limited for a small population, but their need is as important or significant for the island and the region as anywhere.
[0:41:26] Trustee Luckham (probable): If there was a significant fire on Ruxton Island, potentially the damage could be significant and that in a large scale fire, the ambers and the like that potentially could spread to the other islands in the region, including Vancouver Island, would also set those communities at risk.
[0:41:47] Trustee Luckham (probable): And so water is an important thing, and I'm grateful to Director McClinton for having spent a significant amount of time to understand the issues on Rockland and find a creative way to assist them in their fire service.
[0:42:01] Trustee Luckham (probable): More water is always better, and the fire brigade on the island does have the ability to actually conduct the operations in terms of transporting water to the locations that are needed.
[0:42:12] Trustee Luckham (probable): and the crews and some equipment, although the needs are great, they could certainly use more.
[0:42:18] Trustee Luckham (probable): This is an important step to provide them the opportunity to defend against a fire
[0:42:24] Trustee Luckham (probable): and is a long-term infrastructure investment that is so incredibly valuable.
[0:42:29] Trustee Luckham (probable): So I think that I personally and I know the fire service generally would support this work
[0:42:38] Trustee Luckham (probable): work and i'm grateful to the director for finding a creative way to fund it thank
[0:42:47] Trustee Elliott (probable): you for that
[0:42:48] Trustee Elliott (probable): trustee luckham um yes i would add that um it it appears to be the director's work
[0:42:58] Trustee Elliott (probable): to ascertain and balance the needs of the communities and so i think when considering
[0:43:05] Trustee Elliott (probable): considering the value of these cisterns to be funded through a grant and aid program versus
[0:43:13] Trustee Elliott (probable): raised by the community I think perhaps those questions should be directed to the director
[0:43:20] Trustee Elliott (probable): because essentially it would have been probably his decision and so thank you for the information
[0:43:29] Trustee Elliott (probable): trustee luckham about the need um i think it is it's always a challenge to balance these
[0:43:35] Trustee Elliott (probable): these many critical pressing needs and and also recognizing that the forbes hall

[0:44:15] Trustee Luckham (probable): the potential to access other other funding which i would suggest the ruxton island association does

[0:44:28] Trustee Luckham (probable): And so the thing about the inequity is that Ruxton Island in particular
[0:44:33] Trustee Luckham (probable): has very little or no opportunity to access funding for which they are taxed for over the years.
[0:44:41] Trustee Luckham (probable): And so this is one unique opportunity where there is an opportunity for the Ruxton Island community
[0:44:47] Trustee Luckham (probable): who are contributing to the tax base to have that opportunity to recover some of those
[0:44:52] Trustee Luckham (probable): funds in a way that is important to them because they cannot access, for instance, the areas
[0:44:58] Trustee Luckham (probable): of recreational facilities that are supported by the tax levied on the Thetis Island Trust
[0:45:06] Trustee Luckham (probable): area.
[0:45:07] Trustee Luckham (probable): As Thetis is concerned about the inability to use or lack of opportunity to use those
[0:45:13] Trustee Luckham (probable): facilities. Ruxton is in a similar or worst case scenario. And so in terms of this is a creative
[0:45:19] Trustee Luckham (probable): way to look at opportunities to equalize the opportunity that different communities have
[0:45:25] Trustee Luckham (probable): the ability to access the resources for which the Cowichan Valley Regional District
[0:45:30] Trustee Luckham (probable): pays for and taxes all of its citizens.

[0:46:56] Voice 9: timeline for that rezoning is six to 12 months as with almost any rezoning application in a trust

[0:47:12] Voice 9: interested in expediting the application or, you know, fast tracking in any way. This would mean
[0:47:21] Voice 9: prioritizing the application above other existing LTC projects and applications. There aren't any
[0:47:28] Voice 9: other rezoning applications under review for this for your ltc at the moment um so it would just
[0:47:34] Voice 9: mean potentially putting on hold any minor projects that you you'd like to start and prioritizing

[0:47:50] Voice 9: application decisions go faster this is just an option for the ltc it's not something that staff
[0:47:57] Voice 9: are necessarily recommending but just bringing it up um because of i think the time constraints
