[0:00:03] Voice 7: Excellent. Well, hello and good afternoon, everyone. Members of the Maine Island Local Trust Committee and staff, members of the public who may be watching.

[0:00:15] Voice 7: Hello. Welcome to the regular meeting of Bain Island. This is July 29th, and I'd like to call this meeting to order.

[0:00:24] Voice 7: It is an electronic meeting. This meeting is being live streamed and recorded, and you can view it as always a few days after on the Islands Trust website.

[0:00:35] Voice 7: but as always we want to begin by acknowledging where we live and work and play in the lands of

[0:00:42] Voice 7: Coast Salish First Nation peoples. In particular I'm here on Gabriela Island in Sinemuk

[0:00:49] Voice 7: Territory so I'll let trustees introduce themselves and where they're calling in from

[0:00:55] Voice 7: and then we'll turn to staff.

[0:01:00] Voice 6: Janine Dodds, I'm on Main Island home to the Sarlacc First Nations and

[0:01:05] Voice 6: and, of course, the ancestral homes to all the WSANIC First Nations.

[0:01:11] Trustee Maude: David Maude, also joining us from Main Island,

[0:01:13] Trustee Maude: the traditional home of the WSANIC people,

[0:01:15] Trustee Maude: and enjoying a nice rainy day.

[0:01:19] Voice 7: Blanton Staff, hello.

[0:01:22] Voice 10: Hi, I'm Marissa Chadwick here on the territories of the

[0:01:26] Voice 10: Klongan-speaking people in Victoria.

[0:01:32] Voice 2: Hi, it's Phil Testamale coming from Victoria.

[0:01:38] Voice 2: So I'm sorry I've caught off guard here.

[0:01:41] Voice 2: about what the traditional territories are.

[0:01:44] Voice 2: But same as Nerissa, let's say that.

[0:01:48] Voice 2: I apologize.

[0:01:50] Voice 7: No problem.

[0:01:51] Voice 7: And in the background, we have Lisa Millard.

[0:01:54] Voice 7: Hello.

[0:01:56] Voice 7: Good afternoon.

[0:02:00] Voice 7: So Lisa Millard is our meeting facilitator

[0:02:02] Voice 7: and minute taker and recorder.

[0:02:04] Voice 7: So thank you all for joining us today.

[0:02:09] Voice 7: Any changes or amendments to the agenda?

[0:02:12] Voice 7: Is there anything that we want to adjust today?

[0:02:15] Voice 7: Seeing none, we'll adopt the agenda or approve the agenda as presented.

[0:02:22] Voice 7: And we'll have our town hall portion.

[0:02:27] Voice 6: Nerissa has her hand up.

[0:02:28] Voice 7: If there are any participants.

[0:02:30] Voice 7: Oh, yeah.

[0:02:30] Voice 6: Nerissa.

[0:02:31] Voice 7: Nerissa?

[0:02:35] Voice 10: I just wanted to flag that at some point in the meeting

[0:02:38] Voice 10: we need to pass a reservation.

[0:02:41] Voice 10: Can you hear me?

[0:02:44] Voice 10: Yeah.

[0:02:45] Voice 10: Oh, yeah.

[0:02:46] Voice 10: Yeah, yeah. I just wanted to flag that at some point in the meeting we need to address the meeting time for the next meeting.

[0:02:53] Voice 10: Yes.

[0:02:54] Voice 10: So just make a note of that somewhere.

[0:02:57] Voice 7: Okay, we'll do

[0:02:58] Voice 10: that in the meeting.

[0:02:59] Voice 10: Time and place.

[0:03:00] Voice 7: Yeah.

[0:03:01] Voice 7: Okay.

[0:03:03] Voice 7: Perfect.

[0:03:05] Voice 7: Okay.

[0:03:06] Voice 7: Okay, so are there any members of the public who wish to address the local trust committee?

[0:03:13] Voice 7: Unless you have an application before us or you're presenting as a delegation, you'll be given time at that point to speak to us.

[0:03:25] Voice 7: but if there's anybody else who wants to address any other matter in the local trust area or more

[0:03:34] Voice 7: broadly in the island's trust area if you could just raise your hand and we'll recognize you and

[0:03:40] Voice 7: promote you to speaker i see one attendee in the audience but they are an applicant so

[0:03:48] Voice 7: see nobody else um we'll have another opportunity at the town hall at the very end

[0:03:55] Voice 7: um okay so moving to adoption of minutes we've got local trust committee meeting minutes dated

[0:04:04] Voice 7: june 24th pages 3 to 11 were they all good with everybody yes all right we'll adopt the meeting

[0:04:14] Voice 7: minutes of june 24th 2024 and go to the follow-up action list pages 12 to 14 of your agenda

[0:04:24] Voice 7: And there's a few items that I could speak to, but I'll turn to staff if there's anything you want to bring to our attention.

[0:04:40] Voice 7: Nope.

[0:04:41] Voice 7: Okay.

[0:04:45] Voice 7: So there's a few advocacy letters that have been sitting on our list for a while.

[0:04:51] Voice 7: So I just wanted to update members of the local trust committee from my end.

[0:04:59] Voice 7: And so on the 27th of May, we passed a resolution to write to DFO regarding safety and navigation.

[0:05:10] Voice 7: And this is my fault that it was left off for so long.

[0:05:14] Voice 7: We finally drafted a letter in the last couple of weeks.

[0:05:19] Voice 7: And then I was informed that local trust committees really can only write advocacy letters on land use or land related matters in their trust area.

[0:05:36] Voice 7: So this is tricky because it is a land use area, Horton Bay, but because it's water related and was meant to go to several different ministers for action and requesting an amendment to the federal plan for the, I think we'd requested expansion or increased funding to deal with derelict vessels.

[0:06:04] Voice 7: and decreasing the days to 30 days so that's a federal

[0:06:11] Voice 9: plan

[0:06:13] Voice 7: and so um i was informed that we

[0:06:16] Voice 7: we can raise that to executive committee for action which i did and write a request that

[0:06:22] Voice 7: staff write a letter from the trust committee as a whole or from the islands trust as a whole

[0:06:28] Voice 7: so essentially the letter will be rewritten and sent to not only MPMA and MLA Adam Olson

[0:06:36] Voice 7: but the minister's responsible minister of transportation and uh navigation I believe so

[0:06:41] Voice 7: it's in process but it's going to become a larger letter than just from the main LTC

[0:06:46] Voice 7: but I apologize for the delay in that in getting that information together

[0:06:51] Voice 7: other uh number two did we still want that letter of concern um to moti written i thought we decided

[0:07:05] Voice 7: last meeting to not do that yes i

[0:07:10] Voice 10: think that that could be removed uh moti is um when i last talked

[0:07:16] Voice 10: to um when i last talked to my contact there um they were going to have a couple of geotechs go

[0:07:23] Voice 10: over to explore that other side the high bank portion of the site and figure out what kind of

[0:07:29] Voice 10: remediation work might need to be had

[0:07:34] Voice 6: can i on that topic yes yeah

[0:07:40] Voice 6: so on that topic i just think

[0:07:42] Voice 6: what we what i asked for on that topic was that a copy because i'm pretty sure they have had those

[0:07:49] Voice 6: water tanks engineered and the septic up there but it would be nice for us to actually have a

[0:07:55] Voice 6: formal copy in our records. So if we could tie that, get that actually done. Thank you.

[0:08:05] Voice 7: Great. Planner Chadwick?

[0:08:07] Voice 10: Yeah, so as I understand it, neither MOTI or the CRD have up till now required that report.

[0:08:21] Voice 10: report, the applicant may have done one, but there's nothing sort of triggering that being

[0:08:29] Voice 10: shared with any authority at this point in time. So thank you. Sorry, my

[0:08:43] Voice 7: internet was a bit unstable

[0:08:44] Voice 7: there. I might have missed it. So should we remove that from the follow-up action list as an action

[0:08:49] Voice 7: for the LTC to undertake and instead request that information from MOTI be forwarded to us? Is that

[0:08:56] Voice 7: what i'm understanding so

[0:09:03] Voice 10: we can we could remove it from the follow-up um action list and um and

[0:09:09] Voice 10: i can i i will just i can just provide you with um you know with updates as i receive them from

[0:09:15] Voice 10: from moti okay

[0:09:18] Voice 7: great thank you try not to turn my video off too much but it's notorious here

[0:09:29] Voice 7: um okay is there anything else um moving down the list there oh i see this further action it was

[0:09:43] Voice 7: down on number eight whether an engineer report has been provided for

[0:09:46] Voice 1: the water techniques

[0:09:47] Voice 7: yeah that might so i think that top letter about that was an advocacy letter um probably can be

[0:09:55] Voice 7: removed uh perhaps here's where we can talk about meeting dates then i see that last item

[0:10:05] Voice 7: it's actually

[0:10:07] Voice 6: on the agenda as a very tough

[0:10:09] Voice 7: to explore options for changing our september meeting

[0:10:11] Voice 7: to october 2nd or the 7th

[0:10:22] Voice 5: you're frozen toby's frozen uh

[0:10:29] Voice 8: -oh i

[0:10:30] Voice 5: think she needs to take her

[0:10:32] Voice 5: picture off maybe

[0:10:32] Voice 8: we'll

[0:10:39] Trustee Maude: just pause for a second and wait for it

[0:10:41] Voice 6: but what i was going to say is

[0:10:42] Voice 6: the whole next meeting issue is at 14.1 and that's when we could talk about the next meeting

[0:10:48] Voice 6: on our

[0:10:50] Voice 6: agenda upcoming meetings is 14.1 yeah

[0:10:55] Voice 7: perfect thanks sorry my internet dropped out

[0:11:00] Voice 8: i heard

[0:11:01] Voice 7: it's being addressed yeah okay perfect uh sorry under new business um i missed the last

[0:11:15] Voice 7: last two minutes whatever anyone said i apologize we just said new

[0:11:18] Voice 6: business is 14.1 for the meeting

[0:11:21] Voice 6: date okay

[0:11:24] Voice 7: sure let's move it to 14.3 because we already have a point oh i'm looking at the minutes

[0:11:30] Voice 7: we sorry

[0:11:31] Voice 6: it's on our agenda yeah

[0:11:35] Voice 7: there you go okay let's keep to the agenda chair come on

[0:11:40] Voice 7: okay i think i shall have to be faceless for this

[0:11:45] Voice 5: meeting apologize

[0:11:46] Voice 7: okay moving on

[0:11:49] Voice 7: we have a delegation um item 8.1 uh mike seymour is here to present um regarding an upcoming

[0:11:59] Voice 7: dvp application for 344 georgina point road and so lisa if you want to promote

[0:12:13] Voice 7: promote Mr. Seymour. Oh, there you are. Hello, Mr. Seymour.

[0:12:17] Voice 1: Good afternoon, and thank you for

[0:12:19] Voice 1: allowing this brief delegation.

[0:12:22] Voice 7: Great. Thanks for coming today.

[0:12:25] Voice 1: I can appreciate

[0:12:28] Voice 1: the patience on the part of the trustees on this application on Georgina Point.

[0:12:36] Voice 1: We have been back and forth with all the various parties, and we've yet been able to

[0:12:41] Voice 1: to meet this final hurdle with the directors on moving this project forward.

[0:12:49] Voice 1: And we understand it sounds like we will be on the October meeting.

[0:12:54] Voice 1: It took a long time for the Ministry of Transportation to issue their approval,

[0:13:00] Voice 1: and we are going through the final items with them with respect to a covenant

[0:13:05] Voice 1: and with respect to a guardrail system.

[0:13:08] Voice 1: uh that is expected to be cleared up in the next week or so and we have submitted a building

[0:13:16] Voice 1: permit application to the crd uh they again say that they can't receive it until we have

[0:13:22] Voice 1: approvals from uh the trustees so we once again are uh balancing an act uh we have had some

[0:13:34] Voice 1: some discussions with the CRD building department in regards to allowing construction to start

[0:13:39] Voice 1: on a lower retaining wall because we are below 1.2 meters in overall height and be able to start

[0:13:47] Voice 1: that second portion against the wall or against the existing road. I'm not sure if you are aware,

[0:13:54] Voice 1: but there were stress cracks on Georgina Point Road in past. Construction works on the house

[0:14:02] Voice 1: Oaks have required us to remove some excavation and to realign a portion of the property, which means now that we do need a retaining wall.

[0:14:14] Voice 1: Because fortunately, as geotechnical engineers and civil engineers, we are not allowed to have the same diligence that Mother Nature did in building this very steep side slope that was there.

[0:14:27] Voice 1: It doesn't meet the engineering standards of the day, especially for earthquake standards.

[0:14:32] Voice 1: So we've had to go through a fairly extensive road design and retaining wall that we've constructed.

[0:14:38] Voice 1: We recognize that we are without your authority.

[0:14:43] Voice 1: We are not trying to hold you to anything other than respecting it's a difficult situation.

[0:14:49] Voice 1: We believe the road is unsafe.

[0:14:51] Voice 1: I always believe the road's unsafe without this retaining wall in place.

[0:14:55] Voice 1: And we're stuck in limbo while we go through the process.

[0:14:59] Voice 1: However, we do have the ability to start some of the construction, which we're going to be starting in about the third week of August.

[0:15:06] Voice 1: We've purchased building materials to allow that start of the construction.

[0:15:11] Voice 1: All the works are going to be under the guidance of the geotechnical engineer and myself as a civil engineer.

[0:15:18] Voice 1: We're hoping for your cooperation and understanding on a difficult situation.

[0:15:22] Voice 1: We also recognize at the end of the day, you could say no to this process.

[0:15:28] Voice 1: we don't know where that would take us but we do need to have works constructed on

[0:15:32] Voice 1: preserving and protecting the road prior to the winter rains coming that is the reason that we

[0:15:38] Voice 1: are starting to do some of the preliminary work down below and we're open to hearing uh your

[0:15:44] Voice 1: comments questions or concerns at this moment understanding that we are not before you for an

[0:15:50] Voice 1: approval as yet and that's to come in october thank you all

[0:15:56] Voice 7: right thank you mr seymour um

[0:16:01] Voice 7: Yes, noting that there isn't an application before us, I would say that now this is a good opportunity to ask clarifying questions, perhaps, but we'll be able to, you know, have a more fulsome discussion when we have all the materials in front of us in the context to be able to make a decision.

[0:16:22] Voice 7: decision so my understanding is that you'll be beginning work within the third week of august

[0:16:32] Voice 7: even without the um the permit we

[0:16:39] Voice 1: do not require a permit from the crd for the lower wall section

[0:16:42] Voice 1: because we're below

[0:16:43] Voice 1: 1.2 meters or that first portion of the uh upper wall again it's below

[0:16:48] Voice 1: 1.2 meters. So we are yet we recognize the wall will be higher and those are the balancing acts.

[0:16:55] Voice 1: The geotech is concerned about delaying this into another winter which could happen and

[0:17:02] Voice 1: basically suggesting that the owner proceed to this stage and we'll do as we can to support you.

[0:17:10] Voice 7: Okay thank you for that clarification again. Trustees any questions that you'd like to ask?

[0:17:21] Voice 7: Yes, Trustee Dodds.

[0:17:22] Voice 6: I just want to say I had a tour of the house and saw the back wall and know the road well.

[0:17:27] Voice 6: And, you know, I understand paperwork may take longer, variants may take longer.

[0:17:31] Voice 6: Can't specifically say, yes, we're going to approve it having never seen it.

[0:17:35] Voice 6: But I certainly will be happy to see something happening long before September, October.

[0:17:41] Voice 6: So I'm perfectly comfortable with the fact that something's going to have to get started now.

[0:17:46] Voice 6: now. And it's unfortunate it's taken this long because concerns have been expressed for quite

[0:17:52] Voice 6: some time over that whole site there.

[0:17:56] Voice 1: Well, I do appreciate that comment. And we too are

[0:18:02] Voice 1: wishing that process could move faster. However, we also understand it is a process. So thank you.

[0:18:08] Voice 1: any

[0:18:11] Voice 7: questions from staff or trustee maude all right well thank you for your presentation

[0:18:20] Voice 7: here today mr seymour and uh we wish you the best in a speedy and uh efficient and

[0:18:28] Voice 7: um cooperative process with mother nature yeah thank you

[0:18:33] Voice 7: and that is a particularly difficult

[0:18:35] Voice 7: place to do any work so all the best thank

[0:18:41] Voice 1: you so much we'll leave the meeting now then

[0:18:43] Voice 1: okay

[0:18:46] Voice 7: um so for correspondence so we've got um a few items that are uh related to the application

[0:18:56] Voice 7: which we have received and they're most of them are in this agenda so we'll move to the

[0:19:03] Voice 7: the application before us, item 10.1, ELD, ELDVP 2024-0067, Tremblay. And the staff report is

[0:19:15] Voice 7: attached at page 16. So are the applicants here? Yes, I see Mark Tremblay. Welcome. And you will

[0:19:26] Voice 7: have a chance to speak to your application once the planner has presented the information to the

[0:19:31] Voice 7: local trust committee so bill we'll turn it over to you hello thanks

[0:19:38] Voice 2: thanks chair elliott um so

[0:19:40] Voice 2: this report or the report is to consider a retroactive development variance permit for

[0:19:45] Voice 2: the siting of an accessory building within the rear lot line setback at 684 gallagher bay road

[0:19:52] Voice 2: and specifically that would reduce it from the required eight meters to 3.75 meters

[0:20:00] Voice 2: So the application is a result of CRD action and a retroactive preliminary plan review, which revealed that the existing 15 and a half square meter accessory building with a 17 square meter attached deck was cited in error when it was moved last year.

[0:20:22] Voice 2: So the applicant's stated intended use for the building is as a meditation studio.

[0:20:27] Voice 2: studio. Granting the variance would bring the property into conformity with the land

[0:20:32] Voice 2: use by-law and allow for a building permit application to be made. The staff report details

[0:20:38] Voice 2: the applicant's described sequence of events that resulted in the sighting error, noting

[0:20:43] Voice 2: that the two existing accessory buildings were relocated on the property and a dwelling

[0:20:49] Voice 2: was moved on to the property and none of these were undertaken with a survey, with a preliminary

[0:20:54] Voice 2: plan review by the Allen's Trust or by making a building permit application.

[0:20:59] Voice 2: So the DVP notices were circulated to the surrounding property owners and residents

[0:21:04] Voice 2: as required. And prior to notification, we did receive one letter in opposition to the variances

[0:21:10] Voice 2: and that described essentially concerns about safeguarding the interests of other property

[0:21:17] Voice 2: owners in general and the natural environment through compliance with land use regulations.

[0:21:23] Voice 2: And it wasn't necessarily specific about any impacts that would result from granting the variants.

[0:21:31] Voice 2: In addition, the applicant has submitted six emails in support of this application, and that came with the application itself.

[0:21:41] Voice 2: So staff's recommendation is to approve issuance of the variants.

[0:21:44] Voice 2: and the reasons for that or the recommendations

[0:21:47] Voice 2: is that the rationale is reasonable.

[0:21:50] Voice 2: Impacts on neighboring properties

[0:21:52] Voice 2: and uses from approval of the variance

[0:21:54] Voice 2: would be negligible or small.

[0:21:57] Voice 2: The proposed variance does not challenge

[0:21:59] Voice 2: the intent of the regulation

[0:22:00] Voice 2: and neighbor submissions to this point,

[0:22:04] Voice 2: sorry, point to a majority of support,

[0:22:06] Voice 2: particularly from those most affected

[0:22:08] Voice 2: by the property owner.

[0:22:10] Voice 2: At the end of the report,

[0:22:12] Voice 2: there are alternatives for the local trust committee

[0:22:13] Voice 2: and that's my summary.

[0:22:19] Voice 7: Thank you so much, Planner Testimale. Trustees, do you have any questions? I

[0:22:25] Voice 7: found the report fairly straightforward and easy to understand, but if you've got any questions

[0:22:33] Voice 7: for clarification, please do leave the floor. Okay, so I just wanted to note that there

[0:22:45] Voice 7: there did seem to be some confusion over what was actually the front

[0:22:51] Voice 7: versus the rear lot line.

[0:22:55] Voice 7: Was that the reason for the confusion or it was just mainly that the

[0:23:02] Voice 7: accessory building was placed there because it seemed the most sensible

[0:23:05] Voice 7: location?

[0:23:08] Voice 7: I guess I'm

[0:23:09] Voice 7: being the applicant.

[0:23:10] Voice 7: Go ahead.

[0:23:11] Voice 2: I

[0:23:12] Voice 7: was just going to say that.

[0:23:13] Voice 2: Yeah.

[0:23:13] Voice 2: Yeah, so this application has been through a few hands, including the building inspection department.

[0:23:23] Voice 2: And it seems like nobody identified that up in the very northeast corner, there's a small 1.75 meter road frontage, which technically or under the definition of a front lot line makes it the front lot line, in fact.

[0:23:40] Voice 2: and everybody else had assumed, including the surveyor,

[0:23:43] Voice 2: that it was a different line or one of the other lines.

[0:23:47] Voice 2: So that is where the confusion came in.

[0:23:51] Voice 2: There was some confusion by the applicant as well.

[0:23:55] Voice 2: But having said all that, even if it was defined differently,

[0:24:01] Voice 2: they would have been in a rear yacht setback,

[0:24:03] Voice 2: which is now an external lot line setback.

[0:24:08] Voice 2: So it's one way or another, they would have needed a variance.

[0:24:11] Voice 2: It's just a switch in which line it has to be from.

[0:24:15] Voice 2: So I hope that kind of explains it.

[0:24:19] Voice 7: Yes, that does.

[0:24:20] Voice 7: Thank you for that.

[0:24:23] Voice 7: Great.

[0:24:24] Voice 7: So I'll turn to the applicant.

[0:24:26] Voice 7: Do you wish to clarify anything or speak to any part of this application or the context?

[0:24:34] Voice 7: You've been pretty clear in your letter and emails.

[0:24:38] Voice 7: and thank you for that information.

[0:24:40] Voice 7: It really helps us understand where you're coming from.

[0:24:45] Voice 3: Thank you.

[0:24:46] Voice 3: Good afternoon, everyone.

[0:24:47] Voice 3: Just checking that you can hear me.

[0:24:50] Voice 3: Okay, great.

[0:24:51] Voice 3: I expect my video to be on, but that's okay.

[0:24:54] Voice 3: We don't need video.

[0:24:56] Voice 3: No, I think the application is pretty straightforward.

[0:24:58] Voice 3: There was some confusion as to which was the front and the back.

[0:25:01] Voice 3: And I did, when we thought that the front was the,

[0:25:07] Voice 3: originally we thought the roadside was the front of the lot uh and i didn't measure uh what i

[0:25:16] Voice 3: thought this was the setback to my neighbor's property at the time just before moving the

[0:25:20] Voice 3: the the studio uh but as uh planner phil indicated it doesn't matter because i

[0:25:28] Voice 3: I, it's, it's either encroaching on my neighbor or to the front or to the road.

[0:25:38] Voice 3: But I didn't know that at the time.

[0:25:40] Voice 3: And it fooled this 1.75 meter length, fooled the CRD, it fooled Waymanburg, and it fooled

[0:25:48] Voice 3: Island Trust when we went through the application process for the main dwelling.

[0:25:53] Voice 3: Now we know, and we can, we can act accordingly.

[0:25:57] Voice 3: but hopefully you know it's behind us now and we can move forward I don't have much to add

[0:26:06] Voice 3: if you have specific questions I'd be happy to answer them

[0:26:11] Voice 7: okay great I'm

[0:26:16] Voice 6: ready to move the

[0:26:17] Voice 6: motion it's a very visible piece of property so I certainly know it well and it certainly

[0:26:22] Voice 6: you know it's fronted by two roads and the studio where it's going to sit is quite sheltered by the

[0:26:28] Voice 6: tree cover so oh

[0:26:31] Voice 7: excellent okay i have

[0:26:32] Voice 6: no questions i've been on the property well if

[0:26:35] Voice 7: you're ready to move okay

[0:26:36] Voice 6: i'll move

[0:26:37] Voice 6: so i moved that the main island local trust committee approve

[0:26:41] Voice 6: issuance of pld vp 2024 0067 trombley i'll second that moved

[0:26:52] Voice 7: and seconded any further discussion

[0:26:55] Voice 7: session here? All right, I'll call for the vote. All those in favor, raise your hand or say aye.

[0:27:04] Voice 7: Aye. That is three in favor. Excellent. And that is carried. Congratulations, Mr. Tremblay. And

[0:27:13] Voice 7: we look forward to supporting you as a member of the community and whatever else you are

[0:27:17] Voice 7: doing with that lot. And I wish you well.

[0:27:21] Voice 3: Wonderful. Thank you so much, everyone,

[0:27:23] Voice 3: for your consideration thank

[0:27:25] Voice 6: you have

[0:27:26] Voice 3: a good day the

[0:27:27] Voice 6: house is getting close

[0:27:31] Voice 6: it's

[0:27:31] Voice 3: getting very very close close enough

[0:27:33] Voice 3: for my liking but it's moving forward still yes thank you

[0:27:37] Voice 7: so much

[0:27:38] Voice 3: uh all the trustees and all the staff that uh worked on this on this on this uh variance

[0:27:43] Voice 3: application i appreciate it

[0:27:44] Voice 7: excellent

[0:27:45] Trustee Maude: excellent if i could ask the planners um this this pld vp blah

[0:27:51] Trustee Maude: blah, blah, blah? Is this a new

[0:27:53] Trustee Maude: describer? I've never

[0:27:54] Trustee Maude: seen this. It seems complicated.

[0:27:57] Voice 2: It's, yeah,

[0:27:58] Voice 2: well, maybe never someone wants to answer. This is

[0:28:00] Voice 2: a result of CityView, which is being

[0:28:02] Voice 2: implemented,

[0:28:03] Trustee Maude: which

[0:28:06] Voice 2: myself in particular have

[0:28:08] Voice 2: been very vocal

[0:28:10] Voice 2: about the necessity to have

[0:28:12] Voice 2: this naming structure.

[0:28:15] Voice 2: It's very

[0:28:16] Voice 2: heavy on numbers, but

[0:28:19] Voice 2: it's apparently

[0:28:20] Voice 2: Apparently, according to CityView, the proprietor or the developer, it's not something that we can change, which I think if we could, we would.

[0:28:32] Voice 2: And we may still.

[0:28:33] Voice 2: Who knows?

[0:28:36] Trustee Maude: Okay.

[0:28:38] Trustee Maude: Question asked and asked.

[0:28:39] Trustee Maude: Thank you.

[0:28:39] Trustee Maude: Sometimes we went across these things going, why is that different?

[0:28:42] Trustee Maude: And I'm glad I got an answer for it.

[0:28:44] Trustee Maude: Thank you.

[0:28:47] Trustee Maude: Probably

[0:28:48] Voice 7: nothing that's harder to paint.

[0:28:51] Voice 7: Sorry.

[0:28:51] Voice 7: Go ahead.

[0:28:52] Voice 7: I

[0:28:52] Trustee Maude: just know there's an email coming in about something that's later in the agenda if you

[0:28:56] Trustee Maude: want to pick it up at some point.

[0:28:58] Voice 7: Oh, thank you. I hadn't seen that. Yeah, there's probably nothing

[0:29:03] Voice 7: that's harder to change than the way we name things. So I can appreciate that must be a

[0:29:11] Voice 7: challenge. Okay, so let's move on to 11.1, the LUB project. We've got consideration of adoption

[0:29:19] Voice 7: adoption of the bylaw page 51. Hunter Chadwick uh yeah

[0:29:25] Voice 7: this is

[0:29:27] Voice 10: pretty pretty straightforward um

[0:29:29] Voice 10: the the bylaw was approved by executive committee on July the 3rd so this is

[0:29:34] Voice 10: this is uh your opportunity to just do the last step which is to adopt it

[0:29:44] Voice 6: excellent I'm ready to make a motion please do I move that the main island local trust committee

[0:29:51] Voice 6: Committee Bylaw No. 193 cited as Maine Island Official Plan Bylaw No. 144-2007.

[0:30:00] Voice 6: Amendment No. 1, 2023, be adopted.

[0:30:04] Trustee Maude: Okay. Just to touch on my previous point,

[0:30:08] Trustee Maude: there was an email been sent that there's some errors

[0:30:11] Trustee Maude: in the bylaw. On page 53,

[0:30:16] Trustee Maude: Section 216,

[0:30:18] Voice 8: there's

[0:30:20] Trustee Maude: Section F.

[0:30:24] Trustee Maude: After and before

[0:30:26] Trustee Maude: are reversed.

[0:30:28] Voice 10: Okay. Section F.

[0:30:30] Voice 6: stuff. Can you say that again? I don't

[0:30:36] Voice 7: think I have that.

[0:30:39] Trustee Maude: Oh, yeah, of course. Yeah, should

[0:30:42] Voice 6: be after the hours. Let

[0:30:47] Trustee Maude: me just send it to the chair. But so so basically, what? So what

[0:30:53] Trustee Maude: it says is before the hours of 7am, it should say after the hours of 7am. Right. And at

[0:30:59] Trustee Maude: At the end, it should, as they're saying after,

[0:31:03] Trustee Maude: it should be before 7 p.m.

[0:31:05] Voice 6: Okay.

[0:31:06] Voice 6: So I should change my motion.

[0:31:08] Voice 6: Yeah.

[0:31:09] Voice 6: So I can amend my motion,

[0:31:11] Voice 6: be adopted as per the changes to the wording for 2.16F,

[0:31:21] Voice 6: the change to the wording to say after the hours of 7 a.m.

[0:31:27] Voice 6: or 8 a.m. Saturday, Sunday holidays,

[0:31:30] Voice 6: and before 7 p.m does that do it can

[0:31:35] Voice 7: we just make it a little cleaner because we didn't second

[0:31:37] Voice 7: your motion so it's on

[0:31:39] Voice 7: the floor okay let's

[0:31:40] Voice 7: let's do another resolution okay

[0:31:42] Voice 7: yeah

[0:31:44] Trustee Maude: let's

[0:31:45] Voice 7: start again yeah

[0:31:46] Voice 6: okay sorry i've got to find it now okay so

[0:31:50] Trustee Maude: yes amended i i'll move

[0:31:52] Voice 6: that the main island local trust committee bylaw number 193 cited as main island official plan bylaw

[0:31:59] Voice 6: number 144 2007 amendment number 1 2023 be amended to section 2.16 f to state contractor

[0:32:14] Voice 6: vehicles and equipment may only be operated after the hours of 7 a.m or 8 a.m on saturdays sundays

[0:32:21] Voice 6: or holidays and before 7 p.m okay

[0:32:27] Trustee Maude: um the only the only thing i'll be

[0:32:29] Voice 6: adopted yeah

[0:32:31] Trustee Maude: it is that

[0:32:32] Trustee Maude: at the main island official plan it should say official community plan so so

[0:32:38] Voice 6: i see what you mean

[0:32:39] Voice 6: official community plan by so official okay i'll put official community add that in there

[0:32:46] Voice 6: i'm

[0:32:47] Trustee Maude: i'm sure at least it's got it all figured out

[0:32:49] Voice 6: community plan bylaw but i've read everything

[0:32:53] Voice 6: so i think that should cover it and

[0:32:56] Trustee Maude: i will second

[0:32:56] Voice 6: that okay and

[0:32:59] Voice 7: i moved and seconded is it

[0:33:02] Voice 7: is it too awkward to have the specific wording in there or should we well

[0:33:07] Voice 6: i i added the 2.16f

[0:33:10] Voice 6: and all the wording from 2.16f okay as as an amendment to the overall package

[0:33:18] Voice 6: as long

[0:33:20] Trustee Maude: as as long as pilot chadwick's happy we're happy just

[0:33:22] Voice 6: hope that works that's just

[0:33:25] Voice 10: actually i i'm noticing a complete problem with the resolution and that is that it's

[0:33:31] Voice 10: actually the land use bylaw where that's totally my bad okay um so

[0:33:37] Voice 7: let me so let's let's vote and

[0:33:39] Voice 7: and defeat this and start afresh and i think we should just amend the the bylaw that's for

[0:33:47] Voice 7: adoption and then just adopt it as amended does that make sense i

[0:33:55] Trustee Maude: don't i don't think we need to

[0:33:56] Trustee Maude: do a motion to them for the amendments it's just it just it says if we could adopt the bylaw as

[0:34:02] Trustee Maude: as amended yeah as amended

[0:34:04] Voice 10: and and we'll yeah i'll make the change as as needed yeah that's fine okay

[0:34:09] Voice 10: yeah so yeah so

[0:34:12] Voice 10: it should it should read the the um land use bylaw number in there so i'll

[0:34:19] Voice 10: I'll make that, I can make that change.

[0:34:21] Voice 7: So let's just, just to make sure we have a clean record, let's, we have to hold a vote now on Trustee Dodd's motion, but we should defeat it because it's not the right wording and do another.

[0:34:35] Voice 7: Correct.

[0:34:36] Voice 7: Yeah.

[0:34:37] Voice 7: Okay.

[0:34:37] Voice 7: So all those in favor of whatever Trustee Dodd's just put forward, raise your hand.

[0:34:44] Voice 7: Please say aye.

[0:34:45] Trustee Maude: I'm uncomfortable voting against something with Trustee Dodd.

[0:34:48] Trustee Maude: I know.

[0:34:49] Voice 7: all those opposed please raise your hand okay that's defeated and if somebody could read out

[0:34:59] Voice 7: again the correct wording and just add as amended i don't think we have to put in

[0:35:04] Voice 7: yeah

[0:35:04] Voice 10: so the correct so the correct wording should be that main island local trust committee bylaw

[0:35:09] Voice 10: number 193 cited as main island land use bylaw number 146 2008 amendment number 1

[0:35:18] Voice 10: 2023

[0:35:20] Voice 10: as amended

[0:35:22] Voice 10: be adopted as amended

[0:35:24] Voice 10: be adopted as amended

[0:35:25] Voice 7: so moved

[0:35:26] Voice 7: so moved by trustee Maude

[0:35:29] Voice 7: and trustee Dodds

[0:35:32] Voice 7: seconds

[0:35:34] Voice 7: excellent any further discussion

[0:35:36] Voice 7: all those in favor raise your hand to say aye

[0:35:40] Voice 7: excellent that is carried

[0:35:42] Voice 7: well done

[0:35:43] Voice 7: well

[0:35:44] Trustee Maude: done it takes a village

[0:35:48] Voice 7: at least in the islands

[0:35:50] Voice 7: trust area it does wonderful thank you staff for that piece of work we are moving quickly

[0:35:57] Voice 7: through our minor projects what is next on the list major project

[0:36:03] Voice 7: yes so we've got 11.2 our

[0:36:06] Voice 7: housing project uh a business case to discuss page 59 yeah so

[0:36:14] Voice 10: the business case was put together by

[0:36:16] Voice 10: by Regional Planning Manager Robert Kojima.

[0:36:20] Voice 10: In his absence, I will just go through it for you.

[0:36:25] Voice 10: So this is basically to endorse the business case

[0:36:28] Voice 10: for the next fiscal, 2025-2026.

[0:36:34] Voice 10: And the amount being proposed is $8,000,

[0:36:37] Voice 10: which should be sufficient for what will be needed,

[0:36:43] Voice 10: which is some legal review we've um we've got a little bit put in there for some um communications

[0:36:51] Voice 10: and uh and um and public hearing etc so um that uh yeah it's a sufficient amount um to move the

[0:37:07] Voice 10: the the project forward as as it's been identified okay

[0:37:21] Voice 7: well what i'd like to ask um

[0:37:26] Voice 7: and this is sort of following on a liskiti ltc discussion that we had the rpm rpm gemerat

[0:37:34] Voice 7: um asked the trustees to really identify the issues and the opportunities that

[0:37:43] Voice 7: that, sorry, playing overhead, had to sit outside, really hone in on any issues and opportunities

[0:38:01] Voice 7: that the business case could address for the community. And this really helps strengthen

[0:38:08] Voice 7: our arguments before trust counsel, if we indeed we need to argue. So just wanting

[0:38:16] Voice 7: trustees to take a look a closer look at page 62 and is there any better

[0:38:25] Voice 7: definitions or what issues we would resolve in the main island community

[0:38:30] Voice 7: with this next phase of the housing project so I see a lot of regional

[0:38:34] Voice 7: benefits utilizing Jan's trust housing toolkit you know supporting CRDs Gulf

[0:38:42] Voice 7: Island housing strategy design of more model bylaws for housing but you know

[0:38:46] Voice 7: Now, what specifically for Maine and the Maine Island community will this phase of the housing

[0:38:53] Voice 7: project resolve?

[0:38:54] Voice 7: Trustee Dodds?

[0:39:00] Voice 7: You're muted.

[0:39:01] Voice 7: You are muted, Trustee Dodds.

[0:39:04] Voice 6: Sorry.

[0:39:04] Voice 6: I'm specifically expanding our secondary suites, which right now are quite restricted, and

[0:39:12] Voice 6: expanding our flex housing, which really is the ideal.

[0:39:16] Voice 6: So those two for us are key to enabling more development, more housing, while actually preserving as much of the natural environment around the current homes.

[0:39:27] Voice 6: We don't have a lot of opportunity to, under any kind of rezonings, to increase density.

[0:39:33] Voice 6: We already are pretty much fully developed.

[0:39:36] Voice 6: So those are key for us.

[0:39:37] Voice 6: um and then of course you know being able having that having more of a part building partnerships

[0:39:44] Voice 6: of course with other non-profits too but that really for us are our key we won't get extra

[0:39:51] Voice 6: housing through subdivision that's not the way to go or extra just extra structures built

[0:39:58] Voice 6: okay

[0:39:58] Voice 7: so that's already in there in that second bullet i just

[0:40:03] Voice 7: wanted to check in that that's

[0:40:04] Voice 7: yeah

[0:40:04] Voice 6: those are for

[0:40:06] Voice 7: your community maybe another question is what do you risk losing

[0:40:10] Voice 7: or missing out on if this is not approved um what's the risk well

[0:40:23] Voice 6: see we haven't seen no

[0:40:24] Voice 6: no expansion in rental opportunities obviously we all have just single family homes and especially

[0:40:34] Voice 6: a crd and looking there may be more funding available too for these these kind of incentives

[0:40:39] Voice 6: if we actually have the zoning in place to allow them.

[0:40:42] Voice 6: And right now our flex housing is in a relatively narrow area

[0:40:45] Voice 6: and could be much expanded.

[0:40:51] Voice 6: And now it's key right now.

[0:40:53] Voice 6: Now is the time to do it in the next couple of years.

[0:40:56] Voice 7: And I would say that's a really strong argument, actually,

[0:40:59] Voice 7: is the increased attention on housing,

[0:41:01] Voice 7: the fact that the CRD has developed a rural housing strategy

[0:41:06] Voice 7: and we could work with that,

[0:41:08] Voice 7: and that the main local trust area has been working on this diligently for so many years so

[0:41:14] Voice 7: yeah it's just really clarifying the um what would we lose and what will we gain

[0:41:20] Voice 7: um if this housing if this business case is supported

[0:41:25] Voice 7: yeah

[0:41:26] Voice 10: i would argue that through the chair that uh um main is is leading the way here and so

[0:41:34] Voice 10: So has paved the way for the others.

[0:41:37] Voice 10: So we'd also be losing that leadership.

[0:41:40] Voice 3: Thank you.

[0:41:45] Voice 7: Great.

[0:41:47] Voice 7: Any further discussion on the business case,

[0:41:50] Voice 7: their general support for this?

[0:41:53] Voice 7: Do you want to consider alternatives?

[0:42:01] Voice 7: I see nothing and hear nothing.

[0:42:03] Voice 7: It must be another excellent.

[0:42:05] Voice 7: It is a lot of,

[0:42:07] Voice 6: a lot of time and effort went into this business case.

[0:42:12] Voice 7: um i just wanted to ask a question about engagement with first nations

[0:42:16] Voice 7: did we have any uh feedback from that early engagement i guess you've got june 2024 you've

[0:42:26] Voice 7: listed early engagement is completed yep go ahead planner chadwick oh

[0:42:33] Voice 10: yeah so we didn't have we

[0:42:34] Voice 10: didn't have any feedback from the early engagement um the intention is to send them and i have

[0:42:38] Voice 10: drafted another letter there's um i'm just in conversation a little bit with justine stark

[0:42:42] Voice 10: right now because um they're wanting to um engage um nations in in um in the the um the gulf island

[0:42:52] Voice 10: housing strategy and so we're sort of just talking about a potentially just doing a coordinated

[0:42:58] Voice 10: letter as opposed to you know one from them one for us because we have been working

[0:43:03] Voice 10: quite closely with them so it's actually would be a nice opportunity for that so

[0:43:07] Voice 10: So we haven't, my intention was to have that letter sent before this meeting, the follow-up letter.

[0:43:14] Voice 10: And it has been reviewed and everything, and it's ready to go.

[0:43:17] Voice 10: But the hesitation has been that we have an opportunity to actually write a letter together with the CRD at this point.

[0:43:26] Voice 10: Great,

[0:43:36] Voice 7: thank you for that.

[0:43:37] Voice 7: Do

[0:43:38] Voice 6: we need a motion for the recommendation?

[0:43:40] Voice 7: I believe so.

[0:43:41] Voice 7: Okay,

[0:43:42] Voice 6: so I'll move that the Maine Island Local Trust Committee endorse the attached business case for the Maine Island Housing Options Project Phase 2 for fiscal year 2026, and that staff forward the business case to the relevant committees and to Trust Council.

[0:43:59] Voice 7: Excellent. Seconded by Trustee Maud. Any further discussion?

[0:44:05] Voice 7: All those in favor? Aye.

[0:44:09] Voice 7: That is carried. Thank you, Planner Chadwick. That's excellent.

[0:44:14] Voice 7: I feel like we are moving swiftly into year four how did that happen 2026

[0:44:25] Voice 7: oh I'm really happy with the progress of the main island's local trust community you have no

[0:44:30] Voice 7: idea there's other communities are really stalled out you guys are definitely I

[0:44:36] Voice 6: just I want to say

[0:44:37] Voice 6: something going back to our flex housing too and first nations and as you know we have a significant

[0:44:43] Voice 6: reserve on main island for the sarlap and so the other thing within the flex housing in the future

[0:44:49] Voice 6: is to identify properties that are currently privately owned but could offer options for the

[0:44:57] Voice 6: reservation property to have access to water and power and services i mean we talked vaguely about

[0:45:04] Voice 6: that with some a recent request for a property owner so that should really cover our a lot of

[0:45:10] Voice 6: of our responsibility to enable some sort of development to occur on on the reserve land

[0:45:17] Voice 6: right now that is a big drawback for them is is having having those services available so that's

[0:45:22] Voice 6: something we could tie in to this project i think

[0:45:26] Voice 7: so perhaps we could note that when we get to the

[0:45:31] Voice 7: um if there's something missing there i didn't see yeah

[0:45:38] Voice 6: however it gets done that's you know

[0:45:40] Voice 6: there are a few properties that do border that area and that would be a good opportunity for us

[0:45:46] Voice 6: to really do something that's actually useful i mean not just paper yep

[0:45:53] Voice 7: absolutely so do you want

[0:45:55] Voice 7: to go to the um the housing options phase two can i just can i just address that uh

[0:46:02] Voice 10: point um i think

[0:46:04] Voice 10: what might be useful it is um because we've got this housing action implementation table

[0:46:11] Voice 10: and that

[0:46:12] Voice 10: is supposed to be a living document and so we could you could if you move a motion to

[0:46:17] Voice 10: include um

[0:46:19] Voice 8: that

[0:46:20] Voice 10: idea like that for that to be added to the implementation table okay then we

[0:46:25] Voice 10: can just we'll have that as part of our program and this is what we can continue to do when there

[0:46:30] Voice 10: are things that come up that we haven't thought about before that are new that it's something

[0:46:34] Voice 10: that the trustees want to pursue and look into i think um that's a good way of us being able to

[0:46:39] Voice 10: to keep to keep track of it okay so it's the implementation table yeah the the main island

[0:46:46] Voice 10: housing implementation table so um you could make a motion to add okay um yeah that idea

[0:46:53] Voice 6: yeah i move that we add to the implementation table opportunities to enhance um

[0:47:00] Voice 6: enhanced infrastructure that would benefit first nations to say reserve lands on main island is

[0:47:12] Voice 6: that well i think what i heard was infrastructure access access that's where okay that's better

[0:47:17] Voice 6: infrastructure access for first nations that's great

[0:47:23] Voice 7: right moved seconded by trustee bod

[0:47:32] Voice 7: any further discussion

[0:47:34] Voice 7: all those in favor

[0:47:36] Voice 7: yeah that's

[0:47:38] Voice 7: excellent that's a

[0:47:39] Voice 6: real positive thank you

[0:47:40] Voice 6: thank

[0:47:41] Voice 7: you that is great good job

[0:47:43] Voice 7: I

[0:47:44] Voice 7: do hope we have more discussion on this

[0:47:46] Voice 7: implementation table I've just

[0:47:48] Voice 7: seen the

[0:47:49] Voice 7: next report we

[0:47:50] Voice 7: hadn't quite got there but

[0:47:52] Voice 7: we want to move

[0:47:55] Voice 7: do you want to keep discussing the implementation table

[0:47:58] Voice 7: and then go back to the CMHC

[0:48:00] Voice 7: I think we can

[0:48:01] Voice 10: maybe we've just finished

[0:48:04] Voice 10: So I think that concludes our conversation related,

[0:48:07] Voice 10: that started with the

[0:48:08] Voice 9: business

[0:48:10] Voice 10: case.

[0:48:11] Voice 10: So we can maybe move on to the next report

[0:48:13] Voice 10: and then we can get into

[0:48:14] Voice 7: some dialogue

[0:48:15] Voice 10: about the attachments, et cetera.

[0:48:19] Voice 7: Sounds good, take it away.

[0:48:22] Voice 10: Okay, yeah.

[0:48:23] Voice 10: And so in that case, I had added the implementation table

[0:48:27] Voice 10: just to remind you what you had agreed on before.

[0:48:31] Voice 10: So that has been endorsed previously

[0:48:34] Voice 10: by the main LTC.

[0:48:36] Voice 10: And it's a nice summary of basically the action plan

[0:48:42] Voice 10: and sort of the sequencing and timing of those things,

[0:48:48] Voice 10: which ties in with the business case, et cetera.

[0:48:53] Voice 10: So what I was hoping to get out of this next conversation

[0:49:01] Voice 10: is one I brought up the recommendation is to support an application to the second round of

[0:49:07] Voice 10: CMHC funding and I'll explain that in a minute and then the other thing is I wanted to talk a

[0:49:12] Voice 10: little about about the community information meeting and and what the expectations of the

[0:49:17] Voice 10: LTC are with respect to that I have some ideas that I put into the staff report and we can

[0:49:23] Voice 10: discuss that so first i'll just um i'll just go to the uh the application for funding so the the the

[0:49:30] Voice 10: actual um chance of maine getting this funding is probably 0.02 percent um but because we did

[0:49:40] Voice 10: because we worked so closely with the crd on the previous um application it's a pretty much a it's

[0:49:47] Voice 10: a very straightforward um application process it's just a matter of resubmitting and changing a few

[0:49:54] Voice 10: um dates and updating slightly so it's not a it's not an arduous process i um i have had some

[0:50:01] Voice 10: conversation with um with justine on that they're supportive in moving ahead um i also just recently

[0:50:08] Voice 10: just this morning had an email from um um habitat for humanity david their um their lands and and

[0:50:16] Voice 10: everything else manager um and um and he was asking about the he was asking about the um

[0:50:24] Voice 10: um about the cids program because he just recently read something about it

[0:50:29] Voice 10: and that application that we'd put into cmc um you know includes a program uh which would support

[0:50:37] Voice 10: funding to uh support free development and um the infrastructure cost for for non-profits which

[0:50:44] Voice 10: which had the habitat in mind so i think there's a there's an opportunity in this case to also get

[0:50:51] Voice 10: a couple of um you know letters of support from the crd and habitat um and then and even though

[0:50:57] Voice 10: um the chances of the funding because in this case we're looking at the the pot of funding

[0:51:03] Voice 10: has gone from four billion to four hundred thousand uh four hundred million so it's ten

[0:51:08] Voice 10: 10% of the previous pot. The first pot was only allocated to 30% of the applicants and all the

[0:51:15] Voice 10: previous applicants are eligible to apply again. So if you can imagine, it's 70% of previous

[0:51:21] Voice 10: applications trying to go for 10% of the funding. I think the value in us applying again is that

[0:51:28] Voice 10: we're saying, you know, this is important, like, and if we can get the letters of support,

[0:51:33] Voice 10: maybe there's somebody who can say, well, you know, maybe there's another fund for this,

[0:51:36] Voice 10: um because as you know um islands trust does not fit part of our problem is that we don't fit

[0:51:44] Voice 10: through that square hole with our our round and other shaped um form that we are so um also it's

[0:51:53] Voice 10: also a good package that we could potentially move out to other other other places so um

[0:52:00] Voice 10: so that's that's fairly straightforward um the with respect to the community information meeting

[0:52:08] Voice 10: um i'm thinking there you know this this this um meeting should should we talked about inviting

[0:52:14] Voice 10: other um folks from other islands and we certainly can do that to any uh community meeting that we

[0:52:21] Voice 10: we organize in this case um i think we should keep it main island focused um focus on the action plan

[0:52:28] Voice 10: And it's an opportunity for other folks to learn about, you know, why Maine is kind of leading the way because you do have a very tight action plan and you've already executed some actions with the flex housing.

[0:52:41] Voice 10: So it's building on what you've done before and moving forward.

[0:52:44] Voice 10: And I think you did talk before about, you know, one of the priorities being kind of looking at how people could be donating their land or a portion of their land.

[0:52:54] Voice 10: And so I think we could be focusing on basically educating folks on what the island's trust role is in terms of providing the zoning and all that kind of thing that links to the project that you're engaged in.

[0:53:08] Voice 10: We can talk about land sharing arrangements because that's where people start to talk about different land sharing arrangements.

[0:53:16] Voice 10: But what we need to think about is what's the zoning that will facilitate those kinds of land sharing arrangements.

[0:53:24] Voice 10: So Habitat is actually doing some research right now into different land sharing arrangements and seeing how they can shift their model up a little bit potentially to be able to sort of support co-op, cooperative land sharing, for example.

[0:53:40] Voice 10: It's something that's really new and we'll hear a little bit more from them.

[0:53:44] Voice 10: But my intention is to invite them to the, because I think they got a lot of, there was a lot of excitement in the community when they came last time.

[0:53:52] Voice 10: And I think we could really focus this meeting and make sure that we invite the right people to come to have the conversation.

[0:53:59] Voice 10: Like we need to be able to promote it in a way that we are attracting people that may want to be, you know, are thinking of donating a section of their land potentially and trying to figure out how they could do that.

[0:54:14] Voice 10: And that's what we're trying to explore is like, does it have to be subdivision or can it be something else?

[0:54:19] Voice 10: and that's what

[0:54:19] Voice 10: we're kind of trying to figure out that's what and that's what um that's what um

[0:54:25] Voice 10: habitat's trying to figure out as well so um and this ties also in with the rural housing

[0:54:30] Voice 10: um program crd's rural housing program so i've been talking to justine so i would see her coming

[0:54:37] Voice 10: as well as a as a speaker because they have the potential so where habitat is more of the

[0:54:42] Voice 10: ownership um supporting that ownership model um crd's program is about supporting um the rental

[0:54:51] Voice 10: market essentially so um so it's a nice it's a nice balance and um and we've got um you know

[0:55:00] Voice 10: very eager parties um that are interested in partnership in this so um we're all just kind

[0:55:06] Voice 10: of sorting it out as we go ahead but the the the main thing is is knowing whether they're like what

[0:55:12] Voice 10: what, whether community members are interested, how they're interested in, you know, is their

[0:55:16] Voice 10: land available? Can we start to have those conversations? So we'll try and organize it

[0:55:22] Voice 10: so that we can really kind of move forward a little bit in that conversation. It could,

[0:55:28] Voice 10: you know, I think elements of that conversation can, could be used and developed even further

[0:55:37] Voice 10: for a more regional forum um so this is sort of like a um a little um taster we can have a bigger

[0:55:46] Voice 10: one um which would be something that the regional planning committee would have to sponsor um and

[0:55:52] Voice 10: that work would be done through the regional planning team which is basically would basically

[0:55:57] Voice 10: be me i think so yeah so what i was what i was interested with that in conversation i had a few

[0:56:09] Voice 10: few questions for the ltc um and that is and these are things that um you know you can follow up with

[0:56:16] Voice 10: me after the meeting as well like to think about the specific groups in the community or specific

[0:56:20] Voice 10: individuals that you'd like to invite to that um um you can um send send if you if there are things

[0:56:29] Voice 10: that are top of mind now i can write them down um but also you can send those to me um and i can

[0:56:34] Voice 10: send you a reminder email to follow up with that um is october a good time and also um you know

[0:56:43] Voice 10: what's what what what time of the week what what time of the day um if we're looking at scheduling

[0:56:49] Voice 10: that would be good okay but i

[0:56:55] Voice 6: had trusty dots yeah oh the last meeting we had when habitat was here

[0:56:59] Voice 6: you know it was a daytime meeting probably it was a monday because it was our regular trust and we

[0:57:03] Voice 6: We had a really good turnout, and yes, I've made a list of, you know, we have a parent advisory committee, we have our daycare committee, we have our assisted living group, we have our Lions Club, who are very active in the community.

[0:57:15] Voice 6: So I've got no problem having a list of who we would invite in terms of identifying property owners.

[0:57:21] Voice 6: owners you know certainly i have my eyes as we you know we looked at five potential properties

[0:57:28] Voice 6: so easily can send the names of basically looking what's on main roads what's around people

[0:57:35] Voice 6: especially if it could be land sharing so the idea of land sharing i think is great if there's ways

[0:57:40] Voice 6: to do that so i have no lack of ideas and people um i still think basically your monday afternoon

[0:57:46] Voice 6: afternoon even though some you know there are people that work but if you switch to a weekend

[0:57:51] Voice 6: I think that you know it is harder to get people out we've had these conversations in the past

[0:57:56] Voice 6: so I still think the Monday afternoon works really well and the other one is is October either

[0:58:03] Voice 6: late October early November I think for most people October September October you're getting

[0:58:09] Voice 6: back into your winter routine so I'm somewhat neutral on what when but towards the end of

[0:58:15] Voice 6: of october or early november i don't think it matters um there's lots of and people are really

[0:58:22] Voice 6: keen on the the other one that i've heard recently because there are people with single family homes

[0:58:27] Voice 6: who are looking for their estates moving forward what to do with those they're not big properties

[0:58:33] Voice 6: but the idea of a land trust is definitely prime time um i know the main island conservancy has a

[0:58:41] Voice 6: a few offers and so we probably should be inviting them because land sharing may work with other

[0:58:47] Voice 6: groups on the island too now

[0:58:49] Voice 10: uh is that a conversation we might want to have ahead of time

[0:58:52] Voice 10: like with the the conservancy to see if they that would be good yeah

[0:58:56] Voice 6: okay um

[0:58:59] Voice 10: so what i'm looking at

[0:59:03] Voice 10: is is us finding a date and then we can like really promote this we could we could send um

[0:59:09] Voice 10: you know we can we could send the information directly to some of these properties that you're

[0:59:13] Voice 10: talking about i

[0:59:14] Voice 6: think because our meeting is probably the beginning of october we're working

[0:59:20] Voice 6: more towards i think we're looking more towards in november i think we need to have one more

[0:59:25] Voice 6: local trust committee because

[0:59:26] Voice 10: you've actually got two two ltc meetings in

[0:59:29] Voice 10: in october so i think

[0:59:31] Voice 10: november is probably okay

[0:59:32] Voice 7: really could we um so just thinking about timing would it be too onerous

[0:59:38] Voice 7: to um put it in the late afternoon after an ltc meeting so have a break come back at 4 4 30

[0:59:49] Voice 7: and then people who are working might have um the opportunity to come i just don't know about

[0:59:54] Voice 7: ferries getting off the island if that's

[0:59:56] Voice 6: yeah i personally having had a gazillion

[1:00:00] Voice 6: meetings and people that are going to come will you know that they will come i don't think it's

[1:00:05] Voice 6: that we're going to cut out a lot of people who can't and most people have flexible enough

[1:00:12] Voice 6: schedules that they could come in for an hour or something but i've never heard anyone come

[1:00:18] Voice 6: to me and say i couldn't come to that meeting because my hours were locked in to nine to five

[1:00:23] Voice 6: and you didn't have a meeting at 5 30 so i couldn't come that's my community but i you know

[1:00:29] Voice 6: Who knows? Maybe there's a new group out there who feel left out. I've never heard that.

[1:00:33] Voice 7: What about converting the October 28th LTC meeting to a CIM if there's two meetings?

[1:00:41] Voice 7: We

[1:00:42] Voice 6: could do that because we would have a light local trust meeting.

[1:00:47] Voice 7: A light agenda anyways. What do you think?

[1:00:48] Voice 6: Good idea.

[1:00:50] Voice 7: Excellent idea.

[1:00:51] Voice 7: yeah

[1:00:52] Voice 10: I think that works well because I mean I can't foresee unless there's some

[1:00:57] Voice 10: huge amount of applications flooding but that's not a usual time that people would actually be

[1:01:02] Voice 10: doing work because you're heading into

[1:01:04] Voice 10: the winter so yeah I think that makes a lot of sense

[1:01:07] Voice 10: October the 29th I believe it is

[1:01:10] Voice 8: 28th

[1:01:11] Voice 10: 28th okay

[1:01:19] Voice 9: yeah okay

[1:01:25] Voice 10: that so that sounds good yeah so what

[1:01:28] Voice 10: I'll follow up with some questions and you can send me

[1:01:32] Voice 10: who you think needs to be invited and

[1:01:36] Voice 10: then I'll work with Morgana. We'll put together

[1:01:40] Voice 10: a nice flyer that'll happen in September

[1:01:45] Voice 10: that we can put out there and it can be shared

[1:01:48] Voice 10: beyond Maine.

[1:01:51] Voice 7: Yeah, I really would like

[1:01:53] Voice 7: to see more synergy between the LTCs so even

[1:01:56] Voice 7: Even if, you know, we say Maine is leading the way, well, let's invite other trustees to come and make sure they feel welcome.

[1:02:05] Voice 7: But we will focus on Maine projects and explore different approaches.

[1:02:12] Voice 7: But I think it would be a good opportunity for learning.

[1:02:15] Voice 7: I personally still want to see a forum, you know, perhaps in the winter or early spring in the Southern Gulf Islands that includes all the LTCs and different partners.

[1:02:29] Voice 7: And, but I think, yeah, we're not quite ready for that.

[1:02:33] Voice 7: So do you want to move through any other of the questions?

[1:02:36] Voice 7: questions uh there's a few specific ones like does the ltc wish to engage water service districts

[1:02:42] Voice 7: before expanding permissions for secondary suites do you want to move through those

[1:02:46] Voice 7: questions by our childhood because we've got a bit of time um uh or would you prefer follow

[1:02:52] Voice 7: up afterwards i

[1:02:54] Voice 10: think i mean i think that's more specific that that's um that's really specific to

[1:03:01] Voice 10: the sort of like actually digging into our i mean the process like we're not quite there yet

[1:03:09] Voice 10: um although we could i mean i could be thinking of um organizing a conference or a meeting for

[1:03:17] Voice 10: the water service areas um as well yeah go

[1:03:27] Voice 7: ahead okay

[1:03:28] Voice 6: so i was going to say with the water

[1:03:29] Voice 6: districts i mean we have had meetings and we could should have just a specific meeting organized

[1:03:35] Voice 6: organized specifically with that group but really more importantly if we're going to invite that

[1:03:40] Voice 6: group to me we really need to have then an alternate source provider to none i don't think

[1:03:48] Voice 6: any of our water districts can say yes we really want you to add some housing in our water district

[1:03:52] Voice 6: none of them are going to say that so we really need to come up with we would like to increase

[1:03:57] Voice 6: your density but these are the options to actually deal with the water problem that you have

[1:04:01] Voice 6: have so we need rainwater people people have other other ideas on how to reduce water consumption

[1:04:10] Voice 6: so those rather than just asking them what they think about increasing density well the question

[1:04:16] Voice 10: is do you even want to go there i mean because you

[1:04:18] Voice 10: could just change the you could just change

[1:04:21] Voice 10: the zoning

[1:04:22] Voice 9: and

[1:04:23] Voice 10: then and then you know i mean then there's the you know the introduction of cisterns

[1:04:28] Voice 10: you will be doing some for new builds for example if there are secondary suites they'll require a

[1:04:32] Voice 10: sister we could be increasing the cistern size it's fairly like in in maine it's it's smaller

[1:04:38] Voice 10: than what we're now recommending for other

[1:04:41] Voice 9: islands so

[1:04:42] Voice 10: there's all that that can happen um um yeah i

[1:04:47] Voice 10: mean the question is really do you need do you need to know that they're okay with it to go

[1:04:51] Voice 10: ahead and do it or

[1:04:51] Voice 1: do you want to just

[1:04:52] Voice 10: go ahead and do it and then you can follow up and say okay

[1:04:54] Voice 10: okay, don't worry about it.

[1:04:55] Voice 10: It's not going to mean that there's going to be

[1:04:57] Voice 10: secondary suites all suddenly.

[1:04:59] Voice 10: And that, you know, there is like an education component

[1:05:04] Voice 10: and who, and that is, that's a piece that,

[1:05:09] Voice 10: you know, the CRD, for example,

[1:05:12] Voice 10: we may be able to partner in

[1:05:14] Voice 10: because it's not,

[1:05:15] Voice 10: it's not really,

[1:05:17] Voice 10: you know, it is part, it's partly us

[1:05:20] Voice 10: and it's partly them.

[1:05:22] Voice 10: So there could be some opportunities there,

[1:05:24] Voice 10: but that's like an additional uh piece after you've actually done the the the zoning change

[1:05:32] Voice 10: yeah i

[1:05:32] Voice 6: think and i think that's that's i think that's key that at the end of the day

[1:05:37] Voice 6: well we've enabled zoning to allow this to happen at the end of the day it'll be the process of how

[1:05:42] Voice 6: it will happen and where it will happen so yeah i

[1:05:45] Voice 6: agree that we don't need to rush into worrying

[1:05:49] Voice 6: about that right now

[1:05:50] Voice 9: i

[1:05:51] Voice 7: had a question about the suitable land um a sort of information meeting

[1:05:56] Voice 7: suitable land analysis you'd sort of bulleted that as happening fairly soon

[1:06:05] Voice 7: what would that look like and um yeah

[1:06:12] Voice 10: so we're just waiting william is finishing up um he's had a um

[1:06:18] Voice 10: a temporary assignment working for him

[1:06:22] Voice 10: that has been doing the suitable land analysis

[1:06:25] Voice 10: for Maine, Gabriola, North Bender, and Denman

[1:06:32] Voice 10: as priorities because of the projects that are in place.

[1:06:37] Voice 10: And so that work is being completed at the end of August.

[1:06:41] Voice 10: So we'll have an opportunity to share that in September.

[1:06:44] Voice 10: It could happen in October, probably at that October meeting.

[1:06:47] Voice 10: your early October LTC meeting, I'm thinking, would probably be the time to share that

[1:06:54] Voice 10: information. Can we request communication materials

[1:07:00] Voice 7: to go along with that?

[1:07:04] Voice 10: Yeah. I mean,

[1:07:05] Voice 10: again, it's all dependent on what William has together at that point in time. So I'll have a

[1:07:14] Voice 10: a better read on that um within the coming month okay

[1:07:18] Voice 7: because i think um people still need pictures

[1:07:22] Voice 7: and an understanding of what suitable land analysis does i mean main islanders maybe know

[1:07:27] Voice 7: more than other communities but um we keep talking about this as as a as an important

[1:07:35] Voice 7: pre-consideration of any rezoning but um i have yet to see other than through there was a webinar

[1:07:42] Voice 7: that was that William did that was pretty illustrative perhaps even that

[1:07:48] Voice 7: webinar and some of the materials from it just an illustration of how it works

[1:07:52] Voice 7: and yeah

[1:07:52] Voice 10: actually this is a good point so the so the key thing here and you're

[1:07:56] Voice 10: bringing something to mind is like I feel like we need to do a fake island

[1:07:59] Voice 10: example because people get very concerned when they see you know how

[1:08:05] Voice 10: things kind of layer up and they see where their property is located and kind

[1:08:08] Voice 10: of freak out a little bit because the thing with the suitable land analysis

[1:08:11] Voice 10: is and the the tool that's been created is there's the ability to um to put emphasis on different

[1:08:18] Voice 10: aspects of the data so you know you can if you decide that groundwater is all you're interested

[1:08:24] Voice 10: in you don't you don't care about uh sensitive ecosystems you can you know change that um to

[1:08:31] Voice 10: read in a different way so um and i think that that's what william's concern is about putting

[1:08:37] Voice 10: up maps that are specific to

[1:08:39] Voice 10: islands but i think i might throw that idea out to him

[1:08:42] Voice 10: that maybe we need just like to have a a fake island that maybe people can um can play around

[1:08:50] Voice 10: with a bit or

[1:08:52] Voice 7: use the the map that he did for north pender as an illustration you know doesn't

[1:08:57] Voice 7: have to be main island use other islands maps you could use other islands maps yeah i mean i don't

[1:09:05] Voice 7: I honestly have a hard time assigning work for an imaginary project.

[1:09:11] Voice 7: I can see why that might be.

[1:09:12] Voice 10: Oh, no, but what I think you could do is, and I don't know if it's possible,

[1:09:15] Voice 10: but I'm going to see if it's possible.

[1:09:16] Voice 10: Maybe it's just as easy as just cutting the graphic so it's a different shape.

[1:09:25] Voice 10: Maybe it's a circle or a square.

[1:09:27] Voice 10: Cutting it out of an existing so you're actually using existing

[1:09:29] Voice 10: and we wouldn't tell you which island it was.

[1:09:31] Voice 10: I don't know.

[1:09:32] Voice 10: I'll have to see.

[1:09:35] Voice 10: but but what i'm hearing is communications materials and so

[1:09:38] Voice 7: we can think

[1:09:39] Voice 10: about what what

[1:09:40] Voice 10: what the best approach is and

[1:09:43] Voice 7: this really is important because when you're talking about land

[1:09:46] Voice 7: sharing um and increasing intensity or number of dwellings um as we get into the conversation

[1:09:56] Voice 7: about tiny homes or movable units understand how that works with the landscape is going to be

[1:10:03] Voice 7: we need to we need residents to be thinking in that way like which is appropriate as opposed to

[1:10:09] Voice 7: what they have in mind now might be oh my gosh the process i would have to go to rezone

[1:10:14] Voice 7: right just think of where we've come from and where we'd like to go there needs to be a way

[1:10:19] Voice 7: to translate how this information can be used more creatively on our child what can i we're

[1:10:27] Voice 7: were bouncing around ideas about a game of like matching up um this if this piece of land is has

[1:10:33] Voice 7: this criteria and these potential tenure uh arrangements could be uh organized people could

[1:10:40] Voice 7: sort of pick and choose what might be more appropriate we need to put that decision making

[1:10:45] Voice 7: power back into people's hands um a little bit more so that they can start problem solving

[1:10:51] Voice 7: with their own land so as much educational materials as we can get I think and we can

[1:10:59] Voice 7: use those in other LTCs so thanks for considering that yes

[1:11:05] Voice 9: yeah

[1:11:13] Voice 10: so yeah so just just coming back to

[1:11:20] Voice 10: that the action plan conversation you know we can't address those there are a couple of those

[1:11:27] Voice 10: questions so the so am i hearing with respect to the water districts that you're okay with

[1:11:35] Voice 10: actually not engaging at this point in time moving forward um okay

[1:11:42] Voice 6: i i think so yes um

[1:11:47] Voice 10: the the so the there was the other question around engaging with the um the school district so when

[1:11:53] Voice 10: we did when you did

[1:11:54] Voice 10: rezone the property so they could

[1:11:56] Voice 10: allow the teacherage there was sort of like

[1:11:58] Voice 10: Like, I remember Trustee Maud actually saying only one.

[1:12:03] Voice 10: So that would

[1:12:05] Voice 10: be, we'll have to, you know, have a conversation around how many you might want to allow at some point.

[1:12:12] Voice 10: And the main question here is, do you want to engage the school district or the PAC in that conversation?

[1:12:19] Voice 10: Because then I would just build that into my work schedule.

[1:12:24] Voice 6: Well, you would definitely want to involve, I think, PAC rather than the school district.

[1:12:29] Voice 6: Because Pat will come with their local school trustee.

[1:12:32] Voice 6: And they have three individual properties that they do own, too.

[1:12:37] Voice 6: So they have two that are not.

[1:12:38] Voice 10: That's right, they do.

[1:12:39] Voice 6: Yes, they do.

[1:12:40] Voice 6: So we

[1:12:42] Voice 10: could have a

[1:12:43] Voice 10: meeting with them and just see what their thoughts are.

[1:12:47] Voice 10: And they could come up with the numbers.

[1:12:49] Voice 10: Or maybe they've already thought about it.

[1:12:51] Voice 10: Maybe they have some plans already.

[1:12:53] Voice 6: Well, I think that going back to a lot of the project that they did do at the school,

[1:12:58] Voice 6: that was community basically yes by

[1:13:01] Voice 6: pack but done by the community whole community yeah and it's an

[1:13:04] Voice 10: it's an amazing example i think i think in these years that we've all been talking about affordable

[1:13:08] Voice 10: housing i think that's the one project that's that's been realized and that's the power of

[1:13:13] Voice 10: community yeah and so it's like you know i mean do we you know do you do you stand around waiting

[1:13:18] Voice 10: for millions of dollars to build 20 units that may never happen or do you just motive motivate

[1:13:23] Voice 10: motivate your community to into action you know zone the areas that are are possible to zone

[1:13:29] Voice 10: and uh and and get get the community that means it's it's an amazing example

[1:13:36] Voice 10: um and so there's the other question around the that we still have in the action plan around the

[1:13:42] Voice 10: um basically zoning for tiny home park and pre-zoning i i think we did there was a bit

[1:13:49] Voice 10: of conversation that there perhaps is not really a um a location for that do you want to keep that

[1:13:56] Voice 10: open uh for now and uh we just kind of move through and see if something comes up maybe

[1:14:01] Voice 10: something will come up in our you know our conversation and with when we pull people

[1:14:07] Voice 10: together i

[1:14:08] Voice 6: think that we have properties that are on major roads that are you know reasonably flat

[1:14:14] Voice 6: flat, flat's important, that we should be looking under the flex housing that there's opportunity

[1:14:20] Voice 6: either, you know, the mobile home. I heard a great presentation on CBC basically saying we need to go

[1:14:25] Voice 6: back to the RV park, which tiny homes are called RVs. So modular homes, tiny homes, we should be

[1:14:33] Voice 6: pre-identifying areas that are of a reasonable size and that could open opportunity towards

[1:14:40] Voice 6: towards um having some kind of mobile type homes so that if a particular either group or individual

[1:14:48] Voice 6: wanted to set up a rv park tiny home park or modular home park that these are the areas that

[1:14:56] Voice 6: we think that they they should be we don't

[1:14:59] Voice 6: have a lot but we do have within certainly i i definitely

[1:15:03] Voice 6: can think of a few yeah okay

[1:15:06] Voice 10: so we'll keep

[1:15:06] Voice 6: that so you know in

[1:15:07] Voice 6: topography topography is really

[1:15:09] Voice 6: important so slope is really important if you can get something that's relatively level and there

[1:15:15] Voice 6: are there are a few of those around i mean they may never get developed but we can at least put

[1:15:19] Voice 6: them into a pot that says this is where we think it should go if it ever goes anywhere i think

[1:15:24] Voice 6: that's the idea yeah

[1:15:25] Voice 10: and then you have your central services basically your well your one

[1:15:29] Voice 10: well

[1:15:29] Voice 6: in your septic yeah it's a challenge for any any developer non-profit or for profit to get that

[1:15:36] Voice 6: in place but at least if we've said these this these are the areas that that could could have

[1:15:42] Voice 6: this possibility so

[1:15:46] Voice 7: um i do wonder if in this implementation table there's been any thought

[1:15:56] Voice 7: thought as to defining tiny homes in your ocp

[1:16:04] Voice 7: yeah

[1:16:05] Voice 10: so i mean that would have to be like we again we have to it's already defined we have

[1:16:10] Voice 10: defined it tiny homes on wheels um when we did flex housing and so

[1:16:16] Voice 10: we still have to figure out

[1:16:17] Voice 10: how to deal with tiny homes on wheels that's still something we need to figure out and that's

[1:16:22] Voice 10: what toby's going to sort out

[1:16:23] Voice 7: for us so just to let trustees know there is a working group a tiny

[1:16:29] Voice 7: home working group from the regional planning committee and i've been working on a sort of an

[1:16:36] Voice 7: options map uh so when we're considering what is the appropriate regulatory framework for your

[1:16:43] Voice 7: community including servicing tenure agreements um laying out all of the options so that

[1:16:51] Voice 7: But so it's specific. It's really important when it comes to the certification piece, as in what is the standard to which this home is built to.

[1:17:02] Voice 7: We're talking about RVs and there are a lot of tiny homes that are built to an RV standard.

[1:17:09] Voice 7: And so you may want to go in that direction and rezone something for a bunch of RVs.

[1:17:15] Voice 7: But actually, the industry, as in tiny home builders in B.C., they're trying to move to the manufactured home designation.

[1:17:22] Voice 7: And that's because it will be more easily acceptable to building inspectors.

[1:17:29] Voice 7: They already recognize manufactured homes are a dwelling.

[1:17:33] Voice 7: Tiny homes on wheels in an RV are it's more difficult.

[1:17:38] Voice 7: so there are actually some builders who are building tiny homes on wheels to the manufactured

[1:17:44] Voice 7: home standard so that's actually a really important conversation if you're then pre-zoning for a you

[1:17:51] Voice 7: know manufactured home park versus an rv park um that's there they may be two different animals or

[1:17:59] Voice 7: complementary you could have both so there's really exciting conversations happening i'll have

[1:18:04] Voice 7: a hopefully a first look at the communication material at our September 4th RPC meeting

[1:18:13] Voice 7: and we're hoping to do a Prezi presentation which is basically an online it's kind of like a website

[1:18:21] Voice 7: but it's a way of walking through the information ready for UBCM so that's that is my hope is we'll

[1:18:30] Voice 7: promote these options for rural remote communities not just the gulf islands but the islands trust is

[1:18:37] Voice 7: going to potentially trial these in different ltcs according to the different needs of your

[1:18:42] Voice 7: community so that's a whole separate piece that's hopefully coming soon exciting

[1:18:50] Voice 9: so

[1:18:55] Voice 7: anything else um we didn't uh we've got a cmhc housing application

[1:19:01] Voice 7: application, uh, application material that we want to move if we'd like to staff to reapply.

[1:19:09] Voice 7: Is there anything further other than that piece, uh, in this report that you'd like answered on

[1:19:16] Voice 7: our travel? Uh,

[1:19:18] Voice 10: no, I have, I don't have any further questions.

[1:19:23] Voice 6: Okay. I can move the motion

[1:19:27] Voice 6: for the funding.

[1:19:28] Voice 8: Please do. Okay.

[1:19:30] Voice 6: I'll move that the Main Isle Local Trust Committee request staff

[1:19:33] Voice 6: Staff apply to the second round of CMHC's Housing Accelerator Fund, HAP, using the previous application material.

[1:19:44] Voice 6: Persistence works.

[1:19:47] Voice 7: Seconded by Trustee Vaughn.

[1:19:49] Voice 7: Thank you for the discussion on that.

[1:19:51] Voice 7: Recognizing how difficult it is.

[1:19:53] Voice 7: It's all cross-referenced.

[1:19:54] Voice 6: Don't hold your breath.

[1:19:55] Voice 6: Never know.

[1:19:58] Voice 6: Who knows?

[1:19:59] Voice 6: You don't ask.

[1:20:00] Voice 6: Might

[1:20:01] Voice 7: be somebody that's just like, oh, Maine's been so persistent. Let's go for it.

[1:20:07] Voice 7: All right. All those in favor? And that is carried. Thank you. Thank you, Platter-Jadwick,

[1:20:14] Voice 7: once again. This is innovative, leading the way, all things I like to see in here.

[1:20:23] Voice 7: Yes. Great. Great. Great. Okay. Back to our agenda from Housing Land.

[1:20:35] Voice 7: okay so any changes to our active or future projects we always review these just in case

[1:20:43] Voice 7: you'd like to have a discussion we are sort of at the midway point in our term hard to believe

[1:20:49] Voice 9: do

[1:20:49] Voice 7: we want to talk about the next minor project did we discuss that last time

[1:20:54] Voice 7: wait a minute let

[1:20:56] Voice 6: me look at my notes i don't think we did we

[1:21:00] Voice 7: haven't had a discussion on the

[1:21:01] Voice 7: the next minor project.

[1:21:05] Voice 7: I don't know

[1:21:08] Voice 10: that there's staff resources to support

[1:21:09] Voice 10: a minor project

[1:21:10] Voice 7: at the moment.

[1:21:14] Voice 7: Good.

[1:21:15] Voice 7: Not good, but...

[1:21:17] Voice 6: Well, it's better to do

[1:21:19] Voice 6: a big project and do it well

[1:21:21] Voice 6: and not

[1:21:22] Voice 6: get spread too thin.

[1:21:27] Voice 7: Well, can we remove

[1:21:29] Voice 7: any off the list if we're not, you know,

[1:21:31] Voice 7: number two, connecting with water

[1:21:32] Voice 7: service providers?

[1:21:34] Voice 7: That's part

[1:21:35] Voice 6: of the... Yeah, we can

[1:21:36] Voice 6: take that off.

[1:21:40] Voice 7: I would say

[1:21:47] Voice 10: it's not relevant. I mean, a portion of it will be addressed actually with the housing project.

[1:21:56] Voice 7: Okay. All right. No minor project for Maine.

[1:22:03] Voice 7: Okay. We have an applications report. Does there need to be an update, Hunter Chadwick?

[1:22:23] Voice 7: Nope.

[1:22:23] Voice 7: there's nothing for

[1:22:24] Voice 10: me unless there's questions on anything

[1:22:26] Voice 10: I don't think so

[1:22:29] Voice 7: as always we've got a trustee

[1:22:31] Voice 7: and local expense report

[1:22:32] Voice 7: the adopted policies and standing resolutions

[1:22:37] Voice 7: local trust committee web page

[1:22:41] Voice 7: a wonderful

[1:22:42] Voice 7: chair's report

[1:22:44] Trustee Maude: I thought we reversed that order for you

[1:22:47] Voice 7: what's that?

[1:22:48] Voice 7: yes

[1:22:50] Voice 7: I'd be very happy to reverse the order

[1:22:52] Voice 7: we need to like

[1:22:54] Voice 7: tell that to our legislative

[1:22:56] Voice 7: legislative services clerk, I think. All right, let's reverse the order. Let's hear from trustees

[1:23:01] Voice 7: first. You've got the floor, Trustee Dodds. Okay.

[1:23:07] Voice 6: Well, I have to say that our press release and

[1:23:10] Voice 6: our planned legal action against Main Island Towing has basically had a huge number of very

[1:23:18] Voice 6: happy Main Island residents to see that the trust is willing to take that action to try and rectify

[1:23:24] Voice 6: the problems that we're we've been having for a long time so there was certainly not a lot of

[1:23:30] Voice 6: negativity some people were concerned that they might lose the services but really the majority

[1:23:36] Voice 6: responses has been nothing but positive that I've seen and the only other thing to report is I did

[1:23:42] Voice 6: attend the the zoom meeting about the species at risk but for me it was quite a high level it was

[1:23:48] Voice 6: very interesting but definitely at a higher level than what i individually would be as interested in

[1:23:55] Voice 6: but it was a good presentation um erica erica wheeler led the presentation and it was it was

[1:24:03] Voice 6: helpful to know how funding works in that area i i now see the tansy everywhere i thought i'd done

[1:24:10] Voice 6: such a good job of my road is very long and i very diligently cleared it all out last year and i have

[1:24:16] Voice 6: I've done that this year.

[1:24:17] Voice 6: And then I'm driving up to where my gravel pit is.

[1:24:19] Voice 6: And I'm going like, why is there yellow flowers in the gravel pit?

[1:24:23] Voice 6: So Tansy's taken over Main Island.

[1:24:25] Voice 6: It's going to outrun the broom.

[1:24:27] Voice 6: And we're talking about forest fires and worrying about fires.

[1:24:30] Voice 6: The broom is a killer.

[1:24:32] Voice 6: But that's it.

[1:24:33] Voice 6: It's, you know, Main Island at summertime.

[1:24:35] Voice 6: Lots of people here.

[1:24:36] Voice 6: Lots of activity.

[1:24:38] Voice 6: Water districts there again.

[1:24:40] Voice 6: Village points struggling with their water system.

[1:24:42] Voice 6: them they're the largest provider of water that over by the ferry a lot of it is I think leaks

[1:24:50] Voice 6: that they have so they've been hauling water in it's a very expensive prospect for them

[1:24:55] Voice 6: but otherwise all the restaurants were closed today so we couldn't have had lunch

[1:25:00] Voice 6: we would it was just kind of ironic there was Monday and they all decided different reasons

[1:25:06] Voice 6: since they were all closed um but otherwise everything's fine thank

[1:25:12] Voice 7: you so much trusty

[1:25:15] Voice 7: um

[1:25:15] Trustee Maude: yes certainly the island has been busy uh i can't believe how much is going on on the island

[1:25:23] Trustee Maude: it's just every weekend there's something something something uh last week uh it was

[1:25:28] Trustee Maude: the 50th anniversary of the main island library so they had a a nice ceremony there um although

[1:25:34] Trustee Maude: i don't think what i'd call it libraries but some reading center or something right when i get

[1:25:38] Trustee Maude: confused with all this bureaucratic mumbo jumbo but apparently we can't call it a library but

[1:25:43] Trustee Maude: anyhow we got 50 years out of them and they're great 30

[1:25:46] Voice 6: 30 30

[1:25:48] Trustee Maude: years 30 oh i had 50 oh yes 30

[1:25:51] Trustee Maude: i'm giving too much credit

[1:25:53] Voice 6: okay um

[1:25:55] Trustee Maude: otherwise um unfortunately the um the southern gulf island

[1:25:59] Trustee Maude: forum always is on monday morning which is a working morning for me so i never get to attend

[1:26:04] Trustee Maude: in those things um so i'm i i trust uh the chair will give us a substantial update what happened

[1:26:10] Trustee Maude: today um i would just say i think beyond being busy i don't have much to say it's just it's

[1:26:18] Trustee Maude: incredible what happened on this island it's such a positive and and and like vibrant community

[1:26:23] Trustee Maude: um i'm just i'm so thrilled is is that we're overwhelmed with young people

[1:26:28] Trustee Maude: um it's just we have energy we have enthusiasm and we're getting things done thank you

[1:26:33] Trustee Maude: yeah

[1:26:35] Voice 6: and i forgot and dave forgot that the church church fair happens every july mid-july

[1:26:39] Voice 6: and they i understand they raise more money than they expected to raise and that's a community

[1:26:45] Voice 6: project they had to help the church with all their expenses so that that was huge and yet the library

[1:26:50] Voice 6: celebrated 30 years since it actually formed as a library in the old center island store they

[1:26:58] Voice 6: had a shelf at the back and that's where we started and today we have a really as he said

[1:27:02] Voice 6: for over five years they pay one dollar to the crd for the facility they have

[1:27:07] Voice 6: in miners bay and it's the only library with a spectacular view

[1:27:14] Voice 7: libraries i i think are just the heart and center of uh of our civic life i love libraries well then

[1:27:22] Voice 6: our library has worked hard with the main island agricultural society on all of the first nations

[1:27:27] Voice 6: initiatives too so they are actually the leaders certainly the co-leaders along with the campbell

[1:27:33] Voice 6: bay music festival and the society so it's a very tight group yes that's

[1:27:39] Voice 7: awesome great to hear thank

[1:27:42] Voice 7: you for those reports um yes indeed the southern gulf islands forum this morning uh hosted by

[1:27:49] Voice 7: mla adam olson and with mp elizabeth may present we focused on only one topic which is uh well

[1:27:59] Voice 7: Well, it was ostensibly supposed to be the First Nations-led port authority, sort of

[1:28:04] Voice 7: considering how the waters might be stewarded better by Indigenous peoples.

[1:28:15] Voice 7: Really, where we got into was how can we make a cohesive and strong call to the province

[1:28:23] Voice 7: and the feds to convene all the tables that are already happening mostly first nations

[1:28:31] Voice 7: led tables who want the management of the waterways and the salish sea um but they're

[1:28:38] Voice 7: they're really sort of fractured into addressing all these different issues we got into you know

[1:28:44] Voice 7: the derelict vessels issues the building of sea walls and and really how strapped the islands

[1:28:50] Voice 7: trust is to to deal with all of these and yet we are charged with preserving protecting the waters

[1:28:56] Voice 7: in addition to the land so um what is the call essentially um is that what was started with the

[1:29:06] Voice 7: oceans protection plan um an ambitious plan to what was supposed to coordinate um the management

[1:29:15] Voice 7: of the waterways that really first nations um and indigenous bodies that are wanting to do this work

[1:29:22] Voice 7: should be funded for it

[1:29:23] Voice 9: what

[1:29:24] Voice 7: has happened is essentially they are coming up you know with

[1:29:29] Voice 7: their annual reports and saying we're doing this work and the ministry is saying this program

[1:29:34] Voice 7: doesn't exist um there's no more funding so i've sort of put together some some words from that

[1:29:42] Voice 7: at meeting this morning, calling on the province to create a comprehensive, collaborative approach

[1:29:50] Voice 7: to address the management of the waterways and include us in that process. So I think we'll work.

[1:30:00] Voice 7: With Adam, Adam Olson is going to be active on this, he said, even if he's not in politics or in elected office, he said this issue is probably too important and he will continue work on it. So I think this will continue to be a strong message to whichever minister is in charge of the water, waters.

[1:30:22] Voice 7: waters um let's see we are debating having an in-person meeting in september it sounds like

[1:30:30] Voice 7: lots of people are busy so that may not so is it late august i forgot anyway there'll be an email

[1:30:37] Voice 7: forthcoming so um on the reconciliation front i was very privileged to be asked to help support

[1:30:48] Voice 7: port um they have a canoe that they go on tribal journeys with and so every most

[1:30:56] Voice 7: coast salish communities now are participating in tribal journeys it's an annual um journey to

[1:31:06] Voice 7: five to ten days to a central location and hundreds of canoes go from all these different

[1:31:13] Voice 7: communities and land they're at Puyallup and I believe they'll be landing maybe today or tomorrow

[1:31:20] Voice 7: in Puyallup so it's a huge celebration of culture and the tradition of you know traveling to one

[1:31:28] Voice 7: another's communities in these big journey canoes so I really got an inside look the

[1:31:33] Voice 7: Gabriela community was able to help with that and now I'm totally invested in tribal journeys and

[1:31:39] Voice 7: want to go next year i almost jumped on board but work prevented me but if if anyone has the

[1:31:45] Voice 7: opportunity to look up tribal journeys and and see what uh uh satanich people might might be

[1:31:53] Voice 7: sending you know youth next year and see how your community might be able to help support that it's

[1:31:59] Voice 7: It's a really good act of supporting Indigenous resurgence.

[1:32:09] Voice 7: Let's see.

[1:32:10] Voice 7: Islands Trust Conservancy met Tuesday the 23rd of July in person.

[1:32:18] Voice 7: I've reported out on this before,

[1:32:20] Voice 7: but Manager Carolyn Stewart is rejoining the Islands Trust.

[1:32:26] Voice 7: So she is taking Kate Emming's place.

[1:32:29] Voice 7: and so it was our first meeting with carolyn stewart uh we looked at a revised work plan

[1:32:35] Voice 7: and really the engagement with first nations on the conservancy's next five-year plan which is

[1:32:42] Voice 7: starting up this summer um just scrolling through my calendar the reconciliation learning group um

[1:32:55] Voice 7: Um, I'm not sure either one of you are, you're not part of that group.

[1:33:01] Voice 7: Um, yes, we're coming up on the end.

[1:33:03] Voice 7: So we just had our third community call and it was very intimate.

[1:33:06] Voice 7: Only a few trustees participated.

[1:33:08] Voice 7: Uh, but wow, the questions that we examine, uh, to learn about land use and land from

[1:33:16] Voice 7: an Indigenous perspective, this has been transformative for me.

[1:33:20] Voice 7: So I'm going to encourage us to somehow maintain this membership, maybe not at the level that we have, but I'll see how we can get more of the materials shared with trustees.

[1:33:34] Voice 7: It's just so invaluable to have Indigenous mentors who actually want to sit in the space and basically explain things from their perspective and what they've learned and share those teachings.

[1:33:47] Voice 7: You can't replace that.

[1:33:49] Voice 7: So that, we had a committee of the whole meeting on Monday, 8th of July.

[1:34:01] Voice 7: So that was the, and essentially most of the meeting was closed to the public as we considered some legal advice or we had legal counsel to speak to some aspects of the policy statement draft.

[1:34:21] Voice 7: um our next committee of the whole and anyone can access this draft it's not yet open for public

[1:34:29] Voice 7: comment so trustees are still debating and um probably amending um the current draft and and

[1:34:36] Voice 7: the legal advice that we got is going towards that the next committee of the whole special meeting

[1:34:43] Voice 7: oh that's c-a-o-h-c that's the wrong one 22nd that's it yes thursday the 22nd in the evening

[1:34:53] Voice 7: and more of that will be open to the public am i my correct trusty mod trying to remember the

[1:35:00] Voice 7: conversation i

[1:35:01] Trustee Maude: believe so yes yes

[1:35:03] Voice 7: yes there will be some parts that are um in camera but

[1:35:08] Voice 7: But I believe we're going to get a draft that can be shared with the public again.

[1:35:15] Voice 7: So it's progressing slowly, but I think it's at the pace that we want to be able to digest the information.

[1:35:26] Voice 7: And it'll come out in community, we're hoping, in September, October.

[1:35:30] Voice 7: I'm hoping. That may be a whole new set of meetings.

[1:35:37] Voice 7: And that's it for my report.

[1:35:38] Voice 7: Lots going on. Actually, it's been pretty quiet.

[1:35:41] Voice 7: There's lots going on with the LTCs, though.

[1:35:45] Voice 7: So, yeah.

[1:35:47] Voice 7: There we go.

[1:35:48] Voice 7: We have no electoral area director's report.

[1:35:52] Voice 7: And there isn't in this agenda the Islands Trust Conservancy report.

[1:35:59] Voice 7: And so, new business.

[1:36:02] Voice 7: We need to set a date for our next meeting.

[1:36:08] Voice 7: 13.1.

[1:36:10] Voice 7: Next meeting.

[1:36:10] Voice 7: Now's the time.

[1:36:12] Voice 7: Speak forth.

[1:36:13] Voice 7: Is it going to be the 7th?

[1:36:15] Voice 10: I think probably the 7th is the only date that's going to work

[1:36:19] Voice 10: because the other date that we had was the 2nd

[1:36:21] Voice 10: there's no

[1:36:22] Voice 10: room available to meet on that date

[1:36:25] Voice 10: but the call is available

[1:36:27] Voice 10: on the 7th

[1:36:28] Voice 10: at least last time we checked

[1:36:32] Voice 10: unless somebody slipped in

[1:36:34] Voice 10: since Friday

[1:36:37] Voice 7: is that not a Saturday?

[1:36:39] Voice 7: what am I looking at?

[1:36:40] Voice 7: October

[1:36:41] Voice 10: the 7th is a Monday
