[0:00:53] Voice 2: gathered on holds a deep and often at times like a hidden history and this is the ancestral unceded
[0:01:03] Voice 2: territory of to many indigenous communities whose connection to these lands spans many generations
[0:01:09] Voice 2: and I would encourage everyone here listening today that I take time to learn more about that
[0:01:14] Voice 2: history um and the people that have cared for these lands since uh time immemorial i'm on uh

[0:01:43] Voice 1: thanks. This is the Accessibility Committee. And
[0:01:46] Voice 1: this is a committee that is required of local governments
[0:01:49] Voice 1: by British Columbia legislation under the Accessible British
[0:01:53] Voice 1: Columbia Act. And its purpose is to help Islands Trust Council
[0:01:58] Voice 1: to, first of all, develop an accessibility report that looks
[0:02:07] Voice 1: it any gaps or what's the word for it barriers to accessibility for people
[0:02:16] Voice 1: with in with disabilities and that can be any kind of a disability that's not
[0:02:22] Voice 1: defined and the Act requires the Trust Council adopts a plan and then on the
[0:02:32] Voice 1: three-year rotation reviews that plan and there is a public component to that
[0:02:39] Voice 1: where we need to make the plan available to the public for feedback so the role
[0:02:45] Voice 1: of this committee is to help us making sure that we're addressing things that
[0:02:52] Voice 1: really are accessibility issues for for people with disabilities and so that's
[0:03:00] Voice 1: what we'll end up doing once we get in here so the agenda is here it says review agenda is the
[0:03:06] Voice 1: first item uh so we got normally what we do is have the minutes of previous meetings as one of
[0:03:12] Voice 1: the first items so we will just review and adopt those because we don't have a quorum we'll probably
[0:03:17] Voice 1: just um you can tell me if you see any errors and we can definitely make changes otherwise we'll
[0:03:25] Voice 1: bring them back to the next meeting and hopefully we'll have a quorum and then we can adopt them at
[0:03:30] Voice 1: that point uh we're just going to probably for a while we'll just keep the accessibility committee
[0:03:36] Voice 1: terms of reference on the agenda more of a
[0:03:38] Voice 1: reference than something we need to talk about
[0:03:41] Voice 1: um for this meeting to start things off we have uh examples of four accessibility plans i just
[0:03:50] Voice 1: gotta let him have a second he heard something in the kitchen that's his first priority um
[0:04:02] Voice 1: So, yeah, so we got examples from District of Saanich, Victoria, Boyne Island and City
[0:04:07] Voice 1: of Duncan of their accessibility plans, and we can just quickly have a look at those.
[0:04:13] Voice 1: And then there is a federal grant for a workplace disability management assessment, so we could
[0:04:20] Voice 1: have a look at that, what that means.
[0:04:22] Voice 1: So is there anything else that either of you would like to have on today's agenda?

[0:05:48] Voice 1: it is yeah this was taken largely from the legislation and this is in trust council's
[0:05:56] Voice 1: policy that adopted the accessibility committee so as you can see as i said earlier it's really
[0:06:04] Voice 1: barriers to individuals and this could be anybody it could be our staff it can be the public
[0:06:09] Voice 1: and it can be trustees um and pretty well anything so it's offices owned or leased
[0:06:16] Voice 1: island's trust conservancy land so the island's trust conservancy owns properties that it
[0:06:24] Voice 1: maintains for conservation purposes it also has covenants on lands for that same purpose
[0:06:33] Voice 1: so covenants would would be considered leased or owned like it's an interest in the land so they
[0:06:41] Voice 1: they have some control and interest in it.
[0:06:46] Voice 1: And some of these properties are open to the public.
[0:06:50] Voice 1: So that's something we need to think about.
[0:06:52] Voice 1: Kind of like, a bit of it like a municipality's park
[0:06:57] Voice 1: without any improvements on it,
[0:06:59] Voice 1: where people can go for a walk or something like that
[0:07:01] Voice 1: or access it.
[0:07:03] Voice 1: But all properties certainly have access for staff.
[0:07:06] Voice 1: So that's something we need to consider as well.
[0:07:10] Voice 1: um number two is to do with our communications uh so how we communicate and that this might be an
[0:07:18] Voice 1: area for this committee to think a little bit about like you know how well does the website
[0:07:24] Voice 1: work for people with disabilities and you know do we should we consider making changes and if so
[0:07:31] Voice 1: specifically what would they be and it could be anything from the font size or
[0:07:35] Voice 1: the font style or the pictures or the navigation anything like that then it's advise the
[0:07:45] Voice 1: organization on how to remove and prevent those barriers and then four is to develop the plan
[0:07:51] Voice 1: and then five is to review that plan every three years and see public feedback so
[0:07:58] Voice 1: like I said this is an advisory committee so I would not be expecting the committee members to
[0:08:03] Voice 1: have to go out and actually do these things but we will come to you with some um to ask you what
[0:08:10] Voice 1: you think would be the best way to do this so for example um staff here would draft an accessibility
[0:08:19] Voice 1: plan based on some models or out of a discussion we've had with you and we'll bring it to you for
[0:08:27] Voice 1: you to have a look at and then we can you can start ripping it apart essentially and
[0:08:30] Voice 1: look going through it and telling us where we've missed something or where we should add things or
[0:08:36] Voice 1: you know what you think will work or what won't work so you bring in that lens to it
[0:08:40] Voice 1: um so yeah that's how i i intend to operate this and as far as the public feedback we would
[0:08:52] Voice 1: probably come to you with what we think might be a decent approach to you know reaching out to the
[0:08:58] Voice 1: public but we'd look to you to tell us if you think there's a better way to do
[0:09:02] Voice 1: it or if we're missing it and of course we'll have to consider what we're able
[0:09:07] Voice 1: to do in the cost for example so a lot of that might be through our website but
[0:09:12] Voice 1: you might tell us that we should advertise in papers or another way to do
[0:09:17] Voice 1: it through another Avenue maybe you know you know organizations that deal with
[0:09:23] Voice 1: disabilities that might be able to help us out by getting the message out or having a webinar
[0:09:29] Voice 1: and taking people through it i don't know you can tell us and we'll make it work right
[0:09:35] Voice 1: all right so that's it for the terms of reference so do you have any questions i don't intend to go
[0:09:43] Voice 1: over these every meeting but maybe for the first few given that there's people missing from this

[0:09:56] Voice 1: we did um put in examples of um accessibility plans so i think that the one that i'll look at
[0:10:08] Voice 1: maybe district of sandwich and maybe have a quick look at boyne island as well just for the two
[0:10:13] Voice 1: different approaches boyne island being in the trust area might be quite relevant the thing to
[0:10:19] Voice 1: to keep in mind all of these are municipalities so they have responsibility for the sidewalks and
[0:10:27] Voice 1: roads for example in the past they have parks they have recreation centers they have a fire
[0:10:34] Voice 1: station police stations and you know and all of the infrastructure water sewage all of that that
[0:10:41] Voice 1: that they have to consider that as well.
[0:10:44] Voice 1: So their plans may contain things
[0:10:49] Voice 1: that deal with things that we don't deal with.
[0:10:51] Voice 1: So what we'll be looking at when we look at these
[0:10:55] Voice 1: is really the area where we have some jurisdiction
[0:10:57] Voice 1: and then we'll be stripping out things
[0:11:00] Voice 1: that don't make sense for us
[0:11:01] Voice 1: and then making it fit into the Islands Trust.
[0:11:09] Voice 1: So Robert, I know you found these.
[0:11:12] Voice 1: did you have anything you want to say before i just quickly go through them uh
[0:11:17] Voice 7: no it's just
[0:11:18] Voice 7: that i quickly grabbed some i did not review them myself and you're right i do agree that
[0:11:24] Voice 7: they don't necessarily fit the responsibilities of violence trust but if you can think of another
[0:11:32] Voice 7: jurisdiction that might i would go happy to go hunting and find if they have an accessibility
[0:11:37] Voice 7: accessibility plan yeah
[0:11:39] Voice 1: and also um lisa and lisa if you know of an accessibility plan that you've
[0:11:46] Voice 1: seen and you like it let let us know and robert can get that what we're looking for to save
[0:11:53] Voice 1: ourselves um recreating the wheel is something that we can steal i mean borrow and um yeah so
[0:12:02] Voice 1: So we can borrow the format or at least the ideas and then we can start.
[0:12:07] Voice 1: That's our starting point.
[0:12:08] Voice 1: Not saying that's what we'll adopt, but we can start with it and then start working through
[0:12:14] Voice 1: and massaging it until we have a document that makes sense for the Islands Trust.
[0:12:20] Voice 1: You know, we do have to think about we've got local trust committees, Islands Trust
[0:12:23] Voice 1: Conservancy, Trust Council.
[0:12:26] Voice 1: So we've got essentially 16 political bodies, whereas District of Saanich has one.
[0:12:31] Voice 1: on so we'll have to obviously make changes to make it fit into that structure as well okay
[0:12:38] Voice 1: so this is
[0:12:39] Voice 1: sanich and if you had a read through it that's great and i'm not going to go through
[0:12:43] Voice 1: details but just really looking at what they've done here so of course territorial acknowledgement
[0:12:49] Voice 1: and a diversity statement are two things that they have in this document i suspect that these
[0:12:56] Voice 1: these two statements are in pretty well all of Saanich's documents.
[0:13:02] Voice 1: Yeah, they provide an acknowledgement and then they have an accessibility
[0:13:06] Voice 1: statement. So as you can see right here, they've right off the bat,
[0:13:11] Voice 1: start with the font that they've used has been considered in this report.
[0:13:15] Voice 1: So that's an accessibility issue right there.
[0:13:21] Voice 1: So they've set it up with obviously looking
[0:13:26] Voice 1: working at what is the disability types and the types of barriers and then they divided
[0:13:30] Voice 1: developed a framework for guiding the work so they've identified the various acts and
[0:13:35] Voice 1: codes so the bc human rights code accessible canada act the accessible british columbia
[0:13:41] Voice 1: act and then accessibility standards um yeah and then the purpose of what why we're doing
[0:13:52] Voice 1: this and the feedback consultation all that and then they got dependencies and
[0:13:58] Voice 1: references so this one you know you look through it's a very high-level document
[0:14:06] Voice 1: that kind of sets up the process and what they're trying to achieve in here
[0:14:11] Voice 1: and I don't think this one actually goes into the details of what specifically
[0:14:17] Voice 1: they're going to do. But this is a starting point. And it will set up. So here's some
[0:14:26] Voice 1: examples of what they're talking about, you know, 100 priorities, saying what the district
[0:14:31] Voice 1: has already made, already doing toward better accessibility. And as you can see, you know,
[0:14:39] Voice 1: the website has options, make this a little bit bigger for you. Website has options for
[0:14:44] Voice 1: color contrast print size and language choices they're considered changing signage um to include
[0:14:51] Voice 1: symbols and larger print uh again here's parks and recreation telling about training things like that
[0:14:59] Voice 1: right so they're taking it at this level and then essentially what the priorities are for the in the
[0:15:07] Voice 1: plan so the first is awareness and training and then they got their objectives so i mean we can
[0:15:14] Voice 1: set something up like this uh this is probably not a bad way to do it with a table of the objective
[0:15:19] Voice 1: the actions and then a rough timeline uh our priorities will be different obviously
[0:15:26] Voice 1: uh built environment improvements yeah so for us that would be um islands trust conservancy
[0:15:33] Voice 1: property our meeting locations our offices things like that okay let's go to go through
[0:15:42] Voice 1: really quickly uh access so right there 3-1-1 create an accessibility policy there you go
[0:15:50] Voice 1: so they haven't done it but they're saying that they will do it in this plan we
[0:15:56] Voice 6: can cover that
[0:15:56] Voice 6: right now yeah
[0:15:59] Voice 1: yeah but you can see how they're doing this right they're identifying what they're
[0:16:07] Voice 1: already working on and it's like well those are quick wins let's get those in the plan
[0:16:11] Voice 1: and make sure they get finished and then they've identified where um there's something hasn't been
[0:16:17] Voice 1: done so they want to do it so this year for example they want to produce a standardized
[0:16:22] Voice 1: accessibility guidelines and style sheets for all the employees um yeah building permitting and
[0:16:31] Voice 1: you know creating feedback all this kind of stuff like so i don't want to go through all the details
[0:16:36] Voice 1: but just give you an idea right this is you know again like i said there is a requirement for
[0:16:42] Voice 1: feedback to the public so that's how they're doing it uh writing the document indicate we want to
[0:16:48] Voice 1: get your feedback this is how you can provide feedback to us and then how they're going to
[0:16:53] Voice 1: monitor the plan so i think those are all really good things to consider and that's just one
[0:16:59] Voice 1: approach to it we need to think about how we're going to do it just going to go to boeing um
[0:17:05] Voice 1: We might cut to the other, we've got a little bit of time here.
[0:17:11] Voice 1: So this is Bowen Island's Accessibility Action Plan, they've set it up so if you know the
[0:17:17] Voice 1: Act says you have to review it every three years, so they've got one from 2023 to 2026.
[0:17:26] Voice 1: And as you can see here, very similar to Bowen, territorial acknowledgement, a little bit
[0:17:31] Voice 1: about Boyne Island, its accessibility plan, the Act and the Boyne Island Accessibility Advisory
[0:17:39] Voice 1: Committee and then they've set a framework for it. So this is something we should obviously think
[0:17:45] Voice 1: about how the framework works in here for the Islands Trust. It also indicates how they gathered
[0:17:50] Voice 1: information about accessibility on Boyne Island. So Boyne did a survey, in-person group consultation
[0:17:56] Voice 1: consultation sessions and a review of the existing documents so they did quite a bit of background
[0:18:02] Voice 1: work to understand what it is about accessibility on the island that they need to know and then
[0:18:09] Voice 1: they've laid out what that was in section four here outlining what this they found out from those
[0:18:16] Voice 1: three approaches again something we can do
[0:18:19] Voice 4: if
[0:18:21] Voice 1: we do something like that we'll have to figure out
[0:18:23] Voice 1: how you know how we're going to do it over the time period and but definitely can do that and
[0:18:29] Voice 1: then number five is is the plan so they've divided up by those areas you see there transportation
[0:18:36] Voice 1: built environment service delivery and governance information and communications employment and
[0:18:41] Voice 1: volunteering and procurement and out of those i think all of them with the exception of
[0:18:46] Voice 1: transportation could apply to islands trust just what we'd have in those would be a little bit
[0:18:52] Voice 1: bit different um like you know built environment would again be our itc properties mostly service
[0:18:59] Voice 1: delivery and governance is how we provide the services information and communication our website
[0:19:05] Voice 1: our social media employment and volunteering is an interesting one because that i don't think
[0:19:12] Voice 1: sanich had anything on this but this is an interest one to keep and then procurement advocacy and
[0:19:17] Voice 1: grant funding and then again they have monitoring and evaluation and how to provide feedback and
[0:19:25] Voice 1: then some appendices that they provided here right it's going to run down they haven't got
[0:19:32] Voice 1: the executive summaries this looks like it's a work in progress still right but yeah so they got
[0:19:39] Voice 1: information in here about the island the land and then a little bit of history about accessibility
[0:19:47] Voice 1: on the island okay all right i don't think i need to go through all this it's probably a little bit
[0:19:54] Voice 1: dry to do that and impossible for you to read it i'm just going to give you an overview um
[0:20:01] Voice 1: do you want me to have a quick look at victorian duncan or is that you would you prefer to just

[0:20:20] Voice 2: actually yeah they talked a lot about the uh territorial acknowledgement okay um ancestral
[0:20:27] Voice 2: unseated land the cowichan tribes and incorporating reconciliation efforts into their plan i thought

[0:21:10] Voice 6: they talked about not just accessibility but accessibility and inclusion yes and um it's too
[0:21:17] Voice 6: often spun into that old direction about talking about disability because it's not about disability
[0:21:22] Voice 6: it's about the inclusion accessibility for everyone

[0:21:26] Voice 6: that's where in the
[0:21:28] Voice 6: victoria one they also talked about aging as part of that as well yes um what i did not like about
[0:21:34] Voice 6: the victoria one they kind of broke it down into demographics of disability and you know there's
[0:21:39] Voice 1: no
[0:21:39] Voice 6: way to know the demographics of disability that is that reported disability invisible
[0:21:44] Voice 6: disability um and disability isn't always the barrier to accessibility either that's right
[0:21:51] Voice 1: yeah yeah

[0:22:35] Voice 1: message from the mayor I don't think they have a table of contents there did they no okay maybe
[0:22:40] Voice 1: they do lower down message from the mayor which is pretty standard for a municipal document
[0:22:46] Voice 1: committee chair here a territorial acknowledgement so yeah good and then they set up their objectives
[0:22:57] Voice 1: is for the accessible um for this particular document what they intend to do this is right
[0:23:02] Voice 1: out of the act
[0:23:03] Voice 5: yeah yeah
[0:23:05] Voice 1: uh what we're currently doing committee input so is how the committee is
[0:23:12] Voice 1: being used right we're in the very early stages here we just you know this is our second meeting
[0:23:18] Voice 1: we haven't really got the committee together fully yet i'm hoping that will coalesce over the next
[0:23:23] Voice 1: year we may have to put another ad out for more members and we can certainly do that
[0:23:29] Voice 1: um but yeah as we get into this i think we can start start to find a fee to the committee and
[0:23:34] Voice 1: how it wants to how much it wants to be involved in this and uh how much detail you want to get
[0:23:40] Voice 1: into uh so yeah they've established their way they're going to engage with the community
[0:23:45] Voice 1: community and an accessibility audit so it looks like they hired a consultant universal
[0:23:52] Voice 1: access design and again this is something we wouldn't be doing but they're looking at
[0:23:58] Voice 1: streetscapes within the municipality as part of their transportation and mobility strategies
[0:24:02] Voice 1: so they're linking it into other work that they're doing at the uh in the municipality
[0:24:09] Voice 1: and then city hall because you know if you've been to duncan the city hall is like a 1914
[0:24:14] Voice 1: 14 buildings so access can be difficult um inside there and then they've addressed accessibility in
[0:24:22] Voice 1: the workplace here and then the next piece is what we will do so this is probably the big piece where
[0:24:31] Voice 1: um they've i you know itemized what they intend to do well doesn't look like they've got it in
[0:24:42] Voice 1: sections sorry like um signage had with you know different areas i kind of like that because it
[0:24:49] Voice 1: helps to uh group together into different areas um but you know this works for duncan
[0:24:57] Voice 1: and you can see they've indicated which department would be working on that right
[0:25:02] Voice 1: so update the city's public art policy with an accessibility lens interesting right things that
[0:25:10] Voice 1: that you probably wouldn't think about
[0:25:12] Voice 1: being an accessibility issue.

[0:34:09] Voice 1: So the assessment considers 16 elements such as processes, communication and data practices.
[0:34:16] Voice 1: So generally asking people to interact with us in this area, what they see as problem areas.
[0:34:24] Voice 1: And then receive a report that outlines strengths and weaknesses and gives recommendations to help the organization reach best practices.
[0:34:32] Voice 1: So this is something we could do.
[0:34:34] Voice 1: uh the grant is up to 7 500 um to implement the recommendations so we can apply for it to do it
[0:34:44] Voice 1: and also to implement uh so we could go ahead and put in a grant application for this and then we

[0:37:44] Voice 3: reading like i think the average reading level of dc residents is seventh grade and that's that's
[0:37:53] Voice 3: not people with reading disabilities that's people with normal reading abilities so definitely the
[0:38:02] Voice 3: all the context of the islands trust could be made more accessible to even normal readers
