[0:00:21] Voice 10: meeting of the galliano island local trust committee um my name is tim peterson i'm elected

[0:00:28] Voice 10: on the ski island and the chair of the galliano ltc with me our local trustees ben maberly

[0:00:35] Voice 10: Lisa Gavreau and our planner Kim Stockdale and our meeting administrator online is Lisa Millard

[0:00:44] Voice 10: and I'm glad you could all join us this morning. I want to begin the meeting by acknowledging that

[0:00:53] Voice 10: we're fortunate to be able to gather on the territories of Coast Salish peoples and specifically

[0:00:58] Voice 10: specifically the Penelakut tribe, the keepers of these lands, and Walterson's Comet Memorial.

[0:01:04] Voice 10: Land and territory acknowledgements are important today because colonialism is not just a historical problem, it's ongoing and present day.

[0:01:14] Voice 10: Last month, Galliano Local Trust Committee members and staff were invited to attend a meeting of the Penelakut tribe chief and council on Penelakut Island,

[0:01:25] Voice 10: and i want to express my gratitude to chief jack and the member and the counselors for the

[0:01:30] Voice 10: invitation and i truly believe that this holds well for our mutual desire to build a stronger

[0:01:36] Voice 10: respectful relationship and increase our communication and opportunities to work

[0:01:40] Voice 10: together in the future i reflect every day on the displacement of first nations peoples from their

[0:01:47] Voice 10: homes on these islands t-shirt i'm wearing today is from the archaeological archaeological project

[0:01:53] Voice 10: that's been ongoing on Muskegee Island, where I live.

[0:01:56] Voice 10: And that project was really interesting.

[0:02:01] Voice 10: And it's been done right from the get-go

[0:02:04] Voice 10: in cooperation with First Nations members

[0:02:07] Voice 10: from a couple of different groups

[0:02:13] Voice 10: and nations in the area.

[0:02:15] Voice 10: And from that Western science-based approach,

[0:02:22] Voice 10: approach. It's very clear that First Nations had thriving communities and long histories

[0:02:32] Voice 10: on the islands well before the arrival of my colonial settler ancestors. And of course,

[0:02:44] Voice 10: I was one of those kids that grew up on an island with the common myth that, well, they

[0:02:50] Voice 10: never really lived here you know they might have come and they might have fished or hunted and

[0:02:55] Voice 10: stuff and the archaeological record absolutely disproves that nobody puts nobody puts that kind

[0:03:03] Voice 10: of time and effort into infrastructure nobody has nobody leaves that much evidence of uh

[0:03:10] Voice 10: you know part-time visitation type habitation those those there were the communities there was

[0:03:18] Voice 10: at least three large distinct communities on that island and I think the growing awareness I think

[0:03:28] Voice 10: helps give people perspective certainly uh certainly different than the stories I grew up

[0:03:34] Voice 10: hearing um at any rate I think this type of coming together is uh in the words of one of my

[0:03:42] Voice 10: my mentors is coming together with a good heart and a good mind and I think it's foundational to

[0:03:48] Voice 10: the work of reconciliation that's before us just take a moment appreciate that and appreciate our

[0:03:58] Voice 10: our ken and i apologize i've forgotten your name connor for for coming and and coming to

[0:04:06] Voice 10: our meetings and you know you're taking time out of the rest of your life speaker i really

[0:04:09] Voice 10: appreciate it um so with that uh we do have an agenda before us and i'll look to local

[0:04:19] Voice 10: for trustees to see if there's anything to add today no additions no

[0:04:22] Voice 10: additions so i will take

[0:04:24] Voice 10: it by general consent then we will adopt the agenda as presented and uh we'll look to trustees

[0:04:32] Voice 10: for trustee reports who'd like to go first today all right uh

[0:04:37] Voice 6: since our last meeting has done quite

[0:04:39] Voice 6: a bit so i'm just gonna briefly go over some highlights from uh the last little bit for me

[0:04:45] Voice 6: I attended an accessibility committee meeting, which is a new committee formed at the Islands Trust.

[0:04:51] Voice 6: The committee was formed in response to the Accessibility Versus Columbia Act,

[0:04:56] Voice 6: which requires local governments to develop an action plan to

[0:05:01] Voice 11: remove barriers for people with disabilities.

[0:05:04] Voice 11: Our role is to help the Islands Trust Council create this plan,

[0:05:09] Voice 11: making sure accessibility is considered for staff, for trustees, and for the public.

[0:05:16] Voice 11: We're looking at where gaps are and how to remove barriers and how to prevent new ones.

[0:05:23] Voice 11: The plan will be reviewed every three years with input from the public.

[0:05:30] Voice 6: At this last meeting, we looked over accessibility action plans for Bowen Island,

[0:05:35] Voice 6: the District of Saanich, Duncan and Victoria to see what we can learn from them.

[0:05:41] Voice 6: Once we have that plan in place, we'll make a public document and we're looking for your input.

[0:05:49] Voice 6: I attended a workshop called Leaving a Legacy.

[0:05:53] Voice 6: It was hosted by the Centre for Civic Governance and it was led by the Feminist Campaign School.

[0:06:01] Voice 6: And it was a discussion about the lasting impact of a local government has on the systems

[0:06:09] Voice 6: that kind of determine how who gets to lead those systems, right?

[0:06:14] Voice 6: We talked about things like benefits for elected officials, ensuring that people with disabilities

[0:06:21] Voice 6: get to participate in public meetings, the creation of an integrity commissioner to improve

[0:06:28] Voice 6: the role of accountability and local organizations or local government organizations. Participants

[0:06:35] Voice 6: shared their own experiences about what makes public service harder for them and what changes

[0:06:43] Voice 6: could help open the door for more people. One of the big takeaways for me was that you shouldn't

[0:06:51] Voice 6: have to have tough thick skin to serve your community. Instead we should be working to

[0:06:57] Voice 6: great assistance, support, and empower future leaders so that anyone, not just those with

[0:07:03] Voice 6: privilege, can succeed. We're encouraged to think of ourselves as good ancestors and

[0:07:10] Voice 6: losing this legacy. And the discussion around this ties into my work with the

[0:07:17] Voice 6: Governance Committee, which we made recommendations to the State Trust Council to review the

[0:07:22] Voice 6: Kodakana.

[0:07:28] Voice 11: And January 21st, Animal Trust Conservancy meeting. I'm happy to share that I was elected

[0:07:35] Voice 11: chair of the Animal Trust Conservancy. It is such a wonderful team. And I'm also very

[0:07:44] Voice 11: happy to share the fact that the Ministerial appointee, Trustee Timothy, is vice chair.

[0:07:53] Voice 11: over the last month i've been having a lot of conversations in the in the community with

[0:07:59] Voice 11: different members um also we meet with trustees from other islands talk about

[0:08:03] Voice 11: um similar issues that we're all facing on housing um what's happening trying to keep my head

[0:08:11] Voice 11: um keep myself into

[0:08:13] Voice 6: doing a little what's happening out there

[0:08:14] Voice 6: uh my trustee hours are mondays from 9 to 11 you can always message me if that doesn't work for

[0:08:20] Voice 6: again we can meet chat anytime and also at the end of february we have

[0:08:27] Voice 11: our reconciliation learning

[0:08:28] Voice 11: group meeting we have another meeting at february 24th um look forward to those conversations it's

[0:08:35] Voice 11: a great opportunity for the trustees to get together and learn and uh kind of

[0:08:40] Voice 9: like polish

[0:08:41] Voice 9: our lens on how we view our job now and in the future thank

[0:08:46] Voice 10: you trustee neighborly yeah thanks

[0:08:49] Voice 10: So just a couple of things. I got a call a couple hours ago from Stephen Henderson, the CRD, just to provide an update on when the housing project was going to start.

[0:09:02] Voice 10: And I'm sure Paul's going to talk about it when he talks, but just to let everybody know it's going to be started shortly.

[0:09:09] Voice 10: Their contracts have been received for the land clearing.

[0:09:13] Voice 10: Secondly, we had a meeting, as Tim was talking about, on Penelope Island with Chief of Council and it was a really interesting exercise and I think it's sort of a prelude to what should be taking place with local IPCs and with the local nations about having regular meetings to go over.

[0:09:38] Voice 10: I mean, there's always stuff that we can go over with the local nations and yeah, it was

[0:09:46] Voice 10: good.

[0:09:46] Voice 10: It's always interesting to underrate those things, so I'm looking forward to our local

[0:09:54] Voice 10: trust committee being able to do this on a regular basis.

[0:09:57] Voice 10: And certainly, I'm not sure if anybody knows here, but I certainly can and Lisa knows,

[0:10:03] Voice 10: the Chair of Trust Council has stepped down.

[0:10:06] Voice 10: And so in March, there's going to be elections for a new chair, and depending on whether

[0:10:12] Voice 10: that chair comes out of the executive, there'll be elections for a new executive member as

[0:10:18] Voice 10: well.

[0:10:20] Voice 10: This could change chairs that will trust committees too, and I just want to say, you know, however

[0:10:29] Voice 10: that turns out, it's been a pleasure to have Tim sitting at the head of our table and hopefully

[0:10:35] Voice 10: and hopefully that continues.

[0:10:37] Voice 10: Yeah.

[0:10:39] Voice 10: Well, thank you, I appreciate that.

[0:10:41] Voice 10: For my chair's report, I was gonna say yes,

[0:10:45] Voice 10: there was a news release about Chair Locke

[0:10:48] Voice 10: and his planning to resign on March 11th.

[0:10:51] Voice 10: And indeed, depending on who steps up to take that role,

[0:10:59] Voice 10: there may be an election for a new vice chair

[0:11:03] Voice 10: and whoever is the new chair of trust council

[0:11:06] Voice 10: does have the power and the opportunity

[0:11:09] Voice 10: to reassign the chairs for the local trust committee.

[0:11:14] Voice 10: So at this point, it's lots of big question marks,

[0:11:18] Voice 10: no answers, but certainly there will be some changes

[0:11:22] Voice 10: and we don't know exactly yet how that will all pan out

[0:11:27] Voice 10: in terms of this local trust committee.

[0:11:29] Voice 10: I've definitely enjoyed being here

[0:11:32] Voice 10: and working with you all as colleagues and getting to know the community.

[0:11:36] Voice 10: So I'm not eager to change that either, but who knows how that will go, right?

[0:11:46] Voice 10: Yeah, so in other islands trust business,

[0:11:52] Voice 10: the CAO Performance Evaluation Committee continues to meet

[0:11:56] Voice 10: as the new CAO gets close to the three-month mark

[0:12:03] Voice 10: and we have some targets for this early period

[0:12:08] Voice 10: as well as targets out to six months.

[0:12:11] Voice 10: I believe there's a six-month sort of trial period with the new CAO.

[0:12:17] Voice 10: My impression is that things are going well.

[0:12:21] Voice 10: I haven't heard anything but good.

[0:12:26] Voice 10: so far and uh of course i haven't heard from everything everyone so i could easily be missing

[0:12:31] Voice 10: something there but i i think things are going well and i think uh having a new uh new uh voice

[0:12:37] Voice 10: in that chair uh is is a positive thing for the organization broadly um i've been attending

[0:12:44] Voice 10: financial planning committee meetings um and we have uh another one next week which will be

[0:12:50] Voice 10: the final financial planning committee meeting in preparation for the march trust council

[0:12:55] Voice 10: Council, budget deliberations. Governance Committee met in January, and the committee

[0:13:04] Voice 10: is sending a request for decision regarding the recommendations from the 2022 Governance

[0:13:09] Voice 10: Report to Trust Council's Committee of the Whole for review and discussion. So actually

[0:13:15] Voice 10: be the first chance for the body to discuss the recommendations in the report in a sort

[0:13:21] Voice 10: of holistic way and determine which of those recommendations to prioritize for future work

[0:13:27] Voice 10: there is some work has been done on some of them the existence of the governance committee is

[0:13:32] Voice 10: one of those recommendations that has been actioned um still lots of work to do at

[0:13:39] Voice 10: trust council and um uh trustee gavro mentioned uh the standards of conduct review which will

[0:13:48] Voice 10: be coming up later this spring um committee of the holes met uh uh i guess two two and a bit

[0:13:57] Voice 10: time since our last ltc meeting um that work has been focused on reviewing the draft policy

[0:14:04] Voice 10: statement um i feel like there's progress being made some people like it be faster

[0:14:12] Voice 10: uh everyone wants it to be good and uh and as that work continues i think one of the

[0:14:20] Voice 10: One of the important things for me is to remind not only the trustees, but everyone that the

[0:14:28] Voice 10: policy statement, that overarching document is, it's intended to be a living document

[0:14:35] Voice 10: and much as we want to get it right, it's also intended to be reviewed on a regular

[0:14:41] Voice 10: basis.

[0:14:42] Voice 10: It's intended to be iterative so that when there's new legislation out of the province,

[0:14:48] Voice 10: when there's opportunity to work better with First Nations

[0:14:54] Voice 10: and a number of other possibilities,

[0:14:58] Voice 10: that that document is intended to be able to be reviewed

[0:15:02] Voice 10: and updated as situations change.

[0:15:05] Voice 10: So while I am absolutely supportive of us doing as good a job as we can on it,

[0:15:12] Voice 10: also it's not meant to be set in stone.

[0:15:14] Voice 10: So I've been trying to keep that message alive

[0:15:19] Voice 10: lives that we don't get too caught up in um spending too long over individual words perhaps

[0:15:27] Voice 10: which some of us have a tendency to do at times and then finally uh trust programs committee uh

[0:15:34] Voice 10: is going to meet tomorrow and uh uh has been asked to significantly consider significantly

[0:15:40] Voice 10: reducing the proposed budget for the stewardship education program for the 2025-26 fiscal year

[0:15:48] Voice 10: And so with that, moving along on our agenda, next up we have a space for the Electoral

[0:15:58] Voice 10: Area Director's Report, and I welcome Director Paul Bright.

[0:16:05] What I think we should do is endorse Jim as the new chair of the House of Commons, because

[0:16:12] Because you have to say, I'm

[0:16:15] Voice 10: going to stay here.

[0:16:21] Voice 10: So I haven't been here for 18 months, so I've received some criticism for that.

[0:16:27] Voice 10: And I certainly won't tell you about all the committee meetings I've been to because it's legion.

[0:16:32] Voice 2: um what i can say is that i've been focusing on

[0:16:36] Voice 2: and

[0:16:37] Voice 10: the recipient of most of that effort is due to galliano's phenomenal work on what was

[0:16:45] Voice 10: galliano green is now forest homes over the past i don't know almost 15 years and so what i'm doing

[0:16:54] Voice 10: my capacity is i'm delivering as much in the way of funding as i possibly can get that going so

[0:17:01] Voice 10: of all of the funds that the CRD electoral areas got from the growing community,

[0:17:10] Voice 10: a billion dollars of the funds, and Galliano Green Forest Homes got half of it,

[0:17:19] Voice 10: basically $2.75 million.

[0:17:22] Voice 10: And in terms of community works funds, which are electoral areas,

[0:17:36] Voice 10: So we are, I am committed to housing on the island, but this housing is really expensive.

[0:17:44] Voice 10: This is, you know, the standard government issue, tick all the boxes, stop, and it's

[0:17:50] Voice 10: going to provide great housing, but

[0:17:52] Voice 2: we have huge issues and containment issues on the

[0:17:58] Voice 2: Galliano, as well. And so we have to figure out better ways

[0:18:02] Voice 10: to do things. So I'm

[0:18:04] Voice 2: on the tiny homes on wheels. So we're

[0:18:08] looking at seeing if we can get some form of standards and

[0:18:11] Voice 10: legalization for that particular thing. We're looking at RVs and

[0:18:16] Voice 10: trailers, CRD, and to see if we can get them legalized as a

[0:18:21] Voice 10: form of residential use. We're also advocating for

[0:18:28] Voice 10: a different building to a small house,

[0:18:30] Voice 10: so something that is 5 or 6 feet

[0:18:32] Voice 10: square feet, that wouldn't be part

[0:18:34] Voice 10: of the step code

[0:18:36] Voice 10: thing, which is great

[0:18:37] Voice 10: in terms of minimizing

[0:18:39] Voice 10: the impact of homes

[0:18:42] Voice 10: on the climate, but

[0:18:43] Voice 10: the costs associated with those

[0:18:46] Voice 10: code increases

[0:18:47] Voice 10: are staggering. So

[0:18:49] Voice 10: it's a challenge to get affordable housing.

[0:18:52] Voice 10: So those are

[0:18:53] Voice 10: some of the things I'm doing, and

[0:18:56] Voice 10: some of the things that are benefiting

[0:19:02] Voice 10: I guess we're working closely with the Ministry of Transport in terms of the parking monies.

[0:19:09] Voice 10: So the Ministry of Transport removed a bunch of parking that might be a real problem for

[0:19:16] Voice 10: some of the people that don't have road access.

[0:19:23] Voice 10: so we work closely with them by that we're doing the parking and then us providing the funds to

[0:19:28] Voice 10: ministry of transport to put it back so we're doing that oh thank you for doing that for us

[0:19:36] Voice 10: because i'm supposed to say that yes we're going to start clearing um this month actually

[0:19:42] Voice 10: And so we're doing it, I believe, very carefully. I believe members of the delegate have come and looked at what we're going to do.

[0:19:52] Voice 10: We have our archaeologists, our First Nations archaeologists, so I think it's being done as responsibly as we can and as gently as we can.

[0:20:05] Voice 10: land. The other thing that's kind of a little bit nebulous, but it's really important is

[0:20:11] Voice 10: the CRD Capital Regional District is looking at a different model for how Southern Gulf

[0:20:16] Voice 10: Islands, Salt Spring and the Juan de Pico are managed. The Capital Regional District

[0:20:21] Voice 10: is actually our local government. And the Big Capital Regional District, all 440,000

[0:20:28] Voice 10: people, it represents pretty much municipality based, it's 13 municipalities, three

[0:20:33] Voice 10: electoral areas and we don't really have a voice in the electoral area of voice and you go so who

[0:20:40] Voice 10: keeps the electoral area close but our electoral areas are pretty rural and now it's rural it's

[0:20:47] Voice 10: one in a few and it's extremely rural it's huge it's got 5,000 people it's it's bigger than the

[0:20:53] Voice 10: entire capital the rest of the capital regional district and because we're part of the capital

[0:20:59] Voice 10: You do this, you look at this and they go, they got in almost a government vote.

[0:21:04] Voice 10: Hey, you're so you don't really want to operate.

[0:21:09] Voice 10: So you qualify for a few exemption basis.

[0:21:13] Voice 10: So we're now going to have a general manager of electoral areas.

[0:21:17] Voice 10: It's going to have to see the executive at the regional district.

[0:21:21] Voice 10: And so they're going to lobby for us to be heard properly.

[0:21:26] Voice 10: they're going to lobby the province, which we really haven't seen much of a kind of regional

[0:21:31] Voice 10: district, to say, hey, we are rural, we need funding, we need a rural housing stream, so

[0:21:36] Voice 10: we're going to do that, and that's going to end all the visitations, and I'll take up

[0:21:40] Voice 10: too much time, let's give it a day.

[0:22:32] Voice 10: council can sign it for acceptance. I just thought I'd let you guys know that it's on

[0:22:39] Voice 10: here. I met with the elder or elders committee we're meeting this morning. I let them know

[0:22:47] Voice 10: O'Connor and I were coming over each year and they wanted me to express the gratitude for

[0:22:56] Voice 10: the donors for thinking of us for you know gaining some of our territory back

[0:23:04] Voice 10: and we would be thankful and grateful they wanted to thank everybody here they wanted me to send

[0:23:13] Voice 10: the message. Opening up the communication lines and we started the ball rolling, you guys come

[0:23:25] Voice 10: over and talking with numerous people that live out here and I think that's from day one we talked

[0:23:33] Voice 10: about you know starting that communication line that should have started a long time where we can

[0:23:41] Voice 10: work together, listen, help each other, you know, any issues or anything that comes up, feel free to call us.

[0:25:03] Voice 10: people but also helping to build this communication that's starting to happen in a really positive way

[0:26:04] Voice 12: Hi, I'm Sarah Bellamy and I was informed by this trust and by some plans that I am not allowed to be on the agenda for today.

[0:26:16] Voice 12: And here is my letter. So I am speaking here at this one meeting because I have some college concerns I'd like to speak to.

[0:26:25] Voice 12: um and um unfortunately because of so uh i do have a right to be heard um

[0:26:38] Voice 12: and i feel that i have a right to be heard without paying

[0:26:41] Voice 12: the 1976 dollars to apply for a land use variance um uh as many people on the island i'm a single

[0:26:53] Voice 12: parent on pension. I have two goats and some chickens. Someone made a complaint against my

[0:27:01] Voice 12: goats back in the summer. They went so far as to make a complaint about animal cruelty

[0:27:08] Voice 12: when I was off island with my son having emergency surgery. I live on an island. I'm home a lot. I

[0:27:22] Voice 12: The problem is that my property is only 4 and 6 meters wide, and bylaw number 127 states

[0:27:33] Voice 12: that there must be 30 meters clearance from each property line on either side.

[0:27:39] Voice 12: Now, all of my animals and their housing are more than 30 meters from my neighbor, but

[0:27:46] Voice 12: I encroach on Fisherway Park by approximately 15 meters.

[0:27:52] Voice 12: so i'm here today to ask for a um for a um a suspension in bylaw enforcement about that bylaw

[0:28:07] Voice 12: and again so i just i don't really have two thousand dollars to go through the land use

[0:28:51] Voice 12: significant challenge. Being able to eat healthy eggs from my chickens and to drink milk from my

[0:28:58] Voice 12: goats is part of my food security and I trade my eggs like I traded two dozen eggs this morning

[0:29:05] Voice 12: for a loaf of bread and food stones for my neighbors. My goats are helpful members of the

[0:29:12] Voice 12: community. They eat broom, blackberry, other invasive plants. They help my neighbors and myself

[0:29:22] Voice 12: provide a green solution to reducing the spread of invasive plants. My goats are well socialized.

[0:29:30] Voice 12: They were invited the past two years to the Canada Day jamboree celebration and many kids and people

[0:29:38] Voice 12: loved him up and it helped break the boundaries the concerns about feral goats and to see what

[0:29:45] Voice 12: a trained goat and pain situation looks like um help the kids learn about what animal husbandry

[0:29:51] Voice 12: means and about where their food comes um and they were also invited to the uh on the dc day

[0:30:01] Voice 12: celebration by the line um and unfortunately i wasn't able to attend because that's what my son

[0:30:06] Voice 12: looks like and has to have emergency surgery in victoria which is the time when the complaint

[0:30:11] Voice 12: went through i'd just like to say that i always have pet sitters i have a set of pet sitters

[0:30:18] Voice 12: for my goats and my chickens they come two or three times a day minimum on property and even

[0:35:15] Voice 13: which is the fall grant application from Radiana White.

[0:35:23] Voice 13: I sent a letter last week to the trustees and planner.

[0:35:28] Voice 13: because they don't know about this, but I want people to know, the issues about health.

[0:35:35] Voice 13: In the staff reports, the reports, the planners present impacts, possible impacts,

[0:35:50] Voice 13: In this impact, there is nothing about the negative impact of health from alcohol consumption.

[0:36:01] Voice 13: And I think it's a very important issue.

[0:36:06] Voice 13: And it has become more and more important lately, when more information has come about.

[0:36:17] Voice 13: And I don't know if people know that the trustees are different, like in the past,

[0:36:24] Voice 13: and responsibility for the health of the residents is done in the OCP, the production and the principal.

[0:36:35] Voice 13: They have to look not only about how much money this will bring to the business,

[0:36:40] Voice 13: but also about the health of the residents and the visitor portions.

[0:36:52] Voice 13: I can tell you, if you go to the website and put impacts of alcohol consumption,

[0:37:00] Voice 13: you will find from the government of Canada, from many institutions, the problem of alcohol.

[0:37:07] Voice 13: In the kind of parallel with tobacco, that now is practically no more, tobacco smoking,

[0:37:19] Voice 13: like alcohol, has been considered a pleasure other thing, a normal social

[0:37:24] Voice 13: thing, until

[0:37:27] Voice 13: in the case of tobacco, it was so clear the damage to people that the government reacted

[0:37:37] Voice 13: reacted, no, forgiven, because this is not about this million dollars, but this corruption.

[0:37:44] Voice 13: And it has worked.

[0:37:45] Voice 13: It has saved a lot of lives.

[0:37:48] Voice 13: I agree.

[0:37:51] Voice 13: And my feeling is that we are going in the same way with alcohol.

[0:37:56] Voice 13: Slowly.

[0:37:58] Voice 13: Less denial about the damage.

[0:38:01] Voice 13: So I have here for the trustees, I copied from the National Center of Biothermical Information.

[0:38:13] Voice 13: And it's a comprehensive systematic review of cancer risk based on alcohol consumption.

[0:38:20] Voice 13: I will start with the conclusion.

[0:38:23] Voice 13: Our findings highlight that cancer risk extends beyond heavy alcohol consumption

[0:38:29] Voice 13: consumption to include live alcohol consumption afterwards.

[0:38:36] Voice 13: This finding suggests that there is no safe level of alcohol consumption associated with

[0:38:44] Voice 13: cancer disease.

[0:38:46] Voice 13: Our results underscore the importance of public health interventions addressing alcohol consumption

[0:38:54] Voice 13: to mitigate cancer disease.

[0:38:57] Voice 13: Now, by approving this application that has many proposals, by approving this one, the local grass committee is encouraging consumption of alcohol.

[0:39:16] Voice 13: Because it's another place where people can go and buy alcohol burgers and taste it here.

[0:39:30] Voice 13: So that's what Galeano needs in that place.

[0:39:36] Voice 13: When we know now the health risk, so serious health risk with alcohol consumption.

[0:39:45] Voice 13: That's what you have to think about.

[0:39:47] Voice 13: It was an article about a medical health officer, a doctor, in the area of Tofino,

[0:40:02] Voice 13: who had a serious problem of alcoholism, of fetalization.

[0:40:10] Voice 13: And there she said to the council, you have the power.

[0:40:15] Voice 13: you have the power to lower consumption by controlling business. So my idea

[0:40:23] Voice 13: is that this trans-council has the power because you have land use control and this is a land use.

[0:40:36] Voice 13: I know people like to drink and it's a pleasure. It was the same with tobacco.

[0:40:43] Voice 13: It's not about provocation, it's a kind of discouragement instead of encouragement.

[0:40:53] Voice 13: And let's see if I have anything else I have to say to you.

[0:40:59] Voice 13: Yes, in the letters, in favor of the cider advisory, there are two reasons, logical reasons.

[0:41:09] Voice 13: One is that it will attract more tourists and that means money for them.

[0:41:13] Voice 13: In this case, the medical health officer, she presented that in reality, it's so costly, health care for alcohol, criminal justice, that when the revenue for BC was $2 billion, the expense was $2,800,000.

[0:41:39] Voice 13: And it says that for every dollar, we pay 37 in fact.

[0:41:48] Voice 13: So economically, it's becoming difficult to repay.

[0:41:52] Voice 13: The second thing another person wrote is about the importance of encouraging the production of local food and beverage.

[0:42:07] Voice 13: And I agree with that.

[0:42:09] Voice 13: But no alcoholic beverage.

[0:42:12] Voice 13: That's the difference. You call it the current kind of food, you call it current food.

[0:42:19] Voice 13: Produce that kind of food.

[0:42:21] Voice 13: I just, what I want to say is that I love the draft committee.

[0:42:27] Voice 13: We asked to obtain information about alcohol consumption and negative consequences of diet and health.

[0:42:41] Voice 13: I have two reports, but they were for 2019, where I show that it's a higher consumption

[0:42:52] Voice 13: on island heads and the Gulf Islands than in the West Coast.

[0:42:58] Voice 13: And I think you could obtain that, and if you could contact a medical health officer

[0:43:08] Voice 13: for this area, like this lady, to present it to the Coquina Open World.

[0:43:13] Voice 13: And also, we have the Galliano-Feldt clip,

[0:43:16] Voice 4: which

[0:43:18] Voice 13: will give you an idea of the degree of medical-related problems on alcohol consumption.

[0:43:28] Voice 13: That's what I wanted to present, and thank you very much for this session.

[0:43:38] Voice 11: I just wanted to let people know, if you aren't aware, that the appeal by the four-slot owners regarding the four-slots was the case against the Gallaudet and the local health committee was,

[0:43:57] Voice 9: the bylaws were upheld on appeal.

[0:44:02] Voice 9: Again, that's what I wanted to say.

[0:44:04] Voice 9: So

[0:44:04] Voice 11: this last case began under the last term in 2020,

[0:44:12] Voice 11: and it was just concluded at the end of January,

[0:44:16] Voice 11: which provides strength to our local trust community and our local bylaws.

[0:44:22] Voice 11: And I just wanted to remind people, because some people are not aware

[0:44:26] Voice 11: that in 1991, when Macmillan Bodell owned over half of the island and put those properties

[0:44:35] Voice 11: up for sale, they did send a letter to every prospective buyer, informing them that they

[0:44:42] Voice 11: had to sign a disclosure statement, and that disclosure statement said, attached to this

[0:44:49] Voice 11: letter are copies of three proposed amendments to the bylaws of Galangal Island. If these

[0:44:54] Voice 11: amendments are passed by island's trust which they were the effect will be to completely eliminate

[0:45:00] Voice 11: the present life to build one single family residence on each forest zone lot on galliano

[0:45:05] Voice 11: so just so you know that that's where we were in 1991 and the bylaws were again upheld in 2025.

[0:45:18] Voice 10: thank you very much

[0:45:20] Voice 10: uh i am concerned about the lack of communications from the local trust committee local trustees

[0:45:36] Voice 10: and perhaps even staff it's been two months since we have been able to get together for a trust

[0:45:44] Voice 10: committee meeting and in that time there have been a number of significant developments

[0:45:51] Voice 10: taking place and advancing in a communications factory and these particular incidents or issues

[0:46:00] Voice 10: are very important to the community while i appreciate some of the partial updates that

[0:46:07] Voice 10: have been given uh at the meeting today and in the meeting packet those updates are partial

[0:46:15] Voice 10: and much much too late they are not timely enough to encourage uh

[0:46:24] Voice 10: within the community uh with a view to helping the local trust committee come to

[0:46:32] Voice 10: some decisions and implementation measures one of the ones though that initially caught

[0:46:38] Voice 10: got my attention were the bylaws 283 and 284.

[0:46:46] Voice 10: They went to the executive committee

[0:46:50] Voice 10: and got rather a bumpy ride into meetings

[0:46:55] Voice 10: of the executive committee.

[0:46:57] Voice 10: They

[0:46:57] Voice 2: were eventually endorsed by the executive committee.

[0:47:00] Voice 10: And

[0:47:01] Voice 2: then I believe

[0:47:02] Voice 10: sent off to what I regard

[0:47:04] Voice 10: as a black hole of bureaucracy,

[0:47:07] Voice 10: sent to the minister's office, I would have told that somebody from one of the two trustees

[0:47:15] Voice 10: would have kept the island community aware of what was happening to those particular bylaws

[0:47:23] Voice 10: and perhaps even why they were sent onwards or why they were endorsed.

[0:47:29] Voice 10: There was, I gather, a vigorous debate at the executive committee.

[0:47:33] Voice 10: I saw some notes from one meeting, but was not able to attend the second meeting.

[0:47:40] Voice 10: And I could not even gain access to the electronic records of the meeting for at least a week afterwards.

[0:47:48] Voice 10: works. So something, you know, I think

[0:47:52] Voice 10: the community, as there was a spirited

[0:47:56] Voice 10: debate before you on the

[0:48:02] Voice 10: very welcome step taken by the committee on

[0:48:06] Voice 10: towards reconciliation through Bylaw 283,

[0:48:11] Voice 10: I would have hoped that there would have been a report back to

[0:48:14] Voice 10: the community. There was virtually nothing there. Indeed,

[0:48:18] Voice 10: Indeed, even the meeting package notes that bylaw 283 has been sent on to the minister's

[0:48:24] Voice 10: office, but what happened to 284?

[0:48:28] Voice 10: Did it have to go onwards?

[0:48:30] Voice 10: Has it just fallen into another black hole?

[0:48:35] Voice 10: Some things, you've got to close the loop on some of the actions that you have taken,

[0:48:41] Voice 10: or at least try to keep the community informed.

[0:48:43] Voice 10: for the second major issue that uh or not major issue but the second important thing that has

[0:48:51] Voice 10: come about i appreciated the updates today and the uh notes that were put in the active page

[0:49:01] Voice 10: uh you know the uh trustee report uh of the penelope meeting but i think that this meeting

[0:49:11] Voice 10: was important enough that there should have been a record of the meeting or a report on the meeting

[0:49:21] Voice 10: that the trust committee committee could then adopt and append to the minutes of trust committee

[0:49:30] Voice 10: meetings right now the reports are buried in a rezoning application and apparently there has

[0:49:40] Voice 10: been a significant development from what ken was saying of advancing again another you know

[0:49:48] Voice 10: i'll take my hats off to the ltc for you know choosing this particular instrument of a way of

[0:49:57] Voice 10: reconciliation and trying to achieve some of the land back aspirations of first nations but i think

[0:50:04] Voice 10: it's important enough for the community to hear and see what's going on so they can recognize it

[0:50:11] Voice 10: and support the ltc in its efforts moving forward again another big hole in the communications back

[0:50:22] Voice 10: to the community a third development is contained within the uh meeting information package and

[0:50:33] Voice 10: and that's on the Crystal Mountain rezoning application.

[0:50:37] Voice 10: And there are two critical issues that leap out at me

[0:50:40] Voice 10: that I think deserve more information

[0:50:45] Voice 10: coming into the community

[0:50:46] Voice 10: so the community can discuss it and get behind it.

[0:50:52] Voice 10: The first one is the issue of community benefits.

[0:50:56] Voice 10: The staff report states that the LTC

[0:50:59] Voice 10: D.C. has relatively wide discretion in determining what is a community benefit.

[0:51:10] Voice 10: Is that the case?

[0:51:13] Voice 10: There may be limitations on community benefits as described in legislation,

[0:51:19] Voice 10: such as the Municipalities Act.

[0:51:23] Voice 10: But is there anything in our OCP that talks about a community benefit?

[0:51:28] Voice 10: What are the guardrails for a community benefit?

[0:51:33] Voice 10: Can an LTC just decide willy-nilly that this is a community benefit?

[0:51:38] Voice 10: What's happening on other islands and other jurisdictions?

[0:51:44] Voice 10: Are there any particular guardrails?

[0:51:48] Voice 10: I think that as community benefits could be and have been a contentious issue

[0:51:54] Voice 10: on many rezoning applications over the past and moving into the future,

[0:51:59] Voice 10: Would it not be better to have the community behind the LTC if they decide that something

[0:52:07] Voice 10: is going to be considered as a community benefit? Please involve the community as early as possible

[0:52:15] Voice 10: in looking at what you're going to be doing in terms of a community benefit. In addition,

[0:52:24] Voice 10: Within the Crystal Mountain application, there was a move, and it's somewhat confusing to me as to what steps you're taking in this, to look at the adoption of tribal landfills as a, as I regard them, maybe mistakenly, as a potential replacement for covenants to enable the trust to carry out its mandate.

[0:52:55] Voice 10: reserve and protect. On one hand, the LTC or staff seems to have told Crystal Mountain

[0:53:03] Voice 10: work with the Penelope to see if their tribal land code can be adopted as a adopted as part

[0:53:16] Voice 10: of the rezoning application. Then on the

[0:53:20] Voice 10: other hand, staff has been asked to find out whether

[0:53:23] Voice 10: or not a tribal land code is applicable and appropriate what are you doing first and now the

[0:53:32] Voice 10: uh as i read the notes uh in the package today you won't have staff report for another two months

[0:53:42] Voice 10: on the applicability of a tribal plan code being applied here on galiana ken has said that there

[0:53:51] Voice 10: There has been some movement from the Penelope on that side.

[0:53:54] Voice 10: But again, this is happening within an information vacuum.

[0:53:59] Voice 10: Two months have transpired since that rezoning application was last discussed.

[0:54:06] Voice 10: Nothing has come back to the community on two very important issues that will govern land rezoning well into the future.

[0:54:17] Voice 10: I would ask that the local trust committee follow the recommendations, if you will, of the staff to engage the community through giving the APC an assignment to evaluate either community benefits or something to do with tribal land codes,

[0:54:43] Voice 10: or to even hold separate community information meetings on these two issues,

[0:54:51] Voice 10: apart from and separate from the very narrow confines of a rezoning application.

[0:54:59] Voice 10: These transcend just one zoning application.

[0:55:03] Voice 10: They are very important.

[0:55:04] Voice 10: If you want community support, then you have to do some work to get that community support.

[0:55:11] Voice 10: It's not going to materialize.

[1:32:39] Voice 11: go over the site plan that the applicants have presented and so we went over the site plans um

[1:32:45] Voice 11: and what the proponent is proposing um there was a suggestion for canalicate to tribe uh

[1:32:53] Voice 11: chief council members and staff to potentially do a site uh site visit so we're working on

[1:33:00] Voice 11: potentially setting that up in the next few months um and as we heard from canalicate

[1:33:07] Voice 11: Council Member Ken Thomas. It sounds like there will be a land work coming in the next couple of days, if not a couple of weeks.

[1:33:16] Voice 11: In terms of the meeting between staff and the Ministry of Transportation and Infrastructure, which is now apparently the Ministry of Transportation and Transit,

[1:33:26] Voice 11: originally this was supposed to be a meeting between the applicant staff, MOTI and other staff,

[1:33:35] Voice 11: staff. But I decided that since it's such early in the process, that we just, I was just stopping

[1:33:44] Voice 11: get information from MOTT first. And so staff member from MOTT stated that the majority of the

[1:33:53] Voice 11: decisions related to the road dedication to parents of road would be primarily subdivision

[1:34:03] Voice 11: stage that doesn't necessarily have to be finalized at the rezoning stage we just need to

[1:34:09] Voice 11: make sure at the rezoning stage that the site plan is finalized and the MOTT staff also noted

[1:34:18] Voice 11: or mentioned that the applicants can start moving forward with submitting their subdivision

[1:34:23] Voice 11: application so those two processes the rezoning application and the subdivision application can

[1:34:30] Voice 11: right at the same time there can be parallel application processes. The key point is making

[1:34:36] Voice 11: sure that the site plan is more or less kind of in its final form. In terms of emergency access,

[1:34:46] Voice 11: so the road network plan in the OCP does indicate that the existing

[1:34:53] Voice 11: existing easement access as a potential proposed highway so that is in consideration for a condition

[1:35:01] Voice 11: of the rezoning to formally dedicate that but again that'll be a discussion with MOTT and

[1:35:07] Voice 11: Connecticut on deciding if there will be formal road dedication or potentially that portion of

[1:35:13] Voice 11: the road would be transferred to Connecticut so those are discussions that will be forthcoming

[1:35:18] Voice 11: In addition, District 185, the road network plan shows an area of proposed emergency access.

[1:35:27] Voice 11: I believe there was a discussion that this emergency access may already be in place,

[1:35:33] Voice 11: but that's something that we have staff still need to determine.

[1:35:36] Voice 11: So if it's not currently in place, that may be something the LTC would want to consider as a condition of design,

[1:36:06] Voice 11: where the lots will be located how many rural residential lots there will be if there's going

[1:36:12] Voice 11: going to be an affordable housing lot or if it's going to be just park dedication. So finalizing

[1:36:19] Voice 11: that site plan is really the big step right now and it sounds like that's going to be hopefully

[1:36:25] Voice 11: done this this spring and then the applicant can start moving forward and staff can then draft that

[1:36:32] Voice 11: bylaw for the LTC's consideration. So as mentioned the next steps for staff is to hopefully schedule

[1:36:40] Voice 11: site visit with the applicant sometime in the next couple of months and to help assist with

[1:36:48] Voice 11: finalizing the site plan and i'll leave it that there's no recommendations for the ltc center but

[1:44:27] Voice 11: information uh regarding the recovery and also to present a draft bylaw that staff have put together

[1:44:33] Voice 11: And the number for that is draft bylaw number 2-1-1.

[1:44:37] Voice 11: So on the June 20th LTC meeting in 2023, the LTC reviewed the preliminary staff report

[1:44:47] Voice 11: and then gave direction to staff to proceed with the application and to prepare draft bylaws.

[1:44:55] Voice 11: laws. The applicant heads worked very hard to bring forward all the information stated

[1:45:03] Voice 11: in the terms of reference and I'll go over that in just a bit here. So as mentioned,

[1:45:09] Voice 11: there is a draft bylaw 291 that's attached to the staff report and I'm just going to

[1:45:14] Voice 11: quickly go over it with the LTC if you have it in front of you. Draft bylaws at times

[1:45:21] Voice 11: are more difficult rather straightforward so on page 32 of the agenda it's the first page of the

[1:45:30] Voice 11: draft bylaw 291 and so when they're 2.1 it says site specific regulations so what this means is

[1:45:39] Voice 11: these regulations here would be specifically just for district lot 14 or that portion of it

[1:45:45] Voice 11: that will be rezoned to a forest 3a

[1:45:49] Voice 9: and

[1:45:50] Voice 11: so all the forest 3 regulations will be applicable to this

[1:45:54] Voice 11: um the portion of land but then there's two site-specific regulations um which are there

[1:46:02] Voice 11: that states um one not one single non-residential building or structure for timber production

[1:46:09] Voice 11: harvesting with a floor area not exceeding 93 square meters is permitted per dwelling

[1:46:18] Voice 11: and that there must be screening for those buildings. And the second one states that

[1:46:26] Voice 11: there is four dwellings accessory to timber production harvesting permitted with a maximum

[1:46:34] Voice 11: month square feet of 93. so the purpose of those site-specific regulations is allow four dwellings

[1:46:41] Voice 11: on the subject property which complies with the ocp and then each individual dwelling would be

[1:46:48] Voice 11: permitted the one single non-residential building so we're tying those to each dwelling so four

[1:46:56] Voice 11: dwellings than four um single non-residential buildings

[1:47:01] Voice 11: and then that smaller 2.7 hectare section would be rezoned to a forest industrial site specific zone

[1:47:12] Voice 11: and so the principal uses permitted will be timber production and harvesting

[1:47:19] Voice 11: aggregate processing and storage storage repair of forestry equipment and vehicles

[1:47:25] Voice 11: and then the accessory uses would be sawmilling and cleaning of timber and the growing of seedlings and nurseries,

[1:47:32] Voice 11: and accessory contractors, workshop and yards, and the accessory sale of building material and supplies.

[1:47:42] Voice 11: And so the rest of that zone mimics the forest industrial zone that's in the land use file currently.

[1:47:52] Voice 11: So going back to the staff report, staff outlined on page 27 of the agenda, which is page 3

[1:48:00] Voice 11: of the staff report, how the application complies to the OCP.

[1:48:06] Voice 11: So there's a table there for the LTCs review.

[1:48:12] Voice 11: So to discuss the terms of reference, this was given to the applicant a year or so ago

[1:48:17] Voice 11: and as mentioned that has been working really hard to provide all this information to the LTC.

[1:48:23] Voice 11: The first is a developable area site plan which has been provided and that's attached to the

[1:48:29] Voice 11: draft land use bylaw 291 at the

[1:48:32] Voice 11: very end. So that's where that site plan resides. It's also

[1:48:36] Voice 11: going to be a part of the sustainable forestry department version of the site plan. A hydro

[1:48:43] Voice 11: a neurogeologist groundwater assessment was also provided

[1:48:48] Voice 11: and the testing was done on the existing well

[1:48:53] Voice 11: that connects to the one dwelling that's being used

[1:48:56] Voice 11: or one dwelling that's on the property.

[1:49:00] Voice 11: And the assessment concludes that the yield from the well

[1:49:06] Voice 11: exceeds the bylaw requirements and also the quality

[1:49:10] Voice 11: quality of the water exceeds the Canadian drinking water standards.

[1:49:17] Voice 11: And especially in the staff report on page 29 as a condition of re-sewing, staff recommend

[1:49:24] Voice 11: the LTC require a section 219 covenant that would require another or a new groundwater

[1:49:31] Voice 11: assessment when the property owner is ready to connect the other two existing wells to

[1:49:38] Voice 11: dwelling units down the road there's no point in doing the pumping assessor test now because they

[1:49:44] Voice 11: may not build those dwellings for many many years so this covenant would require that company test

[1:49:50] Voice 11: to be done prior to construction of the dwelling and also the assessment would have to ensure that

[1:49:57] Voice 11: there's sufficient quality and quantity before that building can be completed so although the

[1:50:03] Voice 11: zone says yes you're permitted for dwellings the groundwater assessment has to make sure that

[1:50:09] Voice 11: there's sufficient quality and quantity and also the property owner is aware that they would have

[1:50:15] Voice 11: to comply with the water sustainable react as well the so in terms of septic servicing

[1:50:23] Voice 11: information has provided that there is a sufficient area for future septic areas

[1:50:31] Voice 11: And also finally, the Sustainable Forestry Management Covenant staff just received a copy of this draft covenant last week.

[1:50:40] Voice 11: So we're going to take a look at it and circulate that to the LTC.

[1:50:43] Voice 11: And the Galliano Conservancy Association has agreed to act as the third party on the covenant.

[1:50:52] Voice 11: So that is in process as well.

[1:50:53] Voice 11: So, what I really wanted to focus on is, and this is in relation to the recommendations for the LTC to consider, is the statutory requirements for a public hearing.

[1:51:07] Voice 11: So, in the last few years, the Local Government Act has changed a little bit.

[1:51:11] Voice 11: Previously, the LTC or local governments had the option to waive a public hearing if a bylaw is consistent with an OCP, an official community grant.

[1:51:24] Voice 11: But now, the wording has changed from waiving to a local trust committee is not required to hold a public hearing, but you have to give notice of first reading.

[1:51:35] Voice 11: So that's the formal process.

[1:51:38] Voice 11: So the LTC believes that the proposed Land Use By-law complies or is consistent with the official community plan.

[1:51:46] Voice 11: A public hearing is required, but the process would be to give notice of first reading.

[1:51:52] Voice 11: So as mentioned on page 29 of the staff report, I kind of outlined these options because I

[1:51:58] Voice 11: believe this is the first time, I understand maybe a previous LTC waived by-law, but this

[1:52:03] Voice 11: is the first time an LTC has given notice of post-reading.

[1:52:08] Voice 11: So step number one as mentioned, the LTC gives direction to staff to draft a by-law if done,

[1:52:15] Voice 11: done. The second is bylaw referrals, and the third is the LTC review, the draft bylaw, which is in

[1:52:23] Voice 11: process. So the next step is where the LTC is at right now, if the LTC feels comfortable with the

[1:52:29] Voice 11: draft bylaw. The LTC gives direction to staff to give notice of first reading. So that notice is

[1:52:36] Voice 11: then posted in the newspaper and also on community boards and the ltc also has the option to schedule

[1:52:46] Voice 11: a community information meeting and this community information meeting almost acts as a de facto

[1:52:52] Voice 11: public hearing so what we've seen is that um the ltc gives notice of first reading and at that ltc

[1:53:00] Voice 11: meeting it starts with a community information meeting where community members can ask questions

[1:53:05] Voice 11: and also state if they're in support or not support of the application and then after that

[1:53:11] Voice 11: the ltc has the option to give first second and third reading at that same meeting even though

[1:53:18] Voice 11: the ltc has the option to do that you may not want to you may want to just do cim and do first

[1:53:24] Voice 11: reading and consider what you've heard you may need to ask staff to come back with amendments

[1:53:29] Voice 11: to the tool management by-law or the amendment by-law.

[1:53:32] Voice 11: But that's something to consider.

[1:53:35] Voice 11: And also since there's no public hearing,

[1:53:38] Voice 11: the LTC can still receive communication

[1:53:42] Voice 11: from the community members

[1:53:45] Voice 11: through this process up to adoption.

[1:53:47] Voice 11: So I know this is a new process for the LTC

[1:53:52] Voice 11: and for Galliano community members,

[1:53:54] Voice 11: but I wanna stress the importance

[1:53:56] Voice 11: and holding that community information meeting

[1:53:59] Voice 11: before first reading to really give the community

[1:54:02] Voice 11: an opportunity to speak to this draft bylaw.

[1:54:05] Voice 11: Although a CIM isn't a requirement,

[1:54:07] Voice 11: but it's recommended.

[1:54:10] Voice 11: So going back, so staff does recommend

[1:54:14] Voice 11: since the proposal is in compliance with the OCP,

[1:54:19] Voice 11: at this point, staff are recommending

[1:54:24] Voice 11: the LTC give direction to staff to give notice of first reading. In this motion it states

[1:54:33] Voice 11: that after the receipt of a draft sustainable forestry covenant and a groundwater assessment

[1:54:39] Voice 11: covenant. So what we can do if the LTC moves forward with this motion of giving first reading,

[1:56:31] Voice 10: You know, I look at this application, it's no secret, there's probably parts of the OCP

[1:56:39] Voice 10: But if you look at this application, they have complied with the OCP as it exists. It's not my

[1:56:44] Voice 10: job to recreate an OCP in my mind and make people adhere to that. I like this application in a sense

[1:56:56] Voice 10: that there are very few large tracts of land left in the south of Galliana that can be preserved

[1:57:04] Voice 10: as large tracts of land this is one of them and I think that's significant right so with that in

[1:57:15] Voice 10: mind I'm prepared to move ahead with recommendations as well right I think we'll go to we'll go to our

[1:57:20] Voice 10: community information meeting once we've got the the information that we need we'll schedule that

[1:57:25] Voice 10: community information meeting and we'll go from there and we'll see put it out to the community

[1:57:30] Voice 10: everybody will have a chance to come to that hearing and let us know if there's something

[1:57:37] Voice 10: that we've missed. I think we were pretty thorough early on. I asked for a bunch of stuff and all of

[2:02:20] Voice 11: this funnel was drilled in September or October, and has provided a detailed business, a business

[2:02:29] Voice 11: plan, which provides information on the phased approach and also the scale. So that's on page 38

[2:02:36] Voice 11: of the agenda. So that's there for the LTC's review. And I won't go into that too much in too

[2:02:41] Voice 11: much detail the applicant is here if you want to see any questions on that but what i really wanted

[2:02:46] Voice 11: to focus on is in terms of the potential draft land use model and also the terms of reference

[2:02:54] Voice 11: so in this time in terms of the official community plan the subject property is designated rule

[2:03:02] Voice 11: and the principal uses are resident residential agriculture and there are those proposed

[2:03:09] Voice 11: proposed accessory uses that don't necessarily fit in that designation, but don't necessarily

[2:03:15] Voice 11: fit in any other designation. So staff has to do further analysis if a OCP amendment

[2:03:22] Voice 11: by-law is required or not. So that's something that I'll be reporting back on at a future

[2:03:28] Voice 11: staff report. There will be a land-based by-law amendment if this application goes forward.

[2:03:34] Voice 11: uh it's currently zone rule two and the proposal is for a site specific rule two zone so that zone

[2:03:43] Voice 11: still retain that main principal residential use as well as that farm use and um then there would

[2:03:52] Voice 11: be an amendment to include those accessory uses as well the draft led can also be drafted in a

[2:03:59] Voice 11: certain ways to increase setbacks for certain uses especially by the abutting the northern

[2:04:04] Voice 11: residential area to establish a maximum floor area for certain uses or buildings

[2:04:10] Voice 11: establish type requirements landscape screening lens landscape screening and also lot coverage

[2:04:16] Voice 11: requirements so that's something that the planning staff will be working on and present back to the

[2:04:22] Voice 11: LTC in this report. Also, the LTC has an option and staff

[2:04:27] Voice 11: recommend this is a registration of exception 219 covenant. And

[2:04:33] Voice 11: this allows the LTC to further regulate those pieces that

[2:04:38] Voice 11: weren't that wouldn't necessarily fit in the land use

[2:04:41] Voice 11: file amendment, like regulating maybe the number of hours of

[2:04:48] Voice 11: operation, the number of trucks or something on the property.

[2:04:53] Voice 11: So those final details can be written into a section 219 covenant.

[2:04:58] Voice 11: So terms of reference is attached to the staff report and further information from the applicant

[2:05:05] Voice 11: would be required if the application is forward is a septic disposal report or some type of

[2:05:12] Voice 11: information to ensure that these proposed uses that there'd be appropriate septic systems.

[2:05:20] Voice 11: There would also be a requirement for an ecological report due to the riparian area on that one

[2:05:28] Voice 11: end of the property and also there's a wetland sensitive ecosystem.

[2:05:32] Voice 11: Our groundwater management plans would also be required, although what is to be included

[2:05:40] Voice 11: in this management plan is a discussion with our freshwater specialists.

[2:05:45] Voice 11: list. We don't have those fine details, but that's something

[2:05:47] Voice 11: staff will be working on. And also potentially a section 219

[2:05:52] Voice 11: covenant, as I mentioned, that would restrict the use further,

[2:05:56] Voice 11: also require a future groundwater assessment or any

[2:06:01] Voice 11: type of monitoring. And this section 219 covenant could

[2:06:07] Voice 11: include conditions of use, and also environmental monitoring.

[2:06:15] Voice 11: the proposed uses which was included in the previous staff report but staff are recommending

[2:06:20] Voice 11: for this application to proceed based on the fact that staff support the proposed uses although

[2:13:50] Voice 1: And I've taken what's on your future projects list right now,

[2:13:59] Voice 1: and then also highlight some of the strategic initiatives,

[2:14:04] Voice 1: whether they're trust council, strategic plan or regional planning committees, strategic initiatives and top priorities.

[2:16:16] Voice 10: The light industrial zoning, we're considering an application right now with light industrial

[2:16:26] Voice 10: we need to look forward to an OCP review. How we do that, I'm not sure, but a bunch

[2:16:31] Voice 10: these could be addressed under an OCP report. So I'm in favor of probably sort of three things

[2:16:42] Voice 10: on this being on this list. If we're going to have a list of things to do, let's have three of them.

[2:17:52] Voice 10: And we're going to need to be able to find a budget. So there's going to be a bunch of work that needs to be taking place, just to map out whether we're going to be allowed to do this. And I think that's important work right now. I would love to hear from Robert on that.

And like you say, identifying the sort of outlining the what you're considering in the OCP review, and attaching some costs to those and preparing your business case to submit to financial planning committee and trust accountants.
