[0:00:36] Voice 4: are outside and it looks really nice. I want to also acknowledge that we are meeting today

[0:00:42] Voice 4: in locations across the territories of the Coast Salish people and I recognize that I am and we are

[0:00:50] Voice 4: uninvited guests residing in these territories. As someone who lives, works and plays on this land

[0:00:59] Voice 4: I am humbled to acknowledge those that have come before me and those who provided stewardships to

[0:01:06] Voice 4: these lands and waters and continue to share their lands and their teachings with those of us who have

[0:01:12] Voice 4: settled on these lands. I recognize that there is a long history and that our place in this history

[0:01:22] Voice 4: is very short but it has been extremely dramatic and we recognize that these lands and waters and

[0:01:30] Voice 4: their significance to the people who lived and continue to live in this area and whose practices

[0:01:35] Voice 4: and spiritualities were and are tied to the land and water and whose lives continue to enrich and

[0:01:41] Voice 4: develop in relationship to the land and waters and other inhabitants today. I am very grateful to be

[0:05:35] Voice 4: we received from Dan O'Donnell. And this was addressed to Claire. So I'm just going to ask

[0:05:42] Voice 4: Claire to give us a little bit of background, sorry, stafferator to give us a little bit of

[0:05:45] Voice 4: background and through the history of this.

[0:05:51] Voice 5: Thank you. I don't have a lot of history. I did

[0:05:54] Voice 5: have a phone call with Dan prior to him sending this email, where he was exploring partners to

[0:05:59] Voice 5: potentially work with him to organize an event on Salt Spring that would help contractors better

[0:06:05] Voice 5: understand how they can conduct themselves responsibly when working to help people

[0:06:09] Voice 5: develop their properties. I have not yet had an opportunity to speak with the Salt Spring

[0:06:14] Voice 5: trustees about this. I would hope to do so, but it's just been too swamping busy, but that would

[0:06:19] Voice 5: be my intention. So if the trust was to want to support this, we would certainly need to do more

[0:06:27] Voice 5: work with the nations to ensure that this would be something that they would support.

[0:06:31] Voice 5: And then we would also want to look at specifically what it is he's trying to do, because there

[0:06:37] Voice 5: would be two paths.

[0:06:38] Voice 5: One would be for this committee to decide to fund it next fiscal through the stewardship

[0:06:43] Voice 5: education program.

[0:06:44] Voice 5: The other opportunity might be the history and heritage grant program that executive

[0:06:50] Voice 5: committee has.

[0:06:51] Voice 5: has. I'm not yet at a position to like really advise which path is most suitable because we

[0:06:57] Voice 5: don't have enough specifics yet about what he's proposing and the views of the nations. So I guess

[0:07:03] Voice 5: I'm bringing it here for you to know that this request is here. Maybe discuss if you know you

[0:07:08] Voice 5: think this might this kind of on-site workshop is something this committee would like staff to

[0:07:13] Voice 5: look at for consideration for next year's stewardship education program or if you'd like

[0:07:18] Voice 5: to suggest it's better suited to granting and kick it over to executive committee to consider

[0:07:22] Voice 5: the request um staff elliot's on senior indigenous advisor elliot's on the line here too and could

[0:07:29] Voice 5: be helpless with questions as needed um as background um dan o'donnell um has been involved

[0:07:36] Voice 5: with the coast salish peoples of salt spring society um and i met him through the policy

[0:07:41] Voice 5: statement work back a couple years ago perfect

[0:07:45] Voice 4: thank you very much um so i do see um like that

[0:07:52] Voice 4: that for this to come to us if we were to help facilitate workshops that can definitely sit with

[0:07:58] Voice 4: us and i like your idea of checking out a couple of other areas as well um but if it was to be

[0:08:04] Voice 4: anything larger than that um we would have to go back to trust council and have them direct work

[0:08:12] Voice 4: back to this committee, because I know that that's been something that's been done currently

[0:08:17] Voice 4: as committees taking on work without direction from Trust Council.

[0:08:21] Voice 4: So I just want to get that out there first.

[0:08:24] Voice 4: And I'm going to go up to the speaker's list.

[0:08:36] Voice 6: I think for me, as somebody who creates education plans in my consultant life,

[0:08:44] Voice 6: And this is an obvious place where we would need to do it in collaboration or in partnership of some kind with nations, depending on the interest of nations to work with us on them, of course.

[0:09:07] Voice 6: And, but I really, I really liked the idea. And I have heard it expressed from architects as well over the past years on Bowen in terms of what would be an approach. Could we put it on stilts? Could we, you know, what if maybe we should require everything to be on stilts?

[0:09:28] Voice 6: Anyway, that was just an example. I think the content obviously has to be with nations if we're serious about our reconciliation plan and commitments.

[0:09:43] Voice 6: I think the topic of audiences is interesting because that's one of the things you do in an education plan is you figure out who needs what information, what are the people that we are obligated by the higher levels of the Islands Trust Policy Statement, for example, to create opportunities for learning.

[0:10:09] Voice 6: and uh here's um contractors who are interested this seems like a good place to start it's an

[0:10:17] Voice 6: interesting audience later we've got realtors as a different audience off island realtors

[0:10:22] Voice 6: and um so at some point i'd like to discuss an overall uh education plan now that um this

[0:10:31] Voice 6: This committee is working with executive committee with hopefully with our senior intergovernmental advisor, Joel Elliott, and with other organizations and hopefully nations and hopefully other collaborative partners as per our mandate.

[0:11:00] Voice 6: date uh it seems to me um that it might be time for this committee to uh put some work into creating

[0:11:06] Voice 6: a sort of plan like now here we are even covid has changed so many new people are here people's

[0:11:12] Voice 6: patterns uh and use of online media like this has changed so um i'm just putting that idea out there

[0:11:19] Voice 6: thank you for bringing this but i wouldn't um want to act on it uh yet without at least uh input from

[0:11:26] Voice 6: from Director Elliott.

[0:11:42] Voice 9: we need some more information on the specific request.

[0:11:46] Voice 9: And so I just wanted to check with Director Frater.

[0:11:54] Voice 9: that you do a little bit more finding out

[0:11:57] Voice 9: out what Mr. O'Donnell has in mind before we task you to do yet more work.

[0:12:08] Voice 9: But certainly, this has to be done in cooperation with nations.

[0:12:15] Voice 9: Anything else is just not acceptable.

[0:12:19] Voice 9: So, Director Frater, do you need a resolution to sort of follow up with Mr. O'Donnell and

[0:12:25] Voice 9: get some more information so this this committee can have uh more informed decision making yes i

[0:12:31] Voice 5: think that's why i put i added it without having much background is to just do this temperature

[0:12:35] Voice 5: take and if you'd like us to spend some staff time helping explore the topic and talk to nations and

[0:12:41] Voice 5: then bring if appropriate bring back something more fully formed then yeah it would be it would

[0:12:45] Voice 5: be very helpful to have a resolution to that effect okay

[0:12:49] Voice 9: so so my thought at this point is is

[0:12:51] Voice 9: i think i what i'd like to do is is just make a resolution that um is really specific and a

[0:12:59] Voice 9: smaller piece just about following up before we direct you to to add additional work that would

[0:13:06] Voice 9: be my inclination um because i know you have just massive piles of stuff on your plate um we always

[0:13:14] Voice 9: want more but i i do want to i think i think it'd be helpful for us just to ask for a smaller piece

[0:13:22] Voice 9: Before

[0:13:22] Voice 4: we do that, let's put into practice what we talked about in the CAL meetings as well.

[0:13:30] Voice 4: Let's work together to draft the wording before moving the motion.

[0:13:36] Voice 4: And make sure that we're all together on this.

[0:13:38] Voice 4: And I'm quite happy to have it free flow so

[0:13:41] Voice 9: you don't have

[0:13:41] Voice 4: to put your hands up.

[0:13:42] Voice 4: So

[0:13:42] Voice 9: my inclination, just to start us off, was to request staff to follow up with Mr. O'Donnell and report back to Trust Programs Committee with further information and just keep it real simple so that we're not adding a big project before we know kind of what the letter writers' ideas are in a little bit more detail.

[0:14:12] Voice 4: I just said, Trustee Fess, don't bother putting your hand up at this point, Jess, where this is a free conversation.

[0:14:18] Voice 6: Can we hear from Director Elliott before we contemplate a motion?

[0:14:23] Voice 6: Because I would feel better if we could hear from our local expert.

[0:14:32] Voice 4: Absolutely. And again, at this point, we need information because we don't know the direction that Mr. Dan O'Donnell is asking for.

[0:14:40] Voice 4: and it may not even be appropriate to land in this committee that's the other part so of course

[0:14:48] Voice 4: we have to go back and find out what the intentions are and then we can then we can move

[0:14:54] Voice 4: forward so absolutely um staff elliott please uh chime in again this is a free conversation for

[0:14:59] Voice 4: everybody okay

[0:15:00] Voice 1: thank you yeah yeah i i do agree with uh everything she said is to reach out to um

[0:15:06] Voice 1: um i can't remember the name there mr mcdonald is just to find out what he's looking for but

[0:15:12] Voice 1: I also want to be careful in regards to not just providing information or requesting First Nations to provide information so that we can't, I guess, apply to some of the applications that are in front of us if it's through permitting OCP or, you know, the stilts and things like that, you know, building on lakes.

[0:15:31] Voice 1: You know, it's definitely a high parameter and high structure forward.

[0:15:35] Voice 1: So I don't want to put First Nations in a place where they see it as an opportunity, because I know some of the nations are looking at that in their flooded areas, but the cost of doing that is very costly.

[0:15:47] Voice 1: And so I don't want to see nations put some ideas forward and be not able to respect their directives.

[0:15:57] Voice 9: yeah and and one of the reasons that i i wanted to proceed in in a in a small way first just to

[0:16:04] Voice 9: hear back from mr o'donnell is so that we can consider what what kind of scope this is if

[0:16:13] Voice 9: we're really just talking about helping to facilitate um uh some work between um

[0:16:22] Voice 9: um, essentially contractors and first nations, um, you know, and, and what the, what the scope

[0:16:32] Voice 9: of that is, I think we, in all cases, we want to be super careful that we're not, um, that we're

[0:16:40] Voice 9: really clear about what it is we're talking about so that we're not giving any false impressions

[0:16:45] Voice 9: or over promising to any first nations. Cause I think that's really damaging. So, um, that's why

[0:16:52] Voice 9: i thought the first step would be just to ask director freighter to check back with mr o'donnell

[0:16:58] Voice 9: get a sense a little bit more of a sense of what um what the thought there is before we direct any

[0:17:04] Voice 9: outreach to first nations on this concept the

[0:17:08] Voice 4: other thing that i'm thinking of is i'm looking

[0:17:10] Voice 4: at the wording in this letter if he's looking for funding from islands trust is the intention for

[0:17:19] Voice 4: him to to create the workshop um so like then then that kind of changes the dynamic so we have to get

[0:17:28] Voice 4: we have to get information first because right now we're operating in the dark and we don't know his

[0:17:33] Voice 4: intention so i think step one is gather information do you want islands trust to create and facilitate

[0:17:42] Voice 4: the workshop or do you want money from islands trust to to facilitate them creating a workshop

[0:17:50] Voice 4: shop and you want us to facilitate the coordination and communication with first nations how like what

[0:17:59] Voice 4: is it that you're actually asking for here once we know that then we've got something we can

[0:18:04] Voice 4: actually because right now we're we're we're just throwing darts sort of in in the dark we don't

[0:18:09] Voice 4: know um as i said this is a free form conversation don't put your hands up just chime on in i think

[0:18:15] Voice 4: think i heard staff freighter trying to chime in um

[0:18:20] Voice 5: i did have those conversations with that it's

[0:18:22] Voice 5: really he's looking to co-create right so i think he's just looking for how how best what is the

[0:18:27] Voice 5: best path he's really coming on open-heartedly saying i have an idea is there is there interest

[0:18:33] Voice 5: in collaborating to explore it um and i just said to him you know i think i need some before i invest

[0:18:39] Voice 5: time in this i would want to check salt spring trustees i want to talk with my committee um so

[0:18:43] Voice 5: So he just crafted this short email

[0:18:46] Voice 5: that there is this interest

[0:18:47] Voice 5: before we invest much staff time

[0:18:49] Voice 5: in helping him explore it.

[0:19:51] Voice 9: to the Salt Spring trustees it's proposed to happen on Salt Spring the letter writers from

[0:19:58] Voice 9: Salt Spring and um and I think it's really appropriate that Salt Spring trustees have

[0:20:04] Voice 9: an opportunity to it may be it sounds like there's you know

[0:20:09] Voice 9: director Frater said well

[0:20:10] Voice 9: this could go through through ec it could go through this committee it could also go through

[0:20:14] Voice 9: the salt spring island local trust committee possibly so i mean maybe clearly director

[0:20:21] Voice 9: freighter would be involved i think in in any permutation but i think it's just in terms of um

[0:20:28] Voice 9: uh of just being really open and and uh and good communication between the ltc on salt

[0:20:34] Voice 9: spring and this committee i think that we need to um before this committee does more than um

[0:20:41] Voice 9: requesting a follow-up with mr o'donnell that we we also need to hear back from salt spring

[0:20:57] Voice 10: everybody uh yeah i mean i i think i think i'd share and echo a lot of what tim is saying i

[0:21:03] Voice 10: I think there's a lot of avenues through which we can ask some questions

[0:21:06] Voice 10: before we start referring it formally out.

[0:21:10] Voice 10: And I was going to suggest that I know that Director Frater

[0:21:14] Voice 10: has lots of good soft connections with staff in various places

[0:21:21] Voice 10: that might be, you know, there might be ways to have conversations

[0:21:25] Voice 10: without doing a formal referral to the nations,

[0:21:27] Voice 10: because I know that, again, that's something that is a capacity question.

[0:21:33] Voice 10: The other thing that I was thinking about this,

[0:21:37] Voice 10: because I think there's clearly a need

[0:21:39] Voice 10: and a use for a utility

[0:21:41] Voice 10: in having contractors interface with this way.

[0:21:44] Voice 10: I know that there's been many issues

[0:21:46] Voice 10: across the certainly Hornby and Denman

[0:21:48] Voice 10: that would benefit from this sort of thing.

[0:21:50] Voice 10: And I know a bunch of contractors personally

[0:21:52] Voice 10: who I think would appreciate having some guidance

[0:21:56] Voice 10: or having a resource at least.

[0:21:58] Voice 10: I wonder if it's something that might live

[0:22:00] Voice 10: through the Secretariat Services

[0:22:02] Voice 10: services uh at least even just initially um you know even if it is a one-time thing i feel like

[0:22:08] Voice 10: that that's something that possibly kind of comes through through through that avenue potentially

[0:22:13] Voice 10: um but obviously there's lots of different ways to do it and it depends on what we want to create

[0:22:17] Voice 10: but yeah um

[0:22:21] Voice 4: i see trustee luckham's hand up again this conversation is free flowing feel free to

[0:22:28] Voice 2: i guess i'm less concerned that um i think honestly the committee should receive this

[0:22:35] Voice 2: information and the advice back to the person that's written the letter should be that they

[0:22:41] Voice 2: need to flush this out and do more research and come and come to council with a proposal if that's

[0:22:47] Voice 2: that's what they want to do because i could think of a dozen other ideas that people have that would

[0:22:54] Voice 2: would like us to spin our wheels and work on and you know there's a lot of time already spent in

[0:22:58] Voice 2: this committee on this topic which is clearly not enough information to act on and um i think the

[0:23:05] Voice 2: legwork needs to be done by the um the uh the person that's interested in advancing this so

[0:23:12] Voice 2: there you have it i apologize i

[0:23:17] Voice 10: i think that's a i think that's a really good point too and i've

[0:23:19] Voice 10: had similar conversations actually here where i've had people come forward with an idea

[0:23:24] Voice 10: uh at various things about the trust and i'm like come back with more of an idea

[0:23:30] Voice 10: which i think is not a wrong thing for us to do yeah

[0:23:34] Voice 9: no i tend to agree and i mean

[0:23:38] Voice 9: potentially as peter just pointed out if if this committee was going to take up something like this

[0:23:45] Voice 9: ideally we would consider making a template or a tool that could be expanded

[0:23:49] Voice 9: to be used across the trust area and the different LTCs

[0:23:55] Voice 9: if we're going to invest staff time and money into doing it.

[0:24:01] Voice 9: So great conversation, and I've sort of changed my mind a little bit

[0:24:09] Voice 9: on what sort of direction I think is appropriate here,

[0:24:15] Voice 9: which would basically be for uh staff to just follow up um with mr o'donnell and uh

[0:24:25] Voice 9: essentially just requesting that they flush out the the the ideas a bit and then also just to um

[0:24:33] Voice 9: forward the course piece of correspondence to the salt spring island local trust committee

[0:24:42] Voice 10: yeah i think i think one of the things we should look at here really closely and i'm sort of

[0:24:45] Voice 10: harks back to the education I got around answering questions on tests in secondary school which was

[0:24:57] Voice 10: you know read the question really carefully and make sure you're answering what's being asked

[0:25:01] Voice 10: and what's being asked here is you know we're looking for funding to facilitate a workshop

[0:25:08] Voice 10: so we would need to know a lot more about what that workshop is going to look like before we

[0:25:13] Voice 10: would choose to fund it they're not looking for us to come up with a workshop which

[0:25:18] Voice 9: and and how

[0:25:19] Voice 9: much funding right and

[0:25:21] Voice 10: i think all of that would depend again on on like what the workshop is if

[0:46:50] Voice 10: just like little bits of misinformation that are existing at the realtor level that are sort of

[0:46:59] Voice 10: really valuable. I do think that it makes, it's going to be really different between different

[0:47:04] Voice 10: islands. There are wildly different turnovers of property and, and groups operating selling

[0:47:10] Voice 10: property. So I think there's, there's some more thinking to be done in terms of how this comes

[0:47:15] Voice 10: together. My, my first suggestion, and I, you know, my, the, the thing that occurs to me is,

[0:47:22] Voice 10: you know, and I don't know if there's a motion that necessarily are specific. I don't know how

[0:47:26] Voice 10: specific we need to get with with our direction here but i would uh suggest that that uh director

[0:47:34] Voice 10: freighter uh and director cermak have a chat about what is sort of practicable on their side in terms

[0:47:42] Voice 10: of how to have that conversation because obviously there's a very large number of people to try and

[0:47:46] Voice 10: communicate with in very disparate places and trying to do that like systemically through a

[0:52:19] Voice 5: move in that don't understand that they've moved into this area that's governed with a special

[0:52:24] Voice 5: preserve and protect mandate. So their dream for their property can't be executed with the same

[0:52:29] Voice 5: level of ease that happens in other jurisdictions. So it's trying to help, you know, win the goodwill

[0:52:36] Voice 5: of realtors to share that, you know, uncomfortable news prior to the purchase, such that it then

[0:52:43] Voice 5: lessens the burden on islands trust and enforcement officers and everyone later um i think that's the

[0:52:47] Voice 5: intention it is a large audience right the realtors assist clients from all over the place

[0:52:54] Voice 5: um we would have if we were to do this we'd have to you know make it a dedicated project work with

[0:52:59] Voice 5: the real estate boards who offer professional development to their members um and work out

[0:53:04] Voice 5: what that might look like and they would have to agree that this is sufficient value to offer

[0:53:08] Voice 5: their membership. Way long ago, we did a direct mailing to realtors, but even the development of

[0:53:13] Voice 5: that mailing list was super hard. So certainly I see value in it, because I know a lot of our

[0:53:19] Voice 5: violent enforcement issues are often people who have bought a dream, and then find it difficult

[0:53:24] Voice 5: to execute the dream and then push through to try and make the dream happen anyway. So getting to

[0:53:28] Voice 5: them early, I think could save organizational resources in the long run. But this would,

[0:53:33] Voice 5: you know supporting gabriela as a pilot likely very achievable because as you can see it looks

[0:53:38] Voice 5: like the path has been laid there rolling up out a broad trust-wide initiative would probably be a

[0:53:43] Voice 5: major initiative but should you choose to pick this as your theme for the year and your audience

[0:53:48] Voice 5: for the year this could be the thing that we do next fiscal really it's at your hands determine

[0:53:52] Voice 5: who you want your audiences to be for stewardship education what are the themes you want we're in
