[0:00:17] Voice 7: across Coast Salish Territory. My name is Toby Elliott. I'm elected here on Gabriela Island in
[0:00:23] Voice 7: Stenemach First Nation Territory but of course your two local trustees, Trustee Maude and Trustee
[0:00:30] Voice 7: Janine Dodds are in, likely, Maine, in Sinchothan-speaking people's territory and the home of the Wissanich

[0:00:39] Voice 7: So good to be with you all.
[0:00:41] Voice 7: I'm going to turn it over to staff, but I'll just introduce, we've got William Shulbaugh,
[0:00:47] Voice 7: freshwater specialist with the Islands Trust, staff planner Nerissa Chadwick, Carly Bilney

[0:01:04] Voice 3: thank you so much um chair and Elliot and thank you for the main uh local trust committee for
[0:01:11] Voice 3: having having us on a special meeting um I I like uh cherry it said I'm senior freshwater specialist
[0:01:19] Voice 3: what's the Honest Trust and I've been the project lead on the suitable land analysis for almost six
[0:01:27] Voice 3: months now actually it's longer than that eight months and I've been involved with the project
[0:01:32] Voice 3: for about two years and the project started a little bit before that I was brought into the
[0:01:40] Voice 3: project to steward through freshwater information and data into the suitable land analysis and
[0:01:47] Voice 3: And when we had challenges in our information services and our GIS department, I took a lead role to kind of weather that storm of lack of resources.
[0:02:00] Voice 3: And in that time, we have contracted Landon Matichak from Cedar Shore Consulting.
[0:02:08] Voice 3: And I'll just turn it over to Landon to introduce himself and provide some background to his expertise in this project.

[0:02:22] Voice 1: I'm excited to be here today and share with everyone what we've been working on.
[0:02:27] Voice 1: My name is Landon.
[0:02:29] Voice 1: I'm a GIS scientist and researcher and been working with the Islands Trust for the past
[0:02:36] Voice 1: four years on various projects and as William said working on the suitable land analysis for
[0:02:42] Voice 1: the last six months. In addition to that I've worked with the City of Victoria, provincial
[0:02:48] Voice 1: government and various NGOs throughout the province. Also conducting research and studying
[0:02:55] Voice 1: at UBC as part of my PhD, focusing on habitat restoration, particularly methods of water
[0:03:06] Voice 1: storage, sediment storage, and habitat creation.
[0:03:09] Voice 1: So looking forward to sharing with everyone what we've been working on and listening for
[0:03:14] Voice 1: your feedback as well.
[0:03:16] Voice 6: Great.

[0:03:22] Voice 3: um yeah so without further ado uh let's be kind of a not a tech focused uh thing but i'll have um
[0:03:30] Voice 3: two uh methods of presenting i'm going to have a um a powerpoint presentation which will be
[0:03:38] Voice 3: available to um to to the main ltc and to the public following we'll just do a pdf of it and
[0:03:45] Voice 3: then i am also be presenting the suitable line analysis map where we'll be getting into the the
[0:03:51] Voice 3: the actual data and the layers.
[0:03:53] Voice 3: And so if there's any questions about the specifics
[0:03:57] Voice 3: of any given layer that I'm talking about or attribute,
[0:04:03] Voice 3: rest assured I'll just run through every layer
[0:04:06] Voice 3: when we open up the PDF map.
[0:04:10] Voice 3: I'm gonna share my screen now on my presentation PC
[0:04:20] Voice 3: and I trust everyone can see that
[0:04:22] Voice 3: cause I can see it on my computer.

[0:04:24] Voice 3: yeah so let's just uh get right into it there we go a little bit of a lag but that's fine
[0:04:33] Voice 3: so um i i don't want to belabor the the point of the object of the trust but i i always like to
[0:04:40] Voice 3: lead off um with the with the object of the trust that because it does really set the direction and
[0:04:48] Voice 3: and the tone of of the suitable land analysis and and you know at the core we're we're looking
[0:04:55] Voice 3: looking to preserve and protect the trust and the trust area and the unique amenities
[0:05:00] Voice 3: and environment for the benefit of the residents and for Greater British Columbia and for those
[0:05:09] Voice 3: who have their territory and traditional means of living on the islands.
[0:05:22] Voice 3: um and that this work is in cooperation with um with other partners and agencies we are we're
[0:05:31] Voice 3: using information and data that is generated within the islands trust through our projects
[0:05:37] Voice 3: but also using information from from third party from from the provincial government
[0:05:43] Voice 3: from the regional district and we're hoping that we can engage further in in in more of
[0:05:52] Voice 3: the social science aspect of it to to include values um from from first nation and other
[0:06:00] Voice 3: organizations um you'll see that largely those those values are i keep saying layers mapping
[0:06:08] Voice 3: mapping layers, but essentially their values are absent from this first go at the suitable
[0:06:15] Voice 3: land analysis.
[0:06:16] Voice 3: So there's a lot to be explored and by no means is this a static output.
[0:06:25] Voice 3: This is meant to be the first step in undertaking suitable land analysis.
[0:06:29] Voice 3: And the interesting thing about undertaking this work on Main Island is that Narissa and I have already worked with the local trust committee to look at suitable, it was almost like a suitable land analysis light when we started with specific values around groundwater resources.
[0:06:52] Voice 3: resources and so um yeah I'm looking forward to having that conversation with you and and and
[0:06:57] Voice 3: when Landon and I were were working through the the the new map that on on how close that we got
[0:07:05] Voice 3: to identifying potential areas of suitability for increase in in in intensity and density of land
[0:07:13] Voice 3: to use some for the alternative housing project so the suitable land analysis is a tool that's
[0:07:22] Voice 3: designed to evaluate and prioritize areas across the islands trust for sustainable development
[0:07:30] Voice 3: while emphasizing environmental conservation and community resilience the tool as i said
[0:07:37] Voice 3: integrates data on ecological need,
[0:07:41] Voice 3: freshwater, transportation, infrastructure
[0:07:44] Voice 3: to help support land use decisions.
[0:07:48] Voice 3: By no means is this a one-stop shop
[0:07:52] Voice 3: of adjudicating a particular application
[0:07:56] Voice 3: or identifying with certainty an area
[0:08:01] Voice 3: that can be expanded for development.
[0:08:04] Voice 3: This is a reconnaissance tool.
[0:08:06] Voice 3: It is our best way to integrate all these pieces of information together to provide analysis to the local trust committee on potential areas of suitable lands.
[0:08:20] Voice 3: The opposite of it, what this analysis has done to identify areas of unsuitability is there's less confidence in that.
[0:08:38] Voice 3: And what I mean by that is that this tool has been developed to identify areas of suitability, not to find areas of such unsuitability to, say, engage in conversations around looking for conservation covenants or such.
[0:08:59] Voice 3: such. The Islands Trust Conservancy has their regional conservation tool which does that
[0:09:06] Voice 3: as their main objective and this tool undertakes the similar type of methodology and I'll talk
[0:09:16] Voice 3: about that in a moment. So on the topic of objectives, so the objectives of the SLA are
[0:09:24] Voice 3: to identify areas that are suitable for additional residential density while prioritizing
[0:09:29] Voice 3: environmental conservation so um as as uh planner chadwick will speak later on that this is a tool
[0:09:37] Voice 3: within the housing toolkit and that's where this project um is based out of uh it's we're trying
[0:09:43] Voice 3: to support land use decision making using evidence-based um information and and and using
[0:09:50] Voice 3: geospatial analysis is just a fancy term of taking all of our maps and making sense of them and and
[0:09:56] Voice 3: and asking that mapping and information that comes from it,
[0:10:01] Voice 3: asking it questions.
[0:10:02] Voice 3: And our question is, where is the best possible area
[0:10:07] Voice 3: for sustainable development on the islands?
[0:10:13] Voice 3: And here, this is almost an ambitious objective
[0:10:19] Voice 3: to integrate ecological, social, and economic factors into planning.
[0:10:23] Voice 3: the economic factors like we don't really have specific layers to that same with the
[0:10:30] Voice 3: the social layers there's there's likely room for improvement there or or at least using
[0:10:38] Voice 3: social and economic factors in concert with the suitable line analysis tool when when the
[0:10:46] Voice 3: local trust committee is engaging in in updating or aligning official community plans or
[0:10:53] Voice 3: land use bylaws with with our planners so this is a tool for to be used by um like through the
[0:11:01] Voice 3: through those processes uh so the methodology uh involved collating and processing data steps so
[0:11:10] Voice 3: one of the um outcomes from from contracting uh land in to undertake this work is to further um
[0:11:23] Voice 3: process and and and uh i guess refine the uh uh data sets that we have that can be
[0:11:32] Voice 3: in a quite a raw form or or there can be challenges with with the with the type of data
[0:11:39] Voice 3: especially um same data from island to island can change um based on its geographic location and
[0:11:48] Voice 3: and and when that mapping was done so uh through this project we tried to harmonize that into a um
[0:11:56] Voice 3: into a robust methodology um we've undertaken uh watershed resiliency mapping that i'll have
[0:12:04] Voice 3: line and speak to that um when we look at the data part of the presentation and um yeah i've
[0:12:12] Voice 3: said all these things already um so we used uh esri's uh arc pro students uh suitability modeling
[0:12:20] Voice 3: tour tool and this was um established by uh robert uh regional planning manager kojima and um a
[0:12:31] Voice 3: previous uh information systems manager the the the basics of the methodology were were created
[0:12:40] Voice 3: did well before I was even involved in the project. Um, and so the, the application was
[0:12:47] Voice 3: based on a multi-criteria dishes and analysis, and it's just a fancy word for saying what we're
[0:12:53] Voice 3: doing, taking all these layers together and, and comparing them to each other and, and, and trying
[0:12:58] Voice 3: to calculate them into one final product, um, from 10 different data sets. And, um, yeah, and then,
[0:13:07] Voice 3: And then you'll see in the map, we're going to overlay other data sets or layers for orientation purposes.
[0:13:14] Voice 3: So we have parcels and roads and ALR lands and covenants, those areas that likely would not be a candidate for expanded development.
[0:13:25] Voice 3: So we've put those onto the map as well to try to train the eye to areas that can possibly be available for suitable development.
[0:13:37] Voice 3: So, yeah, at the basic level, we have three themes.
[0:13:43] Voice 3: We have freshwater and environment and then infrastructure.
[0:13:46] Voice 3: And they all lay on top of each other to potentially find areas of suitability.
[0:13:53] Voice 3: And so, as I said, there's 10 different layers or I like calling them values.
[0:13:59] Voice 3: values. And I'll get to why I keep coming back to that term values. I mean, like community
[0:14:10] Voice 3: values, not numerical value. So under environment, we have marine shore adjacency, sensitive
[0:14:18] Voice 3: ecosystem mapping, at-risk ecological communities, and dominant age of forest, which can also
[0:14:25] Voice 3: to be the like the maturity of the forest
[0:14:27] Voice 6: under
[0:14:28] Voice 3: freshwater we have groundwater recharge mapping
[0:14:31] Voice 3: groundwater well density watershed resiliency and saltwater intrusion risk and then under
[0:14:37] Voice 3: infrastructure there's road access and steep slopes and geohazards and i think in this section
[0:14:43] Voice 3: we could engage in a conversation of looking at multimodal transportation or or like other
[0:14:51] Voice 3: community amenities proximity to village and all those things that that um there's an opportunity
[0:14:56] Voice 3: there to to increase the um the conversation under infrastructure and how that aligns with
[0:15:04] Voice 3: suitability so i i know there's a lot here um but i would like you to focus on um the themes so
[0:15:14] Voice 3: we're still talking the same themes talking about the same layers that i just introduced just put
[0:15:19] Voice 3: the minute table form and uh in this column here the overall theme weighting this is a other of
[0:15:26] Voice 3: a hundred so uh environment and fresh water are balanced um to the overall suitable land analysis
[0:15:35] Voice 3: and infrastructure is is half of that and each layer has been provided um a suitability weighting
[0:15:45] Voice 3: of 10 out of 100 so they're all equally weighted so what that means is that the the the value of
[0:15:54] Voice 3: or the concern right if you want to look at it that way of say groundwater well density
[0:15:59] Voice 3: is the same as the adjacency to growth they're they're they're equal weighting uh in the analysis
[0:16:07] Voice 3: And it's in this part of the analysis that the local trust committee and the community has the opportunity to express their values, to express where concern lies.
[0:16:28] Voice 3: And so the opportunity is we can rerun the suitable land analysis tool.
[0:16:36] Voice 3: The turnaround time is several business days to a week or so.
[0:16:43] Voice 3: The intent, one of the opportunities is that we can design a tool where we can do this in real time, but we don't have that now.
[0:16:53] Voice 3: so if there's a discussion to say you know we really care about um sensitive ecosystems on
[0:16:59] Voice 3: main island and the the you know risk of saltwater intrusion is is not as much of a concern um
[0:17:10] Voice 3: you can drop the risk of saltwater intrusion down to five points and and then take that five points
[0:17:16] Voice 3: and add it to sensitive ecosystems to increase that value and and that would push the suitable
[0:17:21] Voice 3: land analysis to to have suitable lands or unsuitable lands that are more based on sets
[0:17:27] Voice 3: of ecosystems so this is an opportunity where the the local trust committee can um um and the
[0:17:35] Voice 3: community like in a conversation can can um influence the suitable analysis um i'm just
[0:17:44] Voice 3: going to skip past this actually no i'm going to i'll i'll stay on on this on this section here so
[0:17:50] Voice 3: So I want to, actually, I'll go to freshwater.
[0:17:55] Voice 3: It's easier to describe.
[0:17:57] Voice 3: So there are elements of the suitable land analysis
[0:18:00] Voice 3: that aren't open for opportunity to change.
[0:18:03] Voice 3: And that's the classification of each layer
[0:18:09] Voice 3: and its corresponding suitability.
[0:18:12] Voice 3: So for groundwater well density,
[0:18:14] Voice 3: so the data set that I generated for the Islands Trust area
[0:18:18] Voice 3: and it shows that very low groundwater density is a classification value of less than one well
[0:18:27] Voice 3: per square kilometer and a very high groundwater well density is more than 30 wells per square
[0:18:34] Voice 3: kilometer and generally speaking uh and we have qualitative and quantitative evidence for this
[0:18:42] Voice 3: the alien trust area that a very high groundwater well density area equals a very low suitability
[0:18:49] Voice 3: due to increasing water quality and quantity issues um and so the these values here to say
[0:18:59] Voice 3: okay well how do we know that moderate is 10 to 20 wells per square kilometer that that's through
[0:19:06] Voice 3: research and analysis um and and how they correspond to suitability factor is the same
[0:19:14] Voice 3: it's it's through either research and analysis or or specialist um i guess analysis or opinion
[0:19:24] Voice 3: so going to uh we're looking at say marine uh uh sense of ecosystems oh i see the suitability
[0:19:32] Voice 3: rating is not correct these should just be all 10 so i apologize for that but um that's fine this is
[0:19:39] Voice 3: just a just a chart but but to to look at um uh uh like the the sensitive ecosystem uh classes
[0:19:51] Voice 3: there's several on on the island and they were all provided a classification of very low suitability
[0:20:02] Voice 3: and where sensitive ecosystems do not exist there's just a suitability of it's a very high
[0:20:12] Voice 3: suitability because there's there's no sense of ecosystems map there so that that's just per that
[0:20:20] Voice 3: that layer it or that value doesn't mean that those areas that aren't that do not have sensitive
[0:20:27] Voice 3: because of our our very high overall suitability just per that layer it's not and so another
[0:20:34] Voice 3: layer we have here is at-risk ecological communities and there's this classification
[0:20:41] Voice 3: is from the province so there's yellow blue and red for at-risk ecological communities and
[0:20:48] Voice 3: And the very high to low suitability rating was provided by the Islands Trust Conservancy.
[0:21:00] Voice 3: So a lot of these suitability factors, like for marine shore adjacency, this was provided to us from the ITC.
[0:21:07] Voice 3: So they were involved in classifying these attributes within these layer values before I was involved in the project.
[0:21:24] Voice 3: And so on the community level or on the LTC level or even on the planner level, even for myself, you know, I don't have the specialty to go in and say, well, I know the channel has a low suitability factor that's already given to us.
[0:21:42] Voice 3: So I hope that's clear.
[0:21:45] Voice 3: clear and um yeah so we're we're about midway through the presentation and i i see that there
[0:21:54] Voice 3: is some chat i don't know if any of those are directed towards me yeah

[0:22:31] Voice 3: Okay. So we're going to switch over to a demonstration of the layers of the suitable land analysis here.
[0:22:42] Voice 3: And what this is, is it's a layered PDF, portable document format, that it's an output from our mapping software.
[0:22:58] Voice 3: And it's a little bit clunky, but it's an attempt to share this information with not only the planners, but also, well, like the LTC in this presentation method, but perhaps we can share it in this way to partners, First Nation or conservancy groups,
[0:23:25] Voice 3: groups or whomever who who would like to look at the data um there's other opportunities to to make
[0:23:31] Voice 3: this better so the project team London and I have with the planners and and and when we presented
[0:23:37] Voice 3: this idea to the uh Hornby local trust committee they were warm to it as well as to create more of
[0:23:44] Voice 3: a dynamic tool for for the suitable land analysis where it can be an online experience and can click
[0:23:50] Voice 3: layers on and off and also change around suitability um zoom into down to the parcel
[0:23:57] Voice 3: level if you'd like that um so that that's something that we're not working on right now
[0:24:03] Voice 3: it's out of the scope but it's it's it's a opportunity and a possible technical possibility
[0:24:08] Voice 3: if um if the ltc finds interest in that one of the suggestions is to pass a resolution to
[0:24:17] Voice 3: to have the Regional Planning Committee consider that
[0:24:22] Voice 3: because it would be more of a federation-wide tool
[0:24:24] Voice 3: at that point.
[0:24:26] Voice 3: So I'm going to actually pause,

[0:25:21] Voice 4: mentioned the issue going back to what you were talking about wells and and density of how many
[0:25:25] Voice 4: wells within a certain area i mean realistically whatever land we would identify as being available
[0:25:31] Voice 4: for more intense development would also be on a very moderate scale and would would not envision
[0:25:40] Voice 4: like high density of of multiple dwellings all drilling their own well they would go into water
[0:25:46] Voice 4: systems which is where the majority of our population currently gets water from is out of
[0:25:51] Voice 4: water system water districts so not in well oh
[0:25:56] Voice 3: thank you for trust thank you for that trusty
[0:25:58] Voice 3: dots because i mean i um i i think that um i gotta be really careful with my words here but i think
[0:26:09] Voice 3: main island has done it right with small water systems compared to other islands i won't mention
[0:26:17] Voice 3: names that have
[0:26:18] Voice 3: extremely dense subdivisions with a well per lot septic per lot uh solution
[0:26:25] Voice 3: and and this the suitable land analysis tool identifies that in maine so it's a good point
[0:26:35] Voice 3: because the the groundwater well density um on maine island it is good to inform those areas
[0:26:45] Voice 3: that are well per lot but
[0:26:47] Voice 3: but in in in the in the water system areas it really skews the
[0:26:54] Voice 3: the results of being really favorable because there's only one or two wells for 50 lots or
[0:27:01] Voice 3: whatever so and and yeah and and and that was great because it leads like Len and I were talking
[0:27:08] Voice 3: about well how can we do more analysis on that to show how much more sustainable it is to have small
[0:27:16] Voice 3: water systems in dense subdivisions than having a well per lot and and perhaps if if that information
[0:27:24] Voice 3: was compelling enough start to start the conversation on well in in the in the throes of
[0:27:32] Voice 3: climate change water resources are going to get more vulnerable so do we have to focus on these
[0:27:37] Voice 3: dense subdivisions with well per lot and start combining some of these lots and wells into a
[0:27:44] Voice 3: small water system so yeah thanks for bringing that up
[0:27:49] Voice 4: and that opens up the bigger issue where
[0:27:51] Voice 4: where the ministries will not allow you to basically like for future development if you
[0:27:58] Voice 4: wanted to develop a small four lot subdivision then they wouldn't allow you to have a they don't
[0:28:05] Voice 4: allow you to have a small water district anymore so that's a lobbying issue where we actually can
[0:28:10] Voice 4: take this and and work with getting that change that more realistically the properties that we
[0:28:16] Voice 4: have that could be developed should also be on water systems not individual wells so so that's
[0:28:22] Voice 4: for the future to think about too of how we could get them to change that right now i'm not aware of
[0:28:27] Voice 4: water i guess the one that we did for the salish grove is approved but i've always understood it
[0:28:34] Voice 4: was a challenge to do any kind of subdivision with a water district uh
[0:28:39] Voice 3: well yeah i we should
[0:28:42] Voice 3: this is a whole topic that we should get into for sure well it's a good one and i think
[0:28:49] Voice 3: maybe a good idea is for me to put down some of that analysis into a staff report because
[0:28:54] Voice 3: you're right the improvement districts likely won't get another one like they're trying to
[0:29:00] Voice 3: to roll those out of existence um but small water systems like like strata's have small water
[0:29:08] Voice 3: systems um technically speaking if you have two dwelling units on a lot you have to have a water
[0:29:15] Voice 3: system which i just
[0:29:16] Voice 3: learned of this year from one of
[0:29:18] Voice 3: our drinking water consultants from island
[0:29:20] Voice 3: health so so small water systems are a go improvement districts are not and and and there

[0:37:32] Voice 8: because everybody along beach was basically a rainwater catchment but everybody's got a well
[0:37:38] Voice 8: for the garden right because the crd made them drill wells for for the house but the water came

[0:41:56] Voice 3: we're looking at vacant and non-vacant lots and then we were looking at um if it was a non-vacant
[0:42:04] Voice 3: lot with uh no well and it wasn't in a water system then it was flagged as a as a parcel to
[0:42:10] Voice 3: go look at and similarly if there was a parcel that had five or six wells on it that was the
[0:42:15] Voice 3: parcel the flag so you know but you know i i i can see that that you're training your eyes to
[0:42:25] Voice 3: these areas of issue which is great um and that's that's what we would need to do to to start solving
[0:42:32] Voice 3: these problems with the data set rather than just saying it's all bad and chasing around the entire
[0:42:36] Voice 3: island we just like focused on those vacant lots that don't have a well and focus on those wells
[0:42:41] Voice 3: or those lots that have tons of wells and and and hopefully you know go and also these dots are
[0:42:47] Voice 3: really big comparatively but yeah
[0:42:49] Voice 3: i i agree like i think in this area it's just it's the
[0:42:54] Voice 3: it's the center of the island so i think that's some of the problem

[0:43:11] Voice 4: suitability in the future for Main Island, we would want to have a map that was more reflective of what actually is there.

[0:43:27] Voice 3: One is the freshwater atlas, which is rolling out in the near future, where trustees and individuals can go in and have a dynamic map to zoom in and out.
[0:43:38] Voice 3: And then also the opportunity that I suggested that Len and I were talking about having an online tool where trustees can go in and perhaps even just flag these things, you know, there's opportunity there too.

[1:11:59] Voice 3: to the neighborhood level on which neighborhoods are using more water than others um you know
[1:12:04] Voice 3: through social science and proxy and things like that um and and and the hopes are to then
[1:12:12] Voice 3: integrate that into you know version 2.0 of this of the suitable analysis right now we just have
[1:12:16] Voice 3: the same methodology as we use on maine for for gabriola right so um as as we improve
[1:12:25] Voice 3: as we improve the data sets like the suitable line analysis will become more reliable or
[1:12:33] Voice 3: have more confidence in it um the the like i guess the question is like is this the type of
[1:12:39] Voice 3: planning we want to do like is this is this a helpful tool like i think just having this tool
[1:12:46] Voice 3: of a conversation on the data you know like i'm a technocrat i i think you know these kind of tools

[1:22:44] Voice 3: print work that we're piloting on gabriola is to have the ability to accept that feedback right
[1:22:54] Voice 3: like from the from trustees on the ldc it's we can do it on a person-to-person basis or we can
[1:22:58] Voice 3: go mark up some maps but we need to have some sort of methodology to intake that information from
[1:23:04] Voice 3: from on island experience because that's gonna i mean that's what it's all about right is
[1:23:10] Voice 3: sustainable communities we have to hear from the community somehow and this is just like i said we
[1:23:16] Voice 3: made no data for this you know this is all just collating what we got so um yeah i i would i would
[1:23:26] Voice 3: like to to accept feedback and i just maybe have to work with narissa and and well
[1:23:32] Voice 5: i think the other
[1:23:33] Voice 5: piece is that this is data that we would be looking at looking to if we were looking at
[1:23:38] Voice 5: Like a rezoning, for example, we're using the data that's available to us.
[1:23:42] Voice 5: So it's bringing together the data that's available to us.
[1:23:44] Voice 5: So, I mean, any data that we're questioning, we should also be thinking about questioning that in the context of how we use it in other aspects of our work, too.
[1:23:58] Voice 4: So I just want to say that, yeah, the whales are a real red flag.
[1:24:02] Voice 4: So I think there's a big issue with the whales.
[1:24:05] Voice 4: I don't know how much that really impacts decision making and because the intensity of use, if properties were to expand the number of dwellings, I would be more concerned that if you already had one well and one dwelling and you were going to build a couple of smaller dwellings, I think that we shouldn't be drilling any more wells, period.
[1:24:26] Voice 4: So however that works, we should be encouraging more well drilling period. And then the other, the sensitive ecosystem areas, I think we need to fine tune just what is meant by that, because the property that Dave refers to, yeah, it's not, I don't quite know how it got into that category at all.
[1:24:44] Voice 4: It was logged in the 90s. So whatever's there is a farm currently. So I think we need to tighten that up. But overall, we have seen that our flex area and where I think we should be encouraging more development is actually identified as being feasible.
[1:25:00] Voice 4: And I'm sorry, but I have to go. I booked other things, thought we'd be done at one. And there's some other things I already have to go and do. So I think the information we've had, you know, is interesting and on a bigger map, not on a small screen would make more sense to on paper would be really helpful. So thank you.
