[0:01:54] Voice 9: i think i could just you know so i am so i'll start off that's your direction um so yeah thank
[0:02:00] Voice 9: you again i'm william shilva uh senior freshwater specialist the island trust and uh i have been
[0:02:06] Voice 9: helping lead the suitable land analysis project uh for almost just under a year i think and um
[0:02:15] Voice 9: This project was handed over to me when it was known that the freshwater data layers were going to play a primary role in this work.
[0:02:31] Voice 9: work. And then when we were having some resourcing changes at energy is department. That's when
[0:02:39] Voice 9: I stepped in to play a primary role. And through that process, we hired Latin matter check
[0:02:48] Voice 9: of cedar shore consulting and perhaps London, you just want to introduce yourself on on
[0:02:53] Voice 9: your relevance to the work and maybe Yeah, your history with the Alice trust as well.
[0:02:59] Voice 9: Thanks.
[0:03:01] Voice 2: Yeah, I've been working with the Islands Trust for about four years now on various research projects, starting with watershed resiliency that I developed with the City of Victoria and implemented with the Islands Trust.
[0:03:18] Voice 2: And now we've included that in the suitable land analysis.
[0:03:23] Voice 2: In addition to that, I've worked throughout British Columbia for the provincial government, various NGOs, and I'm currently conducting research at UBC for my PhD as well.
[0:03:38] Voice 2: So looking forward to sharing with everyone the results of the suitable land analysis and getting feedback throughout the presentation.
[0:03:45] Voice 2: So,
[0:03:48] Voice 1: William, if I could just interject for a moment, the purpose is, we've got three key purposes of this presentation.
[0:03:58] Voice 1: And one is to introduce the LTC of Denman Island and the community watching to the tool and emphasize that it is a tool.
[0:04:12] Voice 1: And it's a tool that consists of two main components.
[0:04:16] Voice 1: One is the methodology. You know, what the methodology allows us to do is to bring together a number of pieces of information that have been accessible to us.
[0:04:28] Voice 1: So they're accessible to us because they currently exist in our systems and they could be data from other sources that we have used, been using in the past for applications and projects.
[0:04:41] Voice 1: And there is some sort of newer data, and that is the data that's been related to watershed resilience and recharge mapping.
[0:04:54] Voice 1: And so it's the tool, it's methodology, and the data will be able to identify very clearly where each piece of the data comes from.
[0:05:07] Voice 1: And then it's an opportunity for trustees to ask questions and to share their observations on the data.
[0:05:16] Voice 1: And really, we really want to emphasize that ground truthing this process, this data is important.
[0:05:27] Voice 1: It's important for us to understand where you may see some challenges with it and also the opportunities and then the third step for trustees is to consider how you would like it to be shared with the public and whether you'd like to have further engagement with public where they may be able to participate in the discussion.
[0:05:50] Voice 1: But we're doing this for four, five different LTCs that have major projects right now.
[0:05:58] Voice 1: North Pender, Main Island, Hornby Island, Gabriola and Denman Island.
[0:06:06] Voice 1: So we have done this work for all of those three islands.
[0:06:09] Voice 1: And it's really interesting to see how it comes out differently for each island
[0:06:16] Voice 1: island because it really does emphasize that each island is very, very, very unique. So I will leave
[0:06:22] Voice 1: it to that and let you guys go ahead.
[0:06:28] Voice 9: Thank you, Nerissa. Yeah, I just apologize. I might have to
[0:06:32] Voice 9: meet once in a while. I caught a little bit of a cold on the weekend. But I'm going to share my
[0:06:38] Voice 9: screen now. And hopefully that works for us. Great. So thank you for that introduction, Nerissa. And
[0:06:49] Voice 9: And this presentation will be using two different types of presentation methods.
[0:06:55] Voice 9: This one's PowerPoint presentation.
[0:06:57] Voice 9: And then we will then break into a part of the presentation looking at a layered PDF document
[0:07:06] Voice 9: that will have all of the data layers we're speaking of.
[0:07:10] Voice 9: And we'll be able to explore the results of the suitable line analysis tool.
[0:07:16] Voice 9: And then following that we can have a discussion on how the tool relates to planning and major projects like official community plan and non-use bylaw updates.
[0:07:29] Voice 9: Okay, so let's just get into it here.
[0:07:31] Voice 9: The way this works, there we go.
[0:07:34] Voice 9: So, not to belabor the point, but I always like to put the object of the trust up on to the screen.
[0:07:41] Voice 9: And really, this project has been driven by staff attempt to engage the mandate in land use planning to look at sustainable and suitable development under the auspices of preserve and protect mandate.
[0:08:08] Voice 9: date and and we are really relying on the the latter part of our of the object in cooperation
[0:08:16] Voice 9: with with um the provincial government we're using several data sets from the provincial government
[0:08:23] Voice 9: um in the work and and our projects that we have undertaken especially on the first
[0:08:29] Voice 9: nation side have included working with regional districts as well as the freshwater
[0:08:35] Voice 9: Water Sustainability Strategy has integrated traditional knowledge from First Nations and
[0:08:42] Voice 9: cultural knowledge holders. So we think this is a holistic project of the Islands Trust.
[0:08:55] Voice 9: So the suitable land analysis is a tool to evaluate and prioritize areas across the
[0:09:02] Voice 9: Islands Trust region for sustainable development while emphasizing environmental
[0:09:09] Voice 9: environmental and preservation and community resilience.
[0:09:16] Voice 9: The tool integrates data on ecological sensitivity,
[0:09:21] Voice 9: freshwater sustainability, transportation infrastructure,
[0:09:24] Voice 9: and slopes ability to support land use decision making.
[0:09:33] Voice 9: So the objectives of the SLA are to identify areas
[0:09:38] Voice 9: for suitable for additional residential density,
[0:09:45] Voice 7: support evidence
[0:09:50] Voice 9: -based land decision-making using spatial analysis tools, integrate ecological, social, and economic factors into planning, and align with official community plans and land use bylaws.
[0:10:07] Voice 9: The methodology involved collating and processing data sets that relate to ecological sensitivity,
[0:10:12] Voice 9: sensitivity, freshwater sustainability, watershed resiliency mapping, transportation infrastructure,
[0:10:20] Voice 9: and
[0:10:21] Voice 7: slope stability and geohazard.
[0:10:29] Voice 7: The methodology involves using existing
[0:10:32] Voice 9: maps and spatial information.
[0:10:33] Voice 9: We use ARC Pro's suitability modeling tool, which applies a weighted scoring system to
[0:10:40] Voice 9: these layers.
[0:10:42] Voice 9: This is an application of a multi-criteria decision analysis methodology to prioritize suitability of certain layers of importance or data sets of importance.
[0:11:01] Voice 9: And the tool itself overlays data sets to assess suitability for residential expansion, which includes looking at parks and
[0:11:10] Voice 7: protected areas.
[0:11:11] Voice 7: So, as I said, the suitable analysis looks
[0:11:20] Voice 9: at large themes, and one is environment, the
[0:11:25] Voice 9: other one is freshwater, and the other one is sustainable infrastructure.
[0:11:30] Voice 9: And we combine these datasets in a way to identify areas of suitability for residential
[0:11:41] Voice 9: expansion.
[0:11:41] Voice 9: So the layers within or the data layers within each theme are listed here.
[0:11:50] Voice 9: So for environment, we have marine shore adjacency, sensitive ecosystems, at-risk ecological communities,
[0:11:59] Voice 9: and as well as dominant age for the vegetation resource inventory.
[0:12:08] Voice 9: And these layers have come from the province, the sensitive ecosystem mapping, and at risk ecological communities.
[0:12:15] Voice 9: That's from the BC data catalog. The marine and shore adjacency was from this methods for determining high biodiversity areas
[0:12:24] Voice 9: and identifying land securement options within the Island Trust Area.
[0:12:27] Voice 9: So that was from the Island Trust Conservancy.
[0:12:30] Voice 9: and the dominant age by the vegetation resource inventories
[0:12:35] Voice 9: from the Forest Inventory Strategic Plan.
[0:12:39] Voice 9: And for the freshwater, we used groundwater recharge potential,
[0:12:43] Voice 9: which was an Island Stress Project.
[0:12:46] Voice 9: Watershed resiliency, which Landon spoke to briefly,
[0:12:50] Voice 9: that's an Island Stress Project.
[0:12:53] Voice 9: The groundwater well density is from the BC Wells database,
[0:12:58] Voice 9: and so that's a provincial data set.
[0:13:00] Voice 9: And same with the saltwater, the risk of saltwater intrusion is a BC data set and roads we got from the digital road atlas and steep slopes is processed from the BC, from LIDAR BC
[0:13:17] Voice 7: digital elevation model.
[0:13:19] Voice 7: So the one
[0:13:29] Voice 9: aspect of the suitable land analysis is to calculate these data layers together to eventually result in a resulting layer that is a suitable land analysis layer to identify areas of Denman Island that have suitability for development, as we're seeing.
[0:13:55] Voice 9: and that's on a 20 by 20 meter uh cell or grid and and so in order to do that we have weighted
[0:14:03] Voice 9: each layer equally so out of 100 each layer is weighted out of equal value out of 10 and in
[0:14:12] Voice 9: and the suitability weighting and actually the layers that are included this can be a discussion
[0:14:20] Voice 9: amongst the LTC and with the community on either supplying a better layer, say for a sense of
[0:14:30] Voice 9: ecosystems from on the ground, mapping from local conservation groups. Also, if there is a need to
[0:14:39] Voice 9: value a layer more than another, for example, if there is more value on looking at
[0:14:46] Voice 9: uh groundwater well density then there is a road adjacency uh road adjacency can be lowered to
[0:14:54] Voice 9: five percent and that five percent could be transferred to uh groundwater well density or
[0:15:00] Voice 9: or or another layer to to elevate the that the value of that layer so right now they're equal
[0:15:07] Voice 9: but um if through discussions with the ltc in the community if there's certain layers that
[0:15:13] Voice 9: are should be valued more or less that's a discussion that can be made and those options
[0:15:19] Voice 9: can be presented back to the ltc at a future date um what what what can't be uh kind of
[0:15:28] Voice 9: uh changed i guess is is the suitability of the of each individual layers uh original attributes
[0:15:38] Voice 9: so what i mean by that is groundwater well density is a is a good example this uh this
[0:15:45] Voice 9: This data set came from the province and we then did analysis of it to see how many wells there are per square kilometer and a very low well classification would be less than one well per square kilometer and a very high is more than 30 wells per square kilometer.
[0:16:09] Voice 9: And this classification value has come from published documents from the province as well as other research.
[0:16:18] Voice 9: And the suitability factor has been then assigned by staff or by specialists.
[0:16:25] Voice 9: In this case, this was assigned by staff where a very low well density is a very high suitability,
[0:16:33] Voice 9: where a very high very high well density is a low suitability factor and and we know that
[0:16:42] Voice 9: qualitatively and quantitatively across the island trust area um especially in in on the
[0:16:49] Voice 9: small islands and areas of really uh high well density um shows that there are usually problems
[0:16:56] Voice 9: with water quality and quantity.
[0:17:01] Voice 9: And so that's where those suitability ratings come from.
[0:17:06] Voice 9: Same with, if we look at a watershed resiliency,
[0:17:10] Voice 9: very high resilient landscape
[0:17:14] Voice 9: is a very low suitability factor.
[0:17:17] Voice 9: And same with saltwater intrusion is quite obvious
[0:17:20] Voice 9: that a very high rating,
[0:17:23] Voice 9: which was classified by the consultants
[0:17:25] Voice 9: that took on this work for the province is a very low suitability factor
[0:17:30] Voice 9: because a very high risk of saltwater intrusion is not conducive
[0:17:35] Voice 9: to sustainable development usually.
[0:17:41] Voice 9: And with the marine shore adjacency and with the sensitive ecosystems,
[0:17:45] Voice 9: not all of these are on Denman Island,
[0:17:48] Voice 9: but all of these are within the Island Trust area.
[0:17:52] Voice 9: And for the sensitive ecosystems,
[0:17:56] Voice 9: ecosystems it's just for the primary class within a polygon and if there isn't a sense of ecosystem
[0:18:03] Voice 9: it's just assigned a suitability of very high with respect to sensitive ecosystems because
[0:18:08] Voice 9: they're not there and if there is a sensitive ecosystem listed then it it has been classified
[0:18:18] Voice 9: or assigned a sustainability factor of very low.
[0:18:22] Voice 9: And that advice came to us from staff
[0:18:26] Voice 9: at the Island Trust Conservancy.
[0:18:29] Voice 9: At-risk ecological communities,
[0:18:31] Voice 9: again, there's three classes, yellow, blue, and red,
[0:18:34] Voice 9: that are provided by the province.
[0:18:36] Voice 9: And then they're provided a sustainability rating
[0:18:40] Voice 9: or factor from very high to low.
[0:18:44] Voice 9: low and um and that was supplied also by um staff at the island stress Conservancy and then um the
[0:18:54] Voice 9: dominant age of of the landscape came from um from the vegetation resource inventory and yeah these
[0:19:04] Voice 9: are ages so of course like very high age um greater than a hundred years is a very low suitability
[0:19:12] Voice 9: factor and road adjacency and steep slopes is quite straightforward if you have a very steep
[0:19:19] Voice 9: slope it's very hard to build on it so that's provided a low suitability factor and if it's
[0:19:25] Voice 9: a flat line land it's it's a higher suitability factor based on steep slopes all of these layers
[0:19:35] Voice 9: here have been put into a layered pdf and and the results are presented here this is a static tool
[0:19:42] Voice 9: So if there's changes in the weighting, this cannot happen dynamically.
[0:19:47] Voice 9: However, our team, Lennon and I, have identified a pathway forward to have more of an online interactive tool that can be an engaging process that can dynamically make changes in real time to changing of the values,
[0:20:10] Voice 9: and as well as exploring the island more in a map-based style
[0:20:16] Voice 9: rather than like a static paper-based style.
[0:20:22] Voice 9: So maybe before I close out the presentation,
[0:20:25] Voice 9: I'll stop here and through the chair if there's any questions.

[0:20:38] Voice 8: It was my understanding that one of the layers that we would find useful on Demmen
[0:20:42] Voice 8: would be a cultural heritage layer provided by the Comox First Nation. So I don't see that in your
[0:20:50] Voice 8: presentation, but I presume there's no limit to the number of layers that we can have,
[0:20:55] Voice 8: and they would be each community, each island would probably have a unique set of layers that
[0:21:01] Voice 8: they would want to have as part of the suitable land analysis.
[0:21:06] Voice 9: Yeah, I'll let Narissa speak to
[0:21:08] Voice 9: that one that's okay yeah
[0:21:09] Voice 1: i can i can speak to the the cultural heritage layer uh and so um first of
[0:21:14] Voice 1: all trustee graham yes your assumption is correct um with respect to adding additional layers
[0:21:19] Voice 1: that's the the that's one of the great things about this particular um model and methodology
[0:21:27] Voice 1: is that you can add more layers over time um with respect to adding a cultural heritage layer
[0:21:33] Voice 1: we have a meeting planned with
[0:21:36] Voice 1: Comox on the 5th of March
[0:21:38] Voice 1: where we'll be sharing with them
[0:21:40] Voice 1: we wanted to share the maps with the
[0:21:42] Voice 1: trustees first
[0:21:44] Voice 1: so on the 5th we'll be
[0:21:46] Voice 1: having a meeting with
[0:21:48] Voice 1: Comox
[0:21:48] Voice 1: to share the Denman
[0:21:52] Voice 1: and the Hornby maps
[0:21:53] Voice 1: they're very very excited
[0:21:55] Voice 1: to see these maps and they have also
[0:21:58] Voice 1: done their own mapping on cultural heritage
[0:22:00] Voice 1: so that's internal, it's an internal
[0:22:02] Voice 1: internal report that's been shared with Sonia and I. So we are aware of the areas that they
[0:22:09] Voice 1: are considering. And as you know, there's some sensitivity around how those types of layers
[0:22:15] Voice 1: can be displayed. So that's one of the conversations that we'll be having with them
[0:22:22] Voice 1: is a bit around that. Okay. Any other

[0:22:35] Voice 5: Certainly. You did mention
[0:22:37] Voice 8: the opportunity for community groups to supply, I think you said, certain community groups can
[0:22:43] Voice 8: supply certain data, which is very valuable considering some of these groups. And I'm
[0:22:48] Voice 8: thinking of the Dem and Conservancy has been mapping and been very involved with water course
[0:22:53] Voice 8: mapping for decades. So they have a wealth of information. I don't know how practical it is for
[0:23:01] Voice 8: Or they're mapping information to become a layer that we can use.
[0:23:07] Voice 8: But that would be ideal in my estimation.
[0:23:10] Voice 8: I'm sure the community would love to see a Dem and Conservancy Association layer adding their data to this.
[0:23:23] Voice 1: Do you want to speak to that?
[0:23:23] Voice 1: I can speak to that a little bit.
[0:23:25] Voice 1: I think that would be, I mean, that's part of what we, so the way that I like to think about this tool is it's the beginning of a conversation.
[0:23:31] Voice 1: So we've added what we, the parts of the conversation that we know that have been accessible to us, we've put together. But there's opportunity to continue, as we've said, to add additional layers. And what's important is that this suitable land analysis has meaning for the community.
[0:23:54] Voice 1: Because if you're going to use it in your projects, then this data needs to be ground truth. Whatever information that is accessible and available, it would be ideal to be able to integrate some of that.
[0:24:08] Voice 1: so it'll be and and we can um i think as part of this process as i mentioned before there's an
[0:24:14] Voice 1: opportunity perhaps by by the end of our conversation uh for if you want to um identify
[0:24:20] Voice 1: um if you what next steps you want to take with um with community engagement and one one process
[0:24:26] Voice 1: may be to organize a community information meeting but prior to that ask for those that do have
[0:24:34] Voice 1: have information to share, to send it to staff so that we can look at it and identify how we can
[0:24:39] Voice 1: effectively integrate it into the process. And I think the other cool thing here, too, is that
[0:24:44] Voice 1: when you said they've mapped, like, the waterways and stuff, that's the Comox Nation have also,
[0:24:51] Voice 1: they have a biologist that they have hired, and they are, their biologist is going to be working
[0:24:57] Voice 1: in with um one of their traditional land uh traditional knowledge keepers um to look at
[0:25:04] Voice 1: like some some of these similar things like historically where have um you know waterways
[0:25:08] Voice 1: been and stuff so that that feels really exciting to be able to potentially um you know bring these
[0:25:15] Voice 1: these these layers of of of current understanding community-based knowledge um from both
[0:25:21] Voice 1: perspectives together would be cool hey
[0:25:29] Voice 5: thank you planner chadwick anybody else uh if not we'll add

[0:26:28] Voice 4: would have access to that at another point. That would be great. And yeah, I'm similar to what
[0:26:36] Voice 4: Trustee Graham was talking about in terms of integration of local knowledge, and I know that
[0:26:39] Voice 4: that has been an issue or a question that has come up. I'm just curious in terms of, obviously,
[0:26:46] Voice 4: obviously, there's a tremendous amount of work to assemble all of this and to sort of put it
[0:26:50] Voice 4: together. But from what I gather, and from conversations we've had in the past, like,
[0:26:54] Voice 4: you know, a lot of the work in terms of building the infrastructure is now pretty close. And so
[0:26:59] Voice 4: you guys have, you know, built the framework for this to exist within. How complicated is it to
[0:27:07] Voice 4: create new layers? You know, what does that involve? Obviously, I know there's a lot of
[0:27:13] Voice 4: of questions, like it'll depend on the completeness and the quality of the data that you receive
[0:27:17] Voice 4: and from where it's coming from, and you've got to verify things and whatever else. I totally
[0:27:21] Voice 4: understand that those are things, but assuming that you had a trustworthy source with a relatively

[0:29:51] Voice 9: coastline it was showing zero in their suitability modeler so that wasn't good so we needed to massage

[0:30:00] Voice 9: um so say if um if the uh denman island conservancy came up with uh like the dream
[0:30:07] Voice 9: wetland data set right because we have sensitive ecosystems and in the recharge uh potential
[0:30:14] Voice 9: mapping there there was a layer called like it's kind of a wet areas layer but it you know
[0:30:18] Voice 9: on the ground mapping of wetlands and and that's like a sensitive ecosystem then there can be like
[0:30:25] Voice 9: a mosaic layer that can happen where where those where those um wetlands get imprinted onto sense
[0:30:32] Voice 9: of ecosystems or just its own layer and and that's and then and then we and then you know the ltc and
[0:30:40] Voice 9: and and the community with staff uh assign a overall weighting to that layer on how important
[0:30:46] Voice 9: wetlands are and that can be included in the in the analysis um so the answer is yes um
[0:30:55] Voice 9: like data sets can can be brought in and used and and they can be in various spatial quality
[0:31:02] Voice 9: um it that that's part of the difficulty though it's that's not really straightforward but it's

And if it's not, you don't use it. I mean, it's as simple as that. But if you want buy-in from the community, and I'm sure this is probably the same in any community, you need to acknowledge that the wealth of data that's been collected over the decades by, as Trustee Borthwick mentioned, these are really clever people.
[0:45:09] Voice 8: These are often retired ground truthing experts, planners, engineers, architects, land architects.
[0:45:17] Voice 8: These are people that know their stuff, which is why they got involved in the organization in the first place, because they're passionate and educated.
[0:45:25] Voice 8: So I'm confident that at least some of that data that they have, wetland data, absolutely, is going to be useful to us.
[0:45:32] Voice 8: The other unique aspect of Demeran is almost half of it's in the agricultural land reserve.
[0:45:37] Voice 8: So that, despite its suitability for increased population, we don't have the authority to use that land, basically. I mean, they trump us. I hate using that word, but it's a small t. And so, you know, that's a layer that I'm sure that's an easy one to do. Zoning must be an easy thing that we have on that, as one of those layers.
[0:46:03] Voice 8: bears. Now, as far as the practicality of this tool, and it is a tool, and I understand that.
[0:46:08] Voice 8: Ideally, you would apply this tool to a bare island, which has not been zoned. So you would
[0:46:15] Voice 8: take this bare island of trees and wetlands, and you would say, using this particular tool,
[0:46:21] Voice 8: here's the obvious place to put population. But we don't have a bare island. We have a fully
[0:46:25] Voice 8: developed island. We have a fully zoned island. We have all the infrastructure, all the roads.
[0:46:29] Voice 8: We're not going to be building any more roads on Demet. Trust me, that's not going to happen.
[0:46:33] Voice 8: Um, and, and this tool is mostly useful, I believe, where you're looking at high density,

[0:46:40] Voice 8: Well, you know, uh, we're not going to go through that in this term, and we're probably
[0:46:45] Voice 8: not going to go through that through next term, because just because we zone a piece
[0:46:49] Voice 8: of property for that use, there's no money to build anything.

[0:47:16] Voice 8: I'm not saying the tools are not useful. It's a great tool. I just don't see it being particularly practical for the work that we're doing in this particular project that we've got going on right here.

[0:48:01] Voice 1: On Gabriola, and well, I've been working through various bylaws and various approaches, and this is what I'll also be writing up for you as well for Main Island and for Gabriola is the idea of a, like a clustered housing zone, for example, like small clustered housing.
[0:48:20] Voice 1: So these are the little things that we're looking at. And, you know, even looking at sort of like a small clustered housing development, it is useful to know whether the location should not be considered or whether it looks like it could be considered.
[0:48:41] Voice 8: I appreciate that. But again, let's just look at how it actually works on an island. You are lucky to get a piece of property donated. I mean, you can wait decades before you actually have an opportunity for one piece of property to be looked at. And it may not be the ideal piece of property for that community, but it's the only piece of property you've got.
[0:49:01] Voice 8: not. We don't have any crown land on Denman Island anymore. We've got lots of park land,
[0:49:05] Voice 8: which is beautiful, but the rest of the land is privately owned. And I don't know if you want to
[0:49:10] Voice 8: use Coho as an example for a planted community because they don't use groundwater. So all of
[0:49:15] Voice 8: that data that you've got in those layers, recharge, wetlands, all that well data, salt,
[0:49:22] Voice 8: water intrusion is meaningless if that community is going to use 100% rainwater for their domestic
[0:49:28] Voice 8: domestic use and that's just how it is i

[0:50:04] Voice 9: land analysis has actually worked out on them and probably the best um and and the one thing about
[0:50:10] Voice 9: uh the narrative of uh like a development um will be using rainwater so um the the groundwater
[0:50:20] Voice 9: layers don't pertain well but they do because there's the existing user and so the the intention
[0:50:26] Voice 9: is to is to look at all of the like when like when planners look at every zoning they're looking at
[0:50:34] Voice 9: all the data and impact neighbors and so if it's a very high densely populated area and and then
[0:50:41] Voice 9: there's a recharge zone and and there's a massive subdivision the version is going to go in the
[0:50:46] Voice 9: recharge zone because we're using rainwater it's what you know there's going to be impact to to
[0:50:52] Voice 9: the community there so it's likely lowering the suitability of that parcel so but um but this is
[0:50:59] Voice 9: this is where the the the rubber hits the road as you say i'm going to share with you the map and we
[0:51:04] Voice 9: get to look at your island and and you know you folks know a lot more about your island than than
[0:51:10] Voice 9: we do and especially a lot more than a machine that processes maps does so let's um let's let's

[0:52:58] Voice 9: there's a little bit um but there's there's a lot of uh there's a lot of potential here and
[0:53:05] Voice 9: And let's just look at, I got Landon to make a layer of just moderate to high suitability.
[0:53:14] Voice 9: And then everything that's low suitability or very low is just in white.
[0:53:19] Voice 9: And I think that's helpful.
[0:53:21] Voice 9: So here is areas of moderate to high suitability is all the areas of color.
[0:53:29] Voice 9: And the white areas are areas of unsuitability.
[0:53:35] Voice 9: so you can see here in the conservancy land that there's low suitability there um and yeah at any
[0:53:43] Voice 9: given time you can stop me and and and if you want me to zoom into a particular um parcel we can like
[0:53:49] Voice 9: we can look at the co-host sites um where is it right there or we can look at some sites in the
[0:53:55] Voice 9: north uh but what i wanted to touch upon is a very good point that trustee graham brought up is what
[0:54:01] Voice 9: What about ALR and Covenant and protected lands?
[0:54:06] Voice 9: We don't feel like that's needed to put into the technical analysis
[0:54:11] Voice 9: just because it's just like a non-opportunity.
[0:54:16] Voice 9: So what we did instead is we just have it as a separate layer.
[0:54:20] Voice 9: And so that's all the agricultural land is.
[0:54:25] Voice 9: Unfortunately, it's in yellow.
[0:54:26] Voice 9: We should have put it in to gray, but our model crashed.
[0:54:29] Voice 9: but you can see all the opportunity uh just kind of be erased in the areas of alr and that makes
[0:54:39] Voice 9: sense like it's flat line land they're big parcels there's not a lot of well density and and it's
[0:54:45] Voice 9: suitable but but of course it's it's not um not feasible to to um go there because of its
[0:54:53] Voice 9: regulatory nature and then we have covenants put on there and then also protected areas
[0:54:58] Voice 9: So you can see quite rapidly that once you put on the planner's lens of this, that there's a lot of suitable land that is not suitable for residential expansion.
[0:55:13] Voice 9: You can see that there's some parcels that aren't in those protected areas that are showing areas of suitability, which is interesting to look at, and of course other large tracts of land that show low suitability.
[0:55:36] Voice 9: so with that in mind i'm just going to turn off the the unless there's any questions i'll turn
[0:55:40] Voice 9: off the agricultural and covenant areas because it's there's a lot going on there so um i'm just
[0:55:47] Voice 9: going to go through the layers quickly and then we can come back and then have a discussion and
[0:55:51] Voice 9: if we want to zoom into parcels we can do that so marine shore adjacency that this marine shore
[0:55:57] Voice 9: zones have been provided by the honest trust conservancy and and there's a hundred meter
[0:56:03] Voice 9: buffer on it and red means unsuitable and and yellow to green means suitable so you can see
[0:56:10] Voice 9: of course that the marine marine shore adjacency shows unsuitability and and you know this is also
[0:56:16] Voice 9: an area of opportunity to have um uh you know like cultural sensitive zones on the coast and
[0:56:24] Voice 9: perhaps agricultural mapping which is difficult for us to share publicly so um i think that this
[0:56:31] Voice 9: There's an opportunity there to enrich that layer.
[0:56:36] Voice 9: Here's sensitive ecosystems.
[0:56:38] Voice 9: So again, red is unsuitable, green is suitable.
[0:56:43] Voice 9: So everywhere that you see a green polygon here is listed as non-sensitive.
[0:56:52] Voice 9: It doesn't have a sensitive ecosystem associated with it from the data set.
[0:56:59] Voice 9: Same thing with at-risk ecological communities.
[0:57:02] Voice 9: communities. The green is areas that aren't listed with at-risk ecological communities and
[0:57:08] Voice 9: the red is. So perhaps some of these circles here can be areas of rare species or even
[0:57:18] Voice 9: bird habitat. I'm not sure. I haven't looked into the data that closely. But yeah, you can see
[0:57:24] Voice 9: down here in the southern lands, there's a big section of at-risk ecological community.
[0:57:31] Voice 9: and then uh dominant age so uh this is from the vegetation resource inventory and um yeah so the
[0:57:40] Voice 9: the uh the more red parcels are unsuitable that that are listed as as having a greater age than
[0:57:49] Voice 9: areas of of green or yellow okay just moving on so groundwater recharge mapping so this kind of
[0:57:59] Voice 9: looks red but this is in between this is a moderate that the majority of the islands in
[0:58:05] Voice 9: the island trust area have a moderate recharge potential across the island um it's it's actually
[0:58:11] Voice 9: what supports the amount of groundwater withdrawal from the island we're quite blessed to have
[0:58:18] Voice 9: such good recharging islands it's interesting and rare so the the areas of green
[0:58:28] Voice 9: are of moderate or to low recharge potential.
[0:58:33] Voice 9: And so they're listed as a more suitable area
[0:58:38] Voice 9: for development.
[0:58:38] Voice 9: But as you see here, like any development
[0:58:42] Voice 9: will have its impact on groundwater recharge pretty much.
[0:58:49] Voice 9: Watershed resiliency, I'll turn back to this layer
[0:58:54] Voice 9: at the end, Landon can speak to it.
[0:58:56] Voice 9: So let's pass that for now.
[0:58:59] Voice 9: groundwater well density so you can see here in town of course there's um there's a high density
[0:59:04] Voice 9: of wells in the interior of the island uh there's less so and then down in the south there's a
[0:59:11] Voice 9: an intensity of well density there too it's pretty straightforward and risk of saltwater intrusion um
[0:59:20] Voice 9: it's the it's it's kind of it might be surprising to see that there's areas of low saltwater
[0:59:27] Voice 9: intrusion risk near the coast and and some that are uh higher inland and that's due to a few
[0:59:34] Voice 9: things that's due to uh well density as well as uh average depth of those wells and that's why you
[0:59:41] Voice 9: can see that there could be saltwater intrusion risk in the interior of the island and so here
[0:59:46] Voice 9: here, the high risk of saltwater intrusion is low suitability. And island slope.
[1:00:00] Voice 9: So steep slopes, it's hard to build on them.
[1:00:02] Voice 9: So here, and we obviously know the escarpment,
[1:00:06] Voice 9: so you can orientate yourself to the slopes here.
[1:00:10] Voice 9: And high slopes equals low suitability,
[1:00:13] Voice 9: and flat-lying areas is more suitable to help on.
[1:00:17] Voice 9: And then the last one is roads.
[1:00:19] Voice 9: And so it's just a buffer on the roads.
[1:00:23] Voice 9: So if you're closer to a road, it's more suitable.
[1:00:25] Voice 9: And if you're further away from a road, it's less suitable.
[1:00:29] Voice 9: it's an okay data set I think maybe looking at it as parcel frontage might be a little bit better
[1:00:35] Voice 9: but I think it kind of gets the point across that that if you're closer to a road it's more suitable
[1:00:41] Voice 9: to develop on and yeah and so those are the suitability layers as they're presented
[1:00:52] Voice 9: like as their suitability factor maybe I'll just turn over to Landon quickly and
[1:00:57] Voice 9: we could talk about watershed resiliency
[1:00:59] Voice 2: yeah thank you william so um i developed this um for
[1:01:04] Voice 2: the city of victoria um they're uh worried about the uh resiliency the vulnerability of their
[1:01:13] Voice 2: forests in uh the greater victoria water supply area in contributing to their drinking water
[1:01:20] Voice 2: So we developed resiliency and defined it as a system's ability to respond to disturbances.
[1:01:29] Voice 2: So these can be natural disturbances such as pine beetle infestation or wildfires, drought.
[1:01:37] Voice 2: And this is calculated in two different main parts, which are species diversity.
[1:01:44] Voice 2: So if we think of pine beetle infestation, if we have an entire forest stand of just pine trees, then that's going to have low resilience.
[1:01:54] Voice 2: But if we have a diverse system with proportionate population of different species and diversity of those species, that's going to have a variability in response to different types of fungus or like we were talking about pine beetle infestation.
[1:02:15] Voice 2: The second part is structural variability. So the size, the age, the dispersion, the crown closure, do we have mature herbs and ground vegetation as well with old growth trees?
[1:02:33] Voice 2: So the variability of those forest stands within the stand, but then also comparing it to its neighbors.
[1:02:42] Voice 2: So if we have a forest stand with that variability within itself, and it's also very different from its neighbors,
[1:02:51] Voice 2: then that's going to provide an additional variability in responses to those disturbances.
[1:03:00] Voice 2: So combining those both together, the structural variability, the species diversity, that's how this resiliency is calculated.
[1:03:08] Voice 2: And that's how we define the system's ability to respond to disturbances.
[1:03:18] Voice 9: Yeah, thanks, Landon. And so the scale is high resiliency is low suitability. Got that right?
[1:03:27] Voice 9: right yeah yeah and then the opposite is has has been modeled low low resiliency is is higher

[1:05:13] Voice 9: its overall weighting. And that would change the look of the overall suitability map.

[1:05:27] Voice 4: this is mostly just so that i don't forget but i feel like it's on this so uh from a planner's

[1:05:43] Voice 4: at this and they get a specific application um obviously as you said before they're looking at
[1:05:47] Voice 4: the sort of neighborhood stuff and all those bits and pieces too um will they be looking at that uh
[1:05:53] Voice 4: like where on a property uh a landowner might be wanting to develop uh through this lens like they
[1:06:00] Voice 4: might say yes it would be fine if you did it in this area but maybe not this this area or is it
[1:06:05] Voice 4: being sort of um yeah i yeah i don't know if that i don't know if that question is making a lot of
[1:06:13] Voice 4: sense but
[1:06:13] Voice 9: yeah it makes the granularity granularity is the question

[1:06:39] Voice 9: through the layers you can kind of see that like if i turn on the sense of ecosystem layer here
[1:06:45] Voice 9: um it's just this one little part here and it's like okay average psychological community not
[1:06:50] Voice 9: really dominant age not really so it's like okay well you know what's what's going what's going on
[1:06:56] Voice 9: in that little part there and and that sensitive ecosystem is actually a wetland and i can show
[1:07:02] Voice 9: go that to you um looking at tapas map here so it might just be like showing the obvious but um
[1:07:13] Voice 9: i think it's this parcel here yeah there's a wetland right there so going back to it um looking
[1:07:19] Voice 9: at the suitable one else let me turn it back on there's this area right here that's that looks
[1:07:25] Voice 9: unsuitable and and it's it's been mapped as intensive ecosystem and then sure enough you go
[1:07:31] Voice 9: to this map unit as well as so so like the technical aspect of it there it it is quite
[1:07:38] Voice 9: high resolution to do something like that and then so I think then it goes to the planning side
[1:07:43] Voice 9: uh what uh you know I'll let Nerissa speak to cluster housing and all the other alternatives
[1:07:49] Voice 9: that can happen but um on the technical side it yeah there there is um there is uh fidelity there
[1:07:57] Voice 9: to look at the parcel level.

[1:08:11] Voice 1: for a development variance for a deck,
[1:08:17] Voice 1: we'd be looking at all of the information

[1:08:21] Voice 1: So we're already looking at these layers,
[1:08:23] Voice 1: but sort of independently.
[1:08:24] Voice 1: And you've gotten your reports with the little squares
[1:08:27] Voice 1: that show the property and what's on there.
[1:08:29] Voice 1: So that's this all sort of together. So it provides that, for the planner, it provides an opportunity to look at each single layer like that. And I would say it provides for the property owner an opportunity to have a quick look, like, you know, if they're rezoning, for example, you could look at this map and as a property owner could say, oh, it's not looking likely, it's looking like it could be pretty good.

[1:09:00] Voice 1: With a rezoning, we'd be looking into absolutely all of these details.
[1:09:07] Voice 1: In terms of like where on a lot you could put something, that's when we're sort of getting into the creation of development permit area, for example, right?
[1:09:16] Voice 1: So that's a tool that can facilitate that sort of identification of specific areas on a lot.
[1:09:25] Voice 1: But as is, unless it's written specifically into zoning, I guess that could be another opportunity.

[1:09:39] Voice 8: I mean, from a political position, when a property is being looked at for a higher density for an affordable housing application, then you have the ability to direct where that development is.
[1:09:53] Voice 8: you could take all of those parameters that you're looking at all those variables and you can say
[1:09:58] Voice 8: well you know you're you're asking for more density than would normally be allowed so we
[1:10:02] Voice 8: get as the community when i say we i say the community gets to put on uh their wishes which
[1:10:08] Voice 8: means you know if you're going to do this then you have to build all of those little tiny whatever's
[1:10:12] Voice 8: right here you can't build them here and you can't build them there for instance when when we
[1:10:16] Voice 8: We developed our property on that middle farm, which is, if you want to look at that, oh, okay, that was dictated to us by the Agricultural Land Reserve and the Islands Trust as to where we could put our six houses.
[1:10:30] Voice 8: And that was because we weren't going to subdivide, but they were concerned about maintaining the agricultural potential.
[1:10:36] Voice 8: And so we ended up clustering along the zone where the two zones meet, that particular line.
[1:10:44] Voice 8: that's where we had we were told that's where you can build your houses that seemed reasonable to us
[1:10:48] Voice 8: at the time so the other but for a single uh property and a single landowner other than
[1:10:55] Voice 8: setbacks i don't think unless there's dpas in on the lot you can't really dictate nor i nor i think
[1:11:03] Voice 8: would the community feel comfortable knowing that the honest trust had the ability to say oh well
[1:11:07] Voice 8: you know you just bought this piece of property but you can't build your house where your realtor
[1:11:11] Voice 8: told you we've got to build a house so there's a certain amount of you know we can do some things
[1:11:16] Voice 8: and we can't do other things yeah
[1:11:18] Voice 4: and that's exactly what i wanted to ask but i had a feeling
[1:11:25] Voice 4: but i wanted to check yeah
[1:11:32] Voice 9: and then and and to that um sentiment like of course this isn't uh
[1:11:37] Voice 9: you know an an ai planner right that's not replacing anybody with a tool for for for
[1:11:44] Voice 9: for planners and trustees and and perhaps a applicant or someone seeking application for
[1:11:51] Voice 9: rezoning to to you know uh adjudicate on the parcel but really i think it's it's a good
[1:11:59] Voice 9: opportunity to take like that 20 000 foot view of the island and say where is our opportunity like
[1:12:06] Voice 9: just just by looking at the you know the opportunity here let me turn off um
[1:12:12] Voice 9: it it just kind of seems obvious that that that the opportunities don't lie in densifying areas
[1:12:23] Voice 9: that are already damp and i think that we just know that by nature right but it's it's it's but
[1:12:29] Voice 9: that's that's we didn't we didn't program that in for this tool to say that it's reflecting that so
[1:12:36] Voice 9: So then can we say, okay, well, in these areas of, of higher suitability, then like, is it,
[1:12:44] Voice 9: does it make sense to start looking at those places, um, uh, or for housing?
[1:12:50] Voice 9: And, and, and so that's, you know, that, that, that's why it's part of an OCP or LEV process.
[1:12:56] Voice 9: Like all the islands that we worked on have these major projects going on.
[1:13:00] Voice 9: So I don't think that the overall intention of this tool is to look at house placement.
[1:13:08] Voice 9: I think it's like on the individual level, I think it's to really look at where's the opportunity on our islands to increase density in a sustainable way.
[1:13:20] Voice 9: And then perhaps this targets those areas.
[1:13:24] Voice 9: And then like imagine this is not going to replace a rezoning application.
[1:13:28] Voice 9: like once once that happens there's so much going into rezoning and subdivision we know that right
[1:13:33] Voice 9: so um but perhaps this is a way for the community to discuss areas um you know it's interesting
[1:13:41] Voice 9: because i i'm not too sure how much i should talk about existing projects or projects that
[1:13:46] Voice 9: that try to exist but you know like this area here around the coho looked great right it still
[1:13:53] Voice 9: does look great probably for housing on the upper parcel but when when a when when when there was
[1:14:04] Voice 9: exploration of groundwater we just wasn't there and so a project that that you know likely could
[1:14:12] Voice 9: have had some momentum didn't go forward because there was just no groundwater so that that's a
[1:14:19] Voice 9: whole other piece to it we're not looking at at you know water balance and and availability of
[1:14:25] Voice 9: water for this right it's it's just like the intrinsic freshwater and and environmental
[1:14:33] Voice 9: um it's basically a vulnerability assessment right not and so we're looking at the adverse
[1:14:40] Voice 9: of that like okay let's look at let's classify areas that are vulnerable and those are unsuitable
[1:14:45] Voice 9: in areas that have lower vulnerability that could be suitable but then going into it you still have
[1:14:50] Voice 9: to prove water and ensure that there's community amenity and all that stuff of course yeah i don't

[1:15:58] Voice 8: a test hole well on property is expensive and they were i think they were concerned they were
[1:16:03] Voice 8: going to run out of money before they had a chance to prove that there was water but that but your
[1:16:07] Voice 8: conceptual aqua for mapping that there's that going to be a layer that we can add to this at
[1:16:13] Voice 8: some point so
[1:16:14] Voice 9: um i did provide them cross sections from that because i was working with the you know
[1:16:21] Voice 9: the the person who was who's spearheading that effort um was in contact with me and so uh there's
[1:16:28] Voice 9: been a few applications across the antitrust area where they they know of that data and and i just
[1:16:34] Voice 9: went in there and provided that to them um uh through the freshwater atlas project uh as as
[1:16:40] Voice 9: you know you're familiar with with the regional planning committee that act for conceptualization
[1:16:45] Voice 9: model will be like available to anybody so they they could go in and cut their cross-section and
[1:16:52] Voice 9: look and and and then also that involves uh there's a lot of other data involved in that that
[1:16:58] Voice 9: will be hosted online um and you know they they probably the water is there but it could be too
[1:17:07] Voice 9: deep and then when you go too deep then there's all that issue so they they tried um but in the
[1:17:13] Voice 9: cross section yeah it did show that there was quite a ways down before the next producing
[1:17:18] Voice 9: out for just the nature of the geology there um sloping up towards the escarpment um but but yeah
[1:17:24] Voice 9: Yeah, so that's another interesting point on how the suitable land analysis is rolling out and same with the freshwater outlets with the act for conceptualization.
[1:17:36] Voice 9: So when there is a rezoning, especially after we publish all that actualization, it's not just on my desk waiting for an inquiry that the inquiries will go quicker.
[1:17:46] Voice 9: But then also there's that information available for adjudicating rezoning or helping an applicant search for water, looking at fracture tables and things like that.
[1:17:57] Voice 9: And in most cases, these applicants will have a hydrogeologist associated with them that are outside of the organization, of course.
[1:18:05] Voice 9: And so that information can be provided to them.
[1:18:09] Voice 9: and that's happened many times that where our groundwater recharge mapping was provided to a
[1:18:14] Voice 9: hydrogeologist and they did a little water balance of just a parcel on main island to to you know to
[1:18:21] Voice 9: go through the um the licensing application and all that so my my whole intention is to
[1:18:28] Voice 9: get all this data as public as possible but somehow but but sometimes it's it's difficult to
[1:18:36] Voice 9: to manage right like it it's really hard for us to dump all these uh layers to to somebody
[1:18:43] Voice 9: um including like you know our our friends and partners uh and first nations uh it's hard to
[1:18:50] Voice 9: just provide all this data to them so to to then process it in this way like a suitable land
[1:18:55] Voice 9: analysis it's it's um you know it's it's part of the story the story here is for sustainable
[1:19:02] Voice 9: development uh the atlantis conservancy has a similar map but that's for the regional
[1:19:07] Voice 9: conservation plan so that's a different story and a different set of values but using a lot
[1:19:11] Voice 9: of the same features that we use in layers so um yeah i think i spoke more beyond than what the
[1:19:19] Voice 9: question you're asking but but yeah i'm hoping that all the all that information could be
[1:19:23] Voice 9: available to the next major project you know yeah okay
