[0:00:39] Trustee Patrick: Yesterday, I watched the ceremonies of the swearing in of the federal cabinet and Elder Ina Seagal, and I hope I got her name right.
[0:00:51] Trustee Patrick: right i listened to the recording many times she she had an eagle feather in her hand
[0:00:59] Trustee Patrick: and she said she had brought this eagle feather because the eagle soars higher she's talking to
[0:01:04] Trustee Patrick: the cabinet they soar higher to have a higher view and to look out for the seven generations

[0:05:13] Voice 1: The Code of Conduct training item number three is in progress. So at this Trust Council
[0:05:20] Voice 1: there is the intention to have a session with a facilitator and we're also scheduling training
[0:05:29] Voice 1: training for the chairs at a separate set of meetings probably following trust council now
[0:05:36] Voice 1: I'm not sure that will happen before trust council what I will do is you'll notice three and four and
[0:05:43] Voice 1: I think there's another one they're very similar I'll combine those for the next FUL just so we're
[0:05:49] Voice 1: not reporting out three times on the next page page 20 item 5 this one has essentially three
[0:05:59] Voice 1: three different bylaws listed in here um sorry this is the delegation bylaw i intend to bring
[0:06:06] Voice 1: this delegation bylaws to the next executive committee for consideration of sending to trust
[0:06:12] Voice 1: council so that is in progress and is on target for june excuse me item number six um we have
[0:06:25] Voice 1: have been working on doing primers for trustees in relation to meetings. So we'll continue
[0:06:34] Voice 1: to work on those. So those are in progress. And then item number seven. This is the other
[0:06:42] Voice 1: one that I'll combine with the with the code of conduct items four and five above. So that's
[0:06:50] Voice 1: That's it for the FOP action list. And I do have a short commentary from my area that
[0:06:56] Voice 1: I'd like to provide to you. But is there any questions on the FOP action list first through
[0:07:01] Voice 1: the chair? Okay, if I may, chair, I'd just like to give you a quick update. Yeah, so
[0:07:09] Voice 1: really, just on the legislative side, there's two pieces of new legislation that's before
[0:07:17] Voice 1: for the house the first one is uh known as bill 13 it's a miscellaneous amendment statute
[0:07:24] Voice 1: miscellaneous statutes amendment act so this is where they put a whole bunch of stuff into one
[0:07:29] Voice 1: the change in there has to do with um the way elections are run so they're just making some
[0:07:37] Voice 1: changes to make it easier uh for staff more than anything and the public uh for mailing ballots and
[0:07:45] Voice 1: and for, you know, how people are nominated.
[0:07:47] Voice 1: So there's quite a few fairly small amendments
[0:07:51] Voice 1: that should streamline the way the elections will go.
[0:07:55] Voice 1: The one change that they are making is to deal with situations
[0:08:01] Voice 1: where there's less candidates than the number of positions.
[0:08:09] Voice 1: So if that happens, the legislation will allow the council
[0:08:13] Voice 1: council to appoint the vacant positions. So for the Adams Trust, that would mean that
[0:08:20] Voice 1: trust council would appoint somebody to a local trust committee if they were short,
[0:08:25] Voice 1: if only one person ran and was acclaimed and is a vacancy. And then the other is if a trustee
[0:08:33] Voice 1: is disqualified or a councillor is disqualified after the general election for any reason,
[0:08:40] Voice 1: it provides a provision that the council can appoint somebody in the interim until a by-election
[0:08:48] Voice 1: can be held so they've dealt with islands trust similar to regional districts so the legislation
[0:08:57] Voice 1: islands trust act has just been updated to point to the regional district rules and that's what we
[0:09:03] Voice 1: would end up following it's something that's never happened as far as i'm aware but you have to make
[0:09:09] Voice 1: the legislation robust enough in case it does happen. So that's what Bill 13 is about. I think
[0:09:16] Voice 1: it's fairly inconsequential so I'm not too worried about it. We will add it to the legislative
[0:09:23] Voice 1: monitoring at some point in the future when we can get that updated and out to council.
[0:09:29] Voice 1: The other bill to watch out for is Bill 15, and this is the infrastructure bill.
[0:09:39] Voice 1: I can't remember the exact name of it.
[0:09:41] Voice 1: It's pretty vague.
[0:09:43] Voice 1: The Act actually is giving the province the ability to essentially override and fast-track infrastructure projects.
[0:09:53] Voice 1: It doesn't have a lot of detail.
[0:09:55] Voice 1: it doesn't even define what an infrastructure project is my understanding is it's most likely
[0:10:02] Voice 1: going to be things like gas and oil transmission lines but the legislation doesn't actually
[0:10:10] Voice 1: have that limit in it i suspect the limitations will come through the regulations that we haven't
[0:10:17] Voice 1: seen yet uh and we probably won't see until you know they're written um the impact for islands
[0:10:27] Voice 1: trust is that the the act does allow uh lieutenant governing council to make exemptions or exceptions
[0:10:38] Voice 1: or provide waivers um or even modifications for infrastructure projects uh for very particular
[0:10:47] Voice 1: particular reasons. And the reasons it lists is the Islands Trust Act, the Local Government Act,
[0:10:54] Voice 1: the planning section of the Local Government Act, Regional Growth Strategy, and I think it's the
[0:10:59] Voice 1: Vancouver planning section. So essentially, the areas that local governments have some say over
[0:11:06] Voice 1: is where they are willing to consider exceptions. There's nothing in the Act indicating how you
[0:11:14] Voice 1: would request those exceptions or what kind of consultation there will be so i think this is one
[0:11:20] Voice 1: to definitely watch uh i think it's only at first reading right now i don't think it's gone to third
[0:11:26] Voice 1: yet um but we will definitely be watching it from a staff point of view there is an amendment to the
[0:11:33] Voice 1: islands trust act that makes the islands trust act subject to this new act um so i just wanted
[0:11:41] Voice 1: to point that out to you uh so it it's hard to imagine what kind of infrastructure projects
[0:11:47] Voice 1: would affect the trust area but um i don't know could be a pipeline that they want to run out
[0:11:53] Voice 1: through the trust area who knows
[0:11:54] Voice 1: so uh that's where those things might might engage um so i'll
[0:12:02] Voice 1: leave it at that and if there's any questions i'll try to answer them but i just wanted to update you
[0:12:07] Voice 1: that that is upcoming legislation and we will be watching it very closely especially bill 15

[0:13:46] Voice 8: There is definitely some public interest on the disposition of these, and the LTC did give some direction to staff on a specific one that we've been asked to look into by members of the public.
[0:14:01] Voice 8: So just wanted to sort of flag that information. It's a live issue in some of the LTCs that I'm working in.

[0:15:17] Voice 12: beginning of agendas to create space for first presentations from first nation and engagement
[0:15:22] Voice 12: engagement at trust council and potentially local trust committee meetings as well I think was part
[0:15:26] Voice 12: of the discussion I've just gone in and I think we'll redate that for October given all the other
[0:15:31] Voice 12: pieces that are on our plates right now we'll continue to move that one forward and we'll aim
[0:15:34] Voice 12: for October on that one further down your list I'll just note that those advocacy items I haven't
[0:15:41] Voice 12: had any progress since your last meeting so one around Hornby supporting Hornby with a potential
[0:15:47] Voice 12: letter of support, and also around the Crownland piece for Thetis. However, we did manage to get
[0:15:53] Voice 12: out a communication support for the Thetis Island piece, which I believe is number 16 there. That is
[0:15:59] Voice 12: now complete, but we haven't made any progress on advocacy items, and we'll turn our minds to it as

[0:16:51] Voice 8: Not a huge lot to report,
[0:16:53] Voice 8: But Salt Spring Local Trust Committee did meet last week on May 8th, approved two rezonings and a temporary use permit.
[0:17:04] Voice 8: Probably the most consequential thing, I think, was the work program quarterly report that we're getting from staff.
[0:17:12] Voice 8: A lot going on on Salt Spring, the relationship building with the local community commission, developing relationships with the 13 First Nations, working on support for the applicants and the public and hopefully trustees as well for the City View software.
[0:17:36] Voice 8: software, coordinating with North Salt Spring Water Works District, of course the relocation
[0:17:49] Voice 8: of the office is still an issue in terms of service delivery on the island, the housing
[0:18:00] Voice 8: action project as it relates to the
[0:18:04] Voice 8: ADU minor project. And of course
[0:18:08] Voice 8: we're looking forward to the opportunities to
[0:18:14] Voice 8: have the feast with sail as well as get
[0:18:17] Voice 8: into some of the nitty gritty
[0:18:22] Voice 8: on some of these referrals. Hornby meets this
[0:18:26] Voice 8: Friday. They're
[0:18:31] Voice 8: The sort of hot button issue is the consideration of a cap on short-term vacation rentals that has generated a lot of correspondence.
[0:18:47] Voice 8: Let's see now.
[0:18:49] Voice 8: Now, the LTC earlier in the year had directed staff to work with proponents for an affordable community housing project on the piece of so-called Crown land, public use zone.
[0:19:11] Voice 8: And what else?
[0:19:13] Voice 8: So there's a lot frontage waiver requests coming back to us again.
[0:19:16] Voice 8: But definitely the larger OCP project has a large component of First Nations relationship building built into it.
[0:19:30] Voice 8: So we have agreed to wait until July for a response from Comox First Nation before doing any further consequential work on the OCP.
[0:19:46] Voice 8: I think that relationship building has been going fairly well up there, which is nice and important.
[0:19:56] Voice 8: And was there anything else?

[0:20:17] Voice 4: you uh so i guess it's been three weeks since our last meeting as it usually is uh main local
[0:20:24] Voice 4: trust committee met on april 28th in person we approved three uh development variants permits
[0:20:32] Voice 4: including well plus a tup a temporary use permit for bc ferries permitting um some work to be done
[0:20:39] Voice 4: on the embankment on the left side it's kind of crumbling and needs reinforcing to support the
[0:20:47] Voice 4: terminal uh and then one rezoning uh for st john brook st david help me out here st
[0:20:55] Trustee Maude: john's point

[0:20:57] Voice 4: where am i getting brooks oh brooks point is on south bender

[0:21:04] Voice 4: of discussion on the main island housing project um that took quite a bit of our uh time together
[0:21:12] Voice 4: and um uh yeah planner chadwick brought up um all the different potential types of zoning for
[0:21:20] Voice 4: multiple dwellings or um to allow for rvs pre-zoning for manufactured uh parks um suitable
[0:21:29] Voice 4: land to permit rezoning for subdivisions so we went through quite a lot um i'd say it's an
[0:21:36] Voice 4: interesting report uh to consider for local trust committees working through um housing projects
[0:21:44] Voice 4: because this is probably the one at the most mature stage um yeah so that's been really good
[0:21:51] Voice 4: we debated not holding a meeting in person at the end of this month just because there isn't
[0:21:58] Voice 4: there aren't any applications but I've decided that we'll work on the
[0:22:08] Voice 4: there's going to be a call out to community basically about
[0:22:12] Voice 4: folks that want to be included in the flex zoning type of zone so flexible zoning would allow one or
[0:22:23] Voice 4: more um accessory dwelling units or um do we call them now accessory anyway um more dwelling units
[0:22:35] Voice 4: if if the land can um support it and so basically constructing a call out to community and looking
[0:22:43] Voice 4: at maps and such so it sounds like it'll be a more um relaxed meeting on main but they're always
[0:22:50] Voice 4: pretty pretty awesome uh following that we had the south pender meeting on may 2nd i ended up
[0:22:58] Voice 4: chairing electronically because i could not get there my car did not cooperate after anyway had
[0:23:06] Voice 4: some mechanical issues um so staff were awesome in getting vice chair mods chair kit thank you
[0:23:15] Voice 4: vice chair mod to the ferry terminal so that a planner could pick it up and bring it to the
[0:23:21] Voice 4: meeting because it's the only ltc of course where there isn't a resident chair and that kit needed
[0:23:28] Voice 4: to get there to be able to live stream it so thanks to everybody for that workaround
[0:23:34] Voice 4: um we gave first reading by law 129 which would uh propose us to amend the last amendment to the
[0:23:43] Voice 4: land use bylaw and um that's being referred out and issued the first temporary use permit
[0:23:49] Voice 4: for a short-term vacation rental um on south pender to trustee evans so that was a an interesting
[0:23:59] Voice 4: process uh trustee evans the applicant got to you know
[0:24:04] Voice 4: switch hats and sit in the audience and make
[0:24:07] Voice 4: her case and then leave the room so um it was uh it was a good exercise in in that kind of process
[0:24:14] Voice 4: and then uh finally liskiti local trust committee we met on may 12th just last monday um
[0:24:24] Voice 4: the yeah there's been a lot of community console uh conversation about uh how these meetings are
[0:24:34] Voice 4: are handled and different. Anyway, we followed the meeting procedure by law, basically to the letter.
[0:24:43] Voice 4: And I think that really helped. But as well, there was a lot of community members and
[0:24:47] Voice 4: attendants. And they spoke in support of the Lusketia Local Trust Committee and the work
[0:24:52] Voice 4: that we're doing. And so it was, it was good, I would say a much more positive meeting than
[0:25:00] Voice 4: I might have expected there's been yeah so uh the but the business items were that uh
[0:25:10] Voice 4: a dock that had been constructed in contravention of the land use by law in 2018
[0:25:17] Voice 4: um the application to approve the rezoning allow that dock was not advanced not approved
[0:25:26] Voice 4: um it was not a unanimous vote and um there there is uh there was a desire in the community for um
[0:25:37] Voice 4: you know to have a public process and that's why we initially had given um direction to draft um
[0:25:46] Voice 4: the rezoning and and uh issue some well anyway but basically the community wanted a chance to
[0:25:56] Voice 4: state whether they're for and against. And just for context, this is one of the only protected,
[0:26:02] Voice 4: like truly protected bays on Luskeetee. But it's not listed as one of the 10 places where a dock,
[0:26:11] Voice 4: a private dock could be placed. And so it would be contrary to the OCP. And as we read through
[0:26:20] Voice 4: the staff report which did recommend not to proceed with the application um i realized anyways and
[0:26:27] Voice 4: i guess that was one of the reasons that we voted not to advance it was that uh we'd have to back
[0:26:35] Voice 4: up our reasons why this amendment why the ocp um supported this amendment and it just wasn't
[0:26:43] Voice 4: clear enough and um well because it doesn't and then my reasons were which staff keep bringing
[0:26:52] Voice 4: to mind and i'm and i really appreciate that that when it comes to making decisions on the foreshore
[0:26:58] Voice 4: um if there hasn't been a process to consult in an early and um meaningful way with first nations
[0:27:10] Voice 4: conversations asking them for permission after the fact or are you okay with this doc that's
[0:27:15] Voice 4: been constructed um is probably disrespectful so to that relationship building that we're trying to
[0:27:23] Voice 4: do and develop those relationships in a good way that's why our processes are you know drafting
[0:27:31] Voice 4: bylaws and then sending out referrals so that we can get comment and consider that um information
[0:27:37] Voice 4: information altogether so um it was a tough decision though and um there's a lot there's
[0:27:45] Voice 4: going to be a lot of um probably pushback because there's a lot of people in the community that see
[0:27:52] Voice 4: a lot of value in that doc and it's been promised that it can be used for community use and
[0:27:56] Voice 4: evacuations or emergency use but the staff have explored all that and there was no way to secure
[0:28:04] Voice 4: cure that um social use or the community benefit uh for a private doc there just didn't seem to
[0:28:12] Voice 4: be a covenant or a way to ensure it so um it was a tough tough uh call and then we had some

Everything's blurring together, which was an incredible event in the culmination of five years of, well, really 10 years of archaeology project that's showing the continuous use of many First Nations on Huayete,
[0:29:55] Voice 4: Palette Luskidi, The Island in the Middle of Nowhere.
[0:30:00] Voice 4: And just a note for other LTC members, yes, that mural exhibit is a traveling exhibit.
[0:30:06] Voice 4: It can be small or large.
[0:30:08] Voice 4: And I think there's a cost for museums to host it, but not for First Nations representatives or there might be another group.
[0:30:19] Voice 4: so it's been a really wonderful time on Liskiti to see all these things coming together and
[0:30:26] Voice 4: reconciliation and relationship building being grounded in a very community-based way and and so
[0:30:35] Voice 4: been very appreciative of that lately that's it sorry that was a long report

[0:30:45] Trustee Maude: you chair um despite the fact that we seem to be
[0:30:48] Trustee Maude: having endless meetings on a daily basis and multiple meetings on daily

[0:30:54] Trustee Maude: The only LTC meeting have had was last week.
[0:30:57] Trustee Maude: Denman had a special electronic meeting to discuss their,
[0:31:02] Trustee Maude: their housing review,
[0:31:05] Trustee Maude: OCP updates and land use bylaw updates.
[0:31:08] Trustee Maude: It was basically going through logistics,
[0:31:12] Trustee Maude: what the community needs are and,
[0:31:15] Trustee Maude: And sort of delving into what the path forward is.
[0:31:20] Trustee Maude: For a role reversal for once, which kind of put a smile on my face,
[0:31:26] Trustee Maude: is the trustees were not optimistic that they were going to complete the project by the end of the term.
[0:31:31] Trustee Maude: And the planners gave quite strong reassurance that it will be done by the end of the term.
[0:31:37] Trustee Maude: So that sort of was a really good situation there because there was a concern that we're just not going to get things done.
[0:31:48] Trustee Maude: And it appears that staff see a road forward to getting things done.
[0:31:52] Trustee Maude: The only thing that was raised by the trustees in the process is they want staff to focus for suitable land use on the Demanon Conservancy mapping that has been done over the years.
[0:32:05] Trustee Maude: that they feel quite strongly that that work more sort of accurately and truly represents the island.
[0:32:16] Trustee Maude: So that was the only sort of deviation from the plan presented.
[0:32:22] Trustee Maude: Demen remains a very, very strong and enthusiastic island.
[0:32:27] Trustee Maude: In this case, with electronic meeting, because people have connectivity issues up there,
[0:32:34] Trustee Maude: The community actually organized a viewing party, I believe at the community center, so people could come actually view our electronic meeting, which was a little bit out of the norm, but it shows just how engaged that community is on housing.
[0:32:50] Trustee Maude: I'm really, really looking forward to positive outcomes up there.
[0:32:55] Trustee Maude: Denman has been a challenge at times, but there are two outstanding trustees up there.
[0:33:01] Trustee Maude: we've got really really good strong staff support um nurse is um really leaning in on the on the
[0:33:08] Trustee Maude: housing uh end of things um bringing and this this concept of having planners doing specialized
[0:33:16] Trustee Maude: uh work with uh with uh mr chadwick with the housing in particular really shows how it's
[0:33:23] Trustee Maude: working well because lessons learned on one island are being applied to another island
[0:33:27] Trustee Maude: we're getting consistent messaging
[0:33:29] Trustee Maude: we're getting
[0:33:30] Trustee Maude: really really good work
[0:33:32] Trustee Maude: product that's coming forward
[0:33:35] Trustee Maude: to the LTC's
[0:33:36] Trustee Maude: which enables progress
[0:33:39] Trustee Maude: and that's the one thing
[0:33:41] Trustee Maude: that sometimes we flag
[0:33:43] Trustee Maude: at is we try and get things done

[0:34:35] Trustee Patrick: and celebrating together was just heartwarming and incredible to experience and I'm really
[0:34:41] Trustee Patrick: grateful to the people of Leskete for really opening their hearts and leaning into this
[0:34:46] Trustee Patrick: archaeology project and learning and that mural is just going to really stand at that
[0:34:55] Trustee Patrick: harbor and be that welcoming for a very long time um i just uh i have a gabriel a special meeting
[0:35:02] Trustee Patrick: next week on hearing some feedback back on some of their focus groups and they still have a survey
[0:35:07] Trustee Patrick: open for their ocp project i just want to circle back to you know i reported a few weeks ago or
[0:35:14] Trustee Patrick: the last meeting regarding um well gambier and the apc meetings and the challenges with their apc
[0:35:21] Trustee Patrick: having to meet in person, and I think that's something we really need to revisit. I know
[0:35:26] Trustee Patrick: Salt Spring is going to have challenges with its new project APC that really needs to be able to
[0:35:30] Trustee Patrick: meet online, and I think we're going to have to find a way to have that conversation to allow APCs

[0:36:38] Voice 4: noted to uh trustees our dedicated administrative assistant corlin strachan um has moved over from
[0:36:48] Voice 4: the conservancy to the executive administrative assistant temporary assignment um so that is
[0:36:55] Voice 4: i'm not sure how that's going to impact wendy tyrell's work but i think she's she's got a lot of
[0:37:03] Voice 4: um a lot of things to handle and uh so we're going to be respectful of just communications
[0:37:11] Voice 4: being at a minimum and only the essentials.
[0:37:16] Voice 4: I did want to highlight, we were able to present to Bowen Island Municipality at our joint meeting.
[0:37:24] Voice 4: And there was a list of topics to cover with the Conservancy, especially highlighting the 35 years of conservation.
[0:37:34] Voice 4: So we're well into the year of celebration for that.
[0:37:39] Voice 4: highlighted the NAPTEP program which Bowen Island doesn't have any NAPTEP covenants
[0:37:48] Voice 4: and yeah talked about their protected areas and nature reserves and and working with the
[0:37:54] Voice 4: conservancy so that was really I think positive relationship building and another one I wanted
[0:38:02] Voice 4: to highlight i just left my brain though it's been a long week what was i talking about oh
[0:38:12] Voice 4: thank you thetis um wendy and i met with the chair of um the valdez island conservancy
[0:38:22] Voice 4: and so uh they had presented as a delegation to the april 1st thetis local trust committee
[0:38:29] Voice 4: They are in quite a unique position, sort of holding many threads of landholders, leaseholders, relationships with LAACs and First Nation and the Guardian Network and conservancy, conserved areas.
[0:38:47] Voice 4: But we have a lot of learning to do, especially with associated islands like Valdez, it's quite a complex area. So they'd reached out for help and asked, you know, how can the islands trust help, they sort of felt alone and with these many different complex issues.
[0:39:06] Voice 4: So I was really grateful that Wendy was able to jump onto a call and we just ran through some of them and the ways that we could work together, especially with relationship building with LAACs.
[0:39:19] Voice 4: And there's some emerging issues that it's good to share information on.
[0:39:26] Voice 4: So that was great.
[0:39:28] Voice 4: What else is on the agenda for the next meeting?
[0:39:32] Voice 4: Really appreciative of the joint meetings.

[1:21:33] Voice 12: which is a somewhat higher bar than what has previously been expected for by-laws.
[1:21:38] Voice 12: And we've also heard recently that we are now able to pay referral fees should we choose.
[1:21:45] Voice 12: So given those developments and that some nations have indicated that it's a time consuming effort to participate in the policy statement process
[1:21:52] Voice 12: and that they don't expect that they'll be able to
[1:21:54] Voice 12: without more support for funding.
[1:21:56] Voice 12: We wanted to just bring to your attention
[1:21:58] Voice 12: that there may be a need for more project funding
[1:22:00] Voice 12: to enable further engagement by the nations.
[1:22:04] Voice 12: And so we don't have specific proposals for you at this time,
[1:22:08] Voice 12: but just wanted to prompt that conversation
[1:22:10] Voice 12: and we might then go away and do more work
[1:22:13] Voice 12: and bring back recommendations at your next meeting

[1:22:53] Voice 12: So I'd love to Director Cermak, who's been leading the work around the engagement on referral fees, but I think we have not made substantive progress, but perhaps I'll let him speak to that.
[1:23:05] Voice 12: But certainly there could be consideration of looking at this holistically and going to nations for a conversation around referrals and the policy statement and some other general topics that we have with them.
[1:23:16] Voice 12: But again, we are needing to do more work before we bring you concrete recommendations.

[1:23:24] Trustee Patrick: Yeah, no, I absolutely support that. We should have appropriate budgets for engaging with
[1:23:31] Trustee Patrick: First Nations and get a better idea of what those numbers are. And as we develop our policies and
[1:23:41] Trustee Patrick: capacity fundings, there's also, to me, there's observations I've had, maybe it's happening more
[1:23:46] Trustee Patrick: on Salt Spring than other areas where we have either invited to joint meetings or other meetings
[1:23:54] Trustee Patrick: is being held by other agencies who are hosting the meeting and that they're not um offering um
[1:24:02] Trustee Patrick: any capacity funding for nations that are invited to the table um you know by association it's like
[1:24:09] Trustee Patrick: we're we're hurting our relationships when we know that those those protocols aren't being
[1:24:13] Trustee Patrick: followed or aren't being offered so i think we need to think in some ways as we do our greater
[1:24:18] Trustee Patrick: work in cooperation with the many agencies on the islands that um you know there's we should
[1:24:24] Trustee Patrick: should be working together and making sure we're all advancing our abilities to provide capacity

[1:44:15] Voice 2: Thank you, Chair. This is just a quick opportunity for Executive Committee to take a preliminary look at how staff are proposing to structure the survey that is intended to go out following first reading of the document in the commencement of public engagement around the new policy statement.
[1:44:33] Voice 2: statement.
[1:44:34] Voice 2: This follows on a February EC meeting, I think, where we sort of generally described the type
[1:44:41] Voice 2: of survey that we would likely attempt to put together in service of phase four of community
[1:44:45] Voice 2: engagement on the document, and this is your look at sort of a first cut at that survey.
[1:44:52] Voice 2: It is lacking some of the detail, of course, that the final version would entail, including
[1:44:57] Voice 2: a preamble describing sort of what the policy statement is and the purpose of the survey,
[1:45:02] Voice 2: And additionally, our great new program coordinator has already inputted it into SurveyMonkey so that we can optimize how to provide the information that people need to answer the questions within the survey itself.
[1:45:19] Voice 2: Because as I've learned, you can't actually leave SurveyMonkey once you're in the middle of a survey.
[1:45:24] Voice 2: You can if you're on a desktop computer and can toggle between tabs, but it's a lot harder to do if you happen to be filling it out on the phone.
[1:45:30] Voice 2: So we're just trying to optimize the survey design to minimize the amount of juggling between pages and tabs that people have to do while they're filling out the survey.
[1:45:39] Voice 2: As noted in the covering briefing, I essentially stole the framing of the questions from a City of Cranbrook survey that was done in phase three of their OCP update project.
[1:45:52] Voice 2: That community engagement was done by the consulting firm Urban Systems and have obviously tailored the questions a little bit to reflect the Islands Trust context.
[1:46:02] Voice 2: $5,000 has been allocated in this year's project budget to seek some consultant assistance on both the survey design and on helping with the online open house that's planned as part of the community engagement as well.
[1:46:18] Voice 2: Well, we haven't sought that survey design assistance yet, but we will shortly.
[1:46:22] Voice 2: So I'll hear any feedback that you have today.
[1:46:24] Voice 2: Take that and incorporate it into the survey, and then we'll go seek some advice from a consultant.
[1:46:31] Voice 2: And then Executive Committee will have a chance for a final review of the proposed survey before its deployment to make sure that we have indeed got it right.
[1:46:39] Voice 2: So really, just checking in with you today, if you have any thoughts on the length of the survey, the level of question detail,
[1:46:45] Voice 2: You can see that we're not proposing that this be a referendum on every single policy in the policy statement, more it's a general temperature check of did the Islands Trust get it right? And will the policies that are proposed achieve the goals that the trust has identified as being what it wants to achieve within this policy statement? And any other questions or comments that you have? Thank you.

[1:48:06] Voice 4: long list, the objective five, fostering sustainable stewardship. So, you know,
[1:48:13] Voice 4: freshwater should be a standalone forest land should be a standalone maybe egg lands
[1:48:19] Voice 4: um but am i right in thinking there's maybe only two policies on soil and fill and one or two on
[1:48:27] Voice 4: emissions um do we need to have questions on each of them could they be grouped together and how
[1:48:35] Voice 4: How might we present the questions in a way that doesn't just lead to repetition, people

[1:48:45] Voice 2: Okay, we can certainly explore opportunities to consolidate some of the questions and to
[1:48:53] Voice 2: think about ways to avoid the repetition that, yes, just makes it kind of drone on.

[1:49:55] Voice 4: want people to tire as they get to the end of this survey and then not, you know, if they've
[1:49:59] Voice 4: got new information um not want to put that in okay that's all my questions thank

[1:51:02] Voice 8: And I just wouldn't want to invite negative commentary on that.
[1:51:11] Voice 8: So I'm just feeling a little cautious about that language for that question.

[1:51:44] Voice 2: thereof of calling into question the validity, I guess, of the reconciliation principles,
[1:51:51] Voice 2: or even opening the door for people to provide an opinion about them.
[1:51:56] Voice 2: Um, so of course the, the two sides to that are one, we take that, we take these reconciliation principles as a given of the organization and stand firmly behind them and don't ask people's opinion about them because the organization has chosen a direction, which is a commitment to reconciliation.
[1:52:15] Voice 2: Then, but of course, if we don't include them in the survey, then that itself is going to be noticed and noted by anybody who's reading closely and may prompt comment about why we're not offering the opportunity to provide feedback on those questions.
[1:52:36] Voice 2: So I don't have an answer for you as to what the best way forward is, but hopefully, perhaps through this discussion, we will arrive at that. And I welcome any other contributions from staff if they want to further flesh that out.
[1:52:54] Trustee Patrick: My question is, I am not a survey expert at all, but could there be like a short and long form version?
[1:53:06] Trustee Patrick: I just see this as quite a commitment to get someone to go through, you know, they're going to have to read the entire trust policy statement, understand it, and be able to answer these questions.
[1:53:17] Trustee Patrick: And I think that's asking a lot of many of the islanders.
[1:53:20] Trustee Patrick: Could there be a short version that gets us some of the general impressions or understandings or, you know, still gets that beginning part where we get some education out there as to what this document is?
[1:53:34] Trustee Patrick: But I think if we could have just a short few questions that would give us a, we're kind of going the right way or it's good direction or something much higher level.
[1:53:44] Trustee Patrick: level. It could be, absolutely would be repeated questions in the long form so that you would be
[1:53:50] Trustee Patrick: getting everybody to respond to the same set of questions, but the deeper ones. Is that possible?
[1:54:02] Voice 2: Anything is possible. We can certainly look into it and through the looking into it, I guess,
[1:54:07] Voice 2: we'll determine whether it's advisable.

[1:54:25] Trustee Patrick: another question regarding like a test case is, I don't know if running a test on the trustees of
[1:54:32] Trustee Patrick: their feedback to the survey or getting a broader input on it, or if we have, I really think there'd
[1:54:39] Trustee Patrick: be a good benefit of having a group of people sort of across the trust area that we also kind
[1:54:44] Trustee Patrick: kind of test on a regular basis to sort of get some feedback on our surveys to make them most useful.
[1:54:50] Trustee Patrick: But Vice Chair Elliott?
[1:54:52] Voice 4: I think that's actually an excellent idea because we, I mean, we keep learning how surveys, you know,
[1:55:01] Voice 4: resonate with people and not, and there's always things to be learned.
[1:55:05] Voice 4: But I think having a focus group would be really interesting.
[1:55:09] Voice 4: interesting um i don't know if we've given direction on this and this probably takes in a
[1:55:15] Voice 4: different direction and the answer is probably no so i'm fine with that but uh questions on the
[1:55:20] Voice 4: process how how people learned about the policy statement amendment project uh how long have
[1:55:30] Voice 4: they been engaged with it have they given comment on previous drafts um that kind of uh
[1:55:40] Voice 4: question. I guess their relationship to the Policy Statement Project in general, is that
[1:55:45] Voice 4: out of scope for this?
[1:55:52] Voice 2: Sorry, I'm just scribbling. Director
[1:55:55] Voice 12: Frater? That hadn't been planned to be
[1:55:59] Voice 12: in scope. It's not really within what was previously intended. We can consider that. I
[1:56:04] Voice 12: guess I would turn back to Executive Committee and say, in asking that question of the public,
[1:56:09] Voice 12: what would you gain, whether someone had engaged previously or is new to engaging? There might be
[1:56:13] Voice 12: a whole separate survey that could be done at the end of the project to sort of identify
[1:56:18] Voice 12: what people's impressions of the entirety of the project was, knowing that we've had
[1:56:22] Voice 12: a huge population change through the COVID times for the project and have a great deal
[1:56:26] Voice 12: of newcomers, but it might be confusing for survey respondents to have sort of questions
[1:56:33] Voice 12: about the project in the same survey about the content of the document, and I see the
[1:56:36] Voice 12: CAO has raised his hand.
[1:56:39] Voice 10: Thank you, Chair.
[1:56:40] Voice 10: Yeah, I think to add to that, as a general rule, it's not wise to survey folks on things
[1:56:45] Voice 10: where you're not in a position to act on what you hear.
[1:56:50] Voice 10: And so I think asking at this point about the extent to which folks have been engaged
[1:56:56] Voice 10: in the process, we can't change what has done, but also we'd only want to do that if we were
[1:57:04] Voice 10: actually going to have that inform future engagements and if Trust Council wanted to
[1:57:10] Voice 10: consider that.
[1:57:11] Voice 10: On the point just about sort of broader focus testing and discussion around surveys, in this particular case, that's precisely why, as Director Frater has said, we will plan to engage some external expertise to help us inform the design of this survey as well.
[1:57:26] Voice 10: I think there is a broader piece of work that we can do as an organization that maybe looks at that question around how and when we administer surveys more generally.
[1:57:35] Voice 10: But for this particular piece, that's where we would bring in that outside expertise, because, of course, they have that experience around design and what works best for a particular, to achieve a particular outcome. Thanks.

[1:57:51] Voice 4: Yeah, thanks for that. It was more to learn where people have weighed in before so that we can, you know, learn from the process, but I totally get it.
[1:58:02] Voice 4: But will there be questions about are they residents, you know, full time living in the trust area? Are they from all over B.C.? Is this going to be open to everybody all over B.C. as well?
[1:58:18] Voice 2: Go ahead.
[1:58:20] Voice 2: It will be open to people from all over BC. I think those demographic type questions, to echo CAO Broney's comment, I guess the value of them depends on how you intend to use the information that they glean.
[1:58:40] Voice 2: Like, what do you intend to do or how do you intend to process the results of the survey based on the demographics of the respondents?
[1:58:52] Voice 2: And do you intend to analyze how questions are responded to based on the demographics of the person who is responding to the question?
[1:59:01] Voice 2: And that's certainly not a level of analysis that Islands Trust has ever done, I think, on surveys.

[1:59:12] Voice 4: Well, then what are the controls for, you know, multiple respondents from the same households or like a wholesale lobby group to get people from outside of BC to, you know, answer a certain way to questions?
[1:59:31] Voice 4: Like, I just have, like, just because we haven't used that information doesn't mean it isn't valuable in terms of analysis and metrics, but probably I'm overthinking it.

[1:59:51] Voice 12: I can attempt to answer that and invite Senior Policy Advisor Humans to jump in, too.
[1:59:56] Voice 12: So with regard to the controls,
[2:00:00] Voice 12: it's a SurveyMonkey survey, really where, you know, the only restriction is you can only have
[2:00:05] Voice 12: one IP address per survey. But that doesn't preclude, you know, people filling it out on
[2:00:09] Voice 12: multiple devices, for example. To undertake a proper survey, you know, through BC statistics,
[2:00:18] Voice 12: it would be, you know, hugely expensive for the Allen's Trust, particularly given the number of
[2:00:23] Voice 12: people we're reaching out to. So this is sort of the best we can offer at this time. I'm sorry,
[2:00:29] Voice 12: I missed the first part of your question.
[2:00:30] Voice 12: So that was around the participation and the other,
[2:00:32] Voice 12: oh, around the demographic questions.
[2:00:34] Voice 12: We will speak with the third-party firm

[2:00:52] Voice 12: but also it broadly informs our communications work
[2:00:55] Voice 12: and engagement efforts
[2:00:56] Voice 12: efforts and helps us work towards continuous improvement in those areas.
[2:01:00] Voice 12: There are definitely some underserved demographics, and we want to kind of get a read on, you
[2:01:04] Voice 12: know, those, knowing this is a complicated policy project, so it is certainly going to
[2:01:08] Voice 12: appeal only to a certain set of respondents.
[2:01:13] Trustee Patrick: Yeah, no, that was my understanding, that we generally put those same sort of set questions
[2:01:18] Trustee Patrick: in front of every survey we have, so we have that gauge of kind of who and where is coming
[2:01:24] Trustee Patrick: from, and I think it is important.

[2:21:11] Trustee Patrick: to so um i also know i mean i i feel strongly that um i think it's important that we get a
[2:21:19] Trustee Patrick: a meeting with the minister still just to speak with him as far as an agency that represents
[2:21:24] Trustee Patrick: 35,000 people in BC. And I would like to be able to respond and at least request a meeting with
[2:21:33] Trustee Patrick: the minister. I think would be important. Vice Chair Elliott?

[2:21:47] Voice 4: and I don't want to get into the content too much,
[2:21:51] Voice 4: but would that be appropriate to ask for another meeting

[2:22:10] Trustee Patrick: My concern is that I think we have an MLA
[2:22:15] Trustee Patrick: that's formed some opinions of us that has not spoken with us directly as a body and has had
[2:22:25] Trustee Patrick: an opportunity to speak directly with the minister without, again, representing our body. So I think
[2:22:33] Trustee Patrick: it's important that we speak directly to the minister and have an opportunity to have those
[2:22:40] Trustee Patrick: conversations and and make sure you know the context of our situation is is discussed directly
[2:22:53] Trustee Patrick: and i think it's important to have a good relationship with our minister we are
[2:22:57] Trustee Patrick: an agency of the ministry as well and um yes uh vice chair peterson yeah
[2:23:11] Voice 8: notwithstanding the
[2:23:13] Voice 8: uh fairly unequivocal turning down of the request um i still think that uh you know i agree that
[2:23:22] Voice 8: that it's incumbent upon us to still pursue meetings
[2:23:27] Voice 8: with the minister if possible.
[2:23:31] Voice 8: And certainly we know the staff connections exist,
[2:23:35] Voice 8: but it's always good to have the elected have a chance to sit down
[2:23:39] Voice 8: and have frank conversation, even if it's brief.

[2:23:48] Voice 8: on the Trust Council agenda.
[2:23:53] Trustee Patrick: Yes, I think an overall response would be appropriate from Trust Council on any future actions. But I think a request to meet without, you know, without any specific, you know, we're not, we don't need to elaborate, but I think the respect of meeting with the minister would be important. [2:24:21] Voice 4: here's a question. If we were to elaborate on a request, because in my view, the direction is pretty clear. Don't come back to the ministry and ask for a review until this and that work is done. And we look forward to engaging staff to staff.
[2:24:41] Voice 4: So, in my view, if we were to come back with a response to this with another request to meet, what are the grounds for that?
[2:24:56] Voice 4: I
[2:24:57] Trustee Patrick: would argue
[2:24:59] Voice 4: that the last, well, the discrepancy between the minister's understanding of the mandate of the trust and sort of where Trust Council ended up with its interpretation of Object 3, that is a, there's a lot to talk about there.

[2:25:29] Trustee Patrick: Exactly. I think there's a lot of information that an MLA has drawn their own
[2:25:36] Trustee Patrick: opinions without speaking to us on the process that we've been undergoing on Section 3 in the
[2:25:42] Trustee Patrick: mandate. And I think there's an opportunity to speak directly to us. And I think that's
[2:25:46] Trustee Patrick: the strong value. Vice Chair Peterson? Another
[2:25:52] Voice 8: thing that I think is worthy of discussion
[2:25:55] Voice 8: with the minister is we've the earlier staff report indicated Islands Trust is
[2:26:03] Voice 8: expected to bring up our level of First Nations engagement and that includes
[2:26:08] Voice 8: the ability to provide more funding and as noted in that earlier staff
[2:26:16] Voice 8: staff report, uh, both, uh, referral and, um, capacity funding. Um, and I think the minister,
[2:26:26] Voice 8: I think it's worthy reminding the minister that we have a large number of first nations, uh,
[2:26:33] Voice 8: in the trust area that we're expected to be building relationships with. Um, and the minister
[2:26:39] Voice 8: needs to know that we have a capacity issue too, in terms of, uh, of coming up with the money for
[2:26:45] Voice 8: these um for these opportunities and i just i just think that that can't be stressed enough
[2:26:55] Voice 8: to me it's it's the one area of um of funding deficiency that i think is really defensible
[2:27:02] Voice 8: and in terms of a request um based on the direction from the province that the direction
[2:27:08] Voice 8: within the in the letter and and this recent uh these recent um changes giving us the ability to
[2:27:14] Voice 8: provide funding but not the funds to do so. As we work on behalf of the entire province
[2:27:23] Voice 8: as well as the residents of the of the trust area this is an important work and
[2:27:30] Voice 8: we know that the amounts we have been able to offer are it's we're not going to be able to do
[2:27:40] Voice 8: this in a good way uh i think without either heavily taxing our our residents which i don't
[2:27:46] Voice 8: think will be well received and could be counter to the our goals or getting some more funding and
[2:27:52] Voice 8: i think this is really um i think this is really worth having that conversation
[2:28:00] Voice 8: i think that in addition there would be the whole issues around um i'd like to uh i'd like to open
[2:28:13] Voice 8: and the door to further conversations around DREPA and the Act
[2:28:20] Voice 8: and co-governance and a whole other, there's lots of First Nations issues
[2:28:24] Voice 8: in terms of our jurisdiction and what we're hearing from First Nations.
[2:28:29] Voice 8: But I think that the funding issues are maybe the place to start
[2:28:33] Voice 8: because it's important work and we absolutely need help here.

[2:28:45] Voice 4: agree it's it's important work it's to me the most important work um but the province already
[2:28:52] Voice 4: gave us 150 000 grant for five years for the purpose of developing agreements and building
[2:28:59] Voice 4: relationship with first nations and we were told do the work on the ground and when you come up
[2:29:07] Voice 4: up against a challenge that requires a legislative change, come together with First Nations and
[2:29:18] Voice 4: request that. That is a long undertaking. That is not going to be done this term. I think we need
[2:29:26] Voice 4: to prove that we will have delivered good value for the $150,000 grant that was given for that
[2:29:36] Voice 4: purpose before we go back to ask for more money. I just don't think that in
[2:29:42] Voice 4: this day and age, laying out that second paragraph of the choices that the
[2:29:48] Voice 4: province is forced to make, a request for more money is not going to be successful

[2:30:31] Voice 8: aware of, that is expected to build relationships and develop agreements with such a large number
[2:30:39] Voice 8: of different First Nations. And I think that point needs to be, the Minister needs to be
[2:30:45] Voice 8: reminded about that. This is not a situation, there are a few islands where, you know, Denman
[2:30:52] Voice 8: and Hornby are a great example. Gabriel is another one where essentially the local trust committees
[2:30:58] Voice 8: are dealing with one First Nation, but there are many islands
[2:31:02] Voice 8: where there's a dozen or so.
[2:31:05] Voice 8: I think that it's perfectly reasonable to let the minister know
[2:31:11] Voice 8: the reality of the situation here.
[2:31:17] Voice 8: That 150,000, I mean, I know we heard from ministry staff
[2:31:23] Voice 8: around the likelihood of getting more not being high,
[2:31:27] Voice 8: but that doesn't mean that the minister and the ministry should think that that was sufficient
[2:31:33] Voice 8: for five years in any which way, because it's not, it wasn't, and it won't be. So I think that's
[2:31:41] Voice 8: important. They need to know, and they need to be reminded of the reality.
[2:31:47] Trustee Patrick: I think we could debate
[2:31:49] Trustee Patrick: this for quite some time. My concern is there's two items. One is to request a meeting with the
[2:31:57] Trustee Patrick: the minister, that we have that dialogue with the minister. I'm not aware in the act of one MLA
[2:32:04] Trustee Patrick: having a role between us and the minister. So that is one request. We can still have to strategize
[2:32:14] Trustee Patrick: and prepare for that meeting when we get granted that meeting. The second is to forward this to
[2:32:21] Trustee Patrick: trust counsel for a more in-depth conversation or thoughts of next actions and steps from what's in
[2:32:27] Trustee Patrick: the letter that's directed to trust council but vice chair elliott yeah

[2:32:34] Voice 4: isn't a need for more funding there is a very strong need but as i've said for the first for
[2:32:41] Voice 4: the last three years we need to dedicate some resources and time to making a strategic request
[2:32:50] Voice 4: request that is over terms that is not with the election cycle that is tied to policy that is tied
[2:32:58] Voice 4: to actual relationship building with first nations that is not a one-shot we need more money and
[2:33:05] Voice 4: secondly we need to demonstrate what have we done with the grant that was issued before we go and
[2:33:12] Voice 4: ask for more money i'm not saying the need's not there but with so many competing needs in the
[2:33:17] Voice 4: the province it's it has to we have to accomplish something with what we've been given in order to
[2:33:26] Voice 4: get more to do more work that's like basics you can't keep going back and asking to me that's
[2:33:32] Voice 4: what this letter is saying do some work develop those agreements um you know and come back with
[2:33:38] Voice 4: the structured ask that needs to be a five-year strategy so i'll stop there okay um

[2:40:41] Voice 4: Director Cermak can confirm, but there was not a clear understanding at RPC. And so we actually did ask staff to initiate business cases. So I think there is, yeah, there's something to be done there.
[2:41:01] Voice 4: And we did have some discussion on how little of a focus development of housing showed up in the strategic plan.
[2:41:11] Voice 4: So I don't know if we can, like the only housing item is sort of in executive committee's action list to facilitate community access to housing initiatives.
[2:41:31] Voice 4: but a lot of the work that went into developing the housing toolkit and the suitability analysis
[2:41:37] Voice 4: and and all that it's not really in the strategic plan so there might be a gap there that
[2:41:43] Voice 4: i don't know if we can revisit it in june it's probably not feasible but if an rfd comes forward
[2:41:50] Voice 4: related to housing that amends the strategic plan we might want to be ready for that yeah and i
[2:41:57] Voice 10: I think we can certainly consider those as they come forward.
[2:42:00] Voice 10: And yeah, that question around the ambiguity around 26-27 and business cases is exactly why I want to bring it to Trust Council, just so we can try and reach clarity on whichever interpretation is correct.
[2:42:15] Voice 10: My conversation with Director Cermak, though, is that doesn't preclude bringing forward business cases.
[2:42:21] Voice 10: You know, if the target date is 26-27 and it was understood that that would be when business cases would come forward.
[2:42:28] Voice 10: But if a responsible committee wants to consider business cases sooner than they can, it effectively just amounts to an amendment to the timeline in the strategic plan.
[2:42:37] Voice 10: So the intent with the strategic plan is that Trust Council can always consider it on a quarterly basis.
[2:42:43] Voice 10: and if there's a desire to make any updates then we can certainly accommodate those right so the
[2:42:52] Trustee Patrick: program then stays as is do we we do we motion now to forward it to trust council or we wait till
[2:42:59] Trustee Patrick: our next meeting yet
