[0:00:28] Voice 1: So we want to begin by acknowledging, of course, that we are making our decisions

[0:00:32] Voice 1: and we're considering everything in the light of reconciliation and relationship

[0:00:37] Voice 1: building with the Coast Salish peoples, particularly the Wasainich peoples, which are St.

[0:00:44] Voice 1: Charlton speaking, and their stewardship and care of these lands and waters has been integral

[0:00:56] Voice 1: to making the islands what they are today.

[0:00:58] Voice 1: And we want to be careful to be mindful of our decisions and carry in our hearts the

[0:01:05] Voice 1: goal of relationship building and reconciliation.

[0:01:08] Voice 1: and I'll let me do and so I'll call this meeting to order and we I'll just read

[0:01:36] Voice 1: to the main island board of variants for a term ending april 28th 2028. and uh sorry i'm your uh

[0:02:59] Voice 1: then trust-wide federation issues and uh please if you can speak to things that are within our

[0:03:05] Voice 1: jurisdiction that we have influence over um but as always we're open to hearing pretty much anything

[0:03:12] Voice 1: from community members just uh speak to the issues not personalities and we'll all be good

[0:03:17] Voice 1: is there anybody who wishes to address the local trust committee

[0:03:23] Voice 4: you know i think i'll just um let the process unfold as it will um you know i was prepared

[0:03:31] Voice 4: to say something um had the other party been here to speak to the issue but uh since i think you've

[0:03:42] Voice 4: you've heard the concerns of the neighborhood and yeah um

[0:11:18] Voice 1: projects, which is our phase two of the housing project.

[0:11:25] Voice 2: Just want to mention, we keep spelling miners, like miners.

[0:12:01] Voice 3: Yeah, okay. So yeah, the staff, so the staff, I think the focus of our conversation today is really about some decision making around how you want to move forward with deciding on where flex housing expanded if there's need for further community conversation.

[0:12:23] Voice 3: look at and identify sort of where you want to go with that.

[0:12:30] Voice 3: So in terms of process, I thought maybe I'd just remind you what you've already agreed to and what's going to be in the draft amendments that are going to be coming forward to you, hopefully by the plan is by July.

[0:12:45] Voice 3: We've got Bruce Belcher helping with that.

[0:12:47] Voice 3: that. Unless there are any other questions that emerge around any of the other topics

[0:13:02] Voice 3: within those bylaws, then the flex housing expansion is really the only outlaying, but

[0:13:09] Voice 3: you do have an opportunity to talk about other things. I'll point out the things that you've

[0:13:14] Voice 3: decided not not to do in this list i've got the list in front of me here of where we've been so

[0:13:20] Voice 3: in terms of where we've been um we've had um so we will be integrating new definitions and those

[0:13:27] Voice 3: are some of those have been presented to you and part of that is consistency with other ltcs and

[0:13:32] Voice 3: as we what's interesting is as i'm working on um you know both gabriel and dem and so as i'm moving

[0:13:39] Voice 3: through those products too um it becomes really clear whether there are there are different ways

[0:13:44] Voice 3: of referring to the same thing like accessory dwelling unit right some

[0:13:47] Voice 3: like you know we've

[0:13:50] Voice 3: retained we've retained cottage because that's throughout your

[0:13:54] Voice 5: your

[0:13:55] Voice 3: bylaws and it's in your

[0:13:57] Voice 3: covenants and so we've done a work around with the with cottage but um but there will be updates as

[0:14:03] Voice 3: as applicable to the LTC.

[0:14:06] Voice 3: So, so far we've had under expanding opportunities

[0:14:11] Voice 3: to build secondary suites and accessory dwelling units.

[0:14:14] Voice 3: You've agreed to sort of expanding the ability

[0:14:17] Voice 3: for more units in commercial

[0:14:20] Voice 3: or requiring worker housing

[0:14:22] Voice 3: in significant commercial rezonings,

[0:14:25] Voice 3: increasing the flexibility

[0:14:27] Voice 3: for residential use in commercial areas,

[0:14:30] Voice 3: areas. Expanding secondary suites permissions into the water service areas. Permitting ADEs

[0:14:41] Voice 3: on smaller lots, and that's where we had a conversation last meeting about your interest

[0:14:46] Voice 3: in a combined floor area for the lots that are under an acre. Expanding flexible housing

[0:14:54] Voice 3: Housing regulations, we'll be looking at that today.

[0:14:57] Voice 3: So then we've got expand residential use permissions

[0:15:01] Voice 3: and permit for multi-unit developments.

[0:15:07] Voice 3: So under that, you have agreed to allowing rezoning

[0:15:12] Voice 3: for non-market housing in more land use designations.

[0:15:17] Voice 3: The proactively rezoning for existing land

[0:15:21] Voice 3: for multiple dwellings is something

[0:15:22] Voice 3: that you you haven't made any decisions around because it wasn't clear that there was particular

[0:15:27] Voice 3: areas um permitting so increasing alternative housing options permitting rezoning for modular

[0:15:35] Voice 3: homes or villages that was another thing that was discussed but it wasn't clear it wasn't clear that

[0:15:39] Voice 3: there was anywhere um to go um developing tbp guidelines for tiny homes so that also involved

[0:15:47] Voice 3: involved restricting RV use with TUPs.

[0:15:56] Voice 3: Rezoning for manufactured mobile tiny home parks.

[0:15:59] Voice 3: Again, that's another one that was,

[0:16:01] Voice 3: no clear area was identified.

[0:16:05] Voice 3: A permitting nonprofit housing in most OCP designations.

[0:16:11] Voice 3: That's been, language has been approved.

[0:16:14] Voice 3: permitting reduction of minimum parcel size to facilitate land for donation to government

[0:16:21] Voice 3: non-profit First Nations, proactively zoning to facilitate subdivision resulting in a donation

[0:16:29] Voice 3: of land, so that's still a conversation to be had, that's again the Montrose property conversation,

[0:16:34] Voice 3: so that still hasn't been resolved, what you'd like to do with that, because that could also

[0:16:39] Voice 3: be something we have a discussion about today um the pre-zoning to facilitate the development of

[0:16:46] Voice 3: affordable housing that was very specific to the crd property and um we did write a letter

[0:16:51] Voice 3: to them we were waiting for their letter to come back um their response and it's

[0:16:56] Voice 3: just based on some sort of preliminary conversation it it may not be in their

[0:17:01] Voice 3: interest because of the the um survey of the the geological uh or the uh and what's it called the

[0:17:09] Voice 3: engineering report related to the steep slope right um

[0:17:14] Voice 3: it's it looks like it's not a very

[0:17:17] Voice 3: good area to build so that's the end of wooddale

[0:17:21] Voice 9: um

[0:17:22] Voice 3: so then we've got some additional things that

[0:17:25] Voice 3: are related specifically to protecting the environment so um use of cisterns for uh

[0:17:31] Voice 3: requirement of systems for older builds and um and you may recall that uh we also had a

[0:17:37] Voice 3: conversation and you you had agreed to uh smaller cisterns first for some for smaller units um

[0:17:45] Voice 3: potable water requirements for subdivision um those are the ones that you kind of read through

[0:17:50] Voice 3: um they're the ones that have been adopted by north pender and we had a little bit of discussion

[0:17:54] Voice 3: around those but those were approved to move forward prohibiting groundwater fed swimming

[0:18:01] Voice 3: pools you proved that language and then establishing floor area maximums were appropriate

[0:18:07] Voice 3: and so um and i think you what you had agreed to agreed to is putting in those maximums as

[0:18:13] Voice 3: as related so the the numbers that are going in are the same numbers the flex housing numbers

[0:18:19] Voice 3: and i think

[0:18:20] Voice 3: you were you were good with just going forward with that seeing

[0:18:22] Voice 3: what the community had to say so that's that's what that's where things have been so far and so

[0:18:29] Voice 3: with respect to and so you know i sort of also this is the opportunity to have the conversations

[0:18:37] Voice 3: around whether whether you you want to out proactively zone for multi-unit or anything

[0:18:44] Voice 3: we'll look at the map if there's things that have come to mind you can have the conversation

[0:18:48] Voice 3: I want to kind of have you focus on like two questions.

[0:18:55] Voice 3: There was a conversation about expanding the conversation

[0:18:58] Voice 3: out with the community and putting a, I mean,

[0:19:01] Voice 3: I did draft an article for the main lighter,

[0:19:06] Voice 3: not explicitly asking people if they're interested

[0:19:10] Voice 3: in flex housing building, but basically just identifying

[0:19:13] Voice 3: what the project has done so far, what's been agreed to,

[0:19:17] Voice 3: what flex housing is um to provide an opportunity for a informed conversation and encourage people

[0:19:24] Voice 3: to have a conversation um at your july 28th meeting um and so one of the resolutions that i

[0:19:30] Voice 3: i uh need to add to here is to um is to direct staff to to um schedule a cim for that um that

[0:19:41] Voice 3: next meeting so that you can um and and that's when we anticipate being able to bring uh

[0:19:47] Voice 3: all of the bylaws forward for first reading.

[0:19:49] Voice 3: So you can have the CIM and everybody can become aware.

[0:19:52] Voice 3: The draft bylaws will be out there for review

[0:19:55] Voice 5: in

[0:19:56] Voice 3: the package ahead of time.

[0:19:58] Voice 3: And then any changes can be made at that point in time.

[0:21:02] Voice 2: main liner is great but actually get conversation going okay that's almost a

[0:21:10] Voice 1: public awareness piece from what it what input and then what you want is are we

[0:21:15] Voice 1: going in the right direction yes okay yeah

[0:21:17] Voice 3: and we can refer all of the um the relevant uh staff

[1:22:26] Voice 1: meeting which would be on Salt Spring Island I think that'll be a lively

[1:22:31] Voice 1: debate I think it's also going to be on the agenda are at the committee of the

[1:22:38] Voice 1: whole we discussed the governance review and prioritized or sort of prioritize

[1:22:43] Voice 1: some recommendations did you hear that that was going to be brought to Trust

[1:22:48] Voice 1: Council in June as well

[1:22:50] Trustee Maude: that's my expectation right okay I don't know if

[1:22:54] Trustee Maude: it was explicit yeah

[1:22:56] Voice 1: we haven't seen the agenda yet but I

[1:23:18] Voice 1: meeting with bowen island municipality i was able to go in person with chair patrick never been to

[1:23:24] Voice 1: bowen before oh so i was like i'm going to have to go see this place and do you know what i noticed

[1:23:29] Voice 1: there's so many young families when there's children everywhere it's like a it's like a

[1:23:35] Voice 1: booming little it's a suburb but it wasn't what i expected and um yeah they've just opened their

[1:23:45] Voice 1: new community uh center the facility is absolutely beautiful and uh and so i think their council

[1:23:52] Voice 1: chambers i mean it was just the first month that had been open so it was really lovely to meet um

[1:23:59] Voice 1: there in person and they're doing just great work they've they're just starting an ocp review as

[1:24:05] Voice 1: well uh they're um they've got a great website on it it's the engagement is is wonderful they seem

[1:24:12] Voice 1: to do things very very well so it was a lovely meeting

[1:24:22] Voice 1: if you're not close to Vancouver and no choice and your taxpayer base can

[1:24:27] Voice 1: can finance it

[1:24:58] Voice 1: staff have been working on the freshwater footprint so developing the methodology

[1:25:03] Voice 1: um to understand the water balance we had one community information meeting a webinar

[1:25:07] Voice 1: webinar with provincial staff or people from the province who are explaining how a community

[1:25:16] Voice 1: monitoring network works and the different tools to monitor water usage. I highly recommend

[1:25:24] Voice 1: watching that webinar. There was a number of different presenters and they really explained

[1:25:30] Voice 1: the project well. Everyone in my community is saying, oh my gosh, we haven't seen these maps

[1:25:34] Voice 2: so we

[1:25:34] Voice 1: want more information uh so we're having a second community information meeting this thursday

[1:25:39] Voice 1: in person but also you can sign up online if you want to watch it and then that info will be brought

[1:25:44] Voice 1: back to the ltc so that is the sort of supporting project for our ocp review but it's also to set the

[1:25:53] Voice 1: develop the methodology for that fresh water footprint for the whole trust area so

[1:25:58] Voice 1: this fresh water work is continuing and it's very exciting everyone i gave you those right

[1:26:59] Voice 1: that but what turned out when i looked at trust council's strategic plan we have almost no

[1:27:06] Voice 1: initiatives for housing in our strat plan and yeah and we've got two sort of strange ones that i'm

[1:27:12] Voice 1: like one is for executive committee to do and the other is for trust programs committee there's

[1:27:16] Voice 2: nothing

[1:27:16] Voice 1: for regional planning to do with housing so i'm actually i've been working on rfd to better

[1:27:23] Voice 1: better align like some of those actions we don't want to lose in our strategic housing strategic

[1:27:28] Voice 1: plan like council approved those need to show up in our strat plan and we can keep I understand we

[1:27:35] Voice 1: can amend the strat plan it's not a total loss but they should be at least a little bit aligned

[1:27:40] Voice 1: because that's because otherwise we don't have any direction on housing work for trust council

[1:27:46] Voice 1: going surprising forward to 2028 well it was a it was like a year and a half process right

[1:27:53] Voice 1: plan was very clunky and i think we missed we just missed it so the

[1:28:41] Voice 2: part of some of the conversations i have with people is this the land trust idea and how could

[1:28:50] Voice 2: And the CRD doesn't want houses.

[1:28:53] Voice 2: Because this is a dilemma that we're having right now where private property owners with residential properties want to leave their property.

[1:29:04] Voice 2: These are residential.

[1:29:06] Voice 3: So coming back to the CRD, I did have a conversation with CRD staff.

[1:29:10] Voice 3: And so they're reluctant to say like on a broad level, yes.

[1:29:16] Voice 3: Yes, they said it would be very, very, very site-specific

[1:29:19] Voice 3: because nobody wants to inherit a rotting home.

[1:29:23] Voice 3: It can

[1:29:24] Voice 2: be very costly.

[1:29:25] Voice 2: Okay, okay.

[1:29:26] Voice 2: But that sort of has popped up more and more as some of the land,

[1:29:30] Voice 2: these are usually single homes that are up here.

[1:29:42] Voice 1: That is specifically, it's a nonprofit society specifically structured to alleviate poverty by supporting affordable housing and farming and da-da-da.

[1:30:00] Voice 2: expectations in the game. So these are residential

[1:30:04] Voice 2: homes that landowners actually have expectations

[1:30:08] Voice 2: for. This isn't bare land for affordable housing or even

[1:30:12] Voice 2: housing that necessarily would be suitable for the community

[1:30:15] Voice 2: to turn. But send that to me. But

[1:30:19] Voice 2: something to think about in the

[1:30:20] Voice 2: future of reaching out to folks who maybe would have something that could be

[1:30:24] Voice 2: suitable. Like what happened with the teachers. That would be ideal if it was actually

[1:30:28] Voice 2: just a house well if it's

[1:30:30] Voice 1: in a state request or or you can get a charitable tax receipt for

[1:30:34] Voice 1: that okay donation plan that's a real incentive but yeah send that

[1:30:41] Voice 2: opportunity um meeting group that's

[1:30:43] Voice 1: the only way that i

[1:34:05] Voice 2: quite a disconnect between people understanding CRD unsightly premises bylaw parking dog bylaw

[1:34:12] Voice 2: right those calls you get and then how much enforcement actually and seeing something in

[1:34:18] Voice 2: the neighborhood change like how slow process that is so lots of frustration over ongoing bylaw

[1:34:24] Voice 2: complaints that don't magically just end well and we will go in camera well and i was going to say

[1:34:32] Voice 2: also we don't we don't actually applaud and we don't have a way to share like this was an issue

[1:34:38] Voice 2: happened and the owner didn't know and tick tick tick and everybody's happy
