[0:00:32] Voice 17: I'd like to start by acknowledging that we're fortunate to be able to gather today in locations

[0:00:37] Voice 17: across the traditional territory of the Coast Salish peoples. And I recognize that I am an

[0:00:42] Voice 17: uninvited guest residing on beautiful Sedea South Pender, and that this is the unceded

[0:00:49] Voice 17: traditional territories of many Coast Salish peoples. And I also wanted to start by

[0:00:59] Voice 17: acknowledging that we did reach first reading last night on the Trust Policy Statement

[0:01:07] Voice 17: and one of the major changes in there is with regard to

[0:01:13] Voice 17: to content about the Indigenous governing bodies in our new policy statement.

[0:01:20] Voice 17: So this is a big, big step for us as Trust Council that we have reached first reading

[0:01:27] Voice 17: and we are looking forward to continuing our work with First Nations.

[0:01:34] Voice 17: I know that the work that we have to do is quite a bit on our part

[0:01:41] Voice 17: And I'm very excited that we're starting on that path.

[0:01:46] Voice 17: I would also like to say that we're joined today by other trustees.

[0:11:04] Voice 4: got to this policy statement amendment drafting of the policy statement amendment policy and of

[0:11:11] Voice 4: course now with the motion passed at the last trust council meeting around doing it in coordination

[0:11:16] Voice 4: with nations at the beginning it sort of adds a different amount of work so we are you'll see the

[0:11:20] Voice 4: target date we are now aiming to bring that back to in November we are looking forward to not having

[0:11:26] Voice 4: having a constant cycle of meetings every few days here, so we'll have time to do some

[0:11:31] Voice 4: policy work between now and then and bring it back to you.

[0:11:34] Voice 4: And the other one that we haven't brought to you on this agenda is information on potential

[0:11:40] Voice 4: educational tools for realtors.

[0:11:42] Voice 4: We simply just could not pull that together in time for this agenda, but we're aiming

[0:11:46] Voice 4: to bring that back to you at your next meeting in November as well.

[0:11:49] Voice 4: And then the other items are completed.

[0:11:51] Voice 4: So I'm happy to take questions.

[0:11:57] Voice 14: thank you chair temporary chair peterson and thank you director freder oddly enough um yesterday

[0:12:04] Voice 14: just before our long meeting started i had a i ran into one of our local realtors and they were

[0:12:11] Voice 14: asking me about that very thing so i'm glad that we're able to follow up on this even if it's a bit

[0:12:17] Voice 14: later than expected thank you for that thank you

[0:12:23] Voice 16: okay any other questions on the follow-up action

[0:12:26] Voice 16: list okay not seeing any then let's move on to our next section um and that is a review of the

[0:12:41] Voice 16: secretary of services policy uh consideration of decision making criteria briefing that starts on

[0:12:49] Voice 16: page 11 and i will turn it back over to director freighter okay

[0:12:53] Voice 4: thank you so this is being provided

[0:12:55] Voice 4: to you just as background to support a conversation around the policy itself.

[0:13:00] Voice 4: Back in 2021, so quite a number of years ago now, there was a conversation that the committee

[0:13:07] Voice 4: found it challenging or anticipated that they might find it challenging to make decisions

[0:13:13] Voice 4: about Secretariat Services requests without having some kind of defined criteria.

[0:13:18] Voice 4: But the committee itself had no idea what that criteria might look like, knowing that there's already some eligibility criteria in the policy. So the committee could not identify what it wanted beyond that to help its own sense of prioritization, should there be more requests than they had funding.

[0:13:38] Voice 4: I would say in the interim years, the committee has successfully allocated funding to all, you know, all coordination groups that it wanted to support and has typically divided the budget to match the requests in a way that the committee deems suitable, and we have been successfully delivering the program.

[0:13:58] Voice 4: but I wanted to follow up on this resolution as it had been sitting for so long to check in with

[0:14:03] Voice 4: the committee do you want to keep this on your follow-up action list is there work you'd like

[0:14:08] Voice 4: staff to undertake and if you would like staff to undertake it it really feels best that there

[0:14:13] Voice 4: be a political conversation around the kinds of criteria you might have in mind if indeed you

[0:14:18] Voice 4: still think that it's needed so it's being brought here as a discussion item we're happy to do more

[0:14:23] Voice 4: work and you know look into examples for you of what it could look like but don't want to do that

[0:14:27] Voice 4: work if really you found you are delivering the program adequately at this point and this is no

[0:14:31] Voice 4: longer needed thank you okay

[0:14:36] Voice 16: thank you for that and so discussion i see trustee fast yeah thank

[0:14:41] Trustee Fast: you um thanks for bringing it back to us it's interesting to have um uh four years of this uh

[0:14:48] Trustee Fast: now that we've been doing it through trust programs committee and i don't think there's

[0:14:53] Trustee Fast: been any problems with it so far it seems pretty clear the eligibility criteria are tight you have

[0:14:59] Trustee Fast: to be have somebody on anyway they're down at the bottom there um in terms of coordination groups

[0:15:07] Trustee Fast: it's near the bottom of page 12 um you have to be uh have an appointed representative to trust

[0:15:15] Trustee Fast: council or bone island municipality or local you know that that's pretty clear we haven't had a

[0:15:21] Trustee Fast: problem. I don't see that the work is needed or should be a priority and I think we should take

[0:15:27] Trustee Fast: it off the follow-up action list myself. I think it's trickier around grants but this is services

[0:15:33] Trustee Fast: for groups that we're already working with and it ties in with coordination as in our object. Thank

[0:15:53] Voice 14: with trustee fast on that and I think it can be taken off the follow-up action

[0:15:59] Voice 14: list as well and I just wanted to let you know my internet keeps sort of

[0:16:03] Voice 14: blanking out a little bit I thought it was other people's internet but it's

[0:16:07] Voice 14: mine so I might need to turn my video off okay

[0:16:18] Trustee Patrick: Well, good morning. I understand what could be considered as benefits by having criteria,

[0:16:28] Trustee Patrick: but then again, we never know exactly what's going to come. While we've had some stable

[0:16:33] Trustee Patrick: applications over the years, that could change. There could be different groups that come forward

[0:16:38] Trustee Patrick: and ask. So I think maintaining that flexibility is important. I think what would always be a good

[0:16:43] Trustee Patrick: idea or good practices following the decision to award the money you know that you should always

[0:16:50] Trustee Patrick: revisit the process and say is it working is there improvements that could be made i think that's

[0:16:55] Trustee Patrick: just a good good habit to have thank

[0:17:01] Voice 16: you for that and i put my hand up because i have some thoughts

[0:17:04] Voice 16: here as well um i i recall the discussion that led to the resolution and um while a bit speculative

[0:17:13] Voice 16: There was there's certainly been some times when we've had maybe not a large number of requests, but requests that far exceed the the budget that we have to allocate.

[0:17:29] Voice 16: And I think this committee's done a fairly reasonable job and being fair and balanced to try and support as much as we can.

[0:17:38] Voice 16: And my recollection, though, is that the reason that this resolution came about was in consideration of what if we suddenly have a larger number of requests?

[0:17:56] Voice 16: We usually average around five or six.

[0:17:59] Voice 16: What if we get 10 or 12 or 15?

[0:18:02] Voice 16: um it obviously that's speculation but i think that's when from my view anyway that's when

[0:18:10] Voice 16: um sort of a little bit deeper dive into criteria might might have been appropriate

[0:18:16] Voice 16: um clearly we have a lot going on in the trust area services department and and and uh i don't

[0:18:25] Voice 16: think this is a burning priority at the same time um i wouldn't want to remove it entirely

[0:18:31] Voice 16: entirely from the work program perhaps it's more of a future project but i just wanted to speak in

[0:18:38] Voice 16: favor of of not dropping it entirely and i'll go to trustee elliott next uh

[0:18:46] Voice 5: yes thank you i'm of

[0:18:47] Voice 5: the same view um and sorry as as is you vice chair peterson it came up as well when executive

[0:18:57] Voice 5: committee were evaluating the applications for the heritage conservation grants and aid or

[0:19:05] Voice 5: heritage grants and aid and we actually hadn't developed criteria for which to evaluate the

[0:19:15] Voice 5: applications and there was a large number of applications and so we were sort of you know

[0:19:20] Voice 5: we did that in that meeting here's here's the most important considerations but I think that

[0:19:26] Voice 5: That is a gap that it's not if it's not well articulated, you could find yourself in a position of, OK, well, what what do we do with this without policy guidance?

[0:19:38] Voice 5: It's a bit tough. So but my question is also sorry, I'm a little bit confused.

[0:19:46] Voice 5: So in the last line here, the Secretariat service, not a granting process, but with the changes to the Honest Trust Act, this may now be possible.

[0:19:56] Voice 5: So, is the committee wanting to promote the changes to the Islands Trust Act in order to more broadly advertise the potential of accessing the Secretariat service?

[0:20:17] Voice 5: And I recognize that might be creating more work for ourselves.

[0:20:23] Voice 5: But, so just a question.

[0:20:27] Voice 16: Yeah, thank you for that.

[0:20:29] Voice 16: And I have a question for Director Frater on that, but I'll go to Trustee Fast first.

[0:20:33] Trustee Fast: Sure, thank you.

[0:20:34] Trustee Fast: That's a good question.

[0:20:36] Trustee Fast: In my mind, if we did change this into a granting process of some kind, then would be a good time to come up with criteria for it.

[0:20:50] Trustee Fast: I don't mind moving this project from current projects into future projects.

[0:20:58] Trustee Fast: That would be okay if we want to go in that direction of becoming more of a granting agent.

[0:21:05] Trustee Fast: If we want to have another grant program, right now, as a secretariat, it's more of a, it's a service that we share with the people that we're cooperating with.

[0:21:19] Trustee Fast: It's really helpful for groups to get together, for example, here in Howe Sound.

[0:21:28] Trustee Fast: We don't have ways for us, very many ways for us to fund minute-taking and things like that

[0:21:37] Trustee Fast: that are necessary if we want it all to be public and not onerous on individual groups

[0:21:47] Trustee Fast: who are trying to do their um their mandated stuff and uh it's a it it facilitates cooperation

[0:21:53] Trustee Fast: which is in our our object so i don't know if we do want it to become a granting process

[0:22:01] Trustee Fast: or whether we want to set up a separate granting process um these things i think that would be a

[0:22:09] Trustee Fast: good time to talk about criteria if we did make a decision to make it a granting process

[0:22:15] Trustee Fast: process um trustee elliott was talking about the the challenges with the granting process that

[0:22:21] Trustee Fast: exists already the heritage grants and um uh could be i can certainly see the challenges there

[0:22:29] Trustee Fast: we haven't faced those challenges here because this is in the services department if you want

[0:22:36] Trustee Fast: to think about it that way and um uh so far uh there are people that were we want to be working

[0:22:43] Trustee Fast: with to help us coordinate activities so that it all so that ecosystems work

[0:22:50] Trustee Fast: better which and and those kinds of things those tend to have to have a lot

[0:22:55] Trustee Fast: of coordination and that's where the secretariat function is coming in anyway

[0:23:01] Trustee Fast: I just think it's in terms of all of our big strategic goals right now the trust

[0:23:08] Trustee Fast: policy statement and some of the other work is more

[0:23:12] Trustee Fast: important. I don't mind if we want to put this on to the future

[0:23:17] Trustee Fast: projects or just drop it altogether for now and bring it back

[0:23:20] Trustee Fast: when we can define it more clearly that the need, what is the

[0:23:24] Trustee Fast: need? I don't see the need. Thank you.

[0:23:34] Voice 3: so far. Just thinking around capacity and that if we

[0:23:39] Voice 3: We do have, do we want to take up the current capacity with this project?

[0:23:45] Voice 3: I think that having this on a future project list is definitely a great idea.

[0:23:52] Voice 3: But I'm not sure that we want to really pick up any more staff time on this right now.

[0:24:03] Voice 16: And I just had a question for Director Frater in regards to the possibility that Secretariat service could become a granting process.

[0:24:23] Voice 16: How do you think that would look differently?

[0:24:25] Voice 16: And I would assume that Trust Council would need to be engaged if that change were to be made.

[0:24:32] Voice 4: yes so there we need to do some if for that executive committee's already kind of requested

[0:24:37] Voice 4: that we look at the new powers that were given to trust counsel by the legislature in i think it was

[0:24:43] Voice 4: 2021 um which included um the ability to basically gave more granting powers and one of those powers

[0:33:34] Voice 1: launch this program for the year. So I won't go into great detail, but we'll of course be open

[0:33:40] Voice 1: for questions. So we of course have the Tswewetei Leskete Archaeology Webinar Project

[0:33:48] Voice 1: with I would say that that one is ready to go we've got some very experienced presenters with

[0:33:54] Voice 1: this project and they are keen to present with us so we we would be available to sort of start

[0:34:02] Voice 1: with them that one in late September the second project charter is for the shoreline protection

[0:34:09] Voice 1: webinar we have made some great connections with the resilient coasts for salmon project which is

[0:34:17] Voice 1: partnered with the Stewardship Centre of BC and I would just add that through those connections we

[0:34:25] Voice 1: have been introduced to the Malahat Nation's Marine Division who they've partnered quite

[0:34:30] Voice 1: closely on and some of their shoreline protection work and we have heard that Malahat Nation would

[0:34:37] Voice 1: be keen to present as part of this webinar as well if we wanted to include that perspective.

[0:34:42] Voice 1: This dovetails really nicely with a recent request around planning services to be able to identify eelgrass and kelp forest mapping in the trust area so that we might make arrangements to have that data available for planners and local trust committees to inform them in their land use planning decisions.

[0:35:03] Voice 1: So that's potentially a nice collaboration opportunity.

[0:35:08] Voice 1: Turning to the, just look at my screen here, to the Species at Risk webinar, we have been in conversation with the Gabriola Land Trails Trust organization.

[0:35:25] Voice 1: They have a very exciting project. They have set the goal to, by the year 2030, reach 30% of private landholders on Gabriel Island who are committed to preserving 30% of their properties.

[0:35:43] Voice 1: So some really kind of ambitious work there.

[0:35:48] Voice 1: And they are keen to present on some of the successes and kind of lessons learned from working with landholders on Gabriola.

[0:35:59] Voice 1: And if we go to, yeah, so the fourth one here.

[0:36:04] Voice 1: Initially, this was presented to you as a webinar on Raiden Gardens.

[0:36:09] Voice 1: since conversations with some of the potential presenters,

[0:36:12] Voice 1: including a stewardship specialist

[0:36:16] Voice 1: from this capital regional district.

[0:36:20] Voice 1: We have broadened this topic.

[0:36:23] Voice 1: It was felt that rain gardens might not be quite enough

[0:36:25] Voice 1: to fill a full 90-minute webinar

[0:36:27] Voice 1: and that there are, in fact,

[0:36:28] Voice 1: some other really excellent sort of low-cost tools

[0:36:32] Voice 1: that people can look to to implement on their own property.

[0:36:34] Voice 1: And we also have connected with a permaculture specialist and farmer on Gabriel Island who would be willing to present about building swales and other water conservation techniques that can be low cost and and implementable on small residential or sorry, rural residential lots.

[0:36:56] Voice 1: and so we've just broadened that one number four a little bit and finally um you could ask for a

[0:37:03] Voice 1: project charter for the fallow deer topic um initially and i will say since preparing this

[0:37:10] Voice 1: report where we've really got it focused uh around main island um through conversations that we've

[0:37:17] Voice 1: had with folks on the ground doing this work it has been suggested that we might think about

[0:37:21] Voice 1: about broadening this to be a strategy for the Southern Gulf Islands,

[0:37:24] Voice 1: knowing that, of course, fellow deer are not just limited to Maine Island,

[0:37:27] Voice 1: but Seterna, Pender, I see trustee Fass's hands.

[0:37:31] Voice 1: It's an expanding issue.

[0:37:32] Voice 1: And so that strategically as an organization,

[0:37:36] Voice 1: we may look to frame this as an issue for the Southern Gulf Islands

[0:37:41] Voice 1: rather than focusing solely on Maine.

[0:37:44] Voice 1: And so we've got some folks who've been very involved

[0:37:49] Voice 1: in advocating for broader support and a long-term strategy to fellow deer management

[0:37:55] Voice 1: willing to present on this one. And I will just mention that in those conversations with potential

[0:38:04] Voice 1: presenters on the fellow deer issue that there's a strong suggestion that we involve a knowledge

[0:38:10] Voice 1: keeper from WSANIC Leadership Council and so assuming that there's endorsement for this

[0:38:16] Voice 1: project charter we would make those connections and and try to include a speaker from wasanic as

[0:38:20] Voice 1: well who could speak to their douglas treaty hunting rights um i'll leave it there in case

[0:40:15] Voice 5: rain gardens and other nature-based solutions you can use um i don't know if you can use

[0:40:29] Voice 5: your property or um practical nature-based solutions might be something to consider um

[0:55:17] Voice 4: policy um so with the climate action education plan you'll note we've taken a similar approach

[0:55:23] Voice 4: or recommended approach to delivery of this program to the one you've taken recent in recent

[0:55:28] Voice 4: years with stewardship education it would simply be um delivered in the same manner but with the

[0:55:33] Voice 4: theme of every activity being through the theme of the lens of climate. So we kept the budget.

[0:55:40] Voice 4: The budget you had this year for stewardship education was $9,500. So just acknowledging

[0:55:44] Voice 4: inflation, we went to $10,000. It's simply a recommendation. You can pitch the funding

[0:55:50] Voice 4: wherever you wish, knowing that it takes at least a few thousand dollars for each webinar typically

[0:55:56] Voice 4: to provide honoraria and some promotion. And then with the Secretariat Services,

[0:56:02] Voice 4: services. I've kept the number the same. I know it's for you. Really, it's a political decision

[0:56:07] Voice 4: of how much you'd like to allocate to this function. And that business case, again,

[0:56:12] Voice 4: looks very similar to one you've put forward in recent years. So I'm happy to take questions

[0:56:16] Voice 4: about either of those. Chair, I can provide more commentary on the stewardship education

[0:56:21] Voice 4: program if you wish. But ideally, for me, the way in which that would be delivered is to have it

[0:56:27] Voice 4: added to the strategic plan that that would be the method by which you would get renewed direction

[0:58:17] Voice 4: So that would be the shift you wouldn't be seeing as many webinars next year, because we're going to take up the first part of the year with the actual plan development, and then we would bring bring it to trust counsel for approval, and then this committee could start implementing it.

Will they require a, I'm assuming they'll still go ahead for the final year of term, and do we make any, do we have to have that on the agenda, or is it just going to be part of our work program?

[0:59:19] Voice 4: are needed are generally we pay for some advertising out of the communications budget

[1:00:47] Voice 4: helping people understand how engineered soft shoreline approaches can lead to protection of

[1:00:53] Voice 4: of archeological and cultural heritage sites.

[1:00:56] Voice 4: there will be connections to topics

[1:00:58] Voice 4: that might otherwise have been of interest

[1:05:37] Voice 5: And then in the risk assessment in business cases, or maybe it's the issue of opportunity, I think we should identify that we have had climate action as a priority since 2019 when the declaration of a climate emergency was made.

[1:06:02] Voice 5: And we've had no programming on it. And so this continues to be a gap that we're just like circling around. This has been a strategic, and I shouldn't say no programming, sorry. I know from the conservancy side, we haven't been able to fund climate change related projects.

[1:06:22] Voice 5: And I see there's just a big gap there. So if we can identify the issue that we just haven't had a lot devoted to this, despite it being a high priority since 2018, that might push the initiative a little bit further, depending on the will of the rest of the trustees, whether we want to fund this or not.

[1:15:43] Voice 4: i will say that the regional planning committee as noted in this briefing did consider

[1:15:48] Voice 4: consider a business case from the director of planning around the development of a regional

[1:15:54] Voice 4: growth management framework and what would be required in terms of indicators and data and

[1:15:59] Voice 4: mapping analysis to support that. And you'll see on page 38 of your briefing, there's a motion there

[1:16:07] Voice 4: where they essentially went back to staff and said, thank you for the information. We'd like

[1:16:12] Voice 4: to see instead a more comprehensive multi-year strategy that weaves in the work of the biologist

[1:16:18] Voice 4: who's looking at indicators already the suitable land analysis work which essentially if we

[1:16:24] Voice 4: reference back to last night's conversation around prioritization you know allows us to put

[1:16:28] Voice 4: housings and structures in island communities where they are most suitable and sort of protect

[1:16:34] Voice 4: all the values that we care about so how can we do that in a manner in a multi-year large strategy

[1:16:42] Voice 4: So all of these various requests that are in the strategic plan, if we go up to page 37, there's a colorful chart there that I've compiled from the strategic plan, which essentially lists working with others to gather data, developing a growth management framework that includes data, update the freshwater sustainability strategy, which is about the generation of data.

[1:17:07] Voice 4: A lot of it is, you know, getting new mapping, doing analysis of mapping.

[1:17:12] Voice 4: We have identify indicators of ecosystem health and integrity, updating the state of the islands report, which includes indicators from everything from demographic indicators to number of docks through to ferry ridership levels, a whole manner of indicators.

[1:17:28] Voice 4: It also includes land tenure, ecosystem conversion rates, all sorts of things.

[1:17:35] Voice 4: it goes on to then say that we want to create a toolkit around indicators for use by the community

[1:17:42] Voice 4: we want to look at monitoring the progress so in addition to one-time indicators that sort of give

[1:17:47] Voice 4: you a snapshot there's interest in looking at trends over time and monitoring the progress of

[1:17:52] Voice 4: our efforts finally there's again data production so mapping eelgrass and kelp forests so that you

[1:17:58] Voice 4: can then have that metric which is really important both for the conservancy in terms of

[1:18:03] Voice 4: being able to do their prioritization work around which properties that data feeds in so protecting

[1:18:08] Voice 4: an upland property that's upland of eelgrass is would be more important than protecting a property

[1:18:12] Voice 4: somewhere else on the island where there is no eelgrass for example but also where do you place

[1:18:17] Voice 4: docks where do you do so on where do you how do you make those sort of marine infrastructure

[1:18:21] Voice 4: decisions and then we've got developing a climate action strategy which includes data and climate

[1:18:28] Voice 4: action targets. And finally, partnering with everyone on all of the data, particularly climate

[1:18:35] Voice 4: data. So that's a suite of activities that have been put to us by Trust Council. And the approach

[1:18:43] Voice 4: I've suggested in this briefing is that I'd like to work with the Director of Planning to come to

[1:18:49] Voice 4: you with a comprehensive approach to this and bring in a consultant to do a really broad look

[1:18:55] Voice 4: look at the Islands Trust, look at all of the mapping systems we have, look at the data layers

[1:18:59] Voice 4: available. And then, so if we scroll down now to page 39, there's a list of bullets there of the

[1:19:07] Voice 4: types of things I think we could do as next steps here to address those suite of activities.

[1:19:13] Voice 4: So the first is to do an inventory of what do we have? Where are we at? How old is the data we have

[1:19:19] Voice 4: now? What has been the typical cycle of acquisition and how are we doing at keeping up with that

[1:19:24] Voice 4: that cycle. A review of the mapping that would be needed to fully implement the new policy

[1:19:30] Voice 4: statement and you'll see that's attached and the initial skim through is attached as a attachment

[1:19:36] Voice 4: to this briefing. A review of the data that the Conservancy is going to need to do an update of

[1:19:41] Voice 4: its regional conservation plan which is going to expire in 2029. So the work on that will start in

[1:19:47] Voice 4: in 2027, ideally, to also look at existing reports,

[1:19:52] Voice 4: methodologies, and comparable projects.

[1:19:54] Voice 4: So there's a lot of information out in the world

[1:19:56] Voice 4: that we could look at, both held by Islands Trust

[1:19:59] Voice 4: and by other agencies that could also inform this work.

[1:20:02] Voice 4: Of course, we're gonna wanna talk to nations

[1:20:04] Voice 4: about what's important to them

[1:20:06] Voice 4: and what would they like us to be tracking

[1:20:07] Voice 4: and monitoring and knowing about,

[1:20:09] Voice 4: particularly species of cultural significance

[1:20:12] Voice 4: and other topics that they'd like us to monitor

[1:20:14] Voice 4: and that they may be monitoring themselves

[1:20:16] Voice 4: selves or may have mapping layers to share with us. I also noted that there are a few places to

[1:20:22] Voice 4: look already that are doing indicator monitoring in our region. Two of note that I'm aware of

[1:20:28] Voice 4: are the Puget Sound Vital Signs Indicator Project, which is largely marine-based but acts as a proxy

[1:20:34] Voice 4: for ecosystem health generally, and Metro Vancouver. And I've provided hyperlinks so you

[1:20:38] Voice 4: can have some examples of what those look like. And then finally, I've noted when we look at the

[1:20:44] Voice 4: the state of the island report, I highly recommend a sort of overarching evaluation of whether

[1:20:48] Voice 4: those indicators that were used in that report, which we developed with a co-op student

[1:20:52] Voice 4: using only in-house available, easy to interpret data, or what should be included in such a report.

[1:21:00] Voice 4: And finally, we'd like to look at best practice. So what is the state of best practice in indicator

[1:21:06] Voice 4: reporting? Because in my mind, this is foundational to the trust being able to

[1:21:11] Voice 4: talk about how well it does its work what are the state of conditions on the islands across

[1:21:17] Voice 4: you know community health ecosystem health protection of heritage and we'd like to sort

[1:21:23] Voice 4: of see what's out there in the world so all that to say the final update I have for you was we've

[1:21:29] Voice 4: already jumped on this and we were able to secure a meeting with Tara Martin who leads the

[1:21:34] Voice 4: conservation decisions lab at the University of British Columbia we met with her on Monday on

[1:21:39] Voice 4: on Salt Spring Island. And there does look like there's potential there for some partnerships

[1:21:43] Voice 4: and they have access to funding that we don't. So we're going to be continuing to talk to her

[1:21:48] Voice 4: about what that could look like. And also we've already identified some mapping layers that

[1:21:52] Voice 4: they're willing to share with Islands Trust, including their big tree data layer, which is

[1:21:56] Voice 4: one I don't believe we already have access to. What else could I say? Just brought drawing to

[1:22:03] Voice 4: your attention as well that the Islands Trust Conservancy Board and Executive Committee met

[1:22:07] Voice 4: on July 22nd, and this discussion was a large, took up the vast majority of that meeting,

[1:22:13] Voice 4: and they passed a motion to share with council their strong support for investment in this area

[1:22:20] Voice 4: around sustained funding and sustained focus in a strategic way on analysis of trends and

[1:22:28] Voice 4: indicators so that we can have really sound, informed decision-making and respond to climate

[1:22:33] Voice 4: change. So what I've done for you is provided all that information in a broad sense, without a lot

[1:22:40] Voice 4: of actual, I haven't done any original research really so much. But I gave you some recommendations

[1:22:46] Voice 4: in the follow up section here, which was that staff will continue to work as, you know, as per

[1:22:52] Voice 4: the direction of council to bring you some business cases, we'll continue to work on a business case

[1:22:56] Voice 4: that tries to cover off all of the direction given as best as we can. But this committee might

[1:23:03] Voice 4: might want to consider adding some placeholder money to the budget because it does get difficult

[1:23:07] Voice 4: through the year to sort of pop up a big budget item mid-cycle when everyone starts to talk about

[1:23:12] Voice 4: tax percentage increases and where you're at. It's nice to have something in there to hold,

[1:23:17] Voice 4: to help hold space for it. We gave you the number of $150,000, which assumed, you know,

[1:23:25] Voice 4: at least $25,000 to $30,000 in capacity funding for nations to join us sort of at the beginning

[1:23:30] Voice 4: of this project to help with the identification and perhaps work with us on a request for proposal

[1:23:37] Voice 4: so that really could incorporate their values and interests. But I will say we don't know what

[1:23:42] Voice 4: these costs look like. You know, if should the committee want to put $100,000 in, that might be

[1:23:48] Voice 4: appropriate. We gave you $150,000 because we just don't know what the scope of the work could look

[1:23:53] Voice 4: like yet without doing more work we also gave you a recommendation that financial planning committee

[1:24:01] Voice 4: support if it came forward support enhanced funding for acquisition of mapping layers that

[1:24:07] Voice 4: were identified as we do this work over the next few months here it may come to light that we are

[1:24:11] Voice 4: indeed deficient in perhaps our aerial photo acquisition or anything else that's happened

[1:24:17] Voice 4: happened then it might if there was a need to go catch up next fiscal we can I'm anticipating that

[1:24:24] Voice 4: might be the case it might be helpful to have a resolution from this committee saying that that

[1:24:28] Voice 4: would be supported if the mapping department were to advance such a request happy to take questions

[1:24:34] Voice 4: on that this was quickly put together so acknowledge it may not have all the information you're looking

[1:24:38] Voice 4: for thank

[1:25:26] Voice 14: they're out of date now and I don't feel like I can use them anymore but the actual layout of

[1:25:32] Voice 14: those reports were so good that I'm hoping that we can have them again I know there's other agencies

[1:25:40] Voice 14: out there. I think Habitat Acquisitions Trust helped us with the last one. So I'm really excited

[1:25:46] Voice 14: about maybe getting those printed. And I definitely agree we need some placeholding funding in the

[1:25:53] Voice 14: budget for this. It will be very well spent. Thank you. Trustee

[1:26:23] Trustee Patrick: and that work really needs to move I'm I'm glad to see this more thoughtful

[1:26:30] Trustee Patrick: comprehensive step and I think just for the benefit of those that are not on

[1:26:35] Trustee Patrick: regional planning committee, when staff brought us a $211,000 project saying big thing here,

[1:26:41] Trustee Patrick: we're like, oh, success of that's going to be challenging. What are we doing? What is this

[1:26:46] Trustee Patrick: program? You know, that we really got to give this a deep think. And like our, where we're trying to

[1:26:55] Trustee Patrick: go with our freshwater program, we talk about freshwater science and having a program where

[1:26:58] Trustee Patrick: we maintain and go forward. We need to do that with each and every piece of data that we have,

[1:27:04] Trustee Patrick: of making sure that it's not just a one-time use,

[1:27:09] Trustee Patrick: that we are building systems that support our ongoing decision-making

[1:27:13] Trustee Patrick: so we're not making decisions in the blind.

[1:27:16] Trustee Patrick: We are making informed decisions.

[1:27:19] Trustee Patrick: And we know some of this data has a shelf life,

[1:27:24] Trustee Patrick: for lack of another word,

[1:27:27] Trustee Patrick: that we have to do it at some frequency to maintain it up to date.

[1:27:31] Trustee Patrick: If it's data that falls on us or our partners need to be doing it and that we might want to move to different types of funding, either reserve funds so that we are investing every year and then we don't have these big, oh, it's $120,000 to go do eelgrass.

[1:27:48] Trustee Patrick: We'd be building a reserve fund that maintains those data collection systems.

[1:27:53] Trustee Patrick: So I really appreciate us moving more into a systems approach, doing the work to really think about and work with First Nations and partners and others that we're not duplicating. We're doing data that helps, you know, that we also are contributing to our partners and that we're building a network. And so thank you.

[1:31:18] Voice 17: I know that staff, my first question is, how much can staff get done in the next fiscal year to create the multi-year plan, coordinate between the various committees and other agencies as needed?

[1:31:35] Voice 17: And what would the funding be to accomplish that? And then after that, to put forward a budget that is based on findings for the project? Rather than putting $150,000 that may cover the project, how about we get funding to do the work necessary to build the business case,

[1:32:00] Voice 17: coordinate all of the agencies and partners to to pull it together within the next fiscal so we can

[1:32:08] Voice 17: get it started because i'd hate to see this get put as a placeholder have it all slashed not have

[1:32:15] Voice 17: enough hours to even get this going or that it's pulled in its entirety um so i'd like to ask um

[1:32:27] Voice 4: essentially the next steps for us is being i'd have to coordinate with

[1:32:30] Voice 4: the Director of Planning, and I believe he's in the meeting today. Essentially, the plan for us

[1:32:34] Voice 4: is to, the next step would be for us to more scope out what we need, you'll see these bullets here

[1:32:40] Voice 4: around get a consultant. So really, it's for us to scope out what would a request for proposal look

[1:32:45] Voice 4: like. But backing up a step from there, we'd like to talk to the nations that might like to be

[1:32:50] Voice 4: involved in this, see what they would like from it, and then work, you know, through the balance

[1:32:54] Voice 4: of this fiscal year with them to say, what are you interested in, write up a request for

[1:32:59] Voice 4: proposal and then put that out we may not get that out in time to get you budget numbers you know to

[1:33:05] Voice 4: know what gets bid on and what the amount looks like so essentially that consultant would then

[1:33:10] Voice 4: be making the plan so there would be a needs assessment done with the nations themselves

[1:33:14] Voice 4: with trustees with staff around what does the trust need to be sort of world-class and how it

[1:33:21] Voice 4: measures how the work and the outcomes on the islands and then develop the strategy for what

[1:33:26] Voice 4: what data we need, where it's going to come from, how do we acquire it? What's the budget involved?

[1:33:31] Voice 4: How do we analyze it? So it's fine to get the layers, but then you can manipulate them to tell

[1:33:36] Voice 4: a story and to help people understand what the trends look like, to visualize the data so people

[1:33:41] Voice 4: can easily understand it. And then the third component would be the development of those

[1:33:45] Voice 4: indicators. What are we going to select around? What is the appropriate and most useful indicator?

[1:33:52] Voice 4: How do we monitor it through time? What are the costs associated with that? And then how do you

[1:33:56] Voice 4: report it and visualize it for the public. So we were thinking that it would be a consultant to do

[1:34:01] Voice 4: those pieces. Once you then had that strategy in place, then there would be a subsequent budget

[1:34:05] Voice 4: request to go get all the data and the mapping and actually start on the work. So I think I'm

[1:34:10] Voice 4: taking approach similar to what you're thinking, Chair Evans, but we are anticipating it will be

[1:34:14] Voice 4: quite expensive to do that initial big strategy piece because there's so much data out in the

[1:34:20] Voice 4: world, because there has to be some thoughtfulness to the needs assessment and some benchmarking

[1:34:25] Voice 4: with other comparable agencies.

[1:40:52] Voice 4: So it would be nice for us to produce a briefing for our financial planning committee with a motion from Trust Programs Committee signaling where you're intending to go and how much money you think should be in the budget.
