[0:00:17] Trustee Patrick (probable): I'd like to call to order this regular meeting of the Gambier-Keats Local Trust Committee.
[0:00:22] Trustee Patrick (probable): I guess it's regular electronic meeting.
[0:00:24] Trustee Patrick (probable): We are live streaming and we're recording this meeting and the recording will be available in the coming days.
[0:00:31] Trustee Patrick (probable): I always open the meetings with acknowledging how fortunate we are to be gathering all across the unceded territories of the Coast Salish First Nations.
[0:00:48] Trustee Patrick (probable): Back in early August, I walked along in the March for Children that's put on by the
[0:00:55] Trustee Patrick (probable): Penelope First Nation in Chimenas to honor and remember the children that attended the
[0:01:04] Trustee Patrick (probable): Cooper Residential School and to honor the survivors who live with the results of the
[0:01:09] Trustee Patrick (probable): residential school system.
[0:01:13] Trustee Patrick (probable): And they talked about we do truth and reconciliation and how important it is to understand the
[0:01:18] Trustee Patrick (probable): truth part.
[0:01:20] Trustee Patrick (probable): And at that march, they did talk about extensively the graves that they have found at that site.
[0:01:29] Trustee Patrick (probable): And the survivors spoke of what they've lived with, what they saw, what they have in their memories of this event.
[0:01:37] Trustee Patrick (probable): And we have to remember, and the truth, that the Islands Trust, when it was formed, that school was still operating.
[0:01:44] Trustee Patrick (probable): And so we know we've come a long way, but we have a lot further to go to really work to have meaningful relationships and to understand how we can work together to steward these islands into the future.

[0:03:37] Trustee Patrick (probable): seems like it was just yesterday. The October 17, 2023 in-camera meeting minutes were adopted
[0:03:43] Trustee Patrick (probable): and the Gambier Island Local Trust Committee appointed James Quayle and Steve McDonald to
[0:03:49] Trustee Patrick (probable): the Gambier Island Advisory Planning Commission with the term commencing immediately and ending
[0:03:54] Trustee Patrick (probable): on October 17th, 2025.
[0:03:57] Trustee Patrick (probable): Now I'm going to move into the reporting section of this meeting,
[0:04:02] Trustee Patrick (probable): and I'm going to look to Trustee Stanford to give her report.
[0:04:04] Trustee Patrick (probable): And you might as well go ahead and give your electoral area report
[0:04:07] Trustee Patrick (probable): at the same time while you're at it.

[0:04:16] Voice 7: Where's my – I'll start with regional district news first.
[0:04:23] Voice 7: Here it is.
[0:04:24] Voice 7: um so i've got my notes for the islands trust so i'm gonna start with uh trustee report just
[0:04:32] Voice 7: briefly the activities over the summer um it was a busy summer on all the islands as it always is
[0:04:39] Voice 7: um but i have to say uh on gambier uh the communities really came together there were
[0:04:46] Voice 7: fairs parades it was a fantastic art show um it just any opportunity people got to that people
[0:04:55] Voice 7: had to get together and celebrate island life our commotion on the ocean was a huge success
[0:05:02] Voice 7: i think this is i don't know year six or seven for that event um and they really stepped up so
[0:05:10] Voice 7: And I know on other islands, on Keats, lots of activities, especially around the camps, of course.
[0:05:21] Voice 7: Another thing I want to commend the islanders on is we had few, if any, fire emergencies.
[0:05:29] Voice 7: And that's always the biggest concern here.
[0:05:32] Voice 7: Everyone seemed to be paying attention to the fire restrictions.
[0:05:37] Voice 7: And if there were any concerns, people jumped on it as neighborhoods.
[0:05:43] Voice 7: And I think that's one of the most effective ways that we can protect ourselves from fire is neighborhood watches.
[0:05:52] Voice 7: The new Brighton dock continues to be a challenge.
[0:05:56] Voice 7: It is visibly deteriorating.
[0:05:58] Voice 7: uh community members are making temporary fixes um squamish marine group comes in and makes
[0:06:09] Voice 7: temporary fixes but there is still no plan for a long-term maintenance agreement or funding for
[0:06:16] Voice 7: that dock so it is probably still our top issue on the island uh so i'll leave it at that and then
[0:06:25] Voice 7: And with the regional district news, the Sunshine Coast Regional District is just about to finish its first phase of community outreach for its official community plan renewal project.
[0:06:40] Voice 7: There are currently seven OCPs on the Sunshine Coast, and one of the goals of this renewal program is to combine them into one.
[0:06:51] Voice 7: and to date a lot of the technical work in the background has found there's a lot of similarities
[0:06:58] Voice 7: between the the seven OCPs and we're looking forward to seeing how the communities
[0:07:05] Voice 7: can get behind such a goal and whether or not that's achievable. I'm working with staff and
[0:07:13] Voice 7: and the Gambria Island Community Association to develop an engagement program
[0:07:19] Voice 7: for a feasibility study for the new Brighton Dock.
[0:07:23] Voice 7: That should be happening towards the end of this month.
[0:07:27] Voice 7: Other dock news that impacts the Islanders,
[0:07:30] Voice 7: Hopkins Landing work, the last I heard, is to begin in early fall.
[0:07:35] Voice 7: I'm still waiting to hear more details on that
[0:07:38] Voice 7: because that has been delayed several times.
[0:07:40] Voice 7: times. Hopkins Landing is, although it's on the mainland, it is an important dock for emergency
[0:07:46] Voice 7: access and boaters do use it from the islands. And also the resurfacing for Keats Landing,
[0:07:55] Voice 7: that dock is also happening this fall. So I think I'll leave it at that. Thank you.

[0:08:15] Trustee Patrick (probable): like it. I'm going to keep my report somewhat short. I'm going to focus on, you probably can't
[0:08:21] Trustee Patrick (probable): see that into the thing, but most of you should have received a mailer to your mailbox. I'm sure
[0:08:28] Trustee Patrick (probable): some of the folks in these islands may not have mail received locally, so that's probably a bit
[0:08:34] Trustee Patrick (probable): bit of a challenge, but hopefully we have posters and other things up around where people can see
[0:08:40] Trustee Patrick (probable): them. So the Islands 2050 has resulted in first reading for the Draft Trust Policy Statement.
[0:08:48] Trustee Patrick (probable): Not my favorite name, but it is a collection of policies that help, that are how we implement
[0:08:58] Trustee Patrick (probable): our mandate, the preserve and protect mandate in the islands. So after first reading, this is now

[0:09:11] Trustee Patrick (probable): tomorrow evening there is a webinar that the islands trust is sponsoring you do

[0:13:37] Planner McCargar (probable): June 24th LTC meeting there was an item added to the fuel that requested a staff report
[0:13:47] Planner McCargar (probable): regarding the accessory building regulations and so I just wanted to note that the staff report
[0:13:52] Planner McCargar (probable): was not completed for today's meeting but staff are seeking some clarification on whether this
[0:13:58] Planner McCargar (probable): work should be considered as part of the major project or as a separate minor project. At this
[0:14:03] Planner McCargar (probable): time it's not been resourced as a project and it's a fuel item would only be given we'd only
[0:14:09] Planner McCargar (probable): be able to prepare a really high level summary if the ltc wants to proceed with this preliminary
[0:14:16] Planner McCargar (probable): work we could outline general options for how accessory buildings are regulated under the land
[0:14:21] Planner McCargar (probable): use bylaw identify where islands trust has jurisdiction and flag where responsibilities
[0:14:27] Planner McCargar (probable): Possibilities lie with the Sunshine Coast Regional District or the province.
[0:14:32] Planner McCargar (probable): And then it could, so you do have a November 6th protocol meeting with SCRD.

[0:15:29] Voice 7: it just provides a bit of clarity and then i think it would be up to the committee to decide from
[0:15:34] Voice 7: there does that fit within the major project the ocp renewal or um does it require its own
[0:15:44] Voice 7: project process so that does that give you enough um direction uh planner mccarver i

[0:17:00] Trustee Patrick (probable): Yeah. And I think if that could be somewhat of the lens of the preparation for that document is to help be prepared for that meeting to, you know, we
[0:17:10] Trustee Patrick (probable): don't need to work the solution, but we need to identify is, you know, is there more work for the Allens Trust to do or for this local trust committee to do? Or does some of this work fall on the Sunshine Coast Regional District?

[0:17:26] Voice 7: and I do think the intent from the previous meeting was they saw an opportunity for discussion, community discussion through the official community plan project, given there was desires to see some kind of flexibility of the, to have accessory buildings prior to principal dwelling permits.
[0:17:52] Voice 7: permits. So the community is interested in seeing the pros and cons of that. If there's any way I
[0:17:59] Voice 7: can provide more background so it's not impactful on staff. If I could be sent in the right direction
[0:18:08] Voice 7: because I think this will continue to come up especially on Gambier and I think there's an
[0:18:14] Voice 7: opportunity with the OCP to make some changes. So barring seeing the report, to me, that's the
[0:18:24] Voice 7: overall intent from June, from the June meeting. So I think we're good.

[0:19:14] Planner McCargar (probable): freshwater specialist William, just at the end of August. And he said they are working through
[0:19:24] Planner McCargar (probable): the Freshwater Atlas project this calendar year and will be considering the role of the PDF maps,
[0:19:29] Planner McCargar (probable): how Sound Islands will be the case study for those maps. There's been consistent movement on this
[0:19:36] Planner McCargar (probable): now that they're still working on some technical and logistical challenges to have the groundwater
[0:19:42] Planner McCargar (probable): water data uploaded um but it's being supported by a spatial consultant contract so there is
[0:19:51] Planner McCargar (probable): progress being made um but that yeah that's that's the update that i have so far okay

[0:21:22] Trustee Patrick (probable): that will be coming up,
[0:21:23] Trustee Patrick (probable): which I think we probably have somewhat of the sort here.
[0:21:27] Trustee Patrick (probable): What we did was we passed a resolution
[0:21:31] Trustee Patrick (probable): setting it to the November local trust committee meeting
[0:21:35] Trustee Patrick (probable): to come back after the local trustees have an opportunity to hear what their local community
[0:21:40] Trustee Patrick (probable): has to say, to review any of the comments that come into Islands 2050 that are relevant to
[0:21:46] Trustee Patrick (probable): Gabriel Island. So the idea here is for our response is to really look at the policies
[0:21:51] Trustee Patrick (probable): from the Gambier-Keats perspective. How do the policies show up here? Is there a policy that
[0:22:00] Trustee Patrick (probable): could be maybe, oh, I forgot that Jason's here, but I'll let him speak in a moment.
[0:22:05] Trustee Patrick (probable): you know, how policies show up. And he'll have the answer to when Gambier's things are.
[0:22:13] Trustee Patrick (probable): Or if there's missing policies that would be beneficial to Gambier Keats. And that's so that
[0:22:18] Trustee Patrick (probable): we can really make sure the referral comes back from that perspective. And sorry, staff member

[0:22:37] Voice 3: and Gambier trustees. I missed the first part of your preamble there, Trustee Patrick or Chair
[0:22:43] Voice 3: Patrick, but it sounded quite accurate as to what's being sought with these policy statement
[0:22:49] Voice 3: referrals to all of the local trust committees. I'm not sure if you have any specific questions
[0:22:55] Voice 3: for me today, but maybe just a couple of things that I will identify is that I believe that in
[0:23:01] Voice 3: the referral form that your local trust committee received, it suggested that there was a deadline
[0:23:06] Voice 3: line of October 14th by which you need to submit your referral response. That is not in fact the
[0:23:11] Voice 3: case because as we realized afterwards, local engagement events taking place throughout the
[0:23:16] Voice 3: Islands Trust area were going to be happening throughout October and November and potentially

[0:35:37] Voice 4: So the Advisory Planning Commission reviewed draft engagement outreach material
[0:35:42] Voice 4: that staff had worked on and decided to make the following recommendations
[0:35:48] Voice 4: to the LTC that you hold a special meeting in advance of your November meeting
[0:35:54] Voice 4: to review the Squamish Nation recommendations which we've now received for both the development
[0:36:01] Voice 4: shoreline development permit area which you've already we've seen the draft of so they have
[0:36:06] Voice 4: provided comments staff comments on that draft and they've also worked with myself on looking
[0:36:14] Voice 4: and reviewing at a potential draft heritage conservation area for Gambier which was part
[0:36:18] Voice 4: part of their original recommendations from our engagement
[0:36:21] Voice 4: that we did with the staff.
[0:36:24] Voice 4: So that has not yet been presented
[0:36:25] Voice 4: to the local trust committee
[0:36:27] Voice 4: and the APC concurred with staff
[0:36:31] Voice 4: that that information is likely very relevant
[0:36:35] Voice 4: to further consideration of engagement
[0:36:37] Voice 4: because it felt that the scope of public engagement
[0:36:41] Voice 4: at this time was still too ambiguous and open
[0:36:44] Voice 4: and not targeted on specific changes to the OCP
[0:36:48] Voice 4: or the land use bylaw so without a draft even though we have a draft development permit area
[0:36:54] Voice 4: which seemed to be the most you know potentially interesting change for for people to comment on
[0:37:01] Voice 4: that the other potential changes would be relevant for engagement and more suitable for our fulsome
[0:37:08] Voice 4: engagement in the future and so that the focus should be on preparing those drafts having the
[0:37:13] Voice 4: a local trust committee comfortable with those drafts, having them reflect engagement comments
[0:37:18] Voice 4: received to date, and then considering public engagement on those drafts. So that's the first
[0:37:26] Voice 4: recommendation from the APC. The second was to not proceed with the planned fall engagement on
[0:37:34] Voice 4: the community with APC members leading small discussion groups with eight to ten people,
[0:37:40] Voice 4: with a survey that going out to the general public and having comments presented back to
[0:37:46] Voice 4: the local trust committee this winter or late fall in a community information meeting so
[0:37:54] Voice 4: staff is concurring with these recommendations to pause the public engagement because of the
[0:38:00] Voice 4: high potential risk of confusion about what is being presented or asked without the drafts
[0:38:07] Voice 4: being presented beyond just the development permit area that we currently have for discussion.
[0:38:14] Voice 4: So the logical sequence that was discussed appeared to be that you, as a local trust
[0:38:21] Voice 4: committee, consider Squamish Nation staff's comments on the shoreline development permit
[0:38:27] Voice 4: area and decide if that draft as presented with those suggested revisions be incorporated
[0:38:34] Voice 4: incorporated into the actual amending bylaw language that could then go out to the community
[0:38:41] Voice 4: for comment so other changes to the ocp and land use bylaw are predominantly policy related
[0:38:49] Voice 4: contextual background for squamish nation acknowledgement the heritage conservation
[0:38:55] Voice 4: area would be a first discussion point for the ltc as well as to whether or not you're willing to
[0:39:00] Voice 4: and interested in incorporating a tool such as that into a draft OCP and land use bylaw for
[0:39:07] Voice 4: community engagement and discussion so staff are suggesting so before I go on to staff
[0:39:14] Voice 4: recommendations the third APC recommendation was related to and I wasn't at the meeting when this
[0:39:22] Voice 4: one was forwarded or when this recommendation was made but the APC is concerned about electronic
[0:39:30] Voice 4: meeting capacity, and this has been up for discussion a number of times, and you have
[0:39:36] Voice 4: received a comprehensive staff report from Planner McCarver on this matter related to why we currently
[0:39:43] Voice 4: can't create or amend your APC bylaw to allocate and allow for these meetings to be conducted
[0:39:53] Voice 4: entirely electronically. So we're well aware this is a very unique situation for Gambia.
[0:39:57] Voice 4: So those were the three recommendations that came out of the APC meeting last week. And that's why your agenda package today is deficient of that engagement package because staff felt we pulled that off, knowing that we also could not recommend advancement with that if your APC wasn't willing to and comfortable with survey questions,
[0:40:23] Voice 4: with running small community discussion groups that didn't focus on a structure of policy
[0:40:33] Voice 4: and regulatory changes based on all the engagement that's been done to date already.
[0:40:38] Voice 4: And they acknowledge that there was engagement conducted in 2022, despite the level of comfort
[0:40:45] Voice 4: with that engagement.
[0:40:46] Voice 4: And the results of that, that there is still a body of understanding of what types of potential amendments could be considered and the local trust committee should be making that decision about what you're comfortable with sending out to the community in draft bylaw form.
[0:41:04] Voice 4: Are there any questions about these three recommendations before I go on to staff comments for options to advance your project?
[0:41:13] Trustee Patrick (probable): Go ahead, Trustee Stanford.

[0:41:16] Voice 7: I mean, I don't really know where to start. There's just so much overlapping activity here. First of all, we're talking about engagement from 2022. Well, that engagement was to look at topics of interest and provide general feedback.
[0:41:37] Voice 7: back. It's hard to comment on what the EPC is recommending when I don't know what it is
[0:41:46] Voice 7: that's being considered from the Squamish Nation. So I don't have a lot of information
[0:41:53] Voice 7: to counteract any of these recommendations. I am really concerned that we continue to delay
[0:42:01] Voice 7: public engagement. That does seem to be one of the biggest criticisms that I'm hearing about this
[0:42:07] Voice 7: process. On the other hand, there is so much other things going on that feed into an appropriate
[0:42:16] Voice 7: engagement for the Gambier OCP that, I mean, I'm getting confused as to what is going where,
[0:42:27] Voice 7: whether it's policy statement engagement, whether it's OCP engagement, or whether it's the New
[0:42:34] Voice 7: Brighton doc engagement, which is run by the SCRD. They're all interacting together. They all
[0:42:43] Voice 7: have an impact on this. And yet there isn't a clear way for me to get this information out to
[0:42:53] Voice 7: the public. So despite my strong reservations to continue to delay engagement, I think I do have
[0:43:04] Voice 7: have to follow the recommendations of the commission in that we need to have super clear
[0:43:13] Voice 7: structured information going out to the communities so they know exactly what is being looked at.
[0:43:20] Voice 7: The other issue I have is a possibility that, again, given the greater context of the house
[0:43:29] Voice 7: sound area that um recommendations from squamish nation will be seen as fait accompli if we do the
[0:43:39] Voice 7: recommendation or if we wait and not get community information first um somehow again it's how that
[0:43:49] Voice 7: communication is put out to really be clear that Squamish Nation has their input and the public has
[0:44:01] Voice 7: their input too and that they have a place in this. So those are sort of my general concerns,
[0:44:09] Voice 7: but I can't really speak to specifics because I haven't seen the recommendations.
[0:44:13] Voice 7: recommendations, there isn't a report to respond to. I'm wondering if it would be advisable to
[0:44:20] Voice 7: have some kind of special meeting between now and November 24th to try and just specifically focus on
[0:44:28] Voice 7: the recommendations from Squanish Nation.
[0:44:32] Voice 4: Yeah, so through the chair, nobody has seen
[0:44:35] Voice 4: the recommendations because staff have just received them. And so we've been waiting for that
[0:44:40] Voice 4: over the course of the summer, and we were quite hopeful that we would have had this
[0:44:44] Voice 4: to you by your September meeting, but we were not able to. The LTC has requested instead that we
[0:44:50] Voice 4: focus on public engagement, creating a public engagement package, survey questions, working
[0:44:56] Voice 4: with the APC. So this was directed by the local trust committee to really do that piece. Despite
[0:45:02] Voice 4: the fact that we don't have draft bylaws, we have a portion of potential draft bylaw, which is the
[0:45:08] Voice 4: the most interesting for your community members to comment on, but without the full scope of
[0:45:17] Voice 4: potential changes being presented in the format of a draft bylaw, it seems that it would be
[0:45:24] Voice 4: confusing to your constituents and potentially not helpful and a waste of time. So it felt like
[0:45:32] Voice 4: Like there's a return back to the original recommendations in 2024 of staff to draft the language for the OCP and LUB, present those to the local trust committee in their entirety based on the Squamish Nation Staff Engagement Summary Report as a starting point.
[0:45:51] Voice 4: That was the original recommendation.
[0:45:53] Voice 4: Yeah.
[0:45:54] Voice 4: Late 2023, 2024.
[0:45:55] Voice 4: 24 despite the fact that yes your community has to weigh in on this but that has to be the starting
[0:46:01] Voice 4: point because this entire project was grounded in reversing the order in which the project is
[0:46:07] Voice 4: delivered which is grounding it in the nation's interests presenting that to the community as
[0:46:14] Voice 4: part of your action towards reconciliation communicating that with confidence that this
[0:46:18] Voice 4: is the role of the local trust committee and that there is of course an opportunity for the public
[0:46:25] Voice 4: like to have to speak to this and to present and to be a part of any potential changes but that the
[0:46:31] Voice 4: starting point was not going to be the way we've done all our land use planning in the past which
[0:46:36] Voice 4: was strictly with the community and then referring to the nations yeah because that hasn't worked
[0:46:41] Voice 4: and
[0:46:42] Voice 7: so we were yeah
[0:46:43] Voice 4: this project was intentionally designed to be different and it's really not
[0:46:48] Voice 4: worked in that way it's it's just been muddled and delayed and delayed so staff acknowledged that and
[0:46:53] Voice 4: And so in response to this today, I'm presenting a few recommendations is that you do pause the public engagement on the targeted amendments to the OCP and land use bylaw.
[0:47:04] Voice 4: Again, these are targeted amendments. It's not a complete overhaul of your official community plan.
[0:47:10] Voice 4: That's not what the project charter is necessarily looking at doing, even though we do want to format the OCP slightly differently so that it's modernized.
[0:47:18] Voice 4: until the local trust committee reviews the most recent engagement comments from the Squamish
[0:47:23] Voice 4: nation staff which we just received on the draft shoreline development permit area and that's a
[0:47:28] Voice 4: draft that you've already reviewed and a new heritage conservation area draft which the LTC
[0:47:35] Voice 4: has not seen a draft of because staff have been working with them on that and that we present that
[0:47:40] Voice 4: to you in a comprehensive staff report for your November 25th regular business meeting your agenda
[0:47:46] Voice 4: And from what we can tell, does not seem to be overly subscribed for that meeting.
[0:47:51] Voice 4: My availability between now and mid-October is completely limited, if not unavailable.
[0:47:57] Voice 4: So my ability to present anything before the end of October and anyone else to step in just doesn't seem like that could be feasible.
[0:48:05] Voice 4: And that the Advisory Planning Commission's concerns about electronic meetings that we forward a copy of the report that Planner McCarter did for you in 2024, so that it clarifies for all ABC members, current and future, what the logistical and legislative obstacles are for us to accommodate their request, because we absolutely understand it.
[0:48:31] Voice 4: but you've been advised of the limited options, even though we thought we had some
[0:48:35] Voice 4: opportunities to amend the ABC bylaw. We understand we currently do not. So these are
[0:48:42] Voice 4: the two recommendations that I'm bringing forward for your discussion today. And I'm happy to take
[0:48:47] Voice 4: any questions that you have. I also can speak just if you wanted to, for me to just generally
[0:48:53] Voice 4: summarize some Squamish Nation comments about these two pieces that I'll be reporting back on.

[0:49:18] Voice 4: presented it was the way you received it in your agenda package and the way that the advisory
[0:49:23] Voice 4: planning commission members reviewed it. So they're requesting a minimum 30 meter buffer
[0:49:29] Voice 4: offer as part of the development permit area or area of um for the application for the DPA but
[0:49:38] Voice 4: would prefer that the local trust committee start with 50 meters they're emphasizing that the
[0:49:42] Voice 4: shoreline protection measures for Gambia are essential for both ecological and cultural values
[0:49:48] Voice 4: cultural values not limited to indigenous but also residential cultural values they are stressing the
[0:49:54] Voice 4: need to avoid those harmful shoreline modifications and prioritizing soft shore approaches ensuring
[0:50:00] Voice 4: docks and access structures are protecting sensitive habitats like eelgrass which they
[0:50:07] Voice 4: recognize is a species of significance for them on gambier despite concerns from some members
[0:50:14] Voice 4: of the community that that doesn't exist it does exist in the shore for sure areas of gambier they
[0:50:20] Voice 4: They also highlighted the importance of integrating Squamish cultural interests like language, place naming, and aligning shoreline protection with long-term climate resilience and land stewardship objectives.
[0:50:32] Voice 4: So I would be presenting a comprehensive report with that level of detail potentially at your November meeting.
[0:50:39] Voice 4: the heritage conservation area draft they were really interested and excited about because

[0:53:32] Voice 7: once these recommendations are made public.

[0:56:37] Voice 4: So I'm not sure how much more plain language that is,
[0:56:39] Voice 4: is that you had endorsed this project charter
[0:56:41] Voice 4: and the direction to ensure that these amendments
[0:56:45] Voice 4: did reflect the nation's interests and concerns.

[0:56:51] Voice 4: of what the LTC needs to consider,
[0:56:53] Voice 4: but that is the foundation of how we move forward

[0:57:09] Voice 4: that these would be supportable and that the community engagement piece
[0:57:15] Voice 4: on those amendments would then either give you know further your confidence and that these
[0:57:24] Voice 4: bylaws are ready for readings and adoption or allow for some additional improvements to be made
[0:57:32] Voice 4: so that that's sort of where we're at but that report in november can absolutely reaffirm you
[0:57:37] Voice 4: know front and center this is where we're at in the project we are still presenting referral
[0:57:43] Voice 4: responses from squamish nation to the local trust committee in anticipation of getting direction
[0:57:47] Voice 4: that you're comfortable with seeing draft bylaw language for the benefit of the whole community
[0:57:53] Voice 4: to speak to that is grounded in these strong principles of cultural heritage protection
[0:58:00] Voice 4: and ecological biodiversity protection, which were echoed in the public engagement

[0:58:12] Voice 4: very similar, except that the tools that we use could be more regulatory in nature

[1:20:36] Planner McCargar (probable): sea. The goal is to protect ecosystems and address shoreline hazards. Plumper Cove Park and marine
[1:20:43] Planner McCargar (probable): conservation zones are not included. Bylaw 154 would amend the land use bylaw to limit structure
[1:20:49] Planner McCargar (probable): size near the shoreline, update dock rules like smaller dock floats, narrower ramps, and wider
[1:20:54] Planner McCargar (probable): setbacks from neighbors, and introduce new guidelines to protect the shoreline habitat
[1:20:58] Planner McCargar (probable): and guide dock construction. These changes aim to better protect the shoreline and marine
[1:21:04] Planner McCargar (probable): environment while managing development impacts. So this has been a long-standing minor project
[1:21:09] Planner McCargar (probable): for the LTC. The proposed bylaws 153 and 154 have been through public hearing, past third reading,
[1:21:17] Planner McCargar (probable): past executive committee approval, and recently obtained approval from the Minister of Housing
[1:21:22] Planner McCargar (probable): and Municipal Affairs. So the next step is for the LTC to grant final adoption. If there's any

4.1 Rise and Report from June 24, 2025 Gambier Local Trust Committee Meeting
Chair Patrick reported the October 17, 2023 in-camera meeting minutes were
adopted and the Gambier Island Local Trust Committee appointed James Quail and
Steve MacDonald to the Gambier Island Advisory Planning Commission, with a term
ending on October 17, 2025.
5. REPORTS
5.1 Trustee Reports
Trustee Stamford reported that the New Brighton dock continues to deteriorate and
while community members and Squamish marine members have made temporary
repairs, there continues to be no long-term maintenance plans in place.

5.2 Chair's Report
Chair Patrick reported the draft Trust Policy Statement received first reading in July
and a six-month engagement period has commenced with a mailout sent to all
residents in the Trust Area, an informational webinar and town hall has been
scheduled for September 10, and a survey is available on the website.
5.3 Electoral Area Director's Report
Director Stamford reported the following:
• The Sunshine Coast Regional District is completing the first phase of
community outreach for the Official Community Plan Renewal project and one
of goals is to combine seven Official Community Plans into one;
• The Regional District has been working with staff and the Gambier Island
Community Association to develop an engagement program for a feasibility
study on the New Brighton dock; and
• The Hopkins Landing dock and Keats Landing dock work projects have both
been scheduled to commence in the fall.

7. MINUTES
7.1 Local Trust Committee Meeting dated June 24, 2025 - for adoption
The following amendments to the minutes were presented for consideration:
• On page 10 of the minutes change the fourth bullet point to read “The Local
Trust Committee will discuss dwelling definitions and priorities with the
Sunshine Coast Regional District at the upcoming protocol meeting;”.
By general consent, the Local Trust Committee meeting minutes of June
24, 2025 were adopted as amended.

8. BUSINESS ARISING FROM MINUTES
8.1 Follow-up Action List dated August 29, 2025
The Planner spoke to item 3 on the June 24, 2025 Follow-up Action list regarding a
request for a staff report about accessory building regulations and the following
comments were noted:
• Clarification is needed to determine whether the work should be considered as
part of the major project, a separate minor project, or if staff should provide a
high-level summary as part of a Follow-up Action List item; and
• A summary could outline options for how accessory buildings are regulated
under the Land Use Bylaw, identify where Islands Trust has jurisdiction, and flag
areas of Regional District and Provincial responsibilities.

A Trustee indicated a summary would allow the Local Trust Committee to
determine if the topic might be included as part of the Official Community Plan
review and requested it be provided in advance of the November 6 protocol meeting

10. APPLICATIONS AND REFERRALS
10.1 Trust Council Bylaw No. 183 - Policy Statement Referral - for Response
The Senior Policy Advisor noted the deadline for referral responses was changed
due to the timing of local engagement events and a response is now required to be
received prior to February 6, 2026. The Local Trust Committee previously requested
a Community Information Meeting be scheduled to provide information and receive
feedback.
A Trustee stated preference that the Community Information Meeting be held
separately from the November regular business meeting and be presented as a
webinar held in the evening, and that staff provide preliminary survey results from
the Local Trust Area for consideration prior to submitting a referral response.

Policy Statement Bylaw No. 183 until the January 27, 2026 Local Trust
Committee meeting.

11. LOCAL TRUST COMMITTEE PROJECTS
11.1 Major Project: Gambier Official Community Plan & Land Use Bylaw Targeted
Review - Staff Report (LATE ITEM)
The Planner provided a verbal report and highlighted recommendations and
feedback received from the Advisory Planning Commission following their review of
draft engagement outreach materials and noted the following:
• The Advisory Planning Commission recommended the Local Trust Committee
hold a special meeting in advance of the November meeting to review the
Squamish Nation recommendations for the shoreline Development Permit Area
and potential Heritage Conservation Area for Gambier;
• The scope of public engagement at this time remains ambiguous and not
targeted on specific changes to the Official Community Plan and Land Use
Bylaw and draft bylaws reflecting engagement comments received to date
should be presented to the Local Trust Committee prior to considering further
public engagement;
• The planned fall engagement should not proceed and instead the Advisory
Planning Commission (APC) recommended the APC members lead small
discussion groups with 8-10 people, a survey be sent out to the general public,

and comments presented back to the Local Trust Committee this winter as part
of a Community Information Meeting;
• Staff are concurring with the Advisory Planning Commission’s recommendation
to pause public engagement due to potential high risk of confusion about what
is being presented without the draft language available;
• The Advisory Planning Commission recommended that they be allowed to
conduct their meetings electronically;
• Advisory Planning Commission bylaws do not provide for electronic meetings
and this issue has been addressed with the Local Trust Committee previously;
• The most recent comments received from the Squamish Nation staff on the
draft shoreline Development Permit Area and a new Heritage Conservation Area
will be prepared and presented in a staff report at the November 25 Local Trust
Committee meeting.
Discussion ensued and the following comments and clarifications were recorded:
• There is concern that public engagement continues to be delayed;
• It is difficult to comment on the Advisory Planning Commission
recommendations without having details on the Squamish First Nation
recommendations;
• There are many overlapping situations that impact an appropriate engagement
strategy for the Gambier Official Community Plan including draft Trust Policy
Statement engagement and New Brighton Dock engagement;
• Clear communications to the public are critical and community engagement
regarding the Squamish Nation recommendations is necessary prior to the
Local Trust Committee considering implementation of the Nation’s
recommendations;
• There is confusion in the community regarding the Squamish Nation land
agreement with the Province and if the agreement will impact the community;
• In order to lessen potential for confusion a refocus on the original
recommendation to draft language for the Official Community Plan and Land
Use Bylaw based on the Squamish Nation staff engagement summary report is
necessary;
• The project was initially grounded in the Nation’s interests and was to be
presented to the community as part of the Local Trust Committee’s actions
towards reconciliation; and
• There is need to develop a communications strategy with release prior to, or in
tandem, with the agenda package that contains draft bylaw language.
The Planner summarized the preliminary recommendations received from
Squamish First Nation staff on the shoreline Development Permit Area and the
following comments were noted:
• The Nation recommends a minimum 30 metre buffer as part of the
Development Permit Area and prefers the Local Trust Committee consider a 50-
metre buffer;
• Emphasis has been put on shoreline protection measures which are essential
for both ecological and cultural values;

• Shoreline protections should be aligned with long-term climate resilience and
land stewardship objectives; and
• There is need to avoid harmful shoreline modifications and soft shore
approaches should be prioritized to ensure docks and access structures
protect sensitive habitats.

and Land Use Bylaw until consideration of the Squamish Nation staff

referral comments for Local Trust Committee consideration at the
November 25, 2025 regular business meeting.

Review - Business Case for 2026/27 Fiscal - Staff Report
The Planner summarized the staff report and highlighted the following:
• The work on the Official Community Plan/Land Use Bylaw review will not
complete during this fiscal year;
• A budget of $8,000 is proposed and this is a fairly typical budget request for final
bylaw drafting and legislative review processes; and
• The business case does not anticipate robust public engagement as the case
was prepared prior to receiving the recent Advisory Planning Commission
recommendations.
Discussion ensued and the following comments and clarifications were noted:
• The project is moving into the next fiscal year and the next term due to delayed
engagement;
• There is need to request additional funds for engagement and communications
to facilitate engagement;
• External trends are impacting the ability to communicate the project effectively
and there is need to communicate the project in a proactive manner;
• The business case can be re-worded so it is recognized that the funds are for
engagement;
• The remaining time in this fiscal year can be spent preparing draft bylaws in
preparation for public engagement that will carry forward to the next term.

penalty schedule and it is coming back to the Local Trust Committee for adoption
following first, second, and third readings an Executive Committee approval.

Bylaw Officers see other issues related specifically to environmental or safety
concerns while investigating another complaint the issues are addressed through
Trust Council policy.
