[0:00:17] Trustee Patrick: I'd like to call to order this regular meeting of the Gambier-Keats Local Trust Committee.

[0:00:22] Trustee Patrick: I guess it's regular electronic meeting.

[0:00:24] Trustee Patrick: We are live streaming and we're recording this meeting and the recording will be available in the coming days.

[0:00:31] Trustee Patrick: I always open the meetings with acknowledging how fortunate we are to be gathering all across the unceded territories of the Coast Salish First Nations.

[0:00:48] Trustee Patrick: Back in early August, I walked along in the March for Children that's put on by the

[0:00:55] Trustee Patrick: Penelope First Nation in Chimenas to honor and remember the children that attended the

[0:01:04] Trustee Patrick: Cooper Residential School and to honor the survivors who live with the results of the

[0:01:09] Trustee Patrick: residential school system.

[0:01:13] Trustee Patrick: And they talked about we do truth and reconciliation and how important it is to understand the

[0:01:18] Trustee Patrick: truth part.

[0:01:20] Trustee Patrick: And at that march, they did talk about extensively the graves that they have found at that site.

[0:01:29] Trustee Patrick: And the survivors spoke of what they've lived with, what they saw, what they have in their memories of this event.

[0:01:37] Trustee Patrick: And we have to remember, and the truth, that the Islands Trust, when it was formed, that school was still operating.

[0:01:44] Trustee Patrick: And so we know we've come a long way, but we have a lot further to go to really work to have meaningful relationships and to understand how we can work together to steward these islands into the future.

[0:02:02] Trustee Patrick: I'm Laura Patrick. I'm elected on Salt Spring and I'm the chair of this local trust committee.

[0:02:07] Trustee Patrick: Joining me today is Trustee Kate Louise Stamford and Trustee Joe Bernardo has sent his regrets.

[0:02:14] Trustee Patrick: He is not able to join us today for personal matters.

[0:02:19] Trustee Patrick: Together we make up your local trust committee.

[0:02:25] Trustee Patrick: Today we have a number of staff with us.

[0:02:29] Trustee Patrick: We have Lisa Millard is our administrator who is going to be taking meticulous minutes.

[0:02:35] Trustee Patrick: of this meeting and thank you very much lisa uh we have uh planner sonja zupanek welcome for joining

[0:02:42] Trustee Patrick: us today we have marlis mccarger planner marlis mccarger is also with us today um renee zimmerick

[0:02:49] Trustee Patrick: the regional planning manager may be coming in and we have um our manager of bylaw enforcement

[0:02:54] Trustee Patrick: of warren dingman with us today as well so this meeting is an official forum for your local trust

[0:03:00] Trustee Patrick: committee to make decisions about land use planning matters and discuss relevant business

[0:03:04] Trustee Patrick: this this is also a place of employment and our staff have the right of a safe and respectful

[0:03:09] Trustee Patrick: workplace we do have a public comment period in a few moments and i'll go over that but first

[0:03:15] Trustee Patrick: we have an agenda before us is there any additions or changes or that we need to make to the agenda

[0:03:23] Trustee Patrick: non-chair all right well not seeing any can we approve the agenda through general consent

[0:03:28] Trustee Patrick: it. Thank you very much. I do have to rise and report from our June 24th meeting. Gosh, that

[0:03:37] Trustee Patrick: seems like it was just yesterday. The October 17, 2023 in-camera meeting minutes were adopted

[0:03:43] Trustee Patrick: and the Gambier Island Local Trust Committee appointed James Quayle and Steve McDonald to

[0:03:49] Trustee Patrick: the Gambier Island Advisory Planning Commission with the term commencing immediately and ending

[0:03:54] Trustee Patrick: on October 17th, 2025.

[0:03:57] Trustee Patrick: Now I'm going to move into the reporting section of this meeting,

[0:04:02] Trustee Patrick: and I'm going to look to Trustee Stanford to give her report.

[0:04:04] Trustee Patrick: And you might as well go ahead and give your electoral area report

[0:04:07] Trustee Patrick: at the same time while you're at it.

[0:04:09] Trustee Patrick: Just report away.

[0:04:16] Trustee Stamford (probable): Where's my – I'll start with regional district news first.

[0:04:23] Trustee Stamford (probable): Here it is.

[0:04:24] Trustee Stamford (probable): um so i've got my notes for the islands trust so i'm gonna start with uh trustee report just

[0:04:32] Trustee Stamford (probable): briefly the activities over the summer um it was a busy summer on all the islands as it always is

[0:04:39] Trustee Stamford (probable): um but i have to say uh on gambier uh the communities really came together there were

[0:04:46] Trustee Stamford (probable): fairs parades it was a fantastic art show um it just any opportunity people got to that people

[0:04:55] Trustee Stamford (probable): had to get together and celebrate island life our commotion on the ocean was a huge success

[0:05:02] Trustee Stamford (probable): i think this is i don't know year six or seven for that event um and they really stepped up so

[0:05:10] Trustee Stamford (probable): And I know on other islands, on Keats, lots of activities, especially around the camps, of course.

[0:05:21] Trustee Stamford (probable): Another thing I want to commend the islanders on is we had few, if any, fire emergencies.

[0:05:29] Trustee Stamford (probable): And that's always the biggest concern here.

[0:05:32] Trustee Stamford (probable): Everyone seemed to be paying attention to the fire restrictions.

[0:05:37] Trustee Stamford (probable): And if there were any concerns, people jumped on it as neighborhoods.

[0:05:43] Trustee Stamford (probable): And I think that's one of the most effective ways that we can protect ourselves from fire is neighborhood watches.

[0:05:52] Trustee Stamford (probable): The new Brighton dock continues to be a challenge.

[0:05:56] Trustee Stamford (probable): It is visibly deteriorating.

[0:05:58] Trustee Stamford (probable): uh community members are making temporary fixes um squamish marine group comes in and makes

[0:06:09] Trustee Stamford (probable): temporary fixes but there is still no plan for a long-term maintenance agreement or funding for

[0:06:16] Trustee Stamford (probable): that dock so it is probably still our top issue on the island uh so i'll leave it at that and then

[0:06:25] Trustee Stamford (probable): And with the regional district news, the Sunshine Coast Regional District is just about to finish its first phase of community outreach for its official community plan renewal project.

[0:06:40] Trustee Stamford (probable): There are currently seven OCPs on the Sunshine Coast, and one of the goals of this renewal program is to combine them into one.

[0:06:51] Trustee Stamford (probable): and to date a lot of the technical work in the background has found there's a lot of similarities

[0:06:58] Trustee Stamford (probable): between the the seven OCPs and we're looking forward to seeing how the communities

[0:07:05] Trustee Stamford (probable): can get behind such a goal and whether or not that's achievable. I'm working with staff and

[0:07:13] Trustee Stamford (probable): and the Gambria Island Community Association to develop an engagement program

[0:07:19] Trustee Stamford (probable): for a feasibility study for the new Brighton Dock.

[0:07:23] Trustee Stamford (probable): That should be happening towards the end of this month.

[0:07:27] Trustee Stamford (probable): Other dock news that impacts the Islanders,

[0:07:30] Trustee Stamford (probable): Hopkins Landing work, the last I heard, is to begin in early fall.

[0:07:35] Trustee Stamford (probable): I'm still waiting to hear more details on that

[0:07:38] Trustee Stamford (probable): because that has been delayed several times.

[0:07:40] Trustee Stamford (probable): times. Hopkins Landing is, although it's on the mainland, it is an important dock for emergency

[0:07:46] Trustee Stamford (probable): access and boaters do use it from the islands. And also the resurfacing for Keats Landing,

[0:07:55] Trustee Stamford (probable): that dock is also happening this fall. So I think I'll leave it at that. Thank you.

[0:08:03] Trustee Patrick: right. Well, thank you very much. And yes, I know it was a busy summer and most of the islands

[0:08:08] Trustee Patrick: here. A lot of people were present and probably still here in some cases, and at least it feels

[0:08:15] Trustee Patrick: like it. I'm going to keep my report somewhat short. I'm going to focus on, you probably can't

[0:08:21] Trustee Patrick: see that into the thing, but most of you should have received a mailer to your mailbox. I'm sure

[0:08:28] Trustee Patrick: some of the folks in these islands may not have mail received locally, so that's probably a bit

[0:08:34] Trustee Patrick: bit of a challenge, but hopefully we have posters and other things up around where people can see

[0:08:40] Trustee Patrick: them. So the Islands 2050 has resulted in first reading for the Draft Trust Policy Statement.

[0:08:48] Trustee Patrick: Not my favorite name, but it is a collection of policies that help, that are how we implement

[0:08:58] Trustee Patrick: our mandate, the preserve and protect mandate in the islands. So after first reading, this is now

[0:09:04] Trustee Patrick: your chance the public's chance to comment and on the draft policies

[0:09:11] Trustee Patrick: tomorrow evening there is a webinar that the islands trust is sponsoring you do

[0:09:17] Trustee Patrick: need to register it's available on the website so go to our website at islands

[0:09:21] Trustee Patrick: trust and register if you'd like to participate tomorrow night now there

[0:13:32] Planner McCargar: did want to just do a little follow-up um on so following the

[0:13:37] Planner McCargar: June 24th LTC meeting there was an item added to the fuel that requested a staff report

[0:13:47] Planner McCargar: regarding the accessory building regulations and so I just wanted to note that the staff report

[0:13:52] Planner McCargar: was not completed for today's meeting but staff are seeking some clarification on whether this

[0:13:58] Planner McCargar: work should be considered as part of the major project or as a separate minor project. At this

[0:14:03] Planner McCargar: time it's not been resourced as a project and it's a fuel item would only be given we'd only

[0:14:09] Planner McCargar: be able to prepare a really high level summary if the ltc wants to proceed with this preliminary

[0:14:16] Planner McCargar: work we could outline general options for how accessory buildings are regulated under the land

[0:14:21] Planner McCargar: use bylaw identify where islands trust has jurisdiction and flag where responsibilities

[0:14:27] Planner McCargar: Possibilities lie with the Sunshine Coast Regional District or the province.

[0:14:32] Planner McCargar: And then it could, so you do have a November 6th protocol meeting with SCRD.

[0:14:40] Planner McCargar: So there's, that item would be on the agenda, but just wanted to be clear that this fuel

[0:14:45] Planner McCargar: item would not be a detailed policy review.

[0:14:49] Planner McCargar: And so I was just looking to the LTC for a little bit more direction on what was intended

[0:14:54] Planner McCargar: with that item.

[0:15:02] Trustee Stamford (probable): I think that was a very definite response to a situation that was arising on Gambier.

[0:15:11] Trustee Stamford (probable): I do see the value in a very high-level sort of outline that people can refer to

[0:15:19] Trustee Stamford (probable): as to where the authorities lie um and and what the issue is why it's a bit confusing um and then

[0:15:29] Trustee Stamford (probable): it just provides a bit of clarity and then i think it would be up to the committee to decide from

[0:15:34] Trustee Stamford (probable): there does that fit within the major project the ocp renewal or um does it require its own

[0:15:44] Trustee Stamford (probable): project process so that does that give you enough um direction uh planner mccarver i

[0:15:53] Planner McCargar: think so i can

[0:15:54] Planner McCargar: aim to do something for the november ltc meeting and like yeah i think like you've said and like

[0:16:01] Planner McCargar: i kind of highlighted it would just be a very high level summary and then we can kind of go

[0:16:06] Planner McCargar: from there if we need to do more deeper dive when

[0:16:10] Trustee Patrick: is the protocol meeting scheduled with

[0:16:12] Trustee Patrick: it's

[0:16:13] Planner McCargar: tentatively scheduled as far as i know for november 6th

[0:16:16] Trustee Patrick: yeah okay go ahead would there be

[0:16:21] Trustee Stamford (probable): any value to be having that document available um for the protocol meeting or does it need to

[0:16:27] Trustee Stamford (probable): go through the committee for publication first uh

[0:16:33] Planner McCargar: typically we would put it on the agenda first

[0:16:38] Planner McCargar: First, I can check with RPM JAMRA to see if it's just a memo, if that can just go out to the LTC prior to being on an agenda or not, so that you had it before your November 6th meeting, so I could get back to you on that.

[0:16:52] Trustee Stamford (probable): Okay, yeah, I think it would have a value to our discussion with the SCRD at that opportunity.

[0:17:00] Trustee Patrick: Yeah. And I think if that could be somewhat of the lens of the preparation for that document is to help be prepared for that meeting to, you know, we

[0:17:10] Trustee Patrick: don't need to work the solution, but we need to identify is, you know, is there more work for the Allens Trust to do or for this local trust committee to do? Or does some of this work fall on the Sunshine Coast Regional District?

[0:17:24] Trustee Patrick: Yeah,

[0:17:26] Trustee Stamford (probable): and I do think the intent from the previous meeting was they saw an opportunity for discussion, community discussion through the official community plan project, given there was desires to see some kind of flexibility of the, to have accessory buildings prior to principal dwelling permits.

[0:17:52] Trustee Stamford (probable): permits. So the community is interested in seeing the pros and cons of that. If there's any way I

[0:17:59] Trustee Stamford (probable): can provide more background so it's not impactful on staff. If I could be sent in the right direction

[0:18:08] Trustee Stamford (probable): because I think this will continue to come up especially on Gambier and I think there's an

[0:18:14] Trustee Stamford (probable): opportunity with the OCP to make some changes. So barring seeing the report, to me, that's the

[0:18:24] Trustee Stamford (probable): overall intent from June, from the June meeting. So I think we're good.

[0:18:32] Trustee Patrick: All right. Are there any

[0:18:41] Trustee Stamford (probable): is um um is we've got a target date for the pdf maps for groundwater recharge um and it says in

[0:18:54] Trustee Stamford (probable): progress i'm just wondering if um if we have any more information that i can extend to the public

[0:19:02] Trustee Stamford (probable): about when we're expecting to see some more information on that so

[0:19:11] Planner McCargar: i did reach out to uh

[0:19:14] Planner McCargar: freshwater specialist William, just at the end of August. And he said they are working through

[0:19:24] Planner McCargar: the Freshwater Atlas project this calendar year and will be considering the role of the PDF maps,

[0:19:29] Planner McCargar: how Sound Islands will be the case study for those maps. There's been consistent movement on this

[0:19:36] Planner McCargar: now that they're still working on some technical and logistical challenges to have the groundwater

[0:19:42] Planner McCargar: water data uploaded um but it's being supported by a spatial consultant contract so there is

[0:19:51] Planner McCargar: progress being made um but that yeah that's that's the update that i have so far okay

[0:19:58] Planner McCargar: so they're working

[0:20:00] Planner McCargar: through working through some challenges we're working with a consultant

[0:20:02] Planner McCargar: and have this

[0:20:04] Trustee Stamford (probable): calendar year study

[0:21:13] Trustee Patrick: to the local trust committee.

[0:21:15] Trustee Patrick: I can tell you how Gabriela dealt with it last week,

[0:21:17] Trustee Patrick: because I think that's probably helpful.

[0:21:20] Trustee Patrick: They have a community information meeting

[0:21:22] Trustee Patrick: that will be coming up,

[0:21:23] Trustee Patrick: which I think we probably have somewhat of the sort here.

[0:21:27] Trustee Patrick: What we did was we passed a resolution

[0:21:31] Trustee Patrick: setting it to the November local trust committee meeting

[0:21:35] Trustee Patrick: to come back after the local trustees have an opportunity to hear what their local community

[0:21:40] Trustee Patrick: has to say, to review any of the comments that come into Islands 2050 that are relevant to

[0:21:46] Trustee Patrick: Gabriel Island. So the idea here is for our response is to really look at the policies

[0:21:51] Trustee Patrick: from the Gambier-Keats perspective. How do the policies show up here? Is there a policy that

[0:22:00] Trustee Patrick: could be maybe, oh, I forgot that Jason's here, but I'll let him speak in a moment.

[0:22:05] Trustee Patrick: you know, how policies show up. And he'll have the answer to when Gambier's things are.

[0:22:13] Trustee Patrick: Or if there's missing policies that would be beneficial to Gambier Keats. And that's so that

[0:22:18] Trustee Patrick: we can really make sure the referral comes back from that perspective. And sorry, staff member

[0:22:25] Trustee Patrick: Jason Yeomans is here. He is our staff that's heading up the Trust Policy Statement Project.

[0:22:37] Voice 3: and Gambier trustees. I missed the first part of your preamble there, Trustee Patrick or Chair

[0:22:43] Voice 3: Patrick, but it sounded quite accurate as to what's being sought with these policy statement

[0:22:49] Voice 3: referrals to all of the local trust committees. I'm not sure if you have any specific questions

[0:22:55] Voice 3: for me today, but maybe just a couple of things that I will identify is that I believe that in

[0:23:01] Voice 3: the referral form that your local trust committee received, it suggested that there was a deadline

[0:23:06] Voice 3: line of October 14th by which you need to submit your referral response. That is not in fact the

[0:23:11] Voice 3: case because as we realized afterwards, local engagement events taking place throughout the

[0:23:16] Voice 3: Islands Trust area were going to be happening throughout October and November and potentially

[0:23:20] Voice 3: even into December, thereby making it rather difficult to respond based on what you hear

[0:23:25] Voice 3: from your constituents by that October 14th date. The window of engagement that Trust Council has

[0:35:54] Planner Zupanec (probable): to review the Squamish Nation recommendations which we've now received for both the development

[0:36:01] Planner Zupanec (probable): shoreline development permit area which you've already we've seen the draft of so they have

[0:36:06] Planner Zupanec (probable): provided comments staff comments on that draft and they've also worked with myself on looking

[0:36:14] Planner Zupanec (probable): and reviewing at a potential draft heritage conservation area for Gambier which was part

[0:36:18] Planner Zupanec (probable): part of their original recommendations from our engagement

[0:36:21] Planner Zupanec (probable): that we did with the staff.

[0:36:24] Planner Zupanec (probable): So that has not yet been presented

[0:36:25] Planner Zupanec (probable): to the local trust committee

[0:37:08] Planner Zupanec (probable): engagement in the future and so that the focus should be on preparing those drafts having the

[0:37:13] Planner Zupanec (probable): a local trust committee comfortable with those drafts, having them reflect engagement comments

[0:37:18] Planner Zupanec (probable): received to date, and then considering public engagement on those drafts. So that's the first

[0:37:26] Planner Zupanec (probable): recommendation from the APC. The second was to not proceed with the planned fall engagement on

[0:37:34] Planner Zupanec (probable): the community with APC members leading small discussion groups with eight to ten people,

[0:37:40] Planner Zupanec (probable): with a survey that going out to the general public and having comments presented back to

[0:37:46] Planner Zupanec (probable): the local trust committee this winter or late fall in a community information meeting so

[0:37:54] Planner Zupanec (probable): staff is concurring with these recommendations to pause the public engagement because of the

[0:38:00] Planner Zupanec (probable): high potential risk of confusion about what is being presented or asked without the drafts

[0:38:07] Planner Zupanec (probable): being presented beyond just the development permit area that we currently have for discussion.

[0:38:14] Planner Zupanec (probable): So the logical sequence that was discussed appeared to be that you, as a local trust

[0:38:21] Planner Zupanec (probable): committee, consider Squamish Nation staff's comments on the shoreline development permit

[0:38:27] Planner Zupanec (probable): area and decide if that draft as presented with those suggested revisions be incorporated

[0:38:34] Planner Zupanec (probable): incorporated into the actual amending bylaw language that could then go out to the community

[0:38:41] Planner Zupanec (probable): for comment so other changes to the ocp and land use bylaw are predominantly policy related

[0:38:49] Planner Zupanec (probable): contextual background for squamish nation acknowledgement the heritage conservation

[0:38:55] Planner Zupanec (probable): area would be a first discussion point for the ltc as well as to whether or not you're willing to

[0:39:00] Planner Zupanec (probable): and interested in incorporating a tool such as that into a draft OCP and land use bylaw for

[0:39:07] Planner Zupanec (probable): community engagement and discussion so staff are suggesting so before I go on to staff

[0:39:14] Planner Zupanec (probable): recommendations the third APC recommendation was related to and I wasn't at the meeting when this

[0:39:22] Planner Zupanec (probable): one was forwarded or when this recommendation was made but the APC is concerned about electronic

[0:39:30] Planner Zupanec (probable): meeting capacity, and this has been up for discussion a number of times, and you have

[0:39:36] Planner Zupanec (probable): received a comprehensive staff report from Planner McCarver on this matter related to why we currently

[0:39:43] Planner Zupanec (probable): can't create or amend your APC bylaw to allocate and allow for these meetings to be conducted

[0:39:53] Planner Zupanec (probable): entirely electronically. So we're well aware this is a very unique situation for Gambia.

[0:39:57] Planner Zupanec (probable): So those were the three recommendations that came out of the APC meeting last week. And that's why your agenda package today is deficient of that engagement package because staff felt we pulled that off, knowing that we also could not recommend advancement with that if your APC wasn't willing to and comfortable with survey questions,

[0:40:23] Planner Zupanec (probable): with running small community discussion groups that didn't focus on a structure of policy

[0:40:33] Planner Zupanec (probable): and regulatory changes based on all the engagement that's been done to date already.

[0:40:38] Planner Zupanec (probable): And they acknowledge that there was engagement conducted in 2022, despite the level of comfort

[0:40:45] Planner Zupanec (probable): with that engagement.

[0:40:46] Planner Zupanec (probable): And the results of that, that there is still a body of understanding of what types of potential amendments could be considered and the local trust committee should be making that decision about what you're comfortable with sending out to the community in draft bylaw form.

[0:41:04] Planner Zupanec (probable): Are there any questions about these three recommendations before I go on to staff comments for options to advance your project?

[0:41:13] Trustee Patrick: Go ahead, Trustee Stanford.

[0:41:15] Trustee Patrick: Yeah,

[0:41:16] Trustee Stamford (probable): I mean, I don't really know where to start. There's just so much overlapping activity here. First of all, we're talking about engagement from 2022. Well, that engagement was to look at topics of interest and provide general feedback.

[0:41:37] Trustee Stamford (probable): back. It's hard to comment on what the EPC is recommending when I don't know what it is

[0:41:46] Trustee Stamford (probable): that's being considered from the Squamish Nation. So I don't have a lot of information

[0:41:53] Trustee Stamford (probable): to counteract any of these recommendations. I am really concerned that we continue to delay

[0:42:01] Trustee Stamford (probable): public engagement. That does seem to be one of the biggest criticisms that I'm hearing about this

[0:42:07] Trustee Stamford (probable): process. On the other hand, there is so much other things going on that feed into an appropriate

[0:42:16] Trustee Stamford (probable): engagement for the Gambier OCP that, I mean, I'm getting confused as to what is going where,

[0:42:27] Trustee Stamford (probable): whether it's policy statement engagement, whether it's OCP engagement, or whether it's the New

[0:42:34] Trustee Stamford (probable): Brighton doc engagement, which is run by the SCRD. They're all interacting together. They all

[0:42:43] Trustee Stamford (probable): have an impact on this. And yet there isn't a clear way for me to get this information out to

[0:42:53] Trustee Stamford (probable): the public. So despite my strong reservations to continue to delay engagement, I think I do have

[0:43:04] Trustee Stamford (probable): have to follow the recommendations of the commission in that we need to have super clear

[0:43:13] Trustee Stamford (probable): structured information going out to the communities so they know exactly what is being looked at.

[0:43:20] Trustee Stamford (probable): The other issue I have is a possibility that, again, given the greater context of the house

[0:43:29] Trustee Stamford (probable): sound area that um recommendations from squamish nation will be seen as fait accompli if we do the

[0:43:39] Trustee Stamford (probable): recommendation or if we wait and not get community information first um somehow again it's how that

[0:43:49] Trustee Stamford (probable): communication is put out to really be clear that Squamish Nation has their input and the public has

[0:44:01] Trustee Stamford (probable): their input too and that they have a place in this. So those are sort of my general concerns,

[0:44:09] Trustee Stamford (probable): but I can't really speak to specifics because I haven't seen the recommendations.

[0:44:13] Trustee Stamford (probable): recommendations, there isn't a report to respond to. I'm wondering if it would be advisable to

[0:44:20] Trustee Stamford (probable): have some kind of special meeting between now and November 24th to try and just specifically focus on

[0:44:28] Trustee Stamford (probable): the recommendations from Squanish Nation.

[0:44:32] Planner Zupanec (probable): Yeah, so through the chair, nobody has seen

[0:44:35] Planner Zupanec (probable): the recommendations because staff have just received them. And so we've been waiting for that

[0:44:40] Planner Zupanec (probable): over the course of the summer, and we were quite hopeful that we would have had this

[0:44:44] Planner Zupanec (probable): to you by your September meeting, but we were not able to. The LTC has requested instead that we

[0:44:50] Planner Zupanec (probable): focus on public engagement, creating a public engagement package, survey questions, working

[0:44:56] Planner Zupanec (probable): with the APC. So this was directed by the local trust committee to really do that piece. Despite

[0:45:02] Planner Zupanec (probable): the fact that we don't have draft bylaws, we have a portion of potential draft bylaw, which is the

[0:45:08] Planner Zupanec (probable): the most interesting for your community members to comment on, but without the full scope of

[0:45:17] Planner Zupanec (probable): potential changes being presented in the format of a draft bylaw, it seems that it would be

[0:45:24] Planner Zupanec (probable): confusing to your constituents and potentially not helpful and a waste of time. So it felt like

[0:45:32] Planner Zupanec (probable): Like there's a return back to the original recommendations in 2024 of staff to draft the language for the OCP and LUB, present those to the local trust committee in their entirety based on the Squamish Nation Staff Engagement Summary Report as a starting point.

[0:45:51] Planner Zupanec (probable): That was the original recommendation.

[0:45:53] Planner Zupanec (probable): Yeah.

[0:45:54] Planner Zupanec (probable): Late 2023, 2024.

[0:45:55] Planner Zupanec (probable): 24 despite the fact that yes your community has to weigh in on this but that has to be the starting

[0:46:01] Planner Zupanec (probable): point because this entire project was grounded in reversing the order in which the project is

[0:46:07] Planner Zupanec (probable): delivered which is grounding it in the nation's interests presenting that to the community as

[0:46:14] Planner Zupanec (probable): part of your action towards reconciliation communicating that with confidence that this

[0:46:18] Planner Zupanec (probable): is the role of the local trust committee and that there is of course an opportunity for the public

[0:46:25] Planner Zupanec (probable): like to have to speak to this and to present and to be a part of any potential changes but that the

[0:46:31] Planner Zupanec (probable): starting point was not going to be the way we've done all our land use planning in the past which

[0:46:36] Planner Zupanec (probable): was strictly with the community and then referring to the nations yeah because that hasn't worked

[0:46:41] Planner Zupanec (probable): and

[0:46:42] Trustee Stamford (probable): so we were yeah

[0:46:43] Planner Zupanec (probable): this project was intentionally designed to be different and it's really not

[0:46:48] Planner Zupanec (probable): worked in that way it's it's just been muddled and delayed and delayed so staff acknowledged that and

[0:46:53] Planner Zupanec (probable): And so in response to this today, I'm presenting a few recommendations is that you do pause the public engagement on the targeted amendments to the OCP and land use bylaw.

[0:47:04] Planner Zupanec (probable): Again, these are targeted amendments. It's not a complete overhaul of your official community plan.

[0:47:10] Planner Zupanec (probable): That's not what the project charter is necessarily looking at doing, even though we do want to format the OCP slightly differently so that it's modernized.

[0:47:18] Planner Zupanec (probable): until the local trust committee reviews the most recent engagement comments from the Squamish

[0:47:23] Planner Zupanec (probable): nation staff which we just received on the draft shoreline development permit area and that's a

[0:47:28] Planner Zupanec (probable): draft that you've already reviewed and a new heritage conservation area draft which the LTC

[0:47:35] Planner Zupanec (probable): has not seen a draft of because staff have been working with them on that and that we present that

[0:47:40] Planner Zupanec (probable): to you in a comprehensive staff report for your November 25th regular business meeting your agenda

[0:47:46] Planner Zupanec (probable): And from what we can tell, does not seem to be overly subscribed for that meeting.

[0:47:51] Planner Zupanec (probable): My availability between now and mid-October is completely limited, if not unavailable.

[0:47:57] Planner Zupanec (probable): So my ability to present anything before the end of October and anyone else to step in just doesn't seem like that could be feasible.

[0:48:05] Planner Zupanec (probable): And that the Advisory Planning Commission's concerns about electronic meetings that we forward a copy of the report that Planner McCarter did for you in 2024, so that it clarifies for all ABC members, current and future, what the logistical and legislative obstacles are for us to accommodate their request, because we absolutely understand it.

[0:49:23] Planner Zupanec (probable): planning commission members reviewed it. So they're requesting a minimum 30 meter buffer

[0:49:29] Planner Zupanec (probable): offer as part of the development permit area or area of um for the application for the DPA but

[0:49:38] Planner Zupanec (probable): would prefer that the local trust committee start with 50 meters they're emphasizing that the

[0:49:42] Planner Zupanec (probable): shoreline protection measures for Gambia are essential for both ecological and cultural values

[0:49:48] Planner Zupanec (probable): cultural values not limited to indigenous but also residential cultural values they are stressing the

[0:49:54] Planner Zupanec (probable): need to avoid those harmful shoreline modifications and prioritizing soft shore approaches ensuring

[0:50:00] Planner Zupanec (probable): docks and access structures are protecting sensitive habitats like eelgrass which they

[0:50:07] Planner Zupanec (probable): recognize is a species of significance for them on gambier despite concerns from some members

[0:50:14] Planner Zupanec (probable): of the community that that doesn't exist it does exist in the shore for sure areas of gambier they

[0:50:20] Planner Zupanec (probable): They also highlighted the importance of integrating Squamish cultural interests like language, place naming, and aligning shoreline protection with long-term climate resilience and land stewardship objectives.

[0:50:32] Planner Zupanec (probable): So I would be presenting a comprehensive report with that level of detail potentially at your November meeting.

[0:50:39] Planner Zupanec (probable): the heritage conservation area draft they were really interested and excited about because

[0:50:45] Planner Zupanec (probable): it could potentially address their serious concerns about a 200 meter buffer around all

[0:50:50] Planner Zupanec (probable): fresh water and the and the foreshore area needing a higher level of assessment and review before any

[0:50:58] Planner Zupanec (probable): land alterations are conducted and so this is of course a concern across their entire territory

[0:51:04] Planner Zupanec (probable): And they're looking to work with local governments who are willing to incorporate whatever tools they can to help them have this level of comfort that this land alterations within these 200 meter buffers of these significant cultural features and landscapes are being held to a higher standard and that more information is available at the time that those alterations are being proposed to evaluate what, if any, mediation or remediation is required.

[0:51:44] Planner Zupanec (probable): local trust committee so that's just a summary if you have any questions I'll try to address

[0:52:32] Trustee Stamford (probable): bigger, um, um, trends that are impacting how I communicate this, this project. And, um, I'm

[0:52:43] Trustee Stamford (probable): really hoping there'd be some kind of, um, communication about the Squamish land agreement

[0:52:50] Trustee Stamford (probable): with the province and how it has an, any impact on, on the community. There's a lot of confusion

[0:53:00] Trustee Stamford (probable): about it. There's a lot of questions about it. And then it all feeds into the new Brighton Doc

[0:53:09] Trustee Stamford (probable): relationship. And again, the language in the policy statement. So all these trends are impacting how

[0:53:19] Trustee Stamford (probable): I'm able to communicate. And maybe it's best that I try and talk to somebody offline about strategies

[0:53:26] Trustee Stamford (probable): on how I can be as clear as possible

[0:53:29] Trustee Stamford (probable): so that the background is there

[0:53:32] Trustee Stamford (probable): once these recommendations are made public.

[0:53:37] Trustee Stamford (probable): Because putting them out cold,

[0:53:39] Trustee Stamford (probable): I think would be difficult for me

[0:53:43] Trustee Stamford (probable): to be able to manage communications-wise.

[0:53:49] Trustee Stamford (probable): So those are the kinds of things

[0:53:51] Trustee Stamford (probable): that I'm trying to get my head around.

[0:53:53] Trustee Stamford (probable): It's not so much the actual information.

[0:53:57] Trustee Stamford (probable): It's how we provide the very necessary background to a complex and changing scenario with First Nations.

[0:54:32] Trustee Stamford (probable): at everybody i i'm really um yeah i'm feeling fairly stuck um and it is a single trustee

[0:54:43] Trustee Stamford (probable): which is unusual um but it is what i'm noticing on this island it is the gambier ocp so before

[0:54:55] Trustee Patrick: Before Planner Zupanek responds, I'm wondering if there's a third resolution to your recommendations today about communications that we would request you to have a communication strategy prepared prior to the release of the agenda package or in tandem with the release of the agenda package.

[0:55:16] Trustee Patrick: Because I do hear, Trustee Stanford, when draft bylaws show up in an agenda package, they're public, they're out. And now others may put information or their understanding or that's what gets out. That's the message that goes out.

[0:55:34] Trustee Patrick: So it's important that if we're going to put draft bylaws out, that we have a communications that goes with it.

[0:55:40] Trustee Patrick: Where are we in the process? What's happening? What's the next steps?

[0:55:44] Trustee Patrick: When are we going to be engagement? You know, that we that we have some, you know, correct or we're telling the story or managing the communications when it's first out in public.

[0:55:56] Planner Zupanec (probable): So the staff report would definitely incorporate that timeline to show you where we're at at this stage.

[0:56:04] Planner Zupanec (probable): in terms of reporting back to you on a really important piece which was the referral to

[0:56:15] Planner Zupanec (probable): of that coming back so i'm reporting back to the local trust committee on work that that you

[0:56:19] Planner Zupanec (probable): directed us to do back in 2022 2023 yep so that piece should not be coming as a surprise the

[0:56:26] Planner Zupanec (probable): project charter clearly articulates the scope of this project is grounding the nation's interests

[0:56:33] Planner Zupanec (probable): and concerns in amendments to the OCP and Land Use By-law.

[0:56:37] Planner Zupanec (probable): So I'm not sure how much more plain language that is,

[0:56:39] Planner Zupanec (probable): is that you had endorsed this project charter

[0:56:41] Planner Zupanec (probable): and the direction to ensure that these amendments

[0:56:45] Planner Zupanec (probable): did reflect the nation's interests and concerns.

[0:56:49] Planner Zupanec (probable): Of course, there's limits to that scope

[0:56:51] Planner Zupanec (probable): of what the LTC needs to consider,

[0:56:53] Planner Zupanec (probable): but that is the foundation of how we move forward

[0:56:58] Planner Zupanec (probable): and why we engage with the nation so deeply

[0:57:02] Planner Zupanec (probable): so that when we came back to you with suggestions for amendments that you were confident

[0:57:09] Planner Zupanec (probable): that these would be supportable and that the community engagement piece

[0:57:15] Planner Zupanec (probable): on those amendments would then either give you know further your confidence and that these

[0:57:24] Planner Zupanec (probable): bylaws are ready for readings and adoption or allow for some additional improvements to be made

[0:57:32] Planner Zupanec (probable): so that that's sort of where we're at but that report in november can absolutely reaffirm you

[0:57:37] Planner Zupanec (probable): know front and center this is where we're at in the project we are still presenting referral

[0:57:43] Planner Zupanec (probable): responses from squamish nation to the local trust committee in anticipation of getting direction

[0:57:47] Planner Zupanec (probable): that you're comfortable with seeing draft bylaw language for the benefit of the whole community

[0:57:53] Planner Zupanec (probable): to speak to that is grounded in these strong principles of cultural heritage protection

[0:58:00] Planner Zupanec (probable): and ecological biodiversity protection, which were echoed in the public engagement

[0:58:05] Planner Zupanec (probable): of 2022 and 2023. These are not divergent issues and interests. These are actually

[0:58:12] Planner Zupanec (probable): very similar, except that the tools that we use could be more regulatory in nature

[0:58:20] Planner Zupanec (probable): than some people would like because policies are just policies they sound great but they don't

[0:58:27] Planner Zupanec (probable): have any teeth until the regulations or or tools like a development permit area are enacted

[0:58:32] Planner Zupanec (probable): otherwise your ocp is just generally speaking about sort of objectives and guidelines but

[0:58:37] Planner Zupanec (probable): there's no actual mechanism to inform better settlement patterns better subdivisions

[0:58:43] Planner Zupanec (probable): higher quality land alterations that respect some of these concerns that have been raised

[0:58:49] Planner Zupanec (probable): for our engagement with the nation trustee

[0:58:59] Trustee Stamford (probable): a trustee perspective uh that sounds absolutely crystal clear and i'm that is the intent originally

[0:59:16] Trustee Stamford (probable): I think I'm going to have to look at alternate resources to try and build a background to other issues that are having impact on my community's ability to respond as clearly and with as much confidence to this specific project.

[0:59:38] Trustee Stamford (probable): Because it's not just about this project, it's about other initiatives that are happening concurrently.

[0:59:47] Trustee Stamford (probable): And it's causing confusion, it's causing possibly distrust, and I don't want this to be part of that problem.

[1:00:04] Trustee Stamford (probable): and working towards a different way of doing things governance-wise.

[1:00:18] Trustee Stamford (probable): as bigger trends across the province.

[1:00:22] Trustee Stamford (probable): So I will look at looking for, I will try and find different supports

[1:00:27] Trustee Stamford (probable): to try and frame this prior to the community seeing that report in November.

[1:00:34] Trustee Stamford (probable): Does that make sense?

[1:00:39] Trustee Stamford (probable): And I'm probably talking to Chair Patrick in this particular.

[1:00:43] Trustee Patrick: I'm hearing you, but it shouldn't fall on your shoulders is what I'm trying to say.

[1:00:49] Trustee Patrick: I also hear Planner Zubinik.

[1:00:51] Trustee Patrick: A staff report is written primarily to the local trust committee as the audience.

[1:00:56] Trustee Patrick: and we're used to it.

[1:00:58] Trustee Patrick: We understand it, we receive it,

[1:01:00] Trustee Patrick: we process it in the way we're comfortable

[1:01:03] Trustee Patrick: and we're used to it.

[1:01:04] Trustee Patrick: They land in the general public in a different way.

[1:01:08] Trustee Patrick: Sometimes it's a bit of a treasure hunt

[1:01:13] Trustee Patrick: because they're not accustomed to that format.

[1:01:26] Trustee Patrick: thing that we're going to put out, then we should have an accompanying communications plan with it

[1:01:32] Trustee Patrick: is where I'm trying to move on many of the projects that I'm associated with, because I

[1:01:40] Trustee Patrick: think we can provide more comfort and understanding to the public if we just have a message that can

[1:01:48] Trustee Patrick: can be received and understood better before it becomes something else

[1:01:55] Trustee Patrick: and becomes more challenge for our local trustees like Trustee Stanford

[1:02:01] Trustee Patrick: and Gambier to be able to now explain something that's now been misunderstood.

[1:08:27] Planner Zupanec (probable): so the request is for a budget of eight thousand dollars to cover the potential costs associated

[1:08:42] Planner Zupanec (probable): it's a pretty typical budget for the types of amendments that the local trust committee might

[1:10:25] Trustee Stamford (probable): I am proposing an extra $2,000 for community work to be added to the $8,000.

[1:10:33] Trustee Stamford (probable): So it would be a total of $10,000.

[1:10:36] Planner Zupanec (probable): And to clarify, this business case was drafted prior to your APC meeting

[1:10:40] Planner Zupanec (probable): and prior to the staff recommendations that we're making today.

[1:10:43] Planner Zupanec (probable): So this business case does not anticipate a robust public engagement piece beyond the community information meeting that is typically standard after first reading bylaws.

[1:10:56] Planner Zupanec (probable): So, although the request for funds is somewhat tied to the deliverables, there's, you know, some flexibility. From my understanding, it might be important to request additional funds if you anticipate the Local Trust Committee wanting more fulsome public engagement, correct?

[1:11:17] Planner Zupanec (probable): Yes,

[1:11:18] Trustee Stamford (probable): so that that is where my recommendation is coming from. It's based on this is not a typical bylaw process for an island that struggles with good engagement. So for those reasons, I'm going to request that the budget be $10,000.

[1:11:39] Trustee Stamford (probable): dollars and those additional um reasons be added in to the business case so that is any thoughts

[1:11:50] Trustee Stamford (probable): chair patrick you have i

[1:11:53] Trustee Patrick: absolutely and i do well i agree but i'm also concerned about the

[1:11:57] Trustee Patrick: there's communication engagement is one thing but it's the community engagement is as successful as

[1:12:02] Trustee Patrick: our communications of bringing people into the engagement and i think we're going to need more

[1:12:09] Trustee Patrick: communications. This is about doing things differently. This is also a complicated geographic

[1:12:17] Trustee Patrick: area. And I think we need to do far better at our communications than we do. And we may need

[1:12:29] Trustee Patrick: help to do that. So that's my only concern. Is this enough money? And if it's not, then we should

[1:12:38] Trustee Patrick: should be asking for what is necessary to complete this project.

[1:12:43] Trustee Patrick: This has been a long time, I know.

[1:12:46] Trustee Patrick: And how do we make sure we can get it across successfully?

[1:12:51] Trustee Patrick: And it's going to have to be communicated well.

[1:14:32] Trustee Patrick: is not handled correctly, then we will be in a reaction mode. And for this project to be

[1:14:39] Trustee Patrick: successful, we need to be proactive. There are good stories, there are good things that are

[1:14:44] Trustee Patrick: associated with this work. And it needs to be explained in a consumable way.

[1:14:52] Trustee Stamford (probable): um i i'm you know there's just the two of us so um you know i am looking for uh advice

[1:20:30] Planner McCargar: This would apply to land 15 meters upland and 100 meters seaward from the natural boundary of the

[1:20:36] Planner McCargar: sea. The goal is to protect ecosystems and address shoreline hazards. Plumper Cove Park and marine

[1:20:43] Planner McCargar: conservation zones are not included. Bylaw 154 would amend the land use bylaw to limit structure

[1:20:49] Planner McCargar: size near the shoreline, update dock rules like smaller dock floats, narrower ramps, and wider

[1:20:54] Planner McCargar: setbacks from neighbors, and introduce new guidelines to protect the shoreline habitat

[1:20:58] Planner McCargar: and guide dock construction. These changes aim to better protect the shoreline and marine

[1:21:04] Planner McCargar: environment while managing development impacts. So this has been a long-standing minor project

[1:21:09] Planner McCargar: for the LTC. The proposed bylaws 153 and 154 have been through public hearing, past third reading,

[1:21:17] Planner McCargar: past executive committee approval, and recently obtained approval from the Minister of Housing

[1:21:22] Planner McCargar: and Municipal Affairs. So the next step is for the LTC to grant final adoption. If there's any

[1:21:29] Planner McCargar: questions, feel free to ask now. Staff are recommending that the LTC proceed with final

ending on October 17, 2025.

Trustee Stamford reported that the New Brighton dock continues to deteriorate and 
while community members and Squamish marine members have made temporary 
repairs, there continues to be no long-term maintenance plans in place.

5.2 Chair's Report 
Chair Patrick reported the draft Trust Policy Statement received first reading in July 
and a six-month engagement period has commenced with a mailout sent to all 
residents in the Trust Area, an informational webinar and town hall has been 
scheduled for September 10, and a survey is available on the website. 
5.3 Electoral Area Director's Report 
Director Stamford reported the following: 
• The Sunshine Coast Regional District is completing the first phase of 
community outreach for the Official Community Plan Renewal project and one 
of goals is to combine seven Official Community Plans into one;  
• The Regional District has been working with staff and the Gambier Island 
Community Association to develop an engagement program for a feasibility 
study on the New Brighton dock; and 
• The Hopkins Landing dock and Keats Landing dock work projects have both 
been scheduled to commence in the fall.

request for a staff report about accessory building regulations and the following 
comments were noted: 
• Clarification is needed to determine whether the work should be considered as 
part of the major project, a separate minor project, or if staff should provide a 
high-level summary as part of a Follow-up Action List item; and 
• A summary could outline options for how accessory buildings are regulated 
under the Land Use Bylaw, identify where Islands Trust has jurisdiction, and flag 
areas of Regional District and Provincial responsibilities.

10. APPLICATIONS AND REFERRALS 
10.1 Trust Council Bylaw No. 183 - Policy Statement Referral - for Response 
The Senior Policy Advisor noted the deadline for referral responses was changed 
due to the timing of local engagement events and a response is now required to be 
received prior to February 6, 2026. The Local Trust Committee previously requested 
a Community Information Meeting be scheduled to provide information and receive 
feedback.  
A Trustee stated preference that the Community Information Meeting be held 
separately from the November regular business meeting and be presented as a 
webinar held in the evening, and that staff provide preliminary survey results from 
the Local Trust Area for consideration prior to submitting a referral response.

11. LOCAL TRUST COMMITTEE PROJECTS 
11.1 Major Project: Gambier Official Community Plan & Land Use Bylaw Targeted 
Review - Staff Report (LATE ITEM) 
The Planner provided a verbal report and highlighted recommendations and 
feedback received from the Advisory Planning Commission following their review of 
draft engagement outreach materials and noted the following: 
• The Advisory Planning Commission recommended the Local Trust Committee 
hold a special meeting in advance of the November meeting to review the 
Squamish Nation recommendations for the shoreline Development Permit Area 
and potential Heritage Conservation Area for Gambier; 
• The scope of public engagement at this time remains ambiguous and not 
targeted on specific changes to the Official Community Plan and Land Use 
Bylaw and draft bylaws reflecting engagement comments received to date 
should be presented to the Local Trust Committee prior to considering further 
public engagement; 
• The planned fall engagement should not proceed and instead the Advisory 
Planning Commission (APC) recommended the APC members lead small 
discussion groups with 8-10 people, a survey be sent out to the general public,

and comments presented back to the Local Trust Committee this winter as part 
of a Community Information Meeting; 
• Staff are concurring with the Advisory Planning Commission’s recommendation 
to pause public engagement due to potential high risk of confusion about what 
is being presented without the draft language available;  
• The Advisory Planning Commission recommended that they be allowed to 
conduct their meetings electronically; 
• Advisory Planning Commission bylaws do not provide for electronic meetings 
and this issue has been addressed with the Local Trust Committee previously; 
• The most recent comments received from the Squamish Nation staff on the 
draft shoreline Development Permit Area and a new Heritage Conservation Area 
will be prepared and presented in a staff report at the November 25 Local Trust 
Committee meeting. 
 
Discussion ensued and the following comments and clarifications were recorded: 
• There is concern that public engagement continues to be delayed; 
• It is difficult to comment on the Advisory Planning Commission 
recommendations without having details on the Squamish First Nation 
recommendations; 
• There are many overlapping situations that impact an appropriate engagement 
strategy for the Gambier Official Community Plan including draft Trust Policy 
Statement engagement and New Brighton Dock engagement; 
• Clear communications to the public are critical and community engagement 
regarding the Squamish Nation recommendations is necessary prior to the 
Local Trust Committee considering implementation of the Nation’s 
recommendations; 
• There is confusion in the community regarding the Squamish Nation land 
agreement with the Province and if the agreement will impact the community; 
• In order to lessen potential for confusion a refocus on the original 
recommendation to draft language for the Official Community Plan and Land 
Use Bylaw based on the Squamish Nation staff engagement summary report is 
necessary; 
• The project was initially grounded in the Nation’s interests and was to be 
presented to the community as part of the Local Trust Committee’s actions 
towards reconciliation; and 
• There is need to develop a communications strategy with release prior to, or in 
tandem, with the agenda package that contains draft bylaw language. 
 
The Planner summarized the preliminary recommendations received from 
Squamish First Nation staff on the shoreline Development Permit Area and the 
following comments were noted: 
• The Nation recommends a minimum 30 metre buffer as part of the 
Development Permit Area and prefers the Local Trust Committee consider a 50-
metre buffer; 
• Emphasis has been put on shoreline protection measures which are essential 
for both ecological and cultural values;

• Shoreline protections should be aligned with long-term climate resilience and 
land stewardship objectives; and 
• There is need to avoid harmful shoreline modifications and soft shore

The Planner summarized the staff report and highlighted the following: 
• The work on the Official Community Plan/Land Use Bylaw review will not 
complete during this fiscal year; 
• A budget of $8,000 is proposed and this is a fairly typical budget request for final 
bylaw drafting and legislative review processes; and 
• The business case does not anticipate robust public engagement as the case 
was prepared prior to receiving the recent Advisory Planning Commission 
recommendations. 
 
Discussion ensued and the following comments and clarifications were noted: 
• The project is moving into the next fiscal year and the next term due to delayed 
engagement; 
• There is need to request additional funds for engagement and communications 
to facilitate engagement; 
• External trends are impacting the ability to communicate the project effectively 
and there is need to communicate the project in a proactive manner; 
• The business case can be re-worded so it is recognized that the funds are for 
engagement; 
• The remaining time in this fiscal year can be spent preparing draft bylaws in 
preparation for public engagement that will carry forward to the next term.

It was MOVED and SECONDED 
that the Gambier Island Local Trust Committee forward Bylaw 161, cited as 
“Gambier Island Local Trust Committee Meeting Procedures Repeal Bylaw 
No. 161, 2025” to the Islands Trust Executive Committee for consideration 
of approval.

14.4 Gambier Island Advisory Planning Commission Expiry Notice - Staff Report 
It was noted that the current term of the Gambier Island Advisory Planning 
Commission is expiring in October 2025. 
A Trustee asked if there was an option to delay and allow the current Advisory 
Planning Commission to continue their work without reapplying. The Planner 
indicated the thank you letter can be customized and includes an invitation to 
reapply for appointment; however, the Local Trust Committee will still need to 
consider the applications for appointment.

It was MOVED and SECONDED 
that the Gambier Island Local Trust Committee request that staff advertise 
for expressions of interest for the Gambier Island Advisory Planning 
Commission.

GM-2025-043 
It was MOVED and SECONDED 
that the Gambier Island Local Trust Committee request that staff send 
letters to members of the Advisory Planning Commission whose terms will 
expire on October 17, 2025, inviting their expressions of interest for 
reappointment to the Advisory Planning Commission and thanking them for 
their participation.

The Planner stated they will follow up with staff that had been assigned application 
GM-DP-2022.1 and provide an update at the next Local Trust Committee meeting.
