[0:00:12] Trustee Patrick: with item 16.2.4 which is the governance report recommendations on page 317 we'll be progressing

[0:00:21] Trustee Patrick: through conversation and taking a break at about 10 30 so just for your time schedule

[0:00:26] Trustee Patrick: schedule we do have a number of important items to get to through the financial employee services

[0:00:32] Trustee Patrick: section and others so we're going to try to keep our conversations on time and moving forward and

[0:00:38] Trustee Patrick: here we go so at the podium is uh director marler who will introduce item 16.2.4 the 2022 governance

[0:00:47] Trustee Patrick: report recommendations request for decision on page 317.

[0:00:52] Voice 18: yeah thank you just a reminder to

[0:00:54] Voice 18: council that this is the work that governance committee has been asked to do by council to

[0:01:01] Voice 18: look at the 2022 governance report and there was 15 recommendations that were made there

[0:01:10] Voice 18: the governance committee has done that and this report actually provides some background to that

[0:01:16] Voice 18: And also on page 321, there is a table that indicates the recommendation from the governance report, some of the work that's been undertaken to date, and then what the governance committee essentially is going to be recommending to council.

[0:01:41] Voice 18: So the ones in yellow are the items that just things that staff will be undertaking anyway.

[0:01:51] Voice 18: The governance report certainly identified some things that could do differently.

[0:01:55] Voice 18: And some of those items will be just addressed as we go forward.

[0:02:00] Voice 18: For example, when we're going up to the election, there'll be some changes on how that's happened.

[0:02:07] Voice 18: And the governance report had recommendations on that.

[0:02:10] Voice 18: The ones in red, I recommended not to proceed with doing anything further on them.

[0:02:16] Voice 18: So the ones to focus on are the items in green at the bottom of page 322.

[0:02:22] Voice 18: And those are in priority order.

[0:02:24] Voice 18: So under the Governance Committee, the last column there indicates this

[0:02:46] Voice 21: 2, 8, 11, and 7.

[0:03:09] Voice 18: So that's really the focus.

[0:03:10] Voice 18: that's where if this passes that's where the Governance Committee and staff will

[0:03:16] Voice 18: focus on going forward the rest of that resolution is just indicating what will

[0:03:23] Voice 18: be happening to the other resolution so it says with the understanding that and

[0:03:28] Voice 18: then there's a list of six recommendations there that staff would

[0:03:32] Voice 18: just be working on anyway as appropriate and then the final three recommendations

[0:03:37] Voice 18: 12, 13, and 14, those would be waiting for further direction from Trust Council.

[0:03:44] Voice 18: So with that, I'll just, through the Chair, pass it to the Chair of the Governance Committee

[0:03:53] Voice 29: So I think we should start off by giving a huge vote of thanks to Director Marler, and

[0:03:59] Voice 29: he has been extremely supportive and helpful as we try to stick a handle our way through

[0:04:04] Voice 29: this, if I can use a hockey metaphor. I'll be filling you up with metaphors. It's unfortunate

[0:04:10] Voice 29: that we start off with the two negatives and then get into the positives. And it's one of those

[0:04:17] Voice 29: topics that is not exactly titillating. And there's, you know, we're going to get into some

[0:04:24] Voice 29: discussions, but what we need to focus on are what you want to prioritize in terms of the work of the

[0:04:32] Voice 29: governance committee and ultimately what comes back to council so of these 15 we

[0:04:37] Voice 29: don't need to spend any time today and please let's try not to spend any time

[0:04:41] Voice 29: today talking about what our position would be on each of them and whether or

[0:04:46] Voice 29: not we you know necessarily agree with whatever recommendations might come from

[0:04:51] Voice 29: the governance committee because we can go down a whole bunch of rabbit holes

[0:04:54] Voice 29: and this committee has gone down enough rabbit holes so if we can just focus and

[0:05:03] Voice 29: get some direction and help then we'll know what to come back with so the

[0:05:11] Voice 29: governance report was tabled at the end of the last council's term and one of

[0:05:17] Voice 29: the main recommendations was to create the governance committee and that was

[0:05:21] Voice 29: was done, tick that box.

[0:05:23] Voice 29: And the terms of reference for that committee

[0:05:26] Voice 29: were to examine, analyze, prioritize the governance review.

[0:05:32] Voice 29: And we spent probably the first two years

[0:05:36] Voice 29: working through what we thought would be the priorities

[0:05:40] Voice 29: and starting to work on some of those.

[0:05:44] Voice 29: We did not come back, and what we're doing here today

[0:05:47] Voice 29: is that what we didn't do was to come back

[0:05:50] Voice 29: to the whole council to go through this exercise of prioritizing so that came late in the day and

[0:05:55] Voice 29: that was the process that we started when we set up and tried to run the committee of the whole

[0:06:01] Voice 29: on this we lost quorum in the middle of that so we only got through a discussion of seven

[0:06:06] Voice 29: and we decided that rather than continue that process and have problems potentially with

[0:06:13] Voice 29: with quorum again and they were detailed discussions but again we we tend to go

[0:06:19] Voice 29: down rabbit holes and it wasn't as productive as we wanted we were hoping

[0:06:25] Voice 29: to get through all 15 we only got through seven so the it came back to the

[0:06:30] Voice 29: governance committee and we spent some time going through this report in terms

[0:06:37] Voice 29: of we think from the discussions that we've had and the work that has been

[0:06:42] Voice 29: done on the governance review and since with this committee that these would be the recommendations

[0:06:46] Voice 29: to this council so we hope you can agree with the first two um we might have some discussions

[0:06:54] Voice 29: in terms of whether or not we want to prioritize the next four the next paragraph and in what order

[0:06:59] Voice 29: and i think that's the bulk of the debate that might happen today and the next six were

[0:07:08] Voice 29: were items that were probably being worked on more or less as time allowed and it came

[0:07:15] Voice 29: up in terms of the work of the staff.

[0:07:17] Voice 29: A lot of them are operational and it's not necessary for us to get through some policy,

[0:07:23] Voice 29: although one of them is to sort through all of our policy because a lot of that is operational

[0:07:28] Voice 29: and try to sort out which ones are the purview of the council and which ones should be left

[0:07:35] Voice 29: to staff.

[0:07:36] Voice 29: and the last four three sorry are if we had more people if we had more time if

[0:07:44] Voice 29: we had more resources that we'd like to work on these but they're they're

[0:07:48] Voice 29: bubbling away in the back burner and you know if and when it's on the to-do list

[0:07:53] Voice 29: but it we're not able to pull them up so the the biggest discussion that we had

[0:07:59] Voice 29: in the governance committee was whether or not to put recommendation nine into

[0:08:03] Voice 29: our priorities so the letter that we sent to the province to examine the

[0:08:08] Voice 29: mandate we included that implicitly or explicitly and it came back that we

[0:08:14] Voice 29: should do our work first and we had a discussion in terms of it it can and

[0:08:20] Voice 29: should be there's maybe some little bits and pieces that we can work on and we

[0:08:23] Voice 29: should try to work on that and you know continue to to at least think about it

[0:08:28] Voice 29: and try to figure out ways of making that happen that that should be a

[0:08:33] Voice 29: priority and the rest is all described in the work that you've got we took out

[0:08:39] Voice 29: for ease of management discussion we had alphabetized so we had recommendation

[0:08:45] Voice 29: one became recommendation a and that became a bit of a confusing confusion

[0:08:52] Voice 29: for all of us at the community the whole meeting so we just wiped that out and

[0:08:57] Voice 29: we're repeating all the numbers from the governance review and hopefully that

[0:09:02] Voice 29: makes things easier and those all got repeated in the recommendation so that you've got an easy

[0:09:10] Voice 29: reference and hopefully these few words catch what the details are of the recommendations so

[0:09:18] Voice 29: we'd really like to get this accomplished we want to this is a great huge big box that we need to

[0:09:24] Voice 29: take off i don't it's not going to kill it it's going to you know give us the direction um it

[0:09:30] Voice 29: It doesn't put it to bed

[0:09:31] Voice 29: because a lot of things are simmering

[0:09:33] Voice 29: and we'll have a discussion

[0:09:35] Voice 29: in terms of whether this helps.

[0:09:38] Voice 29: If we did the review today,

[0:09:40] Voice 29: we might have different priorities.

[0:09:42] Voice 29: This is the priorities from 2022.

[0:09:45] Voice 29: We decide whether or not they're helpful,

[0:09:47] Voice 29: whether or not we want to continue with them.

[0:09:49] Voice 29: We may have others at this point

[0:09:51] Voice 29: and that's a different discussion.

[0:09:54] Voice 29: So let's just get this little darling tucked in.

[0:10:02] Trustee Patrick: Thank you. I want to thank the Governance Committee for putting forth a recommendation. I think that was the right place to start us. And as I had asked you to be prepared, we're going to go around the room to give everyone an opportunity to speak.

[0:10:17] Trustee Patrick: speak. What I want to encourage you to do is talk about prioritization. You know, did we get the

[0:10:25] Trustee Patrick: priority right? Would you want to do some, see a different order to the priority? We're not going

[0:10:31] Trustee Patrick: to debate the content or the how to achieve each of those items. Those are debates to come at a

[0:10:36] Trustee Patrick: future time. But for today, this is about the prioritization so that we're giving clear direction

[0:10:42] Trustee Patrick: to the governance committee on their work and to confirm the work that's already underway on many

[0:10:48] Trustee Patrick: of the items so please keep your comments to the the prioritization i know the motion looks daunting

[0:10:56] Trustee Patrick: the table is maybe easier we tried hard to have a clear representation so i'm going to go around

[0:11:03] Trustee Patrick: the room we're going to be going backwards on the list because we went the other way before so just

[0:11:08] Trustee Patrick: a warning and um you can pass you have nothing to say you could say you either support what's

[0:11:14] Trustee Patrick: presented or you can have suggestions to uh reprioritize it and after we're all done we'll

[0:11:22] Trustee Patrick: see and i really encourage you to listen because maybe you would prioritize something and then in

[0:11:26] Trustee Patrick: the debate hearing someone else let you you know listen to what they say and consider that when we

[0:11:31] Trustee Patrick: come around to the end all right so starting backwards i'm looking across the table at trustee

[0:12:30] Trustee Stamford: that is a problem or a solution looking for a problem. And that's the one I have the most

[0:13:57] Voice 5: adoption of a comprehensive multi-year planning document

[0:14:05] Voice 5: seven, helping trustees fulfill their roles

[0:14:09] Voice 5: in light of the fact that we're not that far out

[0:14:14] Voice 5: from election, I'd like to see bumped up

[0:14:19] Voice 5: as well, much like

[0:14:23] Voice 5: like Trustee Stamford, the number eight, the secretary role,

[0:14:32] Voice 5: governance committee has yet to really map that out in a way

[0:14:37] Voice 5: that I think is comprehensible on a general, like widely comprehensible,

[0:14:44] Voice 5: not only within trust council, but I think within the governance committee itself.

[0:14:49] Voice 5: So I would tend to bump eight down on that list.

[0:14:54] Voice 5: And certainly, I think seven is important coming into the election.

[0:15:02] Voice 5: I would maybe even consider putting that at the top of this section, followed by the multi-year planning.

[0:15:09] Voice 5: And then the recommendations is nine and eight.

[0:15:13] Voice 5: If it was all up to me, that's how I would reorder that portion of it.

[0:15:49] Trustee Patrick: I'm happy to do straw polls, anything we can on those items to see if there's appetite to move forward.

[0:15:55] Trustee Patrick: But yes, trustees should be, if you feel strongly that you want to see a change, you should be jotting down a resolution that you'd like to see.

[0:16:04] Trustee Patrick: And then we'll consider those after we're done.

[0:21:16] Voice 29: of being the chair of the committee

[0:21:17] Voice 29: and putting forward the recommendations

[0:21:19] Voice 29: of the committee as a whole.

[0:21:20] Voice 29: but I would agree with the trustee Stamford and Peterson with respect to

[0:21:26] Voice 29: recommendation number eight the secretariat and I know that the the

[0:21:31] Voice 29: recommendation from staff was to put this up in the charts just because I

[0:21:35] Voice 29: think the role of legislative services in this committee needs to be expanded

[0:21:42] Voice 29: and there's things that director Marla is doing that aren't necessarily what we

[0:21:52] Voice 29: understand in terms of we could expand and make that role more effective and

[0:21:57] Voice 29: more efficient as opposed to the recommendation to hire a totally

[0:22:01] Voice 29: different person in a totally different relationship with the CAO and council

[0:22:05] Voice 29: and this was one that we had a budget proposal for last year that got turned

[0:22:10] Voice 29: turned down just because we hadn't the research, we didn't know what it was, we didn't know the

[0:22:15] Voice 29: full extent of it. So I personally would like to expand the role of our present position

[0:22:23] Voice 29: within, not to load on more work, but to, you know, make it clear to council everything that

[0:22:29] Voice 29: we can benefit from that kind of a position without looking at the specific recommendation

[0:22:39] Voice 29: recommendation of this review. And I think that the separate position is the problem.

[0:22:43] Voice 29: And it's an enormous amount of money, and it's ill-defined, and we don't have the money to even

[0:22:48] Voice 29: research it or the time to research it. So yes, I would not just move it down to the bottom of

[0:22:53] Voice 29: that list. Personally, I'd move it down to the bottom of the table so that it's in the to-do

[0:22:58] Voice 29: list as appropriate, so that when we do have the time and the money to explore and figure out what

[0:23:04] Voice 29: it is other than that um i agree that the um recommendation what trustee peterson has said

[0:23:13] Voice 29: in terms of move that one up and possibly move up um the what we've what work has been done so far

[0:23:19] Voice 29: with respect to the um what we have legislatively the ability in terms of of changing the election

[0:23:26] Voice 29: of the trust council leadership and to you know think about that and make some recommendations

[0:23:31] Voice 29: nation to council before the next election um it's in the works and we have done a little bit

[0:23:37] Voice 29: of work but you know it could possibly be moved up so um and i think yesterday after the um

[0:23:44] Voice 29: information that we got from um the um is it mr wilson the fellow that's the white okay

[0:23:54] Voice 29: the the speaker that we had yesterday i'm sorry i'm so good with names and um i i think that the

[0:24:00] Voice 29: trying to figure out how we can work on involving First Nations.

[0:24:05] Voice 29: That was not originally high on the list of recommendations,

[0:24:10] Voice 29: and we pushed to get it on, and I think that needs to stay there,

[0:24:15] Voice 29: as difficult as it is.

[0:24:17] Voice 29: So, thank you.

[0:24:43] Voice 15: I think we're going to be able to demonstrate between now and that time our abilities to work towards working collaboratively with Indigenous bodies, Indigenous governing bodies,

[0:24:55] Voice 15: So we can get into a position where we're demonstrating to the province what we can do rather than asking what we should do. Thanks.

[0:28:20] Voice 9: With the recommendations to not continue following work on, I think recommendation number two, that's already work that's undertaken and alluded to by CAO in his, Bernie, in his report.

[0:30:35] Voice 14: sitting, willing to sit in an advisory capacity is also a potential representation.

[0:30:41] Voice 14: But that's going to require a lot of thought and work.

[0:30:44] Voice 14: And so I think it should be tackled sooner.

[0:30:51] Voice 14: Council. And Recommendation 11, I think we're pretty much halfway through the corporate planning

[0:31:01] Voice 14: framework. So that work is already underway. And I think it's valuable and will provide stability

[0:31:08] Voice 14: and a sense of direction for the organization so that it doesn't feel like we're restarting

[0:31:15] Voice 14: every four years. Recommendation seven, I'm finding difficult because I think there's value

[0:31:26] Voice 14: in it. Absolutely. We need to, you know, have briefings and workshops, but I think that's

[0:31:32] Voice 14: planned. When I look at the information that we had coming into this term, there was a lot of it.

[0:31:41] Voice 14: I think the CAO and executive committee, we've already been talking about how that can be done

[0:31:47] Voice 14: done better so that incoming trustees have a chance to absorb and, well, learn and become

[0:31:59] Voice 14: adept at the different aspects of their role. So I don't really see that as a priority. It's

[0:32:04] Voice 14: something that's ongoing work that should continue and should always be done better

[0:32:10] Voice 14: and refined with every year.

[0:32:13] Voice 14: And finally, recommendation eight.

[0:43:28] Voice 3: And so we would just want clarity on if that's going to be a priority coming out of this, are you wanting us to explore that specific solution?

[0:43:45] Voice 3: And we just have to reconcile the difference between those two things just so that we can prioritize the work because the co-governance piece is also one of your green items in your strategic plan.

[0:50:47] Voice 9: what direction we'd like to take it in.

[0:54:07] Trustee Stamford: operational with staff. We have one staff member that we hire, that's the executive director,

[0:54:14] Trustee Stamford: CAO, sorry. It's up to them to make those decisions of how their staff looks based on

[0:54:22] Trustee Stamford: what our priorities are. So take that word out, leave the overall issue of succession and how

[0:54:30] Trustee Stamford: how the executive functions work in relation to the board and leave it up to them to provide

[0:54:40] Trustee Stamford: the solution to the problems that we are going to identify. So I'm uncomfortable making

[0:54:47] Trustee Stamford: recommendations specific to a staff position that really should be up to operations to determine

[0:54:54] Trustee Stamford: to support us in the best possible manner. So those are the kinds of concerns I'd really like

[0:55:07] Trustee Patrick: look to staff and i don't know who's prepared but the islands trust act requires that we appoint a

[0:55:12] Trustee Patrick: secretary the trust council that's one of our roles is to appoint a secretary if we look in

[0:55:17] Trustee Patrick: the local government act most municipalities have to appoint a corporate officer which i think is

[0:55:22] Trustee Patrick: the the parallel to it so i'll look to staff to talk a little bit about what we're legislatively

[0:55:27] Trustee Patrick: required to do. And I believe that the consultant, when they did this report, assumed that the

[0:55:31] Trustee Patrick: position was vacant. It was how the report reads. So who in staff would like to answer this?

[0:55:37] Trustee Patrick: CEO Bruni.

[0:55:42] Voice 3: sort of the specifics as well. But my read of this recommendation in the report is that it was

[0:55:48] Voice 3: envisioned as somewhat of a separate role with a direct reporting relationship into council.

[0:55:57] Voice 3: in some ways analogous to my role, but also bringing in parts of Director Marler's role.

[0:56:02] Voice 3: And so it was proposed and conceived of as something unique and different from what we

[0:56:08] Voice 3: have in our operating structure now. And so I think where the confusion has come in,

[0:56:12] Voice 3: and it's even reflected in some of your comments, is that some of how it was described,

[0:56:15] Voice 3: though, would take into, it was kind of an amalgam of functions that several of us already

[0:56:20] Voice 3: perform, and some additional pieces around kind of political advice and that kind of thing. So

[0:56:26] Voice 3: So I think it was conceived of, or from the consultant's view, as something separate and

[0:56:32] Voice 3: different from what already exists.

[0:56:35] Voice 3: What is, and I think Director Marlowe touched on this, is if there was a desire to further

[0:56:39] Voice 3: explore it, we would need clarification on whether or not Trust Council wanted us to

[0:56:44] Voice 3: pursue it as that, or really what you wanted was for us to do an analysis of whether or

[0:56:50] Voice 3: not there are any real gaps that need to be filled in terms of how we provide the different

[0:56:55] Voice 3: support to trust council maybe if the chair's indulgence i'll invite director barter to comment

[0:57:52] Voice 18: ceo agrees or not agree with us because we have been appointed directly by you so that's kind of

[0:57:59] Voice 18: a nuance to think about i

[1:11:36] Voice 29: that we've got in the trust. Whenever we talk about it, we go into this whole other thing in

[1:11:44] Voice 29: terms of corporate secretary. And, you know, the, I mean, Director Marler sits beside the chair and

[1:11:52] Voice 29: and offers legal advice, the same as the corporate officer does on Bowen.

[1:11:55] Voice 29: And we confuse and we have this mashup in terms of what it is this recommendation is talking about.

[1:13:48] Voice 29: that we've been talking about and they have lots of really good ideas and I

[1:14:04] Voice 29: are we going to handle when director marler decides that he's going to retire because that

[1:14:08] Voice 29: is the position and whether we enhance it or whether we change it but we're not seriously

[1:14:15] Voice 29: even remotely able to look at another 150 000 position right it's not realistic and we don't

[1:14:24] Voice 29: know how that person would function so and we for this to become a priority for the governance

[2:20:20] Voice 8: unofficially. Financial Planning Committee is recommending that Trust Council request staff

[2:20:25] Voice 8: to prepare a proposed project plan for assessing the full cost of processing planning applications.

[2:20:30] Voice 8: The last time this work was undertaken was in 2019, and I think at the time there was a hope

[2:20:36] Voice 8: that we would see a closing of the gap between how much revenue we bring in from application fees and

[2:20:41] Voice 8: and how much we're spending to process those applications, but we haven't actually seen that

[2:20:45] Voice 8: transpire. There's a few possible reasons. First, there's a question that's been raised as to

[2:20:51] Voice 8: whether or not the previous exercise appropriately considered the 25% benefit rate that we pay to the

[2:20:57] Voice 8: public service agency over and above staff wages. We also saw local trust committees adopt fees

[2:21:04] Voice 8: bylaws at 80% of the estimated cost previously, which of course also limits our ability to fully

[2:21:10] Voice 8: recover those costs. The fees bylaws have an automatic 2% increase annually to account for

[2:21:16] Voice 8: inflation. But of course, the last number of years, we've seen inflation at much higher

[2:21:20] Voice 8: percentages than 2%. And so that's also widening the gap. We've also invested in new infrastructure.

[2:21:26] Voice 8: So the CityView software has a hefty price tag, and that's a dedicated software for processing

[2:21:32] Voice 8: planning applications. So it's not without merit that we might want to revisit this work.

[2:21:36] Voice 8: financial planning committee is asking the work be undertaken by them the

[2:21:40] Voice 8: previous exercise was undertaken by the regional planning committee it's not

[2:21:44] Voice 8: outside of the realm of FPC's Terms of Reference to take on this work because

[2:21:50] Voice 8: the Terms of Reference to indicate that they will assess and monitor revenue

[2:21:53] Voice 8: generating practices and of course fees are a revenue source for us so I'll

[2:28:39] Voice 19: analysis would be helpful. And, you know, maybe a suggestion, add 40%, 30% to the current cost to

[2:28:47] Voice 19: catch up with. I noticed that the cost of living increase hasn't kept pace with probably staff

[2:28:53] Voice 19: salary increases. So we could just do that. And the last thing would be, I think, the old report

[2:29:02] Voice 19: from 2019 if that could be shared so i don't think we should go ahead with this as it is

[2:29:10] Voice 19: but maybe with a little more information we could either say well yes we definitely need to do this

[2:29:16] Voice 19: it'll make a huge difference to our um you know funding or you know we can do it with the stroke

[2:29:23] Voice 19: of a pen by adding an appropriate percentage or you know let's look at the last report and see

[2:29:30] Voice 19: see that there's you know very little to be gained so i would like a little more information but not

[2:33:43] Voice 26: development what can we do more in line with other local governments that would make it

[2:33:50] Voice 26: that we get better cost recovery for development without maybe doing this big project

[2:48:56] Voice 8: your term. Item number 14 is trustee remuneration. So the Governance Committee is undertaking a

[2:49:02] Voice 8: review of Trust Council's policy on remuneration, specifically hiring a consultant to look at

[2:49:07] Voice 8: remuneration dollars. The first draft of the budget we will not have a returned report from

[2:49:13] Voice 8: the consultant to consider and so the first draft of the budget will continue to calculate trustee

[2:49:18] Voice 8: remuneration under the existing policy and as that work with the governance committee wraps up we

[2:49:24] Voice 8: will then be amending further drafts of the budget as needed. Item number 15 speaks to office

[2:49:30] Voice 8: facilities. There are no changes expected to office facilities next year so we are expecting

[2:49:35] Voice 8: the salt spring island office renovation and move to be completed so no new dollars will be needed

[2:49:39] Voice 8: next fiscal year we do have a one-time out clause in the victoria office lease to take advantage of

[2:49:47] Voice 8: that one-time out clause we need to be giving notice to the property manager on march 31st of

[2:49:51] Voice 8: 2026 for a september 31st 2026 termination of lease at this juncture we do not expect to have

[2:49:58] Voice 8: the capacity to investigate other office space options we've done a little bit of work there and

[2:50:03] Voice 8: there hasn't really been a lot of space that's suitable for us. And unfortunately, staff capacity

[2:50:07] Voice 8: restricts us from undertaking that work in any rigorous way. So we expect no changes to office

[2:50:12] Voice 8: facilities for next year. Item number 18 speaks to elections. So next fiscal year is an election

[2:50:19] Voice 8: year. The cost of elections is rising quite substantially. We do have, like our elections

[2:50:27] Voice 8: costs are comprised of both communications and also contracts that we engage with, with regional

[2:50:32] Voice 8: districts who actually undertake the elections process for us. Director Marler has reached out

[2:50:36] Voice 8: to some of those regional districts and we've been told that we can expect up to a 50% increase

[2:50:41] Voice 8: in the cost of elections over and above what we experienced for the last election cycle.

[2:50:46] Voice 8: So we're estimating about $230,000 for elections next year, which will be an increase in our budget

[2:50:53] Voice 8: for sure. The next item that's new this year, number 24, the pre-budget survey already spoke

[2:51:00] Voice 8: spoke to that a little bit.

[2:51:01] Voice 8: Financial planning committee did pass a resolution

[2:51:05] Voice 8: recommending that trust council limit the influence

[2:51:07] Voice 8: of the budget results or the survey results specifically

[2:51:11] Voice 8: because statistical significance was not reached.

[2:51:13] Voice 8: But that of course is up to you to decide

[2:51:15] Voice 8: how much you want to lean into that feedback.

[2:51:18] Voice 8: Item 25 speaks to general surplus.

[2:51:21] Voice 8: We are expecting that there will be very limited,

[2:51:23] Voice 8: potentially no surplus available

[2:51:25] Voice 8: to pull into next year's budget to fund planned expenses.

[2:51:28] Voice 8: And that does mean we will see an increase in tax pressures, specifically in the early versions of the budget.

[2:51:36] Voice 8: We do see every year an increase in the amount that is required to be held in surplus by policy, because that number is driven by the size of our budget and our budgets rise every year.

[2:51:48] Voice 8: So I just wanted to give you that highlight.

[2:51:52] Voice 8: The guidelines that Financial Planning Committee is recommending be approved are on page 364 of the agenda.

[2:51:58] Voice 8: so they're summarized in a table. The guidelines mirror exactly what was in place for last fiscal

[2:52:04] Voice 8: year. There's only one new guideline that Financial Planning Committee has put forward,

[2:52:09] Voice 8: and it speaks more to the process than to the budget shaping itself. And that's seeking that

[2:52:13] Voice 8: any new personnel requests that are brought forward by staff will be accompanied by a draft

[2:52:17] Voice 8: job description, as well as a depiction of where the position will reside in the org structure.

[2:52:22] Voice 8: structure, that's really to help trustees understand a little better what work any new

[2:52:28] Voice 8: staff position might be undertaking and may also help speed up the classification and hiring process

[2:52:33] Voice 8: at the other end should any new personnel requests be approved. I'm going to leave it there, but I

[2:52:39] Voice 8: will take questions. All

[2:52:40] Trustee Patrick: right, trustees, I know this is a big piece of work here on the third day,

[2:53:52] Voice 19: in February goes line by line and tries to reduce the budget. I think they should build a budget

[2:53:59] Voice 19: within these guidelines and just construct it and make sure that it's legal, that the surpluses

[2:54:05] Voice 19: issues are addressed and highlighted. And then we should have a committee of the whole,

[2:54:12] Voice 19: Trust Council meeting, which looks at the budget in the way that financial planning has in the past,

[2:54:20] Voice 19: where we reduce it we go to trust council and everything we've removed is put back in line by

[2:54:25] Voice 19: line so i suggest that we jump to the chase construct the budget according to these guidelines

[2:54:32] Voice 19: and then we go to a committee of the whole to do that fine tuning at the end rather than do it in

[3:58:54] Voice 14: take our work in the trust area um so i think a formal letter to to just recognize that would be

[3:59:02] Voice 14: appropriate as a presentation and then i do think what was the letter uh from the friends of the

[3:59:09] Voice 14: gulf islands um i wouldn't necessarily suggest that we write in response to that but their

[3:59:19] Voice 14: Their request, or rather their statement, is that there is a petition requesting that the minister not approve the policy statement unless a certain criteria are met.

[3:59:31] Voice 14: And so I'm wondering, are these two pieces linked?

[3:59:37] Voice 14: does the does council want to write to the minister affirming that the

[3:59:45] Voice 14: environment is a core responsibility in the trust area and that through the

[3:59:52] Voice 14: policy statement work that we're doing hearing from constituents indigenous

[3:59:57] Voice 14: governing bodies that

[4:00:00] Voice 14: all of the values, including Indigenous rights and interests in this area,

[4:00:07] Voice 14: will be carefully balanced through the holistic document. I'm concerned that

[4:00:13] Voice 14: the repeated request to prioritize the environment over and above everything else

[4:00:19] Voice 14: is going to, is challenging in this process to undertake really good public consultation. So I

[4:00:29] Voice 14: I just want that message to go back to the minister that we're doing really good work

[4:00:33] Voice 14: and that we're considering all of those values in development of the policy statement.

[4:01:51] Voice 9: environmental prioritization within that document, as well as a focus on First Nations,

[4:01:58] Voice 9: as well as a focus on housing and climate change and action. So I kind of feel from around the

[4:02:07] Voice 9: table, the environment above all else is problematic. And making that position in the

[4:02:15] Voice 9: the policy statement diminishes the other areas.

[4:02:21] Voice 9: And I would almost look to Director Marlowe

[4:02:24] Voice 9: to clarify if such a thing were done,

[4:02:31] Voice 9: the environment above all else,

[4:02:34] Voice 9: it does that fetter the incoming trust council

[4:11:31] Voice 14: Indigenous people are linked. The well-being of our communities are linked. And so if this council

[4:11:38] Voice 14: wishes to affirm that while the natural environment is a core value and a critical

[4:11:45] Voice 14: element deserving of protection in the trust area, it should not be held over and above the

[4:11:51] Voice 14: interests and rights of, for example, Indigenous peoples and other values. And that's what I keep

[4:12:00] Voice 14: hearing from this council, and I would like that message to be conveyed back to the Friends of the

[4:12:06] Voice 14: Gulf Islands.

[4:15:21] Voice 14: we're having is of assuming that all values are equal and the rights of

[4:15:28] Voice 14: indigenous peoples are not the same as the values of environmental protection and so the repeated

[4:15:38] Voice 14: requests that islands trust top priority be protection and preservation of the islands

[4:15:45] Voice 14: land and marine ecosystems and rural island character supposes that that is the driving

[4:15:57] Voice 14: force of the mandate and therefore the light in which everything else is viewed and I really think

[4:16:03] Voice 14: since we have heard so much from Indigenous governing bodies from Doug White that the

[4:16:12] Voice 14: rights of Indigenous peoples is not a right to be balanced against other values or rights

[4:16:18] Voice 14: they are standalone and so I have never been comfortable with saying the top priority of the

[4:16:25] Voice 14: the Islands Trust is solely environmental protection. And I would like to put an end

[4:16:30] Voice 14: to this debate by saying we are called to uphold the object of the trust on behalf of the province,

[4:16:39] Voice 14: and that there are many critical elements to that, including the rights of Indigenous peoples.

[4:16:48] Voice 14: We can't keep having this debate.

[4:16:52] Trustee Patrick: Trustee Borthwick?

[4:17:25] Voice 23: uh, denies our capacity to hold more than one objective at once, which I think, I think the

[4:17:32] Voice 23: job is complex. This, this role as trustee, this, this role in this specific organization is,

[4:17:40] Voice 23: is complicated and it, it behooves us to be able to, um, you know, hold more than one thing at a

[4:17:47] Voice 23: time. And, and I like, um, like trustee Elliot, you know, I'd like to not continue to have this

[4:17:54] Voice 23: specific debate um you know i i understand where the concerns come from but i i think

[4:18:00] Voice 23: it detracts from other meaningful work and actually getting you know getting those things

[4:18:05] Voice 23: done a lot of these things are interrelated and interconnected and i think everyone who sits at

[4:18:09] Voice 23: this table understands that these things are more complicated than just one thing um so yeah thank

[4:18:54] Voice 5: we have determined that we are to carefully balance

[4:21:08] Voice 29: in terms of our Section 3 mandate discussions

[4:21:11] Voice 29: discussions and that we've, you know, researched it reasonably well and come up with our own

[4:21:17] Voice 29: position that it's a core value, but it's not the only value. And that, you know, we're working on

[4:21:22] Voice 29: trying to balance all of the difficult and potent interests. So I think this minister needs to know

[4:21:30] Voice 29: that we're aware of this and on top of it and considering it. Thank you.

[4:22:06] Voice 19: and on the face of it if you don't actually consider how much we debated and how we considered

[4:22:21] Voice 19: parliament is a parliament and it seems like a sort of a you know an easy thing to answer

[4:22:28] Voice 19: but we have considered it we have researched it we have you know we've even requested the minister

[4:22:37] Voice 19: to as part of our request to review the islands trust to make it more clear and we were you know

[4:22:43] Voice 19: turned back to well you know it's up to you guys to figure this out so we have figured it out and

[4:22:50] Voice 19: And I think it's worth emphasizing that. And it should be a fairly comprehensive letter.

[4:24:10] Voice 26: reason I would support this is because it says we're considering what they're saying in light

[4:31:22] Voice 26: communities where we have to depend on ourselves a lot more than others and the first one that i

[4:31:28] Voice 26: wanted to mention which those of you who took the trip to the makerspace at gyro yesterday

[4:31:33] Voice 26: heard about the fact that our first electric bus arrived today but you didn't get to ride on it

[4:31:40] Voice 26: because it didn't get here till today and we have two electric buses coming they were both made by

[4:31:47] Voice 26: um gerard gerard dan bluebird in montreal they took longer to get than we thought because we

[4:31:53] Voice 26: wanted a canadian supplier and most of the money from uh for getting those buses came from the

[4:31:59] Voice 26: federal rural transit solutions fund and a lot of money also came and a huge amount of support from

[4:32:07] Voice 26: from our regional director, Vanessa Craig.

[4:32:10] Voice 26: I really have to thank her for that.

[4:32:13] Voice 26: And, of course, we had some donors as well as just people

[4:32:18] Voice 26: who wanted to contribute to this amazing thing.

[4:32:21] Voice 26: And I want to point out that the money we got from RTSF,

[4:32:26] Voice 26: it doesn't just cover the buses.

[4:32:28] Voice 26: It covers driver training.

[4:32:29] Voice 26: It covers the huge solar array on top of the depot roof

[4:32:34] Voice 26: that will charge our buses.

[4:32:36] Voice 26: it covers we can hire someone to do the warranty specifications and spreadsheets for us to get us

[4:32:43] Voice 26: started on that and I just wish that we had been able to ride it one of them yesterday

[4:32:50] Voice 26: and I'm very glad that you could all ride at least one Gertie bus because Bertie that was

[4:32:56] Voice 26: Bertie that you rode yesterday Bertie was in the garage until six o'clock yesterday morning

[4:32:59] Voice 26: morning when our coordinator ran down to get it in time to get you all to the depot.

[4:33:05] Voice 26: The other thing I wanted to mention, which is kind of unique to small communities, is

[4:33:10] Voice 26: that Gabriela Island since 2018 has had an investment co-op.

[4:33:15] Voice 26: So it's the members are people who live in our community who invest into this cooperative

[4:33:22] Voice 26: cooperative, so that projects with small businesses and agencies can be realized that

[4:33:29] Voice 26: would not normally be funded by a bank or even a credit union. And we have six priorities. I'm on

[4:33:35] Voice 26: the board, so I can tell you this. Sustainable local businesses and meaningful work, clean

[4:33:41] Voice 26: technologies and renewable energy, affordable housing, waste recovery and recycling, food

[4:33:47] Voice 26: Food Security and Sustainable Agri-Food Business, and First Nations Partnerships.

[4:33:52] Voice 26: And to date, the reason I didn't do this the other day is because that evening we did our 13th loan,

[4:34:00] Voice 26: and it was a big one, and I was just waiting for it to be finalized.

[4:34:05] Voice 26: So we've loaned anything from $1,100 to $20,000.

[4:34:11] Voice 26: dollars and our members we have i think now 55 members who contribute money to the cooperative

[4:34:19] Voice 26: so far we've had no defaulted loans we weren't expecting any we do a very rigorous go through

[4:34:26] Voice 26: when people apply for a loan and we have supported some amazing small business improvements and

[4:34:34] Voice 26: startups on gabriola these are things that would not likely be funded by a bank or even the credit

[4:34:40] Voice 26: Union. So I brought with me the pamphlet that describes everything. And you are more than

[4:34:47] Voice 26: welcome to take one with you. And the third thing I wanted to mention was something I had on the

[4:34:53] Voice 26: table over there so that you could see. This was apparently the first health facility in BC to get

[4:35:01] Voice 26: approval from the local health authority for rainwater collection and filtration. And I

[4:35:08] Voice 26: I attended the grand opening last Saturday, and they were waiting for rain that very night,

[4:35:14] Voice 26: and it rained heavily on Saturday night.

[4:35:16] Voice 26: So that Sunday morning, they could test the system, which I didn't hear anything bad come

[4:35:22] Voice 26: out, so I'm sure everything is working well.

[4:35:24] Voice 26: And it doubles their capacity for our health clinic for water collection.

[4:35:31] Voice 26: The well was running low, and we know that.

[4:35:33] Voice 26: We know in climate change, our wells are not going to be reliable.

[4:35:37] Voice 26: and the funding came from the health center's capital fund um and it's designed for just such

[4:35:45] Voice 26: upgrades of that sort we also had a lot of donations from the community and a lot of

[4:35:50] Voice 26: donations from the lions the gabriel alliance um the fourth thing i was going to talk about

[4:35:57] Voice 26: was gyro in the makerspace and many of you saw that and again that's just something that we

[4:36:04] Voice 26: we came up with that we needed to do

[4:36:05] Voice 26: to keep stuff out of the landfill.

[4:36:08] Voice 26: And we all need to do that on our islands

[4:36:10] Voice 26: because it costs money to transport stuff to the landfill.

[4:36:17] Voice 26: Yeah, maybe what I could say about that is

[4:36:20] Voice 26: all of the learning and the playing

[4:36:22] Voice 26: and the working done at that makerspace

[4:36:24] Voice 26: is in aid of an almost impossible mission,

[4:36:27] Voice 26: which is to find ways to keep non-reusable textiles,

[4:36:32] Voice 26: mostly clothing out of landfills here but also out of landfills across the world where they've

[4:36:38] Voice 26: traditionally been shipped and they end up in other landfills where they pollute the earth and

[4:36:44] Voice 26: the water so it's just a tiny little drop in the bucket but it feels good to be to be doing that

[4:36:50] Voice 26: in our small community thank you all well

[4:36:55] Trustee Patrick: thank you i gave you all a like i said special place

[4:36:59] Trustee Patrick: very strong volunteer organizations. And it shows. Are there any other trustees that got
