[0:01:03] Voice 2: Coast Salish nations. Last Tuesday was National Day of Truth and Reconciliation, an important
[0:01:10] Voice 2: day to recognize that deep, ongoing history of the land and to reflect upon our relationship
[0:01:17] Voice 2: to it um land acknowledgments themselves are they're not really about the past alone um they're
[0:01:27] Voice 2: about the ongoing uh colonialism that is uh the reality of um the world that we're living in today
[0:01:34] Voice 2: uh recognizing this it caused calls on us to be mindful about our place in history um
[0:01:41] Voice 2: and to consider how we participate in shaping the present and the future.
[0:01:49] Voice 2: September 30th isn't just a date.

[0:07:22] Voice 4: the accessibility committee asked us to do. One was that we put in a feedback opportunity on our
[0:07:29] Voice 4: website that we make it available like through an email address or a mail address and a form to fill
[0:07:39] Voice 4: out on the accessibility website so that work has been largely done unfortunately I've been on
[0:07:45] Voice 4: vacation this last couple weeks and due to strike action I haven't been able to talk to the staff
[0:07:52] Voice 4: that did the work so I'm not quite sure the status of whether it actually got finished before they
[0:07:57] Voice 4: went on strike or whether we'll have to wait until after the strike's over so that we can
[0:08:03] Voice 4: do that but anyway just want to let you know that we did follow up on that
[0:08:07] Voice 4: and if it's not up there right now it will be up there fairly soon so that's that one
[0:08:14] Voice 4: and then the other one is on the agenda and that is the accessibility plan business item 5.1
[0:08:22] Voice 4: below there, which was doing a business case and a project charter for getting the accessibility
[0:08:32] Voice 4: plan completed. Those are two main things that we followed up on from the last meeting.
[0:08:40] Voice 4: We will get a written pop-up action list for this committee
[0:08:44] Voice 4: as soon as we're able to get the work done to set that up for you.

[0:08:58] Voice 2: business. Get right down to it. 5.1, the accessibility plan. Turn it over to you.
[0:09:05] Voice 4: Yeah, I'll take this one. So this is a business case for an accessibility plan development in
[0:09:12] Voice 4: next fiscal which starts on april 1st of 2026. um so last year we thought yeah we'll try and
[0:09:22] Voice 4: do this in-house the reality is that we just haven't had the time or really the expertise
[0:09:29] Voice 4: in-house to work on accessibility plan that would be true to what the alums trust needs to do
[0:09:36] Voice 4: and needs to consider so we're kind of unique in the sense that we have a different need than most
[0:09:42] Voice 4: local governments different types of accessibility considerations so this business case is to request
[0:09:50] Voice 4: council allocate 19 000 and about 15 000 of that roughly would be used to hire a consultant that
[0:09:59] Voice 4: has expertise in this area uh so that could be um you know there's a lot of um people out there that
[0:10:09] Voice 4: do this kind of work and have done it before so we get them to come in and help the accessibility
[0:10:15] Voice 4: committee develop a draft um accessibility plan and the process to do that and then about four
[0:10:23] Voice 4: thousand dollars would be for advertising um mainly uh in relation to the public feedback
[0:10:30] Voice 4: uh components of developing that plan uh so the uh there's a draft project chat and i wonder alex
[0:10:38] Voice 4: so we can just scroll down to that just after the rfd yeah and after the business case
[0:10:50] Voice 4: so i don't know if you had a chance to read through the business case but um just let me
[0:10:55] Voice 4: know if there's something in there that's missing so i think what i'd like to do is just focus here
[0:10:59] Voice 4: on what i make what i've written as deliverables i want to make sure that the accessibility
[0:11:05] Voice 4: committee agrees with this so the first one is an assessment of accessibility and gaps at the
[0:11:12] Voice 4: ounce trust so looking at legislation that's a requirement of the plan is to identify what are
[0:11:18] Voice 4: the gaps like where is it that we're not meeting the accessibility requirements like what is that
[0:11:24] Voice 4: public feedback mechanism so i haven't defined exactly what that is i think this committee and
[0:11:32] Voice 4: consultant can determine what kind of public feedback would be appropriate and the methods
[0:11:37] Voice 4: to do that and then development of a draft accessibility plan which is consistent with the
[0:11:44] Voice 4: act a consultation with the accessibility committee that'd be ongoing we can build that in
[0:11:50] Voice 4: and a final draft plan that takes your input and any public input that has been received
[0:11:59] Voice 4: and considered and then that would be the end of the consultant's work and then from there
[0:12:06] Voice 4: we'd take that draft plan to trust council i'm just going to go back up again there okay
[0:12:13] Voice 4: and then the other piece here is what's in and what's out of scope so again you may not agree
[0:12:19] Voice 4: with me so i'd be really interested in if i got this right so in scope trying to keep this to
[0:12:26] Voice 4: to something that we can do for a reasonable amount of money
[0:12:29] Voice 4: is review of the current conditions
[0:12:30] Voice 4: that we have at the Allen's Trust.
[0:12:32] Voice 4: So this is our offices and our meeting locations.
[0:12:36] Voice 4: So this is to do with what we do to run our business.
[0:12:42] Voice 4: I did get somebody complaining about,
[0:12:47] Voice 4: can't remember what it was,
[0:12:48] Voice 4: it was something to do with building code
[0:12:49] Voice 4: and development payment areas.
[0:12:51] Voice 4: And that is not something this Act covers,
[0:12:54] Voice 4: that's to do with the building code and the land use planning portion and we can't address that
[0:13:01] Voice 4: here so this is entirely to do with our offices our website our public locations and how people
[0:13:08] Voice 4: interact not only the public but also staff that's something you know we should also be considering
[0:13:14] Voice 4: is accessibility for staff as well as the public public comment and feedback is in scope
[0:13:23] Voice 4: scope. Our operations, as I said, our meeting locations, our online presence and communications
[0:13:29] Voice 4: approach I think are in. If you think I've missed something, let me know and we can add it to in
[0:13:34] Voice 4: scope here. But what I put as out of scope is requirements, policies and regulations in local
[0:13:40] Voice 4: trust committee official community plans and land use bylaws. In other words, we're not trying to
[0:13:45] Voice 4: deal with that. That's a completely different animal. And then the engagement level here,
[0:13:51] Voice 4: those four are from the IAP2 engagement system which goes from inform where you just tell people
[0:13:58] Voice 4: what you're doing up to collaborate where you work with and provide some empowerment for other
[0:14:05] Voice 4: people to have a decision making and really for this kind of work that we're doing I think consult
[0:14:12] Voice 4: would be appropriate it allows for feedback so you're not just informing but you're asking people
[0:14:17] Voice 4: people to then tell you did you get it right not have you missed something that kind of thing a
[0:14:23] Voice 4: little bit short of involved um but definitely something that we could probably handle okay so
[0:14:30] Voice 4: maybe back to the chair is there anything that you feel should be in scope that we haven't identified
[0:14:37] Voice 4: and anything that should be out of scope that we haven't identified and finally do you think
[0:14:43] Voice 4: that the deliverables are appropriate all
[0:14:47] Voice 2: right we open it up to the committee what are our thoughts
[0:14:51] Voice 3: here guys um my thoughts on the deliverables is what an accessibility plan of course is what we're
[0:14:57] Voice 3: doing here but to also maybe put in the deliverables for the consultant um some form of a
[0:15:02] Voice 3: plain language um accessibility plan version that's been
[0:15:07] Voice 3: a piece that a lot of government
[0:15:08] Voice 3: agencies have done that are a little bit more advanced in the areas of accessibility um like
[0:15:14] Voice 3: Like I know some of the ones that I looked at for, you know, municipalities weren't quite as advanced on that level.
[0:15:20] Voice 3: But I think the Island Trust should be, you know, more of a leader in that sense that we have an accessible accessibility plan as well.
[0:15:28] Voice 3: So a lot of the time it'll be written into language that's not accessible to people.
[0:15:34] Voice 3: so um at times there's ones that may have like some more pictures shorter sentences and a shorter
[0:15:41] Voice 3: shorter version that might be a more readable plan i

[0:18:02] Voice 4: of the accessibility plan and then i can just update the the work plan to include that and
[0:18:10] Voice 4: at the business case i don't think it'll change the budget i just think it's another section so
[0:18:15] Voice 4: the consultant would consider you know how we would implement the accessibility plan
[0:18:23] Voice 4: The Act does state that the plan has to be reviewed every three years and updated, and that's part of implementation.
[0:18:32] Voice 4: So that would be a given. This would be more about something like Trust Council consider the accessibility plan when it's doing its annual budget and identify where it can advance the implementation of the accessibility plan.

[0:25:22] Voice 4: yep they will approve the 13 000 that we've applied for for the um the salt spring office
[0:25:30] Voice 4: but also we encourage local governments to use the full 25 000 so is there anything else
[0:25:36] Voice 4: that you would like to use it for. So reading the document, I was under the impression that
[0:25:42] Voice 4: it could be used to finish off the accessibility plan. So I put that in, sent it in, then went on
[0:25:48] Voice 4: vacation. And while I was away, they emailed me back and said, actually, you can't use it
[0:25:54] Voice 4: for writing accessibility plans. But what you can use it for is removing barriers that have
[0:26:01] Voice 4: been identified either by the general public by the accessibility committee or in your accessibility
[0:26:09] Voice 4: plan so there's eleven thousand dollars available that could be used um for that purpose so
[0:26:17] Voice 4: i said to today actually i said i'll get back to you this week um so the choice is do we just apply
[0:26:24] Voice 4: for the thirteen thousand which they've essentially said they'll just give it to us or is there
[0:26:29] Voice 4: something else that we can identify as a barrier and we can use $11,000 to help to remove that
[0:26:38] Voice 4: barrier. The one thing that came to my mind that we could probably use it for is we did an audit
[0:26:46] Voice 4: of the Islands Trust website from an accessibility point of view. I think it was about a year ago,
[0:26:54] Voice 4: maybe just under a year ago and we have that audit and we could use that and use the extra 11 000
[0:27:02] Voice 4: to hire a website consultant to come in and make the changes identified in the audit to make our
[0:27:11] Voice 4: website more accessible so the grantor said that we can just update the grant application and we
[0:27:18] Voice 4: We don't need to get any further letters of support
[0:27:22] Voice 4: from the Accessibility Committee or the CAO.
[0:27:26] Voice 4: So I'm just letting you know and asking you what you think,
[0:27:30] Voice 4: if that would be something that this committee could support
[0:27:33] Voice 4: so that I just know that you support it,
[0:27:37] Voice 4: or is it something else that you think we should be trying to do
