[0:00:38] Voice 4: Island, and I am today the chair of the Galeano Local Trust Committee. I'm joined today by your

[0:00:45] Voice 4: Galeano Local Trust Committee members, Ben Maverly and Lisa Gavirone, and I'd like to thank them for

[0:00:52] Voice 4: hosting me, making my life a little easier. So together we make up the Galeano Local Trust

[0:00:57] Voice 4: Committee. This meeting is being live screened and recorded for those who are unable to attend

[0:01:31] Voice 4: And so we're very, very thin on staff.

[0:01:38] Voice 4: about the trust policy statement.

[0:01:40] Voice 4: That unfortunately is going to have to be deferred

[0:01:42] Voice 4: to a future meeting

[0:01:43] Voice 4: where we can have the appropriate staff

[0:01:45] Voice 4: to attend and do this thing properly for the community.

[0:03:25] Trustee Gauvreau (probable): All right, it's been a very busy and interesting month. I have a few new roles, and I've had some

[0:03:32] Trustee Gauvreau (probable): really great learning opportunities. I recently stepped in to the role of chair for the

[0:03:37] Trustee Gauvreau (probable): Accessibility Committee, where this group is working towards the creation of an accessibility

[0:03:44] Trustee Gauvreau (probable): accessibility action plan for the Islands Trust, and we're in the process.

[0:03:48] Trustee Gauvreau (probable): The goal is to make our spaces more

[0:03:51] Trustee Gauvreau (probable): inclusive and accessible to residents of adult violence.

[0:03:56] Trustee Gauvreau (probable): We're looking for and trying to understand where barriers exist.

[0:04:00] Trustee Gauvreau (probable): We're also looking for some more board

[0:04:03] Trustee Gauvreau (probable): members, if anybody's interested in this work.

[0:04:05] Trustee Gauvreau (probable): It's very rewarding and

[0:04:08] Trustee Gauvreau (probable): there's some pretty great people serving on the board.

[0:04:34] Trustee Gauvreau (probable): It's powerful to see how archaeology, when it's led by Indigenous communities, can become

[0:04:41] Trustee Gauvreau (probable): a tool for healing and for truth-telling, not just data collection.

[0:04:47] Trustee Gauvreau (probable): Also had an Allen's Trust Conservancy meeting this month and continued working towards conservation

[0:04:56] Trustee Gauvreau (probable): planning.

[0:04:58] Trustee Gauvreau (probable): Mostly the last meeting was about business cases, which are going to now travel to financial

[0:05:04] Trustee Gauvreau (probable): planning committee. Last Friday I

[0:05:08] Trustee Gauvreau (probable): took part of a chair training session and it's

[0:05:12] Trustee Gauvreau (probable): great as a chance for some personal development. It's good to reflect on

[0:05:18] Trustee Gauvreau (probable): how we lead our meetings and support respectful discussion and how do we keep

[0:05:25] Trustee Gauvreau (probable): our work moving. And then finally at LTC we had a special meeting and it was

[0:05:32] Trustee Gauvreau (probable): focused on the associated islands regulation review and it was great to hear from the residents

[0:05:38] Trustee Gauvreau (probable): of Wise Island and Parker Island about shoreline setbacks, solar panels and the realities of living

[0:05:45] Trustee Gauvreau (probable): off grid. I learned a lot and I'm very thankful to everyone that participated. I wanted to take

[0:05:53] Trustee Gauvreau (probable): a moment to say a few words about the end of the day. Last Thursday was in celebration of life at

[0:06:01] Trustee Gauvreau (probable): the North Hall and it was packed. A standing room only which really says a

[0:06:08] Trustee Gauvreau (probable): lot about the kind of person that Ian was and how many people cared about him.

[0:06:13] Trustee Gauvreau (probable): Ian was a remarkable man and a good friend and I wanted, I always admired

[0:06:19] Trustee Gauvreau (probable): most about him was his disciplined nature. He had this steady sense of

[0:06:25] Trustee Gauvreau (probable): responsibility when it came to his friends and to the community and he

[0:06:30] Trustee Gauvreau (probable): He never really thought that any job was too hard

[0:06:34] Trustee Gauvreau (probable): or any commercial dishwasher was too heavy.

[0:06:39] Trustee Gauvreau (probable): He helped me a lot at the restaurant.

[0:06:42] Trustee Gauvreau (probable): He never thought those were hard things to do

[0:06:44] Trustee Gauvreau (probable): or he never thought of himself.

[0:06:46] Trustee Gauvreau (probable): He just meant that he was solving a problem.

[0:06:50] Trustee Gauvreau (probable): That's just who he was.

[0:06:52] Trustee Gauvreau (probable): He gave so much of himself to others

[0:06:54] Trustee Gauvreau (probable): and I think we all learned something

[0:06:56] Trustee Gauvreau (probable): from the way that he lived his life.

[0:06:59] Trustee Gauvreau (probable): He'll be missed deeply

[0:07:00] Trustee Gauvreau (probable): deeply. And I know that his kindness is an example that will stay with us. Thank you.

[0:07:33] Voice 6: Last month, or this month, I had the privilege to attend the ceremonies at the North End

[0:07:40] Voice 6: Hall and at the Yellow House for North Shore Day, one at the North End led by Michelle

[0:07:46] Voice 6: Crocker and the Yellow House by Rosemary Jordison.

[0:07:49] Voice 6: It was just great on those two days to be able to interact and, you know, with all the

[0:07:55] Voice 6: attended and uh and to get those perspectives from two different points on the island uh for

[0:08:01] Voice 6: one shirt day so that that was that was well worth it and um i just want to give a big shout out

[0:08:06] Voice 6: the biggest pumpkin in the province and won the competition in vancouver so good for him

[0:08:16] Voice 6: uh i see right up in the times colonist about it so well good for me let's put gallium on the map

[0:08:27] Voice 6: so yeah

[0:08:28] Voice 6: it's fun to hear that

[0:08:54] Voice 4: most wonderful um okay so chair's report um fairly basic and as you're all aware um bcgu

[0:09:02] Voice 4: strife has made things rather complex for for island's trust is um if there is any doubt is

[0:09:11] Voice 4: the value of trust staff take them away is uh it is so critical everybody who works the trust

[0:09:20] Voice 4: we have wonderful staff who do wonderful work and when suddenly 50 odd of your colleagues are no

[0:09:27] Voice 4: longer available as resources it makes life very very difficult um and from the executive we've

[0:09:34] Voice 4: been struggling a lot to make things happen um today's meeting is a good example we just we can't

[0:09:39] Voice 4: do the community information meeting what policy statements we've cancelled them across the trust

[0:09:44] Voice 4: until the strike is over because we need to have the proper resources to do these

[0:09:49] Voice 4: meetings properly so and literally as I look at my phone we're cancelling more

[0:09:54] Voice 4: and more meetings local trust committee meetings were just cancelled then and

[0:09:59] Voice 4: again so it's it's very very tough hopefully this will be resolved shortly

[0:10:04] Voice 4: and we can get back to some semblance of normality the trust policy statement as

[0:10:10] Voice 4: as you all know is has reached first reading and it is now for public consultation um so far um

[0:10:17] Voice 4: the feedback we've been getting has been very good um people are providing some pretty solid

[0:10:24] Voice 4: input both positive and negative which really sort of helps feed um the final product um

[0:10:33] Voice 4: next spring look forward to seeing what the what the next draft is going to be

[0:10:38] Voice 4: The interesting thing I've found as a trustee is that the last iteration of the Trust Policy

[0:10:44] Voice 4: Statement a couple of years ago, I couldn't go anywhere for months without people wanting

[0:10:50] Voice 4: to bend my ear about this or that.

[0:10:54] Voice 4: This latest version, I've had almost nobody approach me.

[0:11:00] Voice 4: I think we're getting closer to closer to something that the constituents are happy

[0:11:07] Voice 4: happy with. Nothing's ever perfect, but I think that we've worked hard to get it right

[0:11:15] Voice 4: and I think we're getting closer. So that I think is immensely popular, our positive.

[0:11:23] Voice 4: We're now getting into the budget cycle, which is causing endless amounts of sleepless nights

[0:11:32] Voice 4: because when you run an organization

[0:11:36] Voice 4: besides the trust

[0:11:37] Voice 4: we have to recognize

[0:11:39] Voice 4: everything's becoming more expensive

[0:11:42] Voice 4: and so there's the

[0:11:44] Voice 4: honorable goal to not have

[0:11:46] Voice 4: tax increases or budget increases

[0:11:48] Voice 4: but this year

[0:11:50] Voice 4: I think it's going to be very very tough

[0:11:56] Voice 4: I'm looking at the preliminary budget

[0:11:58] Voice 4: requests

[0:11:59] Voice 4: and there are a lot of them

[0:12:01] Voice 4: and so we need to

[0:12:04] Voice 4: work together

[0:12:07] Voice 4: I think there's going to be a lot of meetings with the Financial Planning Committee, and

[0:12:13] Voice 4: I'm just going to lose more hair, I think.

[0:12:16] Voice 4: I think I'll leave it at that.

[0:12:19] Voice 4: We're having an interesting fall, one like no other, and we're just rolling punches,

[0:16:43] Voice 10: questions in a less formal way and i think it's really unfortunate that that isn't happening this

[0:16:57] Voice 10: So, I'm just supporting Kermita's suggestion as well.

[0:28:41] Voice 4: We've basically strengthened the requirement for rainwater catchment.

[0:28:47] Voice 4: There's a few like sort of tinkerings that we've done back and forth with a bunch of staff.

[0:28:54] Voice 4: So we've given guidelines for CUPs, for things like recreational vehicles.

[0:29:02] Voice 4: We're struggling on Maine Island, I'm sure all islands, is housing is really, really difficult.

[0:29:11] Voice 4: And Maine was the first island to basically say, do not enforce on recreational vehicles that people are using for housing.

[0:29:21] Voice 4: but there are some people that are living in situations that are just not safe so

[0:29:30] Voice 4: what our goal is at the end is that housing that's in something like a recreational vehicle

[0:29:39] Voice 4: would be done by temporary use permit where the goal is to have very low application fees

[0:29:46] Voice 4: approximately $500 and so at every renewal period that the RV will be

[0:29:54] Voice 4: inspected so we will have health the health officer and the

[0:30:00] Voice 4: department just go in and just have a cursory look and make sure that things seem to be safe

[0:30:08] Voice 4: because there are, I should say, some that just aren't. So we're just taking up a little bit of

[0:30:14] Voice 4: a notch. We're definitely not trying to take people out of their accommodations,

[0:30:19] Voice 4: but we're trying to do a little bit of a lens of making it safe and respectful.

[0:35:23] Voice 5: when all the Mack Blow stuff was going down on the island, the developer Mark Concilio put this

[0:35:29] Voice 5: as an awkward. While he was developing land, he put a no conifer cutting covenant as opposed to

[0:35:36] Voice 5: no tree cutting covenant and this land is a plantation I believe was planted 1985 or 1986

[0:35:44] Voice 5: though it has very low structural and biological diversity poor wildlife habitat

[0:35:49] Voice 5: and you're forbidden from cutting trees which is arguably the best way to bring back the forest

[0:35:55] Voice 5: under storage and then wildlife habitat and we wish to keep these lands in a private management

[0:36:02] Voice 5: for it as a way of long-term securement of Forkstone now. And so this covenant is essentially

[0:36:11] Voice 5: makes it legally impossible to do the right thing in the land.

[1:06:28] Voice 6: was the project unfortunately the cost of doing those products is extremely high that one almost

[1:06:35] Voice 6: three times the forecasted budget right um i've met with stephen henderson over here so even just

[1:06:42] Voice 6: on the footpath issue trying to figure out how to get ferry traffic sort of dispersed through

[1:06:47] Voice 6: really without everybody just walking on the road. We've looked at different aspects of how

[1:06:54] Voice 6: that would work, how the trails would work, you know, what you build on the sides of the roads.

[1:07:01] Voice 6: But then you have highways involved in that as well. And as you know, we talked at the very

[1:07:07] Voice 6: beginning about the parking and money. It took years to put that together. And then eventually,

[1:07:13] Voice 6: you know thank you to paul brent and crd staff for really sort of understanding that that was

[1:07:20] Voice 6: that was you know an issue that needed to be dealt with um i think you know one of the problems that

[1:07:27] Voice 6: gallant has is you know it's it's just long and narrow so you've got a long ways to build a plate

[1:07:34] Voice 6: path to get to the top of the island uh may not be a lot easier you can get a circle you can sort

[1:07:40] Voice 6: of disperse people a lot a lot easier very true right but um yeah i'm not sure quite what the

[1:07:48] Voice 6: solution is but you're absolutely right i mean the increase in bike traffic on galena compared

[1:07:53] Voice 6: to any other time right and uh i think you might want to talk to your brother about that

[1:08:01] Voice 5: benefiting the islanders in the sense that bike riders go up to dionysio and account they don't

[1:08:08] Voice 5: spend money locally so it's not like galliano receives much of a net benefit for tourism

[1:08:14] Voice 5: yeah but i think we do i think we do i mean i think even when you see

[1:08:18] Voice 6: people do day trips

[1:08:20] Voice 6: just walking yeah um you know people stop at the cafes or they stop at the coffee shops and things

[1:08:26] Voice 6: like that so i think there isn't that benefit um whether they're here to camp at the initial or

[1:08:32] Voice 6: camp at montague or whatever they're going to do i think the the sort of the you know discussion

[1:08:38] Voice 6: i've had with crd is can you get people up to the to here right and then you know they're sort of

[1:08:45] Voice 6: dispersing from there but um the reality of building the bike lanes all the way up the island

[1:08:51] Voice 6: is it's extremely well it's big and the reason

[1:08:54] Voice 5: that i say it doesn't necessarily benefit the

[1:08:56] Voice 5: island much is that it would be unfair for the island there you have to pay for all those roads

[1:09:01] Voice 5: but mostly people from elsewhere who use these roads and so maybe a short-term solution in my

[1:09:09] Voice 5: mind would be we've got all those blind hills where the cyclists are going really slowly

[1:09:15] Voice 5: those are the key most dangerous points it'd be very simple to widen the road in just those

[1:09:21] Voice 5: key most dangerous areas and not very costly right so you think that would be simple

[1:09:27] Voice 6: i mean one of the most one of the toughest corners on this island is right just before

[1:09:33] Voice 6: you get into waiter bay take that little sharp on the rock and for years how many people ended

[1:09:38] Voice 6: up in the bay right and then eventually they flattened the hill you remember they used to be

[1:09:43] Voice 6: quite a bumpy little hill there and now you know just trying to get them to chip that rock away

[1:09:49] Voice 6: and get you know just if somebody's walking up there and you come around that corner

[1:09:53] Voice 6: you're you're instinctively into the center of the road right

[1:09:58] Voice 6: so it's it's way more difficult

[1:10:01] Voice 6: than you think i wish highways was sitting here but it's way more difficult to get them to do

[1:10:19] Voice 4: that was way above and beyond of what they should have built,

[1:10:28] Voice 4: A couple of weeks ago, we had two people hit and seriously injured.

[1:13:13] Voice 10: immediately people are just you know in gridlock waiting for these big groups of cyclists they are

[1:13:19] Voice 4: fortunately doing that appropriately but no with all the islands because the main impender in

[1:13:26] Voice 4: in particular Steve Hill's coming out of the terminals and we've been asking for years and

[1:13:32] Voice 4: years and years and years and years and BC Ferries have always said no we want consistency

[1:13:36] Voice 4: through all the terminals and then suddenly about six months ago they started at Fulcrum

[1:13:42] Voice 4: when you come into Fulcrum now all

[1:13:43] Voice 10: the cyclists back and all the terminals it's not a big deal

[1:13:46] Voice 10: you know it's just safer I feel safer as a cyclist getting off the ferry last you know

[1:13:52] Voice 10: when all the cars have gone and anyways i think that would help remember that

[1:13:56] Voice 10: i totally agree i

[1:13:57] Voice 10: was

[1:13:58] Voice 3: going to make that point i also think the idea

[1:14:00] Voice 3: of making the pull-ups on the side is incredibly

[1:14:03] Voice 3: good would be way less expensive than a whole trail i think signage is another thing that

[1:14:08] Voice 3: needs to be considered and i'd like to suggest that a committee be formed to deal with exactly

[1:14:13] Voice 3: this issue and this you do only because i think that's the only way to move forward and have some

[1:14:18] Voice 3: progress is to have that continuity of a committee reporting to people getting their feedback and so

[1:14:25] Voice 3: that is my suggestion i really do think that we need the pc paris needs to address

[1:14:32] Voice 3: very importantly this is really about health and safety right it's such a bottom line requirement

[1:14:40] Voice 3: and i think that the pc paris needs to be more aware of that and and address that of

[1:14:45] Voice 3: of leaving people, bicyclists, on the boat until the landing.

[1:14:49] Voice 3: That's the most dangerous time.

[1:14:51] Voice 3: Everyone's been sitting on the boat.

[1:14:53] Voice 3: They want to get off and get driving to their place.

[1:14:56] Voice 3: And it is so incredibly dangerous with the blind corners and the blind hills

[1:15:02] Voice 3: that it really does the tension of the people wanting to move.

[1:15:06] Voice 3: It's not like they want to go fast.

[1:15:08] Voice 3: They just want to move, right?

[1:15:09] Voice 3: So I think this is such an important point for us, for this island,

[1:15:13] Voice 3: and we need to take the responsibility of creating a committee to forward this

[1:16:08] Voice 6: bikers and they've all got their earbuds in and they're all listening they have they're oblivious

[1:16:12] Voice 6: here that fact they are even there and uh so it's something that for sure we'll bring up with paul

[1:16:18] Voice 6: brennan and i'll bring up with stephen henderson as a general manager of the southern gulf islands

[1:16:23] Voice 6: i

[1:16:24] Voice 3: also think that there are now groups that bring vans that bring all the bicycles

[1:16:29] Voice 3: i think there needs to be an emphasis to them on some training information of how to operate

[1:16:36] Voice 3: on the roads because I noticed that in particular the bicyclists with the groups are not as

[1:16:42] Voice 3: informed about bicycle etiquette and safety and that somehow that can be incorporated

[1:16:47] Voice 3: that these people who blame bicyclists are more able to inform their riders what the

[1:16:55] Voice 3: situation is and the safest way to do things right I don't know how that can be incorporated

[1:17:03] Voice 4: But certainly, of course, if that means the RCMP component, because that's his law. So, you know, it's maybe some enforcement, because single file is the law, so.

[1:17:13] Voice 10: We don't have RCMP law.

[1:17:19] Voice 6: There's a lot of things to put together there. Agencies that really want absolutely nothing to

strike action some Local Trust Committee meetings would be cancelled and Community

• The properties are located within the Private Managed Forest Land (PMFL) 
Program 
• A requirement of land within the PMFL is that it be available as part of the timber 
harvesting land base 
• There is a covenant on the property which violates the requirements of the PMFL 
• The land has low structural and biological diversity and is poor wildlife habitat 
and the ideal way to bring back the forest understory to enhance the habitat is to 
cut trees, which is forbidden by the covenant 
• The owner has a wood mill, kiln, and other processing equipment but is unable 
to manage the forest on the property due to the no-tree cutting requirement 
• The property has already been accepted into a larger management plan

• Evenings, afternoons, and weekends have been tried with varying success; 
however, these times often see few attendees depending on the topic
