[0:04:20] Voice 15: territory of the Coast Salish people. As we've introduced ourselves, quite a few territories

[0:04:25] Voice 15: have been named. And I recognize that myself, I'm an uninvited guest residing on the island that I

[0:04:34] Voice 15: that I live in and that this is the traditional unceded territories of many Coast Salish nations

[0:04:41] Voice 15: and I'm just really grateful to be here. This is absolutely gorgeous area of the world. I am

[0:04:47] Voice 15: honored to be a steward of this land as well and it feels like it's spring already and I'm just

[0:04:55] Voice 15: watching all of the plants and everything just springing back to life. It's such a wonderful

[0:05:01] Voice 15: time of year it always makes me very invigorated and very happy and I'm just

[0:05:09] Voice 15: going to keep it brief because we are going to try and get through our agenda

[0:05:12] Voice 15: today in a slightly compressed timeline I also want to say that if we have

[0:05:26] Voice 15: anybody in the and that wants to give a public comic if we've got anybody from

[0:05:30] Voice 15: the public available just raise your virtual hand so that you can be raised to speak and i also want

[0:05:39] Voice 15: to state that this is an official forum for the trust programs committee to discuss relevant

[0:05:43] Voice 15: business and this is a place of employment our staff have the right to a safe and respectful

[0:05:49] Voice 15: workplace and as trustees it's also our job to make sure that we maintain safe respectful voices

[0:05:57] Voice 15: voices at the table. So our choice of words as we go forward and the tone that we use

[0:06:05] Voice 15: is important as we are in a public meeting. This is viewed by members of public as well as various

[0:06:11] Voice 15: government agencies. And with that, I'd like to introduce the agenda, which is up on the screen

[0:06:30] Voice 15: So, this meeting has been called to order and we're now looking at item number two, which is the agenda and the review of the agenda.

[0:08:43] Voice 15: which is the follow-up action list on page 10 and this is here for our review and let's wait for us

[0:08:53] Voice 15: to scroll down there and I'll ask in advance does anyone have any questions for staff on our

[0:09:00] Voice 15: follow-up action report and I will also ask if staff have any items that they wish to address

[0:09:07] Voice 15: at this juncture if

[0:09:10] Voice 3: I might chair I'd like to speak to item one yeah so just

[0:09:15] Voice 3: wanted to give you an update on the Secretariat services policy in that it

[0:09:19] Voice 3: has been through there's been some amendments made to it through the

[0:09:24] Voice 3: Governance Committee so that will be coming forward to Trust Council in March

[0:09:28] Voice 3: for consideration led by director Marla in that in that redrafting or amending

[0:09:35] Voice 3: there wasn't consideration of criteria for adjudicating future requests for support

[0:09:42] Voice 3: so just look into this committee where this has been sitting here since 2021 and no one has since

[0:09:48] Voice 3: you know

[0:09:48] Voice 3: multiple rounds of consideration has advanced any criteria so i do wonder if you want

[0:09:52] Voice 3: to keep this on your follow-up action list or maybe if you want to consider taking it off at

[0:09:56] Voice 3: this time and then i'll just note the other two items are on your agendas today so

[0:10:04] Voice 15: let's open that

[0:10:05] Voice 15: up for a quick discussion um i'll see if anybody else has anything to say otherwise i'll speak to

[0:10:11] Voice 15: that query as to whether or not to keep it here or um to remove it trustee

[0:10:19] Voice 12: of a general question to everyone attending um the secretariat services that we've been a part

[0:10:26] Voice 12: of in the last i don't know a couple of trust councils anyway um like bain sound and the

[0:10:33] Voice 12: the Southern Gulf Islands Forum, those have been very valuable to Trust Council and even to

[0:10:40] Voice 12: individual local trust committees. But we haven't really said that there has to be a criteria.

[0:10:45] Voice 12: And I'm just wondering, do we need the criteria? Or can we just continue to either approve or not

[0:10:52] Voice 12: approve budgeting for attendance and participation in those sort of extracurricular things that are

[0:11:01] Voice 12: are important to us. So

[0:11:04] Voice 15: I'll just quickly address part of that question and then ask if staff

[0:11:08] Voice 15: readers anything to add. So there are currently some criteria, which one of them is that a trust

[0:11:13] Voice 15: council member has to be a part of that organization. So there are some criteria in

[0:11:19] Voice 15: there already. What this is here for is for a review of criteria and if there's anything missing

[0:11:25] Voice 15: that should be added in so that future councils have some understanding of what qualifies for

[0:11:33] Voice 15: support in these areas. And it could be how involved they are in conservation or anything

[0:11:41] Voice 15: along those lines. So it's just for us to take a look to see if the criteria is valid for today

[0:11:47] Voice 15: day and for future looking as well trustee

[0:11:51] Trustee Fast: fast thank you chair i'm um uh i'm thinking we might

[0:11:57] Trustee Fast: take this off our list um partly because uh it's been working fine the criteria seem to be

[0:12:05] Trustee Fast: effective and we do discuss them as trust council and uh and at committees and um it's a really

[0:12:12] Trustee Fast: really valuable program that's been working well and we're coming up to an election so I think we

[0:12:20] Trustee Fast: should kind of leave it as is for the next trust council and we haven't provided any funding I

[0:12:28] Trustee Fast: believe as far as the draft budgets I've seen for the upcoming year so I kind of think we should

[0:12:33] Trustee Fast: leave it as is my suggestion for criteria I did have some ideas but that was about the

[0:12:41] Trustee Fast: the heritage grants program where we'd had a variety of applicants and some of them seemed

[0:12:54] Trustee Fast: more suitable than others, but without clear criteria, it was difficult.

[0:12:58] Trustee Fast: But my feeling about the Secretariat Services is that it's great as it is.

[0:13:09] Voice 13: My recollection is that this came up because committee members assessing applications for funding, I think, kind of felt like it was fairly subjective.

[0:13:28] Voice 13: Now, I'm not sure how

[0:13:31] Voice 13: we have additional criteria, how less subjective the committee's assessment might be.

[0:13:40] Voice 13: So I don't think it's vital that it's addressed, but I do suspect that it may come up again in the future.

[0:13:51] Voice 13: And I think particularly when we have a limited funding pool and a lot of requests.

[0:13:57] Voice 13: So I'm not attached to keeping it on our follow-up action list at this point.

[0:14:04] Voice 13: But just noting that the topic may arise again in the future should Trust Council budget funding and should we have quite a number of applicants again.

[0:19:09] Voice 2: Thank you, Chair. Yes, as we are in the final term of Trust Council, it's time to launch our Community Stewardship Awards program.

[0:19:18] Voice 2: This will be a reminder for many of you, but I'll just quickly give you some of the key details.

[0:19:26] Voice 2: So the Community Stewardship Awards Program encourages and recognizes individuals and groups who are supporting the unsressed mandate to preserve and protect.

[0:19:35] Voice 2: To date, we've given out 83 awards and you will be receiving an email from me in the coming weeks asking for your help in soliciting nominations.

[0:19:46] Voice 2: We will be accepting nominations for the awards program until April 10th and so that you can review them at your May 7th meeting and provide recommendations to Trust Council for the June Trust Council meeting.

[0:20:00] Voice 2: meeting. Upon being selected as a recipient for a community stewardship award, recipients will

[0:20:07] Voice 2: receive a congratulatory letter from the chair of trust council, as well as be invited to a

[0:20:14] Voice 2: small award ceremony in the local trust committee area that they live. And I think that's probably

[0:20:24] Voice 2: all I need to say about this one unless you've got any questions. Oh

[0:21:42] Trustee Fast: so many donations of land to the islands trust conservancy and uh all this stewardship there

[0:21:49] Trustee Fast: There seems to be a stewardship spring happening there.

[0:21:52] Trustee Fast: And I wonder if anybody who knows about the Penders can inform the rest of us how you do it.

[0:22:09] Voice 15: It is a magical place.

[0:22:12] Voice 15: And South Panda tends to be one of the most active communities, even though we are the smallest.

[0:22:23] Trustee Fast: I think there's lots of activity happening on other islands, too. And this is my point is Bowen Island is extremely active. And I'm just thinking we need to get the word out more on all the islands, including those who aren't part of this committee, of course.

[0:22:43] Trustee Fast: and but I'm sure staff are going to do all that that's in the briefing and I know the word gets

[0:22:48] Trustee Fast: out but I think I'll be supporting this on Bowen more than usual thank you I

[0:23:02] Voice 15: is a very very strong sense of community all of the neighbors talk to each other and it's almost

[0:23:09] Voice 15: like encourage and challenge and really get really get involved and like having little groups

[0:23:15] Voice 15: coordinated and it just it just spreads it's yeah it's really nice um okay any other comments or

[0:23:26] Voice 15: questions not seeing any we will then move on to the next item which is 7.2 which is the

[0:23:35] Voice 15: educational webinar for realtors briefing and this is on page 18 if i can get my cursor to

[0:23:42] Voice 15: work here um and this is from trust area services so i'm not sure who's speaking to this this time

[0:23:54] Voice 3: again i'm going to turn to program coordinator

[0:23:55] Voice 2: straw thank you thank you director um this is coming to you based on requests that was made

[0:24:04] Voice 2: at your february 12th meeting back in 2025 um to put on some sort of presentation for realtors

[0:24:11] Voice 2: working in the Islands Trust area, we have consulted with our colleagues in technology

[0:24:21] Voice 2: services. And while they are still working on the MAP-IT software updates, we are assured that

[0:24:28] Voice 2: that's coming. And so what you have before you is a briefing asking if this is the direction that

[0:24:34] Voice 2: you would like us to head in to prepare a webinar that would be promoted through the BC

[0:24:40] Voice 2: Association of Realtors. They have to do regular professional development activities. So I think

[0:24:47] Voice 2: that this would align quite nicely with that. And we know from speaking to local realtors that

[0:24:52] Voice 2: they get great use out of that MAP-IT software tool. It would also be an opportunity for us to

[0:24:59] Voice 2: have a planner attend to introduce any updates, relevant legislation that realtors might need to

[0:25:05] Voice 2: to be apprised of as well as of course answer any questions related to land use planning

[0:25:10] Voice 2: and so because I would most likely be hosting this webinar as the program coordinator I would

[0:25:17] Voice 2: also be able to present on some of the materials that we send out as part of our living in the

[0:25:22] Voice 2: trust area mail out to new residents so on topics such as stewardship education, groundwater

[0:25:28] Voice 2: sensitivity etc. I'll leave it there as I see some questions are coming in already. Perfect I'm going

[0:25:35] Voice 2: to go to trustee peterson first

[0:25:44] Voice 13: introduction um and i'm glad joe elliott was is with us today because as i was looking through

[0:25:52] Voice 13: this i think that um in some way or another i think the realtor um education piece needs to

[0:26:04] Voice 13: touch on areas of cultural significance and hierarchical potential. Now, I don't know

[0:26:14] Voice 13: how best we do that in a respectful way, and what sort of resources are appropriate to make,

[0:26:25] Voice 13: you know, to bring that message. But it is a really important thing. And I think as far as

[0:26:34] Voice 13: as the value of us doing this work,

[0:26:37] Voice 13: which I think is valuable,

[0:26:39] Voice 13: I think it'd be really important

[0:26:40] Voice 13: to include at least some component of that

[0:26:44] Voice 13: from my perspective,

[0:26:46] Voice 13: because realtors are often that front line

[0:26:50] Voice 13: in a sense for people coming newly to the islands.

[0:26:56] Voice 13: So I'm

[0:26:59] Voice 13: to take the relevant advice

[0:27:03] Voice 13: from senior staff and in particular from Joe

[0:27:07] Voice 13: on how best we might approach that.

[0:29:31] Voice 12: on Gabriola. It came up because things were happening where realtors were selling properties

[0:29:38] Voice 12: with the idea of short-term vacation rentals, for example, with no holds barred. So it sort of was

[0:29:46] Voice 12: like, can we just educate them on the difference between bed and breakfast and short-term vacation

[0:29:51] Voice 12: rentals and sort of more specific things like that. But then as time passed, we had real

[0:30:00] Voice 12: asking us well we need to know a lot more information about living in the trust area

[0:30:05] Voice 12: we need to have those updated maps when we're working with potential land purchasers and and

[0:30:14] Voice 12: i'm happy to say that even in the last couple of years lots of queries about cultural sensitivity

[0:30:21] Voice 12: in the trust area and learning more about first nations and indigenous governing bodies in the

[0:30:28] Voice 12: the trust area. So the time has come. And I'm really glad to see this can be happening. Thank

[0:33:33] Voice 15: So if you are a realtor or a potential buyer, it's nice to have something really clean.

[0:33:37] Voice 15: So things like redirecting to previous webinars and educational tools, links that go to maps

[0:33:45] Voice 15: of the protected areas, because I know I've seen protected areas for heritage sites, First Nations

[0:33:53] Voice 15: sites, mature forests, protected areas. So that's always good information to have as a potential

[0:34:03] Voice 15: buyer, as well as for the realtor to say, hey, go to this link, and then see what's what's important

[0:34:09] Voice 15: to you. Having it linked to the bylaws of the various islands is also really good if you're

[0:34:18] Voice 15: a potential buyer to look at. So I was just thinking like if there's a page and it's just

[0:34:22] Voice 15: got the bullets of topics and then the realtor or the buyer can click on that and just be redirected

[0:34:30] Voice 15: to the right area in the website so that they don't have to spend a lot of time trying to

[0:34:35] Voice 15: navigate the website as well and then some of the other information that was being raised is also

[0:34:40] Voice 15: really valuable um so trying to just make things easy for both the realtor and potential buyers

[0:34:46] Voice 15: to get the information needed um trustee gavaro uh

[0:34:55] Voice 4: on the agenda because i think this is a wonderful idea i frequently get screenshots from people in

[0:35:02] Voice 4: community that see listings that promise something that the land could possibly never

[0:35:08] Voice 4: deliver through the zoning. In particular, we have a couple of trustees here, or a couple of

[0:35:13] Voice 4: realtors that are very interested in this and are quite knowledgeable as well. I think that a lot

[0:35:19] Voice 4: of realtors, especially if they've been doing this for decades in the Gulf Islands, have an

[0:35:23] Voice 4: understanding and a lens that they look at the islands in a different way than we do. And I'm

[0:35:29] Voice 4: sure they could be allies and helpful we can learn from them um my question was um i was wondering if

[0:35:34] Voice 4: um maybe for information that would be delivered in the webinar is some of the um realtors asked

[0:35:43] Voice 4: what is confusing to you like maybe we can um get some of the themes of the webinar directly

[0:35:49] Voice 4: from them so they can they can ask us the questions i'm sure they got plenty for us thank you that's

[0:35:56] Voice 15: That's a great suggestion. Chair Patrick.

[0:36:01] Trustee Patrick: Well, I encourage that, you know, who are we targeting? Someone thinking about buying or building or something, too.

[0:36:07] Trustee Patrick: So, I mean, realtors are key, but I think the messaging needs to be clear that sometimes it's the person that's also seeking.

[0:36:13] Trustee Patrick: But I do keep track of data here on Salt Spring, just so you know, in 2025, 159 properties exchanged hands.

[0:36:21] Trustee Patrick: Since 2020 alone, 1,108 properties on Salt Spring have changed hands. So the numbers are, that's just one island. So this is important.

[0:36:37] Voice 15: So I'm going to maybe make a recommendation that on a future meeting this year that we get together and have a conversation on this item.

[0:36:51] Voice 15: So we set aside enough time in the meeting so we can have a good discussion on this.

[0:37:03] Voice 15: sort of have a brainstorming activity where we throw everything in the kitchen sink

[0:41:06] Voice 9: idea and staff reminded us that they were overworked and this was going to have to replace

[0:41:13] Voice 9: something that they were doing. And it's a great idea. It doesn't really fit the core work of the

[0:41:20] Voice 9: trust. It's kind of ancillary. It's educational. And at the end of the day, we realized, wow,

[0:41:26] Voice 9: this is a really big project to do it well. And we stopped. So I don't mean to throw cold water

[0:41:33] Voice 9: on a great idea but once again we're we're kind of thinking outside the periphery of our core work

[0:41:40] Voice 9: and it involves staff and we know my goodness we know how well how much work we ask staff to do and

[0:41:47] Voice 9: so this I would put this on a future trust council decision when maybe some of these other big things

[0:41:56] Voice 9: that we've been working on have been put to bed thank

[0:41:59] Voice 15: you very much for your comments I would

[0:42:01] Voice 15: but also just if that's okay, I'd just like to add on to that.

[0:42:04] Voice 15: Yes, this could turn into a very large project

[0:42:06] Voice 15: if it's not bound correctly,

[0:42:44] Voice 15: buyers the right information so they understand what they're stepping into. This is not and never

[0:42:49] Voice 15: has been purchasing land in a fee-simple state with no additional responsibilities. Owning

[0:42:56] Voice 15: property on the gulf islands comes with a unique mandate and each person that lives here falls

[0:43:03] Voice 15: under that mandate of preserve and protect and being a steward and that is very different than

[0:43:07] Voice 15: buying property pretty much anywhere else so having that educational tool up front before you

[0:43:13] Voice 15: have a buyer also helps prevent a lot of churn as chair patrick said a lot of people come to the

[0:43:20] Voice 15: island by and then leave because they realize this is not an appropriate place for them

[0:43:25] Voice 15: it doesn't suit the lifestyle that they're looking for so having that up front is important so that

[0:43:31] Voice 15: we it helps with the preservation and attracting the people that are going to respect the land

[0:43:38] Voice 15: and rather than having unfortunate situations where somebody comes and they bring their dream

[0:43:43] Voice 15: and it has unintended consequences that are detrimental to either community or our environment

[0:43:55] Voice 15: or you know their own lifestyle um and i'll just leave that there i think i think this this

[0:44:03] Voice 15: in a roundabout way really does fit in with what we're trying to do as well

[0:44:53] Voice 4: I don't know more than a decade but I'm pretty sure that we've already put out a video uh real

[0:45:01] Voice 4: estate for real estate agents in the past and I know that that because the real estate agency

[0:45:06] Voice 4: stays here in Galliano I saw that and that's what they've kept that in mind and it's it's been a

[0:45:11] Voice 4: long time since that was published but they still think about it and I think I think that's a really

[0:45:16] Voice 4: good um it's worth um it's it's worth it's worth it to do it it has a long-term uh positive effect

[0:45:24] Voice 4: in our community thanks i just i can't remember i couldn't find it on youtube i was looking for it

[0:45:28] Voice 4: i can't remember the name of it but i know there is one out there thank you justy yates oh thank

[0:45:36] Voice 12: you um i i actually feel it's more urgent maybe than any anyone else simply because i brought it

[0:45:42] Voice 12: up at the beginning of my term um because the realtors were asking me on gabriola when can we

[0:45:51] Voice 12: meet with you when can we meet with you so then i took that to our local trust committee and it

[0:45:55] Voice 12: sort of it just became much bigger it became more like oh now it's a trust programs thing now it has

[0:46:01] Voice 12: to be all this stuff so um it's urgent and i feel it's urgent because the realtors are still i met

[0:46:09] Voice 12: out with the realtors two weeks ago and they're still asking me when are we going to have a get

[0:46:15] Voice 12: together um with the islands trust even just something as simple as how to use map it um

[0:46:22] Voice 12: but it needs to be more than that it needs to be about just as you were saying chair evans this is

[0:46:29] Voice 12: the the place where you are thinking about buying property may not be where you actually want to

[0:46:35] Voice 12: to live. And that's really important. I mean, originally, it came up in my area, because

[0:46:41] Voice 12: there was one realtor who was overselling properties, like, oh, you can have a short

[0:46:46] Voice 12: term vacation rental here, no problem. And it's like, no, you can't, it wasn't even a little bit

[0:46:51] Voice 12: suitable. And we need to put the brakes on things like that. But mostly, we just need to work

[0:46:57] Voice 12: in really positive ways with our realtors. Because in small communities, we know our realtors,

[0:47:04] Voice 12: I know all the realtors here, and they're still asking me, when are we going to get together?

[0:52:21] Voice 1: So this request for decision addresses a long-standing request of this body, which is

[0:52:26] Voice 1: that staff propose some potential changes to the policy statement amendment policy, which is

[0:52:32] Voice 1: Trust Council Policy 1.2.1. In particular, it endeavors to address a resolution that was

[0:52:38] Voice 1: made by tpc in 2024 directing staff to update the trust council policy to clarify that trust

[0:52:45] Voice 1: council must review the policy statement within the first year of a term of office to consider

[0:52:49] Voice 1: the need for amendments each term to identify which audiences must be engaged to add efficiencies

[0:52:55] Voice 1: regarding selection of topics and to correct reference errors so if you'll bear with me for

[0:53:01] Voice 1: a sec i'll point to the specific uh clauses within the the policy that's appended to this rfd

[0:53:07] Voice 1: to identify where we think each of these directions has been addressed.

[0:53:12] Voice 1: And, of course, you can determine whether they have adequately been or not.

[0:53:17] Voice 1: So regarding that first direction, which is to clarify that Trust Council must review the policy statement

[0:53:22] Voice 1: within the first year of a term of office to consider the need for amendments each term,

[0:53:26] Voice 1: we've tried to address that in a revised Clause 1.2.

[0:53:31] Voice 1: Currently, that clause says each term, Trust Council will identify the policy statement review or amendment tasks.

[0:53:36] Voice 1: We are proposing amending that to say Trust Council will, within the first year of a term of office, seek early engagement with Indigenous governing bodies regarding potential policy statement topic review priorities and consider the need to amend the policy statement.

[0:53:49] Voice 1: And the reason that we've framed it that way is that some of you may recall that in your 2025-2028 strategic plan for Trust Council, there's a key initiative which says that a Trust Council will work with Indigenous governing bodies to co-design and implement future policy statement amendment review processes that ensure ongoing and more regular review and amendment of the policy statement.

[0:54:10] Voice 1: statement. These proposed draft amendments here have not been developed in consultation

[0:54:17] Voice 1: with Indigenous governing bodies, but we think this requirement of seeking early engagement

[0:54:22] Voice 1: with them would go some way to addressing what Trust Council wanted to achieve through

[0:55:08] Voice 1: within a given political term that's the only sort of required engagement that we are suggesting

[0:55:14] Voice 1: everything else would be optional on the part of trust council with the exception of you know

[0:55:20] Voice 1: you'll have to be guided by if you have any agreements with other agencies or indeed protocol

[0:55:26] Voice 1: agreements with any indigenous governing bodies that talk about the policy statement at any

[0:55:30] Voice 1: requirements for engagement on the amendment process you'll have to follow that and additionally

[0:55:36] Voice 1: Additionally, we know that the Islands Trust Act, if the policy statement is going to be amended, requires engagement with regional districts as well.

[0:55:43] Voice 1: It doesn't require that you ask regional districts how they think the policy statement should be amended.

[0:55:48] Voice 1: But if you're eventually going to amend the policy statement, you'll have to engage with regional districts as well.

[0:55:56] Voice 1: And then on this direction to add efficiencies regarding the selection of topics, we've tried to address that in Clause 3.1.

[0:56:05] Voice 1: So the way that Clause 3.1 currently reads in this policy is that it sets out an expectation that Trust Council will undertake community engagement or an engagement process of some sort to decide its strategic planning priorities.

[0:56:27] Voice 1: priorities and that Trust Council can then steal from that engagement process around strategic

[0:56:34] Voice 1: planning to decide what it might want to change in the policy statement in a given term. I actually

[0:56:41] Voice 1: don't know that Trust Council will undertake community engagement in its strategic planning

[0:56:45] Voice 1: process. I anticipate that it's quite possible that Trust Council will just undertake that

[0:56:51] Voice 1: process internally. So this requirement that you use the results of that engagement to inform

[0:56:56] Voice 1: form potential policy statement amendment topics didn't necessarily seem necessary.

[0:57:01] Voice 1: So we are suggesting changing it to say if a newly elected Trust Council has set its

[0:57:07] Voice 1: priorities for the current term through a strategic planning process, Trust Council

[0:57:10] Voice 1: may use those priorities as well as any suggestions made by Indigenous governing bodies to inform

[0:57:16] Voice 1: the selection of policy statement topic review priorities.

[1:06:10] Voice 15: So by removing any public engagement, I'm concerned that this would actually be potentially very controversial in the future as well.

[1:06:25] Voice 15: So I'm not comfortable by removing public consultation from this.

[1:06:31] Voice 15: I think it's a necessary part that the policy statement feeds into our OCPs and the OCPs come from the community.

[1:06:42] Voice 15: So, that's an area of discomfort for me. And my question on 1.2, by changing it, that Indigenous governing bodies work with us on determining what the amendments to the policy statement are, and we've taken out public consultation, I think if we have one, we should have the other.

[1:07:10] Voice 15: um and i would like some i'd like to understand if staff can explain to me

[1:07:20] Voice 15: what is meant by secretly engagement with indigenous governing bodies regarding the

[1:07:25] Voice 15: potential policy statement topic review priorities are is this intended that the

[1:07:32] Voice 15: indigening governing bodies sit with us at the table and it's sort of like a co-governance as in

[1:07:40] Voice 15: we're working together as to what direction we're going or are or is it more um these are the areas

[1:07:50] Voice 15: that are important to us we would like it if you would consider putting them into your priorities

And then we moved into actual specific policy development. So that's been the trajectory of the project over time.
