[0:03:09] Voice 7: of this report, which I think is really important, because I want the next term of trustees at the

[0:03:17] Voice 7: council table to support that stewardship education um component of our work i i found it the most

[0:03:26] Voice 7: valuable thing for this whole term was attending those amazing webinars and um i'm so glad that

[0:03:33] Voice 7: you've given them lots of space for the annual report thank you thank

[0:03:41] Voice 5: you trustee yates um any

[0:03:44] Voice 5: comments from anyone else oh i see director freighter um

[0:03:48] Voice 8: it just occurred to me we are

[0:03:49] Voice 8: sorting out some discrepancies around membership. So I think there may be some changes here. I will

[0:06:05] Voice 1: Thank you, Director Frater. Good morning, Trust Programs Committee.

[0:06:07] Voice 1: I'm very happy to be presenting to you on the Community Stewardship Awards program, which happens in the final year of each council term.

[0:06:18] Voice 1: The program has been running for 18 years, and we received seven very strong nominations for the program this year, which you'll be discussing later in your meeting.

[0:06:30] Voice 1: So your task this morning is to evaluate and recommend award recipients to Trust Council for the June Trust Council meeting in the following categories.

[0:06:42] Voice 1: So for individuals, we can have up to two nominations in the individuals category, two for the organizations category, and up to an additional two awards in the other category.

[0:06:57] Voice 1: So, according to Trust Council Policy 2.1.11 for the Community Stewardship Awards, these nominations should be evaluated based on the list that you see here on your screen.

[0:07:11] Voice 1: So, the confidential comments provided by local trustees who are often familiar with the work that is being done in community, and we've got some specific criteria that we ask you to reflect on in reviewing the nominations.

[0:07:26] Voice 1: So, relationship of the project or body of work to the Islands Trust policy statement, benefits to the community or trust area, the extent to which they've collaborated with others, the degree of innovation in the work, the level of community support, the amount of time and effort put into the work, and of course, that it's an ongoing public service to the Islands Trust area.

[0:07:50] Voice 1: I think I'll leave it there unless you've got any questions.

[0:08:10] Voice 9: i've thought long and hard about when we award the winners and we ignore those that were

[0:08:17] Voice 9: suggested for awards and they just drift away i i'd rather see this program um thank those people

[0:08:25] Voice 9: that are nominated uh with a nice letter and and i think anybody that does get nominated by their

[0:08:31] Voice 9: committee or their community should be acknowledged and and i'd rather start thinking about not having

[0:08:37] Voice 9: winners um i think the fact that people get nominated for the fine work that they do on

[0:08:43] Voice 9: their islands is is enough to warrant a a well-crafted letter from the chair and and

[0:08:49] Voice 9: that should that should be enough that that recognition is is more than enough so that's

[0:08:54] Voice 9: just a suggestion i put it out there it obviously wouldn't happen this term it would perhaps be

[0:08:58] Voice 9: something that the next trust programs committee would consider if they so are inclined but i just

[0:09:04] Voice 9: wanted to put that out there as a suggestion trustee

[0:09:11] Voice 5: graham and we will be considering

[0:09:13] Voice 5: amendments to the stewardship awards uh program coming up later in the meeting uh director freighter

[0:09:22] Voice 8: thank you and i can say yes that's not the first time that comment has been made

[0:09:27] Voice 8: So we have had a history of writing a profile up for each nominee so that that can be recognized publicly.

[0:09:33] Voice 8: We've also encouraged local trust committees to, when an award is given on our island, to invite all nominees and celebrate everyone from their island that was nominated.

[0:09:43] Voice 8: So we certainly have made efforts to ensure that all people are recognized in some way.

[0:09:47] Voice 8: But certainly when we get to looking at the policy later in the meeting, you could evaluate whether there's changes you'd like to recommend.

[0:09:53] Voice 8: I think it is council's most amended policy.

[0:10:39] Trustee Fast: I just wanted to ask whoever's introducing it, Jason, I guess, if you could point out

[0:10:49] Trustee Fast: Because I didn't see it clearly labeled and it might just make things simpler.

[0:11:02] Voice 2: Okay. Thank you, Chair. So, the purpose of this request for decision that you have before you

[0:11:11] Voice 2: is to present your committee with a revised version of Policy Statement Amendment Policy

[0:11:15] Voice 2: 1.2.1 based on previous TPC direction, and we are here to request that Trust Programs Committee

[0:11:24] Voice 2: consider recommending the proposed revisions to Trust Council. Your committee last considered

[0:11:29] Voice 2: this at your meeting of February the 11th, 2026, and passed a couple of different resolutions

[0:11:34] Voice 2: at that time, which are now incorporated into the draft versions of the Policy Statement

[0:11:39] Voice 2: Amendment Policy, which are attached as attachments one and two to this staff report.

[0:11:45] Voice 2: Those resolutions that were made at that February meeting are set out on page 26 of your agenda

[0:11:50] Voice 2: package. Both versions also incorporate a couple of other minor changes based on the conversation

[0:11:56] Voice 2: That was had at those meetings or at that meeting that weren't necessarily captured as resolutions. There was, for example, trustees identified that the word persons sounded sort of weird in one of the policies. I think that was in what used to be 4.6. So, nope, sorry. Oh, I've lost it now. Anyways, replaced the word persons with the words interested and affected parties instead as an improvement in the language around that.

[0:12:27] Voice 2: both attachments one and two attachment one can be found on page 30 and attachment two can be

[0:12:32] Voice 2: found on page 34 incorporate the resolutions that were made at that February meeting

[0:12:40] Voice 2: attachment two is staff's preferred version of the of the draft policy insofar as we've done

[0:12:47] Voice 2: a little bit of restructuring to make sort of things a little more clear we think about the

[0:12:52] Voice 2: order of operations that amending the policy statement would go through. In particular,

[0:12:58] Voice 2: we've broken it into three sections. The first being what appears as section three in the policy

[0:13:04] Voice 2: itself, topic review selection. Section four is the topic review process. And section five is the

[0:13:11] Voice 2: bylaw amendment process. So these are sort of three distinct activities that Trust Council

[0:13:16] Voice 2: would undertake in the process of beginning to amend the policy statement.

[0:13:23] Voice 2: The only other substantive change, and I'm going to flag it for you because it may have implications for the way you think about this, is in attachment two, we have suggested deleting trust council committees and local trust committees from the list of parties that would receive the policy statement bylaw amendment bylaws on referral from trust council.

[0:13:48] Voice 2: So this shows up on page 37 as new clause 5.6. We're suggesting that the next time that Trust Council undertakes amendments to the policy statement, that the bylaw not be referred to its local trust committees.

[0:14:02] Voice 2: And I don't know whether your experience, you know, as an outside observer of this process, it struck staff as kind of awkward and a little bit strange that elected officials making decisions at the big table would then refer the bylaw to the little table and be expected to vote at the little table and possibly say something different and come to a different conclusion.

[0:14:25] Voice 2: So you would be supportive of the document at Trust Council, then it goes to the local

[0:14:29] Voice 2: trust committee and you may not support it at the local trust committee and convey that

[0:14:34] Voice 2: back up to Trust Council.

[0:14:35] Voice 2: And I don't know, it just seemed like an awkward decision-making dynamic, but you're the ones

[0:14:42] Voice 2: who actually have to live it.

[0:14:43] Voice 2: So leave that to you.

[0:14:46] Voice 2: I think that's all I'll say about it for now.

[0:14:48] Voice 2: Happy to entertain any questions that you may have.

[0:14:51] Voice 2: The recommendation from staff is that the version attached as Attachment 2 be sent on to Trust Council for its consideration of approval. Thank you.

[0:15:04] Voice 5: just want to appreciate the work that you've put into this since the February meeting. Really great to see this moving along. Trustee Fast.

[0:15:16] Trustee Fast: just to say I like Attachment 2 as my preference. I did look at the, on page 37, I like the idea of not referring it back again to local trust committees and other committees and missing island municipalities there.

[0:15:38] Trustee Fast: So I'm happy to take it out because to me, to refer it back and to pass it back and forth doesn't make progress.

[0:15:49] Trustee Fast: So I support Attachment 2 or if we go with Attachment 1, I'd like to add Island Municipalities into that list.

[0:15:59] Trustee Fast: Thank you.

[0:16:24] Voice 7: I think it just needs to be made clear at the local trust committee level that when we're working on the policy statement to get your ideas and opinions in beforehand and not have it referred backwards again.

[0:16:44] Voice 7: Also, what I found awkward was the timing.

[0:16:47] Voice 7: So for some of the local trust committees, it was really difficult to get that sort of referral back again to the programs committee or to trust counsel. So I support attachment two. Also, just a comment here. It would commit trust counsel to engagement activities beginning in the first year of each term.

[0:17:10] Voice 7: term. Definitely, we want to be looking at this way more often than we have in the past

[0:17:16] Voice 7: 30 years. But I'm wondering if in the first year of a council's term, they might be still

[0:17:22] Voice 7: getting up to speed with everything and perhaps would be a good idea to look at it in the

[0:17:28] Voice 7: second year. Just a thought.

[0:17:36] Voice 5: Director Freider, you're muted.

[0:17:46] Voice 8: I was just suggesting that it stay in their first year, partly because we've come to understand that the ministry, when it receives an amendment by law, could take up to a year or possibly longer to review it and approve it.

[0:17:59] Voice 8: So that removes a year out of the term cycle already.

[0:18:03] Voice 8: So our recommendation is to kind of get going as soon as you can, knowing as we've experienced this term, you know, we've run out of runway.

[0:18:11] Voice 8: So our recommendation is to get going promptly just to maximize the amount of time available.

[0:18:53] Voice 9: that this could be problematic.

[0:19:04] Voice 11: I think there's been quite a bit of work put into this,

[0:19:07] Voice 11: and I think it looks in good shape.

[0:19:09] Voice 11: As far as starting it in the first year, the second year,

[0:19:12] Voice 11: I think maybe letting the new council decide that for themselves,

[0:19:17] Voice 11: Give them an opportunity. There's a lot of work that probably has to happen to kind of get this project off the ground and going so that can start in tandem before the council itself gets into the heavier details.

[0:19:30] Voice 11: Gives them a little more runway in the beginning. Thank you.

[0:19:39] Trustee Fast: yes sure thank you uh briefly on the idea of in the first year i think that's really important

[0:19:45] Trustee Fast: because uh it needs to be thought of within the perspective of setting the strategic plan

[0:19:51] Trustee Fast: and all the um all trustees uh beginning to form what their key tasks are and thinking about it

[0:20:01] Trustee Fast: from the outset, not as an add-on. And I think it's really important to keep it in the first

[0:20:10] Trustee Fast: year for the other reasons as well that have been said. And in the first year means it can be

[0:20:17] Trustee Fast: anywhere in that first year as needed, but it needs to be near the beginning of a term. And

[0:20:23] Trustee Fast: I think in the first year is very important. Thank you. I

[0:20:34] Voice 5: So I'll share some of my thoughts.

[0:20:37] Voice 5: I see I should be speaking up a little bit.

[0:20:41] Voice 5: Yeah, I think the first year is important, as has been identified.

[0:20:45] Voice 5: That doesn't mean we have to do it in the very first trust council.

[0:20:52] Voice 5: But if it's known that it's intended to be in the first year and that's sort of on the new council's radar,

[0:21:00] Voice 5: are and they still have the opportunity to to decide when to really put their minds to it maybe

[0:21:06] Voice 5: it's the september or or or so of that first year of the term um i'm also inclined to recommend

[0:21:15] Voice 5: um the second uh appendix two version um i completely agree that the committee uh referrals

[0:21:29] Voice 5: to the committee is, it's kind of a bit too iterative, I guess, and a little strange.

[0:21:38] Voice 5: But I think that if we don't refer to local trust committees, you know, as a formal referral,

[0:21:47] Voice 5: then I think we need to consider how those conversations happen in the local trust areas

[0:21:54] Voice 5: areas um and the role of the local trust committee and sort of facilitating those community

[0:22:01] Voice 5: conversations and perhaps um not necessarily distilling but sort of conveying that you know

[0:22:09] Voice 5: there's a role for local trust committees i think in terms of of the public engagement piece

[0:22:14] Voice 5: in the local trust areas and i my impression is that the local trust committee referrals have

[0:22:22] Voice 5: have in the past sort of been the focus of that process um and so we need to i think we need to

[0:22:31] Voice 5: consider how how that happens without the referral like how how do we trigger that conversation

[0:22:39] Voice 5: um and and resource that in a way that involves the local trust committee because of course

[0:22:45] Voice 5: constituents in all our local trust areas want their local trust trustees to know

[0:22:52] Voice 5: what they think about about such proposals but uh so i don't have a clear answer there but um

[0:22:59] Voice 5: uh i understand the advice and uh i'll leave it there and i saw chair patrick uh first there

[0:23:08] Voice 13: hi um i'm wondering if something's missing from the policy statement i had a great conversation

[0:23:16] Voice 13: with jason yeomans just a half hour ago on prepping for next week's committee the whole

[0:23:22] Voice 13: meeting. And when we just have sort of the beginning of the year of, you know, what are

[0:23:28] Voice 13: your issues? You know, I think we got to go back to what is the trust policy statement and what is

[0:23:33] Voice 13: it supposed to be? While we've used it to have some visionary aspects of sort of where we're headed,

[0:23:42] Voice 13: which is appropriate, is this the tool that affects like our governance issues? So,

[0:23:53] Voice 13: So, you know, while we are indicating we're interested in moving toward co-decision making with First Nations, which is appropriate to have, the trust policy statement is a legislative document that's supposed to contain our general guideline, you know, general policies in carrying out the preserve and protect mandate, which we do in cooperation with First Nations and many others.

[0:24:16] Voice 13: So, I think there could be some guardrails, I guess, to the conversation would be helpful when we're seeking issues and input from ourselves and other partners. Is this open? Anything's an issue? Or are there some guardrails?

[0:24:36] Voice 13: what what is outside of the trust policy statement you know it's it it's a governance matter there'd

[0:24:43] Voice 13: be a different tool for implementing governance changes or is the trust policy statement intended

[0:24:50] Voice 13: to implement governance changes i don't think it is but um anyway just something to think about of

[0:24:57] Voice 13: you know would that be useful and helpful to keep us from like the sky's the limit or no is is are

[0:25:02] Voice 13: are there guardrails?

[0:25:31] Voice 7: to the policy statement or have input.

[0:25:34] Voice 7: So I guess that's another advantage

[0:30:05] Voice 6: Project Update. This is an item that flows out of strategic direction. And this is actually the

[0:30:15] Voice 6: first phase of the Agreement Register Review. And it was spurred on by the Minister of Water,

[0:30:24] Voice 6: and resource stewardship in January of this year, and she indicated a willingness to consolidate

[0:30:32] Voice 6: the guiding agreements. The original agreements were signed in the mid-90s, and several changes

[0:30:41] Voice 6: have occurred since then, which is to be expected. Some of these changes have included

[0:30:47] Voice 6: include reorganizations of ministries and also new technology and a growing awareness of the

[0:30:57] Voice 6: importance of reconciliation. The result of the review is there are at least five agreements that

[0:31:06] Voice 6: will be amalgamated into a new agreement. Where we're at right now is we've approached Bowen

[0:31:14] Voice 6: Island Municipality and for Trustee Fast. They've indicated an interest in working with us in the

[0:31:22] Voice 6: province to come up with a tripartite agreement, which we're really pleased about. And the

[0:31:31] Voice 6: minister staff member working on the project with us is now reaching out to the,

[0:31:38] Voice 6: who he thinks the old ministries are now represented by to develop a point of contact list.

[0:31:47] Voice 6: So it's going quite well, and I look forward to coming back to you

[1:09:47] Trustee Fast: has been, staff have been working on for like lo these 20, 25 years and off and on.

[1:09:56] Trustee Fast: And when I've asked about them back when I was community volunteer, anyway, I think it's really good.

[1:10:05] Trustee Fast: Following on from the briefing we had at 7.4, there's a way to get into this work now.

[1:10:12] Trustee Fast: And I think it needs to be at the top of our list here as something that could actually progress with the new council in a new term.

They are now way out of date, almost 10 years out of date, as we know. And I don't think they were done for all of the local trust areas, but certainly Gabriola has one.

[1:10:53] Voice 7: one and um it's it's just a really important concise but comprehensive piece of information

[1:11:02] Voice 7: that kind of tells you where you're at as far as um as as far as what human development has done

[1:11:12] Voice 7: to the ecological integrity of the local trust area i i refer to ours a lot almost every meeting

[1:11:23] Voice 7: I look at it, and I realize that in 2018, we were already at the tipping point.

[1:11:27] Voice 7: We were already past the 30% that is considered sort of a threshold for when an ecological system cannot recover.

[1:11:38] Voice 7: So I would really appreciate if there's any way that council could come up with the funding to update those State of the Islands reports.

[1:11:50] Voice 7: I think they were done in conjunction with a couple of other agencies like Habitat Acquisition Trust, maybe.

[1:11:58] Voice 7: I'm not sure, but I have found them really, really valuable as reference points.

[1:12:04] Voice 7: So I would love to see those be updated.

[1:12:42] Voice 8: were used to create the island profile documents which you'll note on the website we have taken

[1:12:46] Voice 8: and down now because they were they're they're becoming too dated to be useful yeah yeah yeah

[1:12:52] Voice 7: the the larger report the bigger one is as amazing but those individual island ones that you know

[1:12:58] Voice 7: like like they're actually sort of like four pages i think

[1:13:40] Voice 13: tool that the staff have created.

[1:13:43] Voice 13: It's a GIS based database using the internal layers

[1:13:47] Voice 13: that we currently have available to us and we kind of you know not liking to be constrained in a box

[1:13:54] Voice 13: in our thinking we're like well what if we could just sort of talk about what do we really want

[1:13:59] Voice 13: what do we need and what if we were to think about maybe having this conversation with other partners

[1:14:04] Voice 13: um i know trustee yates so we've talked with uh you know dr tara martin at the at the conservation

[1:14:10] Voice 13: conservation, the decisions lab, whatever it's called at UBC, and others as to, you

[1:14:19] Voice 13: know, what could, maybe we're kind of circling around something, a GIS-based tool that could

[1:14:25] Voice 13: do more than just one thing, you know, depending on the information that we're looking at.

[1:14:35] Voice 13: So we thought it would be of value to have, instead of kind of what we have before us, have maybe a more of a blue sky conversation where we thought about what is it where we actually want?

[1:14:49] Voice 13: What do we think it is?

[1:14:50] Voice 13: What's the purpose?

[1:14:51] Voice 13: What are we trying to achieve?

[1:14:53] Voice 13: And then broaden that conversation with other partners because we don't even know what's out there.

[1:14:58] Voice 13: You know, we're trying to constrain ourselves and do things, you know, cost effectively and all of those things, which is really good.

[1:15:07] Voice 13: But, you know, we're not even sure what's available out there, what partners are available to work with us.

[1:15:12] Voice 13: What are we trying to do and have a more, like I said, blue sky conversation on a number of these items that may be similar to each other and could be co-developed, you know, rather than looked at as standalone items in the strategic plan.

[1:15:52] Trustee Fast: the state of the islands report and i was around when they were uh when it was

[1:15:56] Trustee Fast: done and there's a

[1:15:57] Trustee Fast: bunch of things there like do you prefer to be contacted by telephone people were telephoning

[1:16:03] Trustee Fast: uh the contractors were telephoning and people and asking i have never looked at that document

[1:16:11] Trustee Fast: I thought it was important at the time, but this is the one I look at all the time.

[1:16:16] Trustee Fast: And this is the one I felt I've had good success in introducing the Islands Trust idea with.

[1:16:28] Trustee Fast: For example, when Patrick Wyler became our new MP and a couple of us local trustees went to introduce ourselves

[1:16:39] Trustee Fast: And I was able to slide this onto the desk and say, I know you've got environmental interests. Here's what the Islands Trust is already doing in Howe Sound. And I had the other one for Gambier Keats as well. And they had no idea.

[1:16:56] Trustee Fast: And so it was just very useful. But I know, I believe it's from 2017 data. And so I'm not surprised you've taken it down from the website, but it's really valuable. And it just shows pictorially what percent is rural, what percent is golf course, those kinds of things.

[1:17:19] Trustee Fast: and uh very handy or could depend on fish some important concepts so um i'm supporting the uh

[1:17:29] Trustee Fast: also the stewardship awards program as we've just updated it so both of the things in number one

[1:17:36] Trustee Fast: and i'm ending the active projects list and the second one i'm i'm mostly focused on a i uh i

[1:17:44] Trustee Fast: think we need to develop indicator identify indicators of ecosystem health and integrity

[1:17:50] Trustee Fast: And then the next steps would follow into what Chair Patrick, I believe, was talking about. What are the new tools? We've talked about spatial planning tools at Trust Council and through a number of committees in the past. Now we've got the Stewardship Award for the big biodiversity model that's scaled for islands. Lots of good potential there.

[1:18:58] Voice 8: an algorithm model, or a model with an algorithm built into our GIS system that is now no longer

[1:19:03] Voice 8: functioning, that is very similar to what it appears the Bowen Island Municipality, or Bowen

[1:19:07] Voice 8: Island Conservancy has now done. And we may, I think they were offering it open source. So I

[1:19:11] Voice 8: think we're going to certainly take a look at that and see how it might inform a new Regional

[1:19:15] Voice 8: conservation plan for the conservancy um but so i just just wanted to say it's not as easy just

[1:19:20] Voice 8: to create the new two-pager because um we have to do a whole lot of work behind the scenes to get

[1:19:25] Voice 8: those little infographics to be available uh if you're interested i could show on screen the last

[1:19:31] Voice 8: state of the islands report and just walk you through the type of indicators that were in there

[1:21:41] Voice 13: cross over into some of the land use um tasks that need to be done as well so we just thought if we

[1:21:49] Voice 13: were to look at it more broadly and have a more open conversation about what what do we what do

[1:21:55] Voice 13: we want what do we what do we hope to achieve what are some of our purposes um that we might find

[1:22:02] Voice 13: that some of these items are you know we could do two things at the same time or have two purposes

[1:22:08] Voice 13: and the you know the tools are kind of secondary to that how do we use it as a tool but a lot of

[1:22:13] Voice 13: what we're trying to do is geographic based just because of the nature of you know the of what

[1:22:19] Voice 13: we're trying to do but that doesn't mean you know we're not trying to build a tool just recognizing

[1:22:25] Voice 13: recognizing that a lot of the information that we have is GIS-based.

[1:23:03] Voice 8: could have been done by a consultant so we're very fortunate um and i was in the policy advisor role

[1:23:10] Voice 8: at that time so was involved in the creation of this um so that i will i can't make it any bigger

[1:23:14] Voice 8: is it okay to read for your end there but essentially it covered everything from

[1:23:18] Voice 8: socionomic indicators we had demographic land title uh household characteristics uh ferry

[1:23:24] Voice 8: Ferry ridership trends, something around BC ferry routes and seasonal population changes.

[1:23:30] Voice 8: We had cultural and archaeological presence.

[1:23:34] Voice 8: Environmental indicators, we had eelgrass, docks, carbon sequestration, land conversion, agricultural land reserve changes over time, protected areas and biodiversity and freshwater were the topics.

[1:23:47] Voice 8: And then there was a poll that Trust Council had wanted to undertake where they hired Ipsos Read and did a province-wide, or they did a trust area resident survey on all manner of topics and struggled to get people to answer the phone.

[1:24:01] Voice 8: This was the beginning of the end of the phone survey.

[1:24:06] Voice 8: Yeah, so I can just quickly show you some of the types of graphics that were in there that resulted from the work using census and other methods.

[1:24:15] Voice 8: You got sort of these demographic examples.

[1:24:19] Voice 8: median age, that sort of thing. And then as I scroll down here, we have graphics around land

[1:24:23] Voice 8: title. One of the big questions we often get is to what degree is the trust populated by seasonal

[1:24:29] Voice 8: residents or full-time residents and how is that changing over time? And so this was able to kind

[1:24:34] Voice 8: of demonstrate those trends, showing that we, you know, we have moved a little bit from cottage

[1:24:39] Voice 8: country to full-time residency. You know, there's been that trend over time. We often get that

[1:24:44] Voice 8: that question around oceanfront or lakefront as well.

[1:24:47] Voice 8: Like to what degree is it owned by people

[1:24:49] Voice 8: who live there full-time versus seasonal?

[1:24:53] Voice 8: That wasn't in this report,

[1:24:54] Voice 8: but just know that that's often something

[1:24:56] Voice 8: people are interested in knowing.

[1:24:58] Voice 8: And we can do that through analyzing land title ownership.

[1:25:01] Voice 8: And we've developed sort of methodologies

[1:25:03] Voice 8: that I think generally could be replicated

[1:25:05] Voice 8: for doing that sort of work.

[1:25:34] Voice 8: so it's not really useful uh without the ground truthing docks we had counted docks at the time

[1:25:40] Voice 8: through aerial photography, which I think now could be done, you know, in a more efficient way.

[1:25:50] Voice 8: Carbon emissions was sort of counted using, I can't remember the methodology at the time.

[1:25:55] Voice 8: Oh, this was looking at the absorption by forests, and this resulted from our carbon

[1:25:59] Voice 8: sequestration report the Conservancy had procured. Again, the province is now really

[1:26:05] Voice 8: leading in this area. I'm sure they would be able to produce some information for us.

[1:26:08] Voice 8: And then land conversion is the other one. And this is quite important to understand. And this is the one I think that Trustee Yates was referring to, looking at what natural areas have been converted to human use that are really no longer available to biodiversity or to ecology.

[1:26:24] Voice 8: And there is a generally accepted threshold in science of 30 to 40% disturbance is what can be tolerated before you start to see a rapid decline in the diversity within those ecosystems.

[1:26:34] Voice 8: systems. And so this is one where I will always be an advocate for updating our disturbance mapping

[1:26:40] Voice 8: because we had it done 10 years ago and now we're at the 10-year mark again. So there's an

[1:26:44] Voice 8: opportunity to update that. And then, you know, this is where I think there's been some

[1:26:50] Voice 8: recommendations within a new policy statement to set some goals for protected areas and sort of

[1:26:54] Voice 8: have more targets. And that will be for Trust Council to discuss, but this could be informative

[1:26:58] Voice 8: to that conversation. And finally, ALR trends over time to see whether there's been a lot of ALR

[1:27:05] Voice 8: exemptions because farming was considered important for the trust to report in. And then the other

[1:27:09] Voice 8: thing we aren't keeping up with right now is measuring the change in the land, the percentage

[1:27:13] Voice 8: of land that's protected. And so this would be something else to consider. And here are some

[1:27:19] Voice 8: graphs and I'll, you know, around of the areas that are sort of deemed to be low, medium and

[1:27:24] Voice 8: high biodiversity, what percentage of those types are being protected? And this is back to sort of

[1:27:30] Voice 8: the joke people make about BC Parks sometimes, that they have a lot under protection, but a lot

[1:27:34] Voice 8: of it is rock and ice. Are we doing well at protecting what really matters? And so in the

[1:27:39] Voice 8: trust area, again, as of a decade ago, you were protecting 22% of the high biodiversity areas

[1:27:44] Voice 8: within protected areas. So this is just a sampling of the kinds of things that we had looked at

[1:27:50] Voice 8: and the types of maps some of this does come from the conservancy's regional conservation plan

[1:27:55] Voice 8: and i'll just let you know we have a page on the website i'll switch screen here called

[1:27:59] Voice 8: interesting facts and on there we've leveraged some of these facts and stats into some graphics

[1:28:05] Voice 8: that are available around explaining why the trust exists is because the land's in private

[1:28:09] Voice 8: ownership unlike the rest of the province the amount that is owned locally so in 20 1978 it

[1:28:17] Voice 8: It was 10%, now 52%, and I expect that number has gone up quite substantially, actually,

[1:28:21] Voice 8: from the trends that we're noticing.

[1:28:23] Voice 8: I'll be interested in the next census to find that out.

[1:28:27] Voice 8: Again, we mentioned that one.

[1:28:28] Voice 8: This land management, you know, again, land in the trust area, you can kind of get a sense

[1:28:32] Voice 8: of the ownership structure that's going on.

[1:28:36] Voice 8: You know, we had a growth rate.

[1:28:38] Voice 8: Again, this is dated.

[1:28:39] Voice 8: We have to get, yeah, we've got a new census happening now.

[1:28:43] Voice 8: So this is how we're communicating this so people can sort of understand the context

[1:28:46] Voice 8: in which they're doing their work but looking at much of this this is all 2016 vintage data here

[1:30:45] Voice 8: Again, I'll just let you know, I'm going to be advocating that those sorts of products should come out of Islands Trust as a whole, perhaps in partnership with the Conservancy.

[1:30:53] Voice 8: But I would argue that this, the mapping analysis, that sort of communication is really, should be core Islands Trust work.

[1:31:00] Voice 8: So I will be an advocate for that, particularly given the resource constraints the Conservancy is facing with the number of properties now under management.

[1:31:08] Voice 8: I do think that, you know, they really should stick to core Islands Trust property management property and then leave the broader communication pieces to Islands Trust, like Islands Trust Council work.

[1:31:19] Voice 8: So that's sort of what I'll be suggesting as future, knowing that by 2029, the Conservancy will want to have the analysis done for the regional conservation plan.

[1:31:28] Voice 8: But given the timing, there's a lot of, as Trustee Patrick is noting, a lot of synergy to all work together here and work with external partners and perhaps have planning and conservancy work from the same data set.

[1:31:38] Voice 8: If I'm dreaming in Technicolor here, I would love everyone to be working from the same mapping systems.

[1:31:44] Voice 8: And you'll see that local trust committees are called to create protected area networks.

[1:31:48] Voice 8: I would really love that that be using the same analysis and same data set that the conservancy uses.

[1:31:53] Voice 8: And that would produce really consistent and coherent results for the public to know that everyone, what everyone's working from. So, from my personal viewpoint, I will share that that's what I'll be, that will be informing my advice in future.

[2:04:26] Trustee Fast: and that's one of the secretariat funds, a little bit of that,

[2:04:32] Trustee Fast: But also the Marine Reference Guide has got a whole bunch of partners,

[2:04:40] Trustee Fast: or marine planning circle that uses some of these tools and involves some first nations and

[2:04:45] Trustee Fast: what what is it coming up as a huge big interactive uh map uh with all kinds of layers including

[2:04:52] Trustee Fast: from industry because it's an uh uh eco reserve the idea being where nature and humanity thrive

[2:05:08] Trustee Fast: work with so we don't duplicate and so we find the new layers and the new info that relates to

[2:08:36] Voice 8: data acquisition, worked with other biologists or data partners around the data that sustains

[2:08:41] Voice 8: our ecological decision making. So I'm just going to name that here, because that will inevitably

[2:08:45] Voice 8: be part of this conversation of where does this responsibility sit within the organization?

[2:08:51] Voice 8: You know, with our GIS department, is it in the planning department? Is it in trust area services

[2:08:55] Voice 8: or is it within conservancy? So that's something we as staff are going to have to sit down and take

[2:08:59] Voice 8: a look at in the absence of that sort of coordinating role in the organization. Where are

[2:09:03] Voice 8: we focusing this work and this effort? So appreciate the direction to create the business

[2:09:08] Voice 8: cases today. And I will take this back to our leadership team. And I think we'll have a

[2:09:12] Voice 8: a conversation with the planning department and with Conservancy about how we bring forward sort

[2:09:17] Voice 8: of an integrated approach that will address all the needs of the different departments.

[2:09:22] Voice 8: And I've heard the conversation today about really reaching out into the world and try to bring the

[2:09:26] Voice 8: best that we can around the work that's already going on, the data sets that already exist,

[2:09:31] Voice 8: and the experts that are already working in this field and interested in the trust area.

[2:09:35] Voice 8: It's just going to be finding the current resources to do that work

[2:09:39] Voice 8: um when work programs are already quite full so we will look at that and we'll bring back the best
