[0:00:44] Voice 7: peoples, including the St. Chiltern and Hul'qminim speaking peoples, the stewards of these lands

[0:02:36] Voice 11: we'll uphold cultural safety and we'll keep the conversation constructive and i think with that

[0:03:07] Voice 2: and I don't know if it's relevant to today's meeting about a house or dwelling on Isabel
[0:03:13] Voice 2: point road wishing to go up a story and just correct me if that's not currently uh relevant
[0:03:20] Voice 2: but i just wanted to point out that isabella point road is historically connected as a hawaiian
[0:03:27] Voice 2: area as well as a coast salish area as well as being a very um fragile area and a very unique
[0:03:36] Voice 2: uh beautiful road especially what people see when they come in to salt spring on the
[0:03:42] Voice 2: fulford ferry like the gateway to salt spring i already know about the large house that was
[0:03:47] Voice 2: able to be built or being constructed with lots of tar paper i hope people don't get offended but
[0:03:53] Voice 2: it's something that you always see now when you're going there and i'm not sure if that's the same
[0:03:58] Voice 2: property but i just would like to underline like my mom her house is actually down isabel point
[0:04:05] Voice 2: road so i go down there for a bit and i just like to underline like it's not just from my point of
[0:04:11] Voice 2: of view as somebody who likes the area but also like I even I work with someone who's from the
[0:04:18] Voice 2: Rowland family and it's just got a lot of significance and I don't think it's the first
[0:04:22] Voice 2: place to start with single family houses being able to get taller so that's just some opinion
[0:04:29] Voice 2: about that I just want to provide that input and I do have a question but I could ask it at another
[0:04:34] Voice 2: point but I just wondered if there's a TUP that's going on and some of the requirements for the
[0:04:41] Voice 2: TUP are felt to be not followed is there like is that bylaw enforcement or who does a person
[0:04:47] Voice 2: like just just informational who does a person go to to start a conversation about that if you know
[0:04:54] Voice 2: that the Honours Trust issued a TUP but then you get some input from people who are right there
[0:05:00] Voice 2: that that rules of the TUP are not being followed like who would I go to? Over to staff. Sure

[0:05:50] Trustee Patrick (probable): I attended the Association of Vancouver Island Coastal Communities,
[0:05:54] Trustee Patrick (probable): known as AVICC.
[0:05:56] Trustee Patrick (probable): It's a regional conference that serves as a lead-up to the Union of BC
[0:06:00] Trustee Patrick (probable): Municipalities Convention of Fall.
[0:06:02] Trustee Patrick (probable): The conference includes a number of sessions that were highly relevant
[0:06:05] Trustee Patrick (probable): and provided valuable learning.
[0:06:07] Trustee Patrick (probable): and I've submitted a separate report on those sessions.
[0:06:12] Trustee Patrick (probable): I'd also like to encourage my colleagues and staff
[0:06:17] Trustee Patrick (probable): and anyone else in the audience
[0:06:19] Trustee Patrick (probable): or listening online to read Unseated,
[0:06:23] Trustee Patrick (probable): Understanding British Columbia's Colonial Past
[0:06:26] Trustee Patrick (probable): and Why It Matters Now by
[0:06:27] Trustee Patrick (probable): George Abbott.
[0:06:29] Trustee Patrick (probable): On April 26th, I attended and also was a sponsor
[0:06:34] Trustee Patrick (probable): for a good relations discussion
[0:06:35] Trustee Patrick (probable): discussion featuring Adam Olson and George Abbott.
[0:06:39] Trustee Patrick (probable): I left the session with a renewed sense of clarity
[0:06:41] Trustee Patrick (probable): and urgency about the work ahead.
[0:06:43] Trustee Patrick (probable): And we are living through a genuine period of transition.
[0:06:46] Trustee Patrick (probable): And this book clearly sets out that indigenous Thailand
[0:06:49] Trustee Patrick (probable): was never extinguished in British Columbia.
[0:06:52] Trustee Patrick (probable): While that reality is not new,
[0:06:54] Trustee Patrick (probable): our collective willingness to engage with it
[0:06:56] Trustee Patrick (probable): in a meaningful way is.
[0:07:00] Trustee Patrick (probable): In terms of the Island's First Council work,
[0:07:03] Trustee Patrick (probable): I chaired a recent executive committee meeting
[0:07:06] Trustee Patrick (probable): and also attended meetings of the governance committee,
[0:07:08] Trustee Patrick (probable): regional planning committee and trust programs committee.
[0:07:11] Trustee Patrick (probable): A key question for me that's emerging from this work
[0:07:15] Trustee Patrick (probable): is how should the Island's Trust begin evolving
[0:07:17] Trustee Patrick (probable): for primarily a conventional land use planning framework
[0:07:21] Trustee Patrick (probable): toward a more integrated conservation oriented
[0:07:24] Trustee Patrick (probable): and ecosystem informed planning approach
[0:07:27] Trustee Patrick (probable): that better reflects our current ecologic realities,
[0:07:30] Trustee Patrick (probable): reconciliation commitments
[0:07:31] Trustee Patrick (probable): and the long-term well-being of our island communities.
[0:07:36] Trustee Patrick (probable): This question is not based on the assumption that current staff work is inadequate,
[0:07:42] Trustee Patrick (probable): nor does it presume a specific model such as system-based management has already been selected.
[0:07:47] Trustee Patrick (probable): Rather, it reflects on the recognition that ecological pressures, climate impacts, housing and growth challenges,
[0:07:55] Trustee Patrick (probable): and expectations around reconciliation have all intensified significantly over time.
[0:08:02] Trustee Patrick (probable): The intent is to support Trust Council in thoughtfully assessing whether current planning
[0:08:06] Trustee Patrick (probable): tools and governance approaches are sufficient to meet the mandate in the decades ahead and
[0:08:12] Trustee Patrick (probable): to begin exploring future-oriented approaches that strengthen conservation outcomes, community
[0:08:18] Trustee Patrick (probable): resilience, and relationships with First Nations.
[0:08:21] Trustee Patrick (probable): I also participated in the onboarding working group where trustees are working with staff
[0:08:25] Trustee Patrick (probable): to support a strong start for next term of Council.
[0:08:28] Trustee Patrick (probable): Council. I chaired a committee of the whole meeting just yesterday where trustees considered
[0:08:34] Trustee Patrick (probable): the What We Heard report and next steps related to the trust policy statement. I attended the BC
[0:08:41] Trustee Patrick (probable): Economic Development Conference this week at my own expense. It provided an important opportunity
[0:08:47] Trustee Patrick (probable): to engage local governments, Indigenous leaders, community economic development staff, and community
[0:08:52] Trustee Patrick (probable): organizations on the interconnected challenges facing communities across British Columbia.
[0:08:57] Trustee Patrick (probable): I continue to hold the view that long-term community well-being, environmental well-being, cannot be separated, and that healthy ecosystems, resilient local economies, housing, infrastructure must be considered together.
[0:09:11] Trustee Patrick (probable): The conference supported relationship building, knowledge sharing, and exploration of approaches that can help violent communities remain both environmentally and socially resilient in the future.
[0:09:21] Trustee Patrick (probable): Finally, I was honored to join Councilor Sarah Rydell of Central Saanich, Gail Baker, on a panel following the screening of the documentary Prime Minister, which focused on Jacinda Ardern from New Zealand.
[0:09:36] Trustee Patrick (probable): We had a frank discussion about the challenges facing women in local politics.
[0:09:41] Trustee Patrick (probable): That's my report.
[0:09:42] Voice 11: Thank you, Justice Patrick.
[0:09:44] Voice 11: So for my chair of the board, I was able to virtually attend the local community commission's session on Ganges Harbour back in April and also was able to zoom in to hear the project advisory planning commission meeting also in April.
[0:10:07] Voice 11: just briefly touching on the Association of Vancouver Island Coastal Communities
[0:10:12] Voice 11: convention which I also attended
[0:10:13] Voice 11: a couple of really great sessions
[0:10:17] Voice 7: there's one on bridging the divide
[0:10:20] Voice 7: which really speaks to
[0:10:22] Voice 7: sort of trying to attain balance between
[0:10:25] Voice 7: conviction on one
[0:10:27] Voice 11: hand and openness on the other side
[0:10:28] Voice 11: and some pros and cons
[0:10:31] Voice 11: of being too deep into their pull
[0:10:33] Voice 11: and I thought it was very informative and eye-opening and
[0:10:38] Voice 7: good
[0:10:40] Voice 11: discussion
[0:10:41] Voice 11: and some good thoughts shared there on that.
[0:10:45] Voice 11: Also, a really good session on the couch in case with Liz Stone, Jack, and James,
[0:10:53] Voice 11: James, and Hamilton, you know, some really proficient and experienced legal minds in
[0:11:05] Voice 11: local government and Indigenous law across Canada, and great sort of plain language
[0:11:13] Voice 11: section that
[0:11:14] Voice 7: this sort of thing that I wish that had been recorded so it would be shared,
[0:11:19] Voice 7: because it was really easy to understand, I think,
[0:11:23] Voice 7: for lay persons that aren't deeply steep
[0:11:26] Voice 7: in reading legal opinion.
[0:11:32] Voice 11: Yes, so we had a governance committee meeting as well,
[0:11:36] Voice 11: as mentioned,
[0:11:38] Voice 7: the EdFest Programs Committee,
[0:11:39] Voice 7: but it is a little bit of a busy time,
[0:11:40] Voice 7: the onboarding working group,
[0:11:42] Voice 7: and yesterday's Committee of the Whole on Next Steps
[0:11:45] Voice 7: on
[0:11:45] Voice 11: the Policy Statement Amendment Project,
[0:11:48] Voice 11: which I'll just reiterate that staff made clear
[0:11:54] Voice 11: at our March Trust Council meeting
[0:11:56] Voice 11: that project will not be completed before end of term.
[0:12:00] Voice 11: Nevertheless, Trust Council is working to consider
[0:12:04] Voice 11: what steps
[0:12:05] Voice 7: can and should be taken before end of term
[0:12:08] Voice 7: to ideally set up the next term of trustees
[0:12:12] Voice 7: as well as possible.
[0:12:14] Voice 7: And I will leave that there.
[0:12:19] Voice 7: So, I see
[0:12:20] Voice 11: our CRD and LCC reps are elsewhere today. We have the
[0:12:27] Voice 7: draft minutes of the April
[0:12:31] Voice 7: 9th regular year for adoption. Anything on those bits?

[0:12:38] Voice 11: Okay, we will take it by general consent. Those are adopted as presented. And then we
[0:12:45] Voice 11: have a number of abc minutes uh from april 21st the project advisory planning commission meeting

[0:17:22] Voice 11: about the protocol agreement between Chapel
[0:17:26] Voice 7: Regional District and some special trust committee
[0:17:28] Voice 7: and sort of looking for a check-in on that but I understand there's uh it did actually
[0:17:34] Voice 7: I did have a brief uh touch base with the CRD staff this morning just to uh you know the
[0:17:40] Voice 7: staffing situation so they were able to give me an update where they thought these items were and
[0:17:46] Voice 7: so I at least have a little bit of progress from their perspective they thought you know that the
[0:17:53] Voice 7: progress was anything with our lawyers yeah it's true or not so at least I've got a bit of
[0:17:59] Voice 7: that's for them and I'll follow up great I
[0:18:03] Trustee Patrick (probable): think it is important work this stems from a motion
[0:18:06] Trustee Patrick (probable): Peter wrote I made before the last election trying to set up the LCC for a successful
[0:18:14] Trustee Patrick (probable): And so I think from a legacy standpoint, that is one piece of work that would be nice to have completed this term so that next term the LTC and the LCC can get off and have a

[0:19:03] Voice 7: on page 66 and again all over to staff to see walk us through anything
[0:19:10] Voice 7: anything that you think stands out thank you chair um i just recently read that into this as well
[0:19:17] Voice 7: uh i think the key takeaway from when i took away from it was that staff uh has caught up
[0:19:23] Voice 7: to and is addressing the backlog about which is like well that staff are now um catching up
[0:19:31] Voice 7: it's great news you can certainly see that level of production at your meetings there's
[0:19:38] Voice 7: There's always been applications there.
[0:19:42] Voice 7: That's the main thing I took away from it.

[0:20:23] Trustee Patrick (probable): encouraging staff to be bold and to in the salt spring we can always try to break the mold and
[0:20:31] Trustee Patrick (probable): so choose um to try to make that list more constructive and useful um to a future local
[0:20:40] Trustee Patrick (probable): trust committee um because it's you know it is a parking lot of ideas and a lot of them are
[0:20:48] Trustee Patrick (probable): I would disagree
[0:20:50] Voice 7: um but I'm just curious so did the staff review uh trust council policy
[0:21:00] Voice 7: the uh regarding the little program fall action list priority changes so it's a standardized

[0:21:05] Trustee Patrick (probable): understood it was a standardized process and that we were following suit but we were we
[0:21:09] Trustee Patrick (probable): were going to do some homework and work in
[0:21:11] Trustee Patrick (probable): this meeting and work that was the intent that's not
[0:21:14] Trustee Patrick (probable): how this report is set up we were going to go through it and
[0:21:17] Trustee Patrick (probable): order it and clean it up um and
[0:21:20] Trustee Patrick (probable): kind of a working environment to make that list more reflective of today

[0:30:38] Voice 7: Really emphasized to me over and over again, he's an engineer qualified in these areas,
[0:30:42] Voice 7: that the standard of setback, according to them, to him, is the water only required four
[0:30:50] Voice 7: meters in the heat to go through before is pretty much the Chimo standard for all.
[0:30:55] Voice 7: so that 15 meter setback is a redundancy for down for certainty right to be separated from
[0:31:02] Voice 7: either the shoreline or 30 meters for wells so so you really want me to wanted to emphasize
[0:31:08] Voice 7: that point i'm sure that the engineers want to stop four meters is really all they need
[0:31:13] Voice 7: for sure and then of course they had 15 meters provides them comfort in 30 years

[0:53:45] Voice 7: seeks to mostly respond to the resolution that was passed at the last LDC meeting regarding the
[0:53:50] Voice 7: project and it also adds a bit of commentary to sort of address some of the other points of
[0:53:55] Voice 7: discussion even before the first part of the report very straightforward describes the materials that
[0:54:02] Voice 7: were received by the consultant of the project these are the final deliverables from that
[0:54:07] Voice 7: consultant being through the what we heard so far report which was a summary of their engagement
[0:54:12] Voice 7: activities draft vision and guiding principles which were kind of pulled from those initial
[0:54:18] Voice 7: the initial engagement activities to form the first portion of the OCP itself, of the draft OCP.

[1:00:58] Voice 7: as it was not something that was even considered a final deliverable. I know we just talked about
[1:01:05] Voice 7: how that might not be the right terminology for what they gave us, but

[1:01:09] Voice 7: was just a bit of an extra piece of information. We felt that it was worth mentioning, but because

So I think it would be reasonable for us to interpret that Section 35 could also apply to

[1:16:43] Voice 7: like the next LTC as well to look at various house of options that could probably be facilitated or

[1:20:44] Voice 7: developments that the town community places high hopes on and then those developments

[1:20:59] Voice 7: want to flag that, you know, if it is prioritized and your staff come up with some solution

[1:21:12] Voice 7: house A again as continuing the work with CPLA.

[1:26:40] Voice 7: I appreciate the resolution, so if there's a resolution forthcoming, the LTC requests staff to investigate options for an MLU similar with North Seltzer and Plymouth.
[1:27:14] Voice 7: Thank you, I definitely agree with your resolutions.
[1:27:18] Voice 7: But, you know, we did staff talk about this prior to the release of the moratorium about
[1:27:24] Voice 7: possible tools that LTC may or may not have in relation to lifting the moratorium, and
[1:27:29] Voice 7: we did explore at that time the various types of agreements.
[1:27:32] Voice 7: The exploration at that time sort of concluded that there was no agreement that we could
[1:27:37] Voice 7: essentially put in place that would regulate connections.
[1:27:42] Voice 7: connections. They're either the North Holtzman-wide district either permits them or not. And the
[1:27:49] Voice 7: LTC's authority in general, or if you have the permitted zoning in place to build or
[1:27:53] Voice 7: whatever it is to build, then they may be connected based on that. So the two, you can
[1:27:59] Voice 7: sort of circle around that again if you wish, but I don't know if you'd get to the desired
[1:28:03] Voice 7: result. What I'm hearing is that to sort of stop the potential connection to the housing
[1:28:10] Voice 7: that the LBC doesn't want us to build. The best tool to zone without a doubt to control you know
[1:28:16] Voice 7: what a multi-family housing or some workforce housing whatever shape that looks like whether
[1:28:20] Voice 7: it's tiny homes etc is to change the zone and to do that as expediently as possible and I believe

[1:28:32] Voice 7: can explore that again but I do know that staff had those early communications but we didn't find

[1:30:33] Trustee Patrick (probable): your report, but some of the time it's almost like it was an oversight that we didn't do.

[1:30:45] Trustee Patrick (probable): for the engagement plan from staff, but now we have another resolution to ask for an engagement
[1:30:49] Trustee Patrick (probable): plan. Our original work plan says there will be an engagement plan, it's promised to be coming,
[1:30:57] Trustee Patrick (probable): never got written. And so it's just, it's been very clear that it's been important. My only

[1:32:06] Trustee Patrick (probable): now staff-to-staff, was it a promise that this could be done? And so it just leads questions

[1:32:21] Trustee Patrick (probable): where did this come from and the local trustees are in a position where they don't know either
[1:32:28] Trustee Patrick (probable): it's a staff recommendation but it resulted from a staff-to-staff relationship
[1:32:34] Trustee Patrick (probable): so it's I think the advice that we're hearing and seeing is we go to various ABI's and C's
[1:32:40] Trustee Patrick (probable): transparency and open communications with all parties it's a it's a triangle community is in
[1:32:48] Trustee Patrick (probable): there cannot just be us and first nations we have the community to bring along and i think
[1:32:55] Trustee Patrick (probable): with the heightened attention that we're seeing in the province um you know i don't see this
[1:33:04] Trustee Patrick (probable): getting better quickly. I think we need to be clearer and more transparent in our communications.
[1:33:12] Trustee Patrick (probable): We need to do this engagement. It's critically important. Absolutely. But we just need to
[1:33:20] Trustee Patrick (probable): make sure, I know you do say you're going to document engagement, but it says, you know,
[1:33:25] Trustee Patrick (probable): you're going to have a formal staff dialogue too. So I'm just saying, be cautious. We want
[1:33:33] Trustee Patrick (probable): to set up a good good outcome don't want to continue to to breed the mistrust and the
[1:33:42] Trustee Patrick (probable): horrible things we're seeing said on social media right now racist remarks things of that nature
[1:33:50] Trustee Patrick (probable): um we want to really make sure we're growing a good healthy uh relationship and we're bringing
[1:33:57] Trustee Patrick (probable): in the community along in this relationship whether they want to or not um they need to be
[1:34:05] Trustee Patrick (probable): um brought along so i'm just saying be be aware of that and be aware of that how it's showing up
[1:34:12] Trustee Patrick (probable): trust committees um but we need to avoid that i
[1:34:20] Voice 7: would say further to that um one of the ways that
[1:34:25] Voice 7: that one of the things that can help is when there are opportunities for leadership to
[1:34:32] Voice 7: leadership or leadership and staff, you know, joint
[1:34:36] Voice 11: conversations, that has the benefit
[1:34:41] Voice 11: of putting the elected folks into the picture a little bit earlier.
[1:34:48] Voice 11: So, in particular, we don't, you know, us as elected people don't want to be sitting in this table and be surprised when information about discussions is brought into the public realm that we're really,
[1:35:07] Voice 7: like, really not aware of.
[1:35:08] Voice 7: that's that's not a great position for us and it also makes it very difficult with that public
[1:35:14] Voice 7: interface um you
[1:35:17] Voice 11: know for sure surprise so i get that a lot of the work is going to be staff
[1:35:22] Voice 11: the staff that's appropriate and and certainly there's the continuity of staff uh in many cases
[1:35:30] Voice 7: um you know election time is coming up but i think when uh when when there are opportunities
[1:35:37] Voice 7: for leadership from both sides to be involved

[1:35:41] Voice 7: I think it's very helpful
[1:35:44] Voice 7: to sort of ameliorate some of those negative situations

Really, you know, the intent of this project was that they be involved from the beginning, even before any paper came out. That was the intent. That was the direction of the social trust project that got out ahead.

[1:36:38] Voice 7: we sort of you know topped up the the uh uh first nations engagement funding that was by design on
[1:36:45] Voice 7: purpose um recognizing how important it is next

[1:36:58] Trustee Patrick (probable): in here that the local trust committee had expressed interest in zoning as fast as possible

[1:56:02] Trustee Patrick (probable): related to housing was it was raised through engagement was was on you know was a possibility
[1:56:09] Trustee Patrick (probable): um you know that we were in the um so we didn't set out to rewrite the vision um originally i know
[1:56:23] Trustee Patrick (probable): you know, generally, you know, the community holds dear its OCB, as many do. And so I guess, you know, some question is, I know our current vision, I'd say is too long. It is wordy, it is long. You know, I think we need to do some work with, you know, if the advisory
[1:56:52] Trustee Patrick (probable): planning committee commission is working reasonably well, somebody needs to
[1:56:57] Trustee Patrick (probable): to go through this and think about and react to it
[1:57:02] Trustee Patrick (probable): before it goes to public.

[1:59:14] Voice 7: project, First Nations Cape People's Destinations, eventually it's going to be a fairly large
[1:59:18] Voice 7: document and the idea would be to bring sections of it to Cape, CLTC as well as our third First
[1:59:24] Voice 7: Nations so that by the time it's ready to move through the adoption process, each one
[1:59:29] Voice 7: those sections has individually been prevented. We have a comprehensive document that has already
[1:59:35] Voice 7: should require very few changes at that point as opposed to drafting some 5200 or 200 page
[1:59:43] Voice 7: party document talking to the First Nations partners or to PNC or the LCC for that matter
[1:59:50] Voice 7: and say okay please review this. It's almost too much, too broad of a document at that point.
[1:59:55] Voice 7: community. So this vision and guidance principles really grabbed me instead of the first.
[2:00:00] Voice 7: drawn to the first section that we would like to really try to polish as much as possible and then
[2:00:05] Voice 7: send it out for initial review to First Nations after it's been reviewed by LCC and then once
[2:00:13] Voice 7: it comes back we know that we at least have some momentum for that initial section. Again,
[2:00:18] Voice 7: it may still be subject to further changes and that we could perhaps lose further engagement
[2:00:24] Voice 7: or the actual adoption process but the idea would be rather than you know working on this large
[2:00:30] Voice 7: document just here at mills you're just being able to see your sense things and then bring it

[2:00:43] Trustee Patrick (probable): i look at this and i've seen the the draft language that i'm seeing in other local

[2:06:33] Voice 7: make comments as necessary and then bring all that information back to be able to seek
[2:06:39] Voice 7: the inspiration and eventual ideal, ideal, eventual approval for that to be sent out
[2:06:47] Voice 7: and used as a tool to act as our first more formal referral to, it's not necessarily the
[2:06:59] Voice 7: final formal referral through adoption process or anything like this, but in an effort to
[2:07:05] Voice 7: maintain those relationships, make sure that they're being considered to every aspect,
[2:07:11] Voice 7: every portion of this particular project. It behooves us to sort of do that and then again
[2:07:19] Voice 7: at the end of the day we'll put all these little pieces together into one comprehensive document,
[2:07:24] Voice 7: likely we'll have a few more adjustments at that point but in a place where we're at least
[2:07:29] Voice 7: 50 percent, 90 percent comfortable with what's in the document because we've done
[2:07:35] Trustee Patrick (probable): And I would encourage staff, I mean, it almost needs an edit before it goes to advisory time with the weaknesses addressed in regards to, just so that they're receiving, you're having staff to staff, you're learning, you're having training, you're moving at a faster rate than most people in our community on understanding how we need to be engaging with it.

natural boundary of the sea from 30 metres to 15 metres due to the
geographical constraints and BC sewerage septic system distance from
drinkable water requirements;
• The applicant was issued a Development Variance Permit for the same setback
requirement in 2022 which has since lapsed;

is interest in developing a similar bylaw for Salt Spring Island;
• Each setback variance is considered on its own merit but the cumulative effect
of multiple setbacks from the sea for septic installment should be considered
as a whole.

15.1 Official Community Plan – Land Use Bylaw Project Update
The Planner summarized the staff report and spoke to the deliverables received by
the project consultant, the updated workplan and project timelines, prioritization of
North Salt Spring Water District water connections; principles to guide the First
Nations engagement plan, considerations for Land Use Bylaw amendments prior to
project completion, and next steps.
Discussion ensued and the following comments and clarifications were noted:

• The Local Trust Committee specified a workplan at start of the project;
however, the final deliverables provided do not match said workplan;
• The consultants have provided an Official Community Plan working
document to staff but it is not close to final deliverable expectations and will
be subject to substantial amendments following further engagement;
• The guiding principles are visionary statements, have not been subject to
engagement, and need work prior to being represented to First Nations;
• Water connections should be tied to housing projects and land use
planning, securing connections is a priority component of the project, and
there is interest in perusing discussion with North Salt Spring Water District
to determine if a memorandum of understanding or similar could be put in
place in the interim or explore options related to Section 35 of the Islands
Trust Act to consider applicability to improvement districts;
• A First Nations engagement plan had been prioritized in the initial workplan
but has not been received yet;
• Elected officials have desire to be involved in leadership-to-leadership
discussions with First Nations and be apprised of staff-to-staff work when
applicable;
• The vision and guiding principles require culturally sensitive editing and it
was suggested the language be workshopped internally prior to going to the
Project Advisory Planning Commission;
• There is need to communicate an accurate project update to residents as
soon as possible.

The Bylaw Compliance and Enforcement Manager summarized the staff report and
highlighted amendments previously requested by the Local Trust Committee.
Discussion ensued and the following comments were noted:
• Section 4.5 goes beyond the intention of the Local Trust Committee regarding
the use of recreational vehicles for residential purposes and was meant to
address the concern of building a house without a permit;
• A Trustee indicated non-permitted dwellings encompass many scenarios and
different approaches need to be taken based on the circumstances and the
Local Trust Committee had requested a meeting be convened with relevant
agencies to discuss potential alternative approaches; however, this meeting
was not arranged yet and the Bylaw Compliance and Enforcement Manager
noted an alternative approach, as stated in Section 4.6, will be developed by
staff and will entail sending out different types of letters, working with building
inspectors and the Capital Regional District, and having discussions with
housing groups to try and ensure people have access to housing;
• There is need to bring a compassionate and multi-agency approach to bylaw
