[0:00:29] Voice 5: we're gathered in different locations across the

[0:00:36] Voice 5: the trust area, are within the traditional territories of many Coast Salish peoples.

[0:00:41] Voice 5: On Main Island, the Wasaytnich and Sinchothan speaking peoples have important current and

[0:00:50] Voice 5: historical relationships to the land, the culture, and the spirit of this place,

[0:00:53] Voice 5: and that continues to this day. We strive to honor their presence, their stories,

[0:00:58] Voice 5: their lived experience, and their knowledge of the land and water as we do our work.

[0:01:19] Voice 5: We make up the Maine Island Local Trust Committee.

[0:01:30] Voice 5: and Warren Dingman, Manager of By-law Enforcement and Compliance,

[0:01:34] Voice 5: who will be presenting his report, which is pretty much the substance of our agenda.

[0:02:10] Voice 5: respectful workplace so with that i'll get into the approval of agenda are there additions or

[0:02:17] Voice 5: amendments to the agenda oh sorry i skipped rise and report i'll do that um i will rise and report

[0:02:29] Voice 5: 2026 in-camera meeting

[0:02:31] Voice 5: minutes, and that the local

[0:02:33] Voice 5: trust committee requested staff to bring back

[0:02:35] Voice 5: policy amendments on the bylaw enforcement

[0:02:37] Voice 5: and compliance policy.

Just give it a bit of a moment, but I would have read out my preamble about respectful speech, which is almost always the case on Maine, and upholding cultural safety and keeping the conversation constructive.

[0:03:38] Voice 5: These are standards that Islands Trust is newly foregrounding and putting before every meeting so that we have the same standards of conduct and expectations of both the public and ourselves. So thank you for bearing with me.

[0:05:22] Voice 3: the amendment bylaw for the bc ferries rezoning that's in progress we've just completed the

[0:05:28] Voice 3: the mapping i think so it should be should have the consolidation done pretty soon and uh otherwise

[0:05:38] Voice 3: um yeah i think everything else is fairly straightforward maybe

[0:05:45] Voice 5: we can just talk about

[0:05:47] Voice 5: item 10 for a second on page 12 here uh so that's related to we've got this conversation going which

[0:05:57] Voice 5: which I'd like to pick up on the future projects list.

[0:06:00] Voice 5: So you did provide the report on the Gambier's land use bylaw on foreshore uses.

[0:06:10] Voice 5: Is that what this is referring to?

[0:06:13] Voice 3: Yeah, so that's just the most, so that's the Keats Island shoreline development permit area.

[0:06:20] Voice 3: Just as an example of what that foreshore DPA looks like, and because it was just completed last year, so that would be a good like template to use, then we might be able to like work that into a minor project, depending on how much, you know, extra resources are required.

[0:06:49] Voice 5: Right. So this was responding to the first item on the Future Projects Report about foreshore education marine zoning. So, Trustees, since this was provided for your information, do you think, you know, is there some action to take? Should that DPA, is it a DPA? Sorry, Bruce.

[0:07:14] Voice 3: Yeah, it's the shoreline DPA.

[0:07:17] Voice 5: So should that shoreline DPA come back to the LTC for consideration, say, early in the next term? Or is that something that the future LTC could bring back and we don't need to give direction?

[0:07:38] Voice 5: Yeah, go ahead.

[0:07:39] Voice 8: I suspect it should be for the next local trust committee to do. But also, I think it's a way to open up a conversation.

[0:07:48] Voice 8: our problem on main is that the bulk of our waterfront properties were developed long ago

[0:07:54] Voice 8: so it's kind of a catch-22 how do we educate how do we clean up issues that we have on the shoreline

[0:08:00] Voice 8: so to get an education package I think we start with looking at possibly a development permit

[0:08:06] Voice 8: area that will certainly that will certainly stir the pot so to speak but I think yes it has to wait

[0:08:14] Voice 8: for the next local trust committee because it's going to be not a not a simple uh process to go

[0:08:20] Voice 8: through that because we already have so much existing really a lot of it non-permitted

[0:08:26] Voice 8: structures on the waterfront yeah

[0:08:30] Voice 5: and so my my impression that was that we were looking for more

[0:08:34] Voice 5: education um because there's yeah so bruce perhaps this could be good for your notes as you're going

[0:08:44] Voice 5: going to continue to be the island planner that you could bring that back that report or

[0:08:52] Voice 5: circulate that to the new main local trust committee um at whatever point they're considering

[0:08:59] Voice 5: their minor project or any any work that they want to undertake next term sure yeah

[0:09:11] Voice 5: so that's the kind of information i was hoping to to flesh out what do we know and and what do we

[0:09:15] Voice 5: want to set the next local trust committee up for success in terms of work that's done and work that

[0:09:29] Voice 3: i don't think so because

[0:09:32] Voice 3: we've already got it all kind of captured in the in the future projects report um just like i can

[0:09:40] Voice 3: And it's, I think it's fairly up to date, but yeah.

[0:09:59] Voice 5: wanted to go into? I guess for me, item 11,

[0:10:08] Voice 5: we do have one final meeting. And so trustees,

[0:10:14] Voice 5: did you have any feedback for the planner on any areas of potential amendments to the land use

[0:10:21] Voice 5: bylaw or should we just leave this one as completed because i know bruce has reached out to all of us

[0:10:27] Voice 5: but if there isn't um i

[0:10:31] Voice 8: think the only thing that really has popped up recently was the short-term

[0:10:35] Voice 8: vacation rental temporary use permit very unlikely we've only ever had the two um but it

[0:10:43] Voice 8: It was considering the size of the property in the future.

[0:10:48] Voice 8: So I think that was an area where we should probably look at our land use bylaw

[0:10:52] Voice 8: and possibly completely exclude some of the very, very small lots as not being suitable

[0:10:59] Voice 8: so we won't mislead the public to applying for a temporary use permit

[0:11:03] Voice 8: when you have a very tight, dense neighborhood.

[0:11:09] Voice 8: So that came up.

[0:11:10] Voice 8: off the top of my head, I can't think of any other right now. We've done a lot of bylaw changes

[0:11:16] Voice 8: over the last few years. So I guess the other one was, and David, I think you mentioned,

[0:11:22] Voice 8: we have no sort of cap on accessory buildings. So if I have acreage, and I have a certain lot,

[0:11:29] Voice 8: I have lot coverage, but accessory buildings, other than perhaps farm buildings can get quite

[0:11:36] Voice 8: quite quite extensive too so it's probably accessory the size the actual some kind of cap

[0:11:42] Voice 8: of limit on the actual size and maybe to review again the number of accessory buildings on in the

[0:11:50] Voice 8: different zones because there again i think small lots or medium-sized lots can have as many

[0:11:56] Voice 8: accessory buildings as a very large parcel a rural or or uplands so that those two items come to mind

[0:12:06] Voice 8: rate now.

[0:12:08] Voice 5: So allocating a max or a cap on accessory structures?

[0:12:19] Voice 8: I suspect that other

[0:12:22] Voice 8: local trust committees must have some kind of guidelines on that. We really don't. We just

[0:12:27] Voice 8: talk about how many without considering the size that they might be. So some might be larger than

[0:12:32] Voice 8: dwelling. And then they quickly get converted to another dwelling. So that's something that we

[0:12:39] Voice 8: should look at. And the number, the number, the sheer number. It's a few years back that we last

[0:12:43] Voice 8: did that. And I think it's time for a review.

[0:12:47] Voice 5: Okay. So why don't we put, we can have a little

[0:12:50] Voice 5: more discussion at the future projects report. Maybe we can just add a few notes, but the size

[0:12:56] Voice 5: of lots for stvrs in a possible exclusion zone and then allocating a cop cap or determining a cap for

[0:13:05] Voice 5: accessory structures depending on the size of the lot okay let's come back to that conversation

[0:15:21] Voice 5: point of direction i guess what i was hoping to capture is pretty much what you had just said

[0:15:28] Voice 5: which is what are the things that we that came up during the past four years that the main local

[0:15:36] Voice 5: trust committee goes you know what that's a potential future area to

[0:15:41] Voice 5: look at whether it's

[0:15:42] Voice 5: a project, whether the LTC picks it up as a minor project or it's a major OCP review or it's a

[0:15:48] Voice 5: shoreline development permit area, that's their decision. What I'm trying to capture right now

[0:15:55] Voice 5: is what do you know as local trustees? And I think what you just articulated perfectly about

[0:16:01] Voice 5: the short-term vacation rentals correlated to the size of lots. I think cistern requirements

[0:16:09] Voice 5: requirements in areas outside of the flexible housing zone, because it looks like that was

[0:16:14] Voice 5: addressed through flexible housing, but there's a lot of work that could be done, whether it's

[0:16:19] Voice 5: education or potential, you know, requirements for sister

[0:16:26] Voice 5: hookups, let's say. So that's what I'm

[0:16:28] Voice 5: trying to capture is just make sure that

[0:16:29] Voice 5: the planner who's going to continue on, even if we're

[0:24:40] Voice 2: quarter acre lot you're i believe you're allowed two accessory buildings but say if you have a 30

[0:26:49] Voice 2: down you can't do this you can't do that it was basically uh an acknowledgement and information

[0:26:56] Voice 5: Right. And so, Bruce, there was a bit of discussion at the Gabriel LTC very early in our

[0:33:35] Voice 5: And MP Elizabeth May had a lot to say about that.

[0:33:39] Voice 5: We had a very frank discussion about advocacy and the impacts for coastal communities and shoreline processes.

[0:33:52] Voice 5: And this is going to be probably a longstanding, well, it's going to be a conversation for a long time.

[0:33:57] Voice 5: So nothing really to report on, just that I attended and that was really the substance of our conversation.

[0:34:04] Voice 5: uh coming up we have committee of the whole meeting uh this week wednesday the 22nd

[0:34:10] Voice 5: which will be discussing referral feedback from other agencies on the policy draft policy

[0:34:16] Voice 5: statement uh in particular the ministry of housing and municipal affairs local government division

[0:34:22] Voice 5: gave a lot of great feedback on um on some of the draft policies so what is not included in that

[0:34:31] Voice 5: that agenda are referral responses from Indigenous governing bodies. Just for the public's

[0:34:37] Voice 5: information, staff have received formal responses from 10 out of 30 Indigenous governing bodies

[0:34:43] Voice 5: and preliminary responses from several others. But since there is still quite a lot of work to do

[0:34:51] Voice 5: to meaningfully engage with all interested Indigenous governing bodies,

[0:34:57] Voice 5: it's premature for staff to propose any recommendations to the amendment based on

[0:35:03] Voice 5: their feedback and they note that the addition of the new manager of Indigenous relations in

[0:35:09] Voice 5: hopefully short order mid-2026 will add capacity to the team and support more respectful and

[0:35:15] Voice 5: responsive relationships so that work is going to continue into next term of course

[0:35:20] Voice 5: but there is a committee the whole meeting on wednesday if people want to tune in and then

[0:35:27] Voice 5: finally there's a island stress conservancy meeting on the 27th followed by an itc executive

[0:38:02] Voice 8: concerted efforts but no no funding from anyone at the provincial level a little maybe some support
