Procedures Bylaw to include procedures for resolutions-without-meeting; 
THAT the Governance Committee request staff to provide recommended model
language that can be provided to the Islands Trust Conservancy Board to be
considered for addition to the Islands Trust Conservancy Meeting Procedures Bylaw
2004.
