CALL TO ORDER Chair Maude called the meeting to order at 10:01 a.m. and read a statement sent from Trustee Morrison regarding her absence from the meeting. 2. TERRITORIAL ACKNOWLEDGEMENT Chair Maude acknowledged that the meeting was being held in territory of the Coast Salish First Nations. 3. RISE AND REPORT - In-Camera Meeting of November 21, 2025 The report was provided at item 21.3. 4. APPROVAL OF AGENDA By general consent, the agenda was approved as presented. 5. TRUSTEE REPORT Trustee Campbell reported attendance at recent Regional Planning Committee and Trust Council meetings and noted receipt of multiple inquires from residents regarding rezoning possibilities related to tiny homes and other housing options. CHAIR'S REPORT Chair Maude reported that budget discussions will continue during an upcoming Committee of the Whole meeting prior to advancing further recommendations to Trust Council. 7. ELECTORAL AREA DIRECTOR'S REPORT - None 8. TOWN HALL AND QUESTIONS A member of the public indicated they live in close proximity to three short-term vacation rentals on Schooner Way and they are in support of each of the Temporary Use Permit applications related to the rentals. A member of the public spoke in support of the issuance of a Temporary Use Permit for a short-term vacation rental operating at 1603 Schooner Way and noted they have not had any issues or concerns with the operation that is located above the speaker’s property. 9. MINUTES 11.1 Local Trust Committee Minutes Dated November 21, 2025 (for Adoption) By general consent the North Pender Island Local Trust committee meeting minutes of November 21, 2025 were adopted. 11.2 Section 26 Resolutions-without-meeting Report Dated Jan 2025 Received for information. 11.3 Advisory Planning Commission Minutes Dated November 10, 2025, November 28, 2025 and Draft January 16, 2026 (for Receipt) Received for information. 12.
