This redlined version incorporates proposed revisions from the following Committee of
the Whole meetings: September 5, October 3, November 6, December 12, 2024, and
January 8, February 6 and February 21, 2025. At its February 6 and 21 meeting,
Committee of the Whole requested staff to return with additional information across a
range of several topic areas. As such, while Committee of the Whole awaits this
information from staff, it may wish to pick up its review of the document at Policy 3.4.19.
