September 13, 2023 Salt Spring Island Local Trust Committee (LTC) Special Meeting Highlights: 
 
 The third of four Town Hall Special Meetings had 12 members of the public in attendance.  
 Items addressed during the meeting included the following topics: 
o Overall workforce housing issues on Salt Spring Islands Trust 
o Proposed Bylaw No. 530 - Accessory Dwelling Units  
o Concerns about ongoing bylaw enforcement 
 
The next LTC Special Meeting Town Hall will be held on November 15, 2023, 5:00 p.m., at Salt Spring Island Golf Club, 
805 Lower Ganges Rd.  
 
September 14, 2023 Salt Spring Island Local Trust Committee Regular Meeting Highlights: 
 
 Regular Meetings also includes a morning Town Hall session. On July 13, three members of the public were present 
and most spoke about a proposed development variance permit at 687 Beaver Point Road (SS-DVP-2023.8), 
Proposed Bylaw No. 530, and one member expressed appreciation for the work of the administrative staff at the 
meeting.  
 During the business portion of the meeting the LTC: 
o Received a presentation of the Capital Regional District Salt Spring Island Community Wildfire Resiliency Plan 
from CRD Emergency Program Director, Jonathan Reimer 
o Heard a request to  continue a previous direction from the LTC to create a wildfire protection development 
permit area on Salt Spring Island.  
o Received a report on the Fire Risk Reduction Workshop Report from Transition Salt Spring. Following receipt, 
LTC closed the Coastal Douglas-Fir and Associated Ecosystems project 
o Considered the following development applications: 
 Recommended approval of an application to extend serving hours for 121 Upper Ganges Road (Harbour 
House Hotel).  
 Approved development variance permit (DVP) SS-DVP-2022.13 at 536 Beaver Point Road to defer some 
subdivision servicing requirements to the building permit stage and reduce the minimum lot frontage off 
Reynolds Road for proposed Lot 3 from 10 percent to 2.5 percent 
 Approved  DVP  application SS-DVP-2023.6  to  reduce  the  setback  between  an  existing  single  family 
dwelling and accessory building.  
 Approved development variance permit (DVP) SS-DVP-2023.8 to reduce septic field setbacks to a water 
body that leads into Lake Weston from 60 metres to 34 metres. 
o Amended and endorsed that business case for funding requests to carry current approved funding to update 
the OCP and Land Use Bylaw and to create a plan for Ganges (Shiya’hwt/SYOW
