This message is written to request that the Islands Trust defer its current plans to carry out 
community reviews of the DRAFT POLICY STATEMENT.  
This request is based on two factors:  
 
1. the recent vote among trustees concering a Governance Review resulted in 50% of the 
members opposing/supporting a Governance Review. You have a divided house which once can 
conclude is evidence of dysfunction and paralysis. This needs to be addressed by leadership.  
 
2. Just two months later the report filed Great Northern Management, hired by the Trust, raises 
legitimate and detailed concerns a bout the timing of this exercise. That report identifies serious 
and basic failures in terms of interpretation of the role, purpose and functioning of the Trust and 
its scope of authority.  
 
It seems reasonable and prudent to expect that Trust leadership would pause new activity, 
particulary as fundamental as the POLICY STATEMENT and instead focus irs attention on 
governance practices and get the leadership amd namagement deficiencies resolved before 
embarking upon a public engagement exercise when the basic purpose and scope of the Islands 
Trust is in dispute and sadly, the Trust itself is now in a state of disrepute.  
 
Many sitting  trustees have expressed their desire to have the governance report acted upon and 
to develop a plan to address the review recommendations prior to seeking change to the Policy 
Statement. I agree deferral of the planned review of the POLICY STATEMENT would be well 
received and accepted as a wise decision by the greater community.

At its March 15, 2022 meeting, the Islands Trust Conservancy (ITC) received an update regarding the March 8-
10, 2022 Trust Council meeting. ITC Chair Stamford noted that a delegation was received from David Dunning 
questioning the rarity of Coastal Douglas-fir (CDF) ecological communities. The ITC Board was advised that
