Re: Letter of Support for the Hornby Island Housing Society and Beulah Creek Village Project 
 
I am writing on behalf of the elected Hornby Island Local Trust Committee. As the governing agency 
responsible for land use planning on Hornby Island, the Local Trust Committee has specifically supported 
the Hornby Island Housing Society and Beulah Creek Village by initiating and approving the required 
rezoning over previous terms. 
 
Our role in supporting housing diversity and security is focused on ensuring that our zoning regulations 
include appropriate options for a variety of housing, advocacy in support of senior government decisions 
that support sustainable island communities, and responding to housing applications. We look forward 
to considering an application for a development permit for this project, and to receiving an application 
for a siting and use permit for staff to consider.  As well, the Hornby Island Local Trust Committee 
encourages the Hornby Island Housing Society and Beulah Creek Village Project to engage and 
collaborate with First Nations with treaty and territorial rights on Hornby Island to ensure the project is 
guided by principles of reconciliation and preservation of cultural heritage areas. 
 
The Hornby Island Local Trust Committee has been aware of the unmet need for secure, attainable 
housing for many years, both anecdotally and through evidence reported in numerous studies. Most 
recently, the 2018 Housing Needs Assessment, Northern Region of Islands Trust Report was 
commissioned by the Islands Trust. This report starkly illustrated the difficult housing situations that 
many people on Hornby Island were experiencing. Unfortunately the situation has not improved. 
 
In December, the elected 26-member Islands Trust Council affirmed a housing equity and workforce 
shortage crisis exists in many of the islands within the Trust Area. 
 
The Hornby Island community has been keen to see attainable housing created at Beulah Creek for many 
years and was heartened in 2017, with BC Housing’s announcement of the capital grant to the Hornby 
Island Housing Society, that the project could finally be funded and completed. Families have been 
excited to imagine that they would be able to move in to affordable, secure homes.
