ADOPTED Hornby Island ADOPTED 1 Local Trust Committee Special Meeting Minutes January 24, 2022 Hornby Island Local Trust Committee Minutes of Special Meeting Date: Location: January 24, 2022 Electronic Meeting Members Present: Sue Ellen Fast, Chair Alex Allen, Local Trustee Grant Scott, Local Trustee Staff Present: Heather Kauer, Regional Planning Manager Katherine Vogt, Recorder 1. CALL TO ORDER “Please note, the order of agenda items may be modified during the meeting. Times are provided for convenience only and are subject to change.” Chair Fast called the meeting to order at 1:00 pm. She acknowledged that the meeting was being held in territory of the Coast Salish First Nations. She introduced Trustees, staff and recorder and explained that the meeting was being recorded without a public participation function because it was a special meeting for Trustees to consider electronic and other changes to the current meeting procedures bylaw. 2. APPROVAL OF AGENDA The following additions to the agenda were presented for consideration: Item 3.2 Urgent Letter for B C Housing. By general consent the agenda was adopted as amended. 3. BUSINESS ITEMS 3.1 Meeting Procedure Bylaw No. 170 – for consideration and decision Regional planning Manager Kauer prepared and presented the staff report which asks that Trustees consider updating the current meeting procedures bylaw to legally allow electronic regular Local Trust Committee (LTC) business meetings; and asks that Trustees consider a request to Trust Council for the addition of a fulltime staff position for electronic meeting support. Regional planning Manager Kauer noted the following: New meeting regulations that replace the expired emergency use authorization for electronic meetings regulations allow Trustees to attend any LTC meeting electronically. ADOPTED Hornby Island ADOPTED 2 Local Trust Committee Special Meeting Minutes January 24, 2022 The new meeting regulations require a physical location for members of the public to watch, but not speak at the meeting. Staff must set up a streaming video at a location that does not have to be on the island where the meeting is occurring. Staff recommends the hiring of one fulltime person to facilitate all electronic meetings throughout the Islands Trust. Administrative bylaw amendments do not need to go through Public Hearings. Trustees spoke on the following: Public resistance to increasing Islands Trust budgets. Possibilities for local hiring of an electronic meeting support person. That it was unlikely that just one fulltime staff person could manage all Islands Trust electronic meetings. Planning staff time restrictions have been delaying Hornby development applications. Chair Fast noted the following: Hornby Island had recently amended its meeting procedures bylaw in January 2020 to reflect new public participation at meetings guidelines. Municipalities rec
