SUBJECT: Contiguous Forest Mapping Project
RECOMMENDATION:
That the Trust Council circulate the “Contiguous Forest Mapping in the Islands Trust Area Report”
prepared by Cabin Forestry Ltd, and the “Map Book, Forest Ecosystems in the Islands Trust” to local
trust committees and Bowen Island Municipality for information.
CHIEF ADMINISTATIVE OFFICER’S COMMENTS:
This work is undertaken at the direction of the Local Planning Committee and in cooperation with the
Islands Trust Conservancy, and the Coastal Douglas-fir and Associated Ecosystems Conservation
Partnership (CDFCP). The completion of this work fulfils Trust Council Strategic Plan Strategy No. 1, and
provides material for undertaking Strategy No. 2.
1 PURPOSE:
To present the results of the contiguous forest mapping project requested and funded by the
Islands Trust Local Planning Committee.
2 BACKGROUND:
At its regular business meeting on June 11, 2020, the Local Planning Committee passed the following
two resolutions:
That the Local Planning Committee request that Staff develop a Project Charter, budget, scope and
timeline creation of model development permit areas for Local Trust Committee-Bowen Island
Official Community Plans bylaws to protect Coastal Douglas-fir zones throughout the Trust Area, and
information from upcoming delegation to TC and work being done on salt spring island be
incorporated into the project.
That the Local Planning Committee forward the “Contiguous Forest Mapping in the Islands Trust
Area Report” prepared by Cabin Forestry Ltd, and the “Map Book, Forest Ecosystems in the Islands
Trust” to Trust Council with a recommendation to circulate to local trust committees and Bowen
Island Municipality for information.
The Islands Trust and Islands Trust Conservancy (ITC) are working to advance Coastal Douglas-fir (CDF)
protection throughout the Islands Trust Area, and to prioritize protection of remaining areas of
contiguous forest cover.
In August, 2019, the Local Planning Committee passed resolution 2019-016:

That the Local Planning Committee direct staff to spend up to $15,000 to map contiguous tracks
of the Coastal Douglas-fir zone and its associated ecosystems in partnership with the Coastal
Douglas-fir and Associated Ecosystems Conservation Partnership (CDFCP).
Islands Trust staff worked with Islands Trust Conservancy Staff to contract, through a competitive
process, Cabin Forestry Ltd. to conduct this work. The project objective was to map patches of
connected forest across the full extent of the Islands Trust Area, including all islands and islets, with a
goal of identifying important areas of contiguous forest for protection.
